Small Talk BY SUSAN ROSSER

I am loath to admit this, but the thing I miss the most since hunkering down amidst a global pandemic is dining out with friends. I know, I know. Many people reading this are still enjoying our local restaurant scene. But I have always been a risk-averse person. So when a “fraidy cat” such as myself confronts a novel virus, people like me pretty much stay indoors and don’t come out to play until the coast is clear. But I do miss chatting with friends — or anybody for that matter. Honestly, I’ve never been what one might label a social butterfly. Give me cozy pajama pants, a comfy couch, along with a bottomless bowl of chips and a Netflix subscription, and I could probably sustain myself through to 2025. Whenever I had an important event to attend, I often found myself feeling a sense of dread along with a touch of despondence. I’m terrible at small talk and always find myself struggling to figure out what to say. Seriously, some lovely gentleman can tell me about his career or family while I only half listen because the other half of my brain is conjuring my response. It’s exhausting. I once admitted this to a casual acquaintance during a cocktail party. She looked at me as if I had hurled a tray of mini-crabcakes across the room. I thought my admission might have been the beginning of an authentic and lifelong friendship, but her reaction told me otherwise. Thankfully, my husband is the quintessential social butterfly, so I can always count on my getaway line to extract myself from awkward banter. “Oh gee,” I’ll say, “I better go see what Richard is up to.” Works every time. I used to use the old “I need to freshen up my drink” excuse — but I found myself getting plastered way too early in the evening. But now that I have been locked away since March, I realize that not only do I miss in-person conversations with close friends — I also yearn for casual chats with strangers. And during my limited contact with the outside world, I will strike up a discussion with anyone willing to engage.

The other day, I saw a woman choosing an eggplant, and I approached her to offer tips regarding eggplant options. But I stopped myself. I figured that highlighting the small protrusion at the base of a male eggplant might not go over too well with a stranger. It’s best not to reference sex organs when engaging with strangers — even if you’re only talking about eggplants. I recently underwent a medical procedure at the hospital. In normal times, this test would have been a highly stressful experience. But this time, I found the experience to be marginally enjoyable. During the test, one of the technicians was about my age, and through our small talk (which I remind you is not among my strengths), I learned that we have kids the same age, and we both love to cook. Naturally, the conversation evolved to cooking during a pandemic. And we discovered our mutual disdain for constant kitchen clean up — specifically as it relates to emptying the dishwasher. But seriously, when you find yourself enjoying a biopsy more than you used to enjoy cocktail parties, it’s time for a touch of self-examination. So as it turns out, I might not be as socially awkward as I once believed. After months of hiding, I may have enough small talk topics stockpiled to last for a lifetime of cocktail parties. Someday the world will heal. Until then, I look forward to reinventing myself as a socialite.

The Pompano Beach Amphitheater Will Be Getting a New Roof Canopy Soon

Construction activities are underway at the Pompano Beach Amphitheater in preparation for the installation of a new roof canopy over the seating area of the open-air music venue. The new roof canopy will be formed by stretching a fabric membrane over a structural steel framework and securing it in place with tension cables. The project is expected to cost $3.5 million, which will come from Pompano’s G.O. bond. The fabric membrane is a composite of woven polyester fused with PVC and a resin-based protective coating that repels dirt and dust. When it rains, the fabric is selfcleaning, according to Timothy Nee and German Buitrago, co-founders and owners of Big Span Structures in

Summerfield, Florida, the company that designed and manufactured the roof fabric and steel framework, and will be installing it. The fabric is translucent, allowing natural light to flow evenly throughout the venue, while keeping everyone shaded. About 50,000 square feet of fabric will be used, which will be installed as 14 panels, and will include rain flaps. The steel framework will consist of two large support columns on either side of the stage, eight main trusses with eight support columns at the back of the seating area, and 16 tension cable supports. There will be no columns obstructing the view of the audience. Activities carried out on the project

site ahead of the canopy installation include the demolition of fences, sidewalks and slabs, and tree removal and protection. The areas where the steel support columns are to be installed had to be excavated and a new foundation cast in place, said Horacio Danovich, the city’s capital improvements and Innovation District director. Installation of the steel framework is expected to start at the beginning of December, and will take about two months to complete. Next, the fabric membrane will be installed, taking about another two months. The amphitheater, which was built in the early 1990s, can hold a maximum of approximately 3,400 people. Y

Pompano Beach Is Getting A Real-Time Gunshot Detection & Alert System Concerned about an uptick in gun violence in Pompano Beach, city officials have decided to implement a real-time gunshot detection and alert system, called ShotSpotter, in a fivesquare-mile area of the city. The Pompano Beach City Commission, at its Oct. 27 meeting, voted unanimously to move forward with the ShotSpotter gunshot surveillance system, which was strongly recommended by Major Wayne Adkins, chief of the Broward Sheriff’s Office (BSO) Pompano Beach District. In 2019, from Jan. 1 to Oct. 14, there were a total of 74 shooting incidents in Pompano Beach, five of which were fatal shootings, according to BSO statistics. In 2020, from Jan. 1 to Oct. 14, there were a total of 79 shooting incidents in Pompano Beach, 17 of which were fatal shootings that resulted in 18 deaths. The ShotSpotter system uses acoustic sensors placed throughout a neighborhood, typically on top of buildings, to detect and locate outdoor gunfire in real-time, and within 60 seconds, alerts law enforcement. Police can arrive on the scene more quickly, increasing the ability to make arrests, provide life-saving treatment to victims, talk to witnesses and gather critical evidence. If a gun is fired in any area within ShotSpotter coverage, multiple sensors detect and timestamp the sound. The precise location of the gunshot is determined based on the amount of time it takes for the sound of the gunshot to travel to each individual sensor, effectively triangulating the sound. A two-step review process is used

to minimize false alerts — all in a matter of seconds. First, an artificial intelligence software filters out any incidents determined not to be gunfire, such as helicopter noise, a car backfire or fireworks. The data is then sent to a ShotSpotter Incident Review Center, where trained acoustic experts analyze each incident and make a final determination. The acoustic analysts listen to audio snippets of gunshot sounds captured by the acoustic sensors. The analysts can detect the number of shots fired, and in some cases, can determine if the gunfire is coming from an automatic weapon or if there are multiple shooters, which allows law enforcement to be better prepared when responding to the call. ShotSpotter delivers the data, including the audio snippet, to patrol officers via dispatch centers, in-vehicle computers and smartphones. The gunfire location is displayed as a dot on a map. The City of Pompano Beach will enter into a three-year service

contract with ShotSpotter at a cost of $790,000, with $270,000 of this amount to be funded in the current year from the General Fund balance. The remaining amount will be paid off in two installments of $260,000 subject to annual appropriation from the General Fund in fiscal years 2022 and 2023. The five-square-mile ShotSpotter coverage area will include portions of four out of the five commission districts in Pompano Beach, according to the BSO. Major Adkins told the Commission that the five square miles will cover at least 65% of the areas where data shows gunshots and shootings have been occurring. The suggestion to implement the ShotSpotter system in Pompano Beach was first brought forward by Commissioner Tom McMahon at the city commission meeting on Sept. 22. Pompano Gunshot Detection System <<< ShotSpotter system would be “a

game-changer” for the city, and would make it “very clear to the bad guys that you don’t shoot guns in Pompano Beach.” It was agreed that each of the commissioners would have a oneon-one meeting with Major Adkins to learn more about the ShotSpotter system before any vote was taken on the matter. At the Oct. 27 meeting, when the Commission voted on it, Mayor Rex Hardin said the goal is “to reduce the number of shots being fired in Pompano Beach, and reduce the crime in Pompano Beach.” Commissioner Beverly Perkins, who represents the city’s northwest community, where many of the shootings take place, said “ShotSpotter is going to be a big help,” but she wants BSO to work on putting more prevention in place, before the shots are fired. Commissioner Rhonda Eaton said: “I think as more perpetrators are apprehended, the word will be out – if you’re coming to Pompano, you’re going to get caught, so in a way, this is prevention.”

The BSO participated in a ShotSpotter pilot program in 20092010, which included Pompano Beach, but decided not to pursue the program further. Since then, ShotSpotter technology has advanced, cutting down on false positive reports of gunfire. ShotSpotter guarantees a 90% accuracy rate regarding actual gunfire and location. In 2019, the combined accuracy rate among all ShotSpotter customers was 97%, with a 0.5% false positive rate, according to Sam Klepper, senior vice president of marketing and product strategy for ShotSpotter. Klepper said advances made to the ShotSpotter system include a patent the company was awarded in 2018 for technology that can take gunshot sounds and turn them into visual images that a computer can process more accurately and quickly. In addition, when Pompano piloted the ShotSpotter system, the company had not yet established its two incident review centers – one at its headquarters in Newark, California (near San Francisco), and one in Washington, DC.

Commissioner Tom McMahon said the ShotSpotter technology “will truly save lives in our community” and is “dollars well spent.” The ShotSpotter alert system is used in more than 100 cities across the United States.

“It’s now a combination of machine, plus human review, and those combined have resulted in this very high accuracy rate,” said Klepper. Klepper said another improvement is that, several years ago, the company created a “Customer Success

Team” to help maximize the value of the service. The team is made up of former law enforcement personnel who train new ShotSpotter customers in the practices that have worked best for agencies across the country. Nationally, ShotSpotter estimates that roughly 80% of gunfire incidents are not reported to law enforcement. Klepper noted that when citizens do call in gunshots, there is typically a time lag, because they wonder if someone else might be calling it in, and there’s a procedure that the 911 dispatch operator must follow to collect various information. Additionally, it’s very difficult for the human ear to detect a location because of echoes off buildings, trees and other objects in the environment, said Klepper. “We’ve done studies that show, on average, people are almost several blocks off from where the actual location of the shooting is,” said Klepper. In September, the BSO announced that it is implementing the ShotSpotter system in BSO’s unincorporated Central Broward district, an area with a high volume of calls for service related to gunfire. On Oct. 14, the City of Fort Lauderdale began using the ShotSpotter system, which was installed across four square miles of the city. According to a Fort Lauderdale Police Department spokesperson, ShotSpotter “has been very successful,” and is giving officers “a jump on their response.” In an incident that took place on Oct. 22, a ShotSpotter alert was received and the subject was taken into custody, and the gun seized, “within five minutes of the gunfire.” Other surrounding cities that use the ShotSpotter system are Miami and West Palm Beach. New IHOP at Pompano Citi Centre is Nearing Construction

Plans to construct a new International House of Pancakes (IHOP) restaurant at the Pompano Citi Centre are continuing to make progress. The restaurant will be in a 4,600-square-foot building on an outparcel at 1300 E. Copans Road, just east of the Wendy’s. The building design for the new IHOP was approved by the Pompano Beach Architectural Appearance Committee (AAC) in September. Building permitting is in progress, and once completed, construction can begin. The design of the IHOP at Pompano Citi Centre differs from IHOP’s standard prototype building. Adjustments were made to comply with current Pompano Beach zoning code requirements. The street-facing facades were required to have 30% glazing, so the restaurant’s front facade has more glass than a typical IHOP. In addition, the roof had to have a minimum of two different

pitches, or slopes. “We have altered the parapet heights and eliminated some of the standard features that we use elsewhere,” the project architect, Mike Sofarelli of Clearwater-based Sofarelli & Associates Architecture, told the AAC. Verbiage that would normally be on the front of the building under the IHOP logo has been eliminated to meet the city’s signage code. On the sides of the building, as well as in the back, awnings and simulated windows​ were ​added ​to eliminate blank wall space​. ​ The building colors will be the standard IHOP blue, red and beige. However, more red accents on the windows incorporate some of the accents on the main Pompano Citi Centre building and the other outparcel buildings. “This may look like an IHOP, but it has a lot of differences,” said Sofarelli. Pompano Beach Fire Rescue Joins A&E Television Series “Live Rescue” As of last month, the Pompano Beach Fire Rescue is now being featured regularly in a live documentary series, called “Live Rescue,” on the A&E television network. The documentary showcases the daily life of paramedics, firefighters and EMTs across the country as they respond to emergencies while on duty. A small camera crew will follow Pompano Beach Fire Rescue day and night as they respond to emergency calls. Pompano Beach Fire Rescue was selected because of its Class 1 ISO rating, its location on the East Coast, and because Ocean Rescue is an integral part of the agency, according to Joe Venafro, the executive producer of the show. “I believe it is an excellent opportunity to showcase Pompano Beach,” said Pompano Beach Fire Chief Chad Brocato in a memo to City Manager Greg Harrison. “It will likewise show the level of talent that we have within this department.” While “Live Rescue” is a live show, it airs on a time delay of roughly 20 minutes, which allows time to review material for sensitive content before air. The production crew is trained in HIPAA privacy laws and COVID-19 protection policy, and does not cover COVID-19 calls on the show. The City Commission, at its meeting on Oct. 27, approved an agreement between the City of Pompano Beach and New Yorkbased Big Fish Entertainment, LLC to allow on-site filming of Pompano Beach Fire Rescue for the series episodes. The agreement is for a period of one year, with the possibility to extend it if mutually agreed upon. Any time during the term, either party can terminate the agreement upon 30 days’ written notice to the other party. “Live Rescue” airs on Fridays and Saturdays from 9-11pm EST on A&E. Y

Shoppers Haven In Pompano Beach Has Plans for a New Supermarket, Outback Steakhouse and Apartments Shoppers Haven, the retail center located at 3559 N. Federal Highway, between Sample Road and NE 33rd Street, is preparing to undergo a complete renovation, and plans include adding a six-story multi-family residential building, called Vista Clara Communities at Pompano Beach, to the south end of the property. The residential building will feature luxury rental apartments at market rates, according to Christopher Partridge, of Partridge Equity Group, which owns and manages Shoppers Haven. The Shoppers Haven site can allow up to 250 apartments, but Partridge Equity Group may build less than that, based on market demand. The Vista Clara residential component would replace the southern portion of the shopping center along NE 33rd Street. Depending on the number of residential units, the footprint of the apartment building could extend northward up to, but not including, the existing Bealls Outlet store. One of the options under consideration is for the apartment building to have approximately 27,000 square feet of ground-floor retail space. There would be a second-floor pool deck surrounded by landscaping, and some of the residential units will have a sliding glass door leading to a private garden. A two-story parking garage with a section for Vista Clara residents is contemplated to be built northwest of (behind) the apartment building. A large green space would be created on top of the garage for use by residents of Vista Clara. This private green space may include

a park with a gazebo, an outdoor exercise area, and other sports amenities. “We understand it’s a very urban setting,” said Partridge. “We want to provide as much green space as possible for the upper-level units.” The current plans include a skywalk connecting the parking garage to the apartment building. Partridge said he expects plans for Vista Clara Communities to be submitted to the City of Pompano Beach by the end of 2021 to begin the approval process. The rest of Shoppers Haven is being renovated in preparation for the arrival of a major grocer that will move into the 52,000-squarefoot anchor space formerly occupied by Winn-Dixie. The name of the new supermarket will not be disclosed until the lease is signed, which should be by January 2021. However, it will be a nationally recognized brand such as Amazon Markets, Trader Joe’s or Kroger Foods, said Partridge. In addition, an Outback Steakhouse

will be built on a Shoppers Haven outparcel along Federal Highway, just south of the Walgreens at Sample Road. Construction of the 6,700-squarefoot steakhouse is anticipated to start in February 2021. The restaurant will feature the newest Outback Steakhouse design prototype, which is more contemporary than the previous one. The Outback Steakhouse at Shoppers Haven is expected to open in August 2021. Renovation of the shopping center, including the old Winn-Dixie space, is expected to begin by late summer or early fall of 2021. The work should be completed, and the supermarket opened, about 10 months after the start date. Partridge said the Shoppers Haven renovations will give the retail center a “modern, bright” look and will create a “functional, fun environment” conducive for walking from one store to another. “We hope to transition it into a destination,” said Partridge. >>>

A Makeover Of The City’s Beach Lifeguard Headquarters Is About To Get Underway The Ocean Rescue Building, located at 50 N. Pompano Beach Boulevard, is moving closer to a makeover that will be partially funded by the city’s G.O. Bond. The interior of the building, which is the beach lifeguard headquarters, will undergo extensive renovations at a cost of $487,200, which will come from the bond money. The plans also include the addition of a second floor to the existing building, which will be funded with $1.3 million from the city’s general fund. The site plan and building design for the project were recently approved, and construction documents have been completed. The project is now in the permitting phase, according to Horacio Danovich, the city’s capital improvements and Innovation District director. Improvements to the building’s ground floor will include upgrades to the existing bathrooms, locker rooms, meeting rooms, storage space and offices. A 3,449-squarefoot addition will be constructed on the ground floor, increasing the existing building’s footprint from

1,920 square feet to 5,369 square feet. The second-floor addition will include a large meeting room for training and staff meetings, plus bathrooms, an IT room, a break room, and storage space. Additional site improvements will include new sidewalks and new landscaping. Ocean Rescue personnel assisted in the design development, providing their input as the end-users of the building.

Shoppers Haven <<< “The area now demands it; the location demands it.” The cost of the renovations, the apartment building and the parking garage is expected to be over $60 million. Partridge Equity Group purchased Shoppers Haven in 2016 for $50 million. The 215,000-square-foot shopping center, which dates to the late 1950s, has not undergone a

When I was a kid growing up in New York, my go-to after school snack was a warm bowl of ramen noodle soup. Even as a kid, I enjoyed being in the kitchen, and I would add carrots or scallions or whatever veggies my mom had in the fridge. How to Make Restaurant-Worthy Ramen Noodles at Home THE BROTH I made my broth, but boxed is fine. You can spruce up store-bought stock by throwing in a 1-inch piece of ginger to give the stock a slightly Asian flair. Let it simmer a bit to infuse the stock. How to make a better broth: Brown 2 pounds of beef marrow bones in a large stockpot with a little neutral oil. Then add 2 onions cut in half, 2 carrots, 2 celery stalks, a handful of fresh parsley, a whole bulb of garlic cut in half, and about a 2-inch piece of ginger cut in half, kosher salt and black peppercorns to taste. (Full disclosure: I save vegetable scraps for stock and I had the green part of two leeks on hand, so they were invited to the party too.) Add about 4 quarts of water, so all the ingredients are submerged. Bring it to a boil and then reduce heat to simmer. Cook it for about 4 hours. Strain the broth with a colander over a big bowl. This made just shy of 2 quarts of beef broth. I made this the day before — since it does take a while. But the house smells amazeballs. You can store it in the fridge for three days or so or it will keep in the freezer for three months. Be forewarned; once you make your own, you might not want to buy the boxed stuff again. (You can leave out the ginger. If you do, you can add in a few sprigs of fresh thyme for a more American-style broth.) THE ADD-ONS Get creative. For me, no bowl of ramen is complete without a jammy egg. I cook mine in boiling water for about 5 minutes. But that’s a very personal decision. In a Dutch oven, I sauteed some shiitake mushrooms in a touch of neutral oil until they were a little soft. I threw in some carrots, and a few scallions and sauteed them just until soft. Then I added my beef broth to warm it up. About 3-4 minutes before you are ready to serve, add the ramen noodles to the broth. Discard the flavor packet. When the noodles are cooked, ladle the soup into bowls. Top with your halved jammy egg and whatever else you like. My bowl has leftover shredded brisket, arugula, sliced jalapeno, red onion and a few scallions. When figuring out what to throw in my soup, obviously, I consider taste. But also think about texture and color. Some people like a little crunch. I always enjoy something raw and fresh to contrast the warm soup. There really are no rules. Have fun. Y

It Dawned On Me

Good Riddance, 2020! BY DAWNE RICHARDS

2019 WAS THE MOST DIFFICULT YEAR OF MY LIFE. HAVING LOST MY HUSBAND JUST EIGHT DAYS BEFORE CHRISTMAS THE YEAR BEFORE, 2019 PASSED IN A FOG. WHEN CHRISTMAS 2019 rolled around, I spent weeks pondering how to continue celebrating my favorite holiday, despite being in no mood to do so. I decided to do my best to celebrate; spending the rest of my life wallowing in memories of sadness and pain during the holidays was unimaginable. But I also couldn't imagine celebrating — and decorating — the way we always had. After much thought, I chose to create a "new normal." Ever the trendsetter, I loathed that phrase with a deep and abiding passion before 2020

even started. I left all our old Christmas decorations in storage, including the approximately four billion pieces that went into our Christmas village; the memories were still too raw. Instead, I combined two things I find therapeutic: craft kits and bright, shiny things. I spent days in the Zen world of creating new decorations (unbreakable, thanks to our adoption of two kittens), ABOVE Some of Dawne’s new Christmas decorations

bought myself a new, gaudy festive tree, and reveled in the joy of bright, shiny things. I even decided that our family would now have a Christmas motto: “Making Christmas Great Again.” My three children reacted as expected, given that we’re a mixed political family: one threatened to boycott Christmas dinner; one jumped for joy; one shrugged. Hey, I thought it was funny; amusing myself is one of my favorite ways to get through the day. As it turned out, Christmas was… OK, considering, and I was proud of myself. Surviving the holidays made me feel ready for 2020; I told myself, “This will be my year! The year I return to normalcy!” And then…2020. It was as if the Dali painting that I was stuck in throughout 2019 pulled me (and the rest of the world) right back into it with a vengeance. Clearly, the "new normal" wasn't normal at all.

So, as I reflect on 2020, I think about how I (and many others) spent much of it: • Afraid to read the news • Having difficulty going to bed; it was as if my brain was saying, “No! You can’t sleep! Something might happen before you wake up, and if you stay up, maybe it won't happen!" • Hoarding toilet paper (kidding; I couldn’t find any to hoard, probably because the rest of you were hoarding it) • Buying way too much stuff on the internet (except toilet paper) • Marveling at the idea that anyone would actually want mementos (including Christmas ornaments) commemorating 2020 — really, who the heck buys a Santawearing-a-mask ornament? And why didn't I think of that first? • Last, my personal best/worst – arguing with strangers on the internet. This seems to have become the world's favorite sport, even more popular than soccer (OK, fútbol). So now, as we head into 2021, here’s what I’ve learned: • Not to say “2021 is going to be my year!” • People (me included) will buy anything. And with that, sayonara, 2020. THE POMPANO BEACH CITY COMMISSION APPROVES E-COMMERCE DISTRIBUTION WAREHOUSE AS PART OF PLANS

T

he developer of the Live! Resorts Pompano project — will transform the Isle Casino Racing Pompano Park into an entertainment, hotel, dining, retail, residential and office hub — has received final approval from the Pompano Beach City Commission to add an over one-million-square-foot e-commerce distribution warehouse to the plans. A number of residents in the Cypress Bend community to the south of the project site, and the Palm Aire neighborhood to the west, are not in favor of adding the industrial use to the project, mainly due to concerns over the truck traffic that would be coming in and out of the distribution center. To accommodate the warehouse distribution facility, the developer requested a land use plan

amendment to reduce the project’s two million square feet of office use by 650,000 square feet and to add 1.5 million square feet of industrial use. During its virtual meeting on Oct. 27, the City Commission approved the requested land use change on second reading in a 5:1 vote, after lengthy discussion. Now-former Vice Mayor Barry Moss of District 5, where the project site is located, cast the only ‘no’ vote. The land use change must also be approved at the county level, which is expected to be completed in about six months. It is also undergoing a state review process, with approval expected in approximately 30 days. The revised plans are a result of the COVID-19


pandemic, according to The Cordish Companies, the developer of the project site, which is located on the southeast corner of Powerline Road and SW Third Street (Racetrack Road). David Cordish, Chairman of The Cordish Companies, told the Commission that in today’s COVID world and a post-COVID world, where people are working remotely, the reduced office space is “much more fitting.” Cordish said everything else that was promised in the original plans will still be delivered. The plans include building over 4,000 residential units, neighborhood retail, an entertainment district, a maximum of 950 hotel rooms, an expanded casino, and a lake surrounded by a park. The Baltimore-based Cordish Companies

develops, owns and operates Live! entertainment destinations across the country. Debbie Orshefsky, the attorney representing the developer, said the industrial warehouse use would occupy most of the east side of the Isle Casino property. The entire property is 232 acres, and the industrial warehouse use will cover approximately 90 acres. The industrial use will have frontage on Racetrack Road. It will be prohibited on the west side of the project site, which means it will not front Powerline Road. Cordish said the e-commerce distribution and logistics firm is “world-renowned,” but the name currently cannot be disclosed due to a non-disclosure agreement. OCTOBER 2020 • pointpubs.com

According to the developer, the e-commerce distribution facility will create 1,000-1,200 jobs, and will “jump start” the Live! Resorts Pompano project in a challenging economic environment. The rest of the development is expected to create 16,000 permanent jobs.

PROTECTING THE NEIGHBORS TO THE SOUTH

Orshefsky told the Commission that, in response to community input —including a Zoom webinar held on Oct. 15, which had almost 300 participants — modifications were made to the plans to mitigate some concerns. In addition to truck traffic, concern was expressed that the industrial buildings would come too close to the Cypress Bend condominiums to the south. Orshefsky said that in addition to the 50-foot buffer initially planned along

the entire southern edge of the project site, a 200-foot-deep buffer area restricted to landscaping and parking has been added at the south end of the area designated for industrial use. A landscaped berm and a 20-foot-high sound barrier wall are also being added within the 50-foot buffer. In order to create the extra 200-foot buffer, an area at the north end of the project site fronting Racetrack Road was added for potential industrial use. Mayor Rex Hardin voted in favor of adding the e-commerce facility but voiced strong concern about what it will look like at the south end, which faces the Cypress Bend community. Orshefsky said the height of the industrial buildings is anticipated to be 50-75 feet, although some may have an office component and could be higher. David Cordish explained that Cypress Bend residents might be able to see the top of the office component, but


not warehouse bays, tractors or trailers because they will be blocked by the landscaping berm, sound wall and trees. Former Vice Mayor Moss said some Cypress Bend buildings are 10-stories high, and the upper floors will be able to “see everything,” despite the berm and sound wall. Cordish said his company, in its own self-interest, has to make sure the e-commerce facility is attractive and well-buffered, not just for the residents of Cypress Bend, but for the future residents within the Live! Resorts Pompano development, who will be within 100 feet of the e-commerce facility. “We’re confident we can do that because of the self-contained nature of what we’re putting over there,” said Cordish. Hardin told the developer to “do what you need to do” to make sure the residents who live in Cypress Bend will be looking over at a beautiful building and lush landscaping because a view of a 30-foot roll-up door “won’t work.”

EASING TRUCK TRAFFIC FEARS

Addressing the concern about truck traffic, Orshefsky said: “We have now created a restricted access point, where semi-trucks will be required to enter and exit the site.” When leaving the site, trucks will be routed to the intersection of Racetrack Road and Andrews Avenue, and then up to Atlantic Boulevard and onto I-95. “This is the most efficient and cost-effective way for truck traffic to travel,” said Orshefsky, as opposed to taking the Turnpike, which is further away and has tolls. Truck movement will be prohibited west on Racetrack Road and through the property onto Powerline Road. Orshefsky explained that an extensive traffic study carried out by the developer, and accept-

ed by the City of Pompano Beach, in 2019, identified 18 intersections that needed improvements, including the intersection of Atlantic Boulevard and Powerline Road, and the intersection of Racetrack Road and Andrews Avenue. Due to the incorporation of the e-commerce activity, the Florida Department of Transportation (FDOT) asked the developer to do a new traffic study of several locations, including the I-95 interchange, to ensure that, even though trucks are using them today, the roadways are operating at acceptable levels of service. That study is currently underway and will be reviewed by FDOT and the county. In an effort to further allay concerns about truck traffic, Orshefsky added that a site plan for the e-commerce warehouse facility would be “fully vetted and analyzed” by the City, in terms of truck noise and access. The developer anticipates the site plan for the e-commerce facility will be submitted to the City in the next 3-6 months.

A COMMUNITY BENEFITS PARTNERSHIP

Orshefsky announced that The Cordish Companies is creating a community advisory committee made up of civic leaders from each district in Pompano Beach. “We want to work with a broad range of stakeholders to make sure that the economic benefits of this development are shared widely,” said Orshefsky. In late January or early February, a community action plan that has been endorsed by the community advisory committee will be brought to the Pompano Beach City Commission, said Orshefsky. Former Vice Mayor Moss said he and his constituents were “wildly enthusiastic” when the original plan for Live! Resorts Pompano was first announced, but adding the industrial component changed the equation, and as a commissioner, put him “between a rock and a hard place.” Moss said he received over 100 e-mails from his constituents, and the majority of them were not in favor of the e-commerce facility. While Moss is still enthusiastic about what the rest of the project will be, he said the e-commerce distribution facility is not what the developer promised. Moss said he realizes the e-commerce facility will be good for the tax base of Pompano Beach and will generate jobs. Still, it will be an “enormous industrial warehouse” with hundreds of 18-wheeler trucks operating 24 hours a day, traversing the city, “belching toxic diesel fuel, making noise and affecting the 2,000 or so people who live in Cypress Bend just a matter of feet away.” Moss asked the other commissioners: “What is more important: profits or people? Commissioner Rhonda Eaton supported the addition of the e-commerce facility because of the jobs it will create for Pompano Beach residents “during this very trying economic time.” Eaton said many people in the community are suffering economically because they’re out of work. “It is not profits over people,” she said. “It is the ability to bring profit to the people.” David Cordish noted that there will be workforce priority preference for the local community for the initial 1,200 jobs created by the e-commerce component and the 16,000 jobs expected to be generated overall. Pompano Beach will host events for residents to apply for jobs or to apply for training to be able to be qualified for the new jobs. Commissioner Andrea McGee commended The Cordish Companies for adapting as quickly as they did to the trend of more people working from home than in the office due to COVID-19. McGee also noted that many distribution companies are moving towards using electric or hybrid electric vehicles, which are quieter, more energy-efficient and have less impact on the environment. Commissioner Beverly Perkins said she voted against adding the e-commerce facility on first reading in September because she understood “the concerns of our vice mayor and the position that he’s in, as far as listening to the residents and trying to make a decision.” However, “looking at the bigger picture,” she strongly supports the project now, and thinks it is for “the betterment of the whole city.” She does have concerns about truck traffic and wants the developer to come back to the community with a plan to control it better.

Commissioner Tom McMahon said he was “very excited about the job growth,” and agreed that consideration had to be given to the benefits the e-commerce facility would bring to Pompano Beach as a whole. Hardin said he understood there is “tremendous angst right now” among some residents about the distribution center, not knowing what it will look like and what the impacts will be. “A similar situation happened in our beach area,” said Hardin. “When we were trying to do upgrades in that area, people were fearful,” but now you look at it, and “it turned out pretty good. I am confident that this will be another situation such as that.”

REZONING: INDUSTRIAL USE IS ADDED, CRYSTAL LAKE IS REDUCED

In addition to the land use plan amendment, the Pompano Beach City Commission, in a separate 5:1 vote, approved on second reading an application from the developer to rezone the project site to permit limited industrial park uses, including warehouse, distribution, e-commerce, clean manufacturing, and research and development facilities. The rezoning request significantly amends the project site’s open space plan. The previously approved plan featured a 12- to 15-acre crystal lagoon surrounded by an active public park, serving as a focal point for the development. The lagoon, like a big swimming pool, would be used for activities such as swimming, kayaking and paddle boating. The new plan reduces the crystal lagoon to a minimum of 1.5 acres, but introduces a minimum 12-acre dug lake adjacent to the lagoon. The lake would be a recreational amenity open to the general public for boating, fishing and other water-based activities and would provide stormwater drainage necessary for the development. Y
