Prosper ISD Tackling Growth Head On!
From the desk of Dr. Drew Watkins Superintendent of Schools Prosper Independent School District As we all know, the ISD continues to face a tremendous influx of new students. PISD enrollment currently stands at 8,292 with the possibility of approaching 10,000 students next year. Our challenge moving forward continues to be… “how do we provide the best instructional setting and space moving forward for our students?” We have continued to evaluate how to best relieve pressure in grades 5-8 and have concluded that next year’s projection of 1,500+ at Reynolds and 1,600+ at Rogers is not conducive to the school environment we want for our students. So, instead of stacking additional portable buildings and far overreaching our core facilities (cafeteria, library, gyms, restrooms, lockers, etc.) as well as looking at building options that we can currently afford, we have made the aggressive move to fast track a second elementary school to open two additional elementary schools in August of 2016 (Elementary #6 in Windsong Ranch and Elementary #7 in Prestwyck). All seven elementary schools will serve K-5 while Rogers and Reynolds will serve grades 6-8 with plans for MS #3 and Elementary #8

on the horizon. Although the District has been in this “transitional” configuration of 5-6 and 7-8 for several years, moving forward we believe that we can better accommodate our students and our programs with the long-term configuration of K-5, 6-8, and 9-12. Yes, we realize the most pressing concern of next year’s 6th grade parents, “How are you going to protect my sweet 6th grader from ‘those’ 8th graders?” Personally, I believe that we have some great 8th grade students. However, the “learning community” approach that has been implemented at Rogers this year will help insulate our 6th graders at both campuses and provide greater exposure to more programs allowing them to be nurtured while growing up at the same time. Moreover, this will eliminate another tier of zoning which is never fun for anyone. We experience similar challenges at high school with 9th graders and 12th graders, and believe me those present even greater challenges. In the end, it is always difficult to make decisions when you know that regardless of the decision you make there is going to be disappointment. Moving forward, we still have additional capital improvement needs (stadium, natatorium, transportation, etc.) and, of course, the timing of HS #2. All of these moving parts
are not independent of one another which is why we must look at our growth from every possible angle. Ultimately, we have great teachers at all levels on all campuses. Your child will not only be served but served well moving forward. I know, the whispers at times are deafening… let’s close the doors… let’s put up a protective dome… let’s erect the Great Wall of Prosper not letting anyone else in to our secret community of awesomeness. My response is simple… other than the fact that we have no control over our growth, the secret is out AND we are truly getting some great new families AND we are making the necessary moves now to help preserve our path to excellence. We will take this challenge of growth as a compliment to us all… students, staff, and parents. PISD is and will continue to be a great school district because of what we can accomplish “together”. There will no doubt be many questions as we deal with this onslaught of growth – we will update the FAQ document on the website weekly to address your questions so that everyone can benefit from the information. An easy way to submit your question(s) is through Eagle Chat on the district website. With all of the moving parts coupled with the fact that the ISD stretches into multiple municipalities, there remains one constant… WE ARE PROSPER!

NATIONAL MERIT SCHOLARSHIP CORPORATION Continuing the Quest for Academic Excellence
Prosper High School is proud to announce that nine PHS students have been named Commended students in the 2016 National Merit Scholarship Program…Allison Biggs, Ayla Hantson, Colton Farlow, Houston Lamb, Ian Trautmann, James Jones, Justin McCoy, Steven Bhargava and Tori Maxwell. Only about 34,000 Commended students throughout the nation are being recognized for their exceptional academic promise. These students placed among the top FIVE percent of more than 1.5 million students who entered the 2016 competition by taking the 2014 PSAT/NMSQT Qualifying test. In addition to the nine Commended National Merit Scholars, Prosper High School is proud to announce that James Jones will be advancing in the competition as a National Merit Semi-Finalist. The nationwide pool of Semifinalists, representing less than one percent of U.S. high school seniors, includes the highest scoring entrants in each state. From the approximately 16,000 Semifinalists, about 15,000 are expected to advance to the Finalist level, and in February they will be notified of this designation. All National Merit Scholarship winners will be selected from this group of Finalists. Designees are selected on the basis of their skills, accomplishments, and potential for success in rigorous college studies, without regard to gender, race, ethnic origin, or religious preference.

he average student has 73 teachers throughout their educational career. We are fortunate to have outstanding teachers and staff in Prosper ISD. The Prosper Education Foundation established the Star Polisher Award this year as a way to recognize teachers for the tremendous amount of work they do behind the scenes each day for our students. Every month the campus leaders will select one outstanding teacher who has made a difference in the lives of students, and that’s where the PEF “Prize Patrol” steps in!

I have a great job in the universe of occupations. What do I do? I’m a “star polisher”. It’s a very important job. If you want to know how important, just go out at night and look at the stars twinkling and sparkling. You see, I’m a teacher. The stars are the children in my class. My job is to take them in - whatever shape they come - and shine and buff them and send them out to take their places as bright little twinkling beacons in the sky. They come into my room in all shapes and sizes. Sometimes they’re bent, tarnished, dirty, crinkly, and broken. Some stars are cuddly, soft, and sweet. Some stars are prickly and thorny. As I buff, polish, train and teach my little stars, I tell them that the world cannot do without them. I tell them they can do anything they set their minds to do. I tell them they can be the brightest, shiniest stars in the sky and the world will be a better place because of them. Each night as I look at the sky, I’m reminded of my very important job and awesome responsibility. I go and get my soft buffing cloth and my little bottle of polish in preparation for tomorrow and for my class of little stars.
Each month throughout the school year, the PEF “Prize Patrol” marches into each campus, armed with goodies for the Star Polishers. Balloons, an award, certificate and $100 gift cards are granted to each recipient…but the true gift is in the love that the students have for their teachers, and the love and appreciation that the teachers expressed for the recognition. Town Matters
T wn Matters From the Mayor’s Desk
Budget process is long and complex We’re now a little over a month into the Town’s fiscal year. Our fiscal year differs from the calendar year by a couple of months, and the same is true for all municipalities in Texas. Our fiscal year starts on Oct. 1 and ends on Sept. 30. It’s the same period that governs Collin and Denton Counties’ fiscal years. Interestingly, though, the state of Texas starts its fiscal year on Sept. 1 and ends it on Aug. 31. What is a fiscal year? It’s the 12-month period that organizations, public and private, use for accounting purposes and preparing financial statements. For us, the fiscal year is more commonly referred to as the budget year, because that’s the time period that our budget is implemented. Of course, work on the Town’s budget starts well in advance of the start of the fiscal year. And, it’s really a two-step process. Just like your household budget, the Town must look at income and expenses with the same scrutiny. Income for the Town takes the form of taxes and fees. Residential and commercial property in Prosper gets assessed a value, and based on that
18
November 2015
value, property taxes are assessed according to a specific rate. In our case, the rate for residences is $0.52 for every $100 of value. Sales taxes and fees for various other services make up the rest of the income. Every year, the tax assessor sends us an estimate of the property value in Town, while staff sets the estimates on the fees based on information they gather. That combination, then, becomes our expected income for the fiscal year. While that’s happening, our Town Manager, with the help of department heads, begins to develop a table of expenses for not only keeping the Town running, but also to account for our growth. Both the income and expenses become our budget. It’s important to note that the budget we approved was developed with no increase in the residential tax rate
and no significant increases in any of the fees charged by the Town. The expected increase in the overall value of property, though, meant that the Town’s income did escalate to some degree. It’s also important to understand that the Town’s share of a homeowner’s tax bill is 21 percent for Collin County residents, and 22 percent for
Denton County residents. In both cases, two-thirds of the property tax bill goes to the respective school district. Prosper ISD and Denton ISD each get 66 percent of the taxes assessed. And, for the first time, the Prosper Council has passed a homestead exemption for all qualified homeowners of 7.5 percent. That means that 7.5 percent of the value of a home, as assessed by the respective county, can be deducted from the total value, lowering the property taxes that coincide with the Town’s share. On the expenses side, the Town will be hiring people to fill 22 new positions, including six firefighters, two police officers, three parks personnel and various full and part time positions in six different departments. We will also acquire two fire engines, to ensure that we have two active and two reserve engines in our inventory at all times. We’re increasing funding for parks and adding lights to the southeast corner of Frontier Park and improvements to the north end of the park. And, of course, with our unprecedented growth, funds for infrastructure and street projects are essential parts of the budget. Fortunately, the improvements to Preston Road and Hwy 380 have been covered by other funding sources. But, as we grow and as we attract residents and businesses, our budget will continue to keep pace. Our intent is to keep Prosper taxes low while managing our resources wisely.

Sensational Sides for the Holidays
The holiday season often comes with a calendar full of festive celebrations and get-togethers. Whether you are hosting a holiday dinner or attending as a guest and bringing a dish, why not whip up some stellar sides to pair with the bird or roast? Sides are a great way to experiment with new recipes and create new traditions with family and friends. Here are some of the top tips for making crowdpleasing sides from Macy’s Culinary Council, a national culinary authority featuring some of the nation’s leading chefs from across the country: • Meals eaten around the holidays tend to be traditional, but try mixing things up and creating new traditions. Chef Rick Bayless recommends

weaving chipotle chili into cranberry sauce for extra flavor and a fiery kick. Another favorite is braised greens, such as kale, cooked slowly with caramelized onions and a touch of garlic. Exploring new ways to prepare your sides will keep the menu fresh and exciting. • The holidays are a great time to take advantage of seasonal ingredients that are at their peak freshness. Chef Todd English says it’s all about the harvest this time of year. Late harvest vegetables, such as root vegetables, as well as apples, pears and grains, are all good options. Try a hearty seasonal salad with grains, kale and even some fruit or sweet potato. This is also an excellent vegetarian option – both festive and filling.
• Chef Nancy Silverton knows side dishes can make a holiday meal, and a little can often go a long way. A simple favorite is roasted winter squash tossed with brown butter. She also suggests a sturdy green salad, which is easy to make and will cut the richness of a heavy meal. Instead of hours spent prepping an overthe-top dish, use a few key ingredients and keep things simple, allowing more time to spend with guests. Cody Robinson, after attending the awards ceremony, remarked: “It is such an honor to be recognized among top Aggie-owned businesses in the world. Our focus on our clients and the loyalty of our clients is what has allowed us to succeed.” The 100 Aggie-owned or Aggie-led businesses with the highest annual revenue growth were recognized on Friday, October 23, 2015, at a formal luncheon in the Zone Club at Texas A&M University’s football stadium, Kyle Field. More than 700 honorees, families, employees, faculty, administrators, and current student entrepreneurs were in attendance to celebrate their success. “As we enter our second decade honoring business excellence with the 11th Annual Aggie 100, we reflect on all the Aggie businesses that came before and look forward to the future success of Aggie entrepreneurs to come. From agriculture to technology and everything in between, this year’s list signifies that, no matter your background, the Aggie entrepreneurial spirit is alive and thriving,” said Dr. Richard H. Lester, Executive Director of the Mays Business School’s Center for New Ventures and Entrepreneurship. “Our sense of entrepreneurial pride swells each year, as we recognize how successful businesses can become by keeping the Aggie Code of Honor at the heart of everything they do.”

October National Charity League Inc., North Prestonwood Chapter held their 3rd annual Junior Style Show sponsored by Stonebriar Centre in Frisco. Miss Texas, Shannon Sanderford, emceed the special event. The style show is a tradition for NCL chapters nationwide as it helps grow the cultural and leadership pillars of the organization. With over 300 attendees, the Class of 2017 Ticktockers walked the runway modeling the latest Fall and Winter teen fashions. Abby Williams, a Prosper High School Junior, was featured in the show. During the past 2 1/2 years in NCL, Abby has held the position of VP of Communications, VP of Programs and Ticktocker Council, and has volunteered numerous hours to better our community. Abby's school activities include PHS Varsity Cross Country, Culinary Program and FFA. She also enjoys participating in her church student choir. In addition to Abby, many other residents of the Prosper community are members of NCL North Prestonwood Chapter. Demonstrating their leadership roles, the NCL Sophomores took an active role in both the planning and execution of the style show.

The PHS Sophomores that contributed include Sierra Griffis, Taylor Olson, Chandler Bicksler, Rachel Eckrote, Shelby Lantz, Abbi Fox, Emily Crone and Hannah Williams. PHS students from Eagle Nation News, Eagle Production Group and the Journalism department also contributed to the success of the NCL Junior Style Show event. PHS Junior Tish Cama photographed the event. National Charity League, Inc. is a non-profit 501(c)3 mother-daughter organization that has been impacting and serving communities across the country for more than 50 years with over 200 chapters nationwide. The NCL mission is to foster the mother-daughter relationship in a philanthropic organization committed to community service, leadership development and cultural experiences. The vision of NCL is to develop strong women leaders that will continue serving and impacting their communities today and for generations to come. The six year program begins in the daughter’s 7th grade year and continues through her senior year of high school. The North Prestonwood Chapter serves over 24 local philanthropies. Since the chapter’s formation in April of 2013, members have volunteered over 8845 hours at local charities
including Bethlehem Place, Cornerstone, Mane Gait, Town of Prosper, Grace Bridge, Ronald McDonald House and Special Olympics to name a few. Kelly Bicksler, North Prestonwood Chapter’s Founding President and Prosper resident stated, “I’m so proud of these young ladies. Not only do they attend monthly leadership meetings and annual cultural events like the Junior Style Show and Mother Daughter Tea, they also spend many hours each month giving back to the community. They wake up at 5 am to cook breakfast for the families of critically ill children at Ronald McDonald House. They spend part of their Saturday or Sunday as a “buddy” of a disabled athlete during a baseball or football game. Recently, they built over 250 flags for the Prosper Flag Program and helped distribute them when needed. Our chapter is having a positive impact on the community and the Junior Style Show is a great event that brings awareness to our organization.” The North Prestonwood Chapter membership includes residents from Prosper, Frisco and Celina. Remember When
O
ver the past several months we have been learning about the history of the Prosper area before the railroad built a track and train depot in 1902. You will note that several communities, rural schools, churches and cemeteries were founded in the area before 1902. These were Rock Hill, Richland, Rhea’s Mill, Good Hope/Parvin, Walnut Grove, Elm Ridge (Navo), Cottage Hill, Bethel, Zion, Wesley Chapel, White Elephant School (sometimes called Hutcherson) and the Pleasant Run School (sometimes called Possum Trot). These communities, school, churches and cemeteries played an important part after the Town of Prosper was founded. It is worth mentioning again that the name “Prosper” was actually established in 1893, long before the Town of Prosper was founded. If you’ll remember in our earlier discussion of Richland, there was not a post office in Richland before 1893. Richland was a small community just south of the current boundaries of Prosper. Located at the corner of Coleman Street and Prosper Trail, the people had to travel to the Rock Hill Post Office to receive their mail. As a reminder, Rock Hill was located about two miles north of the current town of Prosper at the intersection of Rock Hill Road and Preston Road. The people of the Richland area decided that the travel to Rock Hill was too long for them
28
November 2015
to receive their mail. So in 1893, they decided to apply for a Richland post office. Larkin A. Adamson, who operated a grocery store in Richland, was one of the main leaders of the community and he applied for the post office. However, the name of Richland had already been used by a town in Navarro County. Larkin Adamson called for a town meeting to suggest
the name of Prosper and it was approved. This was in 1893. From 1893 until 1902 there was only a post office in the community of Richland and it was called the Prosper Post Office. Larkin Adamson became the first Postmaster. It was officially opened on May 23, 1893 in his grocery store. The grocery store was located on the southeast corner of Coleman Street and Prosper Trail. When the San Francisco and St. Louis railroad decided to build a track through the area they built a depot near the tracks. The Mahard grain elevator is currently located on the land where the depot was built. During those days the trains used water and it was converted to steam to power the trains. These depots were spaced a few miles apart to make sure the trains had enough water to power the trains. At each of the depots there was a water tower that was used to supply the trains with the needed water. Most of these water stations were about 7-8 miles apart. Therefore, the railroad also built depots in Celina and Frisco.
another name for the post office. J.C. Slaughter, a local farmer, suggested the name of “Prosper” because the crops that year were extremely good and “prosperous”. So they applied again under
After the railroad built the depot, all of the businesses that were in Rock Hill and Richland decided to move to be closer to the railroad. Actually, most of the business establishments were in Rock Hill. The following business establishments moved from Rock Hill to Prosper when the railroad was built: Shrader Drug, Sone Dry Goods and Grocery, Dr.
Mathers, C.E. Beanland, Clyde Harper, The Prosper Methodist Church, The Prosper Baptist Church and the Prosper Presbyterian Church. The Methodist Church was the first one to move. The Rock Hill Store, operated by Jim and Winnie Mohon, did not move and was the last remaining building of Rock Hill when it was torn down in 1973.

The post office in Richland was also moved closer to the depot, along with the other businesses, and since it was called the Prosper Post Office, they decided to name the new community the Town of Prosper. J.J. Maxey built the first grocery store in Prosper. Also the first schoolhouse was built on Church Street, just north of where the current Methodist Church is located. Jim and Joe Taylor built the first gin in Prosper, the Continental Bank and Trust began operations and the Masonic Lodge moved to Prosper from Rhea’s Mill.
Dr. France Nielson, DDS & Family General Dentist
So as businesses and people began to move to Prosper the population grew to about 500 people at its peak. Prosper and the area became a small farming community and remained that way until the Dallas Tollway and Preston Road began to move north. In the following months we will see how Prosper began to develop into the growing community it is today.

Serve Spirits Like a Pro
A Blended Ready-to-Serve Delight Since its first introduction in 1974, Baileys Original Irish Cream liqueur has become one of the world’s most popular spirits, currently ranked seventh among globally sold distilled spirits. Its distinctive creamy taste comes from a blend of Irish whiskey, fresh double cream and other ingredients. Baileys’ award-winning recipe, which now also includes Vanilla Cinnamon, Chocolate Cherry, Salted Caramel and Espresso Creme, is perfect as a ready-to-serve cocktail or mixed with coffee. Find out more at baileys. com.
Spirits can be served in a variety of ways, and different people prefer their drinks certain ways, so when entertaining this holiday season it is important to be familiar with some of the most common serving techniques: • Neat: When spirits are served and consumed at room temperature with nothing added. • On the rocks: When spirits are served and drank over ice. • Up: When spirits are shaken or stirred with ice or chilled but drank with the ice filtered out. • With a mixer: Some spirits lend themselves well to mixing, with ingredients such as tonic water, cola or juice. • With a twist: When spirits are served with a thin strip of citrus peel, traditionally lemon, on the rim of the glass.

How to Age Wine Gracefully Whether you plan to store that wine you received as a gift for weeks, months or years, here are a few tips to ensure your wine ages well: • Store bottles on their sides. The cork can dry out and crack if not in contact with wine. • Keep bottles between 55-65 F. The perfect cellar temperature to store wine is 55 F. Cooler temperatures can slow the aging process. • Keep humidity between 60-80 percent. Low humidity can cause evaporation and oxidation while high humidity encourages mold. • Keep temperature swings to a minimum. Temperature fluctuation causes wine to expand and contract, damaging the cork. • Store in a dark place. Light exposure can cause wine proteins to become hazy and also cause aroma and flavor change. • Store in a location free of odor and vibration. Vibration can hinder wine’s development and odors can seep in through the cork.

In His Presence
bills – this list goes on and on. What is it exactly for you? Maybe it’s unbalanced living. Everywhere you go in our culture, everything indicates speed. Think about it… -You want to mail something you go to Federal Express. -You may have the phone service called Sprint. -You may wash your clothes in Dash. -Anyone who is daring enough (or insane enough) might swim in what we know as a Speedo. (that’s actually intended to be humorous.) Louie Giglio said it this way: “Whenever you say YES to anything, there is less of you for something else. Make sure your YES is worth the less.” I would say it like this, “Your life moves to a better place when you live at a sustainable pace.” The best thing I’ve discovered in reprioritizing my life is evaluating the important things in life. The Bible tells me pretty explicitly in Mark 8:36 “How do you benefit in life if you gain the whole world but lose your own soul in the process?” Determine quickly what’s most important in your life. Life is too short if you don’t! God never intended His most precious creation (mankind) to live life at full throttle! Jeremiah 29:11 says that, His plans for us are for good not disaster, to give us a future full of hope! The correct priorities in life deal with relationships, and you know what’s most interesting? That’s exactly why you and I were created, for a relationship with God. Start here in your reprioritizing! As you approach the Holiday Season take a breath and enjoy the life. Make that which matters most a top priority in your life.
Does Life Seem......... ...........Out of Control? I must admit that I feel somewhat inadequate with this particular subject. When I began writing this article I kept asking myself, “How can I even attempt to write about something that I struggle so deeply with myself?” So, I believe that I must start this article off with a confession: “Hi! My name is Brad. And I’m an ‘Out of Control’ Life-Aholic!” What about you? Do you take life too seriously sometimes? I came across some pretty funny things the other day for those who take life too seriously to think upon… -The early bird may get the worm, but the second mouse gets the cheese. -When everything’s coming your way, you’re in the wrong lane and going the wrong way. -A conclusion is the place where you got tired of thinking. -If you don’t think anybody cares about you, try missing a couple credit card payments. -The sooner you fall behind the more time you’ll have to catch up. -If at first you don’t succeed, then skydiving is not for you. When it comes to life, have you ever found yourself saying,”Why do I always say, yes?” The first question one must ask about priorities in their life is – “What’s the problem with my schedule?” Usually if you look close enough you’ll discover that you have too many commitments! Family, kids, spouse, boyfriend/girlfriend, extended family, job, money,
