A LETTER FROM YOUR MAYOR

In the last edition of Liverpool Life, I mentioned that we were in the process of preparing the budget for next year. I am proud to announce that Council’s budget has returned to a surplus of $2.6 million, from a $11 million deficit left by the previous Council.

This includes a record-high spend of $180.2 million on capital works, to improve the local roads, parks, and footpaths that you use daily.

During this shortened Council term (because of Covid) of two and a half years, my team and I have secured record levels of funding from the state government, including $170 million for local projects such as:

• $28 million for the Light Horse Park Embellishment;

• $25 million to upgrade Macquarie Street and Railway St, Liverpool, and,

• $53.4 million to construct the Carnes Hill Aquatic & Leisure Centre.

We know more needs to be done, and the Back to Basics program implemented in this term of Council will help ensure that you receive the essential services and infrastructure you deserve.

Our efforts are sometimes challenged by external factors, including ongoing negotiations and cooperation with various stakeholders, but we are working on your behalf to meet those challenges.

There is momentum and progress in Liverpool that we can all be proud of, and I want to thank Council management and staff for working to make this achievable.

We are working for you everyday to make Liverpool the best place to live!

There’s been a massive turnaround in Council’s financial performance and development approval clearance. Council’s financial operating performance is out of the red and in the black.

Similarly, a massive backlog of development approvals has been cleared and we’re ready to work with the State Government to provide more housing to meet the demands of our fast-growing city.

This is what we’ve done

Over the last four years, Liverpool City Council has spent more than a quarter of a billion dollars to keep the city maintained.

Council is determined to keep the city looking good, operating well and providing its residents and ratepayers with great community facilities.

Altogether, some $238 million was invested in performing some 361 individual maintenance and upgrade jobs.

That’s things like road and footpath repairs, upgrading council amenities and facilities, planting trees, upgrading changing rooms and improving sporting facilities.

What was the most money spent on? Roadworks ($65 million), closely followed by buildings ($63 million) and then parks and recreation ($49 million).

This is what we’re doing

A balanced budget means Liverpool City Council has the capacity to deliver a massive capital improvements program across the city.

Council has approved a $281 million operating budget with a record high spend of $180 million on capital works.

Liverpool is a growing city and council services need to keep pace with the demands this brings so its residents and ratepayers reap the rewards.

Priorities include: $55.95 million on roads, bridges and footpaths; $30.4 million on parks and recreation facilities; $24.5 million on drainage and floodplain management; $9.55 million for buildings and community facilities and $652,000 to buy new materials for our libraries.

• $11.7m: upgrading Governor Macquarie Drive and the Hume Highway intersection (part grant funded)

• $5.6m: traffic facilities in Austral/ Leppington North

• $2m: traffic facilities in East Leppington

• $3.85m: upgrading the Kurrajong Road/Lyn Parade intersection at Prestons*

• $1.7m: upgrading Denham Court

• $1m: cycleways along the bank of the Georges River at Hoxton Park, and Hume Highway Liverpool

• $9.674m: upgrading Macquarie St, Railway St, and Scott St in the Liverpool city centre

• $1m: road safety construction program

• $4.7m: Edmondson Ave, Austral

• $1.2m: roundabouts and temporary footpaths in Austral

• $5.47m: Carnes Hill Recreation Precinct and aquatic centre*

Beautifying the City

LIGHT HORSE PARK – $36 million

We’re getting close to seeing the completion of our brand-new all-abilities kayak launch in Light Horse Park, Liverpool.

The kayak launch platform marks the first stage of major redevelopment works for the Light Horse Park. The works are funded by the NSW Government through a Transport for NSW, Boating Now grant, alongside Western Sydney Infrastructure Grants.

BRICKMAKERS

CREEK – $44 million

The Brickmakers Creek, Woodward Park project, (funded by Western Sydney Infrastructure Grants Program) offers 65,000 square metres of cultural and passive and active recreation space for the growing South West Sydney population.

STREETSCAPES – $29.2 million

The comprehensive upgrades to Macquarie, Railway, and Scott Streets as well as Memorial Avenue aim to significantly enhance the infrastructure, safety, accessibility and overall experience for residents and visitors of Liverpool’s CBD.

CARNES HILL – $53.4 million

We’re really excited to roll out this mammoth project. We’ve started work on the design of the aquatic centre, to ensure we’re meeting the needs of our broad community.

The commencement of the main work is on track with a start date of late October 2025 and the expected completion of the overall project is scheduled for March 2028.

On Saturday 14 September, Liverpool City Council will be holding its Local Government Elections.

This is your chance to vote and elect the Mayor and 10 Councillors that represent you in the Liverpool Local Government Area.

If you are unable to vote on Election Day, your alternate options are as follows:

• Vote at any Pre-Poll location (for both North and South Wards) from Saturday 7 September to Friday 13 September 2024.

• Apply for a Postal Vote, prior to 5pm Monday 9 September 2024, application available at www.austelect.com
