The Prosper Town Council and town administration are always looking ahead for every way to help the town in its fast and heavy growth pattern. To that end, Town Manager Harlan Jefferson and Mayor Pro Tem Curry Vogelsang went to Austin last week to testify on behalf of Texas Senate Bill 823 which was authored by Senator Craig Estes. The bill was being reviewed by the Natural Resources and Economic Development which is chaired by Estes. Jefferson said it’s a bill that will allow Prosper to take advantage of taxes from entertainment, restaurants, hotels and convention centers – which will help the town with costs for infrastructure and more. The bill states it is “relating to the authority of certain municipalities to pledge revenue from the municipal hotel occupancy tax for the payment of obligations related to hotel projects.” Jefferson says there are fewer than 10 municipalities on the list for those that can benefit from these tax dollars and they want to get Prosper included on that list. Realizing there is no current hotel from which Prosper can benefit, it’s only a matter of time until one gets built. It is going to happen. “This will benefit the residents of Prosper because as we grow, more amenities will be available within our city limits and hotels and a convention center certainly will be part of that,” he said. “These are things that will generate tax revenue to reduce the taxes for residents in some form or fashion.” The plan is to have the same attributes and opportunities that McKinney or Frisco or the city of Dallas have so Prosper can compete with those cities. “We realize as the metroplex grows we can become a mecca for entertainment. As the state continues to grow, there are going to be more opportunities and we want to help in that endeavor,” Jefferson said. I

t doesn’t take long for Rick Carpenter to name the top thrill of his amazing coaching career. After four state championships in baseball, Carpenter says his greatest thrill and achievement is in coaching his two sons, Matt and Tyler, from Little League through high school and to see them move into the pros. After that, this Eagles’ baseball coach can name several lofty honors and achievements that dot his 36-year coaching career; not the least of them is his most recent milestone — 800 career wins. That came during a recent tournament after the Eagles defeated two 6A powerhouse teams; 6A No. 14 Coppell and 6A No. 8 Flower Mound. The team started its district play at 162-1 after beating Little Elm 4-3. Carpenter says, when he started his career, he thought he might get 500 career wins. “I’ve had a lot of talent over the years and I’ve been smart enough not to mess it up,” he said. “This year is one of the top five starts of my career,” Carpenter said referring to his team’s win-loss record so far. “And the reason for it is basically all facets of the game. We are playing good D, pitching well and we are hitting the ball

well. We have a good chemistry now and you're not going to be good without a good chemistry. Right now, the kids are hitting it off together and rooting for each other.” As this district play gets started, the Prosper Eagles have great plans to be in the state tournament once again. But as Carpenter looks back on a star-studded career, in his mild unassuming manner, he says he’s been lucky and he’s been blessed. One sportswriter recently stated on Twitter that if baseball had a Mount Rushmore, surely Coach Carpenter would be on it. His programs have won state championships at two different schools “and there have only been two people in the history of Texas to win one at two different schools,” Carpenter said. He was inducted into the Texas High School Baseball Coaches Hall of Fame, named National Coach of the Year a couple of times and has taken seven trips to the state tournament. Not bad for a guy who planned a business career when he went to college. He started in 1981 as an assistant coach at Georgetown College in Georgetown, Kentucky. He explained that he and wife Tammie graduated high school at the same time and when he went to college she wanted to go into the workforce. But three years later she decided to go to college so she was a freshman when he was a senior. After he graduated he had three years to stay put while Tammie finished college so he went to work in the athletic department. “One of my high school coaches in Ohio (I’m from Ohio) got the job at Paris, Kentucky which was right down the road [from Georgetown] so I coached football in the fall there and baseball in the spring at Georgetown College,” he said. “And all that was part-time pay. We were living in the dorm and we were dorm directors so we didn’t need a lot of money.” Carpenter went to college on a basketball scholarship and thought he would make a career out of being an accountant. “I got a summer job working in an office and I hated it,” Carpenter remembers. “I’m in four walls and got there when it was dark and left when it was dark and I’m an outside guy. I was used to working on a farm and being outside all day.” That experience helped him decide to stick


with coaching. “So, I started thinking about what I can do for the rest of my life and thought, ‘I can’t get out of athletics, so coach it is.’” When Tammie graduated from college, the young couple was ready to move on and get real jobs but none were to be found in Ohio or Kentucky. They landed in Texas and began building their lives in the fall of 1982. Carpenter said they tried to move back when their youngest child Caitlyn was a baby. She had a serious illness and had to be hospitalized. Carpenter said he was shaken by that because they had no family close enough to help them. But as he related the story, he said “Thank goodness there were still no jobs available, so we stayed in Texas.” He started out at Fort Bend Elkins and that’s where Matt and Tyler began their baseball careers. Matt is still with the Cardinals but Tyler gave up the dream a few years ago.

Tyler is younger than Matt and he played with the Mets. “He played in the minors but he didn't make it out of the minors,” Carpenter said. “He was okay with that.” He talked to his boys when they went to the pros. He didn’t want either of them to spend their youth in the minors and then have a hard time getting a job and building a career. “I said to them, ‘You get after it and give it your best shot, and if it looks like it’s plateaued, you need to get out,’” Carpenter said. “And Tyler called me up one day and said ‘I think it’s time.’ We had a long talk because I wanted to make sure it was time and it was. He got out, got a good job, got married and all is well. But it was tough on him to decide to quit and it was tough on us to see him give up his dream.” In Coach Carpenter’s office at Prosper High School is a framed Cardinals’ jersey from Matt with the no. 13 bearing a handwritten note, “Dad, A childhood dream became a reality thanks to you. We did this together. Thanks for everything. I love you! Matt Carpenter 13.” His sons are not the only graduates of Carpenter’s baseball program to go to the pros. “I have four kids playing in the big leagues and the first three I feel like I taught them a lot about playing the game, the mentality part of it. They were good when I got them,” he said.

First was Kipp Wells drafted by the Sox. He played for about five teams including the Rangers. “He was a first-round draft choice in 1998. I coached him at Elkins. James Loney has had a 10-year big league career and was drafted by the Dodgers. He is now in big league camp with the Rangers. Chad Huffman got called up for the Yankees for two weeks. That’s all but he’s still playing. He’s actually in the big league camp with Matt (for the Cardinals). He and Matt have been in a game together.

But kids don’t have to make the pros in order to have a place of pride in the heart of Coach Carpenter. Players come back to see him all the time to say thank you for what they learned. “I’ve got lawyers, entrepreneurs, teachers, coaches and just about every kind of professional and they are still all my kids. It’s so great when they come back.” With all the honors and accolades Carpenter has seen through the years, his very favorite thing about coaching is still dealing with the kids. “I feel like this helps me keep young mentally,” he said.

Carpenter said his 2013 season may be his favorite so far and it was almost his last. The team was 19-18 and still made it through four rounds of the playoffs. Almost everybody that deep had won 30 games, but for Prosper it wasn’t going so well. Carpenter said he had never worked so hard to have nothing pan out and his frustration level was almost unbearable. It was a miserable time for him and he said he had decided to retire at the end of that year. It was the team’s first year in 4A, and although nothing was turning out the way he wanted, the kids on his team never gave up making it even more sweet when their results changed and they headed into the playoffs. Carpenter says the Eagles are planning to get back to the state tournament again this year. And while it will be exciting, for him it’s all about the kids.

Big Shoes to Fill PHS Principal Wright Retires

from hand to hand — Mr. Wright is retiring this year. Much disappointment was expressed in the wake of uncertainty of what is to come for Prosper High School students and teachers. Who will take over. What will become of the traditions students, parents and teachers have come to value during Greg Wright’s tenure. Within weeks, the answer came when Dr. John Burdett was approved by the Prosper Board of Trustees on March 20. His official start date is April 3 but he’s already on camps meeting folks.

He comes to Prosper with 22 years of experience as a classroom teacher, elementary and high school assistant principal, high school principal and his most recent post is assistant superintendent. Burdett says he’s excited to be back to a principalship where he is working with kids. “Dr. Burdett will continue and build upon the excellence of PHS,” said Prosper Superintendent Dr. Drew Watkins. “Although he has big shoes to fill with the retirement of Mr. Wright, we believe in a short time students, parents, and staff will soon see and appreciate the vision he has for Prosper High School. Dr. Burdett comes to us with valuable experience leading a high school campus in a fast growth district. His experience in dealing with the program transitions along with exploding student growth should prove to be invaluable moving forward.” “We are going to do what’s best for great learning and great emotional and social support for students,” Burdett said. “If that means having a pep rally we have a pep rally. If that means keeping their privileges we will keep their privileges. If you go in and change a lot of things, that means something is wrong. I


don’t think that there is anything wrong [at Prosper High School].” Burdett says it’s important to honor all of the great things that are already in place at the high school. “My job is to serve the kids, the staff and the community. We are going to be big on great instructional opportunities,” he said. “When we reflect on what we do each day, we ask have we done the absolute best we can for the kids. Have I done the absolute best for staff so they can do what’s best for kids. If the answer is yes, it’s a great day. If not, we have to fix it.”

Dr. Burdett says this is the best promotion he’s ever had. It’s not a job to him, it’s a calling and he wants to be with the kids. “This is an absolutely amazing community,” he said. Then he talked about the importance of a community supporting teachers. “You have the highest student achievement when you have teachers who feel supported by colleagues and the community. My dissertation was about that and I’ve done a lot of research on it. It makes perfect sense.” Burdett says he feels he is returning to his calling. “When I was a principal it was the most energizing, challenging and invigorating position I’ve ever had,” he said. “It’s all about kids, supporting students and supporting teachers. That’s my calling and thats why I’m on this earth.” The Burdett family is still in Dripping Springs but making preparations to move to Prosper. They already have their new house and expect to move in June. Burdett’s wife Corey will be coming with three boys ages 15, 13 and 9. They are excited to be moving and excited to join the Prosper community. He expects to be spending as much time as possible with current principal Greg Wright in these next months leading up to graduation and the end of the school year. He wants to meet students and parents and is looking forward to getting to know the high school staff.

Dancing into Nationals Talonettes – Prosper High School’s Sweethearts

The Prosper High School Talonettes competed at the MA Nationals in Fort Worth on March 24th and 25th. Teams from all over the nation came to show off their best High School Drill Team dances. The Talonettes competed in the Large Division, which is based on the number of dancers on the team. Out of 9 teams in their division, the Talonettes placed in the Top 3 of every single category in which they performed. Hulon T. Webb, Jr. Putting Together a Hometown By Leslie Scott

ith a title of Executive Director of

an impressive name like Hulon T. Webb, Jr., you might not believe that you could find yourself chatting about video games, restoring an old Bronco, or how to best grill a steak. But with Hulon, that’s exactly what you get. He is a major part of the growth in Prosper, a family man and a self-described engineer geek. He embraces all his roles in Prosper and he appreciates every moment. Hulon first arrived in Prosper as Development Services Director and Town Engineer in 2006, excited to work from a blank slate, he was to have an input in much of the local municipal government. After working for the Town for four years, his wife Allison attended an event in Prosper that had her falling in love with the Town too, so they moved and made it their hometown. About four years ago, when Harlan Jefferson began as the Town Manager, Hulon’s position was restructured and other departments were moved to his responsibility, hence the change in title and responsibilities.

“The best part of my job is this is the first place I’ve had a management position that I also live in the community. At first I was apprehensive that the public would approach and question what was happening in the Town and intrude when out in the community with my family, but it’s actually a positive. I enjoy being approached and embraced in a friendly way by community members.” Hulon said another great part of his job is that it’s something new every day. “Combined with my engineering background, I enjoy building things, it’s exciting to see the growth and development of the Town. Driving around getting to see roads and water towers that I’m in charge of, but also retail and office buildings going up that’s not my job, but I had a part in the development of the Town.” When asked if there’s anything else he could see himself doing, without hesitation he says no. Chris Copple, Director of Development Service in Cedar Park, Texas, worked closely with Hulon for eight years in Prosper. Chris says of Hulon, “I was able to witness firsthand how much he cares for the community he has played such a significant role in building over the past decade. Hulon displayed his passion for Prosper not only through his dedication to the job, but also by leading the effort to construct the town’s first community-built playground, his service with the Prosper Rotary, and by assisting in numerous community events. Hulon’s drive for excellence in everything he does is obvious to anyone who spends time visiting with his staff and co-workers, Prosper’s property and business owners, and community leaders. Hulon’s leadership style is the definition of “lead by example” and he played a huge role in not only my professional development, but my growth as a person, a husband, and a father.” Hulon loves what he does and strives to be his best so much, that when asked what he would go back and tell himself as a 20-year old, he would say to, “get more involved in the career, the real aspect. Do internships and learn the nuts and bolts of how a career works.” He would give himself advise on how to be better at what he already does so well. To-do lists motivate Hulon. “Writing down what we need to accomplish and then putting puzzle pieces together and making it happen and marking it off,” he said. “Whether it’s something like roads


or water sewer lines, it’s nice to break it down into those pieces and then putting the puzzles together. And especially if it’s putting it together for the first time.” The very thing that motivates him also keeps him up at night. He says he worries that the pieces of the puzzle are not going together quickly enough or in the right way. He wants to make sure it’s completed right and in a timely fashion. Hulon’s accomplishments do not go unnoticed. Hulon’s friend Jeff Payne said about him, "Hulon has always been one of the hardest workers I know. He truly cares about the Prosper community he serves. You can see his fingerprints all over our growing community from the Windmill Park he helped organize to all the planning and infrastructure construction he has orchestrated to make the Town something special. Being proud of the Town is something you never have to guess at with Hulon. And once you talk with him on a personal level, you will also quickly find out that he is also very proud of his family. He and his wife Allison will celebrate 19 years of marriage this year, but they’ve been friends much longer. Hulon gets almost sheepish when he says, “Allison is my best friend. I made the right choice.” Together they are raising their two children here in Prosper. Daughter Chandler is 12 and son Trey (Hulon Webb III) is 9 and Hulon relishes being their dad. If he could give one piece of advice to his children, he would make that advice different for each, as they are so very different from each other and deserve that. “For Chandler: Look at a challenge and take on the challenge and work through it as soon as it arrives. Chandler is very smart and I want her to learn to focus on taking care of what she needs to take care of. Take on the challenges and she’ll be successful. For Trey: Follow your heart and your dream and don’t let anybody steer you otherwise. Trey is very driven and unique and I hope he follows what he wants rather than being influenced by others.” Hulon himself is a piece of the Prosper puzzle. His intelligence, calm demeanor, practicality, patience, and dedication all make Prosper better without anyone knowing that it’s happening behind the scenes. ENN Goes to NYC One group of Prosper High School students took a novel approach to spring break this year. Instead of going to someplace warm, about 26 teens went north to New York City. Shepherded by journalism and on-line newspaper teacher Lori Oglesby and broadcast teacher Brian Kennedy, the students crammed a lot of experience in a short time, The trip was complicated by weather. A severe cold front was causing flights unexpected delays and layovers and the plane carrying these Prosper kids was no exception. They got stuck in Milwaukee. One of those students, senior Tish Cama, told their story to The Prosper Magazine. “It was an opportunity to learn hands on,” she said. The group left Prosper on Tuesday, March 14, and got back the following Saturday, but they were in New York only two days because of the weather. “Our teachers did a really good job of making sure we had the New York experience,” Cama said. “The first day was on the go until midnight because we were trying to go everywhere and see everything. Our teachers crammed a week full of sightseeing into two days.” Several of the students on this trip are serious about studying journalism as a career and in college and they got the chance to talk to working journalists, ask questions and hear their experiences. Also, Kevin Cokely of NBC Chanel 5 in Dallas followed some of the students’ trip so they are local celebrities.

Women Leaders in Emergency Response

Nevil Honored by League of Women Voters By Joyce Godwin

The League of Women Voters for Collin County held its Women’s History Luncheon in March at Gleneagles Country Club in Plano during which Women Leaders in Emergency Response were honored. One of those six honorees was Prosper’s very own Marty Nevil, a Prosper firefighter and medic. The five other honorees were Christa Weisinger, Allen Police and Student Resource Officer; Ursula Watson, McKinney Detective; Susan Carr, Plano Director of Public Safety Communications; Leslie Girdner, Frisco Community Education Coordinator, and Katy Willoughby, Wylie Fire Department Captain. In 2015, when the LWV honored Collin County women in Public Administration, Prosper’s Town Secretary Robyn Battle was included.

As the luncheon part of the program began to wind up, each woman was asked to talk about herself, her training and challenges. Nevil talked about the town of Prosper and how the fire department interacts within the community. “Building a trust within the community is important so residents feel comfortable calling in that time of need,” she said. Nevil started her career as a first responder in the police department. She is thankful for her training at Highland Park where she says she was ‘triple trained’ meaning trained as police, paramedic and firefighter. She came on staff with the town of Prosper as a police officer and transferred four years ago to the fire department. She is thankful to be well rounded as a first responder with a good understanding of where she fits in.

In the event program, each woman is featured with a photo and a short biography. Nevil's bio follows: “Marty Nevil, Town of Prosper. Born in Dallas and reared in Leonard, Texas, she has a B.A. from Southern Methodist University and is currently completing a Masters Certificate in Public Communications from Texas Christian University. She has worked for the Dallas Police Department and Highland Park Department of Public Safety. She is a certified Firefighter, Police Officer, and Paramedic, and has also owned and operated a café/coffee shop. She has been employed as a Firefighter with the Town of Prosper for four years. Her interests are running, spending time with family, going to church and volunteering.”

It’s important to Nevil that younger women understand there is opportunity for other women as first responders. “I have been successful because of great encouragement from men and women in my life who have mentored me and encouraged me to go forward even though it is an unconventional role for a female,” she said. She named a few of her biggest encouragers: her husband Broox who is also a firefighter, Prosper’s Fire Chief Tucker, Highland Park’s Chief Vinson and her dad who is no longer with her. “I work with a lot of great men, and being the only female, I get to complement what they do at a really high level,” Nevil said. “I just add to what they already do a great job at. They are my brothers.”

Nevil points out that the award she received is meant to focus on what all the great women have done to pave the way for me and other females like me. Nevil used as an example Erin Hubbard, who is the first female police officer for Prosper. She has done a lot to open doors for other women to come in. “Our town motto is ‘A place where everyone matters,’” Nevil said. “We embrace that at the Fire Department and take pride in doing that whenever we can.” That attitude applies in everything firefighters do whether participating in fire prevention education or doing fire inspections and certifications for CPR.

Lastly, Nevil said she was impressed with the League of Women Voters. “It’s a wonderful cause and a good way to get women more involved, not only in the voting process, but in other areas.” She added that she is most grateful to be chosen. Several of the honorees were the first female hired in their respective departments. They said that female officers are often able to play a more nurturing and comforting role than male officers when a victim is female. In addition to being first responders, they help educate the community, and especially children, in how to prevent or cope with emergency situations. Todd Eubanks, Director of the Law Enforcement Academy of Collin College, was the keynote speaker. He stressed the need for more women in public safety careers, noting that in 1970 only 2 percent of public safety personnel were women and that has increased only to 12 percent today. Collin College offers training in police, fire, paramedic and other areas of public safety. It’s worth noting here that a new scholarship has been set up for students from Prosper who seek training for the fire department at Collin College. The scholarship bears the name of Prosper’s first fire chief, Chief Ronnie Tucker who plans to retire this year.

TCounty Judge Keith Self. As he looks back he time has passed quickly for Collin

on the last ten years since he was elected, he says he can’t believe it’s been 10 years already. After a decade in office, Self considers a new spot and is looking toward the Congressional Seat No. 3 which will be vacated by retiring lawmaker Sam Johnson at the end of this term. Self recently announced forming an exploratory committee to help him decide if he should run.

Self says he decided to run for County Judge because it was a policy position “and I love working on policy issues and changes. I thought Collin County could do better. There were two people in the race and I thought there should be three.” After 10 years in office, Self has a lot to offer. “I now understand how hard it is to basically keep your budgets low and keep the taxpayers in mind and just monitor how you spend the taxpayers’ dollars,” Self said. “I think that is one of the things the U.S. Congress just doesn’t understand. The $20 Trillion dollars that we are now in debt is the elephant in the room that no one is wanting to address. Those are valuable experiences in what Congress deals with.” In addition to his experience on the bench, Self also has a stellar military career from which he retired at the rank of lieutenant colonel. “Not only did I serve in the Pentagon J3, but in NATO military headquarters and the European Command,” he said. “I have experience on both sides of the Middle East conflict. I was at the U.S. Embassy in Cairo in the security assistance program monitoring the $2 Billion we gave them in military aid every year. Then when I was in the European Command. I was the Israeli desk officer in the J3, so I spent a lot of time in Israel and understand their issues. Those things are valuable because the Middle East conflict is one of those issues that continues to raise its head and continues to be troublesome in the world.” Self points out that there are no guarantees in politics. “I would go into this race knowing that it will be a difficult race regardless of who wins. It will be a race that will require all the support I can muster from all of my supporters across the county. I appreciate every one of them. Open Congressional seats tend to draw a crowd so Self says he expects to have several in this race, “It’s basically a year from now,” he said. “March 2018. Self says there is plenty to be done in Congress even as a junior member. “There are now caucuses there that are making a big difference in the traditional model of Congress,” Self said. “The traditional model of Congress is that the leadership controlled everything. I think there are ways junior members of Congress can make a difference if you carefully select those groups that better represent my constituents.”

Self describes the Commissioners Court where he currently serves as a good mix of talents and points of view. “We don’t always agree but I think we do a good job of exploring all the issues,” he said. “We try to conduct our business in a transparent way so people can know what we are doing. Too often elected officials don’t hold discussions in front of the public, they just vote in front of the public and they need to carry on those conversations in front of the public so people can understand the thinking behind the issues.” Self says he has loved being Collin County Judge. He enjoys getting out in the county and says he’s seen beautiful places. He added that he never tires of getting invited to a groundbreaking or other festivity celebrating growth in the area. It’s been a privilege for him to be there. He is continuing his work for Collin County. Just because he’s looking at another position doesn’t mean his work in the county is finished. He still has several projects working. Some of those are respect for the taxpayers’ money, transportation through Collin County and road construction and repair.

Windsong S.T.R.O.N.G. Striving Together to Reach Our Next Level of Greatness

Just as their key phrase “Windsong Strong” states, the first year of Prosper’s newest elementary school is winding down, but Windsong Ranch Elementary is going strong. Overseeing the more than 500 students who line the long halls at Windsong is principal Kardel Miller. Miller came to Windsong after serving four years as Assistant Principal at Sparks Elementary in Frisco. “My goal is to foster a positive educational environment for each and every student, staff member, as well as the community,” said Miller. Windsong has a number of opportunities for students to grow individually and as a leader such as Honor Choir, Safety Patrol, 100 Mile Club, STRONG Team, Broadcast, Reading Buddies, and Suzuki Strings Violin Program. One of the most unique programs offered at Windsong is the Suzuki Strings Violin Program, originally developed by Shinichi Suzuki to teach young children how to play musical instruments employing the same series of skills the child used to learn his or her native language. The parents are an essential part of the learning process and are considered to be the child’s “home teachers.” The Suzuki parent attends the weekly private lesson at school and works with the child at home. Rachel Holt has taught Suzuki in schools for 15 years and said, “I am thankful that Prosper ISD has chosen to offer such a unique and valuable program to its families.” Another program offered at Windsong is the 100 Mile Club. Windsong Art teacher, Jennifer Greer, wanted to find a way to encourage her students to make healthy choices and in doing so, found that she was able to connect outside the classroom. “What started as a group of us just walking around the school has turned into an avenue to really get to know these kids on a personal level and for them to get to know me outside of the 50 minutes of class time,” said Greer. While this is just a peek inside the walls of Windsong, Miller says the sky is the limit. “We are extremely proud of the programs and people in place here at Windsong, and I look forward to seeing the progress as we move forward,” Miller said.
