Did You Know?? The Celina Quarterback Club is one of the most envied booster clubs across the state. Much like many other small town traditions, you can’t easily pinpoint exactly what makes this club so special. Whatever ‘it’ is, The Celina Quarterback Club has definitely stood the test of time and is just as strong today as ever. Established in 1953, the Celina Quarterback Club was put in place simply to support Celina athletics, its athletes and coaches. That is still the mission of the club today, but it is so much more than that. While busy throughout the school year, the membership of the club meets every Thursday morning at 5:30 am, during football season, for a hearty breakfast; updates on club activities and projects; reports from the coaching staff on upcoming games; and to watch the previous week’s game film. Many times, however, there is warmth that you might not expect to find in such meetings. Through the years the club has been known to have a special prayer time for a special need; ‘pass the hat’ to help a family in need or maybe an injured player from a surrounding town; or meet in circle prayer around the Celina football team.
Unlike many booster clubs today, The Celina Quarterback Club is not just parents of athletes that are here today and gone tomorrow. The club is full of long time Celina supporters that simply wouldn’t miss a meeting or the opportunity to talk about their beloved Bobcats. A mentoring program is set up each year where a member of the club is paired with a varsity player to simply visit and share on a weekly basis throughout the football season. Many great stories come from these relationships and a bond is built that often last many years after the player graduates and moves on to that next phase in their life. Yes, The Celina Quarterback Club is a fund raising organization for Celina athletics, but it truly is so much more. From the Desk of Donny O’Dell Nelson Mandela once said, “Education is the most powerful weapon which you can use to change the world.” Celina ISD School Board members have taken this quote to heart and by their actions have given our students the tools that will help them successfully navigate the road ahead toward their future endeavors.
Our secondary campuses will be one to one this fall, meaning that each student will have a device in their hands 24/7. Our high school students will be issued MacBook Air computers, and our Junior High students will be issued Ipad minis. As both campuses move forward with Project Based Learning, these devices will be heavily utilized during their course study.
Our CISD School Board members started this process in the spring of 2015, when they approved over one million dollars in upgrades to technology for the district. This included our wireless capabilities to be expanded at the elementary and intermediate campuses. Greater bandwidth was created between campuses with upgrades to the existing switches and fiber connections. These changes will give our teachers and students access to the best of what technology offers and equips them with the knowledge of these tools before they leave our campuses to continue their education on the university level.
Our district is facing the many changes and challenges that are beginning to encompass our city. Our Celina School Board members have recognized that due to this impending growth, we must stay competitive with similar districts in order to have the best teachers in the classroom. During the June CISD School Board meeting, the board approved over one million dollars to provide raises for our CISD employees, which helps our district keep teachers that are committed to inspiring our students to keep reaching for the stars.
With the technology upgrades, the Celina School District also adopted Google Apps For Education. Google will allow our district the ability to integrate communication and collaboration between our teachers, parents, and students using any device, such as a laptop, desktop or cell phone. When the school year closed in June, our students went home, but our teachers attended workshops throughout the summer preparing them for the many classroom productivity tools that Google has to offer.
As we kick off the 2015-2016 school year, I want to welcome back all returning students and their families and I look forward to meeting those that will be walking through our campus doors for the very first time. Our CISD School Board members, administrators, faculty and staff are committed to preparing our students for not only the present, but providing them with the tools they will need to change the world!

Building a Great Celina! BY MIKE FOREMAN
O
ur employees at the City of Celina constantly strive to provide solutions for the needs of our community. As a connection between our citizens and the City Council, our City staff interacts with the community to develop a vision for growth, set goals for the use of revenues, and to foster innovative change within the community. As a City, we have governmental responsibility for that which is tangible and measureable – steel, asphalt, water and concrete. And, also for “community”, the intangible “quality of life” initiatives – public safety, programs offered through our parks and recreation leagues, our library, the festivals and annual events such as CajunFest, BalloonFest, Splash & Blast. Other community events such as Farmers Markets, Movie Nights, and Trick or Treat on the Square are growing every year. Our city infrastructure programs along with our community programs are all “building Celina.” With proper planning and execution of both, people will not only come to Celina, they will stay. We just completed a Citizen Survey to identify citizens’ priorities for the Council’s annual budget retreat at the end of July. In one way, the survey is a report card (with 93% reporting satisfaction with Celina’s Quality of Life and 98% feeling safe here), in another, a guide to ensure our focus is on your priorities. This survey will aid us in preparing for the future of Celina. The survey results will provide guidance for us on what type of special events you seek, what park amenities you want and which additional services are essential. We will learn why you came to Celina

and why you choose to stay here. This valuable information will add a community perspective to our process and enable the Council in setting the budget to deliver and plan for citizen identified priorities. One goal for every year is to continue to increase the sales tax receipts by providing more opportunities for our citizens and visitors to shop locally. Since 2011, shopping opportunities in Celina have increased and so have our sales tax receipts. In 2015, revenues are up by nearly 30%. Sales tax receipts spread the burden of governmental responsibility (Fire, Police, street construction and repairs, water, sewer and parks) amongst all who use the services. The opening of the new Fire Station in early August, the completion of street repairs on Sunset and Utah in late August, and Ash Street in October, are examples of projects funded by your tax dollars. Economic Development success can be achieved by creating attractive and competitive business environments where businesses choose our community over others. Celina is an emerging economy with single family homes being built in every area of our community. Additions in Light Farms, Carter Ranch and Heritage will be joined by development in Parkside, Lakes of Mustang Ranch, Creeks of Legacy, and Wellspring. New water and waste-water infrastructure slated for construction beginning in October through mid2016 will open the Southeast sector of our City for additional development including planned communities which will provide new options for residential, retail and service sector business development. The recent purchase of additional park land at Wilson Creek Park and the future
construction of a walking/hiking trail linking Old Celina Park and Wilson Creek Park will begin our intermodal initiative for Celina and enhance connectivity across our City. An effective economic development equation includes partnering with our community to create a destination that people will treasure. Great schools, special events, and a collaborative approach to recruiting and retaining our business citizens will guide our journey. We also want to include you in the design of where and how our community grows. Many of our best ideas come from brainstorming sessions with residents. Every day you see things that can be improved and have ideas on how it can be done. The continued gathering of information, from the survey, from your communications to elected leaders and to staff, provides the feedback to help us to evaluate and assess our performance. Our goals include creating positive business environments that facilitate sustainable growth through great customer service delivery, strategic design and location for our infrastructure investments and the management of our future through advanced planning. While our employees continue to deliver excellent customer service, we always look to you to learn more from you about our community needs so we can constantly strive for performance standards that meet or exceed your expectations. The main goal the Council has charged staff with is to build a community that is prepared for our future and that reverently remembers our past. elina’s own Chamber of Commerce President, Melissa Cromwell, has been busy promoting our beautiful city and working to continue to build partnerships with our community leaders, local businesses, and now our high school. Melissa Cromwell has earned special recognition by the state of Texas’s Family and Consumer Sciences Texas Association of Teachers and was awarded the Distinguished Service Award at the 52nd annual FCSTAT Awards Program dinner on July 30th at the Sheraton Hotel in Dallas. Formed in 1963, FCSTAT is the only professional organization dedicated solely to representing family and consumer sciences teachers in Texas. FCSTAT represents over 3,000 professional family and consumer sciences educators, secondary, post-secondary educators and administrators, cooperative extension educators, retired educators and university students enrolled in Family and Consumer Sciences Education programs.

Mrs. Cromwell was nominated for this award by Celina High School’s Family and Consumer Sciences Teacher, Melessa Barbknecht. Mrs. Barbknecht just completed her first year at Celina High School, and teaches courses such as Child Development, Interpersonal Studies, Instructional Practices in Education and Training, and Principals of Human Services, as well as sponsoring the National Career and Technical Student Organization known as Family, Career and Community Leaders of America (FCCLA). FCCLA is an organization for young men and women in Family and Consumer Sciences education in public and private school through grade 12. Everyone is part of a family, and FCCLA is the only national Career and Technical Student Organization with the family as its central focus. Since 1945, FCCLA members have been making a difference in their families, careers, and communities by addressing important personal work, and societal issues through Family and Consumer Sciences education.
Today 200,000 members in more than 5,500 chapters are active in a network of associations in 50 states. Chapter projects focus on a variety of youth concerns, including teen pregnancy, parenting, family relationships, substance abuse, peer pressure, environment, nutrition and fitness, teen violence, and career exploration. Involvement in FCCLA offers members the opportunity to expand their leadership potential and develop skills for life-planning, goal setting, problem solving, decision making, and interpersonal communication-necessary in the home and workplace. FCCLA’s mission is to promote personal growth and leadership development through Family and Consumer Sciences Education, Focusing on the multiple roles of family member, wage earner and community leader, members develop skills for life through: character development, creative and critical thinking, interpersonal communication, practical knowledge, and career preparation.
The Celina High School Chapter of FCCLA had 32 student members this past year and has already had over 50 students join for the upcoming school year. Some of the activities and events that these young leaders were involved in include a trip to the State Fair for the Agriculture Awareness Day where the students donated hundreds of pounds of canned goods to fill the local food banks, a Christmas toy drive, teacher appreciation week activities, the Veterans Day ceremony at the high school, and the annual Celina Chamber of Commerce awards banquet. Four chapter members competed in events at the Regional FCCLA competition in Waco, Texas and all four took home Gold Medals! They were Chapter President Kathryn Wimmer, and Officers Maria Quiroz, Lauren Archer, and Maddie Brown. Two officers that were not able to attend the competition were Jake Rutkowski and Halie Knowles.

Mrs. Cromwell has supported her daughter Ryley Cromwell (who is an FCCLA member and officer for next year), Mrs. Barbknecht, and the entire Family and Consumer Sciences Education and FCCLA organization. As a mother of a student who has taken several Family and Consumer Sciences Education courses, she has recognized and embraced the importance of this Career and Technical Student Organization and the leadership experience, practical skills, and the lessons learned that will help these students grow and develop into adult family roles, community members, and our future workforce. Mrs. Cromwell has supported the efforts of the FCSTAT and FCCLA by donating her time, her resources, and her energy to help grow our chapter and by involving chapter members in community events both inside and outside of the school. Some of the events that FCCLA will be participating and volunteering in this year include the Celina Fun Day, the Balloon Festival, Christmas on the Square, and several other events that the City of Celina and the Chamber of Commerce sponsors to help promote our beautiful and growing community.

Celina’s Mayor, Sean Terry, also has a daughter who has joined FCCLA and he agrees with Cromwell that this organization is exactly what our children and high school students need to help them prepare for their future, help them to get involved in the community that they live in and will one day raise a family and work in. Celina High School Principal Bill Hemby and Assistant Principals Dave Wilson and Kimberly McFadden have been huge supporters of FCCLA and have worked with Mrs. Barbknecht to grow this chapter and to include them in events at the high school. Mrs. Barbknecht states that “anytime you have an organization that promotes positive leadership, service, outreach, and self-development and community awareness, you can’t go wrong. These students are exceptional young men and women who are working hard to better themselves, their communities, and their families, and it is people like Melissa Cromwell, Mayor Terry, school Principals, and parents that help to support our teens and our mission.” Mrs. Cromwell’s hard work and support of Family and Consumer Science Education has not gone unnoticed, as she was nominated by Mrs. Barbknecht for the prestigious Distinguished Service Award for the State of Texas, and was selected by a panel of judges as the winner. This award represents her character, her dedication, her work efforts, and her commitment to her family and community.

t’s a new season for so many families moving to our community. Parents have taken new jobs, bought new homes and now set about the often anxious process of finding new friends, new hair stylists, new dentists ,new churches; the list seems never ending. Of course the children have their own new set of circumstances. Many are entering new schools filled with unfamiliar faces. In the midst of all your newness, we welcome you and assure you that you have chosen a wonderful place to live. Our community is filled with great leaders in every facet of life. We have capable, caring people sitting on our town councils. We have a kind and skilled medical community. You’ll soon find welcoming shop owners and waitresses that will serve you with a smile. And, last but not least, you’ll discover that your children are being educated by simply one of the best school systems in our country. We are blessed with awesome superintendents, active PTO’s, and fantastic principals who have gathered superb teachers, support staff and volunteers that have one goal in mind; the betterment of your children. But let’s be sure to remember this; the betterment of our children begins at home. The Bible says in Proverbs 22:6, “Train up a child in the way he should go; even when he is old he will not depart from it.” While many of us entrust the educational development our greatest treasures into the hands of professional teachers, we should realize that the primary responsibility of setting the path of life for our children comes from us as parents. This is a daunting task and makes us quickly realize our inadequacies and our need for wisdom beyond ourselves. At Lighthouse Christian Fellowship, we believe the church plays a very important equipping role in the community when it comes to producing quality children. For instance, as the timeless truths of God make their way into our hearts, we find ourselves as parents discovering how to maneuver the relational waters of learning to properly communicate with our sons and daughters. His grace equips us to have the patience and tenacity to stand lovingly during the somewhat dark days of teenage discipline. Hope always accompanies the hearing of God’s good news. Our children are truly our greatest resource. We love, appreciate and support the ones who have dedicated their lives to equipping our children, but perhaps it’s time we engage in a different way with God in order to better meet our responsibilities as parents.
