We are Celina! We support our Kids. We support our Schools. We enthusiastically support the bond going before the Celina ISD voters on May 4th, and we encourage the citizens of Celina to vote FOR our Celina kids and their schools in this important election. Here’s why: The district tax rate will not increase with the passage of this bond. That means your taxes will not go up as a result of the bond passing. Property values do increase taxes, but that can happen with or without a bond election.
the growth doesn’t come as fast as planned, the debt won’t be incurred. An example is the new multi-purpose facility under construction now with bond money approved by the voters back in 2006 and 2008. The school district had to wait years for the market conditions to make it possible to access the funds. This bond will cover projected growth over 10 years, so the district won’t have to go to the voters multiple times. Celina’s student population is projected to double in the next 5 years and then double again the following 5 years. By 2028, 12,000 students are projected to attend Celina schools.
The next commonly asked question is: If my taxes won’t increase then how is the bond debt paid back? The answer: It is paid back by the fact that our tax base grows from every new home and neighborhood built. With a growing tax base, the debt to build new schools is spread over more years, much like the refinancing of a home that spreads the cost over more time, so the payment doesn’t go up.
The passing of the bond will allow the district to begin design and construction of Celina’s 3rd elementary school on the west side of town in Cambridge Crossing, projected to open in the Fall of 2021. This will help keep portable buildings to a minimum. If this bond doesn’t pass, new schools will be delayed, and many students will be in modular buildings and portables.
The bond includes expanding Celina High School to accommodate 3,000 students and will preserve Celina as a one high school town for the foreseeable future. Beyond 10 years, it’s likely the feeder pattern will have to shift to multiple high schools given the large land mass in Celina.
Bond money can also be used for land acquisitions, renovations of existing facilities, equipment, land and school buses all of which have been planned for in this 10-year growth plan.
There is built-in protection in approving a bond package. Voting for the bond simply authorizes the school district to sell bonds to fund new facilities as needed. The bonds will be sold only as the growth happens. If

“What’s coming is going to come, and we will meet it when it does!”
$560 million for renovations and additions to Celina Elementary, 4 new elementary campuses, 2 new middle school campuses and 3 phases of additions and renovations to Celina High School.
This idea is simple enough, but fails to take into account what has to take place prior to “meeting” what will be at our doorsteps before we know it. It’s not a secret that Celina is on the cusp of great growth that will have a substantial impact on our community and district for years to come. For the first time since 2008, the Celina Independent School District will have a bond proposition on the May 4th Election ballot. After almost 2 years of preplanning and research, the Board of Trustees called a $600 million bond, which is expected to serve our District for the next 10 years.
$30 million for Districtwide improvements to include safety and security upgrades, new buses, relocation of the Data Center, and maintenance and transportation facilities.
The actual plan was devised and unanimously recommended by a Bond Steering Committee representing CISD administrators, teachers, students, parents, City of Celina leadership, business and community members. It was the desire of the committee to remain with one high school for as long as possible. Over the next 10 years, the proposed bond is expected to accommodate a student enrollment of approximately 12,000 students. Approximately, 93% of the $600 million will be used to build new facilities. The remainder will go towards land acquisitions and Districtwide improvements. Specifically, the allocations are as follows:

$10 million will be used for the purchase of land to be used for secondary campuses and support facilities. The official ballot will ask voters to vote “for” or “against” the Celina Independent School District Proposition A. The ballot will read: “The issuance of $600,000,000 of bonds by the Celina Independent School District for school facilities, land, and buses, and the levying of a tax in payment thereof.” Texas law requires that the ballot language include the bond amount and specifically how the bonds will be repaid. The “levying of a tax” simply refers to the fact that bonds are repaid by the taxes that are collected. However, with the continuous growth to Celina ISD’s tax base, the District will not increase the District’s tax rate. The total tax rate has remained at $1.64, since the 2010-2011 school year. The District is not increasing the tax rate and will continue to collect $1.64 per $100 of property valuation, as it has done since 2010.

Bill Webber Celina City Council, Place 1 I just wanted to introduce myself to those of you whom do not know me. My name is Bill Webber and we have lived in Celina now coming up on 13 years. Our son is in the 7th grade in CISD, my wife and I have owned a business in Celina called Housewarmers for almost 8 years now. We welcome new residents that move to town by introducing them to local business’s in the area with the “little red bag� at the doorstep. We moved to Celina because of the charm of the downtown, it was love at first sight. I remember saying this has so much potential. So, we decided to build a home here. The next thing I know, I am being asked to join Planning and Zoning because of the concern I had with a developer that was doing work in our subdivision. A little over a year later, I was in the midst of running for a Council seat. After finishing that term, I decided that I would run again for another. During this time, we were blessed to be part of the Founding families of Grace Academy that started in Prosper, which unfortunately closed its doors. Between coaching my son for 10 seasons in soccer and then getting him involved into baseball (coaching), being on the school board, Celina Main Street Board and traveling for work it was time for me to step away for a bit. I took a 3-year sabbatical, then came back to run for office 3 years ago. What I bring to the table is consistent integrity, honesty and commitment. I have shown that I have been transparent as well. I have fought for Preston Hills, Carter Ranch and Creeks of Legacy just to name a few and not to mention those that needed a voice in this town. Please consider me for the ReElection of Place 1, I am here for all the right reasons.

Promote efforts for every citizen to feel safe and confident that their families and property are protected from criminal harm. I will work diligently with the Celina Police Department and support them fully as they continue to do just that. Promote strong relationships with County, State and Federal officials recognizing that Celina is part of a larger regional community and that intergovernmental cooperation is imperative. Promote and support community business owners and their growth by continuing to partner with the Celina Chamber of Commerce. Promote a feeling of community engagement encouraging full citizen participation, guaranteeing an opportunity for everyone to actively take part in city government and share in duties and responsibilities that will benefit Celina. Promote a spirit of volunteerism where citizens work together for the betterment of Celina, welcoming new residents and including them in our efforts to build a strong, vibrant, family-friendly community.
Promote the “ALL STUDENTS” mentality: encouraging school spirit and pride by supporting students in community-building efforts whether that be on Fall Friday nights, Christmas Choir Concerts and theater productions, or UIL academic competitions... ALL STUDENTS! Even though I am a dad to two Bobcats, I will not ignore all of the talented students that attend Prosper ISD. Jason Poncio Celina City Council, Place 6 Hello fellow neighbor and citizens! I’m Jason Poncio. Husband, father and family man, innovator, hard worker and man of faith. I have lived in Celina for ten years. I have worked for Celina Public Works for 5 and a half years along with The Town of Prosper for 1 year. My lovely wife, Tisha Poncio is employee of C.I.S.D. for 20 years as a Teacher and Instructional Technology Specialist. We are proud parents of three wonderful children who attend schools here in Celina. Madison, our oldest, is a senior at Celina High School and is very active in the Theater Department as President and Lighting Director for various events. Avery is an 8th grader at Celina Junior High and is involved in cross-country track, and theater. Jace, our youngest, attends Celina Elementary and is well known in our community as #SUPERJACE, for his recent fight with leukemia. Like all Bobcats, Jace loves football. He also loves theater and music.

Lanford Rodgers Celina City Council, Place 6 I, along with my wife and three children, have lived in Celina’s Creeks of Legacy for two years. I decided to run for Celina City Council after noticing the disconnect between city officials and the community. My family and I moved to Texas eight years ago from Illinois after getting fed up with high taxes, crime and political corruption. We love Texas and made Celina our home after moving from Frisco. I currently serve on the Board of Adjustments and have no business or personal conflicts to interfere with my service to the community. Integrity, Service, Strategic Growth & Fairness Integrity is the most important thing in life and especially politics. If there is no integrity the citizens will not trust you and you will lose all effectiveness.

My background allows me access to people that can assist with Intel on keeping Celina safe. Strategic Growth is important in keeping and attracting the right companies or small businesses to Celina. If we don’t have the right businesses, our citizens will spend their sales tax dollars in other cities. If we attract the right businesses, we the residents will not bear the burden of 8% of the budget Celina captures from businesses. This will allow us to freeze or possibly reduce property taxes. Fairness…I strive to always stay fair. I would look at the over spending within the city.

Top 10 Mistakes to Avoid in Home Landscape Design Success in home landscape design is certainly attainable for doit-yourselfers, but there are some pitfalls that should be avoided if maximum satisfaction is to be achieved. The mistakes cover a range from miscalculations that have practical ramifications to more subtle errors that negatively impact your enjoyment of your home landscape design. 1) Piecemeal Planting: Failure to Have a Plan Many home landscape designs evolve helter-skelter. A plant is planted somewhere in the yard simply because there is room for it there at the time. Ideally, it’s best to start from scratch, draw a plan for the whole yard, and stick to it. Short of that, try at least to sketch a rough plan for one large area of your yard, and put all your energy into implementing that plan this year. 2) Having a Lawn Just Because “Everyone Else Does It” Many homeowners make the mistake of assuming that having a grassy area in the yard designated as “the lawn” is somehow an obligatory part of home landscape design. But historically speaking, the lawn as we know it is a relatively recent introduction to landscaping. For those not attracted to that rather monotonous “green carpet” look or who dislike having to mow grass every week, it’s important to know that other acceptable options exist, especially for small spaces. 3) Insufficient Fall Color in Your Home Landscape Design Spring and summer receive most of our attention when it comes to planting. Unfortunately, it’s easy to forget to plant for fall. Yet the fall season

holds enormous promise for those landscaping enthusiasts willing to plan for it. Don’t allow your home landscape design to miss out on the colors offered by autumn’s bounty! 4) Lack of Winter Interest in Your Home Landscape Design If the fall season is often neglected in home landscape design, matters stand twice as bad with the winter season. Yet for most of us, it is precisely in wintertime that we most need a yard decor that will bring us cheer. 5) Failure to Irrigate Many of us face a dilemma: we enjoy having plants in our yards, but we also like to travel during the summer. So how do the plants get watered while we’re gone? Sometimes a friend or relative can come to the rescue, but why chance it? There’s a lot tied up in your home landscape design, both in terms of money and sentimental value. But don’t ditch your travel plans! Just install an automatic irrigation system in your home landscape design. 6) Planting on a Hillside Prone to Erosion Do you have a steep slope in your yard? Is it tough to retain your topsoil there during a heavy rain? Have you tried growing your favorite plants there to no avail? The problem is that you failed to fix your erosion problem prior to planting. Build a retaining wall first, and then do your planting afterwards. 7) Failure to Work With What You Have Do you have a rocky yard? A yard with a lot of shade? Or perhaps your yard’s problem is a punishing summertime heat that scorches all in its path? Sometimes you can successfully fight the terrain you inherit in your yard, as in the case of building retaining walls for slopes to fight erosion. Other times, instead of fighting it, it’s better to go with the flow and work with what you have. The key is to know what you’re up against and what options you have.
8) Failure to Incorporate Rabbit Resistant Plants in Your Home Landscape Design You may think you’ve arrived at the ideal home landscape design. You meticulously drew up a plan and stuck to it. The soil is fertile, you’ve installed automatic irrigation, you’ve followed directions faithfully in planting your specimens, and you’ve applied a generous layer of mulch around them. But you come out of the house one day -- and find your plants in shreds! What happened? You forgot one thing: rabbits can make a snack of your plants quicker than you can say, “Bugs Bunny goes to market.” 9) You Never Get Anything Done in the Yard Because Tools Are Never Handy The surest way to get little done in the yard is to realize you need a tool…only to find that you can’t find it! If you don’t have enough storage space, chances are your tools will all be jammed into one small area (perhaps a corner of the garage), making it tough to keep the area accessible and the tools organized. What you need is a storage shed. The longer you put off getting adequate storage, the longer you’ll be disorganized…and the further you’ll fall behind in your yard work. 10) Forgetting Functionality in Home Landscape Design When one thinks about home landscape design, it is aesthetic considerations that immediately come to mind. Functionality, however, takes precedence over aesthetics. There is no reason you shouldn’t be able to have both; but when push comes to shove, one needs to be more concerned that a home landscape design is safe, convenient and usable.

Question: Jimmie, I don’t see why different types of sprinklers used in landscaping makes a difference. I guess I just don’t understand it? Please fill me in! Whether you use spray head sprinklers or rotor head sprinklers for a particular area in your lawn irrigation does matter, because of the difference in application rates. Above all, be consistent in the types of sprinklers you use (i.e., spray head or rotor head) within specific areas. Mixing head-types within the same area leads to over-irrigation of some parts of your lawn just to get adequate amounts of irrigation to other parts. Bunny Butt Cupcakes Recipe courtesy of Amanda Rettke of “I am baker” Prep time: 45 minutes Cook time: 20 minutes Servings: 24
1 2-layer size white cake mix 1 tablespoon, plus 2 teaspoons, McCormick Pure Lemon Extract, divided 1 tablespoon McCormick Pure Vanilla Extract 3/4 cup white chocolate chips 2 sticks butter, softened 16 ounces confectioners’ sugar 2 tablespoons milk 10 drops McCormick Green Food Color 1-2 drops McCormick Red Food Color 12 large marshmallows, halved crosswise 3 tablespoons white nonpareil sprinkles

Prepare cake mix as directed on package, adding 1 tablespoon lemon extract and vanilla. Spoon 3 tablespoons batter into 24 paper-lined muffin cups. Bake as directed on package for cupcakes. Cool cupcakes on wire rack. To make bunny feet: In medium, microwave-safe bowl, microwave white chocolate chips on high 30 seconds. Stir until completely melted and smooth. Spoon into pastry bag or re-sealable plastic bag. Snip small corner from bag. Pipe 24 pairs of bunny feet onto parchment or wax paper-lined cookie sheet. Use toothpick to smooth out bumps or rough edges, and gently tap cookie sheet on counter to help settle. Allow to harden 2 minutes in freezer or 15 minutes in refrigerator. To make frosting: In large bowl, beat butter and remaining lemon extract until light and fluffy. Gradually add confectioners’ sugar, beating well after each addition and scraping sides and bottom of bowl frequently. Add milk; beat until light and fluffy. Remove half the frosting and place in medium bowl. Add green food color; mix until evenly blended. Spoon into pastry bag fitted with grass decorating tip. Set aside. Remove half the remaining frosting into small bowl. Add red food color; mix until light pink. Spoon into another pastry bag. Using pink frosting, pipe three toes and padding on each bunny foot. Once frosting has set (about 1 hour) gently press down on pink frosting to create smoother look. To assemble cupcakes: Pipe green frosting onto each cupcake in series of short motions to create individual grass spots. Cover top of each cupcake completely. To make bunny butts: Place cut sides of marshmallow halves onto each frosted cupcake, leaving room for bunny feet. Shape remaining white frosting into dime-sized balls then roll with white sprinkles to cover. Pipe small drop of remaining pink or white frosting onto top of each marshmallow. Press bunny tail on top. Place both bunny feet against base of marshmallow with toes facing down.
