T
he influx of people moving to Colorado and the general sentiment that people ‘love living here’ is no secret, but I want to know the driving reasons behind these increasingly common sentiments. In hopes of gaining a better understanding of the factors that have helped shape the cultural identity of Colorado, I can think of no better person to interview than the 42nd and current Governor of Colorado, John Hickenlooper. Through the marble corridors of the State Capitol, past the hanging American and Colorado flags, I enter Governor Hickenlooper’s heavily wooded chambers and wait, with my laptop open and ready, to learn from the Governor his perspective on the development of Colorado’s cultural identity. He walks into the room briskly, with a broad smile, no suit, hand extended for mine to shake, and sits down with me at a massive oak conference table. With sincere interest, he flips through the copy of LIV Magazine that I have brought him as a sample to show where this Out to Lunch edition will be featured. The feeling in the room is casual—a departure from the formal nature of the interview I was anticipating, and instantly I discover what a down-to-earth, laid back, and approachable man the Governor is—much like the State he represents. The Governor, still scanning LIV Magazine, pausing now and again to turn a page toward me, showing me a property he recognizes, may be down-to-earth and easygoing, but the no-nonsense policies he has created during his tenure as Governor, which have positioned Colorado as a premier marketplace in which to do business and to live, are anything but.

A BOTTOMS-UP APPROACH to SHAPING COLORADO’S CULTURAL IDENTITY
During his eight years as Mayor of Denver, and now in his second term as Governor of Colorado, John Hickenlooper has promoted Colorado as one of the “easiest” states to do business in, and best places to live in the Country, based on a strategy he calls, “bottom-up economic development”, where one improves social and economic wellbeing from a local, incremental, and sometimes, experimental, approach. “When we came to office in 2011, we went to all 64 counties throughout Colorado, talking with businesses and civic leaders, and discussed the best ways we could work together to improve the State,” said Hickenlooper. Through this process, the Governor and his team identified the core challenges that were impacting Colorado, and began to develop a strategy to mitigate them. “Our team identified six components to act on,” said Hickenlooper. “[As a state], we decided we would be pro-business, and market the State that way. We would eliminate red tape and
bureaucracy for entrepreneurs trying to start or expand a business, we would improve access to capital, enforce workforce training, celebrate information and technology, and finally, we would begin to spend money marketing the State, not just as tourism destination, but as a place to build a business, and to build a life.” As a former business owner, having co-founded the Wynkoop Brewing Company in Denver, which helped to spur the redevelopment of LoDo, Governor Hickenlooper had firsthand experience with the barriers that previously existed when it came to starting a business in Colorado, and he sought to reduce them by taking a radically different approach than some politicians might regarding implementing new policies; Hickenlooper and his team began to cut the red tape surrounding starting or expanding a business in Colorado. One of the Governor’s appointees was Joe Neguse, who, at 31 years old, was the youngest cabinet member in the history of Colorado. Neguse was tasked with taking on the Department of Regulatory affairs. “He’s gone over 22,000 rules and regulations [in Colorado] and dramatically simplified or eliminated more than half,” said Hickenlooper. “By eliminating Colorado’s bygone bureaucratic policies—we instantly made the state more attractive to potential business owners.” Where businesses and start-ups were once either priced out of the market, or faced with bureaucratic hurdles just to get a license to operate a business, after implementation of Governor Hickenlooper’s changes to the regulatory scheme, the barriers to entry into the market were fewer. “We attempted to establish Colorado as the

When it comes to privacy, recreation, convenience and fitness, inground pools and unique water features are all the rage at homes throughout Colorado. Designed to support a variety of pursuits representative of the Colorado lifestyle, current trends involving water include state-of-the-art automation systems to mitigate maintenance, an emphasis on landscape architecture surrounding the pool or water feature, and unique design styles.

Pool Ownership, Dive In Different from busy pool markets in areas like southern California and Arizona, where pool size is typically smaller, residents of Colorado tend to want larger pools, which support both fitness and recreation. “We are building 800 to 100 square foot pools,” said Joe Dempsey, president of Aquality Construction, a pool design firm specializing in in-house pool building, located in Broomfield, Colorado. “Pools in Colorado are multi-use. They’re not only for recreation, they are for exercise and family entertainment as well, so you need a bigger body of water to accommodate that.” Historically, one of the main reasons home owners shied away from building large pools or incorporating water features into their home’s interior or exterior design, was the perception of lofty maintenance requirements, but today, automation systems are making pool ownership a breeze. “With all of the automation systems available today, there is far less maintenance involved with pool ownership than ever before,” said Dempsey. “The latest trends in automation are being able to control, monitor and operate your pool from your smart devices/phones. In the past, you may have been able to control your pool settings from indoors, but never like this. Today, you open the pool in the morning, and its clean.” Automatic cleaning systems run the gamut ranging from being able to maintain water purification and levels (mitigating evaporation and the need for excessive water and chemical use) from a touch of a button on your smart phone, to automatic covers that keep leaves out of the pool. And dynamic elements like infloor cleaning systems that double as in-pool sprinklers, providing cleaning automation and better heated water dispersion, are just a few of the ways pool ownership is more convenient than ever before. The ease in which pools are being maintained today, coupled with Colorado’s temperate climate, lends to pools being open longer. In fact, pools in Colorado are increasingly staying open year-round. “With three hundred days of sunshine per year, folks keep their pool operational for all four seasonssome for exercise, some for recreation, and some for aesthetic purposes,” said Dempsey.

The trend of maintaining a pool or water feature remotely, has made enjoying these luxuries across seasons and with increased security, easier than ever before. “Controlling your pool and spa from you cell phone is one thing, but with today’s automation technology, you can get a notification to your phone if the cover opens on your spa,” said Dempsey. “Today, you can be flying home from a trip and turn up [the temperature of] your pool from the airplane using just your phone. If your babysitter is home watching the kids, you can get notifications that the pool cover is opening. That technology wasn’t available before.”
Design Beyond the Edge Water can be an essential component to the architectural landscape of a home. Water’s calming nature and ability to add serenity to any outdoor space has made inclusion of inground pools and water features a mainstay in homes throughout Colorado. Yet, while water can be complementary to the overall aesthetic of any residence, many luxury homeowners struggle with how to choose the design of a pool or water feature that is right for their property. “The architecture of the home will almost always determine the water element that will influence the landscape design of your home,” said Michael Hommel, founder of Designs by Sundown, a premier Denver-based landscape architecture and construction firm that specializes in design and construction of water features. “If the home is contemporary, Victorian, or mountain-native, that is the design style you will want your water feature to complement.” livsothebysrealty.com 13
Recently, there has been an influx of requests for more contemporary, formal-style pools and water features throughout Colorado. “It’s a fun challenge for landscape architects to complement the formality of a contemporary home with a pool or water feature,” said Hommel. “We’re seeing cleaner lines, simplicity in landscaping, with a shift toward formal and contemporary design.” While a pool or water feature will almost certainly add to the aesthetic beauty of any outdoor space, the design of the landscape surrounding the pool or water feature itself is becoming increasingly important. “It’s all about the overall landscape you are trying to tie together,” said Hommel. “Imagine you are looking out French doors to a pool, with coping green sod snaking around its perimeter. Beyond that, is where you’ll see the flora and the beautiful plants and trees that go on to frame the pool. The harmony of all those elements is when a pool is no longer ‘just a pool’, but an oasis.” Whatever pool or water feature you decide is right for your home, experts agree that there should be no shortcuts when it comes to construction. “What’s really important today, is the proper design of a pool and a quality installation process,” said Hommel. “Building a pool or water feature requires many components to construction, and an added challenge, is that many facets of construction are buried deep in the ground.” One of the first things individuals need to take into consideration when building a pool are the soil conditions of the build site. “When we develop a scope of work for a pool- the first thing we address is what the soil conditions are,” said Dempsey. “We’ll have a geotechnical engineer come out to perform a soil test, where they drill down into the ground about 30 feet, taking samples where soil changes in density and color. Our main concern is expansion and consolidation.”

Soil with a positive rate of drainage, or percolation rate, (common to homes throughout Colorado), lends to a relatively simple build using standard construction techniques, but some subterrane soil challenges will require a more laborintensive approach. “If there’s clay involved, or the soil is very expansive, depending on the rates of drainage, we must build based on the recommendations of geotechnical engineers, which can range from adding a simple liner to the pool foundation, to incorporating a gravel subsurface system to manage draining around the pool.” With the process to build or remodel a pool or water feature having the potential to take upwards of a year from start to finish, at a cost of anywhere from $60,000 to $200,000 and up, for a well-designed, stylized, and fully automated pool, working with a competent and reputable designer is the most important part of creating your dream outdoor space.
