Welcome Home to the City of Milton
Whether you’ve moved
from out of state or just across town, we’re glad to have you and hope that you’ll take part in everything this young city has built over the past six years. Since you might be new to the area, how about some history? You might not know that Milton is one of the youngest cities in north Fulton County. The push for Milton began in 2005 when State Rep. Jan Jones introduced the bill to create the city from what was previously unincorporated Fulton County. It passed both the state House and Senate in March 2006. On July 18, 2006, 85 percent of voters approved the City of Milton referendum. The city incorporated on Dec.

1, 2006 and has been going strong ever since. It joined Sandy Springs (2005) and Johns Creek (also in 2006) in the push for cityhood from unincorporated Fulton County. Named after Revolutionary War Hero John Milton, the City of Milton is a part of Fulton County with municipal and County Commission representation. The city’s first general election for mayor and city council was held on Tuesday, Nov. 7, 2006. There have since been three more. Population and Size Milton has a population of 33,836 (based on U.S. Census numbers from 2010 and housing data up to 2012) and covers 23,000 acres. It is bordered by Cherokee County to the north and west; Forsyth County to the east; Roswell city limits to the southwest (a little west of Arnold Mill Road); Alpharetta city limits to the south (roughly, Mayfield Road to Cogburn Road to Windward Parkway). Your government: Milton employs more than 130 people. The bulk of staffing is in public safety: 35 police and 55 fire fighters. The annual budget for fiscal year 2014 is roughly $20 million. Fiscal years stretch from Oct. 1 to Sept. 30. The budget is publicly advertised, discussed and voted upon each year beginning in August, then published online at the city’s web site. There are also mid-year revisions during the summer to correct the course if there happen to be any deficits.

What does Milton provide? As a taxpayer in the City of Milton, you receive: • Police and fire protection, though due to local agreements to strengthen response times, Alpharetta, Roswell and Forsyth. County police and fire might also respond. • Representation from an elected official who lives within your district of the city. • Road maintenance on all locally owned roads. The state handles maintenance on three roads in Milton – Ga. 140 (Arnold Mill Road), Ga. 9 (Cumming Highway) and Ga. 372 (Birmingham Highway). • Court for offenders over 17 charged with traffic violations and misdemeanors. All felonies and juvenile cases are heard at Fulton County Court in downtown Atlanta. • Parks and Recreation programs and activities. • Consultation and time with city employees on city-related issues you may be having. The City of Milton has an open-door policy for all taxpayers. Just stop by City Hall sometime and ask for a tour. A city staffer will show you around and introduce you to your local government. We will listen to every resident’s concerns and do our best to remedy the situation.

Where Am I?
Am I in Alpharetta, Roswell or Milton?
You might see on a number of maps and databases that Milton addresses are listed as Alpharetta or Roswell, two cities with which Milton shares a border. Additionally, many real estate agencies also use Alpharetta or Roswell in listings regardless of actual location because of their attractiveness when it comes to schools, public safety and amenities – areas in which Milton also excels. So why is this? For years what is now Milton was considered unincorporated Alpharetta or Roswell (meaning residents paid all taxes to Fulton County, but had an Alpharetta or Roswell address and no local representation in either government). This has led to some interesting situations, like the fact that Alpharetta’s North Park and Crabapple Government Center are actually fully within Milton’s borders (due to the belief during their construction and purchase that one day Alpharetta would annex what is now Milton). Even more confusing, what was once Milton High School – now Milton Center – is in Alpharetta, as is Old Milton Parkway. The “new” Milton High School, fittingly enough, is in Milton on Birmingham Highway. It is because of this shared history that you’ll often hear Milton residents say they are from Alpharetta or Roswell. It will simply take time to get everyone on the same page. Luckily, 12
this situation is getting better every day. Early in the city’s life the United States Post Office began recognizing Milton addresses in the 30004 zip code. Slowly Internet databases began picking up on this change, and soon folks around these parts will, too. And one more thing you’ve surely noticed. The borders of Alpharetta, Roswell and Milton can seem arbitrary, due in large part to annexation choices among residents in 2006 and 2007. For example, in Crabapple – a decades-old crossroads and site for Milton’s future City Hall – you can go from Milton, to Alpharetta, to Roswell on the same road. On the side of the city that borders Forsyth County, whether you are in Milton or Forsyth County literally depends on which side of the road you happen to be.
What is Milton County? As you meet your neighbors, you might also hear about efforts for a Milton County, of which the City of Milton would be a part. This proposed new county (essentially everything north of Sandy Springs in Fulton County) has a lot of obstacles to overcome in the state legislature. No one knows if it will happen, let alone when. Regardless, with the hectic lives of residents these days, you’ll probably hear someone say they live in Milton County. They do not. If you live in Milton, you live in Fulton County and receive Fulton County services in return for your tax money, including city and county elections, schools and animal control. cityofmiltonga.us

Milton Author Bob Meyers Published Two Treasures By Regina Gulick

Meyers wrote hundreds of press releases, speeches and drafted lengthy telegrams back to the State Department in Washington DC, he knew that one day he would write a book. For a diplomat serving in Europe and Latin America, writing was part of the every day routine. Bob just didn’t know that his first book would be about barns of all things.
award-winning books. His first coffee table book Bygone Treasures and Timeless Beauties: Barns of Old Milton County caused quite a stir and sold out in one month in 2012. A second printing was required to meet the demand. For his second book, Irish Pubs in America: History, Lore and Recipes, published earlier this year, Bob teamed up with another Milton resident, Ron Wallace, owner of Olde Blind Dog Irish Pub. This book too has been insanely popular.

recalls. Most farmers were poor, and life was hard in Georgia’s one-crop cotton economy. Farmers raised some poultry, kept a few cows and hogs and a mule or workhorse, and went to church every Sunday. Unlike the wealthier farmers up North where the climate required sturdy construction, local farmers built simple structures to house their animals and to store their feed and tools. Their minimal construction lacked strong interior framing which is one reason so few old barns remain. “They were victims of weather, urbanization and neglect ,” Meyers says. Bob grew up in the north, but his mother was born and raised in Alpharetta on a farm that is today the Windward development. “Lake Windward was once my Grandaddy Shirley’s cotton field,” he says. Aa a youth he visited his many Georgia kin every summer and played in their barns. By then, all the barns he used to know were gone. “A feeling of loss prompted me to document the few historic barns that still exist before they too disappear.” Meyers spent 2 1/2 years driving the back roads of what prior to 1932 was Milton County in search of barns with great stories to tell. He interviewed more than 200 people. Included in his book are some of the beautiful horse barns for which Milton is so famous because “they are part of the Milton story and will be the historic barns of tomorrow.” Meyers pays tribute to the hardscrabble farmers of yesterday and the firm foundation they set for 18
our community today. One of my favorite profiles is “A Barn, A Store, and a Cotton Gin,” because it tells the story of the Dinsmore property, site of the new Milton library. We learn about the Dinsmore, Rucker and Broadwell families and the Crabapple intersection where the Milton Magazine editorial offices are located. It is also something of a cookbook. A special section of
Irish recipes contributed by the pubs makes the book accessible to wider audiences. Earlier this year the book won the prestigious Next Generation Indie Book Award for best Coffee Table/Photography Book of 2014. Georgia Representative Lynne Riley called the book “a delectable feast for the palate, mind and spirit… A delightful journey that is certain to satisfy every appetite.” I couldn’t agree more.

Milton’s police and fire departments will then respond if needed. Alpharetta units may also respond based on who is closer.
Where are the Milton police headquarters?
Milton’s police headquarters are in City Hall, 13000 Deerfield Parkway Suite 107 F. You may visit from 8:30 a.m. to 5 p.m.
How do I know if my property is within the city limits of Milton? 20
If you are unsure if your property is within the city limits, call 678-242-2500 and ask for the tax department. A representative will search the city’s database for the tax ID number. There are also many maps detailing Milton boundaries available in the “Maps” section of the city’s Web site.
If my property is in Milton, do I still pay property taxes to Fulton County?
Yes, all property owners in Milton also pay property taxes to Fulton County (includes taxes to Fulton County School System and State of Georgia). These property tax bills will continue to come from the Fulton County Tax Commissioner’s Office. The City of Milton sends out city tax bills separately.
Do I use Milton as my mailing address?
Yes. Nearly all of Milton is located within the 30004 area code, meaning postal workers will know to deliver the mail to the correct address. In addition, the city is added to more popular mapping sites and database networks every day, meaning more accurate representation for city residents.

No. A number of private vendors registered with the city provide garbage collection. A list may be found at the city’s web site.
Can I burn yard waste?
The Georgia Burn Ban runs from May 1 through Sept. 30. No outdoor burning is permitted during this time. From Oct. 1 through April 30, outdoor burning of small piles of residential debris may be allowed depending on the fire danger rating for the day. Can I water whenever I want?
The Georgia Water Stewardship Act went into effect statewide on June 2, 2010. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4 p.m. and 10 a.m. Outdoor water use for any purposes other than watering of plants, such as power washing or washing cars, is still restricted to the current odd/even watering schedule. Odd-numbered addresses can water on Tuesdays, Thursdays and Sundays. Even-numbered and unnumbered addresses are allowed to wa-ter on Mondays, Wednesdays and Saturdays.
How do I hook up my utilities?

Microchips 101 By Dr. Jennifer Ferrell
I was driving home
recently when I saw a familiar scene: a dog running loose. I pulled over and was able to coax him to me. He was a beautiful and boisterous black lab. I was happy to see he had a collar, but my heart sank when I realized that he didn’t have any identification tags on. The energetic cutie bounded all over my car, found a tennis ball from under the seat and tried to get me to play fetch with him. I knew that someone must be missing this fun dog! I drove him to the closest veterinary hospital and luckily this story ended happily: they used a universal scanner, detected a microchip, and his owner arrived to pick him up 20 minutes later. There are several lost pet websites listing dozens of dogs and cats missing around Milton recently. The local shelters take in hundreds of pets each month! Sadly, only about 25% of dogs and 5% of cats that enter shelters as strays are reunited with their owners. Many don’t think about

microchipping their cat, but cats especially need them. It is 20 times more likely that your lost cat will be found if it has a microchip. Keeping a collar on your pet with an ID tag (the pet’s name, your phone number +/- address) is the easiest way for your dog or cat to be found, but often collars can slip off. Some collars can be dangerous for outdoor cats, and “breakaway” collars fall off. ID tags can become worn and unreadable. Every pet should have a microchip as a back up form of identification.
Microchips 101 1) A microchip is a tiny electronic transponder the size of a grain of rice. It is activated by a scanner that transmits radiowaves to the chip. There is a database designed by American Animal Hospital Association that makes it easier to look up most ID numbers. 3)A veterinarian or trained veterinary technician needs to implant the microchip. It is a simple injection and takes seconds. It is no more painful than getting a vaccination. Some prefer to have it done if the pet is under anesthesia for other reasons, but that is not necessary. The veterinarian will provide you with paperwork or a website to register the chip. 4)Register your pet’s information! It is estimated that only 1/2 of microchips are registered. Keep it updated if you move or if your pet has a new owner. 5)There are different types of microchips and scanners. Some only read certain types, but most veterinarians and shelters now have a “universal scanner” that can read all of them. 6)Have your veterinarian “check the chip” at the wellness visit each year. That will ensure the scanner and chip are working and in place, and help you remember to update your registration. Your vet can keep a record of your pet’s microchip number. locallifepublishing.com
7)Whenever you find a lost pet without ID tags get them to a veterinarian or shelter as soon as possible so they can be checked with a universal scanner for a microchip. 8)Have any new dog or cat you adopt from a rescue or a breeder checked to see if they already have a microchip. Hopefully you will never lose your beloved pet, but if you do, a microchip can help make sure that your story has a happy ending, too.

I recently had a chance to speak with Viviana Carrasco and Siobhan Britt from the local indie band Starting Fires (startingfires.com). The band, which includes Carrasco and Britt on keys, acoustic guitar and vocals, Katherine Beals on lead guitar and Taylor Bryant on bass was originally formed in 2012 under the name Stupid Fantasies. BRJ: Give me a little insight into your creative process. SF: We feel like we complement each other in both our musical tastes and our personalities. When we write music, one of us will bring something to the table - maybe a melody on the piao or a stray lyric, even something that’s nearly finished. Sometimes a song comes from out of the blue, a complete improvisation. The music feels fresher to us when it’s been recycled through all four minds. It’s definitely a fully collaborate effort.

However, it is completely true that an effective collaborative process is what most often produces our favorite songs. BRJ: Still, you guys are really, “all for one.” What are the roots of that? SF: The roots of our band extend deep because we’ve been together as friends for so long. It’s easier to join forces creatively when you’ve had these friends for six, ten, twelve years. THE PRE-SWING ROUTINE
CONTROLLING THE HEIGHT OF TRAJECTORY
It is important to improve fundamentals. Fundamentals include grip, stance, posture, ball position and alignment. For example, by aligning the clubface square to the target-line, and aligning the body to correspond with the intended path of the swing, the path of the swing will determine whether the ball flies straight, fades or draws toward the target.
The height of trajectory affects distance, the way a shot holds the green, and how well a player plays the wind. A 45-degree angle of trajectory causes a longer ball flight than an angle of trajectory that is more or less than 45 degrees. A low trajectory into a strong wind bores through the wind.
During the pre-swing routine, visualize positive results. That activity of one’s imagination instills confidence, determines club selection, and helps trigger an appropriate swing.
MEETING THE BALL SQUARE Learning to meet the ball square keeps the ball in play, increases the number of fairways and greens hit in regulation, scores more pars and birdies, and incurs fewer penalty strokes. The key to meeting the ball square is a slightly closed clubface at the peak of the backswing, caused by a cupped left wrist. Cupping the right wrist during the transition and maintained through impact squares the slightly closed clubface.

Different factors affect height of trajectory. The primary factor is the angle of approach, an angle that normally corresponds to the slope of the backswing. A steeper backswing causes a higher angle of trajectory. A more upright posture tends to cause a lower angle of trajectory. Maintaining a constant spine angle throughout the swing helps control the angle of trajectory.
THE SHORT GAME The short game includes putting, chipping pitching, bunker shots and lob shots. Spin and height of trajectory influence results; for example, putts and chips are ideally played with over-spin The stroke is a rhythmic back and forth on line movement. The hands lead the clubhead back with a cupped left wrist, causing a slightly closed clubface. The hands again lead the clubhead forward with a cupped right wrist that squares the clubface. Where to Play
The hands are slightly ahead of the ball at address, de-lofting the clubface. There is a slight up and down on-line pendulum path, with the clubhead leveling slightly behind the ball so as to meet the ball on the upswing with a de-lofted clubface to impart over-spin. Memory plays an important part in a sense of distance. One way to develop a sense of distance is to repeatedly putt a ball to a given distance, and then putt another ball a few feet farther, remembering the difference. Memory plays an important part related to ‘reading the green.’ One reads the green prior to stroking a putt or chip and considers how break, grain, slope and other factors influence results. Over time and considerable practice, one memorizes subtle nuances. Another factor determining the level of skill is visualization. A golfer learns to ‘see’ the line, and responds with precise alignment, and what is seen registers a given distance with a corresponding required level of force. The act of seeing a positive result vicariously, prior to stroking a putt or chip, enhances confidence and results. The key to most bunker shots and lob shots is to develop a stroke that imparts height and back-spin. Rather than de-lofting the clubface with the hands ahead of the clubhead, these two shots are played with an extreme laid back or lofted clubface. The palm of the right hand faces the sky at address and through impact. The clubhead swings down and under the ball with the palm of the right hand facing upward. The ball lands softly with little or no roll. A golfer serious about lowering scores should improve the pre-swing routine, the technique of meeting the ball square, control the height of trajectory, and develop a reliable shot.

Farm is located at 14680 Wood Road, in Milton; and their “choose and cut” farm has always been a family business. It began 25 years ago with Gordon and Brooke Hunter and their four daughters, and has grown to include four sonsin-law and 15 grandchildren. “We love spending time with our family and also sharing with our community the beauty and tradition of the Christmas season,” said Janelle, one of the four daughters. The Christmas Tree Farm is a drop-off point for the North Fulton Charities Holiday Assistance Program, in its 25th season of association with the local non-profit. Each year they donate trees and remind customers to bring gifts, food, or holiday items for the NFCC. The Farm also has relationships with the local PTAs, is a sponsor of the Milton High School soccer team, as well as a sponsor of the Alpharetta Phoenix Rugby team. For almost 10 years, Hunters’ has been a part of the Trees for Troops program. The program distributes real Christmas trees to soldiers and their families in Georgia. This year, Trees for Troops 2013 will provide approximately 20,000 40
real Christmas Trees to military members and their families across the United States and overseas. Last year, Hunter’s Farm customers donated over 100 trees to this program! Customers at Hunters’ can purchase a 6 or 7 foot tree and attach a personal message to their donated tree. Hunters’ will serve as the North Georgia collection point, where FedEx will pick up the trees for distribution to the soldiers and their families. “Our family has a personal connection to the military, as our father, Gordon Hunter served in the Navy during the Vietnam War. It’s our way of helping to give back to those families that are sacrificing so much for our freedoms,” explained another of the four daughters Janine Simpson. Their customers spend the day making wonderful holiday memories with their families as they choose their perfect trees, and enjoy the many activities the farm has to offer. There is always complimentary hot chocolate and cookies, hayrides, and ornament making. Santa also comes to visit, and they have pony rides for the children (donations appreciated) at specific times during the day. City of Milton and City of Alpharetta Establish Regionalized Parks System Thanks to a partnership with the City of Alpharetta Parks and Recreation Department, on Dec. 1 2012 Milton and Alpharetta established a regionalized parks system for both cities and dissolved all non-resident fees at current and future city facilities. According to the terms of the agreement, the cities will annually negotiate a variable maintenance fee - for 2012, the fee is $325,000. For that price, Milton residents can use all the City of Alpharetta programs and facilities they know and love without incurring non-resident fees, which can add as much as 75 percent to the cost of participating. Alpharetta residents may also use any current and future Milton facilities without incurring extra costs. Milton’s cost in the agreement will decrease incrementally as the city brings forward additional facilities and programs utilized by Alpharetta residents. Following is a list of frequently asked questions regarding registration for parks and recreation programs in Milton and Alpharetta. Please note: Milton’s established registration schedules will not change.
I registered for an Alpharetta program online and it charged me fees. Can I get a refund? City of Milton residents who choose to register online for 42
City of Alpharetta recreation programs during open registration will be charged non-resident fees by the online software system. However, these non-resident fees shall be refunded upon request. City of Milton residents must e-mail recreation@alpharetta. ga.us to request refund of non-resident fees paid during online registration. The refund will be issued to the customer’s credit card. Once the refund has been processed, Alpharetta’s Parks and Recreation Department will e-mail a credit voucher to the customer.
Can I register using priority registration?
Priority registration for Alpharetta programs begin two weeks before open registration. Priority registration is for Milton and Alpharetta residents who participated in the same recreation program the previous year with the city offering the program. Milton residents must register in person during the two week period at Milton’s City Hall or online (for Milton programs) or any Alpharetta Recreation and Parks facility (for Alpharetta programs) during regular business hours (8:30 a.m. to 5 p.m. Monday through Thursday, and 8:30 a.m. to 4 p.m. Friday). cityofmiltonga.us
City Facilities Bell Memorial Park 15245 Bell Park Road An active-use park with four baseball fields, pavilions, picnic areas, parking, concessions and a play-ground. Hopewell Youth Association maintains the league through a use agreement with the City of Milton. The Bell Memorial Park Expansion project began in August 2014. Bethwell Community Center 2695 Hopewell Road The Bethwell Community Center houses City of Milton Parks and Recreation programs and activities and summer day camps. Birmingham Park 750 Hickory Flat Road This 200-acre site, located behind Fire Station No. 43 at 750 Hickory Flat Road, is currently undeveloped but open for passive use (hiking, dog walking, or horseback riding). Freedom Park 13200 Deerfield Parkway Freedom Park is an exercise center for the runners, cyclists and walkers on Deerfield Parkway and hosts the city’s patriotic events. It features a .15 mile trail and equipment for sit ups and body curls, a cardio walker, and rowing and elliptical machines. Friendship Community Park 12785 Birmingham Hwy This 1.81 acre park, opened Dec. 1, 2012, is a joint venture with the Fulton County School System. Located between Crabapple Crossing Elementary and Northwestern Middle School, it features a small picnic pavilion, walking path, half court basketball and a play field.The park is closed to the general public during active school hours, generally 7 a.m. to 4 p.m., on days school is in session. Renovations began in July 2014, and will last until December. The 2.5 acre site, which contains the nearly 4,000-square-foot, two-story home, dates back to at least the mid-1800s according to local historians. Senior Services North Fulton will occupy the home during normal business hours. When not in use by seniors, Milton will utilize the space for city-sponsored events and pursue facility rentals for special occasions. The City of Milton purchased the Hopewell House from foreclosure in 2011 for $250,000 in order to save the site, which is believed to be one of the oldest in North Fulton. Providence Park 13440 Providence Park Drive This 40-acre park is currently still under possession and maintenance by Fulton County. The city will create a renovation plan for Providence Park once it is clean.

New Crabapple Pavilion in 2015 The Broadwell Road Pavilion, which began construction in October, will feature a 40-foot by 52-foot open pavilion with a large stone fireplace, restrooms and storage facilities. Milton’s plans for the property include a farmer’s market and food truck event, Christmas in Crabapple and various other special projects. The site is located at 12615 Broadwell Road. Cloverleaf Group is heading up construction at a price of $499,877. Work is expected finish up in early 2015.
Hopewell House: Renovation Underway for New Senior Center Hopewell House Will Be on National Registry of Historic Homes, Be a Senior Center by Day and Special Events Facility for the City of Milton on Nights and Weekends. The City of Milton held its first official groundbreaking ceremony this past summer to celebrate the renovation of the Hopewell House, a Civil War-era home planned as a senior and event center. The groundbreaking was held at 15690 Hopewell Road. Milton's City Council joined staff from Senior Services North Fulton (SSNF), which will utilize the Hopewell House for programming, and Fulton County Commissioner Liz Hausmann, who was instrumental in securing $295,000 annually from Fulton County for Senior Services programming. "We are proud that Fulton County was part of the collaborative effort in partnership with the City of Milton and Senior Services North Fulton to establish a much-needed senior center to serve the needs of our growing senior population in North Fulton," said Hausmann. It shows that positive outcomes are possible when we work toward a mutual goal for our citizens."

The City of Milton will once again recognize Veterans Day, Tuesday, Nov. 11, and in preparation is adding veterans into the city's registry of service men and women. Through six years of hard work and the generosity of residents, Milton has amassed a list of more than 600 living and fallen veterans. This information will be used to, for instance, place an advertisement in the paper recognizing and listing the name of each Milton veteran. Each year residents ask how their family members may be added to the registry. The city does not have access to a government database revealing who served in the military. CPR Saturdays
The City of Milton Fire Department now hosts a series of free lifesaving classes named “CPR Saturdays.” The classes, held the first Saturday of the month at 10 a.m., take place at Milton Fire Station No. 43, 750 Hickory Flat Road. Part of the American Heart Association’s “Friends and Family” curriculum the classes cover CPR, rescue breathing, using an Automated External Defibrillator (AED) and rendering aid to a choking victim. TLAER
Since its inception in August 2008, the Milton Technical Large Animal Emergency Rescue (TLAER) unit has responded to more than 70 calls for help involving horses. All Milton fire personnel have been trained to an industry-standard “awareness” level for emergency situations involv-ing large animals. In addition, 16 firefighters have been trained at the “operations” level, which is the most comprehensive training available in large animal emergency rescue. HOLISTIC HEALING: No Flu Shot

flu season is fast approaching, and with it, the recommendation that everyone age six months and up get a flu shot. Yet, research shows there is no evidence the flu vaccine decreases incidence of the flu, or hospitalizations and mortality from the flu, in any age group. According to the CDC, only about 20 percent of suspected influenza cases are caused by the influenza virus, and 80 percent of these cases are actually caused by more than 200 respiratory illnesses (for example, respiratory syncytial virus, bocavirus and rhinovirus) that produce flu-like symptoms. The flu vaccine is classified by the FDA as a Category C Drug, for which safety studies have not been completed, and animal studies that have been conducted show an adverse effect on the mother and fetus. Flu vaccine exposes you to toxins, including mercury, aluminum, and ethylene glycol (antifreeze), and weakens the immune system. Flu vaccine side effects range from common muscle aches, fever, hives and nausea, to rapid heartbeat, dizziness and fainting. Severe side effects include Guillain-Barre syndrome (an autoimmune disorder that can damage nerves, cause paralysis, and is fatal in about one in 20 cases), encephalitis (brain inflammation) and thrombocytopenia (a serious blood disorder). It is beneficial to consider whether or not it makes sense to take a vaccine that shows minimal effectiveness, can cause unpleasant side effects and disrupts the function of the immune system.

The best way to prevent the flu is to maintain a strong immune system through optimal lifestyle and nutrition. Avoid sugar and processed food (sugar immediately decreases immune system function), get seven to nine hours of sleep each night, and optimize your vitamin D levels. Vitamin D is important for proper immune function and is also an effective antimicrobial. Studies show that children who take just 1,200 IUs of vitamin D3 daily are 42 percent less likely to get the flu. Adults can supplement with 5,000 to 8,000 IUs daily during the winter months. The City of Milton’s Finance
Department is responsible for the billing and collection of city property taxes. Your property tax bill provides you with a legal description of your property, taxable values, exemptions, and the calculation of your tax bill. The annual millage rate is 4.731, all of which is designated to fund general government operations. General information Ad valorem taxes, more commonly known as property taxes, are levied for city operations and maintenance. When you call the police or fire department, play in a park or eat at an inspected restaurant, you are using services paid for by your property taxes. Your taxes also pay for services to oversee development, protect water and air from pollution, repair and build roads, and much more. Property taxes are the largest source of revenue to fund these services that you count on every day. All real estate and personal property is taxable unless exempted by law. Real property is land and generally anything that is affixed to the land. Personal property is everything not considered real property and usually consists of inventory and fixtures used in conducting business. The basis for ad valorem taxation is the fair market value of the property. The tax is levied on the assessed value of the property which, by law, is established at 40 percent of the fair market value. The amount of tax is determined by the tax millage rate. bility to make payment by the due date. Property tax notices are issued on a calendar year basis and are typically mailed around Sept. 1 each year and due 60 days after the bill date. This generally means a due date around October 31. If you are responsible for paying taxes on a property and have not received a tax bill by Sept. 15, contact the Finance Department at 678.242.2500 for the tax information, so that payment can be made before it becomes delinquent. If your mortgage company is responsible for your taxes, please send a copy of your bill to your mortgage company. If mailed, payments must be received by the due date. A one-time penalty of 10 percent will be charged after 90 days delinquency. Interest will accrue monthly at a rate of 1% of the base amount or $1.00, whichever is greater, the first day of every month until the taxes are paid. If a business was closed or the personal property (boats, equipment, etc.) was sold after Jan. 1 of the current year, the tax is still due. If the property closed or sold after Jan. 1, you must notify the Fulton County Board of Tax Assessors at 404.612.6440. All unpaid taxes will be advertised in a local newspaper as being delinquent and additional charges will be applied. A fee of $30 will apply to all returned checks. Any unpaid property taxes will be subject to the issuance of an execution (FiFa) in accordance with O.C.G.A. §48-3-3, which may result in potential proceedings toward tax sale. Additional unpaid personal property taxes will be subject to the revocation of your business license. Appeals Taxpayers may challenge an assessment by appealing to cityofmiltonga.us
Fulton County Board of Assessors if property value is not reflective of the fair market value. For information on filing an appeal, please contact the Fulton County Assessors’ Office at 404.612.6440. If you file an appeal against your property assessment, you are required to pay the bill by the due date based on a value set at the higher of your return value, or 85% of the value proposed by the Board of Assessors. Once the Fulton County Board of Assessors or Board of Equalization makes a final decision on your appeal, it will automatically forward the city the decision. The City of Milton will record the new value and finalize any billing. Milton Senior or Full Value Homestead Exemptions or Disability Exemptions, property owners must file with the City of Milton between Jan. 1 and May 31 of each year. Milton City Council Getting Involved in Local Government Builds Community

Who is my City Council representative?
Milton is served by six council members and a mayor elected at large (meaning by everyone) every four years. Visit www.cityofmiltonga.us to view a map of the city broken up by council districts to see who represents you.
How are council members elected?
City Council members are elected every four years and serve in staggered terms. They are elected by everyone in the city but must reside in the specific district they represent. The mayor can be from anywhere in the city.
When and where are City Council meetings?
City Council meetings take place at 6 p.m. the first and third Mondays of the month, barring holidays, in City Council Chambers, which is at 13000 Deerfield Parkway Suite 107E. City Council also holds work sessions the second Monday of the month at the same time and place. Please check the city’s calendar for a full list of city-sponsored meetings and events. Any change in regularly scheduled council meetings or special called council meetings will be published in the Milton Herald, the city’s legal organ, and on the city’s online calendar.
(recording motions or votes on items) are posted to the “Complete Agendas and Minutes” section of the Web site within 48 hours of the regular or special called meetings. “Regular” minutes (transcription of full discussion and motions or votes) are posted after they have been approved by the Mayor and City Council or board chairman. Vote records are also sent to those who sign up for the City of Milton newsletter.
How are items passed at the meeting?
An item or items up for vote will first be read by the City Clerk. Upon completion of that reading and any staff presentations, which may include extensive question and answer periods from members of council, plus a call for public comment, a council member may make a motion to approve, deny or defer. Another council member must second the motion by saying “Second” before the Mayor can call for a vote. The motion will then be discussed. Again, discussion may be extensive. Finally, the Mayor will ask for council members to vote on the motion. That vote decides whether or not the item passes.
Can I speak with or to council?
Full agendas of every City Council, board and commission meeting are posted online on the calendar and in the Complete Minutes and Agendas section. Agendas are posted a full week before the meetings to inform citizens about items up for discussion. You may also sign up for the City of Milton newsletter to receive pre- and post-meeting updates from the city’s Communications Department.
You are always welcome to call and/or e-mail your city council representatives at any time. If you would like to speak at a City Council meeting, there is general public comment at the start of each meeting and comment times for topics germane to an issue heard that night. When you attend the meeting, you must fill out a public comment card and submit it to the City Clerk prior to the beginning of the meeting. Speakers will be heard in the order the cards are received.

The Secret Sauce To Changing Your Game By Amy Pazahanick, Director of Tennis at White Columns Country Club One of the most common themes tennis players deal with is in the nature of change. Tennis players constantly want to know how to learn, improve, or develop a new or existing skill. Players want to see change and improvement, generally, as fast as possible. Conceptually understanding how change happens will help a player understand what he or she needs to do to make it so. Understanding habits is crucial to changing your tennis game, just as it is to anything in your life. The below step by step process will help you make the lasting changes you desire in your tennis game or otherwise. A Step By Step Look at How to Make Lasting Change: • •

Clearly define the area that you are trying to change. If you have a coach, he or she can help assist you in this. Now that you have identified what it is that you want to change, you now have to give yourself a new “routine” or skill to do in place of the existing issue. Again, your coach should know exactly what new skill you need and how to perform that skill Now you know what to change and how to change it! This is a huge part of change already! This next step is going to be shocking: PRACTICE! However, there is a monumental difference between practice and deliberate practice. Deliberate practice is focusing consciously on that one new skill or routine for long enough for it to sink into your subconscious.

You must remain conscious, fully aware of the new skill you are developing, for long enough so that you can eventually become unconscious. ( Remember, that is what a habit is, something we do with no thought) If you have not spent enough time in deliberate practice, anytime you are not conscious, you will slip back into your old routine or habit. It takes hours and hours of deliberate practice to change the old habit or skill. How fast you can change or learn a new skill is due in part to how much time and focus you spend in deliberate practice. You will know that you have successfully made a lasting change when you can perform the new or desired skill unconsciously, or without thinking. For a tennis player, it is a clear sign that you have made a lasting change, when you can perform a task in a high pressure situation, i.e. a match!

Identify the area of change Identify the new habit or routine you would like to do Deliberate practice with conscious awareness You changed when you can do step 2 without thinking! Learning, improving, or changing a skill, is something that anyone with desire to do so, outside of extreme cases, can do! Deliberate practice (practice on the right things) for long enough and often enough will result in positive and lasting change for almost anyone! 69
