Broward Partnership has taken over the North Homeless Assistance Center (NHAC) on Blount Road in Pompano Beach, replacing two nonprofits that had been serving the homeless of Pompano Beach for decades. Although the changeover was not without controversy, local officials are excited by Broward Partnership’s vision for the center.

World’s Largest Zombie Apocalypse Survival Run
Join the South Florida Longboard Association on the first Thursday of every month. Pompano Food Truck Round Up
Every third Friday of the month the Pompano Food Truck Round Up features over 15 food trucks, drinks, music and fun. Bring blankets and folding chairs. WHEN: June 21 (third Fridays), 6 to 10pm WHERE: Old Town Pompano at First Ave. and First Street (near the corner of Dixie and Atlantic Blvds.).
Outrun zombies at this 5k race. Runners will leave the start line with three velcro flags attached to their back waistband and run the course as fast as they can while avoiding stationary, walker and runner zombie stations. The goal is to make it through the zombies with at least one flag left. As runners approach most areas on the course they will be warned that the infected have been sighted and to watch out. Fruit, water and bathrooms will be available before the race. The race is hosted by Badass Running Company and benefits the National Brain Tumor Society, a nonprofit committed to uniting the community to discover a cure, deliver effective treatments and advocate for patients and care partners. The City of Pompano Beach Parks, Recreation and Cultural Arts Department, along with District Four Commissioner Beverly Perkins, will be hosting a great night of family fun at the second annual Jazz in the Park. The event will feature live jazz music from the talented musicians of the BSO Jazz Band and the Eric and the Jazzers Band. Bring some lawn chairs, grab a bite to eat from one of the delicious local food vendors and jam out to some jazz. Beach Yoga with Cliff in Deerfield Beach
Cliff Herrmann is a well-known yoga teacher in the Deerfield Beach community. With the goal of bringing yoga out of the studio and back to nature, he started teaching on the sand by lifeguard stand four. He will teach a gentle, calming form of yoga called Anuttara Raja, beachside, Monday - Friday at 6pm; Saturday and Sunday at 5pm.

Developer of Isle Casino Site Shares Preliminary Project Plans With The Public
A meeting held on April 30 to discuss the redevelopment plans for the 223-acre site of the Isle Casino Racing Pompano Park drew an estimated 350 people to the Herb Skolnick Community Center, with many having to stand along the back and side walls of the auditorium. The Isle Casino site, owned by Eldorado Resorts, will be redeveloped in partnership with the Cordish Companies, a Baltimorebased real estate development firm. “This is the largest crowd I think I’ve ever seen gathered in Palm Aire,” said Pompano Beach Vice Mayor

Barry Moss, who represents District 5, and hosted the meeting. Palm Aire is the residential development located across the street from the Isle Casino site. David Cordish, Chairman of The Cordish Companies said: “To have this kind of turnout is very unusual, and a tremendous compliment to all of you. It shows you care about your community.” Cordish presented a preliminary overview of the Isle Casino project, which is slated for groundbreaking in the summer of 2020. Cordish said it
will be developed in stages, with the buildout taking at least 10 years. In addition to new development going up on the site, the existing casino will be renovated and expanded. The center piece of the overall project is a “crystal lake,” surrounded by a park, which will be open to the public. It is intended to become the “town center” of the project. Cordish explained that the lake will be lined with a plastic-type coating and have a system that recycles the water and keeps it “crystal clear” and suitable for swimming.
There will also be standard retail, which could include a multiplex movie theater and food markets. A corporate office campus and a residential and hotel component are also planned. The general plans call for a live entertainment district, or public plaza, that has a giant LED screen. The idea is for it to become a place where people gather to have “watch parties” for events such as the Super Bowl, the World Series or Miami Heat games. The plaza would be surrounded by restaurants and venues with live music performances. “One of the things that I am positive we will do with this project is create thousands of jobs,” said Cordish. “Every project we’ve ever done has done that.” Cordish said the project will generate not only construction jobs, but permanent jobs. One of the ways to create permanent jobs is to have a corporate office presence, which he said his firm will have no problem attracting with the corporate campus that will be built. The firm will also “give priority and preference to local contractors.” And when it comes to filling up office space, local businesses will get priority, Cordish said. The number of residential units the project will include is still uncertain. Cordish said he wants to see what kind of input is provided by the public, and “what we learn as we get deeper into the market.” During his PowerPoint presentation, Cordish also went over some of the projects The Cordish Companies has carried out in other cities, such as the Seminole Hard Rock Hotel & Casino in Hollywood, Florida and its sister project in Tampa.
Cordish also highlighted the 5-star Charleston Place Hotel that his firm built in Charleston, South Carolina. He said the mixed-use hotel played an important role in transforming Charleston into the vibrant city it is today. The Cordish Companies, familyowned for over 100 years, is the only development company in the United States to receive seven Urban Land Institute (ULI) Awards for Excellence. Each year, the ULI, a national nonprofit organization, gives the award to only a few developments from among all those that are built in that year. “You can’t just have a successful project or an attractive project,” said

Shuttles would run back and forth between Palm Aire, which would be “a tremendous help” with connectivity. Almost all the members of the consulting team that The Cordish Companies has assembled for the Isle Casino project “know the community,”
to use it, “if you have an idea, if you have a thought…and we’ll reply.” Cordish also said he intends to have meetings with smaller community groups as the project moves forward, where there can be “real input back and forth,” to learn of concerns and get suggestions. Plans to Relocate McNab House to McNab Park Continue to Move Forward The historic McNab House, located at 1736 E. Atlantic Blvd., is expected to be moved five blocks east to McNab Park this October or November. The plan is to convert the house into a restaurant surrounded by a botanical garden. In April, the Pompano Beach Community Redevelopment Agency (CRA) Board, which is made up of the mayor and city commissioners, gave its approval to rescue the house from demolition by a developer. The McNab House is one of the oldest houses in Pompano Beach. It was built in 1926 by one of the city’s earliest settlers, Robert Albert McNab, who came to Pompano in 1898, along with his brother, William Henry (“Harry”) McNab. The land that comprises McNab Park was donated to the City by the brothers as a memorial to Robert’s son, Robert Lee McNab – who was killed by lightning in Pompano in 1947 after serving in World War Two – and in memory of those who gave their lives in the service of their country. According to CRA Director Nguyen Tran, a temporary use permit will need to be approved by the Planning and Zoning Board in order to move the McNab House and place it somewhere in the park temporarily, possibly in the parking lot, until a permanent location on the site is determined. The two-story garage that currently sits behind the McNab House will also be relocated to the park. Proposals from movers are currently being reviewed and a selection is expected to be made in July. The CRA has also been working to procure an architect to design a site plan. The architect must have a specialization in historic structures and converting them into

restaurants, said Tran. The house will stay at its temporary location at the park until the site plan is designed and approved, which Tran estimates could take eight months to a year. In the weeks leading up to the CRA Board’s vote to save the house, Tran, along with consultant project manager Jenae Valentine, of Redevelopment Management Associates (RMA), went to various city meetings, as well as a homeowners’ association meeting, and presented a conceptual plan for moving the house to the park and turning it into a restaurant. In addition to a botanical garden, the concept included a “paseo” for bicyclists and pedestrians, a gazebo, water features and an event space. The preliminary plan also proposed a bed and breakfast component comprised of two buildings with 10
units each, which would be operated by a private entity. While the majority of residents who attended these public meetings were in favor of the plan for McNab House, some expressed concern over a number of issues, including losing the basketball court, tennis court, shuffleboard courts and civic building that are currently in McNab Park. “It’s all conceptual at this point,” said Tran. “Our objective is to move the house and then really go through a thorough process of a site plan and making everything work.” It may be possible to keep the civic building as a meeting space if it works in the overall concept, or it could be reused for something else. New Pompano Beach Pier is on Track to be Completed This Month
The Pompano Beach fishing pier, which has been undergoing reconstruction since May 2017, is expected to be completed at the end of June, and a grand opening is currently slated for October. According to Horacio Danovich, the city’s Capital Improvement and Innovation District Director, the only work that remains to be done on the pier is the construction of a new bait and tackle shop, which got under way in early May. All other elements of the pier are in place, including the lights, shade structures, benches, splinter-free railings, marine-related artwork, Wi-Fi, an underwater camera for watching fish, sewer and water connections, and security cameras. Remediation of the reef in the vicinity of the pier has also been completed. To offset any impact the pier reconstruction may have had on the hard-bottom area, materials that attract fish and marine life were added to the reef. At the west end of the pier, Oceanic restaurant and Lucky Fish Beach Bar and Grill are being constructed as part of the beachside development project known as the Pompano Beach Fishing Village. The new pier can’t open sooner than October because the developer of the Fishing Village, Pompano Pier Associates, needs

to complete the sidewalks and the access plaza that are necessary for safe pedestrian passage onto the pier, and that work can’t be done while the other construction is underway. The access plaza will include a decorative arched entranceway to the pier. It’s possible that once the pier is opened to the public, there will be a fee to access it. The decision to charge a fee or not will made by the City Commission. The new $11.5 million pier is 896 feet long (virtually the same length as before), but it is four feet higher than the old one to withstand sea level rise and storm surges. The new pier is also almost 50 percent wider than the old one to reduce the risk of people getting hooked by a cast fishing line as they stroll along the pier. The east end of the pier is shaped like a stylized pompano, the fish that the city was named after. The pier reconstruction was completed on time and slightly under budget, said Danovich. “I am elated and proud to bring this project to fruition,” he said. “Many years and lots of hard work have finally paid off, and this monumental project will be a landmark across Broward County and the state. The pier will be an iconic feature that fishermen and visitors alike will have an opportunity to enjoy for years to come.” Y

The architect needs to “take a look at what we have and really make sense of what to keep, what not to keep, what to reuse and where to place everything,” said Tran. The Chamber of Commerce currently occupies a building that is at the northwest corner of the site. The CRA has been assisting the Chamber of Commerce find another location so that the botanical gardens can occupy that area. The location that is being proposed for the house is the area between the Chamber building and the shuffle board court fronting Atlantic Boulevard, “but it could change,” said Tran. According to Tran, nothing in the park would be torn down until the site plan and permitting process is completed. Several trees that are currently on the grounds of the McNab House will be relocated to McNab Park to help create the botanical garden. One of these “specimen trees” is a very rare elm tree, and another is a Haden mango tree from the large mango grove on the property. Most of the mango varieties developed in Florida are either direct or indirect descendants of the Haden mango, and the McNab family had close ties to Captain John J. Haden, who first cultivated it. There are also plans to move a tree to Old Town, Pompano’s historic downtown. The tree, probably a live oak, would be placed in the public plaza that the CRA is currently developing, and would complement a large fig tree that is already there. Regarding the McNab House relocation, Tran said: “There are still a lot of moving parts we have to get in place before we can show everybody the plans.” Y

New Beachside Dual-Branded Hilton Hotel Breaks Ground in Pompano Beach The dual-branded Hilton hotel that will be part of the beachside development project known as the Pompano Beach Fishing Village had its groundbreaking ceremony last month. The five-story hotel is being built on what is currently a cityowned parking lot, just west of the Pompano Beach Pier and south of the Pier Parking Garage. The developers behind the hotel are father-and-son team Aashish and Girish Patel of the Fort Myers-based Madhav Group. The targeted opening date of the hotel is December 2020, according to Aashish Patel. “We’re excited, and we’re extremely grateful for the opportunity, and to the Pompano Beach community,” said Patel. One section of the L-shaped hotel building will be a Hilton Home2Suites, offering 90 rooms that have kitchenettes and work areas, and are well-suited for families on extended stays; the other section will be a Tru by Hilton, offering 60 smaller, streamlined rooms geared

toward travelers with a “millennial mindset.” The Tru focus is on the large colorful lobby designed to be a social hub, with zones for eating, playing, working and lounging, and lots of charging stations for tech devices. Designated petfriendly rooms will be offered by Home2Suites. The large overhang of the hotel’s entrance will serve as a deck with a rectangular saline swimming pool, a hot tub and cabanas. The hotel will also have a rooftop deck with 360 degree views of the ocean, the pier, the Hillsboro Lighthouse and the Intracoastal Waterway. The over 11,000-square-foot rooftop deck, which will be open to the general public, will feature light fare and drinks, comfortable seating areas,

glass balconies, and possibly fire pits. The hotel will also have over 4,000 square feet of meeting and banquet space on the ground floor. It will be able to accommodate events, in particular weddings, of up to 200 people. Patel said that while some developers want to just build and sell, “we build and we hold within our family, and we have a sense of pride of ownership in that.” Rather than being a cookie-cutter prototype design, the hotel will have a lot of “design personality,” and everything custom. “We really wanted to do something that the City and the community could be proud of,” said Patel. Atlantic Boulevard Bridge Makeover Will Be Finished this Month The Atlantic Boulevard Bridge improvement project has entered its final phase and is set to be completed by the end of June. The bridge makeover, which was launched in December 2017, includes improvements to the bridge’s north and south façades and the tender house, new sidewalks, computerized uplighting and land-based lighting, and the most striking features, large decorative sails on the four corners of the bridge and marine-inspired murals by Pompano Beach artist Dennis Friel. The bridge’s concrete side barriers have been replaced with more open metal railings that offer pedestrians and vehicles better views of the Intracoastal, as well as prevent rain buildup along the roadways. In addition, a pedestrian waterfront promenade has been built under the east side of the bridge to connect new restaurants, shops and other amenities from the south to the north. According to Horacio Danovich, the city’s Capital Improvement and Innovation District Director, the bridge sidewalks, the promenade under the bridge and the painting of the bridge walls and railings should be finished in early June. The installation of landscaping is expected to be completed by midJune. It will include one large palm tree, shrubs and some smaller trees at each corner of the bridge. The two tensioned sails at the west end of the bridge had to be remade because each of the 53-foot-high masts that hold the sails had one arm that was longer than engineered. On the southwest corner, one arm was too close to the roadway for safety standards, and on the northwest
corner, one arm extended into the private property of Houston’s restaurant. Both arms, as well as the cables, had to be shortened. A decorative panel shaped like a wave runs along the east side of the promenade underneath the bridge. The wave panel has light strips that will illuminate it at night and can turn multiple colors. The lighting for the sails at the corners of the bridge can also turn different colors. For example, on the Fourth of July, the colors could be red, white and blue, and on St. Patrick’s Day, the color could be green. “It’s a gateway to our beachfront that invites people to enjoy all the amenities that are being developed in the Fishing Village and the surrounding area,” said Pompano Beach Mayor Rex Hardin. The total cost of the bridge improvement project is $5 million, which is being funded by the Pompano Beach Community
Horn and started the designs for the bridge project. The construction of the bridge project has been carried out by Burkhardt Construction. Brandon Rhodes, Burkhardt Construction’s project manager, said: “From day one when I saw the plans and the renderings, I was very excited to be a part of it, not only because I grew up in the area, but because I think this bridge is going to be the most unique bridge not only in Broward County, but in South Florida.” Rhodes said the greatest challenge of this project, compared to others he has worked on, was having to fit foundations, sidewalks and walls in a tighter space, while avoiding the existing utilities in the ground. That was particularly challenging when constructing the foundations for the sail masts on the bridge corners, and drilling was at 45 feet deep. The sails on the bridge will be seen all the way from U.S. 1 when heading

Lucky Fish is Coming Along
Hilton Hotel <<< Boulevard on either side of Briny Avenue. About five years ago, Patel and his father had plans to develop a hotel on the property, but when the opportunity arose to build a hotel at the Pompano Beach Fishing Village site, they put their other project on hold. “We saw how much money the City was investing in the Fishing Village development, and we saw that they built this fantastically beautiful new parking garage,” said Patel. “They were building a brand-new pier, and all these great restaurants were coming.”
Construction is well underway on Lucky Fish Beach Bar and Grill, one of the next eagerly anticipated restaurant concepts in Pompano Beach Fishing Village near the new Pompano Beach Pier. Lucky Fish’s centerpiece will be the open air, comeas-you are, beach bar. Customers will be transported to their favorite island bar when they walk up to the bar straight from the beach. Lucky Fish will feature an oyster bar, and a great tropical menu with sharing plates, salads, handhelds and desserts. The full bar will serve everything from smoothies to draft cervezas to traditional tropical drinks such as rum runners, pina coladas and margaritas. Located in a grove of tall coconut palms, with an unobstructed view of the beach, live music, cool ocean breezes, and friendly service, Lucky Fish is expected to quickly become a popular destination for locals and visitors alike. Opening is expected in late spring or early summer 2019. Like its sister

restaurant Oceanic on the north side of the Pier, Lucky Fish is the creation of Raleigh-based LMR, LLC and a homecoming for founders Lou and Joy Moshakos, who began their restaurant careers in Deerfield Beach 40 years ago. LM Restaurants oversees seven different restaurant concepts, including Vidrio, Bluewater Waterfront Grill, Hops Supply Co., Taverna Agora, Carolina Ale House, Oceanic and Henry’s. Pompano Peeps The 21st Annual Mercury/SeaVee Pompano Beach Saltwater Shootout Pre-fishing reports in advance of the Shootout had teams prepared for a hot day of fishing in the first leg of the PBSC summer series. Bryce Statham and his Blue Moon fishing team posted a great catch with 221.4 pounds of fish on board their Mercury powered 34â&#x20AC;&#x2122; SeaVee. They popped the Champagne on stage in celebration of the first place win and their $25,336 payday! Pierce Statham was also the top male angler with 127.6 points. Team Digger Rich was the only other team to break the two hundred pound threshold with four kings and four tuna that weighed in at 214.1 pounds to secure the second place spot overall and a check for $10,840. Big fish have a reputation for big payouts in the PBSC tournaments and the 2019 Shootout was no exception. Angela Davis landed a 44.6 pound cobia with her teammates on team Reel Synergy. The cobia turned out to be the heaviest fish of the tournament and the second largest payout with a check for $20,598 to the team. The Future of Pompano Beach Seafood Festival
SO WHERE WILL THE LOCATION BE FOR THE 2020 POMPANO BEACH SEAFOOD FESTIVAL? WE’VE TALKED TO THE PLAYERS, CITY OFFICIALS AND THE PUBLIC AND HERE IS WHAT WE’VE learned. If I were a betting man, I would say the Seafood Festival will be back in Pompano Beach Community Park come next year. The weekend of April 26-28 marked the first time in the 35 year history of the seafood festival that it was not held on, or near, the beach and pier. The move to Community Park and the Pompano Beach Amphitheater was initially blamed on the heavy construction load happening around the pier, the Oceanic Restaurant and throughout the beach area overall. Many officials, including Mayor Rex Hardin, indicated there was a good shot of the event returning to the beach once the construction situation settles down. Turns out, the construction issues were probably more of an easy reason to see if the new venue was feasible as a permanent home for the seafood festival. The consensus of the decision makers is the new location is easier to set-up and maintain throughout the weekend, offers more adequate parking, a better concert experience and doesn’t create the physical constraints of the beach due to increased development and a limited amount of space available to set up the famed Pompano Beach event. John Good, head of the event management company that produces the festivities says he was “very happy” with the way things went over the festival weekend. He told us that “the size of the event,” combined with all of the new construction, made it
“physically impossible to fit on the beach.” Good believes once the public “gets past the ‘not on the beach’ factor we should do well.” He believes there are a lot of opportunities to expand the festival further and already has some ideas on how to make things “even better next year” including possible improvements in the site layout and the parking and traffic. <<< Lighthouse Point restaurant is considered by most to be the premier food vendor at the Seafood Festival. Gantner told one of our Pompano! Magazine correspondents the new venue was better with easier access for everyone involved and had a lot more potential than the original site. He also acknowledged that sales had dropped from prior years. The consensus among returning vendors was that sales were down, some reporting decreases by as much as fifty percent. There were also a lot of new vendors on site this year. I talked with several of them and they all seemed satisfied with the money they were able to earn over the course of the weekend. We’ve covered just about everyone, except for the people who attended the festival. It is very hard to estimate crowd size, especially trying to compare the new site to previous years. Good did not yet have a final count but indicated pleasure with the crowd size, noting “we did really well on Saturday…it was packed at night.” Again, hard for me to judge but the Saturday night crowd didn’t seem all that packed to my eyes. Reports we received on Friday and Sunday attendance indicated the crowd was rather sparse. Of course, those days are often not particularly well attended. Reaction from attendees was mixed but leaned slightly toward missing the beach locale. I talked to dozens of people at the event and scoured social media to get more feedback. The overall consensus was that the fans were hoping the event would return to the beach next year. However, many people seemed to have made peace with the move and some shared positive comments including easier parking, and more comfortable seating and a better view of the stage for the national recording acts. Reaction to the headlining bands (The Guess Who and Foghat) was almost universally positive. I fully agree that both bands put on enjoyable, high quality sets. Several people were impressed with the addition of a new food item, lobster corn dogs. I found it impressive that there were some new and interesting seafood (and other) vendors that helped diversify the dining choices, which were starting to become a little too dependent on highly fried options. There are a lot of changes going on in Pompano Beach these days. All-in-all these changes look like they will lead to a more vibrant and prosperous community. None-the-less change is never easy. That’s especially true for the people who have called Pompano Beach home for many years. I fully understand the business reasons the Pompano Beach Seafood Festival will likely no longer be located on the sea. I also see that there are a bunch of reasons the new location will offer improvements over the beach setup. Still, every April for the past decade, I looked forward to pulling out my beach chair so I could sit in the sand, beer in hand, as I listened to a band I’ve loved for years, play the greatest hits of my youthful days. I think I am going to miss that. Y

HOPELESS ROMANTICS WARNING: STOP READING NOW OR RISK DISILLUSIONMENT. OR, KEEP READING SO YOU CAN LIFT THAT VEIL FROM YOUR EYES (SEE WHAT I DID THERE?). Anyway…according to Wedding Wire, June isn’t the most popular month for weddings; it’s a paltry third, behind October and September; January is the least popular. My first wedding was on January 1 (to honor my late father’s birthday); this was a terrible idea. Pro tip: Don’t wed on January 1. It’s incredibly expensive because no one wants to work New Year’s Day. Vendors exhausted themselves on New Year’s Eve, so you pay a premium to drag them out of bed on what’s probably their biggest “day off” of the year. You’re welcome. Which brings us to the root of this curmudgeonly rant about weddings: the cost. According to Brides, “In just the last year alone, average wedding costs have skyrocketed. In 2017, a wedding typically set couples and their family members back about $27,000, but in 2018, that number increased to more than $44,000, according to the Brides 2018 American Wedding Study.” How is that even possible? Not just the amount, but the increase! For the math-averse, that’s a shocking 62 percent annual increase. This includes the “day-after” brunch. I’m sorry, the what? Are the “night before” and “day of” festivities not enough??? Oh, I know! I bet you provided brunch because – wait for

it - you had a destination wedding (yes, get off my lawn). Sure, I’d LOVE to attend your wedding, which will cost me not just a gift but round-trip airfare and hotel, too! To somewhere I may or may not want to visit, and I can’t even sightsee because I’m at all these wedding events. Bah! Here are other ways to spend $44,000: Make a 25 percent down payment on a $175,000 home. Invest it. On average, in eight years, your $44,000 will be worth $65,000 if it earns 5 percent annually and you don’t touch it. Why eight years, you ask? Because, according to hopesandfears.com (now, there’s a grim website), the average U.S. marriage lasts just over eight years. Buy a gorgeous chair, like the $25,000 Maximillian Chair by Armen Sevada. It will probably last longer than eight years. Buy a nice brand-new car for cash (not recommended, but whatever). Note: if you buy the Mercedes-Benz Sprinter, you could probably live in it, and with $44k, you’d also be able to furnish it (again, not recommended). Also, it might last longer than eight years. Pay off your student loan debt. Obviously, the gift of a lifetime. Take my advice (or not, really; it’s your life – and your wedding, sigh): Have a simple wedding (maybe one that costs under $5,000). Take the other $39k and do something better with it, ideally something that will last longer than eight years. Or, if you remain a hopeless spendthrift romantic, go ahead! Spend $44,000 on your wedding and enjoy. After all, it’s a $44,000 free country. And we’ve all always wanted to see Hawaiian wedding venues. Y

As one diner put it, Blue Ocean Poke is “like the Chipotle of Poke.” Poke (pronounced ‘pohkeh’) is a Hawaiian cuisine traditionally known as a raw fish salad — essentially a sushi bowl. On May 7, 2019 Sprouts Farmers Market officially announced via a press release that the company would be opening 13 new stores by the second half of 2019, including one location in Deerfield Beach at 930 S. Federal Highway, currently set to open on August 28. Sprouts said four other locations in Florida will also be opened before the year is over. By the end of 2019, Sprouts will operate 340 stores in 22 states. The former Gordon Food Service Store at 3260 N. Federal Highway in Lighthouse Point is now a Harbor Freight tools. The discount tool retailer has 69 stores statewide and 13 in South Florida. FOR POMPANO BEACH’S HOMELESS SHELTER BY DANIELLE CHARBONNEAU
As of April 1, Broward Partnership — the nonprofit that operates Broward County’s Central Homeless Assistance Center (CHAC) in Fort Lauderdale — has taken over operations of Broward County’s North Homeless Assistance Center (NHAC) at 1700 Blount Road in Pompano Beach (south of Copans Road and just east of the Florida turnpike), replacing the two nonprofit organizations, Saint Laurence Chapel and Miami Rescue Mission, that had been jointly operating from the property for more than 15 years. The Broward County Commission’s decision to replace Saint Laurence Chapel and Miami Rescue Mission with Broward Partnership came with much controversy, but City officials have applauded the change and have expressed excitement with Broward Partnership’s vision for the center, which was recently presented at the Old Pompano Civic Association meeting on May 6. Both Saint Laurence and Miami Rescue Mission said the county’s decision to not renew their lease agreements at the NHAC and give them only 60 days notice to vacate the property was both shocking and abrupt. The decision has left the fate of Saint Laurence deeply precarious, hanging on the dim hope the organization can find another affordable place to operate before the end of June or face its demise.
The county also terminated its contracts to provide funding for 59 low-demand emergency overnight beds that had been provided at Saint Laurence (29 beds) and Miami Rescue Mission (30 beds). Broward Partnership will not operate any low demand emergency overnight beds — meaning an individual must be enrolled in the shelter program (a roughly 60-day program) to stay overnight. The Broward County TaskForce Fore the Homeless — the organization responsible for assessing homeless individuals and getting them placed in the proper programs — has reported that since the disappearance of the 59 emergency overnight beds, their ability to get individuals inside overnight has dropped from a rate of about 90-92 percent, to only 58-60 percent. “That’s 59 beds that we don’t have in our arsenal of resources anymore,” said Lorraine Wilby, CEO of TaskForce Fore Ending Homelessness. Wilby acknowledged, however, that individuals participating in a shelter program have a higher likelihood of getting out of homelessness than if they just receive what she calls a “hot and a cot” (a hot meal and an overnight bed). Individuals who are waiting to get into programs like Broward Partnership’s, however, currently have no overnight options in Pompano Beach. Wilby said the current wait time for men to get a bed in a program in Broward County averages

at about two to four days, while women wait an average of three to six weeks. There is a bigger shortage of women’s beds as compared to mens because when the dorms and bathrooms at homeless assistance centers were built, the ratio of homeless men to women was about 80-20. Now, Wilby said, women make up more like 30-32 percent of the homeless population. The wait list, she said, is also not linear. It is based on vulnerability. Some individuals on the wait list keep getting pushed down the list as more vulnerable individuals get the open bed spots first. She guesstimated that only about eight or nine spots a month open up, while the TaskForce sees approximately 750 unduplicated people monthly throughout Broward County. “Theres no good scenario,” said Wilby. “There’s just not enough services.” Frances M. Esposito, the CEO of Broward Partnership, is quick to point out that the 59 beds that were “hot and cot” beds have not been lost — they are now shelter beds for individuals in the Broward Partnership’s program, which will give an individual a much more comprehensive list of services, such as case management, workforce development, medical care and counseling. Once Broward Partnership is fully operating, it will have a total capacity of 268 beds (222 for individuals and 46 for families). This number, she pointed out, is an increase in the number of beds available at the NHAC before Broward Partnership took over on April 1. Broward Partnership is in the process of getting up-and-running, so currently has only 146 out of 268 beds in operation. Broward Partnership will open all 268 beds as soon as all the furniture, fixtures and equipment have been installed, which Esposito said should be by the end of June. Broward Partnership will also continue to operate the north day respite program, which does not require
referrals and welcomes walk-ups. At the day respite center, individuals can take a hot shower, rest, access the clothing exchange, eat two hot meals a day (breakfast and lunch) and have access to laundry facilities. That program is open Monday through Friday between 7am and 3pm. “We’ve seen as few as 55 people during the day and as many as 88,” said Esposito of the north day respite center. Those 55-88 people are not enrolled in Broward Partnership’s program, so are sleeping elsewhere overnight, likely outside. Esposito said the day respite center is a good firstpoint-of-contact for individuals to get to know Broward Partnership and hopefully seek an assessment and referral through the TaskForce to enter the program and receive overnight shelter. The TaskForce has a mobile assessment facility it brings to the Blount Road facility twice a week -- on Monday mornings, and Thursday afternoons. The mobile TaskForce unit also goes offsite to find homeless individuals around Broward County to assess their needs and get them referred. Broward Partnership’s vision for the NHAC in Pompano Beach moving forward is based on its existing programs at the central facility. Point! Publishing recently toured Broward Partnership’s Fort Lauderdale facility to preview what Pompano Beach can expect at the NHAC.
This Year’s Homeless Count in Broward County There are 485 more homeless individuals in Broward County this year than there were last year, according to the results of the annual Point-in-Time (PIT) Count, which was conducted on January 23 and estimates the total number of homeless individuals and households in the county during a 24 hour period. The final numbers for the 2019 PIT count were approved by the Continuum of Care Board for submission to HUD yesterday on April 24. The final count reveals that at the time of the 2019 survey, 2,803 individuals were homeless in Broward County. Compared to 2018, which counted 2,318 homeless individuals; and 2017, 2,450.

Of those total homeless individuals counted in the 2019 survey, 305 were children; and 855 were considered chronically homeless, which means they have experienced homelessness for at least a year, or repeatedly, while struggling with a disabling conditions such as a serious mental illness, substance use disorder or physical disability. Additionally the report reveals that 233 veterans were homeless (230 veterans in households without children, and three in households with children). And in the homeless youth category, 108 unaccompanied youth were homeless. And 15 of those youth were chronically homeless.
We are at a crossroads and in crisis as to whether we can survive this transition.We must find a building with low or no rent. At the heart of the CHAC campus is a peaceful, open-air courtyard, encircled by a two-story U-shape building at one end. On the west side of the courtyard is a colorful playground for the children who live there with their families. The CHAC has 70 spots for family members. The Pompano Beach facility will have 46. On the back side of the CHAC courtyard is the women’s housing, and on the third side, the men’s. On the first floor one will find a computer lab and workforce development center where program participants can see boards with job openings, can participate in workshops like resume building and mock interviews, can meet with one of two
staff career counselors and can apply online. Across the courtyard is a gym, a barber shop where volunteers give haircuts and clean shaves, and a clothing store manned by volunteers that gives away business suits, manual labor uniforms and day-to-day attire to program participants. Another room is the housewares storage area where Broward Partnership keeps things like strollers, lamps, home decorations, baby diapers and a variety of other essentials to give to graduating program participants who are moving on to more permanent housing. A large cafeteria serves three meals a day. At the entrance of CHAC is a lobby where new program candidates who have already been assessed and referred to Broward Partnership by TaskForce Fore the Homeless meet with case managers who assess their eligibility for various housing and benefit programs and get them
connected to needed services. In this building there is also a medical facility, including a psychiatrist who can write prescriptions. Perhaps the most intriguing part of this building, however, is the working dental offices. In the hallway hangs hundreds of miraculous transformation pictures of program participants who received new smiles through Broward Partnership’s dentists. Each before and after is striking — each person’s once gnarly, jagged jawlines are turned into bright, shiny, white smiles, completely transforming their entire demeanor. Once unapproachable, they now appear presentable and confident.
Esposito said the organization plans, in time, to re-create all these programs at the NHAC. Most of them she said can be expected by June or July, with the exception of the dental program, which will take time to implement. Each part of the program — from the barber shop, to the gym, cafeteria to the workforce development center, and eventually the dental program — will need volunteers. Individuals and groups will be able to volunteer at the NHAC starting approximately at the end of June. Broward Partnership is also actively looking to form community partnerships with individuals and organizations. She has planned numerous events at homeowners associations, businesses and civic groups to share Broward Partnership’s vision. Broward Partnership is also in need of donations, which can be dropped off Monday through Sunday from 7am to 7pm at the Blount Road facility at 1700 Blount Road in Pompano Beach. The center’s most needed items right now are rollable suitcases, personal hygiene items, canned or dried food, new underwear and socks for adults and children, powdered laundry detergent, baby wipes, diapers and gently-used clothes or shoes. Staff positions at the NHAC and Broward Partnership are also needing to be filled, including an RN position in the NHAC medical facility.
THE CONTROVERSIAL DECISION TO CHANGE OPERATORS & SAINT LAURENCE’S PLEA FOR HELP
While many have publicly applauded the county commission’s decision to change operators and have lauded Broward Partnership’s vision at the NHAC, the former operators of the NHAC, Saint Laurence Chapel and Miami Rescue Mission, have questioned the county’s actions. Before April 1, the NHAC was jointly operated by Miami LEFT Shelter beds at Broward Partnership’s Central Homeless Assistance Center. Rescue Mission (formerly known as Broward Outreach) and Saint Laurence Chapel. Miami Rescue Mission has been operating homeless services since 1922 in both Miami-Dade County and Broward County, and was asked in 1991 by Pompano Beach to help with the City’s homeless. Saint Laurence Chapel has been serving the homeless community of Pompano Beach for 31 years. Saint Laurence began as a grassroots effort by some members of the local religious community to help schizophrenic and other mentally ill citizens who were left without care after many state mental health facilities shut down during the government’s push for deinstitutionalization in the 70s and 80s. Both Saint Laurence and Miami Rescue Mission operated out of the NHAC for roughly 15 years. According to both Saint Laurence’s Executive Director Lorry Herdeen and Miami Rescue Mission’s president Rev. Ron Brummit, the organizations were given only 60 days notice to vacate the NHAC, leaving them little time to get affairs in order. “I heard they [the county commission] had thought about this in September. If they had just said then, ‘Ok we’re not going to renew the lease, we’re doing this [bringing in Broward Partnership], that would have been so much kinder than just slapping us in the face with ‘You’ve got two months.’ It was pretty shocking,” Herdeen said. Rev. Ronald Brummitt, the president of Miami Rescue Mission echoed Herdeen’s shock. “I’m just kind of blown away by this -- it’s taken us by surprise,” he said at a Broward County Commission Meeting on January 29. “We had no idea, no idea, that our contract would not be renewed. This affects the homeless that we serve, it affects almost 100 staff members, it affects 36,000 donors and supporters here in Broward County, it affects 56,000 donors and supporters in Dade
county and it’s probably going to affect our ability to serve the homeless.” Rev. Brummit also pointed out that the city did not issue a RFP (Request for Proposal) for the NHAC for this change in operations. While Broward Partnership had submitted two RFPs in previous years, there was no recent proposal made. While Miami Rescue Mission will continue to operate their facilities in Miami and Hollywood, the future of Saint Laurence is deeply precarious. As a much smaller organization, Saint Laurence was deeply dependent on the county’s space at the NHAC and on its funding for the 29 low demand emergency overnight beds it had been operating. Herdeen said that without the space and funding, Saint Laurence may not survive. The organization’s board of directors has given Herdeen until the end of June to secure affordable space from which to operate, or the nonprofit will most likely fold. “We are at a crossroads and in crisis as to whether we can survive this transition,” Herdeen said. “We must find a building with low or no rent. If we do not obtain a place for our ministry, it may mean the end of Saint Laurence’s 31 years of services to this very needy population.”
Herdeen also raised her concerns that Pompano Beach now has no low-demand emergency overnight beds for individuals not participating in Broward Partnership’s program, either because they are on the wait list or are “fringe cases” that don’t fit in to the program — such as mental or physical disabilities that make individuals less apt to do or stay in the program. Saint Laurence’s staff nurse, Lonette Avery, said she has been in contact with several of Saint Laurence’s former clients who are now sleeping on the streets. One of those
clients, Avery said, had just completed her schooling and was in the process of looking for a job when Saint Laurence closed. While that client still has access to the north day respite center, she sleeps on the street at night, which Avery said will definitely hinder her progress. Herdeen said if Saint Laurence does miraculously find a space from which to operate before the end of June, she will attempt to renegotiate a new contract with the county for funding for the low-demand emergency overnight beds. When asked why Broward County decided to replace Saint Laurence and Miami Rescue Mission and terminate funding for low-demand emergency overnight beds at a county commission meeting on January 29, Mandy Wells, deputy director of Broward County’s human services department said there were “a number of factors.” The NHAC under the operations of Saint Laurence and Miami Rescue Mission had a history of receiving community complaints about loitering, large crowds, dirty conditions and inconsistencies between how the two operators functioned. Miami Rescue Mission was also deeply criticized by County Commission Mayor and District Two Commissioner Mark D. Bogen for abruptly shutting down their overnight facilities last October in response to a contract dispute with the county. Miami Rescue mission reportedly shut down a total of 60 overnight beds in Hollywood and Pompano for about a week. The president of Miami Rescue Mission, Rev. Ron Brummit, said the shutdown was strictly a result of being financially strapped without an agreed contract for the overnight beds from the county. “We’re not holding a knife to people’s throats. It’s just economics,” Brummit told the Sun Sentinel in October. “We’re putting out $100,000 cash a week. That’s for both centers … without a contract.” County Mayor Bogen, however, publicly reamed Rev. Brummit. “I sit here very angry,” Mayor Bogen said. “I’m disgusted how you [Rev. Brummit] contributed and ordered that the facility in Pompano keep 60 people outside one night because of a negotiating tactic with Broward County. You weren’t getting what you wanted with Broward County, so you kept nearly 60 people on the street…That’s disgusting. When you will use homeless people as a negotiating tactic…finally the county has made a great decision to put in a quality operator.” Herdeen said Saint Laurence was told by the county the decision was made out of “convenience, not cause.” Wells echoed this: “We decided it was much more efficient and impactful to have one service operator that would provide all services up there.” Herdeen has asked for the community’s support in finding a space for Saint Laurence. For a traditional German meal, try the wienerschnitzel — it’s divine a lightly breaded veal cutlet sautéed in lemon butter and topped with homemade brown gravy. The spaetzle (German noodles) are a real homemade treat and not to be missed — throw a little of that brown gravy on them and they could be a meal unto themselves.
