Offshore Drilling May Still Affect South Florida

In July, Pompano Beach signed a resolution opposing offshore drilling and seismic blasting in the Atlantic. On Nov. 6, Florida voters passed Amendment 9, which officially bans offshore drilling in Florida State waters. Drilling in federal waters, however, is not banned. President Trump’s draft plan for offshore oil drilling includes the Atlantic. So what now? Dennica Worrell investigates.

Peace on Earth Oct. 28, 2018 I write this so hate will not win. Yesterday at 10am I was with my 91-year-old father at Temple Beth El of Boca Raton for Saturday morning Torah study. While my Dad has been a regular at these sessions for a while, I only began attending this class when my mother passed away last April. My mom discovered the Torah study class at Temple Israel in West Palm Beach while she was preparing to become a bat mitzvah in her 70s. She enjoyed it so much she asked my father to join her. And so it began. For years, they went together until my mother’s health declined. In Judaism, when a parent dies, it is customary to recite Kaddish — the mourner’s prayer — during the bereavement period and also on the anniversary of the death of a loved one. You also must be part of a minyan (10 Jewish adults) to recite the prayer — no one should grieve alone. The mourner’s Kaddish has nothing to do with death or dying. It is a prayer in praise of God and we recite it to honor a loved one who has died because, simply put, they can’t say it anymore. Another way to honor a loved one is to study Torah. Remembering how my mother loved Torah class and knowing my Father would love for me to join him, I decided to give it a whirl. There are too many reasons to list why I enjoy the class. First among them is that I know somewhere, my mother is smiling down on me. Yesterday when I arrived home from class, I learned of the tragic shooting at Tree Of Life synagogue in the Squirrel Hill neighborhood of Pittsburgh. I was scared. I couldn’t help but think that I was at temple at the exact same time. At that morning Shabbat service in Pittsburgh there was a baby naming which is a short ceremony when a baby girl is given her Hebrew name. Blessings are recited recognizing she has entered into a covenant with God and wishing for her well-being. I remember my own daughter’s baby naming. I remember holding her while proudly welcoming her into a community that is over 5,000 years old.

Although Judaism is a significant part of who I am, I have been reluctant to draw upon that piece of my life on this page. As an American Jew I have lived in the sunlight of religious freedom. Yet, I have always known there are pockets of hatred. “Why tempt fate?” I would think as I edited the Jewishness out of my column from time to time. I wasn’t sure if I should even write this essay and then I remembered something my father taught me. When you have a problem, just start doing something to fix it. Just act. (Ironically, I recently learned during Torah study that this is a very Jewish way of thinking.) So today, I write this column. It’s what I can do. It’s my action. I would be lying if I told you I was not afraid. When I attend Torah study on Saturday mornings, there is a guard posted outside. And while his presence provides some measure of comfort, it is also a reminder that evil can strike at any time. How free are we to practice our own religion in this country if we must do so behind armed guards? But I will go to temple this Friday night and attend Torah study on Saturday mornings. I will think of my mother as I always do while I am in class. But I will be there in spite of the fear in my heart and the hate in the world. I remember a time while living in New York City when we were asked to evacuate Temple Emanu-El during Yom Kippur, the holiest day of the Jewish year, due to a bomb threat. They searched, did not find anything and we returned for afternoon services. My dad said something to the effect of, “If we don’t go back, they win.” I hope 2019 will be a happy and healthy year for you all. Peace on Earth.

Fort Lauderdale’s Seminole Hard Rock Winterfest Boat Parade

The 56th Annual Pompano Beach and Lighthouse Point Holiday Boat Parade

The Pompano Beach and Lighthouse Point Holiday Boat Parade, presented by Joey Accardi Chrysler Dodge Jeep Ram, will be on Friday, Dec. 14 at 7pm. Over 100 boats will be decked out in lights and decorations. Judging will take place at the Sands Harbor Resort and Marina (125 N. Riverside Dr., Pompano Beach). There are several viewing locations along the parade route, which begins at Lake Santa Barbara in Pompano Beach and travels north to the Hillsboro Blvd. Bridge in Deerfield Beach. Viewing locations include: Sands Harbor Resort, Houston’s Restaurant, the Rusty Hook Tavern, Two George’s at the Cove, Harbor’s Edge Park, Alsdorf Park and Degroff Park. The 42nd Annual Boca Raton Boat Parade

The 42nd Annual Boca Raton Boat Parade will take place on Dec. 22 from 6:30 to 8pm. The parade will be on the Intracoastal starting from the C-15 Canal at the Boca/Delray border and traveling south to the Hillsboro Blvd. Bridge. Great viewing areas include the west Red Reef Park, Wild Flower Property or Silver Palm Park. Bridges will be held in the up position for approximately 45 minutes. Frizz your hair, re-watch “Ferris Bueller’s Day Off” and put on those leg warmers — this year’s Winterfest Boat Parade theme is “Best of the ’80s.” The parade will start in downtown Fort Lauderdale on Dec. 15 at approximately 6:30pm. The boats will line up on the New River between the Stranahan House (335 SE Sixth Ave.) and the Broward Center for the Performing Arts (201 SW Fifth Ave.). The boats will move east to the Intracoastal Waterway and then north to Lake Santa Barbara in Pompano Beach. The parade is 12 miles of the “Greatest Show on H20” and takes approximately two and a half hours to view from one location. The parade includes boats of all varieties, ranging from small private vessels to giant showboats and corporate mega yachts, all adorned with thousands of lights. The boats feature music, entertainment, decorations, celebrities, musical groups, beauty queens and live performances. Parade highlights include the Grand Marshal Showboat, Galleria Mall Reindeer Barge and the Santa Showboat. The grandstand viewing area is located at Hugh Taylor Birch State Park (3109 E. Sunrise Blvd., Fort Lauderdale). Tickets in this area are $25 per person; $20 for children 10 and younger. All seats are reserved and assigned. Gates will open at 3:30pm for a party in the park featuring the Stella Artois culinary courtyard, live entertainment and activities, including a rock climbing wall, slap-shot hockey games and pitching arena. The parade will reach the grandstand area at approximately 7:30pm. There is no parking inside Birch State Park for the parade. There will be shuttle service offered from the Galleria Mall (2414 E. Sunrise Blvd). Parking at the Galleria is free and bus service is $5 per person round-trip. Children under 3 years old ride free. New In-House Team Takes The Helm of Pompano’s Community Redevelopment Agency After a seven-month long hiring process, the new in-house team created by the City to run its Community Redevelopment Agency (CRA) is in place and has been operational since Oct. 1. All four members of the new team are former employees of Redevelopment Management Associates (RMA) — the firm that had managed the CRA since 2009. In January, RMA announced that it was terminating its contract with the City, which precipitated the restructuring of the CRA. RMA continued to work with the City during a transition phase, which ended on Sept. 30. Under the master consulting agreement RMA had with the City, RMA provided the Pompano Beach CRA with 10 staff members, and 11 others with support staff responsibilities. RMA employees were welcome to apply for positions within the new in-house CRA team, according to Pompano Beach City Manager Greg Harrison, who became CRA Executive Director when RMA’s principals, Kim Briesemeister and Chris Brown, stepped down as co-executive directors on Feb. 1. The application process for the new positions was open to all qualified candidates. NGUYEN TRAN was selected to be the new CRA Director. He has a housing, planning and redevelopment background, and will be responsible for the day-to-day operations of the agency. Tran was hired by RMA in 2012 as a senior project manager for the Pompano Beach CRA and became director of the Pompano Beach Northwest CRA district (NW CRA) in 2014, a position he held until mid-2017, when RMA asked him to work in West Palm Beach as a CRA project manager. In June of this year, Tran returned to Pompano and resumed his role of NW CRA Director, then applied for his new position. Tran’s other experience includes working as a consultant for the Delray Beach CRA; a senior planner for the City of Delray Beach; a project manager for Lennar Homes, one of the top home builders in the country; a senior project manager in the West Palm Beach office of HDR Architecture; a development officer for the Delray Beach Housing Authority; and vice-president of operations for its nonprofit subsidiary. Tran said one of the key aspects of his new role will be setting and implementing the vision for the CRA moving forward. “The focus in the NW CRA is the Innovation District, and developing all the vacant properties that the CRA currently owns in the NW CRA, so the area can become an economically viable

downtown,” said Tran. The focus in the East CRA district is management of future growth within the commercial corridor along Atlantic Blvd. and A1A, said Tran. Emphasis will also be placed on creating a master plan for the Oceanside parking lot (across from the Sands Harbor Resort and Marina) and developing a new parking garage, retail shops and a community/activity center on the site. The person hired to be the CRA’s new project manager is KIMBERLY VAZQUEZ, who has a long career in municipal government. She started working for the City of Pompano Beach as an RMA employee in December 2017 to fill the vacant position of CRA Clerk, and also did some project coordination. Her previous experience includes working as a CRA project coordinator for West Palm Beach, and as a CRA project manager for North Miami Beach and Margate. She also worked for the CRAs of Hollywood and Fort Lauderdale in an administrative role, helping to get their CRAs operational, while assisting with marketing initiatives and annual budgets. The new project coordinator for the Pompano Beach CRA is DANIELLE SABAT. Over two years ago, she started working for RMA as a marketing intern, and then became the marketing coordinator for the City of Margate CRA as an RMA employee. In December 2017, she transitioned to the Pompano Beach CRA as the Cultural Arts Marketing Manager, handling the marketing for Bailey Contemporary Arts (BaCA) and Historic Ali Cultural Arts, as well as the CRA’s monthly Old Town Untapped event. In her current position, she still handles marketing, social media and advertising for the CRA, but will also be assisting with redevelopment projects, such as the Innovation District. MARSHA CARMICHAEL is the CRA Administrative Coordinator. Starting in 2016, she worked in the role of Pompano Beach CRA Clerk as an RMA employee. In February 2018, she stepped into her current position, which was incorporated into the in-house CRA team. Pompano’s Expanded Park Ranger Program Will Have Authority to Issue Citations

The City recently expanded its park ranger program by hiring five new full-time park rangers and giving them, as well as the three part-time rangers who were already in the program, the authority to issue civil citations for 24 prohibited activities at municipal parks, recreational facilities and public beaches, which will increase their ability to keep these locations safe and orderly. The City Commission adopted an ordinance on Oct. 9 that defines the new duties and authority of the park rangers, and enumerates the prohibited activities for which they can issue civil citations. The original ordinance portrayed prohibited acts as criminal offenses that could only be enforced by law enforcement. The new ordinance changed a number of prohibited acts to civil offenses enforceable by park rangers. The park rangers are being trained by an instructor from the Florida Institute

of Government in legal and ethical issues, civil citations and city ordinances, human behavior, diversity and culture, managing conflict and stress, and empowered leaders. They will also attend an unarmed security training program. The rangers are expected to complete their training and become certified to issue civil citations in the early part of 2019, according to Recreation Programs Administrator Mark Beaudreau. In the beginning, park rangers will give a courtesy warning, instead of issuing a citation right away. There is no arrest in a civil citation. Civil citations are different from criminal citations, which are issued by the Broward Sheriff’s Office (BSO). The intent is for park rangers to educate the public and deter certain activities through compliance, therefore, the last resort is to cite someone, Beaudreau told the City Commission. >>>

There are plans to hire a marketing coordinator who will be shared between the City and the CRA. The person in that role would handle events at the city’s cultural venues as well as social media and marketing for CRA events. Dahlia Baker still holds the position of CRA Workforce Program Director as a contractor, and Claudia McKenna is still the CRA Attorney. The RMA employee who handled the budgetary and finance plan of the CRA will continue to do it on an “as-needed basis” under contract with the City. Tran said that with the transition to an in-house team, “staffing got cut, but there are still many huge projects,” so it is anticipated there will be times when support services from consultants will be needed. “I’m excited to keep the progress moving forward and to implement the vision set by the CRA Board for the Northwest and East CRA districts,” said Tran. “Although we’re working with a smaller staff than before, we’re up to the challenge.”

City Employee Health Insurance Costs Decrease

The City will spend an estimated $8.8 million to provide health and dental coverage for close to 800 full-time employees in fiscal year 2018-19, which represents a 3.5 percent decrease in the previous year’s rates, and a savings of roughly $350,000. The City recently renewed its contract with Blue Cross Blue Shield of Florida, which has provided the City these services since fiscal year 2000. In addition, Blue Cross Blue Shield will continue to provide the City $100,000 for its employee wellness program.

Last year, Pompano Beach park rangers patrolled and checked on city parks a total of 11,151 times, and drove 32,698 miles patrolling throughout the city, said Beaudreau. They also checked on 360 pavilion applicants to ensure customer safety and satisfaction, attended public events, made contact with park patrons 20,331 times and enforced park ordinances 603 times. The park rangers patrol in City vehicles marked as “ranger” and with vehicle patrol lighting. Their schedules are Mon-Fri, 12pm to 11pm, and Saturdays, Sundays and holidays, 8am to 11pm. There’s a deployment specifically at the beach from 11am to 4pm on weekends and holidays. There’s also a special vandalism watch from 5pm to 11pm on weekends and holidays at Avondale Park, Apollo Park, Weaver Park, Hunters Manor Park, Mitchell Moore Park and Community Park, where park rangers have encountered graffiti on City property and broken equipment. The rangers will be frequenting areas considered “hot spots,” which are the beach, Community Park, McNab Park, Founders Park, Sgt. Kip A. The park ranger program “is not intended to inflict pain by issuing citations,” said Beaudreau. Fines for the civil citations will be $100 for the first offense; $150 for the second offense; and $250 for each additional offense. If a person fails to pay the civil penalty within the time allowed, the City will file it in court. The person will then receive a notice from the clerk of court to appear for arraignment. If the person fails to appear in court to contest the citation, he or she will be served with a “rule to show cause” by law enforcement, which is an order by the court to appear and show why the particular relief sought should be granted. The park rangers will be working closely with the BSO homeless task force and the BSO CPTED (Crime Prevention through Environmental Design) program, said Beaudreau. The BSO homeless task force and BSO CPTED provide training to the park rangers during their orientation, and meet with them quarterly.

Kester Park Improvement Plans Kester Park is set to undergo major upgrades starting this month, including renovation of the existing concession building and construction of a new restroom building, as well as parking area improvements. The well-frequented 8.4-acre park in Old Pompano is home to two regulation baseball fields, a soccer field, a sand volleyball court, playground and picnic area. The construction work, which is expected to last approximately 270 days, will be phased in order to avoid disrupting the various sports activities, and to ensure there will always be restrooms available, said Tammy Good, the project manager. During the first phase, an existing storage building will be demolished, and the new restroom building will be constructed

in the same footprint. The restroom building will have five stalls, one of which will be handicap accessible. The new stalls will replace the restroom facilities that are currently housed inside the concession building. The Broward Sheriff’s Office (BSO) was in favor of the new restroom design, which it considers safer because each stall opens to the exterior. The restroom building will also have a janitor closet and a new electrical room with upgraded panels. When the restroom building is completed, work will begin on the interior of the 650-square-foot concession building,

which will be gutted. Concession storage and a new office will be added. The kitchen area will be equipped with all new appliances, including a new popcorn machine and ice machine. Renovations to the building’s exterior will include the construction of a new covered patio to provide outdoor seating for park patrons. The park’s existing picnic pavilion, or gazebo, will be reroofed with material that will match the metal roofing of the new restroom building and the renovated concession building. In the last phase of the project, the parking lot on the eastern edge of the park will receive an overlay of asphalt, and the base will be repaired if there are any existing cracks, potholes or areas that hold water, or if construction activities cause any damage. The parking lot will be restriped and bumper stops will be installed. The total cost of the project is just over $380,000. A contract for the work was awarded to C. Square Construction Management, a Pompano Beach contractor that has previously completed a number of projects for the City of Pompano Beach, including the new concession at Mitchell Moore Park. The firm is also currently under contract to construct new restrooms at Community Park and the municipal golf course. In addition to the concession and restroom upgrades, the City is preparing the redesign of the rest of the park, which is one of the projects that will be funded by the G.O. Bond approved by voters last March. The City has also been awarded a $200,000 grant from the National Parks Service Land and Water Conservation Fund. It will be used for new LED overhead sports lights, which will provide focused lighting on the fields and reduce spillover into the residential area. Any remaining funds could be used for other improvements to the fields, such as new dugouts and fencing.

Upgrades To Pompano’s Public Safety Radios Will Cost Over $1 Million The City Commission adopted an ordinance at its Sept. 25 meeting authorizing an expenditure of approximately $1.2 million for the purchase of new digital radios for the Pompano Beach District of the Broward Sheriff’s Office (BSO). The new radios are needed because Broward County, which runs the public safety radio system for all county agencies, is replacing its outdated analog radio system with a digital system that will be compliant with P25 radios. P25 is a standard for the manufacturing of interoperable digital two-way wireless communications products.

The new state-of-the-art radio system will include denser coverage, more talk paths, higher levels of redundancy, and improved interoperability with other agencies, which will boost service to citizens during emergency situations. The City will be purchasing over 300 radios. Payment for the radios will take place over a three-year period, starting in fiscal year 2019-2020. Major John Hale, Police Chief, said 14 of the radios will be provided to the City’s park rangers and animal control officers who currently have City radios, but not police

radios that can be used to call the dispatch center for assistance. Civilian versions of the radios will be provided to Citizen Observer Patrol (COP) volunteers. If the City’s agreement with BSO for law enforcement services were ever terminated, BSO would transfer ownership of the P25 radios to the City. All cities that contract their police services with BSO are going through the process of upgrading their radios. In addition, the Pompano Beach Fire Department has been purchasing similar equipment.

Pompano Beach Becomes Sister City with Termoli Italy

Sands Harbor Resort & Marina Has Sold for $20.8 Million

On Oct. 12, the New York-based hospitality company Impulsive Group purchased the Sands Harbor Resort and Marina in Pompano Beach for $20.8 million. According to county property records, the market value of the property, located at 125 N. Riverside Dr., was assessed at $8,125,480. The 60-room, 82,563-square-foot resort hotel was built in 1966. The property, which totals 175,000 square feet, includes three waterfront restaurants and a two-story commercial office space. In addition, a marina at Sands Harbor Resort has dockage for 50 boats, a fuel dock and fishing supplies store. Impulsive Group’s president and CEO Hank Freid said his plans are to completely remodel the hotel and add the sushi restaurant Sushi by Bou of New York. In South Florida, Impulsive Group is known for leasing and taking over operations of the skydeck event space at 605 Lincoln Road in Miami. RMA Proposed Innovation District Wins Award

On Nov. 2 Pompano Beach officially became a sister city with Termoli, Italy. Termoli’s Mayor Angelo Sbrocca and Pompano Beach’s Mayor Lamar Fisher signed the proclamation at a ceremony at the Pompano Beach Cultural Center. Termoli is Pompano Beach’s third sister city through the Greater Pompano Beach Sister Cities International (GPBSCI) organization. On Oct. 29, Regional Management Associates (RMA) announced it has won the 2018 Promotion Award given by the Florida Redevelopment Association (FRA). FRA is a nonprofit organization that assists Florida professionals and volunteers in community revitalization efforts. RMA was given the award for its outstanding promotion of the proposed plan for the Pompano Beach Downtown Innovation District. Chris Brown, RMA’s co-founder, said he is especially proud of RMA’s staff members Keila Rodriguez and Jessica Mulder who transformed the Innovation District concept into a stunning presentation and video that ignited tremendous interest. Those marketing tools are now being used by the City, CRA and Chamber of Commerce to attract new commercial businesses and developers to Pompano Beach. Pompano Beach-based Nonprofit The Fruitful Field and Pompano Beach-founded Taylor’s Closet Chosen as Recipients of Large Grants Pompano Beach based nonprofit The Fruitful Field and former Pompano Beach based nonprofit Taylor’s Closet are two of seven Broward County nonprofits that will receive large grants from the Community Foundation of Broward. The Foundation created $293,080 in Youth Work grants to help 226 Broward youth build workforce skills that will lead to future career successes. The vision behind the grants was to help young people avoid getting stuck in lower wage jobs that might require them to seek public assistance. Higher youth employment rates are also tied to lower rates of incarceration and drug use. “Our ultimate goal [with the Grants for Youth Work programs] is for 1,000 youth to annually learn employment skills that help ensure future career success,” said Linda Carter, President and CEO of the Community Foundation of Broward. “It will take local philanthropists to step up and boldly lead the way to make this goal a reality.” The awarded nonprofits inlcude the Boys and Girls Clubs of Broward County, the Covenant House Florida, FLITE Center, the Fruitful Field, Junior Achievement of South Florida and Taylor’s Closet. The Fruitful Field, which is an urban farm and garden located behind the Parkway United Methodist Church at 100 NE 44th St., was awarded with a $35,080 grant for its “Grow City Youth Farm and Table Internship,” which will create opportunities for 14 young people.

The Grow City program provides real-life, paid work opportunities for youth between the ages of 14 and 17, primarily from impoverished neighborhoods. Participants will learn basic theories of organic agriculture and the science of soil, seeds, growing and harvesting, in addition to training for future employment. Taylor’s Closet Foundation, which was founded and located in Pompano Beach for ten years until it relocated to Fort Lauderdale, will receive a $20,000 grant to bring 12 young girls on board for 40-hour paid internships. Taylor’s Closet runs a mentoring program for teenage girls and works with fashion designers to give away new clothing to girls who need a boost in self-esteem. Election Wrap-Up BY JEFF LEVINE FLORIDA. NEVER A DULL MOMENT. ANOTHER CLOSE AND MESSY ELECTION HAS PUT THE NATION’S SPOTLIGHT ON US ONCE AGAIN. The statewide races and recounts have had an effect all the way down to the local level where the Pompano Beach Mayor’s race also required a recount that delayed declaring a winner. Regardless, our city has a new mayor and three new city commissioners, a big change from the stability we have seen over the past decade or so. After more than ten years as Pompano Beach Mayor, Lamar Fisher is moving on to his new post on the Broward County Commission. Fisher easily won his race and his victory means all nine members of the commission are now Democrats. More locally, the Pompano Beach City Commission elections found three newcomers (Andrea Leigh McGee in District One; Rhonda Eaton in District Two; and Tom McMahon in District Three) and two incumbents (Beverly Perkins in District Four; and Barry Moss in District Five) easily winning their races. The three newcomers all seem to be intelligent, enthusiastic additions to the commission. While the two incumbents faced some very strong challengers, who we hope will continue to be involved in Pompano Beach politics, it is probably not bad there will be two returning members to the commission to ensure a level of stability. As for the Mayor’s race, Rex Hardin declared victory on Nov. 15 after Broward County’s machine recount was sent in late and not accepted by the state. The previous tally showed him with a 128 vote lead over Mike Sobel, out of over 32,000 votes cast. At the time this magazine went to press, the Broward SOE had not certified the election, but there doesn’t seem to be any reason to believe the lead will change. Regardless, the city’s priorities will be the same. I’ve heard from many residents over the past few months and these seem to be the most important issues for the new mayor (and commission) to take on: 1) The future of the East and Northwest CRAs needs to be resolved. I am hoping for a continued strong presence

of Regional Management Associates (RMA), the outside agency that has led CRA efforts for almost a decade. 2) Transparency and communication in the City has not always been what it should be. A quick improvement needs to be made. 3) There seems to be a healthy dose of concern that the needs of developers ocassionally supersede the needs of current residents in all areas of the city, especially along Atlantic Blvd., the beach area and the northwest region of the city. 4) This goes handin-hand with an increased emphasis on quality of life Rex Hardin Mike Sobel for existing residents. Improvements need to be made, especially in the northwest area. 5) I am especially worried we haven’t adequately addressed the increase in traffic created by increased development, and I know I am not alone in this regard. The last three points are quickly coming to a head revolving around one issue: the proposed reduction of the Atlantic Bouldevard/Dixie Highway corridor from three lanes to two (in order to provide a more walkable downtown area). I can’t imagine how this could work out. District Five commission candidate Leila Moavero offered a terrific suggestion on how to address this, “Cone it off. Try it out for a few months and see if we like it [before implementing a permanent solution].” Congrats to our winners. Enjoy your holidays. We look to you to resolve these issues in the coming year. I KNOW, YOU WERE EXPECTING A HOLIDAY STORY. THIS IS A HOLIDAY STORY— ISH. WE’RE GIVING OURSELVES THE GIFT OF REMODELING. ACCORDING TO BANKRATE.COM, THE AVERAGE kitchen remodel costs between $12,594 and $33,118, with high-end remodels going for upward of $50,000. So we expect our remodel to be The Gift That Keeps on Giving. Or perhaps The Gift That Keeps on Taking…and Taking…and Taking. Certainly that’s what my husband would say, if anyone asked his opinion, which they’re not. Actually, that’s not quite true. I’ve given him a penny for his thoughts. Let’s back up: Our home, a lovely place near the beach, was built in 1981. While the appliances were replaced in 2005 (which can’t possibly be 13 years ago, can it?), the rest of the kitchen is “vintage.” I say “vintage” in quotes, because an actual vintage kitchen, for us, would be a 1960s version, complete with a festive Flair oven, preferably in pink. No, our kitchen is not “vintage.” It’s just old. In my opinion, little if any 1980s décor deserves to survive (sorry, those of you who embraced wallpaper borders full of geese). We don’t have the borders, or any geese. What we do have are cabinets threatening to fling themselves from the walls at any moment (I know this because I swear they whisper behind our backs when they think we’re not listening). Every time I open a drawer to retrieve a utensil, sawdust

accompanies the retrieval. Actual sawdust. You’d think that this would be enough of a visual cue to my husband that the cabinets are, indeed, on their last legs, if they had any. They are, however, on their last toe kicks. And not in a festive way, like the Rockettes. Instead, my husband (the Lovable Ostrich, “L.O.”) thinks there is “nothing wrong” with them. Nor is anything wrong with our floors; the best I can say about the floors is that they exist. I can’t confirm that the floors are original to the house, particularly given that half of the first floor is one sort of tile and half is another. L.O., of course, thinks the floors are also “just fine.” As you can imagine, I find these floors as unacceptable as the suicidal kitchen cabinets, although I don’t fear the floors in quite the same way, since they’re not emitting sawdust. Yet. Given our home’s configuration, it’s impossible to remodel the kitchen without getting new floors, and vice versa. This delights me as much as it horrifies my husband. But the best/worst part of this is the project timing. “When can we start?” I asked the contractor, thinking “please say December.” Since I love the holidays, you’d think I’d be disappointed. I’m sure I could have said, “Let’s wait until January, after the holidays.” Instead, I’m as excited as, well, a kid on Christmas Eve! I’ve been asking Santa for a new kitchen and new floors since we moved in nearly a decade ago. Let’s just hope we don’t get lumps of coal. Y

Bruce and Sharon Guttler, captains of Aireze, are based in Boca Raton and have been doing holiday boat parades in South Florida for around eight years. Bruce’s favorite boat to have in a parade was his 1999, 17-foot Sea Ray Bowrider with a 115 Merc. “Sometimes smaller is more fun,” he said, “with great visibility especially at night…Now, I’m parading in a 33-footer, which is a totally different experience.” The Aireze is a Gemini M105, sailing catamaran. The vessel’s theme this year will be ’80s “with lots of energy.” “My favorite moment of the parade is always seeing such a happy community spirit along the waterfront, with lots of families and kids having so much fun,” Aierez’s captains said.

My Time

Jim Blake and Trae West, the captains of My Time, have been participating in the Pompano Beach boat parade for three years and the Fort Lauderdale boat parade for seven. This year My Time’s theme will be “Ghostbusters.” Blake said he participates in the parade because of the Christmas spirit. “All the people on shore get into it and love it,” he said. “And I love hanging out with friends to

Their favorite parade was four years ago when their boat was themed “Gilligan’s Island.” This year the Black Jack will be themed “Mary Poppins.” “The parade is the best our town has to offer,” Gerard said. “And it gets all our residents to come together and watch it.”

Bimini Twist

The captains of the Bimini Twist, Scott and Anita McIlvaing, are based in Pompano Beach and have been participating in the boat parade for 15 years. Their favorite boat entry thus far was in 2015, when their boat was themed a “‘Shrek’ Karaoke Dance Party.” This year’s theme will be a surprise. “We have lots of fun being creative and especially love entertaining people,” Scott said.

their third year in the boat parade, but they have been avid fans of the parade for two decades. “If you count our spectator years, we have never missed a parade,” Candace said. “Our rookie year was a lot of fun. Our theme was ‘Merry Fishmas,’” Candace said. “But last year was probably our favorite so far. We had live music by Catfish Hunter (dressed as Santa) and our daughter and her friends danced around as light-up jellyfish. The theme was appropriately named ‘Catfish and the Jellies.’” This year Island Candi’s theme will be a surprise. “We are famous for waiting until the last minute to decide,” Candace said. “A lot of our friends have asked that we revive ‘Catfish and the Jellies,’ but we are also contemplating a new approach. Stay tuned.

You are likely to be as surprised as we will be.” Their least favorite part of the boat parade experience is “undecorating the boat and having to wait a year to do it all over again,” Candace said. “The boat parade is a great event that brings family and friends together,” she added. “We have decorating parties, rehearsals, a launch party (where our scorned friends stand on our dock and wave goodbye while making us promise that they make the on-board guest list next year), an after-party and an ‘undecorate’ party. What’s not to like? And, then add on all of the pre- and postgatherings that Rhonda [the parade organizer] and the Chamber of Commerce organize and it becomes a 45-day local festival.”

Inner Circle

Jason and Lindsay Coopersmith, the captains of Inner Circle, are based in Pompano Beach and are first-time entrants into the boat parade. They decided to do the event to become a part of the community and build camaraderie with local boaters. This year their theme will be pirates. Inner Circle is a 33 Grady White Freedom. Y

OIL DRILLING REMAINS POSSIBILITY IN FEDERAL WATERS OFF FLORIDA COAST

SEA CHANGE? In July, Pompano Beach signed a resolution opposing offshore drilling and seismic blasting in the Atlantic. On Nov. 6, Florida voters passed Amendment 9, which officially bans offshore drilling in Florida State waters. Drilling in federal waters, however, is not banned. t a City Commission meeting on July 24 the City of Pompano Beach unanimously passed a resolution expressing opposition to offshore oil and gas drilling and seismic airgun blasting on Florida’s Atlantic coast. In passing the resolution, the City of Pompano Beach joined a chorus of more than 300 coastal municipalities and 2,000 elected local, state and federal officials across America who have put on record their belief that the consequences of drilling and seismic blasting outweigh the prospect of oil-based energy independence. On Nov. 6, Florida voters similarly announced their opposition to drilling when they passed Amendment 9, which officially bans offshore drilling and seismic blasting in state waters. In a state such as Florida, where tourism is an important economic driver, the potential destruction of natural marine habitats by

Tourism is the state of Florida’s number one industry, and according to Visit Florida, the official tourism marketing corporation for the state, it generates 23 percent of the state’s sales tax revenue. According to a study published on the Florida Fish and Wildlife Conservation Commission website, Florida is also considered the fishing capital of the world. In 2013, Florida had 3.1 million anglers with total expenditures of $5 billion. The study also confirmed Florida’s role as the fishing destination for travelers, with 2 million non-resident anglers visiting the state. The ripple effect of these dollars was estimated as having an $8.7 billion economic impact from Florida’s recreational fisheries that supported 80,211 jobs. Florida Governor Rick Scott stated his opposition to offshore oil drilling in a statement he made in January 2018, saying his “top priority is to ensure that Florida’s natural resources are protected.” “It speaks volumes when a Republican governor is opposed to offshore drilling because he knows the value of tourism for the state and the fisheries” said Kyle Ferrar, the Regional Western Director of FracTracker, an organization that studies, maps and communicates the risks of oil and gas development. Supporters of offshore oil drilling, however, argue that the importance of America’s energy independence outweigh the potential

Studies by Quest Offshore Resources, Inc., a company hoping to advance deep water exploration, show that offshore oil and natural gas leasing in the Atlantic Outer Continental Shelf (OCS), Pacific OCS and Eastern Gulf of Mexico could, by 2035, create nearly 840,000 American jobs, raise more than $200 billion in revenue for the government and increase U.S. energy production by 3.5 million barrels of oil equivalent per day. These numbers, however, are based on the Bureau of Ocean Exploration and Management (BOEM) estimates, which are all roughly three decades or more old when the last testing was completed with outdated technology. Of the current 51 offshore wells drilled off the Atlantic, the latest figures from the BOEM indicate only six of these wells recovered natural gas during a test, and rates were variable and declining over time. There is really no way to know how much oil exists or how profitable offshore drilling could be without extensive seismic blasting to test the OCS. Seismic blasting is largely frowned upon by many because the airguns are so powerful and loud (upwards of 240 decibels, which is louder than a rock concert or a jet engine flying 100 feet overhead), that they disturb, injure or kill marine life, harm commercial fisheries, disrupt the fragile ocean ecosystem and in turn, greatly impact coastal economies. According to a study by the Norwegian Institute of Marine Research, following seismic surveys, catch rates of cod and haddock declined by 40 to 80 percent for thousands of miles. With states exercising their legislative right to govern their own state waters, states like Florida have thrown a wrench into any plans for oil development in state waters, but not federal waters. “Being able to pass local and state resolutions to block offshore oil drilling in state waters is incredibly important,” Ferrar said, “but it’s not enough to fully protect Florida from offshore drilling in federal waters.”

plans for Federal Waters In spite of Pompano Beach’s resolution and the passing of Amendment 9, Florida may not be ‘out of the water’ when it comes to the effects of offshore oil drilling. While drilling in state waters is officially off the table, drilling in Federal waters is not prohibited. Florida currently has a moratorium in place that prohibits drilling off the Gulf Coast, but potential deposits off Florida’s Atlantic coast have historically been left untouched. In December 2016, President Obama issued a moratorium on all new oil and gas drilling in 120 acres in the Arctic and Atlantic, which was later reversed via executive order by President Trump in April 2017. On Jan. 4, 2018, President Trump’s Secretary of the Interior Ryan Zinke announced a draft program to make 90 percent of the total U.S. Outer Continental Shelf acreage available for sale with 47 potential leases, 12 in the Gulf of Mexico and nine in the Atlantic Ocean. In the Atlantic, three are proposed in the middle Atlantic, three in the south, two in the north Atlantic and one off the Florida coast. Zinke has said that the plan includes the largest number of lease sales ever proposed. The proposal would span the years 2019 to 2024, replacing the Obama plan, which runs through 2022. In response to the draft plan, some of Florida’s U.S. senators — Marco Rubio, a Republican, and Bill Nelson, a Democrat — joined Florida Governor Rick Scott in promising to defeat the plan. So did Republican Congressmen Carlos Curbelo, whose district includes the Florida Keys, and Matt Gaetz, who once proposed shutting

The oil and gas company offering the highest up-front payment to the government (called a bonus) wins the lease. The government also receives a fixed annual rental based on the area for non-producing leases, and a percentage of the market value of any oil or gas produced and sold (royalty). The leases expire after a set number of years, or continue however long afterward that oil and gas are continually produced from the lease. Individual tracts are generally nine square miles. Current leases being offered in the Gulf of Mexico have five-year terms for tracts in water depths of less than 400 meters, and eight years for tracts in water greater than 400 meters. Royalty rates are 18.75 percent regardless of water depth. From 1954 through 2004, the federal government received $64 billion in bonuses, $3 billion in rentals, $89 billion in royalties and $3 billion in taken-in-kind oil deliveries in lieu of royalties.

Oil rigs themselves also produce pollution via emissions, Ferrar said. “For many of the contaminants we are not just talking about oil, we are talking about a highly

Oil drilling in Florida has been conducted since 1943 when the first well was drilled by Humble Oil Company in the present day Big Cypress Preserve in Ochopee, Fla. According to figures published by the Florida Department of Environmental Protection, there are 1,150 total oil wells drilled in Florida; 986 of these wells are plugged, and 164 are active. Collier County, Fla. — housing the sprawling swampy green of the Everglades — has the third highest concentration of oil wells in the state.

Ferrar recently toured rigs off of the coast of California, where he helped an organization use OGI infrared technology to observe emissions coming from the platforms. “We saw hydrocarbons that include benzine and other carcinogens and toxic compounds being emitted directly into the air,” Ferrar said. Spills, Ferrar said, are also a major concern, not only for the environment, but for the local economy. Ferrar sites The Deepwater Horizon accident on April 20, 2010 in Florida’s Gulf waters when more than four million barrels of oil were released after an explosion of British Petroleum’s semi-submersible drilling rig. The accident killed 11 people and cost the oil company more than $40 billion in fines and clean-up. According to Oceana, as of 2016, total sales in Gulf seafood declined by $952.9 million and over 10 million user-days of beach, fishing and boating were lost. The consequences of seismic blasting before oil drilling can begin are also of tremendous concern, said Ferrar.


Local Support for Drilling In spite of the risks, some local citizens are still in support of oil drilling. Daniel helps his family run Pop’s Fish Market, a seafood shop catering to the Deerfield Beach area. The shop relies on local seafood, yet Daniel is not against offshore drilling. “I’m not really against it,” he said. “More jobs will be created. I believe America should have control over their resources instead of depending on other countries.” Ned Bowman is the Executive Director of the Florida Petroleum Marketing Association (FPMA). The FPMA represents 10,000 convenience stores in the state of Florida, and 7,000 of these shops sell gasoline. The organization publicly opposed the passage of Florida Amendment 9. Bowman said that oil drilling will help with the future of emergency

preparedness in case of a hurricane in Florida. “Electric vehicles are great but you have to charge them for eight hours,” he said. “There’s not enough natural gas and electricity when you’re talking [evacuating] about 6 million people…I love the coast, I love swimming in the ocean, but I think oil drilling can be done responsibly…If you look at all of the oil drills around the world, there are thousands upon thousands of them. And you look at how many actually leaked? Not a lot. When you go into the North Sea, there are very dynamic conditions there out of Norway, and they do things responsibly.” With a new House and Senate, the future of Trump’s OCS draft plan and offshore drilling in the Atlantic is still unsure. INGREDIENTS

1 1/2 cups granulated sugar 5 large eggs zest of 1 lemon 1/4 cup fresh lemon juice 3/4 cup extra virgin olive oil 2 cups all purpose flour 2 teaspoons baking powder 1 1/2 teaspoons cinnamon 1 teaspoon ground ginger 1/2 teaspoon ground allspice

PREPARATION

1/2 teaspoon ground cloves 1/4 teaspoon ground cardamom 1/4 teaspoon freshly ground nutmeg 1/2 teaspoon kosher salt 2-3 Granny Smith apples, cored, peeled and diced into 1/4” cubes For the Glaze: 1/2 cup powdered sugar 2 tablespoons lemon juice 1 tablespoon apple juice

Preheat oven to 350. Grease a Bundt pan. Sift the flour, salt, baking powder and all of the spices together and set aside. In the bowl of a stand mixer fitted with the whisk attachment, place the sugar, eggs and zest and whisk until thick and pale. Add the lemon juice and olive oil until combined. Add the flour mixture and mix until just combined. Do not overmix. Stir in the apples. Pour batter into the Bundt pan and bake for 50-60 minutes until a cake tester comes out clean. Place on cooling rack and cool for 5 minutes. Then turn out onto rack to finish cooling. For the glaze: Whisk the juices and sugar together. Drizzle onto the cooled cake.

Financial Resolutions for the New Year It’s time for New Year’s resolutions. This year, why not make a few financial ones? For starters, resolve to boost your contributions to your retirement plans, such as your IRA and your 401(k). These tax-advantaged accounts can be good options for your retirement savings strategy. Also, try to reduce your debt load. It’s not always easy, but the lower your debt payments, the more money you’ll have available to invest. Here’s another resolution: Build an emergency fund containing six to 12 months’ worth of living expenses, with the money held in a liquid account. Such a fund will help you avoid dipping into long-term investments for emergencies, like a new furnace or major car repair. Another key resolution: Make sure your protection needs are being met with the proper amounts of life and disability insurance. Finally, resolve not to overreact to market volatility. You’ll help yourself greatly by following an appropriate investment strategy in every market environment. Work to turn these resolutions into realities. Your efforts could pay off well beyond 2014.
