October is a Symphony of Permanence and Change It has been said that October is a symphony of permanence and change. The meaning behind that quote originally was coined to remind us that while many things remain unchanged, the month of October visually changes our outlook as we say goodbye to the summer and welcome the beauty that fall brings. The quote can also speak to our district in that the quality of our educational programs remain unchanged, but our physical surroundings will be undergoing significant transformation starting in just a few weeks. The first of many construction projects will begin during the month of October. Celina Elementary School will start construction on an additional educational wing, which will match the total capacity with that of O’Dell Elementary and our future elementary campuses. The campus will also acquire more parking and playground equipment similar to our existing elementary campus. Upgrades inside and out will be included during the construction phase. At this same time, our baseball and softball complex will break ground at Celina High School. The fields will be located behind the Athletic Complex and will include locker rooms that will house our baseball, soccer and softball players. Restrooms and concessions will also be included on the build. Additional parking will be added that will not only serve baseball and softball fans but will be used for other sporting and non-sporting events at the complex. The district is in the process of acquiring land for future sites and will begin working with architects to design our new campuses that will address the growth that continues to come our way.

The month of October will also bring two days off for our students. On Monday, October 14th, Celina ISD will be closed for Fair Day, which allows our faculty and families to enjoy the State Fair of Texas and all the fun that comes from a visit to the fairgrounds. We also will be closed on Monday, October 28th for Professional Development for our CISD Faculty and Staff. Our calendar continues to fill up with programs and events. To keep current on the latest happenings around the district, click on the calendar link and you will be able to scroll through each month. For your convenience, all of our campuses are color coded, so it is even easier to find events and programs for specific campuses. If you use Facebook, our district and campuses all have pages that will keep you in the know, so that you won’t miss out on the great things that are happening each and every day. It doesn’t seem possible that we are in the month of October and before we know it, the end of the year will be upon us. Looking from the outside, one will see the changes that construction will bring, but taking a glimpse inside our classrooms, you will witness the amazing work taking place each day. As we take in the beauty of what October brings, we find comfort that even in seasons of change, our faculty and staff are laying down the foundation that will continue to support our students on their road to success. A DIY Halloween Creation When it comes to family fun, it’s hard to beat Halloween, and with all the candy flying around, it’s an opportunity to add something nutritious and delicious to festive celebrations. Chocolate milk can provide the best of both worlds. It satisfies kids’ sweet tooth while providing all the nutrients of classic white milk, like calcium, vitamin D and high-quality protein to help keep little skeletons strong, making it a Halloween hit for kids and parents alike. Scary Sweet Cemetery Recipe courtesy of MilkPEP Servings: 6 Pudding: 2 tablespoons unsweetened cocoa powder 2 tablespoons cornstarch 2 cups cold chocolate milk 1 pinch salt 10 | October 2019 WeAreCELINA.com

1 large egg 4 ounces chopped semisweet chocolate (about 3/4 cup) 10 ounces chocolate vanilla sandwich cookies (about 20 cookies) 12 gummy worms In large saucepan over high heat, stir cocoa powder, cornstarch, chocolate milk and salt to incorporate dry ingredients into milk. Cook until mixture starts to boil then reduce heat to simmer until mixture starts to thicken, about 3-5 minutes. In large bowl, using whisk, beat egg, slowly drizzling hot chocolate mixture into bowl, whisking continuously. Fold in chopped chocolate and stir until chocolate has completely melted. Pour pudding mixture into glass baking dish. Place piece of parchment paper on top of surface of pudding. Chill in refrigerator 3 hours, or overnight. To prepare “dirt,” place chocolate vanilla sandwich cookies in large resealable bag. Using rolling pin, crush cookies into crumbs. When ready to serve, sprinkle cookie crumbs over pudding and place gummy worms on cookie crumb layer, making sure to “bury” parts of gummy worm ends as if worms are coming out of dirt. Nutritional information per serving: 460 calories; 18 g fat; 8 g saturated fat; 35 mg cholesterol; 6 g protein; 75 g carbohydrates; 4 g fiber; 250 mg sodium; 104 mg calcium. Celebrating Celina’ HEART By Mayor Sean Terry

As much as we say that we want Celina to maintain its small-town feel, its neighborly friendliness, and its sense of community, there is no better or more convincing evidence that we are indeed being true to that commitment than in how we all come together to celebrate the high school football team’s annual homecoming game. The pomp and circumstance of homecoming week is a throwback to when the first homecoming games were played almost a century ago. The tradition actually started in the college ranks as schools would welcome their teams back home after one or two away games. Slowly, over the years, the tradition gained wide fame as more and more schools picked up the practice of making the “homecoming game” the highlight of their fall. In Celina, the tradition is alive and well, and actually pretty infectious as it seemed like the entire City was caught up in the spirit of homecoming. In addition to the ubiquitous orange and white ribbons on poles and trees, store windows were festooned with best wishes for the team. Creative homecoming dance invitations from anxious boys to at-times surprised girls tested the imagination and originality of students. This year’s parade was among the best I can remember. The real magic, however, was saved for Bobcat stadium as the team simply overwhelmed Sanger 63-7. Homecoming this year was truly an all-encompassing success for the school and the City. The cooperative spirit between the City and the school showed a deep sense of civic pride for Celina. On the construction front, there’s still a lot going on. For the past two years, the City has been working on major upgrades to the water transmission system. Recently, we completed the first two phases of the system upgrade. These include the construction of almost 22,000 feet of 36” water line that begins at the Celina Road Pump Station and extends to the Downtown Pump Station. Residents have consistently expressed concerns about the lack of water pressure on the east side of Preston Road. That was because of the existing 18” water line that served the entire city. The new water line has increased the City’s ability to receive water from Upper Trinity Regional Water System by over 100 percent. The additional capacity is anticipated to provide Celina with enough capacity to serve existing and future Celina residents for approximately 5-7 years. 12 | October 2019 WeAreCELINA.com

The next phase of the transmission line begins at the Downtown pump station and extends an additional waterline to the east side of the City. The third phase is currently under construction and is anticipated to be completed in November 2019. This connection will be used to create a stronger water supply for residents on the east side of Preston Road and will help fill the new elevated storage tank which is also under construction along Coit Road. Finally, don’t forget to join us for the inaugural “Beware of the Square.” It’s set for October 26 from 6:00pm to 10:00pm in the Downtown Square. Backed by Halloween-themed music, businesses along the historic square will provide plenty of candy for trick-or-treaters while a bounce house and obstacle course will be open for free play. Zombies and other ghoulish dancers will be challenged to learn the choreographed steps of Michael Jackson’s popular “Thriller” video. Costumes are highly encouraged, of course, and participants with carved jack-o-lanterns or decorated pumpkins can bring them along for placement as part of a display and backdrop for attendee photos.

Hiding Unsightly Luxuries with Landscaping The modern world has many conveniences that most of us find absolutely necessary. It really doesn’t matter that these recent necessities were once luxuries reserved only for those living in the right places with the right financial means with which to support them. Today most people in modern America find the notion of living without utilities or central air conditioning simply impossible to consider. The one thing that most of these homeowners has in common though is the fact that the appearance of air conditioning units as well as utility boxes does much to disrupt the beauty and tranquility of our lawn and garden areas. The good news for the clever landscaper is that there are plenty of ways in which you can disguise these objects that so terribly disrupt the flow and serenity of nature in your outdoor living area. Before you make any real attempts to hide these blemishes to your property you must carefully think and consider the fact that there will be times when these items must be accessed. In other words, anything that is used to hide them must not impair your ability to have access to them. There are some common solutions to this problem as well as some creative solutions. All solutions will work well but you must ultimately choose the solution that will work best for you. I love nature and all things that remind me of nature. Shrubbery is a very common method used for hiding bulky air conditioning units and even many utility boxes. If landscaped correctly, it is a low-cost design that can be walked behind to gain access to the devices or units when needed. There are other natural features you could use to disguise these boxes – not all of which are plant in nature. Stones make excellent landscaping features and large stones can be a great method for hiding smaller blemishes such as utility boxes. can come up with all kinds of tricks to use for this purpose but those mentioned above are a great start. Another thing you may wish to consider is building a gated area around those blemishes. Wooden fences with gates can be built around your visually unappealing landscaping necessities in order not only to hide them for the eyes of the world and visitors alike but also to create a lovely home for any climbing vines you may have. Flowering vines are an excellent choice for this, but any vine will work. You can even use latticework if that is what you prefer. If these methods for hiding unattractive lawn ornaments aren’t appealing to you but you still wish to hide them, perhaps you should consider some of the ‘ready made’ options at your local garden center. Most of these will be either plastic or wood but will look a good deal better when landscaping than an ugly and unsightly piece of metal. Another thing to consider is the ground maintenance around these unsightly boxes. A lot of our designs for clients include a decorative gravel verses normal bedding plants, grass or groundcover that would require regular maintenance. Gravel tends to be neater and more functional with little to no maintenance. And if a weed pops up, have it meet your new best friend, Mr. Roundup!


Question: Jimmie, I have some old really large taller type of Nandinas that I would like to make smaller. Is it okay just to chop them down to the height that I would prefer them to be? Would really appreciate your opinion. Thank You, Jeff L. in Prosper. Answer: Hi Jeff, SLOW DOWN! Not that simple. Nandinas in general are multi-trunked. They are always meant to be a natural plant in your landscape. In order to maintain that natural look the appropriate way to prune them is once or twice a year, remove every 3rd or 4th trunk all the way down to the ground so you “naturally” thin the plant without butchering it. Also remember the leaves on any shrub is all it has to protect itself from a hard freeze so if you “chopped them down” you would leave yourself open to losing the plant entirely. Question: Jimmie, I am new to the area and our builder planted the two trees we have out front and now 13 months later they are both DEAD!! I sent you the pictures, not sure if you can tell what they were but we are really upset that now we are being told they will not replace due to the 6-month warranty they came with. Other houses in the neighborhood having the same problem! How can this be? As I wrote you before we would love to have you come out and install new ones with your company’s better warranty and expertise. Thank you for our time sir! Paul W. in Celina Answer: Hello Paul! Yes, I did receive your pictures, thank you for sending. They look like the remains of Bradford Pear trees. Builders use quite often due to lower costs and usually will survive long enough to get past their warranty time frame without proper soil amendments etc. We actually see a lot of exactly what you’re describing! Common problem that builders have is they buy in bulk (B & B = Balled and Burlap) trees which roots have been cut in a growing field and shipped far away to whatever location they need. The labor force then digs a hole in clay and caliche rock and sticks them in and covers it up! Very deadly not to unwrap the Burlap they are shipped in and of course no root stimulator, no Organic soil conditioners and basically no hope for survival. Next time, we will help you secure container grown trees, which have all the roots the tree has had its entire life and of course the good stuff mixed in the soil with it! Celina Receives 2019 Municipal Excellence Award During the 2019 Texas Municipal League (TML) Annual Conference and Exhibition in San Antonio, the City of Celina received a 2019 Municipal Excellence Award in public safety for cities under 25,000 in population. The award recognized the City for its efforts to prevent thefts at construction sites. To address an increase in thefts of building materials at construction sites, the City of Celina Police Department met with builders and other stakeholders to identify effective strategies to deter theft. As a result of this collaboration, the problem-solving initiative identified 28 best practices, and the City developed a resource guide to help builders implement the strategies. The result was a resounding success – a 63 percent reduction in construction-related thefts – which benefits the builders and the entire community. On hand at the Conference to accept the award were Mayor Sean Terry, City Council member Justin Steiner, City Manager Jason Laumer, Director of Development Services Dusty McAfee, Police Chief Tony Griggs, Director of Government Affairs Corbett Howard, Director of Administrative Services Paul Debuff. “This TML award represents the success we can achieve when we all work together to keep Celina safe,” said Celina Police Chief Tony Griggs. 16 | October 2019 WeAreCELINA.com

TML’s Municipal Excellence Awards recognize and encourage the achievements of Texas cities in meeting the challenge of municipal governance. Beware! Of the Square Set to Debut in Downtown Event enhances City’s Halloween celebration Celina’s Trick-or-Treat on the Square is set to undergo a major transformation this year that will test the bravery of even the toughest trick-or-treaters, provide a fun and safe space for younger goblins, and entertain everyone with a movie, and a tantalizing portion of a high school play. Renamed Beware! Of the Square, the free event is set for Saturday, October 26 in the Downtown Square starting at 6:00pm. The square will be traffic-free that evening to ensure everyone’s safety. Backed by Halloween-themed music, businesses along the historic square will provide plenty of candy for trick-or-treaters while a bounce house and obstacle course will be open for free play. Zombies and other ghoulish dancers will be challenged to learn the choreographed steps of Michael Jackson’s popular “Thriller” video. “The evening will be filled with all sorts of fun activities for everyone,” says Downtown Development Manager Rebecca Barton. “It will be virtually non-stop entertainment. The Main Street Board is very excited about the revamped event, and we’re all looking forward to providing a great time for participants of all ages.” Costumes are highly encouraged, of course, and participants with carved jack-o-lanterns or decorated pumpkins can bring them along for placement as part of a display and backdrop for attendee photos. At 8:15pm, an outdoor screening of “Goosebumps” will be held on the lawn. Lawn chairs, blankets, and bug repellent spray can enhance the viewing experience of the family-friendly horror comedy. The presentation will conclude at the high school auditorium during the following week. DIY Ice Cream Truck Boxtume Project courtesy of Krafts by Katelyn Supplies: 1 medium Amazon smile box 1 small Amazon smile box Duct tape Hot glue Paint, variety of colors Paint brushes Painter’s tape 1 Amazon smile box, any size, to cut out details Scissors Colored paper, variety of colors Colored markers, variety of colors Letter stickers Ribbon Using medium box and small box, create foundation of truck shape. Use duct tape to secure flaps in closed position. Open top and bottom of medium box and fold in all flaps on bottom. Use duct tape and hot glue to secure open flaps in place. Use hot glue and duct tape to attach small box to short side of medium box.

Using white paint and paint brush, paint both boxes inside and out. Using painter’s tape as guidelines, paint vertical candy stripes about halfway up both sides of “truck” in desired color. Using extra box and scissors, cut out wheels, windows and awning then paint desired colors. Using hot glue, attach pieces to “truck.” Using colored paper and markers, create ice cream cone decorations. Connect using hot glue then hot glue decorations to “truck.” Add letter stickers, as desired. Using markers, add extra details such as lights, as desired. Using hot glue, attach wide ribbon to top inside edges of “truck” to create straps.

Spooky Yet Safe 5 tips to help ensure a happy Halloween

Trick-or-Treat with Care

Between fun costumes and tasty treats, Halloween is one of the most anticipated nights of the year for many children. However, these precautions can be taken – by kids and parents alike – to help ensure an enjoyable, fun-filled time.

Regardless of the age of your children, some extra precautions should be taken before they go out in search of treats. Remind children to avoid trick-or-treating alone; walk in groups or with a trusted adult. If older children are going with a group of friends, plan and review an acceptable route and agree on a specific time for them to return home. Tell them to only visit homes with illuminated porch lights and always use direct paths, crossing the street at corners using sidewalks crosswalks. If there are no sidewalks, walk facing traffic and stay as far away from passing cars as possible.

Pick Proper Costumes Before Halloween, choose a costume that doesn’t pose safety risks. Look for costumes, wigs and accessories that are flame-resistant and flexible. Ideally, costumes will be bright and reflective. If not, add reflective tape to costumes or bags and provide glow sticks or flash lights. Make sure shoes fit properly and costumes are not too long to help prevent tripping, entanglement or contact with flames. Also consider non-toxic makeup and decorative hats as safer alternatives to masks, which can obscure vision. Prep Your Home for Visitors To ensure you’re ready for trick-or-treaters, remove tripping hazards from your yard and porch, including hoses, bikes and other toys, and clear wet leaves, snow or other debris from the sidewalk. Make it known you’re home by turning on your porch light; test it early and replace burnt out bulbs, if necessary, to ensure visibility. Also consider substitutes for sweets, which may contain ingredients some trick-or-treaters are allergic to, opting instead for more inclusive options such as stickers, coloring books, pencils, rubber insects or colored chalk.

Watch for Walkers The risk for children being hit by cars is higher on Halloween than on any other day of the year, according to Safe Kids Worldwide. To help minimize that risk, slow down and be especially alert in residential neighborhoods – especially between the hours of 5-10 p.m. when most children are typically trick-or-treating – as excited kids may move in unpredictable ways. Take extra time to look for kids at intersections, on medians and curbs, and minimize distractions such as cell phones as much as possible. Inspect Candy Though tampering is rare, a responsible adult should closely examine all treats and discard spoiled, unwrapped or suspicious items once children return home. Teach your child to politely decline homemade items such as cupcakes, brownies and popcorn balls, and always read ingredient labels as many popular candies contain common allergens like peanuts, milk, eggs, soy or wheat.
