From the Desk of Donny O’Dell Superintendent of Schools Celina Independent School District With school underway, we find ourselves transitioning from scorching summer temperatures to the ever-changing landscape created by the coming of autumn. As I look out over the area crops ripening, it signals that it is now once again time to harvest. The harvest commemorates, not only the end of the growth cycle, but also the beginning of the entire growth process once again. The Celina School District is much like the autumn harvest. Our harvest began last May as we said goodbye to our seniors who took their final high school walk across the stage to accept their diplomas. We know that they will take all they have learned and apply this knowledge to further their careers and/or their education. After we said our goodbyes, we started planting the seeds for the new crop that would grace our campuses in the coming fall. And while those seeds have been planted, we find ourselves bracing for tremendous growth that will come to not only our district, but to our city as well.

For many years, we have continued to use the resources that we had at our disposal because growth was slow coming. In fact, there were a few years where growth was so minimal that it wasn’t evident on the campus level. Today, we are finding ourselves faced with growth that forces our district to look to the future to plan how to effectively face the changes that will come and to support our students and faculty with the latest upgrades to help them transition effortlessly into the 21st century. Our secondary campuses have now employed technology into the hands of every student giving them access to unlimited research capabilities. These devices are not designed to be the “end all” of curriculum but to just be another tool that teachers can use to better equip our students for the road ahead. CTOWN, our extended day learning opportunity for our CHS students is yet another tool in the arsenal. This unique concept gives our high school students a place to study, finish homework, or get help with assignments in a relaxed atmosphere much like where they will find themselves preparing for classes at the university level.
Facing the effect that growth will have on our district has prompted the CISD Board members and District administrators to begin the planning or “talking stage” of building a new elementary campus. The new campus will be located near the Carter Ranch area and will house children from Pre-Kindergarten through Fifth Grade. We hope to finalize this future plan and start preliminary work this summer with a target opening date of August 2017. Our Instructional Coordinators have been touring several new elementary schools gaining much needed information, which will benefit the overall blue print of our new build. With our secondary students immersed in technology, unique study centers like CTOWN, and the possibility of a new elementary campus in our future reminds me of the quote from Benjamin Franklin who said, “Without continual growth and progress, such words as improvement, achievement and success have no meaning.” At Celina ISD, our campuses put meaning to those words each and every day giving our students the tools to improve, to achieve and to succeed at every level.

elina Mayor Sean Terry, Councilmembers and City Manager Mike Foreman are all smiles about the growth coming to Celina. With growth comes opportunities and challenges which the Mayor, City Manager and Councilmembers are tackling with citizen input. A $100 million increase in property tax value in the last fiscal year ($559 million to $659 million) and a 26% increase in sales tax revenue, are positive indicators that Celina’s economic future is bright. The additional Celina property tax value is the combined result of new residential, commercial or retail development growth, annexations of new land into the city limits, and an increase in the assessed value of property while maintaining the tax rate at the 2010 rate. City Manager Mike Foreman shared the following information about the Council’s plans for the coming year: “The recent citizen survey provided a guide for citizen engagement and successful implementation of the Council’s approved budget priorities for investment in 2015- 2016. As a primary initiative the Council approved adding four new officers in police and three in fire. These additions raise Celina public safety up to “fully staffed” for the first time in the history of the City. Both police and fire, including ambulance service, will be staffed at industry recommended levels throughout the day and night. The fire department operations
will have full-time trained professional firefighters backed by outstanding volunteers. The opening of the new fire station #1 was held just last month and already future plans include the construction of a 2nd station, within the next 5 years, to achieve a lower ISO rating and ultimately help lower residential and commercial insurance rates. An overall goal for the City is to increase the efficiency and quality of customer service. One new position in library staffing will allow the library to extend operating hours and respond to the growing demand for library services. The addition of three new positions in public works, will improve the response time for repair of water leaks. New development projects have resulted in the decision to add one new professional in the engineering department. To keep up with current maintenance of infrastructure the Council has allocated one million dollars for repair of existing roads, including potholes. Expansion of water and sewer to new projects continues with a $15 million project serving the southeast sector of the City, scheduled for completion June 2016. The Council recently approved the purchase of additional parkland. The new purchase also includes 2 existing large office and warehouse structures for public works facilities that should be sufficient for operations for the next 10, possibly 15, years.
Increases in staff have left Celina’s City Hall bursting at the seams. Long-awaited City Hall remodeling is scheduled to begin in October. The project will add staff office space, a second conference room, increase employee security and provide public access to restrooms for the growing, in frequency and attendance, events on the historic town square. Farmers Markets, free movie nights, popular festivals and special events - such as the Masonic Lodge’s recent First Annual Dove Hunt Breakfast - celebrate our community and/or introduce visitors, prospective home and business owners to the city.

A new department at City Hall is marketing, which includes the addition of a Marketing Director who is responsible for developing and implementing pro-active and effective public relations and marketing programs to support and stimulate economic development in the City of Celina. The Marketing Director will coordinate with the Celina Economic Development Corporation to identify target industries, businesses, and developers to create an effective strategic marketing plan. The Marketing Department also creates and manages special events (Balloon Festival, Cajun Festival) that promote the city; events that celebrate the citizens (Splash & Blast, Celina Fun Day); Main Street operations and projects (Movie Nights, Christmas Gift tour, Farmers Markets); branding and brand development; internal, external and media communications, and programs to increase citizen engagement (town hall meetings, public input work sessions, focus groups).
Keep Celina Beautiful is already working to make the marketing initiative a success. They have commissioned a special Celina wildflower seed mix for fall planting and blooms throughout 2016. The native flower mix seed packets will be available at Celina Balloon Festival and at this season’s final Farmers Market on October 16. In addition to small packets, bulk seed quantities can be ordered through Keep Celina Beautiful.

Collecting For A Cause Book Drive for Celina Middle School Take Action Project Troop 4682 Why? Our Brownies completed the A World of Girls Journey to earn four Leadership Awards. These awards had our troop members find clues in stories that represent a change they can make in their world (Hear a Story Award), act on a clue to change things for the better for girls in their world (Change a Story Award), share with others about the change they want to make and inspire their audience to help (Tell a Story Award), and finally show what it means to them to be part of larger world of girls (Better World for Girls! Award). Some of our Girl Scouts' sisters attend Celina Middle School and commented on the fact that they had too few books in the library and they were frustrated with selection. Our troop knew that this is where they needed to concentrate their efforts for this community project. The girls decided to hold a book drive to collect books and gift cards and improve the middle school book selection. More books would change library's and the school's story and make it better! With the completion of this journey, the troop members earned their Summit Award. The Journey Summit Award is earned by girls who have completed all three National Leadership Journeys at their grade level.This award is the highest award a Girl Scout Brownie can earn. How? Our scouts first cleared the idea of the book drive with the principal, Lew Kennedy, and their librarian, Lisa Morse. Girls created posters and advertised the book drive (with the help of their parents) on social media sites. A collection box was placed at Celina Middle School for easy dropoffs. Girls talked with businesses and asked for gift cards. They even visited Half Priced Books and Records and received three boxes of books as a donation. The girls collected over 600 books and $230 in gift cards for Celina Middle School! They did an outstanding job! Who was involved? They saw how just a few girls can make a big difference. They were so proud of what they had done and very excited to drop off all of the books and gift cards they collected.

Like most families in Celina, the Big Orange Pumpkin Farm has become a fun fall tradition each year around Halloween. Even as adults, we love to go on hayrack rides and race our kids through the hay maze. We pose our kids to capture the iconic “pumpkin picture” to post on Facebook and we buy pumpkins to take home and carve for Halloween. Preston Trail Farms, set along the historic Shawnee Trail, is the new home of the Big Orange Pumpkin Farm! Preston Trail Farms is a year-round destination farm that offers a quaint general store, access to fresh local foods and an escape to a simpler and more sustainable lifestyle. Don’t worry, they continue to offer the “life on the farm” experience that you and your family have come to love. In addition, the feed and general store serves as a hub for local rural residents providing convenient access to feed and other needed products and services. The addition of the True Value Hardware store is an added bonus for the community. The Pumpkin Farm was started by the Kimbrell family in 1997. The new location offers the opportunity to give the kids a hands-on experience with farm life and learn about what makes each animal on the farm special.
