The masterplan will build upon ambitions identified in previous consultations and is being produced to facilitate joined up thinking between landowners, the community and the Council. It will look to influence the Local Plan and guide future development by assessing community aspirations alongside financial viability. The Local Plan includes a Policy for the development of a town centre for Loughborough Junction with active frontages and a mix of shops. It will include important elements which may be overlooked by individual developments such as a public realm strategy, new and improved pedestrian connections, workspace and amenities.

Development Management Planning Team (Planning Applications)

The NPPF sets out the government’s planning policies for England and gives guidance to local councils in drawing up local plans.

Local planning authorities prepare a local plan setting planning policies for the area. These are used when deciding planning applications.

The London Plan is the overall strategic plan for London and sets out an economic, environmental, transport and social framework for the development of the capital to 2036

The Council is updating elements of its planning policy via the Local Plan Review. A draft will undergo public consultation at the end of 2015 with formal adoption planned for 2017.

SPD’s provide more detailed advice or guidance on policies in the Local Plan. Numerous SPD’s will be produced to test the local plan including the Loughborough Junction Masterplan. This will act as an evidence base and has an opportunity to inform future planning policy in the area.

All these documents provide guidance for the planning officer and the Council when assessing each planning application.

The Loughborough Junction Masterplan has an opportunity to inform the Lambeth Local Plan. The following strategic policy issues have been reviewed whilst preparing the Draft Local Plan: • The approach to the protection of employment land • The capacity for retail development in the borough • The approach to delivery of affordable housing

• The approach to student accommodation • Town Centre areas • Key Industrial Business Areas (KIBA) • Percentage of affordable workspace • Percentage of affordable homes

Current urban realm changes One of the proposals made in the Public Realm Plan by DSDHA was to make improvements that would facilitate the creation of a meaningful town centre in the heart of Loughborough Junction, improve the local environment and reduce through traffic from using the area. The designs necessitate the introduction of a series of road closures in the Loughborough Junction and Myattâ&#x20AC;&#x2122;s Field neighbourhoods. 1. Re-claiming carriageway to increase the public realm 2. New shared public space and paving 3. New bike facilities â&#x20AC;&#x201C; including bikes stands and a free bike pump 4. Simplified road system with safer crossings for pedestrians and cyclists 5. Lighting installation 6. New planters with incorporated seating 7. Maintained access to Ridgeway Road and Rathgar Road 8. Repainted bridge linking to the 7 bridges project 9. Generous new public space linked to the junction and Wyck Gardens 10. New Trees and lighting outside Wyck Gardens 11. Redefined edge with integrated seating to Wyck Gardens Proposed changes to the public realm

A decision on experimental road closures has been delayed until early May 2015. In this time the council will undertake traffic counts and carry out a question and answer session with stakeholders. The masterplan team will be looking at options that work both with and without the road closures.

Historic context The historic development of Loughborough Junction has been defined by the construction of the railways. Growing from the original two platform station that opened in 1864 to three lines in 1898. The aerial image shows how the area has built up around the tracks.

c. 1900 A traffic-free scene from the turn of the century. Above the building to the right can be seen the name, 'David Greig', who opened his first shop in Atlantic Road in 1870. He went on to create one of the biggest grocery chains in the country. 1871

A place made by its people There are a number of active community groups doing great work in Loughborough Junction.

A community food growing project in, Loughborough Farm uses growing spaces on pieces of land that are currently derelict or underused.

Loughborough Junction Big Lunch organised in conjunction with the Eden Project, Department of Communities and Local Government and LJAG.

Made in Loughborough Junction offered teenagers the opportunity to learn photography from a professional and created an exhibition of the many talented creatives in the areas.

The Creative Circle is Loughborough Womenâ&#x20AC;&#x2122;s Group craft project a sub-group of LJAG.

The House in the Junction on Shakespeare Road was a community project that aimed to boost spirits bring more of a sense of localness and identity to Loughborough Junction, by creating memorable, colourful and playful moments.

New Junction Writers group is a small writing group in Loughborough Junction which meet on the first and third Wednesdays of the month.

The 7 Bridges project is an arts led regeneration project focusing on improving the appearance of Loughborough Junctionâ&#x20AC;&#x2122;s many railway bridges through art installations, colour, light and community engagement.

Cycooldelic Revolution cycle hub on Brixton Road trains young people as cycle mechanics. The project offers the young people the chance to attend 4 x three hour sessions at Lambeth Accord, build their own bike and then take it home.

• Just over 10% of Lambeth residents live in Loughborough junction - 31,981 of 310,000 • 28% of households are owned / shared ownership, 46% are social rented & 26% are private rented. • Loughborough Junction sits between two wards, Coldharbour & Herne Hill.

Coldharbour • Has a young age profile and high unemployment • Mean annual household income is 32,403 significantly lower than the London average of £46,549 • It has the highest proportion of Black Caribbean residents, and Black African residents in Lambeth. Less than a quarter of residents are White British below the London average of 43%. • Lambeth has the second largest proportion of black Caribbean people in London (9.5%) after Lewisham (11%). • 4.8% of residents speak an African language as their first language, 4% speak Portuguese.

Herne Hill • Brockwell park, ensures this is the ward with the largest proportion of open space. • There is a high number of jobs in the ward and employment per head is also high. • Mean annual household income is £49,560 • There is a high proportion of residents with graduate level 4 qualifications. • 12% of residents travel to work by bicycle, the highest in Lambeth.
