City Commissioners Grapple with Seeking a Salary Increase During the Lighthouse Point City Commission meetings on March 23 and April 13, commissioners discussed at length the possibility of increasing their salaries, which would need to be approved by Lighthouse Point residents in a referendum vote. Currently, commissioners receive a salary of $150 a month, or $1,800 a year, for their services. According to city documents, this amount was established in 1974. City administration, at the request of Commission Vice President Sandy Johnson, prepared a survey of salaries for elected officials in other municipalities in Broward County. According to the survey, the salary of Lighthouse Point city commissioners is much less than what elected officials earn in municipalities of similar size. For example, commissioners in Lauderdale-By-The-Sea earn $12,410 a year and commissioners in Wilton Manors earn $9,750 a year. "It’s time for fairness," said Johnson. Based on the inflation rate, the $150 per month salary for Lighthouse Point city commissioners in 1974 is equivalent to about $800 per month today. Commissioner Michael Long recommended that a restructuring of the compensation scale be brought before the voters to include

some type of cost-of-living increase. At the March 23 meeting, a motion to bring a salary increase to the public on the March 2022 ballot was made by Johnson. The motion failed for lack of a second. After further discussion, Commissioner Earl Maucker made a motion to bring forward a $400 monthly stipend for transportation and technology expenses for both city commissioners and the mayor, which would not require a referendum vote. The suggested benefit would have an annual financial impact to the city of $28,000.

"There's never going to be a good time for this conversation," said Long. "Let's not be afraid as a commission to have the discussion, to bring it to voters, put the case out there and let them decide. It's going to keep coming up in this generation, the next generation and the next generation, so let's maybe consider fixing it for everybody else." Johnson noted that the city tries to keep the salaries of the fire department, police department, library and public works competitive with other municipalities in the county. "Why do we stop at the city commissioners when we're competitive with all the other people in our city?" asked Johnson. "I just don't see the reasoning of why we're exempt from that." Long made a motion to table the resolution for the $400 stipend for transportation and technology expenses until the commission decides to bring it back. Joffe seconded the motion and it was approved unanimously. Immediately after, Johnson made a motion to have city administration come up with a range of salaries, based on cities of similar size, to discuss at the first city commission meeting in June, before the budget workshop, and consider taking a request for a salary increase to the voters in March 2022. The motion was not seconded, and failed. There was no further discussion of the issue. Long said later that at some point the issue should be taken to the voters, but “there wasn’t the appetite to move it forward at this time.” Y

Police Department Gets New Pickup Truck with Donation from Dr. James C. Acheson The Lighthouse Point Police Department just got a much-needed special purpose vehicle that will be used as a mobile command post for special operations and for deploying police resources during critical events. The purchase of a silver 2021 Ford F250 pickup truck outfitted with emergency equipment was made possible through the financial support of Lighthouse Point resident Dr. James C. Acheson.

“This is the first pickup truck in our fleet,” said Licata. “We’ve talked about getting one for a long time, as we have had a number of needs.” The police department has a regular replacement schedule for its daily patrol vehicles, and did not have an opportunity to obtain a pickup truck until Acheson provided the grant funding, said Licata. The new Ford pickup truck will be used for transporting the police vessel, digital message board and

reach. The new vehicle will also be able to transport police equipment to and from the police academy for law enforcement training and during special city events. Acheson, who has lived in Lighthouse Point for nearly 30 years, has helped fund other items for the city's first responders, including a state-of-the-art Stryker stretcher and patient loading system that was installed in one of the fire department's rescue trucks in 2018, and an advanced life support training manikin purchased in 2016. Before that, Acheson donated a Life Pak 15, a portable EKG monitor and defibrillator. In 2019, a monetary gift from Acheson provided the fire department with state-ofthe-art fire hoods and other firefighting gear, as well as a computer software upgrade to digitize its process for fire inspections and pre-fire planning of all businesses in the city. Also in 2019, Acheson contributed $35,000 toward a project at Frank McDonough Park that transformed two racquetball courts into an outdoor adult fitness area. Installation of the new fitness equipment was completed last summer. “Dr. Acheson has been an outstanding community partner to the City of Lighthouse Point,” said Licata. “The city and staff members are extremely grateful for his friendship, continued support, and remarkable generosity through the James C. Acheson Fund of the Community Foundation of Broward.” Y

Lighthouse Point Firefighters Help Family Displaced by Kitchen Fire The Lighthouse Point Fire Department responded to a kitchen fire in March that left a family of three displaced from their onebedroom apartment on NE 19th Terrace. The firefighters put out the fire, but their help didn’t end there. On the evening of the fire, Luana Ballouta was preparing a small surprise celebration for her husband Diego’s 40th birthday when he got home from work, said firefighter Mike Brown. Luana started to make dinner, then stepped out for a moment to throw away the trash. During that time, her two-year-old daughter Isadora, who was inside the apartment, locked the front door. Luana didn’t have a key to get back in. As Luana was trying to find a way to enter the apartment, she peered through the glass door and saw flames in the kitchen area. She went around to a side window, broke it open, and was able to pull her daughter out before she inhaled any smoke. “That was remarkable in its own right,” said Brown. “Luckily no one was injured.” When the firefighters arrived, they broke open the door and put out the fire, but the smoke, fire and water had caused significant damage, making the residence unlivable. The family lost a large number of their possessions. “Once we cleared out the smoke, we could see a cake and a small tray of food on the dining room table,” said Brown. “Here they were thinking they were going to be home celebrating a little birthday party, and two hours later, they don’t have a home.” The Red Cross was notified, but

the family chose to stay with friends until they were able to find a new place to live. Soon after, the family moved into a two-bedroom apartment, allowing Isadora to have her own room. Brown said structure fires that displace residents don’t happen very often in Lighthouse Point. “These kinds of fires only happen about once a year, or less,” said Brown. Brown, who is president of the Lighthouse Point Firefighters Benevolent, reached out to Luana to see if there was anything the family needed. Luana said they could use help setting up Isadora's room, including finishing her bed and decorating with unicorns, Isadora’s favorite. Brown and other firefighters' benevolent members went to the family's new home to deliver a box spring, bedding, and decorations for Isadora's room. They also brought clothing, stuffed animals and a gift card that was used to buy Isadora a bike. The benevolent also offered to assist Luana and her husband Diego with any of their needs, but they said family and friends had helped them to replace items lost in the fire, and their main focus was on their daughter. The Lighthouse Point Firefighters Benevolent is a nonprofit organization set up through the

firefighters’ union. Every Lighthouse Point firefighter is a member of the benevolent, and contributes a certain amount to the benevolent from each paycheck. The benevolent is also funded through donations and money raised through various activities. With that money, the benevolent can do things to give back to the community, said Brown. “Due to the nature of our job, the benevolent has the opportunity to recognize and assist with needs in the community that others might not be aware of,” said Brown. “I don’t have words to express my gratitude for the support my family and I received from the Lighthouse Point firefighters,” said Luana, who works at the Education Station Preschool in the Beacon Light shopping center, which Isadora attends. “I pray every day that God blesses them.” For more information about the Lighthouse Point Firefighters Benevolent, visit lhpffbenevolent. com. New Waterfront Restaurant Planned for Taha Marine Property is Making Progress A new waterfront restaurant that will be located along the Intracoastal, at the northeast corner of the Atlantic Boulevard Bridge, is continuing to make its way through the city’s approval process. The owners of Taha Marine Center are transforming an existing 2,460-square-foot commercial building into an oyster bar and fresh seafood restaurant. A new 2,800-square-foot covered outdoor dining area with a freestanding bar will be added. The Taha Marine boat fuel dock that has been in service for over 50 years will remain. The tropical, Old Florida building design and lush landscaping plans were met with approval by the Architectural Appearance Committee in May. The restaurant building may include an exterior mural similar to the artwork on the Atlantic Boulevard Bridge. A 421-square-foot restroom building will be added to the south end of the restaurant building. The owners of Taha Marine Center also own the 11,622-squarefoot retail building located at 3157-3231 E. Atlantic Boulevard, just east of the marine center. There are plans to carry out exterior renovations to the retail establishment, which will tie in the colors of the restaurant building. Y

Mexican Restaurant at Pompano Beach Fishing Village Is Moving Forward Baresco, a Mexican restaurant planned for a currently vacant parcel in the Pompano Beach Fishing Village, continues to make progress as it goes through the Pompano’s approval process. The restaurant will be located at 250 N. Pompano Beach Blvd., west of the pier. Baresco is being developed by Brimstone Restaurant Group, which opened the Beach House restaurant, just across the street, in 2018. Andy Fox, operating partner of Brimstone Restaurant Group, expects the restaurant to open in August 2022, Baresco will occupy a one-story building with roughly 6,700 square feet of interior space (200 seats) and a 2,957-square-foot covered patio (about 150 seats). Margaritas made with freshly-squeezed juices would also be on tap.

Revocable Living Trusts WHY THEY ARE IMPORTANT FOR OUT OF STATE PROPERTY

BY MARTIN ZEVIN, ATTORNEY MANY OF MY SNOWBIRD CLIENTS OWN A HOME IN FLORIDA AND ANOTHER STATE. SOME OF THEM HAVE THEIR HOMESTEAD IN FLORIDA; OTHERS DECLARE THEIR LEGAL RESIDENCE IN ANOTHER STATE. In either case, a revocable living trust is instrumental in avoiding probate in both states. If you are a Florida resident, you can own your homestead property via a revocable living trust without losing your homestead exemption. In addition, you are eliminating the need for probate when you pass away. You can also transfer real estate owned in any other state to your Florida trust. Generally, a Florida lawyer will prepare the revocable living trust and quitclaim Deed to transfer the Florida property into the trust. If you are a Florida resident, the lawyer will also prepare a

new Florida last will and testament called a pourover will. This provides for the transfer to your trust upon your death of any other assets not in the trust or which do not have beneficiaries already designated. It is a security blanket to cover any assets payable to your estate. For example, if you were killed in a car accident due to the negligence of another driver, your personal representative would be able to settle your estate's claim and "pourover" the proceeds into your trust.

If you are not a Florida resident, you can still create a revocable living trust and execute a quit claim deed to put your Florida property into the trust. Your last will and testament will be done by a lawyer in the state where you have your legal residence. In addition, that lawyer can prepare a deed to transfer the out-of-state property into the Florida trust. You can also do the trust in the other state and transfer your Florida property to that trust. For Canadian citizens, there are possible tax aspects to be considered before you create a Florida trust. These should be discussed with your Canadian accountant or tax attorney. In general, you will have to weigh the tax consequences versus the money and time that your heirs would save by avoiding probate in Florida. Another favorable factor in creating a revocable living trust is that you can always amend the trust without changing the deed. In addition, once you create the trust, you can always buy new properties in any state in the name of the trust. The revocable living trust is recommended by most lawyers over a deed which includes names of other persons, either as joint tenants, tenants in common or a life estate deed. Once another person's name is on a deed, there are potential risks to you and your property. These include the possibility that the other person may undergo a divorce, bankruptcy, have a judgment against that person, or die before you or with you in a common accident. It may also affect your homestead exemption. All of these risks should be discussed with your attorney before deciding to put someone else's name on your deed. By contrast, the revocable living trust eliminates those risks, since no other name is on the deed. You simply transfer it from yourself to yourself as trustee of your trust. The Residual Covid Effect BY JILL SELBACH

EVERYONE IS EXPERIENCING COVID-19 FATIGUE. HOWEVER, I COULD NOT HELP BUT WRITE ABOUT THE EFFECT this pandemic has on young people and education. Developmentally, young people need socialization, independence from parents and connection with others their age. In my practice, I hear concerns from kids and teens that are not the norm. They are thinking about serious issues, and some have a very pessimistic view of the world's future and their own future. I see nihilistic thinking for reasons that are very different than I saw in the past. Milestones are have been missed for all age groups. School is for social, emotional and academic development. Online learning has posed many difficulties for children and parents from kindergarten to graduate school. Students are not gaining the knowledge that they did in years past. Unfortunately, I believe we will pay the price in the following years. An August 2020 Washington Post article by Alice Kuo and Casey Nagel cited that kids not regularly attending school has led to one out of every three elementary students losing skills in reading and writing. Aside from the meager academic gains, many students are also suffering socially. According to the Sun Sentinel, South Florida public schools have experienced difficulty tracking attendance for remote learners. The highest absenteeism seems to be at the high school level. Even with schools open, the number of students who have chosen to return is low, especially at the high school level. My husband is a Broward County public high school teacher, and this year he averages about six kids attending in person in each of his six math classes. His observation is that kids are not learning online, "It's a disaster." In his almost 30 years of teaching, he has never seen such a lack of gains in math skills over a school year. Kids are ever-growing, and the isolation they have experienced, parental stress, lack of exercise, and increased screen time has

taken a toll on the natural milestones that occur at certain stages of life. For instance, preschoolers learn to explore the world at a distance from their caregivers, school-aged kids build confidence by mastering educational concepts, and adolescents develop their sense of personal identity and interpersonal skills. These crucial skills are hard to achieve sitting in front of a computer screen. Excessive screen time and isolation were already a challenge before Covid-19, and now it's an even more significant problem. Kids are more anxious and depressed thinking about serious issues instead of what game they will play, their outfit, or the new relationship they will pursue. Many psychologists cannot keep up with the demand, myself being one of them. It is important to address issues if you see symptoms, especially if your child asks for help. Symptoms may be nervousness, an increase or decrease in sleep or appetite, declining to see friends when there is an opportunity, lack of enjoyment of something they used to enjoy and less communication with family. The public school district does have free counseling services that are open to all residents regardless of where your child attends school. BETWEEN DODGING THE COVID VIRUS AND RE-ARRANGING MY SOCK DRAWER, I HAVE NEGLECTED TO COMMENT ON SEVERAL THINGS THAT NEED TO BE DISCUSSED. For example, an ancient Chinese bowl sold at auction for $400,000. ( Not surprisingly, the winning bidder was from California.) I didn't think to much of it until I found the simple gray bowl's doppelganger in Pet Supermarket. It cost $9.95, including a monogram. Another piece of “art” sold for less than a third of the bowl’s price, but to me, it was the rip-off of the century. A Miami couple paid $120,000 for a banana affixed to the wall with duct tape. I kid you not. This exhibit was the talk of the Art Basel Miami show. I am trying to locate that couple. I wish to sell them my latest work: a kumquat attached to toaster tongs with a cable staple for a mere $65,000. If one believes in reincarnation, you could do worse than coming back as a dairy cow in central Indiana. The bovines sleep on water beds, eat nutritionistcrafted meals, listen to soothing classical music and enjoy robotic back-scratching sessions. (All true, and it does increase milk production.) Workers on the milking floor are not permitted to discuss politics. It seems to agitate the animals. Cows don't like to hear "bull." The popular board game Monopoly has joined the cashless society revolution. In a new version, Monopoly Ultimate Banking, there is no play money. INGREDIENTS

2 tablespoons unsalted butter 2 tablespoons olive oil 2 yellow onions, chopped 3 celery stalks, thinly sliced 1 green bell pepper, chopped 1 red bell pepper, chopped 6 garlic cloves, finely chopped 1 tablespoon fresh thyme, chopped 6 tablespoons all-purpose flour 3 cups chicken or vegetable stock 2 15-ounce cans diced tomatoes 1 teaspoon dried oregano 1 tablespoon paprika 1/4 teaspoon cayenne pepper, or more to taste Kosher salt and black pepper 1 pound smoked andouille sausage, sliced (optional) 1 1/2 pounds shrimp, peeled and deveined 4-5 scallions, green parts chopped White rice, for serving

PREPARATION

In a Dutch oven, melt the butter with the olive oil over medium heat. Add the onion, celery and bell pepper, and cook until softened, about 7-10 minutes. Add the garlic and thyme and cook until you can smell the garlic, about 1 minute. Sprinkle the flour over the vegetables. Stir the flour into the vegetables and cook, constantly stirring for about 5 minutes. Add in the stock and the diced tomatoes. Cook until everything is warmed through, about 5 minutes. Add the oregano, paprika, cayenne pepper, 1 teaspoon salt and 1/2 teaspoon pepper. Add the sliced sausage if using. Bring to a boil, and cook until the mixture starts to thicken, about 2 minutes. Reduce the heat to medium and add the shrimp on top. Let the shrimp float on top for about two minutes and then flip them. Cook the shrimp until they are opaque and pink. Remove from the heat and stir the shrimp into the sauce. Taste and add salt and pepper if needed. Serve over white rice and garnish with sliced scallions. Serve with hot sauce for those who like it hot!

TIP

If you want the sauce to be thicker, mash together 2 tablespoons of very soft room temperature unsalted butter with 2 tablespoons of flour until it forms a paste. Stir the mixture into the sauce. The sauce will thicken as it simmers. And of course, if you want to thin it out, add more water or stock. Y

Getting Serious About Refreshing Zesty Italian Pinot Grigio BY DAVID EHRENFRIED

FOR MY MONEY, QUALITY ITALIAN PINOT GRIGIO IS AMONG THE MOST PLEASANT, REFRESHING, AND ACCESSIBLE WHITE WINES FOR SUMMER ENJOYMENT. These dry, straw yellow-colored wines are crisp and zesty, light but full flavored. They balance juicy acidity with a mixture of fruit tastes and modest alcohol content that’s sure to quench your thirst on a warm summer evening. Their aromas and flavors can include various combinations of lemon, peach, apricot, apple, pear, or melon. Often, too, they’ll have a touch of almond nuttiness, honey, or ginger and occasionally some prickly effervescence or hint of saline. These, among other characteristics, make good Italian Pinot Grigio perfect for seafood, grilled chicken, light pasta dishes, salads, lunchtime sandwiches, or especially relaxing with friends. Recently I tasted a number of Pinot Grigio wines from notable and respected producers in Tre-Venezie, the area

in Italy’s northeast corner that’s home to Italy’s best Pinot Grigio. They did not disappoint, and happily all were also terrific values, costing between $10 and $25 at retail. It’s understandable if you’re wary of my enthusiasm for Pinot Grigio. Pinot Grigio has earned a reputation as being cheap, thin, bland, and uninteresting. Unfortunately, that’s partly true. Also called Pinot Gris in France and other countries, Pinot Grigio is massproduced in many countries in huge quantities from lesser quality grapes. These “manufactured” wines cater to businesses and consumers seeking low cost, approachable dry white wines that are light, fruity, a tad sweet, but pleasant. They show up among the least expensive wines on wine lists at thousands of restaurants and bars. And these same or similar wines are available in standard 750 ML bottles at your local wine store or supermarket for roughly the price of a glass of the cheap stuff in a restaurant. We see these Pinot Grigios in coolers along with beer and soda for backyard parties and other occasions. Ironically, mass production is a part of Pinot Grigio’s great commercial success. It’s one of the most widely sold white wines in the United States, second only to Chardonnay. The Serious Side of Pinot Grigio…or is it Pinot Gris? There is a serious side to Pinot Grigio wine, however, where quality, skill, and finesse are major considerations along with value. Growers and winemakers in northeastern Italy, in France’s Alsace region, in Oregon, and in a several other wine regions around the world are crafting distinctive, sophisticated, and delicious versions of this wine, usually building on centuries-old traditions. Pinot Gris or Pinot Grigio—they’re one and the same grape—is a genetic variant of the red wine grape Pinot Noir. Both are believed to have originated in Burgundy, France. Pinot Gris didn’t grow well in Burgundy, and the vines eventually were brought to France’s Alsace region, Germany, Hungary, and Italy, where they thrived. In the last 50-100 years, vintners planted the vines in the United States, Australia, and New Zealand. Though Pinot Gris/Pinot Grigio grapes are used mainly for making white wines, their skins actually are greyish purple or pink. “Gris” (pronounced GREE) is French for grey, and “grigio” is grey in Italian. “Pinot” derives from the French word for pine, pin, an allusion to the pinecone shape of Pinot Gris’ as well as Pinot Noir’s grape clusters. The wines are usually yellow, because during the winemaking process the green-yellow Pinot Gris grape pulp and juice have no significant contact with the grape skins and their pigments that would turn the wine pink or red. Over many years two dry styles emerged for making these wines. The Alsatians allowed their grapes to ripen more than the Italians, and the resulting wines were overall bolder and more honeyed, lower in acidity, higher in alcohol, and more gold-hued than yellow. have tended to follow the French Pinot Gris tradition, as have their counterparts in New Zealand, and usually label their wines Pinot Gris in deference to this style. The Alsatians also perfected complex, racy, liquid candy-like Pinot Gris wines that are expensive after-dinner drinks treasured by many wine connoisseurs. The dry Pinot Grigio wine style that evolved in Italy is typically leaner with brighter acidity, less alcohol, more minerality, and subtler fruit flavors. Italian growers achieved this by harvesting grapes before they ripened too fully or got to sweet. This enhanced the acidity and tanginess of the wine, but it may also have been done for practical reasons. Many Pinot Grigio vineyards are near the high Tyrolean Alps and Dolomite mountains where picking grapes early may have been done to avoid losing grapes to fall freezes. Whatever the reasons, the zesty, punchy, wake-up Italian style for Pinot Grigio is well established, yielding wines that are as delicious as they are successful.

Tasting Italian Pinot Grigio at its Best The wines I tasted were all from The Tre-Venezie (Three Venices) area, where over 75% of Italian Pinot Grigio wines are made. The area comprises three wine regions that together extend from the Adriatic coast near Venice north to Italy’s Alpine border with Austria and west to Italy’s border with Slovenia. The Trentino-Alto Adige region is in the northwest; Friuli-Venezia Giulia is in the east; and The Veneto is in the southwest. The Trentino-Alto Adige region is especially notable, since it centers on the Adige River valley


that flows south through the picturesque foothills of the Tyrol ALPS AND DALMATIAN OR DOLOMITE MOUNTAINS. The

scenery, particularly in sight of the Dolomites’ high peaks, is spectacular. These high, craggy mountains rise straight up in places like massive gothic cathedral spires. Alto Adige’s best Pinot Grigio wines are crisp and racy and generally made from grapes grown at higher elevations. The Fiuli region is also quite hilly but warmer and produces some of Italy’s most notable white wines. The Pinot Grigios tend to be fuller and rounder but still crisp and refreshing. Veneto Pinot Grigios tend to lighter and less bold with some creaminess, not unlike the Soave wines grown in the same region. In all three regions Pinot Grigio is usually aged in steel thanks and rarely oaked. A few are, but they’re richer and more costly. Pinot Grigio, by the way, is just one of many excellent white and red wines produced in this area. The Veneto, for example, is famous for the rich red wine Amarone della Valpolicella, as

well as Soave. Superb Gewuerztraminer wines are made in Alto Adige, and Friuli produces many of Italy’s finest white wines, such as Friuliano and complex Chardonnay, and the unique red wine Shiopettino. I highly recommend shopping for the Pinot Grigio wines made in the Alto Adige and Friuli regions. Most of the prominent Pinot Grigio vineyard and winemakers are located in these regions. Of the eight wines I tasted for this column, only one was made in the Veneto. This one, made by Zenato, a large and successful producer of Amarone and Veneto wines, was pleasant enough, but I found it too laid back. All the others were all dynamic, nicely balanced wines with lovely aromas, bright, vivid flavors, and refreshing acidity and texture. Many were my favorites: Elena Walch (one of the world’s most respected woman vintners), Abbazia di Novacella (owned by a Monastery since the 12th century), Tiefenbrunner, Jermann (consistently outstanding producer), and Livio Felluga (one of the patriarchs of Friulian wine). The exception was a very inexpensive wine made by a less well-known producer, Giuliani Rosati, that lacked the punch, zip, and fruit of the other wines. Y

Tasting Pinot Grigio Here’s synopsis of my tasting notes. In addition to these wines, look for these producers: Attems, Lageder, Poggiobella, Romans, Rozazza, Schiopetto, Terlano, Tramin, and Tunella, and Zemmer.

an unusual flavor profile. Vivid apple, Meyer lemon, orange blossoms, lychee and other tropical fruit. I thought a bit like Gewürtztraminer. Crisp, perky, and very appetizing.

($14-16) 13% ABV: Bright and precise with well-defined apple, lemon, pear, and melon flavors. Some nuttiness and minerality. All in balance. Thoroughly delightful and terrific value.

The shallow protected waters adjacent to the Hillsboro Inlet Park are in the process of becoming the site of an interactive underwater marine park called Wahoo Bay. Its purpose is to raise awareness, especially among youth, of the importance of keeping oceans and reefs healthy and thriving in an entertaining, educational way.

The Wahoo Bay project involves creating marine life habitat inside a half-acre area of the Hillsboro Inlet, along the southerly seawall of the Hillsboro Inlet Park. In this area, snorkelers will be able to explore and learn about the marine environment. Shipwreck Park, a not-for-profit organization, is behind the Wahoo Bay project, working in collaboration with the City of Pompano Beach, Broward County and several educational institutions. The City owns the Hillsboro Inlet Park and acquired the submerged lands where Wahoo Bay will be located in December 2019. “We are establishing a mini-marine sanctuary right in Pompano, in northern Broward County,” said Rob Wyre,

chairman of Shipwreck Park. “There are no other projects of this type in the area.” According to its mission statement, Shipwreck Park is dedicated to the creation of an underwater park system establishing artificial reefs, and using public art to raise awareness of the need to preserve and conserve the natural coral reef system. Shipwreck Park sank two vessels off the coast of Pompano Beach — the Lady Luck tanker in 2016 and the Okinawa, a U.S. Army Corps of Engineers tugboat, in 2017 — to create an artificial reef system. Wahoo Bay “is really the education component of our mission,” said Wyre. The idea for the project originated in 2017 as a result of a strategic planning

session that was held after the sinking of the Lady Luck, said Wyre. “We realized that deploying artificial reefs was good for the environment,” said Wyre. “It attracted a lot of attention, but it was really only visible to divers and fishermen.” “We came to the conclusion that one of the best things we could do moving forward would be to concentrate on education and raising the awareness of the general public about the importance of artificial reefs, natural reefs and what’s going on in our world in terms of sea rise and resiliency,” said Wyre. Wahoo Bay will have a particular focus on educating youth “because they are the ones that are inheriting this world,” said Wyre. The marine park will be a place where students can come on scheduled field trips to have an underwater educational experience. The target group is students in grades K-12. “We want to get them involved at an early age to make sure they understand how important the underwater habitat is to our everyday life, from the reef system to our shorelines, to the mangroves that create a first line of resiliency,” said Tom DiGiorgio, chairman of the Economic Development Council of Pompano Beach, and a board member of Shipwreck Park. Creation of the marine park includes installation of an innovative modular shoreline protection system, called SEAHIVE, which was developed by the University of Miami. The plan for SEAHIVE at Wahoo Bay is to construct six, 20-foot-long modules in

the water along the existing seawall. Each module would consist of 36 perforated hexagonal tubes, with mangroves planted on top, providing an eco-friendly environment for marine life. The SEAHIVE will also protect infrastructure and the environment from flooding, erosion and impact from waves.. The SEAHIVE elements, made with seawater concrete and non-corrosive reinforcements, allow water flow under surging or breaking

waves, dissipating the wave energy within the elements. The SEAHIVE at Wahoo Bay will be one of the University of Miami’s first applications of the system. Experts from the University of Miami will help with the planting of the mangroves in the SEAHIVE, and will study their performance. Mangroves are a vital component of the JUNE 2021 • pointpubs.com

roughly 12 feet at its highest, with a few spots further out that run a bit deeper. Within the boundary of Wahoo Bay is a patch of Johnson’s seagrass, an endangered marine plant species. RAISING AWARENESS THROUGH UNDERWATER ART The Wahoo Bay project includes plans to deploy a number of artificial reef modules, possibly 14, which measure two feet to four feet in diameter. These reef modules will be pieces of underwater public art that are “very unique in structure” and “will be fun to take your picture with,” said DiGiorgio. “Public art is always a big part of what we do to raise awareness,” said DiGiorgio. The reef modules will be designed in a way that encourages coral growth and marine life habitat. In addition, underwater public art will be attached to the six SEAHIVE components.

the water from outside the boundary of the swim area, which will be cordoned off, or from a regulated swim platform, which will be built next to the existing dock at the Hillsboro Inlet Park. For supervised, scheduled school field trips, an age-appropriate educational curriculum will be developed so students can discuss what they see at the marine park, as well as real-world marine issues. The hope is to build the curriculum with the help of the University of Miami and local instructors who live in Pompano Beach. Students, teachers and families will also be able to experience Wahoo Bay virtually. The marine sanctuary will be equipped with live action underwater cameras, weather devices and water quality monitoring systems for collecting data, which will be uploaded for analysis to the Wahoo Bay website, currently under development. The data will allow changes at Wahoo Bay to be tracked over time. The website will include a marine science and educational curriculum.

HOW MUCH WILL THE PROJECT COST?

How soon construction can begin on Wahoo Bay is dependent on being able to raise the funds necessary to install the SEAHIVE and build the swim platform. “We hope to have our permits for the swim platform and buoys this summer, but as far as a completion date, we’re not that far along yet to make that prediction,” said Wyre. The Wahoo Bay project will be carried out in several phases. The first phase — which includes the swim platform, the SEAHIVE, the buoys to protect the swim area, and some of the data collection – is estimated to cost approximately $600,000. The next phase will involve putting the artwork in the water, followed by JUNE 2021 • pointpubs.com

installing all the monitoring systems for long-term data collection, establishing the virtual curriculum, and, depending on the availability of funding, adding some educational components on land, such as interactive educational displays. All of this could cost roughly another $600,000. “We have some serious fundraising to do,” said Wyre.

A VIRTUAL WORLD DESTINATION

It is hoped that once the Wahoo Bay site is developed and fully vetted, the concept of the in-water experience can be replicated in other locations throughout Florida, the country and the world.

As for the virtual content that is being created, “we hope it reaches the masses throughout the globe, not just here in Broward County, which is fantastic on its own,” said DiGiorgio. Partnerships have already been established with the Guy Harvey Ocean Foundation and the MarineLab education center in Key Largo. The two organizations will be collaborating with Wahoo Bay to deploy similar underwater data collection devices and cameras at two sites — one in the Kissimmee River, where Guy Harvey has a location, and one in the Largo Sound. “That will give us three great data points in Florida to look at water quality

Anyone who wants to participate in the creation of Wahoo Bay through a donation can go to the Wahoo Bay website (wahoobay.org). One hundred percent of the donation will go towards the project, as Shipwreck Park has no overhead costs, said DiGiorgio.

WHERE WILL THE FUNDING COME FROM? Broward County recently obtained a $50,000 grant from the Florida Fish and Wildlife Conservation Commission (FWC) on behalf of the Wahoo Bay project. The County was awarded the grant because the FWC “is very interested in seeing how the SEAHIVE system will work,” said Wyre. On behalf of the City of Pompano Beach and Shipwreck Park, the University of Miami has applied for a $200,000 grant from the Sea Grant program, which the University of Florida administers. If the grant application is successful, the money would be used for the deployment of the SEAHIVE at the Wahoo Bay shoreline. Other funding for the project is expected to come from private donations. “We’re going to have to lean on the private sector to help us get this thing funded,” said Wyre, “just like we did with the deployment of

both the Lady Luck and the Okinawa.” In addition to donations from private individuals, corporate sponsorships will be sought with companies that share Shipwreck Park’s mission of conservation through education. There will be different levels of participation for companies, including major sponsorships for the virtual education components and the data collection components, as well as sponsorships for the underwater artwork on the SEAHIVE. Once Wahoo Bay is established, there will be ongoing expenses, such as providing life safety for the people physically visiting the park, and maintaining the underwater cameras and sampling devices. “It’s a long-term support that’s going to be needed to continue to make Wahoo Bay successful,” said Wyre.
