Feature Story: Old Settlers’ Historical Museum
Embracing L a Habra’s Rich Local Histor y
The La Habra Old Settlers’ Historical Society was founded in 1898, a full 27 years before the City’s official incorporation. The contributions of the early settlers in the La Habra Valley were intricately detailed in La Habra – The Pass Through the Hills by Esther Cramer, originally published in 1969. Over the years, the Old Settlers have been collecting and restoring artifacts from early La Habra, in order to preserve the history of the City and the north Orange County region for the enjoyment and education of current and future generations. For much of the latter part of the 20th century, the Old Settlers focused their efforts on establishing a history museum in La Habra to house and showcase these artifacts. The dream is nearly a reality, and the windmill featured on the cover was
the first symbol of the progress being made for the Old Settlers’ Historical Museum. The Old Settlers have leased an historic building in the Civic Center for the purposes of converting it into a museum. The building, constructed in 1935, was the original library for the community and is a fitting location for the museum. The first floor will feature a number of changing exhibits, a replica of an early 20th century General Store, and a theatre area that will feature a short video of interviews with prominent citizens of the La Habra Valley. The basement will be transformed into a research area, and it currently houses many items from the early 1900s and original copies of the La Habra Star newspaper dating back to 1916. The windmill is a replica of one that might have been used a century ago. It was constructed with the help of Scout Robby True, who used the windmill as his Eagle Scout Project. The County of Orange, through the Board of Supervisors and the efforts of Supervisor Chris Norby, contributed funds to the museum project. The museum held its pre-opening event on Saturday, October 17, 2009, and it is expected to open to the public in 2010 just in time for La Habra’s 85th anniversary.

Community Services: Corona Park Playground

Over 500 community residents, volunteers and young people celebrated the new Corona Park playground on Saturday, August 15, 2009. The City of La Habra, KaBOOM!, and Foresters teamed up to build a 2,400 square foot playground for the residents in the neighborhood formerly known as “The Camp.” KaBOOM!, a non-profit organization committed to building a playground within walking distance of every child in America, coordinated the playground construction and recruited a community funding partner for this project. Foresters, a life insurance organization committed to helping families achieve financial security, was selected as the
La Habra Funding Partner and contributed funds and approximately 150 volunteers from their company. Corona Park was a not a typical City construction project. Because of the time needed for project design, contract continued >>>>

Community Services: Corona Park Playground, continued bidding process, and various approvals, this type of project would normally take one year. Corona Park, however, was fully converted from a dirt lot to a beautiful park in just over three months through the efforts of a team of City employees, consultants, contractors and volunteers. The park, an existing lot that was donated to the City by the Salome Gomez family (shown at left) many years ago, is approximately 6,500 square feet. The City was tasked with completing all park amenities prior to the playground “Build Day.” The property was graded; electric and irrigation systems were installed; all concrete walks, the playground enclosure, and retaining walls were constructed; and security lights were substantially in place only six weeks after construction began. The playground area was designed by the 66 children and 30 adults that participated in the “Design Day” program in June 2009. The children each drew a picture of their dream park, and then the adults identified playground equipment that best matched the drawings. The KaBOOM! staff worked with their vendors to select the dream park equipment.
Thursday, August 13th served as the “Prep Day” with 30 volunteers organizing and preparing the equipment and tools for the “Build Day.” On Saturday, August 15th at 8:30 a.m., over 400 volunteers came together to build the Corona Park playground. Parents, community members, and volunteers from Foresters pieced together and installed the playground equipment, hauled in the ground cover, and planted grass. The children in the community painted pictures on tiles that
are displayed on the park fences and helped load the wheelbarrows with the ground cover. Individuals and businesses from the community donated food, cash, gift cards, tools, and manpower to make the Corona Park “Build Day” a great success. The City of La Habra would like to especially recognize: S.C. Yamamoto, Chick-fil-A, Our Lady of Guadalupe Church, Juventas Soccer Club, Pumas Soccer Club, Albertson’s, the La Habra Youth Committee, Vineyard Church, Potter’s House Church, and the children and families of the neighborhood.

Public Safety: Grant Funding
Cit y Successful in Obtaining Resources
While the availability of grant funding is limited for most City projects and services, many grants are available for public safety services, and the City of La Habra utilizes every opportunity to apply for these funds. The application process can be quite competitive, but the La Habra Police Department has been successful in receiving Office of Traffic Safety grants. Within the past few months, the Police Department has been awarded two grants to improve safety in the community. The first of these is a safety belt enforcement grant for approximately $23,000. The funds will be utilized for expanded enforcement patrols. The second grant targets those individuals driving under the influence, and the funds, approximately $57,000, will be used for conducting DUI checkpoints throughout the year. This grant complements the La Habra Police Department’s participation in a county-wide DUI grant, in which La Habra has participated for the past two years. It is the La Habra Police Department’s goal to bring heightened attention to the very real need for individuals to wear their safety belts at all times and to arrest those persons who drive while impaired on our roadways. These grants will allow the department to deploy even more patrol officers during holiday periods, as well as throughout the year, helping to make the roadways safer for those who live, work, and travel through the City of La Habra.

Proper t y Ta xes Help Fund Cit y Ser vices The first installment of property taxes were due November 1st, with payment necessary by December 10th. The City of La Habra receives only $0.18 of each dollar in property taxes paid. These 18 cents are used to provide critical services to the community. In fact, this small percentage received by the City goes a long way toward general fund City services: Typical annual property tax bill = $3,000 Amount Received by City of La Habra = $531
Cit y Responds to Financial Challenges Throughout California, the economy has impacted local government revenues in a variety of ways — reduced sales tax, reduced property tax, a decline in the number of building permits, and State raids on local funds. Any one of these decreases is detrimental to the City’s ability to fund critical services, but simultaneous declines in all of them have severely affected core programs and services. Sales tax in the first quarter of 2009 was down 14.4 percent in La Habra, yet performing better than the Statewide average. Property tax was down nearly five percent, due to sluggish sales and the continued repercussions of the mortgage and foreclosure crisis. The City has not seen these revenue levels since Fiscal Year 2004–05, five years ago. The City of La Habra decided to quickly take action to address the newly projected revenue shortfall so that the Fiscal Year 2009–10 budget could remain balanced. The following key steps were taken:
➜ Full-time employee groups agreed to take 104 hours of furlough leave (leave without pay) per employee for the year; this equates into a five percent pay reduction per employee to save $850,000. No salary or benefit increases were provided.
➜ Part-time employees’ hours were reduced by 10 percent. ➜ Vendor and service contracts were renegotiated to save approximately $80,000.
➜ Various program and service expenditures were reduced by $393,000.

One of the most significant changes in modern census history will occur in 2010 ― for the first time since 1930, all addresses in the U.S. will receive a census short form. In recent censuses, most addresses received one of two forms: either the short form, which focused on the population count and demographics; or the long form, which included additional questions on socioeconomic and housing characteristics. Nationwide, about 1-in-6 addresses in 2000 received the long form. Together, the two parts of the decennial census showed not only the number of people living in America but also the way we live: education, housing, jobs and more. This information will still be part of the decennial census, but it will be collected on a continuing basis as part of the American Community Survey.
Child and Adult Care Food Program Public Media Release (Child Care Center — Non-Pricing Program)
Although the U.S. Census Bureau’s Population Estimates Program provides estimates of population and housing in the years between censuses, there were no updates on the estimates for the long form’s characteristics data. Our nation is not static, however, and communities need current data to make informed decisions. After a decade of testing and development, the Census Bureau launched the American Community Survey (ACS) in January 2005. The ACS is officially part of the decennial census and includes essentially the same questions as the long form. But rather than once a decade, the ACS is sent to a rolling sample of addresses every month, every year, throughout the nation. By 2010, the new survey will yield current annual data for all geographic areas of the country in the form of single- or multi-year estimates. Public Works: Water Conservation
Water Conser vation is Ever yone’s Responsibilit y In response to California’s current water crisis, the Metropolitan Water District (MWD) has implemented new restrictions and requirements for its member agencies across Southern California. One of the new restrictions that will significantly impact La Habra in the next year is the Allocation Plan. This plan allocates water to each of its member agencies in Southern California. Should an agency use more water than what has been allocated, then that agency could be penalized heavily, more than 5 times the current cost of water. The current cost of water is $605 per Acre Foot (or 326,000 gallons), making the cost of overallocation $3,077 per Acre Foot. La Habra’s previous water conservation ordinance was enacted in 1990 in response to the severe drought conditions which occurred from 1987 to 1992. The goal of the new water conservation ordinance is to help prevent La Habra from exceeding its MWD allocation, as well as to provide a consistent conservation effort in Northern Orange County. The neighboring Cities of Buena Park, La Palma, and Brea have also either adopted or are currently considering similarly structured ordinances. Some features of La Habra’s new water conservation ordinance include permanent water conservation requirements. Permanent requirements did not exist under the previous ordinance. Additionally, there are four phases of water supply shortage measures beyond the permanent restrictions. A Phase 1 Water supply shortage requires a water demand reduction of up to 10 percent. The reduction for Phase 2 is 20 percent; Phase 3 is 30 percent; and Phase 4 is 40 percent. Additional water reductions, requirements, and penalties are associated with each Phase. Violation of the ordinance may result in fines, mandatory installation of flow restrictors, or termination of service. The following is a list of some of the permanent restrictions under the new water conservation ordinance which residents will need to comply with at all times: • • •
Watering lawns and landscapes between 10 a.m. and 4 p.m. is prohibited except by use of a hand held bucket or hose. Watering duration is limited to no more than 15 minutes per station per day. Excessive watering resulting in runoff onto streets or gutters is prohibited.

Hosing off driveways or walkways except for sanitary reasons is prohibited. Residents are obligated to fix water leaks, breaks or malfunctions in a timely manner. Water fountains and decorative water features must use recirculated water. A bucket or hose with an automatic shutoff nozzle (cutoff valve) must be used when washing vehicles. Drinking water in restaurants is to be served only upon request. Hotels must provide customers the option to not launder linen daily. Installation of single pass cooling systems is prohibited in buildings requesting new water service. Re-circulating water systems are required in all new commercial car wash and laundry systems. Restaurants and eateries are required to use water conserving dish washer spray valves.

Fi rs t A n n u a l Sp ri n g Ci t rus Fair i n 2010 The La Habra Area Chamber of Commerce will host the Spring Citrus Fair April 9th through 11th, 2010. It is anticipated to generate 20,000 to 30,000 visitors. At the “root” is a celebration of the agricultural history of the La Habra Valley. Citrus growing and packing put our tiny settlement on the map in the late 19th century and became a major industry well before the city was incorporated in 1925. Long gone are the orchards and packing houses, but the heritage is alive and well. The Spring Citrus Fair promises to entertain attendees from throughout Orange County with a vintage car show, chili and tamale cook-offs, a singer talent search, live bands, food and merchandise vendors, and scores of exhibits and rides. We will also be featuring the new La Habra History Museum and those who settled in the La Habra Valley. All City services used will be paid 100 percent by the Citrus Fair organizers. Games CSS BINGO
CSS Bingo meets Monday through Friday from 12:45 to 1:50 p.m. The cost of playing is 25 cents per card, with a maximum of six cards. Nine games is the usual number played. If you like bingo, come join the fun! All are welcome to participate. FRIDAY NIGHT BINGO The La Habra Senior Citizens’ Club hosts bingo each Friday at 6:30 p.m. at the La Habra Clubhouse, 200 W. Greenwood. Admission is 50 cents. Donuts and coffee are served. The group also holds potlucks several times a year. All seniors are welcome to participate. CARDS & DOMINOS If you’d like to join a group of card players, there are several to choose from. Canasta players meet 9:30 a.m. to 1:00 p.m. on Mondays, Pinochle players meet at 12:30 p.m. on Thursday, and bridge players meet on Thursday from 12:30 to 3:30 p.m. You can play dominos on Fridays at 12:00 noon. All groups meet at the Community Center and welcome new players.
