T wn Matters By Mayor Ray Smith
It happens every year like clockwork, Town staff and Council, with input from many residents, puts together a budget for the following fiscal year. The process starts in early spring and culminates in September. This year is no different. Town Manager Harlan Jefferson and his staff, along with all of my colleagues on the Council, have spent hours combing through pages of data to come up with a budget that is balanced, adequate for our needs, allows for reasonable levels of growth, and provides the necessary services that residents need. Budgeting is very complex, and we are at the mercy of many outside factors. Nevertheless, it’s a tremendous tribute to Finance Director Kelly Neal and her staff that we are able to clearly see where our various funds are coming from, and where they go. The budget is made up of several funds, among them is the General Fund. The General Fund is fairly straightforward. At the risk of oversimplifying the process, the General Fund is the repository of money which we use to operate the Town. The fund pays salaries, rent, supplies, vehicles, repair and maintenance on our facilities, consultants, and all of those expenses that keep the Town running. The General Fund uses money collected from various sources, the two largest are property taxes and sales taxes. It’s similar, on a much larger scale, to the way a business or household might operate. As we grow, more people buying more houses and more businesses opening up, means that more services will be needed. Fortunately, that growth also means that more funds will be available to provide those services. We have committed, at all levels, to ensure that we are only spending those funds that are necessary and essential, and that we continue to be conservative in our budgeting. A separate fund, called the Interest and Sinking Fund, pays the debts that we owe for money that we’ve borrowed along the way. One area that is of concern, though, is the Utility Fund. It’s separate from the General Fund because it is designed to fully cover the cost of water and wastewater services. As the costs of purchasing water and providing water and wastewater services increase, we are obligated to pass along those costs to the consumer. The Town’s utility function is called self-sustaining because every cent that’s paid for water, wastewater and solid waste goes into providing those commodities and services. The Town does not, and never will, use it as a profit center or set aside any of those funds for other purposes. But we are facing an increase in water and wastewater costs that cannot be ignored, and so we have asked staff to devise ways to deal with that inevitability. Like virtually all cities and towns, we are looking at adjusting our rates to cover those costs, something we have not done since 2012. It’s not news to anyone that the cost of water is going up every year. And, as we grow, we need to provide those services to new homes and businesses through new water and sewer lines, storage tanks and the people who maintain them. All of that costs money, and unfortunately, those costs continue to rise. As I write this article, Council has yet to make final decisions on what the water rates will be over the next few years. But we are duty-bound to ensure that the rates related to purchasing, storing and distributing water and collecting wastewater and solid waste are adequate to cover the associated charges. Water is precious and we recognize the need to keep costs low, but this is truly something we have little control over. Conservation helps, so check the Town website for ways to conserve this precious but limited resource.

He added that it’s been a lot of fun this year because the kids are working hard. “The show this year is ‘The Lost World,’” Huestis said. “We will try to convey an ‘Avatar’ meets the lost boys from ‘Peter Pan’ with a little aspect of the TV show ‘Lost.’ It’s kind of mysterious with a tribal naïveté feel to the program with jungle scenes and a sense of community.”

Huestis added, “The kids have been working really, really hard on it [the program] and we are excited to debut it at the first home game.” Some of the music is original music written for especially for the Eagle band. Donald Hill, another assistant band director, wrote the winds’ section score while Huestis wrote the percussion parts. Hill also arranged the rest or the program using music originally composed by Samuel Barber, the famous composer. Music from his violin concerto has been arranged to fit each section of the band. “So, each section gets a spot to be the star of the show,” Huestis said.

Sarah Hartman, MS, LAT, ATC, CES Sixteen students are participating in the Sports Medicine Program this year at Prosper High School. Led by Head Athletic Trainer Michael Henry and Assistant Athletic Trainer Sarah Hartman, these 16 students began the program last year and are all in their second year or training. “They are dedicated to the program and to taking care of Prosper’s student athletes,” Hartman said. She said the program was changed last year to require students to take the Sports Medicine I class before applying to the program. “Last year they started in the program and took the class at the same time, but it was a lot of information for the students to have thrown at them at once,” Hartman said. This year the program was split up to allow the students to take the class the first year and enter the program for the next.
Hartman said she is amazed at how the students on the sports medicine team take ownership of the students they care for. “They kind of adopt their team and take a personal ownership of their teams,” Hartman said. “They get really into it and say, ‘Oh my kids,’ and I say, ‘You are the same age.’” When the football team enters the field, and the volleyball teams and basketball teams enter the courts, the handiwork of the PHS Sports Medicine students will be visible in the skillful taping of athletes ankles, wrists and fingers as well as the care taken of the team’s equipment. Sports Medicine advances as an industry and the PHS program increases in skill daily.

Dr. Trevor Bodine Impacting families, businesses, and our Town By Leslia Scott
K
ids and families love him, professionals respect him, nonprofit organizations appreciate him, and Prosper is fortunate to have him. It’s not surprising that this 2017 Prosper Person of the Year nominee is known by many in our community in a variety of ways. Trevor grew up in a small town of 2,000 people south of the Metroplex. He and his wife Courtney actually grew up together in that same town, where both parents were teachers. Looking back, he appreciates growing up in a strong community where he and his family were involved. It was late in high school when he knew he wanted to be an orthodontist. Trevor went to Texas A & M, then Baylor Dental School, he did a short residence in St. Louis, but knew he wanted to be closer to home and be near family. When looking to move back to Texas, he says, “We knew we wanted to be in Texas and a smaller town that was growing for his business and still be involved in the community.” For Trevor, it was important to live and work in the same spot. He and his wife were also looking for that same smaller type community that they grew up in. “In bigger cities the residents fall through the cracks and cannot make as big of an impact on anything.” So they looked to Prosper and “loved what we felt every time we visited Prosper. It was growing, but still had that small town feel and sense of community and impact.” Trevor and Courtney checked out some of the different organizations such as Cornerstone and Prosper Ladies Association, and “we said this would be a great fit for us and we’ve been very happy with our decision. We are growing and getting bigger and things are changing, even in the 5 years we’ve been here.” In that short time, Bodine Orthodontics has established itself as a successful respectable business and a positive part of Prosper. What does Prosper mean to him? “It’s a really cool mix of things – it’s very close knit, you can be involved in things and make an impact, and not feel lost in the shuffle. At the same time it’s on the cutting edge of the Metroplex growth and that’s exciting and there are really great things going on in the town and it’s cool that we are getting to see it. We are not seeing it from the ground up, like folks that have been here much longer, but at least from this time of really taking off. Community members, organizations, and leaders are still trying to maintain the feel of small community through community events that are so popular for our community.” Trevor has a great deal of respect for those that make Prosper what it is. “Dr. Watkins with the school district, or the Town government, or Jason and Heather [Reynolds] with the

events they offer. There are so many people that love the Town for what it is and want to strive and give their energy and efforts to keep it as much a special thing that it was going forward with the population growth.” A busy family man as well, Trevor and Courtney have two daughters. One will soon be three years old and another that just turned five and entered kindergarten this school year. He says, “We can finally go buy a ‘P’ to go on the car now and we can now brand ourselves as Prosper-ites.” He laughs when saying that Peachwave is conveniently half way between home and dad’s office and the girls take advantage of that often. Trevor’s words of wisdom for his daughters is to, “be themselves and figure out what they want to do. Even in my profession I do things different. When I first opened I was really young and I wore a tie every day, and people like you if you’re genuine and you’re portraying your values and honest and want to take care of people, then you can show up in Toms and untuck your shirt and people won’t care. Just don’t be afraid to be themselves and be compassionate to other people and then good things will come to them.” Many in the community admire and respect Dr. Trevor Bodine, but who does he most admire? “My parents first and foremost. They are school teachers, they worked really hard, and they grew up in the same town we grew up in. They’ve tried to impact their community by serving on councils and boards. They set that kind of framework for me. There is nothing wrong if a person wants to work and go home and do their own thing, but if you’ve got some extra time, resources and energy you can really make a big impact. Especially some of these areas that are smaller have taught me I can make an impact.” Others he admires include “people of my own profession who’ve given back, especially with teens. We see a lot of teens especially that are at an impressionable age that I get a little short stint with them. I love the mix of the age group that I get to see and watch them grow up. My orthodontist had a big impact on me just from the standpoint of wanting to pursue something.” Also, “seeing people that make an impact – it doesn’t take much – it doesn’t necessary take money, that is a way, but it’s about investing in people and caring about people. I pick up traits from other people that I see and say, hey I want to try and be better like that.” Trevor is hopeful to, “live a life that I enjoy and that I can use to help in any way that I can. Whatever that means, be there for my kids, for my patients, and my practice. I would like nothing more than to be able to look back and say I had a nice balance. I was there for everybody, I wasn’t torn away or focused on only one spot, or wasn’t well rounded.” Prosper appreciates Dr. Trevor Bodine in so many ways and its residents are the fortunate ones by his presence and his impact on our community.

In His Presence
We’ve just come through one of the most stressful times of the year — back to school clothes shopping. When I was a kid we never really shopped much for school clothes, because I grew up in the days when mankind could not have survived without the Sears and Roebuck’s catalog. My clothes came in the mail. And I didn’t get much of a say when it came to picking them out. Sears had their own brand of jeans for young boys called Toughskins. They were made from a blend of tent canvas and sandpaper. They had a titanium plate in the knees that was virtually indestructible. By the end of the year the jeans had faded and had holes worn in the cuffs, the pockets and the thighs, but not in the knees. Here’s why: You couldn’t bend your leg enough to get on your knees. But at least they came in fashionable colors…like cranberry. It’s amazing how fast children grow. Over the summer, pants become too short, shoes too small, and shirts too tight. We need new clothes when our old ones no longer fit. And in the same way, when we become sons and daughters of God, who we once were and how we once lived no longer fits us either. This is why Paul writes to the Colossians, “Put on then, as God’s chosen ones, holy and beloved, compassionate hearts, kindness, humility, meekness, and patience, bearing with one another and, if one has a complaint against another, forgiving each other, as the Lord has forgiven you, so you also must forgive. And above all these put on love, which binds everything together in perfect harmony.” Colo 3:12-14 We are empowered and equipped by Christ to live together this way. And when our lives together exhibit these qualities; when kindness abounds and humility prefers and patience is exercised; when we respond to offenses with forbearance and forgiveness instead of running away from each other; when love for God and others is the governing force and primary influence, it has a two-fold effect. Undoubtedly, it will produce a life of joy and contentment in spite of circumstances, but more importantly, it will allow observers to see the goodness of God and create a desire in them to know Him. We were created for community. It was made possible for us by the sacrifice of Jesus. In Him, we have been brought near to God and near to each other. We have become one. Our lives as Christians should bear witness to that fact. If yours is not, you need to repent. You’re living a less-than life. You’re limiting your own fulfillment.
