In this issue, we take a closer look at the topic of water in Colorado. The mountains received a bounty of snowfall during the winter season, so we spoke with the Lead Climatologist at Colorado State University, to see how this snowpack surplus affects reservoir levels, drought conditions, and summer weather in the high country. Ask any skier or snowboarder and they’ll likely say that it was a great season, with a bevy of powder days that lasted well through closing dates at some resorts. After this surplus of moisture throughout the winter months, many are curious about the effects of the snowpack on rivers and reservoirs, recreation, and the state’s outlook for the summer.
The snow that falls on the Rocky Mountains influences much more than its many ski resorts. The Centennial State is part of the Colorado River Basin, a sevenstate region in the Western United States that includes Lake Powell and Lake Mead. The interdependency of this area is complex. As population growth continues in Arizona, Utah, and Nevada, states affected by an ongoing drought look to Colorado for water, as it’s the home of the Colorado River’s headwaters.
The Colorado River Basin is comprised of Colorado, New Mexico, Utah, and Wyoming in the Upper Basin and Arizona, California, and Nevada in the Lower Basin. The mountains of the Upper Basin, particularly in Colorado, are where most of the water for the entire system is generated via snowfall.
The southwestern region of the state had the deepest snowpack, with the San Juan/ Dolores River Basin at 179% of average. The Yampa Basin, in the northwest corner of Colorado, is also close to historic highs, with snowpack registering 145% of average, according to the Natural Resources Conservation Service Snow Survey. Conversely, there is less snowpack east of the Continental Divide in the Arkansas River Basin, where it’s slightly below average and in the South Platte Basin, snowpack is just above average.
Snow totals varied across the resort regions of the state, with the consensus leaning toward a banner year for mountain towns.
Crested Butte received 227 inches of snow during the 2022-2023 winter season, earning a ranking of 27th when compared to winter data recorded since 1909. According to NOAA records, the most snow that Crested Butte has ever received was 354.6 inches which occurred in the 1964-1965 season.
Grand County’s Winter Park received 384 inches, which was well above its average of 317 inches but just shy of the record 401 inches seen during the phenomenal winter season of 2016-2017. And in Summit County, Breckenridge received 286 inches of snow from November through midApril. The late spring snowpack was near 85% of the 30-year average based on data from SNOTEL and OpenSnow, with only January offering above-average snowfall.
Telluride’s season total was 267 inches, according to the ski resort’s website. Scott Pittenger, Telluride Ski Resort’s director of mountain operations, noted that the winter of 2022-2023 was “somewhere in our top 10,” behind the top Telluride winter of 2007-2008 which saw a bounty of 341.5 inches.
According to OpenSnow, the snowfall on Vail Mountain for the 2022-2023 season was 357 inches. This didn’t set any records, but lead meteorologist Joel Gratz said, “We had a deeper-thanaverage snowpack from November 1, 2022, through closing day on April 23, 2023, and there were no long periods of dry weather.”
What
According to Russ Schumacher, Colorado State Climatologist at Colorado State University, the answer depends how wide of a lens you’re using. “For Colorado, one season of higher snowfall does have a positive influence. But when you look at the broader Colorado River Basin in the Southwestern United States, one snowier season doesn’t fix the problem.”
The outlook for the seven-state Colorado River Basin has improved dramatically, with the U.S. Bureau of Reclamation report showing that Lake Powell is likely to
see some 10.44 million acre-feet of new water supply by the end of September, or inflows at 109% of average.
However, Lake Mead and Lake Powell are still near record lows, and it would take multiple years of aboveaverage sustained snowfall to counteract the results of the ongoing drought. Schumacher says, “One wet, snowy winter won’t solve all of the problems, but it will delay adverse outcomes.”
That said, there is good news as a result of the abundant snowfall: many Colorado reservoirs rose to healthy levels during the spring run-off.
The NOAA Prediction Center is widely regarded to have the most reliable weather models. Their team forecasts Colorado’s temperatures to be above normal this June, July, and August, which follows the warming trend seen over the past two decades.
Schumacher remarks that “La Niña conditions, which have been in place, are transitioning to El Niño conditions over the next two years. The Eastern Plains should see wetter conditions from El Niño. The precipitation outlook is unclear for the mountains –and it’s unknown if the mountains will have a strong
monsoon season this summer.” The transition from a cold, snowy winter to either a wet or dry spring and summer will undoubtedly impact drought conditions quickly, one way or another.
While El Niño typically means wetter conditions throughout the southern United States, this doesn’t necessarily apply to Colorado’s mountainous terrain. There seems to be a stronger relationship between El Niño and temperatures in the Centennial State when compared to precipitation, according to the Colorado Climate Center.
Although it seems like higher-than-average snowfall could mitigate wildfire risk, Schumacher explains there is a complicated relationship between precipitation and wildfires.
“This season’s snowfall was comparable to 2019, which was the last big snow year, and snowpack levels are similar or higher than that winter. Relief from winter snow eases immediate concerns, but we could go back into drought conditions quickly. In fact, 2020 was one of our worst wildfire years.” It’s counter-intuitive, but a wet winter means more vegetation growth, which in turn results in more fuel for potential fires. If the summer is dry or there is a lightning strike in a vulnerable area, that extra fuel can make a wildfire worse. In fact, it’s common to see a cycle of fires after a wet winter.
The deep snowpack and a resulting higher level of soil moisture should limit the potential for June wildfires, which have historically been some of the most destructive fires. The worry is that as vegetation builds up, that fuel will dry out if it’s a hot dry summer, increasing fire risk the following year.
Above-average snowfall means that many area rivers will remain higher later into the summer, which bodes well for anglers, rafters, and boating.
Whitewater rafting is synonymous with summer adventure in the mountains, with expeditions including excursions through Class IV and V rapids. Rafting is also big business, particularly along portions of the Arkansas River with numerous outfitting companies dotting the banks.
To gauge the effects of the winter season’s snowfall on the rafting industry, we checked in with Kevin Foley, Owner and Operator of Performance Tours since 1986. “The entire outfitting community is very optimistic about the upcoming season. Advance reservations are up for most outfitters, indicating that it will be a strong summer on the state’s rivers.”
“The Northwest region of the state had a significant increase in snow, and we are seeing above average flows on the North Platte, allowing optimal rafting conditions.” Foley adds “In Southwestern Colorado, flows are well above average for the San Juan and Animas Rivers, and the added snowpack will allow raftability later in the season than usual. Rivers that
haven’t been runnable in years, such as the Dolores, will have sections that can be rafted this summer.”
Between 1983-1985, every river in the Colorado River Basin set stream flow records. “It was great for private runners looking for whitewater adventure, but some of the rivers were too high for families looking for a commercially guided excursion,” says Foley. In 2002, drought conditions brought the lowest river levels he’s ever seen, making it an extremely challenging summer.
The issue of water is further complicated by adjudication and allocation of water rights and historical properties that govern them. Lake Dillon in Summit County is regulated by the Denver Water Board, so according to Foley “Even though the Upper Blue River Basin is above average, we don’t expect much rafting since there are obligations for the Dillon Reservoir. The Shoshone River also has very senior water rights which need to be fulfilled, with reservoirs in Grand County that come into play.”
Thanks to the sustained snowfall over the winter, this summer in Colorado will be a season to be celebrated.
Located at the foot of the Elk Mountains is the Town of Crested Butte. This beautiful mountain retreat is only 28 miles from the city of Gunnison, situated in the heart of Gunnison County. Incorporated in 1880, Crested Butte made its mark as a supply town for hard rock mining and was later known for its coal mines. Dubbed “The Gateway to the Elk Mountains,” this alpine oasis has much to offer residents and visitors alike.
Renowned for its winter activities, including skiing, Crested Butte should not be forgotten as a summer destination as well. Outdoor recreation abounds with hundreds of miles of single-track trails, beckoning bikers, hikers and riders of all ability levels.
With over 1,000 miles of gravel roads, gravel biking is a popular summer activity, along with road biking. Boating, kayaking and paddle boarding start once the snow melts and the creeks, rivers and lakes begin to rise. After Memorial Day, there are commercial rafting opportunities for those seeking a thrill in the whitewater rapids.
Offering a diverse collection of locally owned restaurants, bars and shops that line Elk Avenue, this National Historic District evokes a by-gone era with beautiful late1800s storefronts and architecture. Starting in June, take an Elk Avenue walking tour and learn the history of these buildings, Crested Butte’s connection to mining and colorful stories from the community, hosted by the Crested Butte Museum.
Backpacking and rock climbing are also common activities in Crested Butte. With overnight backpacking trips, hikes to peep wildflowers in the summer and changing aspen leaves in the fall, there are a bounty of opportunities for all skill levels from beginner to intermediate to advanced trails throughout the area.
Surrounded by millions of acres of public land, and known as the “Wildflower Capital of Colorado,” Crested Butte is the perfect spot for wildflower viewing. In July, the town hosts the Crested Butte Wildflower Festival, a ten-day festival that takes place in this charming valley. Photography classes, wildflower preservation classes, historic garden tours and self-guided “Follow the Bloom” hikes are all part of the program for this popular summer festival.
In late June, Music on the Mountain kicks off. A free eight-week live music series held on Wednesday evenings at the outdoor Red Lady Stage in Mt. Crested Butte. The highly anticipated Crested Butte Arts Festival takes place in August and features 150 artists. This event merges fine art exhibitions and music for a sophisticated and lively weekend.
Cattlemen’s Days, America’s fourth-oldest rodeo, takes place in Gunnison in July. Take the short, beautiful drive from Crested Butte and enjoy rodeo events such as watershed barrel races and team roping or take in a horse show. This two-week occasion wraps up with the Cattlemen’s Day Parade, a favorite of locals and guests to this mountain locale.
If you prefer life on the green, The Club at Crested Butte offers championship golf at 9,000 feet of elevation, sure to make teeing off a special occasion. A scenic lift ride at the Crested Butte Ski Resort is the perfect opportunity to take in stunning mountain views. While at the resort, play a game of disc golf at one of the top ten courses in the nation.
This charming mountain community offers spectacular views and a vibrant town center running along Elk Avenue, all complemented by an amazing line-up of summer activities, special events and long-running festivals.
“Crested Butte’s real estate market is currently in a state of “normalization” after experiencing an extraordinary market shift in 2021 that continued through the first half of 2022. The historic nature of seasonality and off-seasons within our market has returned, but the Gunnison Valley is officially on the map after the pandemic. Low inventory, mixed with a high demand, continues to push pricing up and days on market down. This lack of available properties created challenges throughout the winter season. But as we enter the summer, we’re starting to see new inventory emerge and are looking forward to a more balanced market at all price points.”

Just an hour from Denver, and west of the Continental Divide sits Summit County. Breckenridge Ski Resort has all
the hallmarks of a storied mountain retreat and even boasts the highest chair lift in North America, known as the Imperial Express with a peak elevation of 12,840 feet.
You won’t soon forget the summers in this charming mountain town. As soon as the snow melts, boating and kayaking opportunities are endless. For those ready to tee off, there are Jack Nicklaus-designed municipal golf courses located just a few miles from Main Street. The annual 4th of July Parade is a lively town tradition not to be missed. And just outside of town, you can view cascading waterfalls while on the McCullough Gulch Waterfall Trail, zip-line through alpine terrain or tour the historic Country Boy Mine.
Nearby Dillon Reservoir, also referred to as Lake Dillon, is a large freshwater reservoir located in Summit County, just south of I-70 and bordered by the towns of Frisco, Keystone, Silverthorne, and Dillon. It is a popular summer destination for lake enthusiasts. Frisco is home to the Frisco Adventure Park, offering winter and summer activities, as well as a mining museum and a glass blowing studio at the Gatherhouse near Main Street.
Copper Mountain Ski Resort encompasses three ski hills, each with its own accompanying village that features lodging, restaurants, shopping, entertainment, events and more. Beloved by locals and guests alike, Copper Mountain Ski Resort hosts Copper Live, a free, outdoor, live music series in the summer.
Next door is Grand County, a Colorado gem made up of the towns of Winter Park, Fraser, Granby, Hot Sulphur Springs, Kremmling and Grand Lake. The county was established in 1874, two years before Colorado officially became a state. Popular with Denver Metro residents, Winter Park is quickly becoming a four-season vacation destination. In the summer, the region plays host to outdoor music festivals and events, and mountain biking at Trestle Bike Park.
Nearby Fraser holds the High Country Stampede Rodeo on Saturdays throughout July and August and Granby is known for its Gold Medal waters perfect for rafting and trophy lake fishing in surrounding lakes. Take a dip in the restorative mineral waters found in Hot Sulphur Springs, or visit Kremmling, the “Motorsport Capital of Grand County” if you prefer the adventure of riding an ATV. Grand Lake, home to one of the oldest yacht clubs in the west, was established by pioneers in 1879 and is well-known for its hiking, biking, sailing, golfing, and boating.
Both Summit County and Grand County offer endless year-round outdoor adventures in a Rocky Mountain setting, making these locales ideal for those looking to live the mountain lifestyle.
“Summit and Grand County have shown remarkable strength and consistency in their real estate markets. The insulation from national trends is consistent with past changing markets in resort communities. Both counties are showing a bit more seasonality in their pricing and listing count, which is traditional to pre-pandemic markets. Steady listing prices and marginally longer days on market are indications of a healthy real estate market.”
