*A Vertical Rewards Checking Account (the “Account”) is a variable interest rate account. During the first 3 statement cycles following account opening (the “Introductory Period”), the annual percentage yield for daily collected balances, up to and including $250,000, may be a maximum of 1.05%, provided that a direct deposit via ACH has posted to the Account each statement cycle. Yes, we know it’s hot—but that doesn’t mean you have to hide inside in the comfort of air conditioning. The snowbirds have flown the coop, so take advantage. For the couch potato set, we have ideas that are close to home, and for the more seasoned thrill seeker, we have destinations in the Keys, Orlando and Miami. Go explore!
Summertime is the perfect season to try a new and refreshing cocktail. Sip these babies outside as the sun sets. Or head down to the beach and enjoy one with a view of the ocean.

CREATIVELY SPEAKING
BY SUSAN ROSSER
See the Light IF I WERE IN CHARGE OF THE WORLD, THE summer solstice would be a national day of thanks. I know what you’re thinking—we already have one in November. But perhaps gratitude is something we should acknowledge more than once a year. So why June 21st? The longest day of the year is one of my favorites and since this is my fantasy and I rule the world, I get to choose what to celebrate. There are many reasons to love summer (even here in South Florida) but for me, my favorite part are the longer days. While intellectually, I know each day is still just 24 hours, those extra hours of daylight inexplicably lift my spirits. I should mention that my love of daylight is equally matched by my distaste for the night. OK, I’m not a complete lunatic. It’s not as if I am afraid of the dark. It’s just that everything always seems more dire after the sun sets. As children, many of us were scared of the dark. OK maybe not everyone—but I’d like to comfort myself and believe that at least most of us were afraid at night. When I was a kid, my bedroom was at the end of a long hallway. Every night I would run down the hallway and leap onto my bed like a track star. This technique allowed me to avoid the monster beneath my bed. (Why I felt safe once I was actually in the bed is still unclear to me.) Nowadays, while I am relatively certain there is no monster lurking in my bedroom, the night brings an entire new sense of dread. In the wee hours of the morning I manage to convince myself that I have a rare and incurable disease or that I will go bankrupt or any other number of insurmountable problems. Thankfully, every single day, the sun rises and in an instant whatever challenge seemed insurmountable just minutes ago–is now just another problem to solve.

But back to the daylight. Oddly, my favorite part of any day is dusk. On the surface this doesn’t make much sense, since dusk means night time is imminent. But maybe that’s why. Knowing that the night is right around the corner and that you must squeeze out every last bit of joy out of the day. I can still here the screen door in my house slamming behind me as I ran outside to join the other kids in my neighborhood for an apres dinner game of running bases. (Charlie Raffa had the best arm and could pretty much get anyone out.) And as it got darker, my mother would open that same screen door and yell out that it was time for me to come in to take a bath. Of course, this embarrassed me —as if I was the only one among my friends who bathed. It would take several attempts by my mother for me to acquiesce. Each time she called, I would insist that it was still light out. And once I was inside and looked out the kitchen window, I was always surprised to see that it actually was dark outside. Now at the end of a long summer day my husband Richard and I will fix some cocktails— usually something a little more festive— and sip them lounging in our backyard pool. We’ll float and sip and talk until the sun sets. Somehow those extra hours of daylight seem to actually slow down time. Obviously, that’s not the case—I suppose it’s just our perception of time that is altered. Either way, I’m grateful.

Pet Rescue Decals So many pets die every year due to house fires. Many fires happen when folks are not at home. Animals perish because the emergency services don’t know that there are pets inside the house. This happened recently in a house fire in Fort Lauderdale where a dog was severely burned. As part of a personal community service drive, which was triggered by the above incident, Erica Davey produced reflective alert decals. These decals are free for Lighthouse Point residents. Text Erica at 954-695-4211 or email her at Erica@EricaDavey.com with your name and address to receive a decal. Attach the decal on or close to your front door so it is clearly visible. Remove decal when no longer required. Rescue services are aware of the decals and will look out for them. There is an intense chain of events to be considered during a fire emergency, and the fire department will do their best, but cannot be held accountable if they miss the decal.
Erica and Jan Davey relocated to America 20 years ago, settled in Lighthouse Point and became American citizens eight years ago. “America has been very good to us and giving back just a little to our community is Fire Chief David Donzella and Erica Davey the least we can do in appreciation as newly minted Americans,” said Erica. In 2006 she received the Broward County Emerald Award for special services, with her project “Bring back the Butterflies” and in 2008 was the team leader in getting the City of Lighthouse Point certified as a Community Wildlife Habitat.

Bernie Conversi Retires After 25 Years Bernie Conversi, the athletic supervisor of Lighthouse Point’s Recreation Department, will be leaving the job he’s held for 25 years at the end of this month. “It’s time,” said Conversi. “You can only work so long, and then there’s another chapter of your life, hopefully. It’s time to have some fun. If you wait too long and you’re not healthy, then you can’t do things.” In his job as athletic supervisor, Conversi’s duties included evaluating the skills of each child participating in the city’s sports programs and putting together teams based on those skills. He also selected the coaches, and for all but the last two years, did the officiating for every sport except soccer. He’s been at all the games – in baseball season, up to 16 games a week, Monday through Saturday – to coordinate things and keep score. Even now, he still steps in to officiate, if needed. Conversi, who has traveled to every continent except Australia, said that once he retires he plans on using his passport, which “has been getting dust on it.” At the top of his list of places he’d like to visit with his wife and 14-year-old daughter are Italy, Peru (to see the Inca ruins in Machu Picchu), the South Pacific and Africa. “I’ve always wanted to do a pictorial safari, where you go with cameras, not guns, and look at animals in their natural habitat,” he said. Conversi, 68, has a degree in history and political science, as well as a teaching degree. Before going to work for the City of Lighthouse Point, he worked for seven years as the athletic director for the Boys and Girls Club of Pompano Beach. At the time, it was just the Boys Club, but Conversi was instrumental in getting the club to include

I think I’m leaving things in pretty good shape,” he said. What Conversi will miss the most about working for the city’s Recreation Department is his interaction with the children and parents. “I’ve made some wonderful friends here in Lighthouse Point. The parents have been amazing to me for 25 years. I will certainly miss that.” He finds it rewarding that children who started in the sports programs when they were 5 or 6, and are now in their 30s, still greet him with a smile and a hug. “They still talk about playing sports here and how much they enjoyed it,” said Conversi. “If I’ve added one scintilla of pleasure to their life, then it makes me feel good…and that maybe I was a positive role model.”

The 9th annual Reef Sweep (Deerfield Beach’s pier cleanup day presented by Dixie Divers) is upon us. This is your opportunity to help clean up the ocean, dive in a traditionally forbidden spot, contribute to the city’s environmental education programs, try out some new gear and participate in breaking a Guinness World Record for longest underwater human chain (all in the same day!). Scuba divers and snorkelers will swim out from shore around Deerfield Beach pier, an area traditionally closed to divers, to pick up litter. The fishing pier will be closed from 9am to noon to create a safe space to maneuver around the pilings. Non-swimming volunteers will help the divers by lifting buckets and clearing debris. As the trash comes out of the ocean, the City of Deerfield Beach will weigh it and keep track of its composition. This information will then be used for environmental education programs. The Pier dive is one of the most fun for local divers because of the variety of marine life that congregates around the pier. The Reef Sweep is a once-a-year treat for diving enthusiasts. Participants are asked to please bring cutting tools (for mono-filament), snips, scissors and small rakes. Each volunteer will receive a t-shirt and goodie bag.

After the cleanup, beginning at 11am, those diving will gather to begin the quest to break the Guinness World Record for longest underwater human chain. The current world record is set at 182 divers held in Koh Tao, Thailand. With the traditionally high turnout of volunteers at the Reef Sweep, breaking the record should be no problem.

THE DETAILS: WHEN: Registration is at 7:30am at the pier. Unload gear in front of the pier. Diving will be permitted from the beach from 9am until 11am. Organizing for the Guiness World Record begins at 11am. Record should be set by noon. The gear demo runs from noon until 4pm. WHERE: Parking at the pier will not be free, but parking at the Deerfield Beach fire station is free on a first come, first served basis.
Requirements: In order to dive, participants must have a C card or Certification Number and sign a liability release before entering the water. For more information, please contact Dixie Divers at 954-420-0009 or visit dixiedivers.com.

TO THE POINT URBAN ADVENTURE
Get High in the Sky
BY JAMES TERLIZZI
“FLY THE FRIENDLY SKIES” IS THE SLOGAN OF UNITED AIRLINES. Well, they may be friendly in the sky, but on the ground, not so much. (I’ve never understood their catch phrase. It implies that the other airlines are up there dodging flak and waves of Kamikaze.)
Unless you’ve been hunting truffles in Siberia, you have heard about the paying customer who was injured while being forcibly removed from his seat to make room for a United employee. This takes customer service to a new level. Now, when you are bumped from a flight, you don’t have to walk off the plane. You are dragged down the aisle, thus conserving your energy. You even get complimentary removal of your carry-ons by the “customer service specialists,” otherwise known as airline police. As the story goes, United needed seats for a flight crew so that they could man a flight in another city. I don’t know about you, but I never had a job where my employer would assault a customer so that I could get to work. (However, I did have a boss once who admonished a stock clerk for parking in my Employee of the Month spot.)

LIGHTHOUSE POINT
| lhpmag.com
I have a suggestion as to how to handle problems like this in the future. If you lose your seat on the plane due to bumping, you should be given a seat on the airline’s board of directors. At the rate airlines bump passengers, it will take about a day for us customers to gain control of the companies. As the new bosses, our first order of business should be to remove all of the seats and replace them with half as many leather recliners. Next, we will re-institute food service. Our caterer will be Seafood World, with an emphasis on stone crab. When stone crab is out of season, we will offer a high-end surfand-turf buffet prepared by Wolfgang Puck. The next thing to go will be the claustrophobic lavatories. They will be replaced with en-suite bathrooms. I know what you’re thinking. All this will reduce revenues to the point where the airlines will become unprofitable. Not to worry, I have the answer. We can eliminate the shortfall by installing blackjack tables on all flights. This will provide an ancillary benefit to the gaming industry by creating jobs for dealers and pit bosses. (By the way, never split fours.) First class will be re-named “high-roller class.” At a certain level of play, you will be eligible for the super-colossal size stone crab claws and a foot massage. “Whales,” the highest of high-rollers, will receive “comps,” such as free flights, the gift of their choice from In-Flight magazine and a subscription to Florida Gardening. The latter is to ensure that they only plant native species in our state. Lines of credit will be available. Anyone who refuses to pay off his markers will be gently removed from the airplane—in mid-flight. This will keep deadbeat losses to a minimum. Flight attendants will be re-designated as cocktail waitresses. They will make more in tips than they do now in salary. All “playing customers” will receive free cocktails. The new slogan will be: “Come fly with us. We’ll get you high before you leave the ground.” Y

TO THE POINT URBAN ADVENTURE
A Day as a Derby Grrl BY MISS ADVENTURE PHOTOS BY JOE YERKOVICH I ENVISIONED WAR PAINT, BRUISED THIGHS AND spandex. I predicted raw skid burns on my elbows and knees. I imagined grimacing, snarling, beastly girls ready to pummel me. I worried about chipped teeth and heard echoes of hockey slams and rugby tackles. These were the flashes on loop in my brain the day I knew I was to take my next Urban Adventure: skating with the Gold Coast Derby Grrls at Xtreme Action Park on Powerline Rd. in Ft. Lauderdale. To my surprise, when I entered the rink arena that night, I heard warm laughter from small groups of girls congregating around the edge of the rink and saw friendly faces welcoming me to my first open practice. One of the leaders of the group (a girl who goes by the derby name “Anakin Skyblocker” and coaches the newbies like me, who are referred to by team members as “Fresh Meat”) showed me onto the rink where there were plastic boxes full of knee pads, helmets, wrist guards and elbow pads. I couldn’t help but feel like a jittery five-year-old learning to skate for the first time as I slid on the knee pads and velcroed on my wrist guards. After tying up my skates (which are the classic, old-fashioned kind with actual shoelaces), I stood up on the wheels feeling wobbly. I shuffled my feet to the edge of the rink and took a breath before stepping cautiously onto the slick surface. I realized then that my enemy was not going to be the other badass players, but rather my own klutziness. I had not skated in about a decade and felt completely inept with those clunky appendages at the ends of my precarious limbs. Luckily, at these open recruitment nights, the skaters separate into groups — the Fresh Meat group (where I belonged), and the seasoned players. While the real team did drills around a large oval of neon cones in the center of the rink, the Fresh Meat skaters convened on the far end of the rink, far out of the way. If one can’t quite make the Fresh Meat cut, there’s even one more step down — the “Rotten Meat” group.

To say I was relieved at this skill-level separation is an understatement, though some part of me looked longingly at the heat of excitement at the center where a coach blew a whistle and called out commands. This coach, by the way, went by the derby name “JustAss of the Piece” (in reference to her status as an exstripper-turned-lawyer). Derby names, I came to learn, are a fun tradition granted to each girl who joins the league. Anakin Skyblocker circled up the newbies and taught us — a group of about 15 girls — how to do the most basic maneuvers: the T-stop, the wedge stop, spinning around to skate backwards, and my personal favorite, jumping over a styrofoam pool noodle laid out on the ground. The first jump over that noodle was rather comical — my wheeled heels flew out from under me and my ass thumped hard on the ground (leaving a bruise I wish I could brag about). This was the case for most of us fresh meats. Yet, the
apparent to me that this sport was about much more than the second try was much more successful. I can’t say I got too much game itself, but about the camaraderie and friendship of the air over that neon green noodle, but I did land on the other side team (a very eclectic and eccentric group, I might add). Anakin without falling, which felt like a grand accomplishment. told me the team is always doing something together — whether What was remarkable was how quickly being on skates began it’s volunteering, participating in community events, traveling to feel comfortable. Still (a play on one of my other nicknames) or The Huntress (after the though, I felt accomplished. DC comic). None of these seem quite satisfactory, but perhaps if I After practice was over, the Fresh Meat group huddled up to pursue the sport, the right one will materialize. Ethical Will
WHAT WORDS OF WISDOM WILL YOU LEAVE?
BY MARTIN ZEVIN, ATTORNEY
“DAVID, REMEMBER THIS: YOU ARE A UNIQUE BEING. Find what is special about you, what you really love, and make it the top priority in your life. Follow your heart, not your mind. Remember the magic message from “The Little Prince:” ‘It is only with the heart that one can see rightly; what is essential is invisible to the eye.’ ” I wrote that in 1988 to my ten year old son as part of my first ethical will. I had been a lawyer for fifteen years and had prepared many wills for clients. But it wasn’t until I read an article by my Rabbi in the Temple newsletter that I discovered the concept of preparing a legacy not of our material estate, but of our spiritual one.
Pages from “The Little Prince”
You don’t need a lawyer for an ethical will. But the best advice I can give to a client (if he or she is open to it) is this: examine your own life. What are your values? What have you lived for? Has your life made a difference? What are your hopes for your loved ones? What mistakes did you make that, with God’s grace, resulted in your becoming a better person? What good deeds did you do that made the world a better place? In 2016, I wrote Part Two of my ethical will. It begins like
48

this: “I just read my ethical will, which I wrote 28 years ago. I should have been reading it regularly, to remind me of my highest self and motivate me to be a better man. I have made so many mistakes since then. I have hurt and disappointed Dotty (and therefore David) so many times. I can only ask for forgiveness from Dotty and David and any one else that I have hurt. I wrote to David: ‘Follow your heart, not your mind.’ If I had listened to that advice myself for all these years, so much pain and sorrow could have been avoided. So to my loved ones, I ask you to remember me for those times when I did follow my heart.” Then I wrote about the most painful mistakes I made when I closed off my heart. I recalled the good deeds that made a difference in the lives of two people, my “Little Brothers” for whom I was a mentor. It wasn’t easy for me to write an ethical will, especially the second one. I had to remember the times when I looked at the man in the mirror and didn’t like who I saw. I am proud to say that my son has followed his heart, both in his profession (film editor) and in his personal life (giving of himself completely and unconditionally to those he loves). So much of what I have written in my two ethical wills, David has already expressed by living his life. But just the writing of my ethical wills, and re-reading them regularly, has given me a peace of mind that no regular Will ever could. The essence of who we are is the greatest and most lasting gift that we can give to our loved ones. Here is how I end my second ethical will: “I feel complete in what I have expressed. I feel so grateful for my life. Every day that I wake up, I thank God. So I leave these two things to those who read this: love and gratitude. May each of your days be filled with both.” Y Martin Zevin is available to discuss wills, trusts, estates, probate and is available for free consultation regarding personal injury claims or car insurance coverage. TO THE POINT PERSONAL DEVELOPMENT
No Excuses THIS IS COMPLETE BS: MY WIFE LEFT ME. MY DOG died. My truck broke down. I am under paid. My boss hates me, and it’s raining outside. Sounds like the lyrics to an old country song, doesn’t it? But I am willing to bet you know a few people who talk like this all the time. They walk into a room with that negative look on their face. They are angry at the world and it is never their fault. These people actually brighten the room when they leave. I’m sure deep down they are great people, but they let their negative outlook dampen their day and the days of those around them. Well, I am going to say it: It’s complete BS! I know many of you are thinking of a very colorful expression that should not be said around kids. It’s really not the BS that you are thinking of. It’s their BS! BS meaning…Belief Systems. It’s their belief systems
that is the real problem. We know those people who think everything happens to them. They have bad luck. They never catch the breaks, the promotion or the accolades. They get angry when others are doing well, seeing gains, making progress and moving forward in life. They feel helpless and think there is nothing they can do to change their life or circumstances. They are the victim and it’s everyone else’s fault.

So how does a person change their BS? It all starts with your attitude. When you start to understand that it’s your outlook and your attitude that makes the difference, you are then on the road to success and happiness. Tony Robbins says, “Nothing has meaning except for the meaning you give it.” You might see people around you on the climb. They are losing weight, training hard, getting better, and inspiring others. You might say, “It’s easy for them because…(insert some BS excuse here!)” Or you could view it differently. You could say, “Good for them. If they can do it, it’s possible for me too. If it’s to be…it’s up to me!” When you ask yourself great questions, you will get great answers. What questions are you asking yourself? Why did this have to happen to me? Why can’t I catch a break? Why is this so hard? Or you could ask yourself some empowering questions, such as… What can I learn from this? What is the opportunity here? How can I make the best of this? Occasionally, you may get an injury. Many times, people say they can’t train. I would encourage you to view it differently. OK, your knee hurts. You can still work your in-close boxing on the wall. You can still do upper body strength training. You can still practice your weapons. It’s not what you can’t do. It’s what you can do! Want to improve your attitude? Start with this book: “Jeffrey Gitomer’s Little Gold Book of YES! Attitude.” It is one of the best books on attitude I have ever read. Put the right information and inspiration in your mind, and you will change your BS. Simple tips to maintain a positive attitude: •Seek the company of positive and supportive people. •Follow an inspiring mentor on YouTube. •Read every day. •Listen to an uplifting audio book in your car. •Listen to music that gets you fired up. Want a better, more fulfilling life? Change your BS! Y Craig Haley is the Sixth Degree Black Belt instructor at Elite Force Martial Arts, eliteforcemartialarts.com.

TO THE POINT CANTANKEROUSLY YOURS
Nums & Figs DEAR READERS, A friend recently asked me if I’ve always been grumpy. No, actually. It took 50 years in advertising to hone my cantankerousness. By the early 70s, research had replaced reasoning in most large advertising agencies. Especially at Leo Burnett, where I worked. Nothing went on air until it had been tested; nothing even went to a client until it had been pre-tested in our research department. No one made decisions or recommendations without research numbers to support them. For example, after meeting outrageously tight deadlines, we would ask the assigned account executive when our ideas would be presented to the client. The consistent answer: “We’ll see when the nums and figs come in,” (account executivespeak for “numbers and figures,”).
When the nums and figs went south, everyone blamed everyone else, and most of us booked an extra session with our shrink. However, the cry for research gave birth to my favorite commercial of the hundreds I’d written over the years. It was 1973. Secret Deodorant for women (a Procter & Gamble product) was slipping in sales, and wanted a new approach. When this happens at an agency the size of Leo Burnett, the entire Creative Department gets thrown into the fray. At that time, Procter & Gamble was the only one of our clients who would spend the money to actually book commercial time for just

one commercial. And for this test, P&G would pay for the low-cost production of four different commercial ideas. The Gang Seventy-eight writer/art director teams – already swamped with current assignments – started cranking out ideas. We had four working days. Paul (my art director partner for two years) and I had established our own “hate session” protocol for conceiving ideas: work separately for one hour, get together and hate each other’s ideas, then brainstorm for an hour and go back to working separately. “We’re thinking of one-shots instead of a campaign idea,” I said to him the morning of the second day. “We may be testing only one commercial one time, but it’s got to be easy to envision subsequent commercials.” Before lunch that day, Paul said, “I’m leaving early for lunch. I can’t think any more. I’m a nervous wreck.” When he came back from lunch, I said, “You just wrote our campaign.” The Campaign We built a campaign around the line, “When you’re a nervous wreck, you’ve got a great Secret.” We presented a “book-end” concept to our Creative Review Committee: a lead-in commercial at the beginning of the televised program and another at the end. In the first commercial, a young guy is taking his girlfriend to meet his parents for the first time; in the closing commercial, his mother and placating father await their arrival. Both women are basket cases. In the opening commercial, the young guy, an insensitive clod, says things that only exacerbate the girl’s anxieties, such as: “I’ve only brought a few girls to meet my folks, but I’m pretty sure my mom’ll like you.” The girl mumbles very quietly, “I’m a nervous wreck.” And in the closing commercial, the mother is walking in circles while the father is trying to calm her down. Finally, she stops and shouts, “What if she doesn’t wear a bra?!” Both commercials end in the same way: the folks greet the young couple at the front door, and the nervous mom and young girl simultaneously say something completely absurd. The mom: “The Wilsons next door just went on vacation.” The young woman: “I just finished reading, ‘Magic Mountain.’” Then everyone laughs. After one week of nine-to-five [CONTINUED ON PAGE 54]

presentations from 87 teams, and in the interest of time, no pre-presentation research, the CRC selected nine different campaign ideas to bring to P&G. “Nervous wreck” was one of them ... and one of the four selected to actually be produced. Casting Leo Burnett produced most of its commercials in Los Angeles, where Leo had a large production staff, and no creative team (Mr. Burnett insisted that all creative work be done in Chicago.) Forty-four years ago, auditions took place at the huge casting agencies. When it came to two people in a commercial, the casting agency and Leo’s production staff would arbitrarily pair people up, with scripts, in the waiting room; there, they would rehearse and wait to be called in. George, our producer, Sy, the director we’d hired, Paul and I sat and listened to five young pairs and five middleaged pairs act out their lines. We agreed quickly on the older pair and a young guy named Hal something. But the young girls overacted horrendously. Two of them were simply too beautiful (even though my production notes had specified no model types). Then Karen walked in, a slim, pleasant-looking young woman who (unlike the others) handed us her script, smiled and said, “I have four words to say, why do I need a script?” Then she sat down and assumed a pose on her chair like a statue. Complete deadpan. Immobile. Eyes frozen in a terrified stare. When Hal said, “You’re gonna love my parents,” she barely mumbled, “I’m a nervous wreck.” Perfect We shot both commercials in one day; they aired three weeks later. Results We waited. And waited. Bugged the account executive for answers. Nothing. Finally, two weeks later, everyone was called into a meeting. All four creative teams, the research and media departments, and a slew of account executives. The management supervisor (one of those moguls you might see twice a year) opened by saying, “You have made all of us very proud. Procter & Gamble wants you to know they think you’re all terrific. “And all of your ideas tested very well. All of them. However, the client has decided to continue using the present campaign.” The silence was palpable. We all slumped back to our offices. A week later, we were informed that Budweiser sales were slipping. The new gangbang started the next day. Y Cantankerously Yours, Wendell Abern Wendell Abern can be reached at dendyabern@gmail.com.

TO THE POINT ON THE WATERFRONT
Captain Overboard BY JIM MATHIE
THE SINKING FEELING HIT ME RIGHT AFTER I FELL overboard. My wife and I were returning from Bimini on my boat’s maiden voyage to the Bahamas and we were several miles off the Hillsboro Inlet. I was lowering the outriggers and made the mistake of not taking the engines out of gear. As I fell overboard and hit the water, I saw my boat driving away, my wife on board. She knew nothing about steering a boat, but luckily had enough sense to toss me the throw-ring and turn the boat into the wind to pick me up right away. (To this day, she says I should have renamed my boat Captain Overboard.) It could have been worse; it could have been like when former Miami Dolphins fullback Ron Konrad fell off his boat a few years ago. He was alone and nine miles offshore. He swam for 16 hours and traveled some 27 miles before he finally came to shore in Palm Beach County. While boating gives us the freedom of being “out there,” it’s also a huge responsibility for ourselves and our passengers. Almost every week in South Florida we read about someone run over by a boat, sinking a boat or suffering a tragic accident involving a boat. With more than 300 miles of navigable waterways and 40,000 registered boats in Broward County alone, it’s no wonder boating is a very popular activity. For those of us involved though, we need to be safe. The latest “Broward Safe Boating Guide,” provided by the Broward County Marine Advisory Council, is now available. Information for the guide was also provided by the United States Power Squadron as well as members of the Pompano Beach Power Squadron (pompanosafeboating.com). This handbook has information on boating laws and guidelines for safe operation. Most marine law enforcement officers have these available for boaters and you can read the guide online at broward.org/Parks/ ThingsToDo/Pages/Boating.aspx. If you are born on or after Jan. 1, 1988, and operate a motorized

boat of 10 horsepower or more, you’re required to obtain a Florida boating safety education identification card and must possess photo Identification; however, even if you’re born before that date, it’s important to take a safe boating course. Consider the statistic that in 82 percent of fatal boating accidents, the Captain had no boater education. There are numerous boating safety classes taught throughout the year by the United States Power Squadrons and the United States Coast Guard Auxiliary Flotillas. Information about these classes are listed in the Broward County Safe Boating Guide. The first thing my wife and I did after our incident was sign up for the safe boating course at Pompano Power Squadron. I had already taken it, but sometimes getting your crew educated can make the difference in everyone arriving home safely. OCEAN POTIONS Welcome summer with splashy cocktails
An iced cold beer on a blistering Florida summer day usually hits the spot.  Nevertheless, there are times that call for something with a little more pizazz. The folks over at the Wyndham Deerfield Beach Resort and Chanson Restaurant at the Royal Blues Hotel were kind enough to share a few recipes. Of course, some of these drinks are a bit labor intensive — so there is always the option of heading over to the beach and enjoying a cocktail while you admire the sea.

Exchange Club Park The Double Life of
The long-awaited reopening of Exchange Club Park is finally here, and residents of Pompano Beach and Lighthouse Point will once again be able to enjoy this waterfront oasis. After being closed for nearly two years, the park has emerged with a whole new look, but there’s more to this makeover than meets the eye. Since September 2015, Exchange Club Park, that rare piece of green space located on the Intracoastal Waterway in what many think is Lighthouse Point, but is actually Pompano Beach, has been inaccessible to the public from land or water while it has undergone a major transformation. Stripped of its dense, towering Australian pines, which shaded the just over 14-acre area, the land was laid practically bare, and left with a big, flat, bald spot in the middle. The picnic tables, playground equipment, barbecue grills and volleyball area were removed. This month, however, the park, tucked away at the end of Northeast 24th Street, is scheduled to reopen, featuring new landscaping, fencing and a walking path. So why did the park undergo an extensive makeover? Because, technically, it really isn’t a park. The primary purpose of this land is to serve as a site for depositing materials dredged from the Intracoastal Waterway and the Hillsboro Inlet. It has been designated for that purpose since the 1930s. “We have a hard time with folks understanding the difference between the two,” said Janet Zimmerman,
Assistant Executive Director of the Florida Inland Navigation District (FIND), which owns the site. FIND is responsible for the management and long-term maintenance of the section of the Intracoastal Waterway that stretches from the Georgia-Florida line down to Miami-Dade County. Since 1981, FIND has leased the property to the City of Pompano Beach for use as a public passive park operated in cooperation with the City of Lighthouse Point. “It’s a nice arrangement that we can do dual purpose at this one site, but we need to make sure that it is available for its main purpose,” said Zimmerman. The last time the property was used as a deposit site for dredged material was in the mid-1960s, when a pile of rock debris was dumped there, most likely from the dredging of the Hillsboro Inlet. A section of the Intracoastal is expected to be dredged sometime in 2018. “That’s why we’ve been preparing this property,” said Zimmerman, underscoring an important distinction. From FIND’S point of view, they were not making over the park, but rather getting the property ready to receive dredged materials.

As part of this preparation, all of the non-native invasive plant and tree species within the property, including the Australian pines, were removed. The center of the property, which had several tree-covered mounds formed from past deposits of dredged materials, was cleared and leveled out to create a flat, open working area. Although many people will miss the Australian pines, a species that was once widely used for erosion control along beaches, they are now legally prohibited for use in Florida due to their invasive nature, rapid growth rate and nonnative status, according to the University of Florida’s Institute of Food and Agricultural Sciences (IFAS). The Australian pines are still on property, but in another form. They were turned into wood chips and used as mulch. Other non-native invasive species removed from the property were the red-berried Brazilian pepper trees and mahoe trees (they posed a specific threat to the federally protected mangrove trees on the east edge of the property,
installed inside the buffer. The flat open work area in the center of the property was seeded with native wildflowers that will provide natural habitat and ground cover to keep the soil in place, but due to an insufficient amount of rainfall, nothing has sprouted yet. If the property is used as a deposit site for any upcoming dredging projects, this wildflower meadow will be covered with dredge material or equipment, and will need to be reseeded after each project. One of the biggest attractions of the park has always been the sandy beach area along the Intracoastal. The beach will remain as it was before, where small boats, kayaks and paddle boards can come ashore. Amenities such as new playground equipment and picnic tables won’t be placed in the park until more details about the 2018 dredging project are available. For that project, FIND will be working with the U.S. Army Corps of Engineers to remove small shoals in the Intracoastal Waterway,

Everything native was left behind, including the mangroves, palm trees and some ficus. The next phase of the project – the landscaping – lasted from August 2016 until this January (including a 90-day grow-in period). It involved the planting of a buffer of native trees, shrubs and ground cover around the perimeter of the property. This buffer includes a variety of palms, live oak, gumbo limbo, sea grape, pitch apple and buttonwood trees, as well as dune sunflowers. A new pine needle walking path was

from the Exchange Club Park area up to the North Broward County line. In this portion of the waterway, the authorized minimum depth is 10 feet, but the surveys that FIND conducts every few years show that in some areas shoals have reduced the depth to five or six feet. Because this stretch of the Intracoastal Waterway can be kept naturally deep for long periods of time, it could be another 10 to 20 years before it needs to be dredged again, though “it’s very difficult to predict,” said Zimmerman. Despite all the preparations, there is a possibility that the Exchange Club Park site might not be needed for the upcoming project.
While the cities agreed to share the development cost (about $100,000) and maintenance costs, the park became the pet project of the Pompano Beach Exchange Club, a service organization. The club’s members soon went to work on cleaning the heavily wooded area. Then, they built a double-looped jogging path that meandered through the Australian pine trees. Because of the organization’s efforts, the cities adopted resolutions naming the park after the Exchange Club. “We spent a lot of man hours over a period of several months cleaning out that property,” said James Wieland, a former Exchange Club Park in the 1950s. Photo Courtesy of FIND member and past president (1979-80) of the Exchange Club who helped convert the land into a park. Exchange Club Park opened in June 1982 and was formally dedicated on Sept. 11, 1982. The following year, the Exchange Club built a wooden gazebo at the top of a rock mound, and eventually, a path leading up to it. Their goal was to add something new each year. The park is operated and maintained jointly between Pompano and Lighthouse Point. Presently, Lighthouse Point is responsible for opening and closing the park, daily housekeeping and the mowing of the park, while Pompano performs maintenance duties involving repairs. The Exchange Club conducts clean-up sessions several times a year, picking up garbage and large debris from the park and THE HISTORY beach area. FIND purchased MSA-726, which is the name FIND uses for the As part of the recent revamping of the property, there had Exchange Club Park property (MSA stands for Material Spoil been plans to move the park’s entrance from the northeast Area) as three separate parcels in 1936, 1942 and 1954 for the corner of the park at 2800 NE 24th Street, to the northwest express purpose of using it as a long-range dredge material corner. An asphalt access road with parking spaces was management area. Pompano Beach and Lighthouse Point to be constructed parallel to 24th Street within the park’s initiated plans to use the MSA-726 as a passive park in 1980 to boundaries. Lighthouse Point city officials initiated the comply with Broward County’s recently established land use plan, which Pompano was in agreement with, in order to plan requirement to provide a minimum of three acres of park alleviate the severe parking problems that occurred during or open space for every 1,000 residents. The property enabled the peak periods of park usage. The park’s gravel parking lot two cities to claim seven acres each as open space. wasn’t large enough to hold all the cars, so people would park Once the lease between Pompano Beach and FIND was illegally on the grassy swale on the south side of 24th Street. signed in August 1981, the two cities leveled the land at the The parking lot project, which would have been funded by front entrance of the park. Lighthouse Point purchased a $60,000 grant from FIND and matching funds of $30,000 playground equipment and $22,000 in fencing around the each from both cities, had to be abandoned because the site, then Pompano supplied the labor to install the fence.
“It depends on the quality of the material that has to be dredged and the depth requirements and offloading ability of the equipment that is used to remove it,” said Zimmerman. Once the material is dredged, beach compatible sand will be placed back either on the beach, just offshore or in the Hillsboro Inlet sand trap. This effort will be coordinated with a variety of government entities that are interested in obtaining the material for beach re-nourishment. The remaining material can be used as fill material in road construction and for other purposes.

location where the new access road was to be constructed turned out to be wetland area. The two cities and FIND are still determining how to repurpose the funds that were allocated for the project. The gravel parking area has been reestablished in its original location. Various solutions to the parking problem along 24th Street are being considered. “The area is not set up for large public gatherings,” said Lighthouse Point Public Works Director Charles Schramm, whose department oversees the daily maintenance of the park. “It’s in a small neighborhood with only one access street, and is more about small group and local resident usage.” Pompano Beach, Lighthouse Point and the Broward Sheriff’s Office (BSO) have put together a ‘mutual aid agreement’ that will allow the Lighthouse Point Police Department to enforce state statutes as well as Pompano code within the park. Before the agreement was put in place, only the BSO was responsible for the security of the park. Some of the most common issues at the park have been the parking along 24th Street, noise, crowds, alcohol consumption, dogs (no dogs are allowed inside the park or on the beach area), campfires, fights and vehicles driving in areas of the park that are prohibited. “I think the agreement will provide better coverage at the park because both police agencies will be monitoring the activity there,” said Lighthouse Point Police Chief Ross Licata. “We will be allowed to take enforcement action when we see violations occurring on the park property.” FIND met with the BSO to make sure the new design of the property was in line with the BSO’s standards for good visibility into the park when driving by. The new design provides a more open viewing than what existed before. Originally, the reopening of Exchange Club Park was expected to take place in May 2016, but preparing the property took longer than anticipated. The main reason for the delay was that when the project as a whole was put out to bid, only one contractor submitted a response, and it
76

was significantly over the budget. It turned out to be more economical to break the project down into different parts, and use four different contractors for each type of work. “The time it took go through the bidding and awarding process of each portion of the project added substantial time to the project,” said Zimmerman. The process of obtaining a license from Broward County to remove the invasive mahoe trees within the mangrove area also added to the timeline. The preparation of MSA-726 has cost FIND just over $1 million. FIND, a special State taxing district made up of 12 counties along Florida’s East Coast, gets its funding through a small portion of total real property taxes provided by these counties. When FIND turned the property over to the City of Pompano Beach at the end of February of this year, final preparations for its reopening to the public got underway. The traditional chain link fence around the perimeter of the property was replaced with a decorative six-foot-high black aluminum “picket” fence, which was paid for by both FIND and the City of Pompano Beach; FIND contributed the amount it would have cost to put in a new chain link fence ($105,500), and Pompano paid the difference ($59,500). “We’re excited about reopening and providing services for the residents around the park,” said Mark Beaudreau, Pompano Beach’s Recreation Programs Administrator. “It’s been a long, slow process, but we’re finally here. When the seasonal rains come and the meadow area grows in, I think it’s going to be an enhancement to the area. It will provide residents with a nice passive park.” If the property needs to be used as a deposit site for the dredging operations that are planned for 2018, the park will be closed again for a short period of time. In the meantime, this summer is the perfect time for residents to get acquainted with the new incarnation of what for many has been a long-cherished, secluded waterfront spot. Y

LOCAL COUPLE GOES
ON THE ROAD IN A HOMEMADE MOBILE TINY HOUSE
BY DANIELLE CHARBONNEAU

rom the outside, Devon and Joe’s new Mercedes Sprinter appears to be a plain (albeit shiny) white utility van, but slide open the side door and a whole impressive, HGTV-worthy home appears. Inside is Joe and Devon’s completely self-customized and self-built tiny house, which will be the couple’s home for about the next two years as they travel both North and South America. The young (Joe, 29; Devon, 25) Lighthouse Point couple will hit the road this summer in their tiny-home-on-wheels, traversing the country, driving, biking, hiking and going wherever the wind takes them. They have no schedule, nor specific routes planned, with the exception of attending a family wedding in Charleston, South Carolina and checking off a bucket list of national parks to see. With how quickly the couple created their Tiny Home (in under three months from start to finish), one might think the couple had done some sort of renovation, house-flipping or construction work, but they haven’t. The Tiny House was their first stab at doing anything even remotely like it. Devon works as a waitress at Houston’s in Pompano Beach, while Joe works as a freelance engineer. The couple guesstimates they spent

collectively over 1,000 hours online researching and teaching themselves how to build, insulate, wire, plumb, design and finish their home, which is replete with solar panels, a diesel hot-water heating system, induction stove, AC and DC current, zero-propane system and custom cabinetry. While they are new to building, the free-spirited couple is no stranger to adventure. They have cycled across the country—down the East coast of Florida, across the southern part of the United States and up the West coast to Alaska. Yet, both of them were amateurs when they started. Joe was invited on his first cross-country cycle trip by a friend from Connecticut; he participated with no training whatsoever. His courageous quest inspired Devon to try one, also without any training. She had been a surfer from a young age, but had never embraced a life on the road. The charismatic couple took their first cycle trip together in September 2015, spending seven months on the road, living out of a tent. The couple shared

that journey via an online blog and photo journal called lifeultralight.com. If the couple were a brain, Devon is definitely the right side. She created an impressive coffee table book of her photos from their cross-country cycle as a Christmas present for her friends and family, but the book is so stunning it could easily pass as a professional publication. When it came to building the couple’s new home-on-wheels, Devon was remarkably creative. Not only did she design the custom cabinetry and create the architectural layout of the space (maximizing the usefulness of every nook and cranny), she actually tie-dyed the fabric on the pillows in denim shades, which she subsequently sewed and stuffed herself. She had never sewn anything before; That too, she taught herself. Her proudest detail of the tiny home: the kitchen bench cube that slides out, has storage inside and creates a detached seat for guests. The table she designed swivels and detaches, fitting perfectly in a storage space located underneath the mattress. Joe, on the other hand, is most definitely the left brain of the couple. As a freelance electronic engineer, Joe figured out how to install solar panels on the roof of the van, which power a series of batteries neatly lined and built underneath one of the kitchen banquettes. The van has both AC and DC currents (as Joe explains: “Because
DC current is actually much more efficient”). Joe even installed USB chargers in the walls. It was Joe’s idea to make the stove of the tiny house an induction range —meaning it never gets hot. Rather, he said “it excites the molecules of the pan to cook” giving off no heat in the tiny cabin of their new home. Like Devon, Joe taught himself nearly everything (with the help of YouTube and Home Depot) including how to cut and build the custom cabinetry. He swears “anyone could do it” (though he might have a certain propensity for things like electric wiring). “They love us over there. We’re their new best friends,” joked Joe about Home Depot. The couple’s passion for their mobile lifestyle is contagious, as is their go-getter determination. As they shared the story of how they fell in love with traveling and how they created their crafty little home, they excitedly talked over each other, finishing each other’s stories and bantering back and forth with an

enthusiasm more invigorating than a double-shot of espresso. “I could geek out all day on this stuff,” Joe said as he enthusiastically described all the gadgetry and mechanics. The couple has been together for almost four years now and, after having lived together out of a tent on their cycle trip, see the tiny house as a step up. The mobile house will allow them to sightsee with more ease and comfort as they traverse the Americas. Devon plans on pursuing her photography on the road, while Joe will continue to work remotely. The couple
says relatively speaking, living on the road is cheap. Plus, the couple will be renting out their Lighthouse Point home to subsidize the travel. Devon and Joe hope to inspire others who might be considering an alternative lifestyle, but warns: “It’s addicting.” If you’d rather live vicariously through them, Lighthouse Point magazine will post photos and stories on our Facebook page. WE FACT-CHECKED LAWMAKERS’ LETTERS TO CONSTITUENTS ON HEALTH CARE They’re full of lies and misinformation. BY CHARLES ORNSTEIN PROPUBLICA THIS STORY WAS CO-PUBLISHED WITH KAISER HEALTH NEWS, STAT AND VOX. When Louisiana resident Andrea Mongler wrote to her senator, Bill Cassidy, in support of the Affordable Care Act, she wasn’t surprised to get an email back detailing the law’s faults. Cassidy, a Republican who is also a physician, has been a vocal critic. “Obamacare” he wrote in January, “does not lower costs or improve quality, but rather it raises taxes and allows a presidentially handpicked ‘Health Choices Commissioner’ to determine what coverage and treatments are available to you.” There’s one problem with Cassidy’s ominoussounding assertion: It’s false. The Affordable Care Act, commonly called Obamacare, includes no “Health Choices Commissioner.” Another bill introduced in Congress in 2009 did include such a position, but the bill died — and besides, the job as outlined in that legislation didn’t have the powers Cassidy ascribed to it. As the debate to repeal the law heats up in Congress, constituents are flooding their representatives with notes of support or concern, and the lawmakers are responding, sometimes with form letters that are misleading. A review of more than 200 such letters by ProPublica and its partners at Kaiser Health News, Stat and Vox, found dozens of errors and mischaracterizations about the ACA and its proposed replacement. The legislators have cited wrong statistics, conflated health care terms and made statements that don’t stand up to verification.

I
t’s not clear if this is intentional or if the lawmakers and their staffs don’t understand the current law or the proposals to alter it. Either way, the issue of what is wrong — and right — about the current system has become critical as the House voted on the GOP’s replacement bill. “If you get something like that in writing from your U.S. senator, you should be able to just believe that,” said Mongler, 34, a freelance writer and editor who is pursuing a master’s degree in public health. “I hate that people are being fed falsehoods, and a lot of people are buying it and not questioning it. It’s far beyond politics as usual.”
For their part, Republicans criticize the law for not living up to its promises. They say former President Obama pledged that people could keep their health plans and doctors and premiums would go down. Neither has happened. They also say that insurers are dropping out of the market and that monthly premiums and deductibles (the amount people must pay before their coverage kicks in) have gone up. All true.
Cassidy’s staff did not respond to questions about his letter. Political debates about complex policy issues are prone to hyperbole and health care is no exception. And to be sure, many of the assertions in the lawmakers’ letters are at least partially based in fact. Democrats, for instance, have been emphasizing to their constituents that millions of previously uninsured people now have medical coverage thanks to the law. They say insurance companies can no longer discriminate against millions of patients with pre-existing conditions. And they credit the law with allowing adults under age 26 to stay on their parents’ health plans. All true. All true. But elected officials in both parties have incorrectly cited statistics and left out important context. We decided to take a closer look after finding misleading statements in an email Sen. Roy Blunt, R-Mo., sent to his constituents. We solicited letters from the public and found a wealth of misinformation, from statements that were simply misleading to whoppers. More Republicans fudged than Democrats, though both had their moments. An aide to Rep. Dana Rohrabacher, R-Calif., defended his hyperbole as “within the range of respected interpretations.” “Do most people pay that much attention to what their congressman says? Probably not,” said Sherry Glied, dean of New York University’s Robert F. Wagner Graduate School of Public Service, who served as an assistant Health and Human Services secretary from 2010 to 2012. “But I think misinformation or inaccurate information is a bad thing and not knowing what you’re voting on is a really bad thing.” We reviewed the emails and letters sent by 51 senators and 134 members of the House within the past few months. Here are some of the most glaring errors and omissions:
86
LIGHTHOUSE POINT
| lhpmag.com
Rep. Pat Tiberi, R-Ohio, incorrectly cited the number of Ohio counties that had only one insurer on the Affordable Care Act insurance exchange.
Rep. Chuck Fleischmann, R-Tenn., pointed to the number of uninsured Americans as a failure of the ACA, without noting that the law had dramatically reduced the number of uninsured.
WHAT HE WROTE: “In Ohio, almost one third of counties will have only one insurer participating in the exchange.”
WHAT HE WROTE: “According to the U.S. Census Bureau, approximately thirty-three million Americans are still living without health care coverage and many more have coverage that does not adequately meet their health care needs.”
WHAT’S MISLEADING: In fact, only 23 percent (less than one quarter) had only one option, according to an analysis by the Kaiser Family Foundation. HIS RESPONSE: A Tiberi spokesperson defended the statement. “The letter says ‘almost’ because only 9 more counties in Ohio need to start offering only 1 plan on the exchanges to be one third.” WHY HIS RESPONSE IS MISLEADING: Ohio has 88 counties. A 10
percent difference is not “almost.”
WHY IT’S MISLEADING: The actual number of uninsured in 2015 was about 29 million, a drop of 4 million from the prior year, the Census Bureau reported in September. Fleischmann’s number was from the previous year. Beyond that, reducing the number of uninsured by more than 12 million people from 2013 to 2015 has been seen as a success of Obamacare. And the Republican repeal-and-replace bill is projected to increase the number of uninsured. HIS RESPONSE: None.
Rep. Kevin Yoder, R-Kan., said that the quality of health care in the country has declined because of the ACA, offering no proof. WHAT HE WROTE: “Quality of care has decreased as doctors have
been burdened with increased regulations on their profession.” WHY IT’S MISLEADING: Some data shows that health care has improved after the passage of the ACA. Patients are less likely to be readmitted to a hospital within 30 days after they have been discharged, for instance. Also, payments have been increasingly linked to patients’ outcomes rather than just the quantity of services delivered. A 2016 report by the Commonwealth Fund, a health care nonprofit think tank, found that the quality care has improved in many communities following the ACA. HIS RESPONSE: None.
Rep. Anna Eshoo, D-Calif., misstated the percentage of Medicaid spending that covers the cost of long-term care, such as nursing home stays. WHAT SHE WROTE: “It’s important to note that 60 percent of
Medicaid goes to long-term care and with the evisceration of it in the bill, this critical coverage is severely compromised.” WHAT’S MISLEADING: Medicaid does not spend 60 percent of its budget on long-term care. The figure is closer to a quarter, according to the Center on Budget and Policy Priorities, a liberal think tank. Medicaid does, however, cover more than 60 percent of all nursing home residents. HER RESPONSE: Eshoo’s office said the statistic was based on a subset of enrollees who are dually enrolled in Medicaid and Medicare. For this smaller group, 62 percent of Medicaid expenditures were for long-term support services, according to the Kaiser Family Foundation. WHAT’S MISLEADING ABOUT THE RESPONSE: Eshoo’s letter makes no reference to this population, but instead refers to the 75 million Americans on Medicaid.
Rep. Joseph P. Kennedy III, D-Mass., overstated the number of young adults who were able to stay on their parents’ health plan as a result of the law. WHAT HE WROTE: The ACA “allowed 6.1 million young adults to remain covered by their parents’ insurance plans.” WHAT’S MISLEADING: A 2016 report by the U.S. Department of Health and Human Services, released during the Obama administration, however, pegged the number at 2.3 million. Kennedy may have gotten to 6.1 million by including 3.8 million young adults who gained health insurance coverage through insurance marketplaces from October 2013 through early 2016. HIS RESPONSE: A spokeswoman for Kennedy said the office had indeed added those two numbers together and would fix future letters.
Rep. Blaine Luetkemeyer, R-Mo., said that 75 percent of health insurance marketplaces run by states have failed. They have not. WHAT HE SAID: “Nearly 75 percent of state-run exchanges have already collapsed, forcing more than 800,000 Americans to find new coverage.” WHAT’S MISLEADING: When the ACA first launched, 16 states and the District of Columbia opted to set up their own exchanges for residents to purchase insurance, instead of using the federal marketplace, known as Healthcare.gov. Of the 16, four state exchanges, in Oregon, Hawaii, New Mexico and Nevada, failed, and Kentucky plans to close its exchange this year, according to a report by the House Energy and Commerce Committee. While the report casts doubt on the viability of other state exchanges, it is clear that three-quarters have not failed. HIS RESPONSE: None. [CONTINUED ON PAGE 116] JUNE 2017 | LIGHTHOUSE POINT

Rep. Dana Rohrabacher, R-Calif., overstated that the ACA “distorted labor markets,” prompting employers to shift workers from full-time jobs to part-time jobs. WHAT HE SAID: “It has also, through the requirement that employees that work thirty hours or more be considered full time and thus be offered health insurance by their employer, distorted the labor market.”

WHAT’S MISLEADING: A number of studies have found little to back up that assertion. A 2016 study published by the journal Health Affairs examined data on hours worked, reason for working part time, age, education and health insurance status. “We found only limited evidence to support this speculation” that the law led to an increase in part-time employment, the authors wrote. Another study found much the same. In addition, PolitiFact labeled as false a statement last June by President Donald Trump in which he said, “Because of Obamacare, you have so many part-time jobs.” HIS RESPONSE: Rohrabacher spokesman Ken Grubbs said the congressman’s statement was based on an article that said, “Are Republicans right that employers are capping workers’ hours to avoid offering health insurance? The evidence suggests the answer is ‘yes,’ although the number of workers affected is fairly small.” We pointed out that “fairly small” was hardly akin to distorting the labor market. To which Grubbs replied, “The congressman’s letter is well within the range of respected interpretations. That employers would react to Obamacare’s impact in such way is so obvious, so nearly axiomatic, that it is pointless to get lost in the weeds,” Grubbs said.
Rep. Mike Bishop, R-Mich., appears to have cited a speculative 2013 report by a GOP-led House committee as evidence of current and future premium increases under the ACA. WHAT HE WROTE: “Health insurance premiums are slated to increase significantly. Existing customers can expect an average increase of 73 percent, while the average change due to Obamacare for those purchasing a new plan will be a 96 percent increase in premiums. The average cost for a new customer in the individual market is expected to rise $1,812 per year.” WHAT’S MISLEADING: The figures seem to have come from a report issued before the Obamacare insurance marketplaces launched and before 2014 premiums had been announced. The letter implies these figures are current. In fact,

premium increases by and large have been moderate under Obamacare. The average monthly premium for a benchmark plan, upon which federal subsidies are calculated, increased about 2 percent from 2014 to 2015; 7 percent from 2015 to 2016; and 25 percent this year, for states that take part in the federal insurance marketplace. Rep. Dan Newhouse, R-Wash., misstated the reasons why Medicaid costs per person were higher than expected in 2015. WHAT HE WROTE: “A Medicaid actuarial report from August 2016 found that the average cost per enrollee was 49 percent higher than estimated just a year prior — in large part due to beneficiaries seeking care at more expensive hospital emergency rooms due to difficulty finding a doctor and long waits for appointments.” WHAT’S MISLEADING: The report did not blame the higher costs on the difficulty patients had finding doctors. Among the reasons the report did cite: patients who were sicker than anticipated and required a raft of services after being previously uninsured. The report also noted that costs are expected to decrease in the future. HIS RESPONSE: None

WHAT HE WROTE: “Families are seeing lower premiums on their insurance, seniors are saving money on prescription drug costs, and hospital readmission rates are dropping.” WHAT’S MISLEADING: Durbin’s second and third points are true. The first, however, is misleading. Family insurance premiums have increased in recent years, although with government subsidies, some low- and middle-income families may be paying less for their health coverage than they once did. HIS RESPONSE: Durbin’s office said it based its statement on an analysis published in the journal Health Affairs that said that individual health insurance premiums dropped between 2013 and 2014, the year that Obamacare insurance marketplaces began. It also pointed to a Washington Post opinion piece that said that premiums under the law are lower than they would have been without the law. WHY HIS RESPONSE IS MISLEADING: The Post piece his office cites states clearly, “Yes, insurance premiums are [CONTINUED ON PAGE 120]

going up, both in the health care exchanges and in the employer-based insurance market.”
Rep. Susan Brooks, R-Ind., told constituents that premiums nationwide were slated to jump from 2016 to 2017, but failed to mention that premiums for some plans in her home state actually decreased. WHAT SHE WROTE: “Since the enactment of the ACA, deductibles are up, on average, 63 percent. To make matters worse, monthly premiums for the “bronze plan” rose 21 percent from 2016 to 2017. … Families and individuals covered through their employer are forced to make the difficult choice: pay their premium each month or pay their bills.”

WHAT’S MISLEADING: Brooks accurately cited national data from the website HealthPocket, but her statement is misleading. Indiana was one of two states in which the premium for a benchmark health plan — the plan used to calculate federal subsidies — actually went down between 2016 and 2017. Moreover, more than 80 percent of marketplace consumers in Indiana receive subsidies that lowered their premium costs. The HealthPocket figures refer to people who do not qualify for those subsidies. HER RESPONSE: Brooks’ office referred to a press release from Indiana’s Department of Insurance, which took issue with an Indianapolis Star story about premiums going down. The release, from October, when Vice President Mike Pence was Indiana’s governor, said that the average premiums would go up more than 18 percent over 2016 rates based on enrollment at that time. In addition, the release noted, 68,000 Indiana residents lost their health plans when their insurers withdrew from the market. WHY HER RESPONSE IS MISLEADING: For Indiana consumers who shopped around, which many did, there was an opportunity to find a cheaper plan.

Sen. Ron Wyden, D-Ore., incorrectly said that the Republican bill to repeal Obamacare would cut funding for seniors in nursing homes. WHAT HE WROTE: “It’s terrible for seniors. Trumpcare forces older Americans to pay 5 times the amount younger Americans will — an age tax — and slashes Medicaid benefits for nursing home care that two out of three Americans in nursing homes rely on.” WHAT’S MISLEADING: Wyden is correct that the GOP bill, known as the American Health Care Act, would allow insurance companies

to charge older adults five times higher premiums than younger ones, compared to three times higher premiums under the existing law. However, it does not directly slash Medicaid benefits for nursing home residents. It proposes cutting Medicaid funding and giving states a greater say in setting their own priorities. States may, as a result, end up cutting services, jeopardizing nursing home care for poor seniors, advocates say, because it is one of the most expensive parts of the program. HIS RESPONSE: Taylor Harvey, a spokesman for Wyden, defended the statement, noting that the GOP health bill cuts Medicaid funding by $880 billion over 10 years and places a cap on spending. “Cuts to Medicaid would force states to nickel and dime nursing homes, restricting access to care for older Americans and making it a benefit in name only,” he wrote. WHY HIS RESPONSE IS MISLEADING: The GOP bill does not spell out how states make such cuts.
Rep. Derek Kilmer, D-Wash., misleadingly said premiums would rise under the Obamacare replacement bill now being considered by the House.

WHAT HE WROTE: “It’s about the 24 million Americans expected to lose their insurance under the Trumpcare plan and for every person who will see their insurance premiums rise — on average 10-15 percent.” WHY IT’S MISLEADING: First, the Congressional Budget Office did estimate that the GOP legislation would cover 24 million fewer Americans by 2026. But not all of those people would “lose their insurance.” Some would choose to drop coverage because the bill would no longer make it mandatory to have health insurance, as is the case now. Second, the budget office did say that in 2018 and 2019, premiums under the GOP bill would be 15-20 percent higher than they would have been under Obamacare because the share of unhealthy patients would increase as some of those who are healthy drop out. But it noted that after that, premiums would be lower than under the ACA. HIS RESPONSE: “It is indisputable that the nonpartisan Congressional Budget Office has said 24 million fewer people will have health care under the D.C. Republican plan. Whether folks lose their insurance or choose not to buy it because of sticker shock, having fewer people in the health care system is a bad outcome for all Americans,” said Kilmer spokesman Jason Phelps in an email. “It is also a fact that the CBO has estimated premiums will go up by as much as 15% in the short term. President Trump pledged that his health care plan would provide ‘insurance for everybody’ and be ‘much less expensive.’”

SAGE ADVICE
Only as Strong as the Weakest Link
BY RICHARD ROSSER
WHY DO SO MANY UNIVERSITIES PRIDE THEMSELVES ON WHOM THEY KEEP OUT? of which we all can be proud. Shouldn’t that be the standard we all seek? The Wall Street Journal reported the number of open Dr. John C. Hitt, President, University of Central Florida manufacturing jobs has been rising since 2009, and this year stands at the highest level in 15 years, siting U.S. Labor Department data. These open jobs require applicants with more knowledge and skills than was required in previous decades. With unemployment currently at 4.4 percent, and a high level of open jobs for which there are not enough qualified applicants, the options are to import skilled people or create them here. Recruiting highly skilled immigrants is a practice not without controversy. Should businesses invest more heavily in employee training and education for current U.S. residents? Absolutely. That is happening and will Dr. John C. Hitt, President, University of Central Florida continue, but industry has never been able to educate the masses. The famous G.I. Bill after World War II allowed Dr. Hitt does not advocate unlimited free education millions of returning veterans to get a college degree and for everyone in America—nor do I. To suggest there invigorated the entire economy in the process. Only the are no limits to educational resources would be a gross government could have done that. misinterpretation of the message from Dr. Hitt. His As robots and artificial intelligence replace manual point is about the cultural priority on the value of more labor and semi-skilled jobs, the need for a more highlyeducation and the advancement of the idea that we are educated workforce will only accelerate. As the country all stronger when all of us are better educated. Bragging and the world become more complicated, the need for about turning away students who yearn to study is a more educated society will only continue. Dr. Hitt has insensitive at best and cruel at worst. Academic, civic accomplished much for students and residents of our and elected leaders should be constantly apologizing state. His cultural leadership is also to be applauded. that there aren’t enough people educated to the levels
“A college degree creates value. But it also creates values. College helps students grow intellectually, emotionally and socially. It helps them hone critical-thinking and problem-solving skills by exposing them to different people and ideas. A more educated population results in more engaged citizens and a stronger democracy.”

PHOTOGRAPH COURTESY, UNIVERSITY OF CENTRAL FLORIDA
DR. JOHN C. HITT TOOK OVER AS PRESIDENT OF THE University of Central Florida 25 years ago. The school now enrolls over 62,000 students, the second largest student body in America. His leadership has been essential to this accomplishment and I’m quick to note the average GPA for incoming freshman is 4.0. In a recent editorial in the alumni magazine, Dr. Hitt’s message strikes a cord that should resonate with us all: “With all the benefits college offers individuals and society, one question has always bothered me: Why do universities pride themselves on whom they keep out? The standard practice for decades has been for institutions to boast how exclusive they are and how many applications they reject. . . . . If higher education is such a powerful force for good in the world, shouldn’t we make it more accessible? Shouldn’t we strive to transform more lives and communities?”
