Ta x A ssi sta nce Available for Eli gib le Workers Does the word “taxes” make you nervous, break out in a cold sweat, or do you file for an extension so you don’t have to face Uncle Sam? Well now you don’t have to panic, because help is on the way. It’s called Earned Income Tax Credit (EITC). The EITC is a tax credit for certain people who work and have low wages. A tax credit usually means more money in your pocket because it reduces the amount of tax you owe. The EITC may also give you a refund! The EITC can provide a refund of up to $5,666, and is one of the largest federal credits available to low and moderate income workers. How do you know if you qualify for the EITC? The City of La Habra encourages you to find out! The City of La Habra has partnered with the Legal Aid Society of Orange County, the Orange County United Way, and community-based organizations to provide free tax assistance and financial education to eligible households. Even if your family is not eligible for the EITC, you may still obtain free income tax assistance if your income does not exceed $50,000 in 2010. What are the benefits of getting free tax help? For one, you save on the cost of paying a private tax preparation service. More importantly, you avoid costly Refund Application Loans (RALs). When you have your taxes prepared by a private tax preparation service and you’re offered an
immediate return, more than likely you are going to be charged an interest rate of up to 700%. This is an RAL. By avoiding the cost of RALs, as well as check cashing processing fees, low to moderate income taxpayers are able to retain more of their refund, which means keeping more of what you earn. How can you take advantage of free tax preparation and EITC? Please call 714-571-5259 for more information and to schedule an appointment for free tax preparation assistance. City News: New Playground
Guadalupe Park Shines With New Pla yground On July 20, 2010, over 280 adult volunteers and over 125 youth volunteers showed up early in the morning to construct a new playground at Guadalupe Park, just west of Walnut Avenue. After some warm-up exercises, directions were given to build the new playground in just six hours. The volunteers were divided into teams with specific assignments. Within a few minutes of starting, poles were in the ground, and concrete was being hand-mixed. Other teams were assigned to build new benches, and a large group was assigned to planting approximately 200 one-gallon plants. As if on cue, the construction was completed at 2:30 p.m., and a ceremony was held to celebrate the completion of a hard day’s work and to thank all of the volunteers. The playground was a project initiated in partnership with the Family Resource Center and KaBOOM!, a national nonprofit organization whose mission it is to create play areas for children. KaBOOM! identified Foresters Company as the project’s funding partner, and Foresters also provided many

volunteers. This is the second successful project using resources from KaBOOM! and Foresters; Corona Park on Fifth Street was completed in August 2009, in a period of 90 days! As a result of community enthusiasm, non-profit assistance, and the contributions of KaBOOM! and Foresters, the new playground at Guadalupe Park shines. The improvements include a climbing wall and swings, many new benches, new concrete sidewalks and ramps and landscaping. Come by and discover the new improvements at Guadalupe Park.

City News: Graffiti Ordinance
New Ordina nce Strengthens G raf f iti Prevention
Graffiti hurts communities. Over the years, tagging crews and vandals have defaced public and private property throughout La Habra. The abatement of graffiti has become a constant expense for the City, property owners and local business owners. Last year alone, the La Habra Police Department recorded a total of 498 vandalism crime reports and arrested 126 persons, specifically for graffiti related crimes. While La Habra enacted a graffiti ordinance in 1995 to help combat this problem, the City Council recently took additional steps to increase this ordinance’s effectiveness and to hold vandals financially responsible for the damage they inflict. The City can now recover costs from an adult offender, or, if the violator is a minor, from his or her parents, who will be held accountable for the cost of removing the graffiti. Further, those individuals who serve as “lookouts” will not be exempt from responsibility, as they serve to aid and abet in the defacement process. As part of the amended ordinance, the City Council also strongly recommended that when a person is convicted of violating this ordinance, the court impose a long community service sentence, in addition to any other penalties imposed. The community service time would be used to help eliminate existing graffiti, and also work to deter offenders from new offenses. Because the effective control and elimination of graffiti requires a community-wide effort, local businesses will be required to be more mindful regarding the storage and sale of items that could be utilized for graffiti, such as spray cans of paint or dye, marking pens, etchers or any other graffiti implement. Merchants will also be required to first obtain the identity of the purchaser and verify that they are at least 18 years of age or older, prior to a sale. To minimize the impact of graffiti, it must be removed promptly, so the ordinance also delineates a specific time frame for removal of graffiti by directing property owners, or the person in control of the property, to remove the graffiti within seven (7) days of being notified of the necessity for clean-up. (An additional provision in the section extends the time to fifteen (15) days if the person has scheduled the removal of the graffiti as part of an active graffiti removal program). While this ordinance is a vital tool towards addressing the impact of graffiti, residents are reminded that the best way to prevent graffiti is to take pride in your community and report “graffiti in progress” immediately, by calling the La Habra Police Department at 562-905-9750. L a Habra’s D ro u g h t To l e ra n t Plant o f t h e Qu a r te r Epilobium canum flower
The Epilobium canum flower is known as Zauschneria, but has other common names, including California-fuchsia, Hummingbird Flower, and Hummingbird Trumpet. It is a perennial native to California and other areas of the western United States. It is an herbaceous perennial with grayish green leaves and orange-red flowers. It blooms in late summertime and into the fall, providing brilliant color. It grows best in full sun or partial shade and prefers coastal and intermediate locations below 2,000 feet. The plant is a small shrub and can grow to one foot tall with a spread of four feet wide at maturity and is hardy down to 15 degrees Fahrenheit. The Epilobium canum prefers moist but well draining soils and needs to be protected from the wind. It will need to be watered twice a month in the summer months.

Na n c y O’ Bri e n Tai Chi Chuan and Tai Chi LiuHeBaFa Instructor
A series of meditative and self-healing movements based on Chinese teachings over 6,000 years old, Tai Chi literally translates to “The Grand Ultimate Way of Life” as taught through movement. The slow, rhythmic motions, which combine mental concentration, slow breathing and dance-like movements to increase chi (life energy), are very effective in returning the skeletal structure, muscles and organs to their natural alignment. It is so popular in China that a vast number of the population begins its day before work with some form of Tai Chi. The La Habra Community Center offers two
Tai Chi classes, both taught by Nancy O’Brien, who is not only an instructor, but an international judge of the art. O’Brien, who grew up in Pico Rivera, began learning Tai Chi in 1985. She had studied and danced ballet for most of her life, so was used to breaking down movements into their components, and this was helpful to her in mastering the different stances, which in turn led to her helping classmates who were struggling. She took classes from several different instructors, all of whom encouraged her to learn more extensive forms, as well as to teach classes herself. Any form of Tai Chi offers many benefits, says O’Brien. First, it is a low impact, slow burning exercise, so it’s gentle on the joints when done correctly. And because weight changes are such an important part of the
process, it improves balance tremendously. Also, it increases the participant’s self-awareness, which can have a positive effect on one’s personal safety. “The best self defense is leaving a situation before it happens,” she points out, “To know how to avoid circumstances makes one feel powerful.” Last, “there are so many levels that one never stops learning.” O’Brien recently returned from China, where she not only judged, but participated in a competition. She received a gold medal in Tai Chi Chuan 24, a silver medal in 42 narrow blade or Tai Chi Knife, and a bronze medal for individual LiuHeBaFa. She teaches Tai Chi Chuan on Saturdays from 10:30 a.m. to 12:00 p.m., and on Monday evenings, she teaches Tai Chi LiuHeBaFa, a more complicated form, from 7:00 to 8:30 p.m. Both classes accept new students at any level, in any session. Around the holidays, there’s no better place to shop than your own backyard. Leave the hustle and bustle of the big regional malls behind; instead, visit a variety of shops here in La Habra. The Imperial Highway Smart Street project has recently been completed, making it a breeze to navigate the many retailers and restaurants along Imperial Highway. In addition to the national retailers and chain stores located in La Habra, there are several unique and upscale specialty shops to entice you with out-of-theordinary, delightful gifts and home decorating items (see list). Most importantly, purchasing items in La Habra means that a portion of the sales tax you pay comes right back to La Habra. Sales tax is the second largest revenue source for La Habra, and it is used to pay for general City services, such as police and fire protection, parks and recreation services, street repairs, and hazardous waste and environmental cleanup programs. The average American shopper spent $811 on holiday gifts in 2009 (Consumer Reports Survey 1/26/10). If La Habra residents spent half this amount ($406), the City would receive $119,941 in sales tax revenue. This is significant revenue, which could be used to: • • • • •
Pay for one police officer ($100,000); Operate the La Habra Shuttle for one year; Host the Concerts in the Park Series, the 4th of July, Spring Family Eggstravaganza, AND Veterans Day programs; Repave one or more alleys in the City; Construct new playground equipment at a City park.

VOICE FOR YOUTH Do you like to sing? Tell your friends and neighbors about this class, which will teach them to breathe properly, sing on pitch, and have fun at the same time. Participants will sing as a group, but will focus on individual performance.
Let’s play ball! Here is a sports class especially designed for kids aged three to five. This program will cover the basics of soccer, Tee-ball, basketball, track and field, and other recreational games, along with sportsmanship, providing a great introduction to sports and building participants’ social skills. MASTERPIECES WITH PENCILS & PASTELS
Learn the skills necessary to play music and have fun while learning. Class emphasizes chord strumming, reading notes and tablature and playing different styles of music. Students must provide their own instruments (acoustic or electric). Students must also provide picks, guitar tuner and book, “Hal Leonard’s Classic Guitar Method,” which may be purchased at La Habra Music Center. A metronome is also suggested.
In this fun course, students will learn basic drawing techniques using a variety of fun media, including oil pastels, crayons and colored pencils. Radio Patrol consists of men and women who serve as uniformed volunteers helping to make the community a safer place to live. Some of the duties include assisting with traffic control, helping out during unforeseen events such as power outages, and reporting suspicious activities witnessed when out on patrol. REQUIREMENTS:
