No one likes to acknowledge they are getting older. And I have to admit that when I see a photo of myself these days, I'm always taken back a bit. You see, I half expect to see a picture of my 21-year-old self — not the 56-year-old version of me. So as I was working on my column last month, I noticed that I looked pretty terrific in my headshot. (Thank you Debra Todd.) But as we all know, a skilled portrait photographer will capture your best self. They give directions such as "turn a quarter-inch to the right" or "tilt your head up." And then, of course, there is the miracle of Adobe Photoshop. I wish I could keep that same headshot forever. But the truth is I am getting older, and I prefer a current photo of myself. Of course, procuring a new one these days presents a myriad of challenges. Due to Covid-19, I avoid any unnecessary trips into the outside world, which unfortunately includes excursions to the hair salon. So I am sporting two distinctly different hair colors. I'd like to think I am starting a new trend, but it's doubtful. Full disclosure: I am extra cautious about outings because I have had quite a few medical appointments lately. And all of these appointments, along with surgery and a myriad of tests have given me a new appreciation of the aging process. So, I embrace my steely gray hair, which is not the sort of fashionable white I envisioned. I was hoping my gray would grow in, and I would magically look like one of those chic and stylish older women in a Banana Republic catalog. Yeah, not so much. I imagine it is imperative to look like a model before your hair turns gray if you want to look like a model after your hair turns gray. Nowadays, my mane is more reminiscent of a field mouse with a few white telephone wire-like strands evenly dispersed. Curiously, some especially wire-like specimens are conspicuously clustered around my ears. Maybe those white ones will come in handy when the WiFi fails. Or perhaps I could nab the part of Frau Blücher in a remake of "Young Frankenstein."

But my gray is a badge of having made it this far. So I am keeping it. Until I change my mind. I have spent countless hours deep in online research for tips on going gray gracefully. I've discovered that there is no easy path. I pretty much have committed to looking ridiculous during this process. Good thing I'm not going anywhere anyway. What I have learned is that apparently, going gray is a trend. Although, I think that might not be so accurate as I can't think of many girlfriends who sport gray hair. And that's good too. Who knows? At some point, I may decide gray hair isn't for me. Everyone needs to be comfortable in their own skin — or hair.

Construction of The New Centennial Park Pavilion Is About to Get Underway
Centennial Park — the 5-acre grounds surrounding the historic Sample-McDougald House — will soon be getting an open-air pavilion where members of the community will be able to hold special events. The new 4,000-square-foot pavilion and other enhancements to the park, will be funded by the city’s G.O. Bond. Construction is expected to begin in January or early February, and should be completed this summer, according to Horacio Danovich, the city’s capital improvements and Innovation

District director. The Sample-McDougald House, which dates to 1916, is located at 450 NE 10th Street. The new pavilion will be built east of the house as a venue for weddings, receptions, fundraisers, parties and other events. The cost of the Centennial Park project is approximately $1.2 million. The project includes the installation of a concrete pad, utility connections, lighting, and an ADA accessible pedestrian path that will connect the pavilion to the Sample-

McDougald House. The pavilion will have its own bathrooms and kitchen. New trees and shrubs will be planted along the west side of the pavilion. In addition, the existing vegetable garden will be expanded, and grasses will be installed in and around the retention area. The pavilion will be made of steel. It was decided not to use wood due to maintenance, strength and longevity, said Danovich. The pavilion will have large industrial-style ceiling fans to help keep the area cool. The pavilion columns will be placed in a way that will allow for an air-conditioning system to be added, perhaps at some point in the future, with minor impacts to the facility. Initially, the project was scheduled to be funded with the second phase of bond monies the city will get when it sells the remaining G.O. Bonds by fall of this year (the first bonds were sold in the fall of 2018). The Sample-McDougald House depends on revenue from weddings and receptions held on the grounds, but due to COVID-19, there have been no events. Danovich said that to help the house “get back on track” and continue to operate efficiently, the pavilion will be built “sooner rather than later,” using funding from the first phase of bond monies. Youth Sports Complex on Former Elks Club Site to Begin Construction Soon The Youth Sports Complex that will be built on the former Elks Club property across from the Pompano Beach Airpark will be getting underway soon as one of the city’s G.O. bond projects. The 10-acre site, located at 700 NE 10th Street, will be transformed into four rectangular multipurpose sports fields: two large fields with synthetic turf and lighting; and for younger ages, two smaller natural-turf fields without lighting. The approximately $6.4 million project, funded entirely with G.O. bond proceeds, will also include a new clubhouse, parking, landscaping, bleachers and fencing. The parking area will be shared with Centennial Park — the grounds that surround the Sample-McDougald House across the street — when special events are held there. According to Horacio Danovich, the city’s capital improvements and Innovation District director, the first phase of construction (the site work)

is anticipated to begin this month and should be completed by October 2021. Danovich said “one of the most beautiful pieces” of the Youth Sports Complex will be the new 4,000-square-foot clubhouse, which has a “futuristic” and “fun” design. The clubhouse includes a concession area, a lobby, an entrance that can also be used for storing equipment, an office for staff to manage operations within the park during regular hours, bathrooms

and changing rooms. The first phase of the project will consist of the removal and relocation of existing trees, site preparation and grading, drainage, sewer, sanitary, as well as the new clubhouse shell and mechanical, electrical and plumbing systems. The second phase of the project is expected to begin in September 2021. It will consist of the four sports fields, landscaping, parking, and final completion of all interior and exterior finishes of the new clubhouse. The entire project should be completed by February 2023, said Danovich. The new sports complex is part of the city’s vision of making NE 10 Street “a parks-like corridor,” said Danovich. The city purchased the former Elks Club property, located near Pompano Community Park, in 2017 for $5.5 million, which was reimbursed to the city’s General Fund with G.O. Bond proceeds. Y

Fisher Family Pier: City Commission to Decide Fees for Fishing Passes and When Sightseers Will Start Paying Admission The Pompano Beach City Commission voted last month in favor of an ordinance establishing fees for annual and semiannual fishing passes for the Fisher Family Pier. The fee for a resident annual pass is $547.50; a non-resident annual pass is $1,095; a resident semiannual pass is $273.75; and a non-resident semiannual pass is $547.50. There has been no charge for sightseers to access the pier since its opening last May. However, in June of last year, a daily fishing rate was implemented at $6 per person. From June to October 2020, the monthly average of fishermen on the pier was approximately 1,832 patrons. For that same period, the pier had a total of 9,164 fishermen, which generated $$54,984 in revenue, according to Recreation Programs Administrator Mark Beaudreau. Based on the monthly average, the projected monthly revenue for fishing could be approximately $11,000, using the daily fishing rate of $6 per person. Beaudreau emphasized to the Commission that the fee for the annual resident pass ($547.50) “may appear to be a lot,” but when broken down on a daily rate, it’s only $1.50 a day. From May to October 2020, the monthly average of sightseers visiting the pier was 17,804, and the total number of sightseers was 106,829. The City Commission established pier entry fees for sightseers last year, but decided not to implement them right away to allow residents and visitors to discover the new pier. pass is $2 per person (adults). There is no fee for children 10 years old and under, or for veterans and active-duty military. A residentsonly annual sightseeing pass is $20, for use by a group of up to 10 people. At its Jan. 26 meeting, the City Commission is scheduled to cast a final vote on the new fishing pass fees during a second reading of the ordinance. If approved, the fees will take effect immediately. The Commission is also expected to determine when sightseers will have to start paying a fee to access the pier

At last month’s meeting, Commissioner Andrea McGee of District 1, where the pier is located, proposed changing the $20 annual resident sightseeing pass from being valid for groups of up to 10 people, to being valid for groups of up to four people to make it easier for the city to collect general information regarding users of the pier, such as residents versus non-residents. The proposal is scheduled to be discussed at the City Commission meeting on Jan. 26. Y

Sample Road in Pompano Beach, is moving forward with plans to expand its existing indoor flea market, which includes over 250 vendors, by adding a new one-story 25,500-square-foot building for restaurant and retail use, as well as a Racetrac gas station with a market. The site plan and building design were recently approved by the Pompano Beach Architectural Appearance Committee and the Planning and Zoning Board. The redevelopment will replace surplus parking at the northeast corner of the property associated with the existing 381,762-square-foot indoor flea market building. Historically, the Festival Marketplace is seasonal, but according to IMC Equity Group,
which acquired the Festival Marketplace property in April 2018, the redevelopment goal is to bring in more traffic from local residents year-round. Tenants of the existing Festival Marketplace building, which was built in 1986, include restaurants, fragrance outlets, and stores selling cosmetics, shoes, clothing, jewelry and home furnishings. The property’s frontage on Sample Road is expected to be a

critical factor in generating interest from potential tenants for the new multitenant building, which will have 17 bays. Debbie Orshefsky, the attorney representing the developer, said the project will be “a tremendous addition to a corner that has been a sea of parking and will now have an active use.” She added that it would “hopefully set a new development standard” for that section of Sample Road. Dixie Highway Improvements Project LANE CLOSURES ABOUT TO BEGIN
The first phase of the Dixie Highway improvements project, which is partially funded with money from the city’s G.O. Bond, is scheduled to get underway this month and will involve lane closures. The scope of work will be from McNab Road to just south of Atlantic Boulevard. The lanes closures will be between McNab Road and SW Third Street, a segment of Dixie Highway with three northbound lanes and three southbound lanes. According to the current schedule, toward the end of January through approximately mid-March 2021, portions of one northbound and one southbound outside lanes will be closed. In addition, from March until roughly June, parts of both the left and center lanes in each direction will be closed. Work carried out during the first

phase of the project will include eliminating one lane in each direction from McNab Road to SW Third Street and converting those to on-street parking where possible, according to Horacio Danovich, the city’s capital improvements and Innovation District director. The on-street parking will be added primarily near businesses south of Atlantic Boulevard and will include landscape islands and areas for lighting equipment. The first phase will also include resurfacing the roadway, widening sidewalks, new curbing, drainage, street furniture, LED lights, crossing improvements and traffic signal realignment. The anticipated completion date is winter 2021. The second phase of the project, from SW First Street to NE 10th
Street, will include improvements on Atlantic Boulevard from NW Sixth Avenue to Cypress Road. Construction is anticipated to start in late 2021 and take 10-12 months. The third phase, from NE 10th Street to Sample Road is expected to start in summer 2022 and take approximately one year. The project may also include several pedestrian bridges over the Pompano Canal connecting parts of the Avondale neighborhood to Atlantic Boulevard to improve pedestrian connectivity. The amount of G.O. bond money set aside for the project is $21.96 million, said Danovich. Also, the Broward County Commission approved approximately $24.9 million in funding for the project, which will come from the Broward County one penny surtax. Y

New Businesses Are Set to Open in Revamped Downtown Atlantic Plaza After six months of extensive renovations, the shopping center at 900 E. Atlantic Blvd. has been relaunched as The Downtown Atlantic Plaza. Despite the pandemic, the property owners, husband and wife Marco and Danielle Cepeda, were able to gain 100% occupancy and add three new tenants, including Zoba Lounge, which has plans for a grand opening this month. Zoba Lounge Zoba Lounge has taken over the space that for five years was occupied by the King’s Head Pub, until it closed last July. Restaurateur Sam Abouzlam has partnered with Samer Barazi to open Zoba Lounge, which will serve Middle Eastern food. Barazi is the owner of Mora Grill, located on East Atlantic Boulevard, just west of Briny Avenue. The Zoba Lounge menu includes kabobs, grilled lamb chops, fish, shrimp, falafel platters, and “finger food,” such as chicken tenders and wings. The drinks menu features bottled beer, wine, sangria and mixed drinks. COVID-19 safety precautions will be implemented, including the wearing of facial masks and social distancing. Abouzlam designed the décor, which he describes as “colorful, modern and with a touch of Europe.” Inside, there are about 20 two-seater couches, with a scattering of tables and chairs. One of their strategies to turn around the shopping center during the pandemic was to “take a step back on price per square foot and long-term leasing in favor of stronger future economics and a more diversified tenant base.” “We made sure new tenants were

She said she likes being in The Downtown Atlantic Plaza because it gets a lot of traffic. Justilien said that planning events during the pandemic “is a lot different.” The events are much smaller, tables are spread out, face

Pompano Station Gets Site Plan Approval From Planning and Zoning Board
PEDESTRIAN BRIDGE PROPOSED OVER NE 24TH AVENUE WOULD BE FIRST OF ITS KIND IN THE CITY Pompano Station, a $102 million 355unit development being planned for the parking lots behind the Bank of America and Chase Bank buildings on East Atlantic Boulevard, received site plan approval from the Planning and Zoning Board in December. The two parking lots sit on opposite sides of NE 24th Avenue, just west of Publix. An 8-story building with 208 residential units is proposed for the 1.6-acre lot behind the Bank of America building, 2335 E. Atlantic Blvd.. An 8-story building with 147 residential units is proposed for the 1.2-acre lot behind the Chase Bank building, located at 2401 E. Atlantic Blvd. The plans include a covered pedestrian bridge over NE 24th Avenue that would connect the two residential buildings at the third floor. However, there would be no residential units over the street. The pedestrian bridge still requires further approvals, but if built, it would be the first pedestrian bridge over a city street in Pompano Beach, according to city officials. One of the conditions for approval of the Pompano Station site plan was that the pedestrian bridge must be approved by the City Commission by an agreement recorded with Broward County. Agreements of this type are required by the city’s engineering department for elements of private property that project into public rights-of-way. Prior to it being considered by the City Commission as an agenda item, the details of the pedestrian bridge must be reviewed by the city engineer and other applicable city departments. They will check to see if any support structures encroach in the city rights-of-way, and if

so, if there are conflicts with any existing underground utilities or future utilities. They will also verify that the proposed bridge height allows sufficient access for heavy equipment that may need to be used under the bridge by field staff or contractors. The residential units in Pompano Station will be market rate rental units, with 53 units of affordable workforce housing. Each building features one-, twoand three-bedroom units, as well as studios. The buildings are courtyardstyle and each has its own interior multi-level parking garage, with a combined 634 parking spaces. The proposed parking structures would also serve the adjacent existing commercial buildings fronting Atlantic Boulevard. Amenities include a swimming pool, clubroom, gym and co-working space on the ground floor of the building behind the Bank of America building. Grover Corlew, the real estate investment management group that owns the bank buildings and the associated parking lots,

was approved in November for $9.1 million in tax increment financing from the Pompano Beach Community Redevelopment Agency (CRA) in order to get the project off the ground. The taxes generated by the project will be used to help finance the project, which lies within the East CRA district. The developer will also build a 6,932-square-foot public pedestrian plaza in an area on the east side of the Bank of America building that is currently used for parking. The developer will also carry out improvements to the façade of the Bank of America building, which was built in the early 1960s. In addition, the ground floor will become either restaurant or retail space, and glazing will be added to open it up and encourage more pedestrian activity. The enhancements to the Bank of America building are a condition of the CRA financing. According to David Canfield of Grover Corlew, “Pompano Station” is a working name for the project that may be changed in the future. Y

Brightline to Construct Safety Upgrades at Pompano Beach Railroad Crossings The City of Pompano Beach is partnering with Brightline and the Federal Railroad Administration (FRA) to construct additional safety measures at seven railroad crossings within the city’s limits. Brightline, the inter-city rail service that runs along the Florida East Coast Railway between Miami and West Palm Beach, applied for and was awarded a $2.3 million grant to carry out safety upgrades at a total of 48 railroad crossings in Broward, Miami-Dade and Palm Beach counties. The grant program is administered by the FRA through the U.S. Department of Transportation and focuses on rail safety improvements. In Pompano Beach, the railroad crossings that will receive safety upgrades are along Dixie Highway where it intersects with NE 48th Street, NE 33rd Street, Copans Road, NE Sixth Street, NE Third Street (MLK Boulevard), SW Second Street and SW Sixth Street. The total cost of the tri-county project is $5.63 million. Brightline is contributing $500,000 toward the program and is asking cities whose crossings will be enhanced to provide a 20% match to the cost of improvements that will take place in their respective jurisdiction. The total cost of the improvements in Pompano Beach is $1,833,884. Therefore, the City of Pompano Beach will contribute a 20% local match of $366,777. Construction of the railroad crossing improvements in Pompano Beach will begin next year, but a crossing-bycrossing schedule is still in development. Brightline will notify the city when

improvements are scheduled to occur. Brightline and its contractors will perform the work. The impact on motorists is expected to be minimal. The scope of work is different for each of the seven crossings. All of them are slated to get flexible edge-of-roadway delineators and striping that channel traffic through a crossing and provide a visual means of discouraging motorists from inadvertently turning onto the railroad tracks. The crossings at NE 48th Street and Copans Road will also get exit gates, which will be installed in the exit direction of travel as a complement to the already existing entrance gates. When lowered, the exit gates and entrance gates occupy all roadway lanes and prevent motorists from driving around the gates in advance of a train. The crossings at NE Third Street and SW Sixth Street will be equipped with centerline delineators, which discourage motorists from driving around a lowered entrance gate
in locations where exit gates are not installed and where roadway conditions don’t allow for the installation of a raised concrete median. The NE Sixth Street crossing will get an electronic sign that is interconnected with the railroad signaling system to display warning messages as trains approach. A city official said that, while these improvements are important, the public is strongly encouraged not to trespass on active railroad tracks; only cross railroad tracks at designated grade crossings; not to drive, walk or bike around the gates when they are in the down position; never try to beat a train; and minimize distractions, such as headphones or loud music, when approaching railroad tracks. Win Big in 2021

THE YEAR 2020 HAS BEEN UNIQUE. WE HAD A WORLDWIDE SHUTDOWN, BUSINESSES CLOSED OR LOST MUCH OF THEIR REVENUE, AND ROUGHLY 1.46 million have died from Covid-19. It hasn't been easy. So, the question is, how do we prepare ourselves to win big in 2021? How do we come back stronger than ever to achieve our goals and make a huge comeback after a challenging year? I want to share a few strategies and mindsets to get you thinking in the right direction so you can succeed at the highest level in 2021.
Strategy #1: Define what success is to you. Believe it or not, everyone has a different definition of success. For some people it is lots of money, for others, it is lots of free time For some, it's doing what they love for a living. To make this year a fantastic year, you have to determine what success means to you. Once you decide that, you can go after it. Strategy #2: Determine your three big goals. Author Darren Hardy says that if you have more than three goals, you don't have any. Now, understand that I am not saying you should not want many things, have a bucket list, etc. I am saying that by reaching your three big goals, a lot of your other goals will be achieved. An excellent approach is to define one professional goal, one fitness related goal, and one personal or family-related goal. This way, you are working to be a balanced achiever, and your journey through life will be more comfortable and steady. Remember, clarity is power. Strategy #3: Take massive action! This is where the rubber meets the road. It's in the actions you take every day. When the plane leaves the runway, it uses a tremendous amount of fuel to reach cruising altitude. Once it has attained that level, the plane uses far less fuel. It’s the same thing with goal achievement. The hardest part is getting started, developing new habits, and getting your new

routines. However, after time, you will see the results coming in, and the once challenging new habits and routines, will become much more manageable. Remember this; bad habits are easy to form but hard to live with. Good habits are hard to form but easy to live with.
Strategy #4: Don't compare yourself to anyone else. This is a big one to remember. Author Rachel Hollis writes that "comparison is the stealer of joy," and I believe she is 100% right. It's tempting to scroll through social media and compare your life and circumstances to others. You see old friends taking extraordinary vacations, moving into new homes, or driving luxury cars. Naturally, you start to believe you will never get to that level. Remember that everyone runs their own race, and has their own path to follow. Comparing your circumstances to another person's is flat out crazy. Social media is the "highlight reel" of people's lives. Most people don't post their struggles, challenges and problems. There is no secret to success other than good old-fashioned hard work. If you are ready to make 2021 your comeback year, roll up your sleeves, create clarity on what you want, and take massive action. Sending positive vibes and thoughts to you all! The Swarm BY DAWNE RICHARDS LIVING IN A WILDLIFE SANCTUARY LIKE POMPANO BEACH (WINK WINK) IS EXCITING. FROZEN IGUANAS! FERAL CATS! AND MY NEW PERSONAL FAVORITE, SWARMING BEES. Early one recent morning, my phone rang. It was my next-door neighbor (Neighbor #1); I was slightly irritated by the predawn call. “Don’t go outside!” he warned. “What now?” I thought. Frozen iguanas? Feral cats gone wild? SWAT teams? No. It was bees. My phone dinged with a text message from another neighbor (Neighbor #2) to our group text. "Good morning all. A portion of the beehive got knocked down [during the storm] and is in the driveway. There are bees everywhere." If I’d ever wanted to throw the covers over my head and stay in bed for the day, today was it. Neighbor #1 sent another text to the group; this one was even more festive: "I just checked. They're agitated and will attack. Dawne, don't try to go out to your car. I can't get close enough to identify them for sure, but I think they are yellow jackets. The strong winds are keeping them riled up.” I thought, “Same, bees, same. I’m now pretty riled up too,” particularly because I’m allergic to bee stings. Neighbor #3 then chimed in. “There are now also a few bees in the backyard.” All I could think was, "OMG, they are coming for me!" Neighbor #1 called again. “Do you need to go anywhere today? Because if you do, just let me know and I’ll drive you.” Despite this lovely offer, I began

wondering how I’d even make it safely to his car, given that the bees were now surrounding us from the front yard and the rear yard; we were fighting our own personal Battle of the Bees. A few days earlier, we had noticed the ginormous hive, and were in the process of finding someone to relocate it because, my allergy aside, I understand the important role bees play in our environment. But now, well, we just needed them gone. Thanks to some quick work on the part of our property management company, an expert was found and showed up within the hour. They definitively identified the bees as honeybees, not yellow jackets. "Do honeybees sting?" I asked, hopefully. Answer: yes, if they’re agitated. And having your home knocked down in a storm would, I imagine, make you pretty agitated. Not as agitated as I was, though! Locked in my house, I awaited word that the Swarm of the Bees was over, and it was safe to come out. Side note: In case you haven’t seen me around town, I drive a yellow convertible. The jokes just wrote themselves all day. And no, I’m not painting the car a less beelike shade like, say, purple. After we got the all-clear, our group text continued. And yes, we felt terrible about the honeybees, but it’s humor that gets us through the day: Neighbor #3: “Did they leave us any honey?” [Answer: no.] Neighbor #1: “Does this take care of the Honey Do list?” [Answer: maybee.] Y

Tensions Build over Concentration of Affordable Housing PROPOSED MORATORIUM COULD BLOCK HIGHLAND OAKS PROJECT, AND BRING LAWSUIT AGAINST THE CITY BY MARIE PULEO

roward County recently approved $26 million in financing for Highland Oaks, a new affordable housing community proposed to be built in Pompano Beach. However, the project could be blocked by a temporary moratorium the City wants to impose on the construction of affordable housing developments. The developer says that could result in legal action being taken against the City. City officials are concerned about the clustering of affordable housing projects in low-income areas in Pompano Beach. The moratorium, which would be for six months, would give the City time to “evaluate and adopt housing deconcentration policies and regulations.” Last month, the City Commission approved the moratorium on first reading in a 4:2 vote. “I know there is a tremendous need throughout the county and the southeast region for affordable housing, but to have it concentrated in one community or one city I don’t think is a good idea,” said Pompano Beach Mayor Rex Hardin. Hardin said the amount of affordable housing in Pompano Beach far exceeds what some other municipalities in the county are offering. In 2016, the City hired the Lambert Advisory Group to evaluate the city’s market rate and affordable housing

markets. The concern raised by the Lambert study was that the city has a concentration of low-income housing in certain areas, which has a negative impact on families and neighborhoods. Last year, the U.S. Department of Housing and Urban Development (HUD) did a survey of where affordable housing is currently located in Pompano Beach and found that it’s clustered in low-income and high minority areas. Hardin noted that most of the affordable housing projects in Pompano Beach are in the northwest and southwest communities. HUD requires a balanced approach to the location of affordable housing, meaning low-income persons should be able to reside in high opportunity areas. The City has already taken some actions to address this, specifically in its Comprehensive Plan, which has a policy for deconcentration of poverty.
The Highland Oaks project consists of 138 rental townhomes that would be built on a 10.75-acre site at 921 NW Third Avenue, just east of Blanche Ely High School. Coral Rock Development Group and the Paragon Group of Florida, both based in Coral Gables, are behind the $30 million project. The Highland Oaks townhomes would be adjacent to another affordable housing development, called Sonata Apartments, which is currently going through the city’s permitting process. Sonata Apartments consists of 121 rental units that will be built on the west side of North Dixie Highway at NW Eighth Street. Both project sites are within the city’s Northwest Community Redevelopment Agency (CRA) district. Like Sonata Apartments, the Highland Oaks townhomes would be for individuals and families with incomes at or below 60% of the area median gross income for Broward County, as published by HUD. Pompano Beach Living, LLC may
have vested rights that would exempt the Highland Oaks project from the moratorium, but that would need to be determined by the City. The City Commission is scheduled to cast its final vote on the moratorium at the second reading on Jan. 26. Commissioner Beverly Perkins of District 4, where the Highland Oaks townhomes would be located, voted against the moratorium on first reading, as did Commissioner Cyndy Floyd of District 5.
