New Coffee House and Salt Life Store are Coming to Pompano Beach Fishing Village Two new businesses are coming to the Pompano Beach Fishing Village – a full-service coffee house called How You Brewin Coffee Company, and a Salt Life retail store. The businesses recently signed leases for the retail space on the ground floor of the Pier Parking Garage, which is just west of the Fisher Family Pier.

“We’re excited to have Salt Life join the Fishing Village,” said Hernandez. “We have plenty of restaurants there, so we’re happy to add another retailer.”

Founded in 2004, How You Brewin Coffee Company is based in New Jersey, with two locations on Long Beach Island that are owned and operated by husband-and-wife team Dan and Lori Malay. Dan and Lori will have partners for their new location — longtime friends who reside in Pompano Beach.

How You Brewin will serve a full line of traditional coffee house beverages. Additionally, there will be a viewable space dedicated to the production of their signature cold brew “to give the coffee house a bit of a microbrewery feel.” The coffee house will also offer pastries,

The Salt Life retail store in the Pompano Fishing Village will offer apparel for the beach, fishing, surfing and diving, with lines for men, women and children. In addition to performance gear, the store will have an inventory of sunglasses, hats and other accessories.

The Salt Life lifestyle brand was founded in 2003 by four avid watermen from Jacksonville Beach, Florida. The brand originated as a decal of the Salt Life logo, over two million of which have been sold.

Salt Life currently owns and operates 20 retail stores nationwide, mostly in Florida and the southeastern U.S. The company’s branded goods are also sold in retailers throughout the country.

The new retail store in Pompano Beach is expected to open by the end of this year. It will feature a sleek

Baresco, a Mexican restaurant currently under construction at 225 N. Pompano Beach Blvd. in the Pompano Beach Fishing Village, is expected to open at the end of this year or the beginning of next year, said Hernandez.

Habitat For Humanity Partners with Pompano Beach to Transform Lives in Collier City Habitat for Humanity of Broward, in partnership with the Pompano Beach Community Redevelopment Agency (CRA) and the City of Pompano Beach, recently celebrated the dedication of 12 new singlefamily, affordable homes in the Collier City neighborhood of Pompano Beach.

The new homes, sponsored by longtime Habitat for Humanity of Broward supporter JM Family Enterprises, are the result of a master plan initiated by the Pompano Beach CRA for the revitalization of the area, which includes removing blighted vacant lots, reducing crime and delivering an affordable home ownership opportunity to the community. Nine of the 12 lots that the homes were built on were donated to Habitat for Humanity of Broward by the Pompano Beach CRA. Habitat purchased three other lots privately.

The City provided $200,000 to offset construction costs and helped the new homeowners with down payment assistance.

The City’s recent revitalization efforts in Collier City also include infrastructure and streetscape improvements, street lighting upgrades, enhanced landscaping, and the building of a new Broward Sheriff’s Office substation at the southwest corner of NW 27th Avenue and NW Fourth Court. As part of its G.O. Bond program, the City is also spending over $10 million to upgrade McNair Park, which includes a new community center.

According to Nguyen Tran, director of the Pompano Beach CRA, the 12 lots where the new homes were built sat vacant for years and were never developed because they

were in a Community Business (B-2) zoning district. This zoning allows for multi-family or commercial projects, but not single-family homes, even though the size of the lots was best-suited for single-family homes.

The City and CRA thought about changing the zoning designation of the district, but decided that wasn’t possible because the land was more valuable with a B-2 zoning, and changing it would take away the landowners’ commercial rights.

Instead, several years ago, the City came up with a plan to amend the zoning code and allow singlefamily homes within the B-2 zoning district.

“It worked and we didn’t take away any rights,” said Tran.

Nancy Robin, CEO and Executive Director of Habitat for Humanity of Broward, said the City of Pompano Beach has been strategic and progressive in terms of affordable housing.

“The CRA and the City actually took on all the zoning changes to create affordable housing,” said

Robin. “Now, all the cities want to do that because we’re in a crisis. At the time, Pompano did it because it was the right thing to do.”

The twelve families were given the keys to their new homes, which are along NW 27th Avenue, in June.

City officials and staff from Habitat for Humanity of Broward and JM Family Enterprises were on hand to help celebrate the milestone, along with volunteers who helped build the homes.

Commissioner Cyndy Floyd of District 5, where Collier City is located, said: “There’s no other feeling like becoming a homeowner.

This will be one of the best days of your life. You will never forget it.”

The homeowners participated in the building of their homes, putting in 300 hours of “sweat equity.”

Brent Burns, president and chief executive officer of JM Family Enterprises, said: “We know that home ownership is probably the most transformative investment that anybody can make. It truly does change the trajectory of peoples’ lives.” Y

Live! Resorts Pompano: Topgolf Venue, Retail Center with Publix are Approved

Two components of the Live! Resorts Pompano project received site plan approval from the Planning and Zoning Board in June – a Topgolf sports entertainment venue and a retail center that includes a Publix.

Live! Resorts Pompano is being developed on the 223-acre Isle Casino Pompano Park property, located on the southeast corner of Powerline Road and SW Third Street (Racetrack Road). The large-scale mixed-use project includes entertainment, retail, dining, hotel, residential,

office and logistics elements. The master developer of the project – the Baltimore-based Cordish Companies – has already developed Live! facilities in other cities throughout the United States.

The one-story, 55,000-square-foot Publix will occupy a currently vacant 20.6-acre site on the Isle Casino property’s northwest corner, along with 10 additional one-story standalone multi-tenant retail buildings, for a total of 154,494 gross retail square footage.

The Publix will be a contemporary prototype store. It will have an attached liquor store, as well as a pharmacy with a drive-through window. A 10,913-square-foot space at the south end of the Publix building will be occupied by retail stores.

The Topgolf facility will occupy an approximately 11-acre vacant site on the southeast corner of Racetrack Road and SW 23rd Ave (Lucky Lane), north of the existing casino building.

The Topgolf venue will feature a state-of-the-art three-level building that includes 102 climate-controlled partially-enclosed hitting bays for year-round play, a full-service restaurant and bar, entertainment and event space, outdoor seating and dining areas, and a roof terrace.

The hitting bays will overlook an outfield golf driving range where players of all ages and skill levels will take aim at giant dartboardlike targets using micro-chipped golf balls that score themselves, providing instant feedback on each shot’s accuracy and distance.

The outfield will be surrounded by 170-foot-high netting. According to the developer, Topgolf outfields always face north so the sun doesn’t enter directly into the building and get into patrons’ eyes.

The approximately 64,000-square-foot Topgolf facility will be constructed by ARCO/ Murray, a national design-build contractor with an office in Fort Lauderdale. Topgolf is a global sports entertainment company headquartered in Dallas, Texas.

The Isle Casino Pompano Park, owned and operated by Caesars Entertainment, is currently being rebranded as Harrah’s Pompano Beach. Live! Resorts Pompano will complement and encompass the existing casino facility, which is being expanded and renovated.

Farewell Festival Flea Market VENDORS HAVE “AT LEAST ONE YEAR” BEFORE THEY HAVE TO MOVE OUT The Festival Flea Market, located at 2900 W. Sample Road in Pompano Beach, is on its way to being demolished and replaced by an industrial warehouse.

Atlanta-based IDI Logistics is purchasing the Festival Flea Market site from owner Yoram Izhak, of North Miami-based investment firm IMC Equity Group, and will be developing the warehouse.

The flea market’s approximately 200 vendors will have at least one year before they have to vacate the premises, Dennis Mele, the attorney representing IDI Logistics, told the City Commission in June.

The City Commission approved a request from the developer to change the land use designation of the 27.3-gross-acre flea market property from commercial to industrial, and to rezone the property from business to industrial.

The area surrounding the Festival Flea Market site is developed with commercial and industrial uses, and not residential. Across Sample Road is the Waste Management landfill, and to the west is Florida’s Turnpike.

Per the site plan, the industrial warehouse facility will consist of one 412,347-square-foot building and one 58,962-square-foot building.

According to information presented by Mele, the warehouse facility will have approximately 200 employees, and will generate $907,812 in property tax revenue for the city, versus $84,141 currently generated by the Festival Flea Market.

The rezoning application submitted to the City by IDI Logistics states that the trend towards online shopping, which was magnified due to the

located south of the Festival Flea Market, off Blount Road.

Mele said IDI Logistics doesn’t yet know who the tenant, or tenants, of the new warehouse will be, but they will be working to get tenants similar to the ones in their three other locations, which are “typical warehouse distribution-type tenants.” He said the developer will work with the community to try to get local businesses that will hire

COVID-19 pandemic, has reduced the need for brick-and-mortar stores and increased the demand for industrial warehouse space.

The Festival Flea Market property is an ideal location for the industrial warehouse because it is on a major east-west thoroughfare that provides access to Florida’s Turnpike, I-95 and the Sawgrass Expressway, according to the rezoning application.

“This access will increase the efficiency and speed of delivery of goods to customers and also provides efficiency in delivery of goods to businesses located in the proposed industrial warehouse space,” said the application.

The industrial warehouse to be built on the Festival Flea Market site is IDI Logistics’ fourth project in Pompano Beach. The others are Rock Lake Business Center, Pompano II Business Center, and Pompano M Business Center – all

A number of Festival Flea Market vendors, some who have been there for over 20 years, have voiced concern about losing their businesses, and about the approximately 1000 employees who will lose their jobs.

Harrison said City staff was checking to see whether some of the federal funds received as a result of COVID-19 and the economic downturn could be used to help the vendors with costs for relocation, improvements to a new location, or first and last months’ rent deposits.

One Festival Flea Market vendor who attended the commission meeting said the Festival Flea Market is a destination, even though there are individual businesses.

“You can’t take individual businesses and try to make them work by opening up another store somewhere else,” said the vendor.

“We need some kind of answers with regards to keeping us as a destination. That’s basically the important part.”

Pompano Beach Mayor Rex Hardin said that he had received e-mails and understands the

concerns of the business owners, and thanked the city manager and staff for looking into options for them, “but it comes down to a private property owner, and people can make changes to their properties.”

“I wish everyone success in their endeavors,” said Hardin. “And yes, things do change.”

Built in 1986, the approximately 382,000-square-foot indoor flea market (also called the Festival Marketplace in recent years) was acquired by IMC Equity Group in 2018 for $25 million. IMC Equity Group submitted a site plan application to the City in 2019 for redevelopment of a surplus parking area at the northeast corner of the Festival Flea Market site.

The plans included adding a new one-story 25,500-square-foot building for restaurant and retail use, a RaceTrac gas station and convenience store, and a 1-acre pad area suitable for a drive-through business.

The northeast corner of the site is not being sold to IDI Logistics,

and the proposed RaceTrac gas station and convenience store, which received site plan approval in 2019, will still be developed, as well as a Take 5 drive-through oil change business (pending site plan approval), according to Mele.

In 2019, IMC Equity Group also had separate plans to add a 10,000-square-foot entertainment space for kids inside the existing flea market building that would have included interactive video games and a room for holding parties.

There were also plans to convert a 10-acre parking area located south of the existing flea market building into multi-tenant warehouses.

At the time, Carlos Segrera, chief investment officer of IMC Equity Group, said the objective was to “enhance the excess land that we have,” and maximize the economic viability of the property.

New Ordinance Bans Smoking at City’s Beaches and Public Parks Pompano Beach has a new ordinance that prohibits smoking on its beaches and in any public park located within the city. The City Commission, at its June 28 meeting, adopted the ordinance, which took effect July 1.

During the 2022 legislative session, the Florida Legislature adopted House Bill 105, which has been approved by the governor, and which amended Florida law to specifically authorize counties and municipalities to regulate smoking at their parks and beaches.

The statute specifically exempts the smoking of unfiltered cigars from this prohibition.

In Pompano Beach, violation of the ordinance will be a civil infraction, enforceable by the city’s Park Rangers, and a citation will be issued for a fine. Nosmoking signs have been installed at the appropriate locations.

Mayor Rex Hardin said that members of the Parks and Recreation Advisory Board will be happy about the new rule because they had been requesting it for many years. The city attorney looked into it numerous times, but it was the State that held back on the release of such a bill.

Hardin said that once the state law was passed and it looked like the

governor was going to sign it, he asked the city attorney to move forward with the new ordinance. Hardin thanked the Parks and Recreation Advisory Board for its steadfast support of the issue throughout the years.

Commissioner Andrea McGee said she is excited from an environmental standpoint because whenever she and volunteers do beach cleanups, cigarette butts are one of the top litter items, and the filters do not disintegrate.

“I think our beaches will be more clean and more beautiful because of it,” said McGee. Y

A Tribute to Longtime Pompano Beach Resident Don Downie HE WORKED TO PRESERVE THE HISTORY OF THE CITY HE LOVED When Don Downie, a nearly lifelong resident of Pompano, died on April 22, 2022 at the age of 88, the city lost a true champion of historic preservation.

“He had a unique passion for Pompano Beach history, and throughout his life he worked tirelessly to preserve it,” said Jerry Bowman, chairman of the Pompano Beach Historic Preservation Committee. “His many contributions will live on.”

Downie witnessed Pompano transform from a small farming town with dirt roads and pine tree forest into the diverse and culturally rich City of Pompano Beach, said Bowman, who was Downie’s acrossthe-street neighbor in Old Pompano for 30 years.

Downie moved to Pompano from Miami with his parents in 1939, when he was five years old. They

stayed at the Bailey Hotel on NE 1st Street (now Bailey Contemporary Arts Center). His earliest memory was of his father holding him up to the second-story window of the Bailey Hotel to watch the FEC freight train pass through downtown. The family later moved into a Kester Cottage on Atlantic Boulevard.

Downie attended Pompano’s first schools and graduated from Pompano Beach High School in 1952 as an original “Beanpicker,” as the students were then known.

He later went on to dedicate much of his writing to his Beanpicker graduating class, and organized many class reunions over the years.

After serving in the army and attending Florida State University, he returned to Pompano and worked at the city’s original post office, located where the cultural center now sits. Downie’s father was a

small businessman and in 1946 opened what later became Downie Jewelers, located at 2701 E. Atlantic Boulevard. Downie and his wife Rose purchased the family business in 1972 and operated it until they retired in 1997. Many residents remember it as the “go-to place” to buy gifts for special occasions, said Bowman.

Downie enjoyed restoring antique automobiles. He owned a green 1936 Ford pickup truck that formerly belonged to a local contractor named Lyn B. Sanders. Downie, who had admired the truck in his youth, spent about seven years carefully restoring it, even putting the contractor’s name on the doors, to preserve one of his memories of Pompano history. He would drive his trademark truck to Pompano’s Green Market on Saturdays, where it would be on display. The pickup was also often seen at local car shows and in city parades.

Downie took on the project of developing a detailed historical map locating the families, businesses and places in Old Pompano in

the early decades the way he and many people he consulted with remembered them. He worked on the map in his home workshop for several years. This map is now permanently displayed on a wall in the Commission Chamber building adjacent to City Hall. In addition, a copy of the map hangs in one of the Kester Cottages located in Founders Park.

After the map was completed, Lamar Fisher, former Pompano Beach Mayor and current Broward County Vice Mayor, proclaimed March 23, 2010 “Don Downie Day,” in recognition of his accomplishments.

Downie is credited with collecting and preserving several historic artifacts over the years, including a 1927 street light from Pompano’s old downtown, which he placed in the front yard of his home in Old Pompano, where he and his wife Rose lived with their daughters Ellen and Sheila. Several years ago, Downie and his wife donated the street light to the Pompano Beach Historical Society, and it now stands in Founders Park.

One of Downie’s proudest accomplishments was fulfilling his vision of erecting a monument to honor the pioneers of Pompano, an idea he conceived in the mid-1990s.

He almost single-handedly raised enough funds to construct a granite obelisk memorial with the names of the families that had arrived in Pompano prior to 1921 listed on the base. The 20-foot-high monument, as well as six granite benches, are located in front of the Emma Lou Olson Civic Center on NE Sixth Street. In 1999, as many as five hundred people attended the dedication ceremonies, most of them pioneers and their descendants, according to Pompano’s current honorary historian Dan Hobby.

Downie was a founding member of the Pompano Beach Historical

participated in for over 20 years, and which still exists.

Downie contributed to a book entitled, “Tale of a City,” telling the story of Pompano from 18961970. He then wrote a series of essays entitled, “As I Ride My Bike,” about the people and places he remembered as a child growing up in the city he loved. He also collaborated on walking tours of Pompano’s old downtown with the late Bud Garner, the city’s former historian. Downie’s writings are on file with the Pompano Beach Historical Society.

Society. He took a role on the Board of Directors in 1990, and actively served on the board in various capacities for the next 20 years.

Downie was a Pompano Jaycee, a member of the Exchange Club, and a longtime member of the Pompano Beach Elks Lodge. In addition, he served on the Pompano Beach Recreation Advisory Board for over 12 years.

In the 1970s, he focused on sponsoring and managing numerous girls’ softball teams, which his daughters Ellen and Sheila participated in. In his early 50s, he started a men’s “Over the Hill” softball league, which he

held in his honor at the SampleMcDougald House.

Pompano Beach Mayor Rex Hardin read a proclamation paying tribute to Downie for “his valuable service and dedication to our community.”

“His love for Pompano Beach cannot be disputed,” said Hardin.

“It is evident by the many years he devoted to developing and preserving its history. He will never be forgotten.”

It Dawned on Me

Butterflies!

THIS MONTH, I DECIDED TO WRITE ABOUT BUTTERFLIES. IF YOU’RE WONDERING WHY, THE ANSWER IS… BECAUSE. I know nothing about August in Florida has anything to do with butterflies. I could be wrong; it’s happened once before, maybe in 1970.

Anyway! As I write this, I’ve just seen a new species (new to me, anyway) of butterflies on one of my plants. For the curious, I think it’s a gulf fritillary, and it’s stunning. I’m lucky enough to see a fair number of monarch butterflies, but this was my first gulf fritillary.

It’s pretty exciting.

A while back, I tried my hand at butterfly gardening. My attempt had absolutely nothing to do with the sudden and tragic loss of my husband (Freud? Freud? Are you there?).

Actually, I’m sure it did. I needed something hopeful and lifeaffirming.

As usual, I threw myself into butterfly gardening after months of careful study. Nope. That is precisely not what I did. I likely spent five minutes “studying” the subject, visited a local plant nursery, bought a bunch of milkweed, and hoped for the best.

Incredibly, within a few short weeks, the plants were awash in monarch caterpillars. The neighbors and I were all fascinated by the fact that they simply show up, seemingly out of nowhere.

We watched them grow, make cocoons, and then emerge.

Occasionally, there were some terrible “circle of life” moments (thank you, lizards), but that’s all part of the deal, right?

Anyway, a couple of years ago, I moved to a place on the water.

I had no idea whether the plants would survive or the monarchs would find us. But find us they did!

If you couldn’t tell, this is my typical M.O. I call it my “bumble along and hope for the best” approach to life. And so far, for the most part, that’s worked out reasonably well for me. I can be

somewhat impulsive and quite risk-tolerant. Partly because I believe that most people are good and there’s always someone who will help you.

Even the guy at the garden center who, when I asked him what was wrong with my mint, shrugged and said, “Mint’s fussy.” Noted!

I now pay special attention to my fussy mint, which worked out well too.

Anyway, I digress. Did I, though? I feel like butterfly gardening on a wing and prayer (see what I did there?), planting fussy mint, bumbling along, and counting on the goodness of most folks provide me with incredible experiences and hopeful moments.

Spotting that gulf fritillary was one such moment. To me, that’s one of the pleasures of life — the knowledge that, at any moment, even and especially when you least expect it, something rare and beautiful might show up.

Enough of that! I’ll be back to my regularly scheduled curmudgeonly self next month. Until then, plant some milkweed.

Or some mint. You never know what might happen. Y

he project to create a new traffic pattern and streetscape improvements on the Atlantic Boulevard/Dixie Highway corridor is slated to start construction this fall. The project received overwhelming support from the Pompano Beach City Commission at its meeting on June 28. The Commission voted 6:0 to approve a Guaranteed Maximum Price (GMP) of $45.6 million for the three-year project.

“It’s an important date in Pompano Beach’s future,” said a city official. “It will set the stage for development in that area of the city for the next two decades.”

The City Commission Chamber was full of people wearing white shirts to show their support for the project. The atmosphere was in contrast to previous meetings where a number of residents, as well as the commissioners, expressed their dissatisfaction with the traffic pattern that was rolled out last October as a pilot program. The proposed traffic pattern caused significant traffic congestion. The critical problem was westbound traffic on Atlantic Boulevard from Cypress Road to Dixie Highway during the afternoon peak period.

Over the months, the city’s consultants — Paul Kissinger of Kissinger Design and traffic engineer Joaquin Vargas — worked to improve the traffic flow by adjusting the traffic pattern and traffic signalization, and collecting data.

“It took time to get it right,” said Pompano Beach Mayor Rex Hardin at the city commission meeting.

“During many commission hearings, we were listening to you and doing some additional fine tunings,” Vargas told the Commission.

“We finally got to where we wanted to go.”

The transformation of the Atlantic Boulevard and Dixie Highway corridor (which includes the intersection itself, as well as the north-south and east-west approaches) is the first step of the city’s plan to create a new pedestrianfriendly urban downtown, which will be the future economic engine of Pompano Beach.

The redesigned Atlantic Boulevard/Dixie Highway corridor aims to create a gateway to the city, improve safety for all modes of transportation, increase connectivity, eliminate blight and serve as a catalyst for attracting private development to the area. The intersection will include wider sidewalks and medians, newly defined crosswalks and landscape buffers between cars, pedestrians and cyclists.

According to the latest travel-time studies, the new traffic pattern will add approximately two minutes for westbound traffic on Atlantic Boulevard during afternoon rush hour (4pm6pm), and approximately 30 seconds westbound at the other hours of the day. It creates no increase in time for the eastbound commute.

“I think we’ll have a much safer roadway with minimal delay to the traveling motorist,” said Vargas.

Vargas outlined the main components of the optimized final plans. Presenting a drone video of

traffic circulation on Atlantic Boulevard, Vargas noted that currently, two westbound throughlanes run from A1A, across Federal Highway, and up to NE Fourth Avenue. The configuration of two westbound through-lanes will be continued from just east of Cypress Road all the way to NW Sixth Avenue, only eliminating one through-lane on westbound Atlantic Boulevard for eight blocks.

In the final plans, the timing of traffic lights was optimized, and the intersection at Atlantic Boulevard and NE/SW First Avenue was reduced to right turns only, with no north-south movement.

The left-turn lanes on westbound Atlantic Boulevard to go south on Cypress Road, and to go south on Dixie Highway, were lengthened to keep cars from blocking through-traffic.

Eight lanes were tested during the test phase of the project, which caused traffic congestion.

Almost all of the lanes have been restored in the optimized plan. During the test period, plastic delineator posts were installed to establish the proposed traffic pattern. Vargas emphasized that the previous design with the delineator posts is not coming back, and drivers will not experience any of “the painful periods” like at the height of the test phase when multiple lanes were out of service.

ATLANTIC BOULEVARD/DIXIE HIGHWAY CORRIDOR – IMPROVING ROAD SAFETY

Vargas said the Atlantic Boulevard/Dixie Highway project will reduce speeding and create a safer environment for motorists and pedestrians.

Vargas presented data from the Florida Department of Transportation (FDOT) documenting the number of crashes over the past three years on Atlantic Boulevard from NW Sixth Avenue to NE Seventh Avenue (122 crashes in 2021).

Based on safety levels established by FDOT, this section of Atlantic Boulevard has five times more accidents than the acceptable standard for similar roads across the state of Florida, said Vargas.

Information provided by the Broward Sheriff’s Office Pompano Beach District indicated a high concentration of crashes between Cypress Road and Dixie Highway, particularly violent crashes.

Vargas also presented a video that showed a group of children crossing the Atlantic Boulevard/ Dixie Highway intersection to get to school with the help of a crossing guard. He said the changes that are planned for the intersection will make it safer for the children to cross.

CHANGING THE CHARACTER OF THE CORRIDOR

Paul Kissinger, whose expertise is in planning, landscape architecture and urban design, told the commission that the urban design component is what will change the character of the Atlantic Boulevard/ Dixie Highway corridor and set the stage for the redevelopment of the city’s northwest sector.

Kissinger compared the redevelopment of the downtown area to the successful redevelopment of the city’s beachside, in which he was involved.

The beachside redevelopment began with the city’s investment in changing the character of Pompano Beach Boulevard and making other infrastructure improvements that were pivotal in attracting private sector development.

“The streetscape project is such an important thing to kind of get this pushed forward,” he said.

Kissinger explained that the plans for the Atlantic Boulevard/Dixie Highway project started many years ago, and take into account the planned growth of the city. He also said that the City and the Pompano Beach Community Redevelopment Agency (CRA) own 60% of the land in the downtown redevelopment area, and “no one is getting kicked out during this redevelopment process.”

THE NEW DOWNTOWN

“This roadway improvement project is really the city commission making a decision to invest once again in our public assets,” said Assistant City Manager Suzette Sibble at the commission meeting. “By doing that, we’re creating a catalyst for redevelopment.”

The project is a joint initiative of the city and the Pompano Beach CRA. The downtown area lies at the intersection of Atlantic Boulevard and Dixie Highway and is within the Northwest CRA district. It includes the existing Pompano Beach City Hall site, which is planned for redevelopment.

The objective is to relocate city hall west of Dixie Highway in that sector of the new downtown.

The Pompano Beach Cultural Center and Old Town will be part of the new downtown. The area that lies between Atlantic Boulevard and MLK Boulevard, from Dixie Highway to I-95, is envisioned to undergo significant transformation, with new residential units, office space, retail, restaurants and hotel rooms. In this area, projects already completed include the Historic Ali Cultural Arts Center, City Vista apartments and co-working space, and streetscape improvements on MLK Boulevard; the redevelopment of Annie

Adderly Gillis Park is nearing completion.

Old Town already includes the Bailey Contemporary Arts (BaCA) Center, Odd Breed Wild Ales, a successful microbrewery, and Fire Fountain Plaza. Projects currently under construction in Old Town include Old Town Square, a multi-family, mixed-use development; South SMP Bar & Kitchen, a contemporary southern restaurant; and The Backyard, a pedestrian and dining plaza. Papamigos, an Asian-Mexican fusion gastro pub, will be under construction soon, and other restaurants, including the Wash House, are being planned for Old Town.

The Atlantic Boulevard/Dixie Highway improvement project is intended to create interactivity and synergy between the four quadrants of the downtown.

“It’s really the experience,” said Sibble.

“We want people to be able to traverse between all of these amenities.”

“It’s a vision that we’ve all been working towards for the past decade,” Sibble continued. “There have been studies, meetings, we’ve laid the framework, and we’re finally ready to realize the vision.”

Sibble noted that private sector investment in the new downtown will create jobs for Pompano Beach residents and expand the city’s tax base, which “helps to keep taxes low for all our existing residents going forward.”

The city and CRA issued a bid in early June seeking a master developer for the new downtown. The development proposals are due at the end of August.

NEXT STEPS

The Atlantic Boulevard/Dixie Highway makeover is part of the Pompano Beach G.O. Bond project to upgrade the Dixie Highway corridor from McNab Road to Sample Road, which was approved by voters in 2018.

Whiting-Turner is the contractor that will be overseeing the construction of the Atlantic Boulevard/Dixie Highway project. The work is expected to begin this fall and be completed in September 2025, according to Horacio Danovich, the city’s consultant on its G.O. Bond projects.

The project entails construction on Dixie Highway from SW Third Street to NE 10th Street, and on Atlantic Boulevard, from a point just west of NW Sixth Avenue to a point just east of Cypress Road.

Danovich told the commission the project will be sequenced to help minimize the impacts. One of the project’s major

components will be the maintenance of traffic, which Whiting-Turner will manage.

Whiting-Turner recently completed upgrades on Dixie Highway from McNab Road to SW Third Street, which was the first phase of the Dixie Highway G.O. Bond project. The final phase will be the section of Dixie Highway from NE 10th Street to Sample Road.

Money for the Atlantic Boulevard/Dixie Highway improvements will come from the city’s G.O. Bond ($11.3 million), the Pompano Beach CRA ($17.3 million), the Broward County Penny for Transportation Surtax fund ($13.9 million), Florida Department of Transportation funds ($2.4 million) and Tree Canopy Funds ($ 684,314).

Danovich confirmed that at least eight Pompano Beach businesses will be participating in the project as part of Whiting-Turner’s team.

Florida Power & Light (FPL) will be converting existing light fixtures to the new LED lighting that is being adopted throughout the city; improvements to the railroad tracks at the Atlantic Boulevard/Dixie Highway intersection will be made by the Florida East Coast Railway.

THE POLICE CHIEF WEIGHS IN

Major Wayne Adkins, chief of police for Pompano Beach, spoke during the public input portion of the city commission meeting.

“Whenever you can effectively reduce traffic lanes, but yet provide smooth travel for the public, I’m all for it,” said Adkins, whose background in law enforcement has focused on traffic management, traffic enforcement and traffic homicide investigation.

Adkins noted that following the recent improvements on Dixie Highway from McNab Road to SW Third Street, where it has gone from three lanes to two with additional landscaping, there has been a significant decrease in crashes and the severity of crashes.

“You’ve used the landscaping to visually and aesthetically slow drivers down, but yet the traffic still moves smoothly, so I envision that to be the same case on Atlantic Boulevard,” said Adkins. “I’m definitely encouraged with what I see, and I’m looking forward to continuing working with the project.”

During the public input period, Tom DiGiorgio, chairman of the Pompano Beach Economic Development Council, said the initiative for the Atlantic Boulevard/Dixie Highway project has been in the works for over 20 years.

“This is the heart of our downtown,” said DiGiorgio. “If we can get this right, if we can do this properly — and it starts with this intersection — we are on to something amazing.”

THE COMMISSION VOICES ITS SUPPORT

The city commission was unanimous in its support of the Atlantic Boulevard/Dixie Highway project and confirmed its approval of the $45.6 million guaranteed maximum price for the construction costs in a second vote at its July 12 meeting.

At the June 28 meeting, Commissioner Cyndy Floyd, who was initially not in favor of the project, said: “You heard our complaints, you made the necessary changes, as you told me you would, and for that, my answer has changed tonight.”

Commissioner Tom McMahon said the project

team and city staff “did an incredible job of turning this project around, optimizing it to the best possible plan…They knew none of us up here were going to accept the original plan.”

Commissioner Andrea McGee thanked staff and “everyone who came out here tonight, who’ve followed along, seen the changes we’ve made, and also, obviously believe in this amazing project for Pompano.”

Commissioner Rhonda Eaton said she was on board with the project because “I know what this type of civic infrastructure creates for a community.” She said she was looking forward to seeing the transformation of the Atlantic Boulevard/Dixie Highway area.

Vice Mayor Beverly Perkins said: “I’m very pleased with the turn-around on this project because it was not looking good a few months ago. I’m really appreciative of staff and all that you’ve done.”

Mayor Rex Hardin thanked the residents at the meeting in white shirts showing their support for the project. He also thanked the residents who weren’t in the audience but who attended “some of our heated meetings” and “just absolutely would not tolerate what we had going on.”

“They pushed us to do better, and we pushed our team to do better,” said Hardin. “It’s been a group process to get here. And It’s all about doing the best we can for our city.”

Hardin said the project will lead to the development of the city’s northwest sector, and “fantastic benefits” for the residents and business owners there.

“It’s going to make such a tremendous difference, and it’s long overdue,” said Hardin. Y
