SERVE Sheriff Patrick Withrow Takes Office BY JO ANN KIRBY

N

ewly-sworn San Joaquin County Sheriff Patrick Withrow took the helm January 7 after winning the June 5, 2018 election and is ready to implement his vision.   “I’m really excited about working for the people of San Joaquin County and making it the safest place in California, a place where people want to raise their families and where businesses want to bring jobs,” he said. His goals include being proactive in preventing crime so that residents feel secure in their homes and neighborhoods.   “We are changing the number of patrol teams and the number of officers in each team,” he said, adding that he will make it a priority to get unfilled positions staffed so there are more deputies on the street. “You’ll see our officers getting to know the people on their beat and being able to recognize when somebody doesn’t belong there. This will make an immediate impact.”   He also has plans for the addition of agriculture gang narcotics enforcement team with the mission of targeting people who vandalize

and steal from farmers. Withrow has 28 years of experience with the San Joaquin County Sheriff’s Office.    “I love every minute of it,” he said. “I think it’s the best job in the world. We get to go out and help people and protect people. I want to celebrate and support our fantastic employees. We’re going to be doing a lot to teach the public about the work we are doing.”   Sheriff Withrow’s resume includes being a K9 officer, SWAT Officer, and sergeant. Several years ago, he retired after his first unsuccessful run for sheriff. But he didn’t let the defeat stop him.   “So many people had invested their time and money in me,” he said. He regrouped and focused his message on targeting those voters who consistently go to the polls. It worked and he won with more than 58 percent of the vote.    He has been married for 27 years to his wife Kathleen, a nurse, whom he met on a blind date. They live in Escalon and have three children: Kelsey, Jacquelyn, and Zachary, all college graduates. He and his wife enjoy camping and riding their 2004 Vulcan motorcycle. But for now, he has some important work waiting for him. “I’m going to be a very active sheriff, out and about in the community,” he said.

n 1979, Diane Phillips opened D.A.D.’s Hot Dogs, originally named Dok Shoons at the time. Diane and her business partner Denise are the names and faces of D.A.D.’s (Diane and Denise) Hot Dogs. Celebrating now 40 years later, Diane proclaims that “to make a business work you need a great product, a great location, great customer service and great customers. I am happy to say we have all those things”.    What separates D.A.D.’s Hot Dogs from others, are the quality ingredients that go into the hot dogs. These gourmet hot dogs are custom made from the bay area

with half the fat and fewer preservatives than any other hot dog found at the grocery store. This is why Diane still eats her favorite chili dogs and takes some home to her 86-year-old father to this day.    D.A.D.’s Hot Dogs is a small business that thrives off customer service. “This job is fun because I like talking to people [and] being small is actually good because you get to be one on one with people,” Diane says. She knows people have bad days and instead of kicking out a customer for being rude, she tries to work around them and see things from their perspective.   40 years later, Diane is in the same location, with only a few small upgrades— like a credit card machine—as the day she started. Their newest update being an air fryer, which makes her corn dogs crispier and healthier by using hot air instead of oil.    When asked what the next 40 years of D.A.D.’s Hot Dogs are going to look like, Diane jokes, “well I can’t see that far, I’m looking at the next five, but I’m not ready to retire quite yet.”

ince first making their Lincoln Center debut in 1998, Carats has cemented its place as a goto for beautiful gifts, unique jewelry, exceptional service and customer friendly staff. he first cover of 2019 features beautiful Lyna Nguyen of Carats. The 32-yearold is originally from Southern California but made her way to Stockton to complete her undergrad at the University of the Pacific. It was there she met her husband, and they have been together ever since — almost 14 years — making Stockton their permanent residence. Lyna has worked at Carats for 6 years and says “There’s just something special about working for a small business — it’s a different atmosphere. Pat and Curtis are so passionate about jewelry, making them great to work for.” Lyna’s hair was done up by Courtney Nault and make-up was done by Hanin Abdeljawad of POMP Salon.
