Safety Steps for Spooky Fun Traditional family activities like trick-or-treating create fun moments and memories, but the effects of COVID-19 on this Halloween will bring about change for the spooky excitement. You can still ensure a special night for your little ones and all the ghouls, goblins and ghosts in your neighborhood by following safety measures aimed at keeping everyone healthy on All Hallows’ Eve. Consider these tips for safe trick-or-treating from the experts at the National Safety Council and leading candy maker, Mars Wrigley. BEFORE Buy individually wrapped candy to hand out to trick-or-treaters. Fun-size packs are one of the easiest forms of candy for trick-or-treaters to grab and go. Create fun, individual candy goody bags for a no-touch option for trickor-treaters. Make sure your yard is well-lit; replace any burnt-out light bulbs. Create signs encouraging trick-or-treaters to stay 6 feet apart and display them in your yard. Don’t hand out treats if you are not feeling well. Consider socially distanced options such as “trunk-or-treating,” during which prepackaged goodies are handed out, or a virtual costume parade. Alternately, you can use a tool like Mars Wrigley’s “TREAT TOWNTM,” an app-based digital experience for families to virtually trick-or-treat for real candy. It offers Halloween fans of all ages the ability to create personalized spooky avatars, customized decorations for your in-app “door” and the ability to “knock” on the doors of friends and family across the country. Help little ones clean their hands throughout the night. Maintain a distance of 6 feet from other groups of trick-or-treaters, allowing one group to collect candy at a time. Wear face masks and reflective tape or clothing and carry flashlights or glow sticks if you’re walking in the dark. 8 | WeAreProsper.com

Do “mask checks.” Stop in a safe place and make sure young children’s masks are covering their mouths and noses. Use sidewalks and crosswalks. Don’t cross the street between cars and be as visible as possible as drivers may be distracted. Consider setting up a grab-and-go “candy corner” for visitors, inclusive of hand sanitizer and treats. AFTER Wash your hands when you get home. Sanitize candy wrappers before eating or let it sit for 24 hours. Follow the “when in doubt, throw it out” rule. Throw away any candy that is open, ripped or has torn packaging, an unusual appearance or pinholes. Discard any homemade items made by people you don’t know. Watch for choking hazards. If you have a young child, make sure candy he or she collected isn’t a choking hazard. If it is, discard it. Keep candy away from pets, especially chocolate and sugar-free gum, which can be poisonous for your furry friends. HANDING OUT TREATS FROM HOME If you’re staying home to hand out treats to the superheroes, ghosts, princesses and other little guests that arrive on your doorstep, consider these ideas to encourage safety and fun: Minimize the number of hands reaching into a bowl. Find fun, hands-free ways to give candy to trick-or-treaters. You can place candy on your lawn or driveway, so trick-or-treaters don’t have to crowd around your front door, touch handrails or knock. Move out of the way any items that children could trip over and keep pets inside. Stand outside when handling treats, wear a mask and use hand sanitizer often. Consider keeping a large bottle of sanitizer near you for visitors to use as well. Allow one small group at a time at your door. Give out one set of treats at a time to minimize hands reaching into a common bowl. For example, fun-size packs of treats like M&M’s and SNICKERS offer plenty of options and are easy for trick-or-treaters to grab and go.

United we Seek Greatness As the seasons begin to change so do our lives, our purpose, and our hope for the future. I hope that each of you knows what an absolute gift it has been to serve Prosper ISD over the last several months. The spirit and ability for us all to come together to serve our students, staff, and parents is a shining example of what it means to be a team with a united purpose. As I visit with our students and look into their eyes, I see hope, belief, and excitement about the days ahead. You as a community have made these moments happen for our students. You exemplified hope, belief, and excitement for our students and staff which allowed us to open our school doors and join forces to show the world around us the force that we are when we go after a purpose together. Rather you are new to Prosper or have lived here for years, I think it is safe to say that the Prosper community is a special one. There are numerous unsung heroes who have gone the extra mile to allow our school district to always put children first. I have the unbelievable opportunity to work with seven unsung heroes who are some of the finest leaders in Prosper ISD. The Prosper ISD Board of Trustees are individuals who are kind, humble and provide unwavering support to our students, staff, parents, and community. These seven leaders are unpaid servants who are so giving of their time for the betterment of the future of our community and world. The hours they give without expectation of anything in return is a true model of servant leadership. They keep our students at the center of their decisions even when those decisions may not be favorable because they know their purpose as a team is to serve and have an impact. Nelson Mandela once shared, “A leader…is like a shepherd. He stays behind the flock, letting the nimblest go out ahead, where upon the others follow, not realizing that all along they are being directed from behind.” This is such a beautiful quote that embodies the spirit and heart of leadership. If our school community is to thrive both inside and outside of the school walls, we need servant leaders in all roles to be willing to lead from behind to reach the ultimate goal, individual success for each student. It is worth remembering that the role of a great leader is not to give greatness to those they serve but to help the person see the greatness that already exists inside of them. We are Prosper! Prosper Dedicates New Police Headquarters Building After years of occupying temporary or insufficiently small spaces, the Prosper Police Department has a new, permanent home. A ceremonial blue ribbon was cut by Prosper Mayor Ray Smith, Police Chief Doug Kowalski and Town Manager Harlan Jefferson on October 6, officially opening the initial section of what will eventually become the Town of Prosper Public Safety Complex. The Police Headquarters Building, 801 Safety Way, includes administrative offices, a command center, conference rooms, an exercise facility, showers, locker rooms, temporary detention space, ample parking spaces for department vehicles, and various utility spaces. The facility also houses the Communications Center, where dispatchers receive 9-1-1 calls and relay emergency messages to the Police and Fire Departments. Generally located in the geographic center of the Town, the facility sits on several acres of Town-owned property. Plans call for an additional facility to be built on the premises, designed to accommodate the Fire Department’s command staff. 12 | WeAreProsper.com

Safety Way, a two-lane concrete street, was constructed to accommodate the structure, and connects to the Dallas North Tollway on the west and Cook Lane on the east, providing quick and easy access to all portions of Prosper. Prior to occupying the new facility, the Police Department had taken over the structure at 101 S. Main St. which previously had served as Town Hall. Before then, the department shared a small section of the Town’s first Town Hall, a section of a commercial strip in the downtown area. Members of the Town Council, officials with the architectural firm, and the construction contractor, members of the Prosper Police Department, along with representative from other partner organizations symbolically participated in the ribbon cutting.

Greetings Prosper ISD Family, As we approach the upcoming school board election, I want to make sure that you have a thorough understanding of who I am and why I want to serve our Prosper ISD community. Several years ago, it was time for us to consider where our son, who has special needs, would attend elementary school. We were living in Cedar Hill at the time. After an extensive and exhaustive search, we determined there was only one place for our son and our family; Prosper ISD. We packed up and moved from Cedar Hill to Prosper— and the rest is history. Admittedly, we have not been in town as long as many of you. But, as soon as we arrived, we rolled up our sleeves and got busy with community involvement and have been actively involved since that time. Our son is currently in the 3rd grade. I have a high probability of remaining connected to our District for the foreseeable future and for the right reason. It’s all about our kids; yours and mine. I’ve earned a bachelor’s degree in Accounting Control Systems from University of North Texas. Additionally, I have a master’s degree in Christian Education from Dallas Baptist University. I’ve spent time working for the Nation’s Central Bank at the Federal Reserve Bank of Dallas. For the past 14½ years, I’ve served as chief financial officer

of a megachurch with a multimillion-dollar budget. I’ve served on the board of directors for organizations like Disability Rights Texas and Down Syndrome Guild of Dallas who have similar goals and objectives. I have experience with review of organizational budgets, board oversight and policy review/compliance. As our District grows, our District will change. A part of welcoming this change will include us warmly embracing new families to our District. Keep in mind, many of the new families moving to the area are attracted to our amazing District. It’s only fitting that newer families have representation throughout our District. PROSPER ISD Board of Trustees Candidate: Place 2 DENA DIXON

My decision to run for PISD School Board did not come lightly. After much prayer and discussion, my family and I decided now is the time to serve in a greater capacity in the area I’ve been passionate about for 25 years – education. I’ve always worked behind the scenes from budgets, volunteering, coordinating projects to communication; and now that my children are older, I feel that experience is vital to our district. It’s not only the number of years that I’ve had children within PISD that sets me apart from other candidates, but more importantly the involvement and relationships I have cultivated over the past 17 years with families & staff of PISD, and Town & local leadership that are instrumental in maintaining effective communication and strategies to best serve the needs of our growing district. Since moving to Prosper in 2003 with our four children, I have made it a priority to serve our community while balancing my own work and family. In addition to being a licensed insurance agent, I’ve taught preschool in Prosper and volunteer weekly in Children’s Ministry at our church’s Prosper campus. I’ve been a youth coach, school and classroom volunteer, class representative and board member for three high school booster clubs, as well as a substitute teacher within PISD. I’ve supported and volunteer for many benevolence organizations that benefit the families of PISD, such as Prosper Open Foundation, LovePacs, Bedstart, PLA and Cornerstone. I also helped with the initial PISD Bond Program in 2007 and supported the PISD Bond of 2019. There are many challenges facing the rapid and continuous growth of our district: fiscal responsibility, construction of new schools, hiring

and retaining great staff, capacity and safety concerns, maintaining a positive school climate, innovative curriculum & programs, and of course, reduced state funding. Despite these challenges, it’s critical that our leaders within the district are equipped to ensure teachers and students can be successful. I commit to prioritize funds to support the needs of all students and also maintain competitive salaries to attract the best teachers and staff, and to help develop the “whole child” through programs that enrich every student’s education. An exceptional educational environment that is balanced with unique opportunities is imperative while emphasizing the importance of mental and social health in our changing society. I will also continue to serve as an advocate at the local and state level for public education and family values. I am in touch with what our families and teachers care about and will ensure every decision is in the best interest of both the children we serve, and the staff we hire. The “We Are Prosper. We Are One” mentality is vital to the continued success of our district. Regardless of where you live, you should feel you are part of the PISD community. It has been an honor, for the past six years, to be able to work alongside such an amazing leadership team and committed group of educators. My aspiration and goals are to be able to serve our students, families, staff, district, with the support of our great community, to provide optimal education and career opportunities. My family has experienced the incredible growth in the district when PISD expanded from its third campus, Folsom Elementary, to what it is today. I have spent the last fourteen years volunteering on six campuses, getting to know students, staff, and administrators. Equally valuable, I have become familiar with the processes and systems that PISD relies on to provide the most exemplary experience for all. I am fully committed to ensuring that we, as a united board, continue to strive for excellence in the Prosper Independent School District. The rapid growth provides extremely challenging times. However, we must be forward-thinking in providing the best facilities, curriculum, support and resources for our students and staff. Since my time on the board, we have designed and opened eight elementary schools, two middle schools, one high school, a natatorium, a football stadium and community room, plus a transportation site. Last year, I was part of a $1.37 billion bond election to fund the building of much needed future schools and facilities in our district. Our community was very supportive, and the bond passed with an 85% approval rating. The expansion of our district relies on vision and through this bond, we will be more prepared for the next wave of growth that is around the corner.

2020 has definitely brought its share of challenges to us all. Our leadership team and educators spent countless hours over Spring Break to implement a virtual classroom for the first time in our history. Within days of our country being shut down, Prosper ISD offered not only virtual learning to every student, but technology access, equipment, and meals to all who needed them. At the same time, our team stayed on schedule and within budget, opening three schools in August. These challenges were big, but not insurmountable. In preparation for this fall, we were determined to provide the option of both virtual and in person learning. And we did. Our kids deserve nothing less. We expect to face demanding issues in the coming months and years, but our cohesive leadership team is unstoppable! Together, we can transform many of these into opportunities as we grow. I look forward to the task of educating and empowering more than 18,000 students in Prosper ISD in preparation for a bright and rewarding future. Remember‌ WE ARE PROSPER. WE ARE ONE!

I am married to Wayne Bartley and we have one daughter, Kelsie Bartley, a proud PHS grad and current Senior at Oklahoma State University. The most common question I get when someone talks to me about being on council is, “Why are you running?” As I have served in different roles in Prosper, I have come to value local government. The ordinance is the culmination of a multi-month-long process involving the Town Council and the Citizens Bond Advisory Committee (CBAC), comprised of 14 Prosper residents. The proposed 2020 bond program is planned for a ten-year implementation and includes three propositions totaling $210,000,000 in bonding authority. These propositions were identified through a detailed analysis by the CBAC based on the Town’s growth, future Prosper Independent School facilities, current and future road conditions, public safety needs and response time projections, and citizen needs for park and recreation land and facilities. Each proposition includes a maximum dollar amount that may be used for projects in that proposition and voters will decide on each individual proposition separately. The proposed program includes projects located throughout the Town and represents the program the Town Council intends to undertake to accomplish the intent of the approved bond propositions. The Hodges family has resided in Prosper since 2012, with my children attending Prosper schools since 2007. We have been involved in multiple community activities. Prior to the being a councilman, I was on the Parks and Recreation Board for three years. I currently sit on the board of managers as Vice-President of the North Central Texas Emergency Communications District (NCT9-1-1), am a member of the Benefits Subcommittee for the town and was most recently a part of the Hike and Bike Trail Steering Committee. As a member of the Council, we have learned why and how developments can be successful and how to avoid making costly mistakes. Experience and relationships matter and I have gained that locally and around the metroplex in my first term. Public safety has been one of my main focuses during my threeyear term. The population of Prosper has doubled from 14,416 in 2014 to 28,380 in 2020. This rapid growth has put a strain on resources of the town, yet in this time we have continuously added personnel to the Prosper Police Department and to Prosper Fire Rescue to ensure that the quality and response time for our citizens can be maintained. The half-cent sales tax, approved by voters in the May 2018 election, reassigned tax dollars specifically to the police and fire departments to help fund the additional personnel. As your councilman, I had the pleasure of serving as vice president on the committee where this was passed and was able to see how foresight and strategic planning helped maintain the standards that we, as citizens, appreciate.

Our fire department recently received the Best Practices Award, one of only 23 fire departments in the state to do so and achieved an ISO (Insurance Services Office) rating of one, one of 70 in the state. Our police department continues to keep crime low. Under the guidance of Chief Blasingame and Chief Kowalski, our public safety departments continue to make Prosper proud and I will continue to support them as your Councilman. Recently, there has been national noise around the defunding of police departments in some cities. I would not vote for any agenda item that would take away from our officers. We have two of the best departments around and I feel they need more resources, not less. With the hyper-growth of Prosper, the next ten years will be critical in the formation of the identity of the Town of Prosper. The Council is taking steps to ensure that we have one vision, whether it be downtown, along the 380 corridor, or in the future of the Dallas North Tollway that will highlight three miles of high visibility and high traffic. We have made great strides together as a council and as a town. I am asking that you cast a vote for me, Jeff Hodges, to keep that momentum going in the right direction. s the weather cools, Prosper Parks and Recreation warms up, offering both indoor and outdoor options for youth and adults. Registration is now open at www.prosperparksandrec.org.

“Parks and Recreation has always offered high quality programs for all ages and we are pleased to announce we will continue numerous activities throughout this season,” said Dudley Raymond, Director of Parks and Recreation. “If you’re looking for ways to get out in the fresh air, we’ve got that! Indoor options following our Fun and Fitness theme include nutrition workshops, art instruction, fitness classes, and methods for learning to relax and improve creativity. The schedule also features expanded programs for Active Adults/Seniors age 55+ with the addition of virtual Yahtzee and the new Prosper Area Senior Bowling League.” The Virtual Visit with The Mayor, via Zoom, is scheduled for Wednesday, October 14, at 11:00am. PROSPER CHAPTER YOUNG MEN’S SERVICE LEAGUE HONORS ITS CLASS OF 2020

The Prosper Chapter of the Young Men’s Service League congratulates its sixteen seniors as they all begin a new chapter and leave for college. The class of 2020 is the first class in the Prosper Chapter to complete the full four-year leadership program. Since 2016, the class of 2020 has volunteered over 4600 hours most of these alongside their mothers for the 26 philanthropies the chapter supports. They served our community in many ways from helping Grace Bridge and Bethlehem Place with food distribution to needy families, delivering and assembling beds for Bed Start, playing wheelchair basketball with the Miracle League special needs athletes, assisting with veteran ceremonies at Honor Flight DFW, and building ramps for the disabled for Texas Ramps, to name a few. In addition to volunteering with their moms in the community, these young men have also spent over 700 hours in leadership meetings. The Class of 2020’s dedication to service over the past four years has no

doubt left a lasting impact on the community and we are proud of their accomplishments. As they enter the next stage of life, we know that they are prepared and that they will do great things. Let’s Talk About When to Plant That Tree of Yours!

O

ne of the most frequently asked questions I get whenever I am running around town is, “Jimmie, when is the best time to plant a tree?” Depending on how I am doing on time that day, I can give the short answer or the long answer.

In general, the best time for planting trees is either mid fall to early winter OR early spring. Summer is a bad choice, because the weather is too hot, and the actively growing plants are too susceptible to damage. Weather also restricts your options in the late winter because the cold causes the ground to freeze. If you’ve had the foresight to do all your digging before the ground freezes, it’s not impossible to plant trees in winter. But unless you can water them sufficiently, late winter is not the best planting time either. TREES IN A DORMANT PHASE: When the temperatures from the hot summer subside and the cooler days and nights of fall set in, most trees begin to enter a “dormant” phase where the sap starts falling down from the canopy, slowly working its way into the main trunk and eventually into the root system. This is when the leaves start falling on a deciduous tree and begin turning all the pretty colors of fall…and a few weeks later a big wind will come through and blow them into your yard! 24 | WeAreProsper.com

WHEN TO PLANT TREES THAT ARE DECIDUOUS In a way, the best time to install deciduous types is more obvious. The dropping of their leaves in autumn signals that they are entering dormancy. The unfurling of buds in spring signals that they are leaving dormancy. WHEN TO PLANT EVERGREEN TREES You have more leeway in the matter of when to plant trees that are evergreen. You can undertake the operation earlier in the fall and later in the spring than their deciduous counterparts. However, you’ll still want to avoid planting them when it’s hot. If it’s still hot in late September, hold off till later in the fall. Likewise, it gets pretty hot here by June or July so plant those evergreens earlier in the spring! WHEN TO PLANT TREES: A FOLLOW-UP CONSIDERATION Intense heat is a major enemy to newly planted saplings. But lack of water for their root systems is another. And although you may not think of winter as a dry time due to cooler temperatures most of our trees will still require about an inch of water per week year-round! That’s why watering trees properly in fall is important -- regardless of whether you’ve opted for planting in autumn or in late winter/early spring.

Balled and burlapped plants are transplants shipped to the consumer after having been planted, dug up and wrapped. “Balled” refers to the root ball which has been dug up, while “burlapped” refers to the wrapping material traditionally used for transporting tree and shrub deliveries. The burlap is secured with string, wire or twine. When purchasing balledand-burlapped plants, ask if the burlap has been treated to be rot-resistant. Anything not biodegradable, like wires and rot-resistant burlap, needs to be removed when planting. Your best, although more expensive, are trees purchased from a grower that are “container grown”. Those would have all the roots the tree has had its entire life and has the best chance at surviving in its new home!! Question: Jimmie, I had a young man stop by my house the other day and advised me to do some tree work out front to my trees and claimed he was an arborist. I figured if anyone would know how to check this man out it would be you. Is there somewhere you know about to follow up on this guy to make sure he is legit?
