Partnering with the Community Making Celina Safer

Community safety and hope for the future are of upmost importance to Celina residents. Working collaboratively the Celina Police Department and local community leaders are combining resources to address problems and implement solutions. Strategic efforts are currently underway targeting underage drinking, crime prevention and domestic violence. Underage drinking is of concern to the entire community. Consequences include problems at school, fighting, intoxicated driving and life-impacting legal challenges. The Centers for Disease Control identifies alcohol as the most common drug used by American youth, resulting in over 4,300 underage deaths annually. Fortunately, underage drinking is preventable through education and outreach. The Celina Independent School District recently partnered with the Celina Police Department and Celina Fire Department on a staged accident called “Every 18 Minutes” at Celina High School. A mock vehicle accident included teenagers in a scenario of drunk driving, injuries, death and arrest. “Every 18 Minutes” goes deeper than the accident itself, allowing high school students the opportunity to realize the human suffering and consequences associated with driving under the influence of alcohol, texting and driving, or distracted driving. Video footage is available at (www.youtube.com/watch?v=GM1aFDi1qzk&feature=em-upload_owner#action=share ). “The ‘Every 18 Minutes’ program was a labor of love for me,” said Cindy Baker, theatre director for Celina High School. “We have extraordinary students in Celina and our entire school district strives to provide quality programs to empower and protect them. We are thrilled with the response of the parents and the community,”

Celina Director of Public Safety Mark Metdker states, “As Chief of both Police and Fire, I applaud the efforts of the Celina Independent School District with the ‘Every 18 Minutes’ event. It was very well done and hard hitting to those who saw it.” Celina Mayor Sean Terry and City Manager Mike Foreman have initiated a community effort to prevent underage drinking. Mayor Terry is organizing a community rally for later this year focusing on underage drinking involving the City Council, Celina Independent School District, church groups, concerned residents, youth groups and the police department. The goal is to involve the community and parents in preventing underage drinking. “The city of Celina is committed to helping educate and discourage underage drinking,” says Mayor Terry. In 2013 the Celina Police Department issued 33 citations for underage drinking. As of June 2014 there have already been 28 underage drinking citations locally. Underage drinking citations can result in penalties such as fines, required community service hours and other life-impacting consequences. In addition, the police department encourages community members to report parties where underage drinking is suspected or occurring. Addressing crime prevention throughout the city, the Celina Police Department annually co-sponsors National Night Out, involving the community with anti-crime efforts and bringing neighbors together. This year National Night Out will be celebrated in Celina on Tuesday, October 7th. Nationally, over 37 million people are expected to participate in 2014 National Night Out celebrations. Several thousand local residents participate annually in Celina.
During National Night Out 2014 the Celina Police Department will be partnering with Hope’s Door to bring awareness to domestic violence. Non-profit Hope’s Door provides resources and comprehensive services including a 24hour emergency shelter, transitional housing, crisis line for victims, outreach counseling, and battering intervention and prevention programs for individuals and families affected by domestic violence. Hope’s Door needs community assistance to help meet growing demands for their services. The police department is asking neighborhood groups to sponsor donation drives for Hope’s Door during National Night Out 2014. By working together our community can assist Hope’s Door with greatly needed resources to serve those who’ve been traumatized by domestic violence. There are many ways for Celina residents and businesses to learn about local community safety programs. Social media is a valuable tool used by the police department to reach community residents and businesses. The Celina Police Department regularly uses Facebook to cover crime prevention issues and suggested security and safety actions recommended by the police. Facebook helps foster the closeness with the community once established by foot patrol officers. Local residents and businesses are encouraged to “like” Celina Police Department on Facebook. Another form of communication used by the police department and designed to link members of specific neighborhoods is Nextdoor, a private social network allowing neighbors to talk with each other online. Over 36,000 neighborhoods are using Nextdoor nationally and the majority of Celina neighborhoods participate. In addition, Nextdoor allows neighborhood watch groups to stay better connected increasing neighborhood safety. To fully take advantage of this service and alert citizens to public safety issues within their local neighborhoods, the Celina Police Department regularly posts specific neighborhood information to Nextdoor. Local residents and businesses can sign up at: nextdoor.com. The Celina Police Department is excited about forming partnerships with city leaders and the community to address public safety and crime. By working together we can ensure Celina remains a safe and vibrant community for future generations.

Domestic Violence Initiative Recognizing that Domestic Violence or Intimate Partner Violence is pervasive throughout all communities and that Celina is no exception, the Celina Police Department is in the process of rolling out an initiative designed to reduce the incidence of domestic violence and increase the safety of victims. Research shows that domestic violence takes many forms and tends to escalate over time. National statistics indicate that one in four women and one in seven men will experience domestic violence in their lifetime. Domestic violence is often unreported. Additionally, victims may lack the resources and/or courage to leave the perpetrator. The Celina Police Department believes that addressing this violence proactively, in partnership with the community and victim advocacy, ensures that no victim faces this crime alone. The Celina Police Department responded to 57 domestic violence calls resulting in 16 offenses in 2013. As of June 2014 there have already been 40 domestic violence calls resulting in 21 offenses. To increase public awareness of domestic violence, the police department, in partnership with Hope’s Door, will hold community outreaches at local events such as Splash and Blast on July 5th and the Celina Balloon Festival on September 12-14, bringing awareness to the community and mobilizing support for the mission of Hope’s Door. As part of this initiative, the Celina Police Department is focused on the effective and consistent enforcement of domestic violence laws. Currently, a comprehensive domestic violence packet is being developed to aid responding officers in their investigation and to provide greater assistance to victims. In addition, Celina Police officers will receive specific training directed at enhancing their response to domestic violence calls. Most importantly, the domestic violence initiative will become part of the community’s and police department’s future strategic planning. By working together, the Celina Police Department and community members will make a significant difference in the lives of domestic violence victims and their families. JULY 2014

The Las Gatitas is led by our wonderful sponsor, Kelly Babb. The Las Gatitas will attend two camps before the start of school. To start the season, the officers will be going to a Danceline hosted camp in Horseshoe Bay, Texas. Following that, the entire team will attend a Danceline hosted camp here at Celina High School from July 28 – August 1. Although we will not be doing any fundraisers until school begins, we are always looking for sponsors! Preston Trails Rotary Club “Putting Service Above Self ” is the mission of Preston Trails Rotary Club of Celina founded in 2008 by local community leaders. Representing residents and businesses of Celina and Gunter, Preston Trails was chartered by a McKinney Rotary Club with Bobby Apple as the group’s first president. Today they are 32 members strong and growing, representing a diverse public and private cross-section of the local region, unified in the focus to make their communities better. Attend a special event in Celina and it’s likely you’ll see local Rotarians serving their infamous funnel cakes. Monies raised from these tasty fried treats goes directly back into local communities. To date, Preston Trails Rotary Club’s donations include: $4,000 to the Celina Public Library, $4,000 to the Gunter Public Library and $4,000 to Boy Scouts. For 2014, Grace Bridge Community Garden will be the group’s primary service project. Additionally, every year the Club sponsors two Celina and two Gunter students’ attendance at a Rotary leadership program and provides in-kind volunteerism and financial assistance to other community groups. Recently Rotary donated $200 each to the Celina and Gunter Volunteer Fire Departments as part of a fire safety effort to have working smoke detectors in every home in Celina and Gunter. “I don’t live in Celina. I don’t work there. I went to Rotary to give a presentation on identity theft. Everybody was so welcoming and friendly that I knew this was a group I wanted to be part of,” says incoming president Jerrica Anderson of Prosper Bank. “It really is a collaborative effort between city leadership, varied businesses, retirees, and people committed to their community. People who put the needs of Celina and Gunter first. If you have a service heart, Rotary is for you. If you want to find a way to plug in and give back to the community, Rotary is the club for you!” Preston Trails Rotary Club partners with government agencies and non-profit groups. One of their collaborations is “Show Your Colors” with local Boy Scout Troop 296, providing American flags for Celina and Gunter area homes and businesses. For an annual donation of $40 the groups deliver a 3’x5’ US flag mounted on a pole and placed in a protective PVC sleeve in the ground at local homes and businesses. The groups coordinate delivery and removal of the flags for each flag holiday: Memorial Day (May), Flag Day (June), Independence Day (July), Labor Day/Patriot’s Week (September) and Veteran’s Day (November). Boy Scout Troop 296 uses proceeds from the “Show Your Colors” community service project to help support their ongoing leadership programs. Preston Trails Rotary Club of Celina applies their proceeds to a variety of community service programs, such as providing children’s books for the public library or providing needed groceries for local food banks. Two years ago Preston Trails Rotary Club fostered an Interact Club at Celina High School. The group has approximately 25 members who actively demonstrate their commitment to “Service Above Self.” Recently they made appreciation cards for veterans being treated at the Veterans Administration hospital in Dallas. Another project was a fundraiser for North Collin County Habitat for Humanity. Interact Club raised $150 to help provide affordable housing for local neighbors in need. Summer Reading Club 2014: Dates and Times Depend on Child Children of all ages, babies through 12 years old, can sign up for Celina Public Library’s Summer Reading Club 2014. All children who read 500-600 minutes or more by August 15th will be awarded with a “Power Reader” yard sign at a special awards party on Saturday, August 16th at 11:00 am.
