GANDHI-NEHRU FAMILY The cover story is disappointing in one respect that it ignores the contribution of thousands of more political families who had sacrificed immensely for the freedom of the country from the foreign rule and after independence their contribution in nurturing the nascent democracy. Rahul Gandhi as an individual has every right to do political work and aspire to lead the nation as the Prime Minister, but tagging everything good in the Congress to the Nehru-Gandhi family is strange and smacks of chamachagiri. WHY WE DON'T HAVE STEVE JOBS IN INDIA?

DR RAMAN, YOU NEED STRONGER LOKAYUKTA!

The article on Steve Jobs was most interesting. This is amazing that students who were drop–outs did better than those who got formal education in top ranking business schools in the world. This shows that those who had not been able to complete their formal education due to whatever reasons can emerge successful provided they have the guts to take risk and work hard. One more thing rattled my mind: why in India we don't find people like Steve Jobs? What is lacking here? May be the culture of putting innovation at the top of everything does not exist here. Entrepreneurs of India do not feel a pressing need for it as in India businessmen can earn a lot of money even without spending money, time and energy in innovation. But my gut feeling is the time is changing fast. Indians should seek inspiration from Steve Jobs, only then India can expect to maintain good rate of growth in future. Congrats for publishing the article on Jobs!

The circumstances explained in the article 'Fight against Corruption in Chhattisgarh' are not new. Rather the whole nation is suffering from this epidemic of corruption. One good thing that has happened is that Anna Hazare has brought this issue into national focus. All parties and people are discussing this. Advani too in his Rath-yatra is raising the issue of massive corruption in the country. Congress too is not far behind. They have branded their own Lokpal, the constitutional one, as Rahulwala Lokpal. Whatever is the name, people want corruption-free governance whether it is Raipur or Kolkata or Mumbai or some small town. So far as Chhattisgarh is concerned there is need to make Lokayukta stronger by providing it some teeth. Dr Raman Singh's efforts to fight corruption would certainly get a helping hand then.

DEPLOYMENT OF KOYA COMMANDOS This is a bold decision on the part of the Chief Minister of Chhattisgarh. The Supreme Court might have given its verdict in the light of prevailing legal provisions, but Koya commando type system was required to tackle the Naxalite menace. It is a right step that the law has now been changed by the Chhattisgarh government in relation to employment of these SPOs. It is also welcome that the salary of these SPOs has been increased. The initial training might not be sufficient. Since they would now be regular and working with other police force, it would give them an opportunity for better training. Hope the civil society would not challenge the new law in the Supreme Court. This is true that Naxalites are not fighting for justice and development of the tribals, but only causing violence in the name of justice. Tribals need empowerment by education. They need dispensaries, schools, good roads and employment opportunities for their youth.

LOOK AT YOUR OWN CONDUCT! t doesn't take much to shout hoarse sitting on the high moral pedestal, but how you observe the proclaimed standards of probity is the true test. See the conduct of Team Anna. Arvind Kejriwal stopped going to office though his resignation had not been accepted. But he interprets–it was not violation of the bond, which he had signed at the time of accepting the job. He grudges why a notice has been served to pay Rs 9 lakhs according to rules. Why should he grudge this action? Are all corruption cases essentially not related to violation of rules? He wanted to go on study-leave for two years and when it was not granted, he resigned, but his resignation from the government service is still pending. Technically, he is still a government servant. This is not the only sore point. Why did he not give within time proper account of Rs 80 lakh collected during Jan Lokpal movement of Anna Hazare? Swami Agnivesh might be led by his frustration while making accusations against him, but his charge that Kejriwal transferred funds to his own NGO 'Public Cause Research Foundation' cannot be taken lightly. Such things naturally generate anger and people go ballistic. The result was for all to see. A former Congress Seva Dal worker abused and hurled slipper at him in a public meeting held in Lucknow. Another member of Team Anna, Prashant Bhushan didn't go out in public for political campaigning, but campaigning for his views through media was so shocking that some people barged into his chamber in the Supreme Court compound to beat him up. Why did he use Anna's popular agitation for promotion of his personal views? Are these views not against the national interest? Is this stand of seeking plebiscite not against whatever India had been telling at all international fora including the United Nations? Also see the 'honest' conduct of another prominent team member Kiran Bedi. She had been shriller in putting the government in the dock on the issue of corruption. But see what she had done while running her NGO. She had been charging more air fare from the organisers than what she really spent. She has defended her conduct by saying that she was saving money this way for the education of poor children. Kya kamal ka tark hai! This is something like a thief saying that he stole money to offer prasad in the temple. The justification is more horrendous than the original crime of overcharging for her travel. Is this not a double standard? The charge against her was made not by an ordinary person but the former Chief Justice of India JS Verma. She was also accused of misusing quota system for getting a medical seat for her daughter. And people already know about the multi-million empire of Baba Ramdev, which cannot be made just by selling yoga and jadi-booti. I wonder how corruption would end from the country when people making noises to fight it, behave like this!

FRAUD WITH TRIBALS : The political environment of Chhattisgarh has come into a state of new fermentation after the Supreme Court ordered an enquiry in the case of Ajit Jogi's caste certificate which he had acquired by fraudulent means according to the National Commission for Scheduled Castes and Tribes. Its order was challenged before the High Court on the ground that the

INQUIRY ORDERED Commission had no right to investigate whether somebody is tribal or not. The matter reached to the Supreme Court which set aside the High Court judgement and ordered to undertake verification of the certificate issued to Jogi showing him as belonging to 'Kanwar' Scheduled Tribe. The judgement was keenly awaited by

tribals and non-tribals both, and political parties. If the certificate finally turned out false then it would have far reaching implications for him and the Congress which today already stands badly divided thanks to the desire of Ajit Jogi to maintain his strangle-hold on the party by samdam-dand-bhed with the blessings of the High Command.

uper bright people do super frauds, is a common saying. The first chief minister of Chhattisgarh Ajit Jogi has also been a super bright student. A few decades later the Supreme Court last month ordered an enquiry into his alleged fraud of getting a "false" caste certificate. He had studied Mechanical Engineering at the Maulana Azad College of Technology, Bhopal, and won the University Gold Medal in 1968. Later he got selected for IAS and IPS both proving his remarkable brilliance. Among politicians too he won the accolades of possessing superb intellectual capabilities, which no other politician matched in Chhattisgarh. But his proclivity to use sam-dam-dand-bhed in the muddy and quirky political environment of Congress speedily eclipsed his political star. Many in his party had been saying for long that his biggest folly or criminality had been acquiring a false caste certificate. The fact that Chhattisgarh had a huge population of tribals, more than 31 percent, presumably had inspired his greed to project himself as a tribal leader. Documentary evidences (whose veracity has not been challenged by Jogi himself) produced by Sant Kumar Netam, prove that he had been a Christian

belonging to Scheduled Caste. This was widely known also in his locality. So, his attempt to project himself belonging to 'Kanwar', a tribal caste did not find favour with the local tribal Panchayat. Even his family did not concede his belonging to a tribal community. Congressmen in private ask what the need of this foolish act was as his personality was sufficient for his political success. But big stories emerge from big mistakes of big people. So his false certificate story has become a big story in entire Chhattisgarh. He got a massive

dent into his prestige when this was first successfully exposed by Sant kumar Netam, presently the state president of the Chhattisgarh unit of the All India Tribal Council. He too is an educated man, very much like Jogi and earned his engineering degree in electrical stream in 1994. Unlike Jogi he is told to be sincerely committed to the development and welfare of tribals. According to him there are thousands of people who do the criminal act of acquiring false caste certificates to get advantages of the schemes and concessions to scheduled castes and tribes. But when Netam saw a top leader Ajit Jogi also resorted to similar criminality then he courageously took legal initiative to expose his fraud. Sant Kumar Netam had first made a complaint against Jogi on January 27, 2001 before the National Commission for Scheduled Castes and Scheduled Tribes, when Dilip Singh Bhuria was its president. Netam presented before the Commission several documentary evidences to support his contention. After the scrutiny the Commission declared the caste certificate of Jogi "seemed to be fraudulently acquired". The Commission wrote in its finding dated October 16, 2001 that it

(Commission) is of the considered view that Shri Ajit P.K. Jogi has been fraudulently claiming to belong to 'Kanwar' community for the purpose of getting ST certificate although he and his ancestors belong to 'Satnami' caste, which is included in the SC list of the state. It also mentioned that since his grandfather appears to have got converted to Christianity, he was not eligible for concessions and benefits available to SCs also. The commission directed Chhattisgarh government to conduct the verification of genuineness of the ST certificate obtained by Ajit Jogi and initiate urgent necessary action for cancellation of his ST certificate and also criminal action as provided in the law and inform the commission within 30 days. Now this direction of the Commission has got the seal of approval from the Supreme Court and a duly constituted scrutiny committee shall undertake scrutiny of his claimed tribal certificate. This may be noted here that Jogi had been twice elected to Rajya Sabha and contested two parliamentary elections from Raigarh and Shahdol constituency reserved for Scheduled Tribes People were not surprised at the order of the National Commission as they suspected he might have used influence as the chief minister of Chhattisgarh to get relevant documents tampered. But chief minister Jogi would not accept defeat and went to the Chhattisgarh High Court against the order of the commission. On October 22, 2001, the High Court directed the president of the Commission and the Chief Secretary of the state not to take any action against Jogi till next order. Ajit Jogi thus got a respite

JOGI–AN ALBATROSS ogi has been described by many as an albatross in the neck of the Congress party in Chhattisgarh. His deleterious attitude consumed by the desire to remain unchallenged had started soon after he became the distinguished first chief minister of Chhattisgarh. At that time his supporters were numbered. After becoming CM, in place of trying to make the party stronger, he focussed more on raising the number of his supporters. Apart from his desire to project himself a tribal to gain popularity among tribals, he did another pronouncedly shameful act in the name of salvaging chances of Congress government through horsetrading after 2003 Assembly elections. This wrecked the prestige of Congress beyond repair in the eyes of public. The party smarts even now under the ignominy of that act and a giant question mark hangs over the chances of reversal of its fortunes in Chhattisgarh. More insidious, many local leaders confide with the 'Lokayat' representative, was his cunningness to seek defeat of candidates of his own party, who he suspected may not be loyal to him as they had been nominees of other leaders. Had Jogi not conspired for the defeat of seven candidates fielded by his rivals in 2008, then Congress could have formed the government. But Jogi's follies made it to miss the bus only to usher in the BJP to the seat of power. Luckily thanks to the pleasing and polite behaviour of Dr Raman Singh BJP got two percent more votes than the Congress and got the right numbers to form the government. October has special significance in the political life of Ajit Jogi. Many fateful events took place in this month including the National Commission for Scheduled Castes and Tribes' order of rendering his caste certificate as fraudulent. Now again in the month of October the Supreme Court has marked its seal of approval on

October of 2008 cannot be forgotten But the month of October, 2008 is anecdotal. Huge crowd of ticket seekers had reached Delhi. Supporters of Motilal Vora, V C Shukla and Charandas Mahant were crassly vying with each other. Ajit Jogi had tremendous sway over 24, Akbar Road and 10, Janpath both, the nerve centres of power in Congress. Whatever he wanted, he used to get done from there. Other leaders were no match to Jogi in this game of combination and permutation. But the suspicious of his intents the High Command had appointed erstwhile union Information and Broadcasting Minister Priyaranjan Das Munshi as chief of the scrutiny committee for Chhattisgarh. But Jogi being a blue eyed boy of Sonia Gandhi behaved as though it was his natural right to keep Dasmunshi under his thumb. Lokayat correspondent was witness to what happened then at the home of Dasmunshi in Delhi when his son Amit Jogi by his abusive language, shouting and threatening gestures shocked Dasmunshi, who had been insistent on the norms set by the high command in scrutinising the list of candidates. High Command had instructed not to listen to just Ajit Jogi but also consider fairly claims of all candidates recommended by other leaders. The high tension and altercation created on the issue is told to be the prime reason behind massive stroke Dasmunshi suffered, who walked out from Jogi's house in anguish and went into coma, unable to speak and recognise anybody even before he reached home. cannot be printed. The leaders present there still feel that it was a black spot on the political personality of Ajit Jogi and his son Amit Jogi. The behaviour certainly was not in consonance with the culture and ideals of the party. Gurmeet Dhanai, the Congress leader from Durg District had also been victim of the uncivilised behaviour and verbal assault of Ajit Jogi. There is no dearth of congressmen who believe that it was Ajit Jogi who brought in the downfall of Congress in Chhattisgarh. In his attempt to raise his stature in the party, he cornered Vidya Charan Shukla, Motilal Vora, and Charan Das Mahant, which proved disastrous for the party. On the rival side under the leadership of Dr Raman Singh, BJP is continually maintaining upper hand in the state. Jogi's ego and arrogance contributed to this political situation in no short measure. He tried to run the Chhattisgarh Congress according to his whims and fancies, and in the process only weakened the party. He acted like Dhritararashtra without Sanjay and shredded his political entity to smithereens. With his puffed up ego and feet levitating always above the ground, he unwittingly made enemies aplenty and sapped the vitality of the party by encouraging groupism. He fielded his son Amit Jogi too in the political field, but since father Jogi himself never learnt from his past mistakes, he could not caution his son of the pitfalls: the result was he only vitiated the student's organisation of the Congress.

for five years. The High Court gave its final judgement on 15th December, 2006 and imposed on the seventh respondent Sant Kumar Netam a fine of Rs. 10,000. Now the Supreme Court has set aside the judgement of the High Court of imposing the fine. Ajit Jogi had questioned the right of the National Commission of Scheduled Castes and Scheduled Tribes to determine the caste of an individual before the High Court which concurred with this premise that it had no right to do so. Sant Kumar Netam too didn't concede defeat and filed a Special Leave Petition before the Supreme

The Supreme Court admitted the petition in July, 2007 and stayed the order of the High Court related to the fine of Rs 10,000 to be paid by Sant Kumar Netam and issued a notice to Jogi. Then began the routine process of getting dates after dates! Witnesses were examined and arguments heard. After the final arguments, the SC closed the case for order on 9th February, 2010. Now the order was pronounced last month. After the judgement Netam said, "The court has upheld the findings of the National Commission which ruled that Ajit Jogi had used a forged community certificate to claim

The caste certificate dated 6.6.67 was issued to Ajit Jogi by the court of Naib Tehsildar, Pendra Road, but there was no existence of any such court then.

Ajit Jogi, the former Chief Minister of Chhattisgarh had made an application on 04.04.1977 before the Additional Tehsildar, Pendra Road to issue him a certificate that he belonged to tribal caste 'Kanwar'. He had attached along with the application as annexure the Caste Certificate issued to him earlier by the Revenue Officer in 1967. The additional Tehsildar while disposing of his application wrote that his father Kashi Prasad Jogi was a Christian. He also mentioned that the fore-fathers of Ajit Jogi belonged to Satnami, a Scheduled Caste. The Patwari had written in his report submitted to the Additional Tehsildar that when a land was sold by Ajit Jogi's father Kashi Prasad on 09.10.1964, he mentioned his caste as Jogi (All persons in the village who call themselves Jogi are of Satnami caste). In another sale deed dated 10.12.1968 his father has mentioned his caste as Christian. In another sale deed dated 21.08.1967 he has mentioned himself belonging to general caste. And in one sale deed dated 29.06.1972 he has mentioned himself of Samvata caste. Additional Tehsildar has also mentioned that the Caste certificate issued by Revenue Officer in 1967 had not been registered and thus had zero legal value. In none of the sale deed has his father mentioned that he belonged to tribal caste Kanwar.

fraudulent tribal identity. Jogi must resign as MLA and the state government must initiate action against him for forgery." However Jogi has maintained that the order was not the end of the matter. I have been given an opportunity by the apex court to again prove my status as a tribal within three months. Lawyer of Netam had argued before the Supreme Court that the status of the National Commission for Scheduled Castes and Scheduled Tribes was similar to that of the Human Rights Commission. Thus, it should have the right to investigate complaints related to bogus community certificates which would otherwise have the effect of depriving genuine ST candidates from getting admissions to professional courses etc or appointments to posts reserved for them or election to the elected bodies

from the constituencies reserved for them. It was told that the Commission did not take up the case of Ajit Jogi only, but had made enquiries in thousands of complaints of false caste certificates either directly or through concerned agencies of the state governments. In reply to a question from 'Lokayat' he expressed happiness at the judgement of the Supreme Court. He said that the judgement was needed to clear the air on this important issue, which otherwise might continue to hamper the functioning of the Commission badly and injure the interests of tribals. In the congress circles it is wait and watch. Many await for the final report of the scrutiny committee and expect finally the High Command would have to take action against him.

UP MAY SPRING SURPRISE By Umanath

he way crowd is pouring in the Jan Swabhiman Yatras of BJP in the politically turbulent state of UP, the party is hopeful that it may capture power again after a gap of 10 years. Assessment in the party is that people are fed up with Maya Raj and have not forgotten Mulayam Raj too, and the Congress, in spite of Rahul Gandhi standing no chance, owing to the fact people are angry at the price rise and mega scams at the centre. So, the only alternative is BJP. The internal survey of the party has revealed that the party can win 282 seats in the Assembly of 403. Many political pundits describe it day dreaming of the party, yet a few say this would be a surprise UP is going to spring next year. When Lokayat asked Kalraj Mishra how it can be possible that you make a jump from 51 to 282, he said with a guffaw: when we could go up from 2 to 86 in Lok Sabha, then why it should be confounding to people. Surveys showed that the party's fortunes had improved due to corruption emerging as an issue against both the United Progressive Alliance (UPA) government at the centre and the Mayawati government in the state. Many still believe this survey is meant to boost the morale of the workers. But

The electoral outcome of UP Assembly would have a significant bearing on the national politics, this is the reason preparations at frenetic pitch go on in all the parties. If it suits BSP, then the elections would be held in the month of February, three months before the scheduled time, along with Punjab, Uttarakhand and Manipur. Currently there is great suspense on what is in voters' mind. There is every possibility UP may again spring a surprise and belie claims of all political pundits. Kalraj says a lot of ground work has been done at the level of organisation. Kalyan Singh may not be with us but most backward castes are still with the party. And Annafactor would also be in our favour. There are other supports like Baba Ramdev's Bharat Swabhiman Trust which would support BJP candidates. The political flavour is anti-corruption, thanks to Anna Hazare's crusade with the help of civil society. BJP astutely chose to support Anna Hazare and now on its own championing this cause while Congress, SP and BSP are trying to play tricks to wriggle

out of any commitment on the demanded Jan Lokpal. BJP's tallest leader Lal Krishna Advani is on Rath Yatra on the issue of corruption. And the grapevine is the CAG (Comptroller and Auditor General) going to release its report on NRHM (National Rural Health Mission) in UP, which is mired in gargantuan corruption which saw three senior doctors killed in eight months associated with this mission, just before the elections. AGAIN ! Yet, BJP lacks the cutting edge Still it is felt by many insiders that BJP preparations still lack the cutting edge. It is accused that the top leaders of BJP don't have time to meet workers at lower level; the result is workers conferences have remained unorganised at many places. Entire focus being on selecting candidates, workers conferences planned several months ago at constituency level have not taken place so far. There is lack of motivation and disconnect at the lower level. The aggressive posture of BJP exists only at the top and in pronouncements. The workers who really matter have not been intensely engaged. Kalraj Mishra wants to be named as the Chief Ministerial candidate, but the party has not given green signal to his aspiration. Sanjay Joshi, Uma Bharati, Raj Nath Singh and Kalraj Mishra, together would have to bear the brunt of the electoral fight, but insiders say the workers are alienated, and to change the situation, workers conferences were planned, but could not be organised at half of the places. Raj Nath Singh is most sought after, and then Kalraj Mishra. Obviously they cannot go everywhere, so second rung leaders are being invited but they fail to draw sufficient crowd.

The strategy is to enter into Dalits, OBCs and MBCs, but without workers getting a proper plan and motivation, nothing can convert the strategy into electoral success. UP's politics is intensely caste polarised and BJP is bereft of its one important OBC leader Kalyan Singh. However, the party has deployed Uma Bharati to fill the gap. The party's bane is intra-party rivalry. There is tussle between Murali Manohar Joshi and Kesari Nath Tripathi, Surya Pratap Shahi and Aditya Nath, Varun Gandhi and Santosh Gangwar. These are only a few examples. Sanjay Joshi has been deployed to reduce the gap between RSS and BJP. He has sent strict instructions to every party leader of the state to not air their differences in public. Upper caste especially Brahmins had gravitated last time towards Mayawati to have a share in the power pie, but they are now a disenchanted lot along

with Vaish community. Thus, support from the upper caste is coming back to BJP. The issue of who would be the Chief Minister still dogs the party and Kalraj Mishra and Rajnath Singh are being projected as the front runners. The fire brand leader of the Ayodhya movement and former BJP chief minister of Madhya Pradesh-Uma Bharati has been given the charge of the state in an attempt to get the backing of the Lodh

community to which Kalyan Singh belonges. It is to be noted that Lodh community had been traditionally loyal to the party. But they see towards Kalyan Singh for their vote preferences. BJP leaders Kalraj Mishra and Rajnath Singh are leading two yatras starting respectively from Kashi (Varanasi) and Meerut. While Mishra is covering eastern parts, Rajnath is moving in the western parts of the state. Uma Bharati would mobilise Bundelkhand. Party MPs and MLAs will also be assigned duties across all 403 assembly constituencies in the state.

Objective political observers say, he has evoked a new hope in UP's electorate as he is being seen free from politics of caste, creed and religion. So far as the threat from Anna Hazare's movement is concerned the party is orchestrating on the Constitutional Lokpal for which the Central government may introduce the Bill in the winter session of the parliament. The greatest achievement of Rahul is that it has kept the party united in the state. Even more important, local Congress leaders are becoming able to mobilise crowds from their respective areas on a scale probably not done for a long time, thanks to the appeal of Rahul.

Deploying all its might into electioneering it considers its claims at the top to wrest the top chair dethroning Mayawati. The ensuing assembly elections are perhaps the last chance for ageing Mulayam to be again at the helm of the affairs. It's also more a litmus test for the leadership of the heir apparent of the party-Akhilesh Yadav, Mulayam's son and Lok Sabha MP. Leading from the front Akhilesh's Kranti Rath Yatra is in its fifth phase, trying to consolidate his traditional vote bank, which includes OBCs (including Yadavs) and Muslims. While Akhilesh is likely to cover all the state constituencies in his yatra, Mulayam will also be visiting all the districts from November. Apart from them prominent leaders of the party will all be given separate divisions to handle and all the leaders are likely to move separately. SP state president Akhilesh Yadav set out on his 3-day bicycle rally from Noida to Agra on October 21. This cycle rally was to match Congress general secretary Rahul Gandhi's 4-day Padyatra done in July on this route. Akhilesh considers the UP fight as Me v/s Rahul while his father Me v/s Maya. Mulayam is sure of support from Yadavs, but what worries him the most is the stand of the Muslims, who alone can bring power to him. Anger among Muslims hasn't subsided eace party, having its roots mainly in eastern UP, has wielded its tentacles to the agony of Samajwadi Party in Western UP also. Recently a prominent Muslim leader of SP Maulana Farhat Jamali left it to join Peace Party as its general secretary. He told that Peace Party would contest at least 30-40 seats in western UP which would damage chances of BSP and SP both. In reply to a question as to why he left SP, he poured his anger against Mulayam Singh Yadav and termed him duplicitous wearing khaki nikkar under khadi ki dhoti. He was angry with Azam Khan too and alleged that he had done a lot of injustices during Mulayam's rule and even "grabbed land in the name of university". He made an interesting comment about the recent combination of RLD and Congress saying it would be of no advantage to anybody, rather RLD may be a loser because of the bad image of Congress owing to so many scams. He told that Peace party had tied up with 6-7 smaller parties including RLD, but now it has to be seen whether to remain with RLD or not.

He argues that the budget of UP government is Rs 1.7 lakh crore and this amount is not even one percent of that. its Shaberi judgement. The respite for buyers gets doubled as the builders association has decided to keep the existing buyers immune from the imminent cost escalation. The court has quashed the land acquisition in three villages in NoidaDevla, Yousufpur (Chak Shaberi) and Asadullapur, but cleared the acquisition of land in other villages on the condition that farmers are paid 64.7 percent more as compensation for the land acquired from them and giving 10 percent of the developed land to them. The verdict comes as a setback to the Mayawati government, raising serious questions over UP's land acquisition process for development in Noida, Greater Noida and Noida Extension areas and directing the UP chief secretary to set up an inquiry panel under a principal secretary level officer to look into the change of land use, allotment to builders and indiscriminate proposals for land acquisition. Investors, builders and majority of farmers have appreciated the judgement terming it as a very balanced one, which suits almost everyone. The enhanced compensation that is to be paid to farmers now, and other factors like recent increase in land rates will certainly increase the property prices in the area and new buyers may have to pay between Rs 100-Rs 250 extra per sq ft. The decision may have satisfied the majority, but some villagers are still disgruntled deciding to appeal in the apex court. They want 100 percent hike in compensation. Though, Greater Noida Authority said it was happy with the ruling, Noida Authority said it would go to the Supreme court against the award of 10 percent developed land to farmers, as it no longer had buffer land to give. The order was passed by a specially constituted three judge bench comprising Justice Ashok Bhushan, Justice S U Khan and Justice V K Shukla, which heard 491 petitions by thousands of farmers from 63 villages, who had challenged the acquisition of more than 3,000 hectares of land in 2009.

A bolt from the blue for Mayawati HIGH COURT ORDERS URBAN LOCAL BODIES' ELECTIONS It is a bolt from the blue for Mayawati who wanted to avoid the Urban Local Bodies poll, but now the High Court has ordered to issue notification of the poll by 31st of October. Opposition parties have welcomed the High Court order though this has created a peculiar constitutional puzzle as the order also mentions that elections should be held on the basis of Census 2011. But the data are not available for delimitation of constituencies. Moreover, Mayawati wanted the elections on nonparty basis which was stayed by the High Court and the matter is pending before the Supreme Court. She had also got passed a Bill for Urban Local Self-Government which had mandated that Mayor or Chairpersons will be elected indirectly. This Bill has not been okayed by the Governor. he Allahabad High Court's order to the state government to notify the elections for Urban Local Bodies by October 31 on the basis of 2011 census is being described impractical. Officials say Caste data of the Census are not available and how delimitation can be done. But in compliance to the constitution the elections needs to be done within a time frame. The term of the present municipalities and municipal corporations is to expire on November 15 and in December respectively and the state government is dutybound to ensure that elections are held by that time. Opposition parties, however, have welcomed the High Court decision, but

they, too, are not enthusiastic with the urban local bodies' polls thinking it could divert their attention from the assembly elections and create another round of dissent within the rank and file over the selection of candidates for the ward elections. Instead, they want to concentrate fully on the assembly elections. Mayawati wanted Local Bodies elections to be conducted according to her own manner with Mayors to be elected indirectly and for Ward members on non-party basis. Since both these issues had been held up, she was not keen for the elections. So a writ petition was filed by Ajit Jaiswal and the High Court has ruled that it is the duty of

the State government to fulfill both the constitutional requirements-elections within time frame and on the basis of 2011 census. BJP state president Surya Pratap Shahi welcomed the judgment, "We had been campaigning for it but the BSP government was always trying to delay it by trying to change the rules under which the elections were to be held." Currently most of the seats in the urban bodies are held by BJP. There is not a single mayor of the BSP. If elections take place before the Assembly elections, the outcome of these would have some impact on the Assembly elections as well. The additional advocate

general of the state government Jaydeep Mathur, putting forward the need to have elections on the basis of 2011 Census data only, as several districts have been carved out after 2001 in the state and huge rural population has shifted from rural to urban areas, also gives enough reason to believe that the Mayawati government is in no mood to have local bodies elections before state assembly elections are held. Mayawati is cautious of the fact that Anna effect exists in the urban population and with several scams coming to light in recent months the urban tide may go against her in the upcoming assembly elections.

or the last few years controversy is going on in the country on the issue of Vande Mataram. The debate has been if Muslims should recite the national song Vande Matram (I bow to thee, Mother). There have been mixed opinion of experts on this issue. The Jamiat-Ulema-i-Hind at the Darul Uloom, Deoband came forward with a resolution on November 2, 2009, stating that singing of Vande Mataram is un-Islamic as some of the verses of the national song are against the tenets of Islam. It provoked a heated debate and BJP called this fatwa "anti- national" and then the Ulemas, defending themselves asserted that "they love India as much as any other Indian". On the other hand Ulema-i-Hind stated in their Fatwa that the song Vande Mataram was not un-Islamic and not against the tenets of Islam. Dr. Hassan Imam a noted Historian and Assistant Professor of the Department of History, Aligarh Muslim University, who is presently working on a Major Research Project of UGC on Posters, Pamphlets and Leaflets–the Banned Literature under the British regime, opined that "a Fatwa was issued by Ulema-i-Hind in 1921,which clearly indicated that singing of national song "Bande Mataram" was not un-Islamic. The Fatwa issued by Ulema-i-Hind starts with a caption "Allah o Akbar-Bande Mataram-Allah o Akbar" and Gandhi's call for Satyagraha and Non-co-operation Movement has been incorporated in it. This Fatwa was signed by the leading Ulemas of India. It is well-known that this song Vande Mataram has been taken from the Ananda Math, a work of fiction by Bankim Chandra Chatterjee, which exercised great influence over Bengali Revolutionaries. Dr. Hassan Imam, a noted The Ananda Math Historian describes Sanyasis or Fakirs (the religious mendicant) who had been roaming everywhere in India. Owing to the famine, their number increased by starving peasants and a party of sepoys. These wanderers call themselves Santans (children) of the Motherland and their headquarter was the temple called Anand Math where they took a vow to renounce home and friends "till Mother is saved" from the foreign rule. They were required to give up caste distinction. In their opinion "all the children belong to one caste; we do not make any distinction between Brahmins and Shudras in this great

Vande Mataram is not un-Islamic

Vande Mataram was the war-cry of revolutionaries of Bengal. Today it has been made to appear as though it is related to RSS. Though Jamiat-Ulama-i-Hind two years ago declared it un-Islamic and a few Congress leaders described Anna Hazare's protest on Jan Lokpal as inspired by RSS when they heard shouts of Vande Mataram at the protest site. Dr Hassan Imam, a historian of Aligarh Muslim University while doing research on banned literature during the British regime, found a Fatwa issued in 1921 by Ulema-i-Hind which uses Bande Mataram in its title along with Allah-o-Akbar. Dr Imam says "Vande Mataram" has been misinterpreted by Jamiat-Ulama-eHind at the Darul Uloom, Deoband to boost their position and establish their hegemony over the illiterate and ignorant Muslims.

Further, they had been asked that the same opinions are also held by Mahatma Gandhi and others, big leaders of Musalman and Pandits. In the Fatwa it has also been affirmed that every Hindu and Musalman should read out this Fatwa in every house and in the meetings being held in towns and villages, rather they should repeat it in Masjid and in Madarsa". Dr. Hassan tells that , "this Fatwa had great impact on the Muslim mind as reported by superintendent of Police, Saran, that one of the SubInspector namely Kahful Ali

It may be seen as a "slogan" like other slogans, i.e., Inquilab Zindabad, Bharat Mata ki Jai, Allah o Akbar etc., to channelise the potential of youth towards national issues. Seeing Vande Mataram in religious perspective seems to be unreasonable". He adds, "But, I fail to understand why present day Ulemas compare the song "Vande Mataram" with almighty Allah? Why do they feel saying "Bande Mataram" would discard them from Islam? There had been no such thing in the minds of early religious leaders that singing "Vande Mataram" is un- Islamic and it leads toward polytheism otherwise they could not have issued Fatwa to such effect. Sole motive of those religious leaders was the "unity for the national cause" and therefore, they signed the Fatwa with the Caption, "Allah o AkbarVande Mataram - Allah o Akbar" and they closed all the debate on it for future. Creating controversies and issuing Fatwa on this issue would unnecessarily create suspicions between the Hindus and the Muslim and its advantage will be taken by anti-social elements.

n its most sincere efforts to find a way out of the impasse in which the anti-nuclear agitators in the Tirunelveli district of Tamilnadu and the Union Government find themselves stuck, the Government has set up a 15member panel to interact with the aggrieved people and allay all their apprehensions. The panel consists of eminent men competent to address all their genuine concerns about the Kudankulam nuclear power project. Drawn from such diverse disciplines like radiation safety, reactor engineering, oceanography, oncology, seismology, fisheries and nuclear waste management. The panel would interact with officials of the TN Government as also representatives of the people in the project area . The State Government has been requested to facilitate free and frank exchange of views on all aspects including seismicity of the area, impact of possible tsunami on the plant, fears about effect of the n-plant on fisheries, radiation on the environment and so on. from Tamilnadu deliberately to ensure cooperation and trust of the local people and end the escalating crisis that has entered the second month. The agitators should not stand on prestige now, or find excuses to boycott the interlocutors as reports quoted them to suggest, because if they miss this opportunity there may not be any solution to the problem without hurting their own larger interests and that of the state. The TN government also should realize that pandering to unhealthy demands and playing ugly politics for temporary gain will be counterproductive. Initially Jayalalithaa was extremely keen about the early completion of the project which could partly offset the acute power shortage of the state. In fact one of her election promises to people was that she would end the endemic power cuts crippling the state's development. How is she going to make good that promise? What will people do with her freebies like colour TVs, laptops, mixies and grinders if they have no power to work them. There is a flipside to the issue.

Suppose Jaya succeeds in scrapping the project when it is ready to go critical; what will be her gain? That she could demonstrate her power; score a victory over the Centre? It would be a pyrrhic victory, because the state's interests would suffer for a long time to come. Instead, Jaya should seize the opportunity and cooperate with the expert team to find a face-saving and projectsaving formula. If she cannot persuade the agitating crowd to listen to reason, she should separate the saner elements and make an offer that will allow the smooth functioning of the nuclear plant. She should also warn the church against inciting people against the state. The church is playing a diabolical game, she should not become a pawn in it. There is a lot at stake. The country's economic development is critically dependent on more and more power. Then there are the nuclear power plant agreements in pipeline with various Governments to be considered. And lastly, the cascading effect any wrong step at Kudankulam may have in other similar projects in other regions--the cost is too heavy to be dismissed lightly.

he self-destructive politics of Nepal has no end to it which is badly entangled in ideological pulls and pressures. And victims of all this are the people of Nepal. Politics driven by petty loyalties to ideological groups is ruining the chances of its economic revival. The rational thinking has been thrown to the wind. The result is the fractured politics has not only been able to give a new constitution to the country, but it is unfortunately keeping the countrymen in the state of constant poverty and deprivation. Nepal is a country which has plenty of hydropower resources to generate electricity; according to some estimates it has the potential to generate 43,000 MW. Yet it is living in acute electricity crisis. Baburam Bhattarai, the 4th Prime Minister since Nepal became republic came to India last month jettisoning his party's continued anti-India stance to seek investment from Indian companies now only to face bitter criticism from disparate communist groups. When after four days' stay in India during which he signed 'Bilateral Investment Promotion and Protection Agreement' to invite Indian investment in Nepal, he returned to Nepal he had to face a barrage of criticism and black flag

demonstration at the Tribhuvan International Airport. Slogans were raised that he had sold Nepal's interests to India. The agreement is to ensure that Indian investment would be protected in Nepal just as Nepalese investments in case of war and other unexpected eventualities. The party is likely to demand either get the agreement approved by the Parliament or scrap it. Political observers in Delhi feel that there may be covert China hand behind all this.

s elections for Delhi Municipal Corporation scheduled to be held in March-April next year draw nearer, leaders from the two major parties Congress and the BJP go on the overdrive to allure voters by their ingenuous ways. Sheila Dixit, the chief minister, is trying again her old trump card of wooing residents of rehabilitated colonies and JJ colonies, but the ruling Bharatiya Janata Party (BJP) has surprised one and all by announcing 85 percent jobs in Corporation to the domiciles of Delhi, though the same Saffron brigade had opposed tooth and nail when a few years ago Sheila Dixit had made similar proposal to give 50 percent reservation to Delhiites. BJP had then gone ballistic and had organised Dharnas, held demonstrations and burnt effigies. Leaders like Lalu Prasad Yadav had also opposed the move taking into account the interests of the people from Bihar. Majority of the parties had termed Sheila's statement as irresponsible. Today, Delhi is a city brimming with vast migrant population from Purvanchal, Uttarakhand, Southern states, Haryana and West Bengal. Days

a political gimmick. BJP knows it too well that the Delhi government wouldn't be able to implement this. But perhaps it calculates that it can take political advantage by saying--we passed the resolution, and it was the Congress government which did not move ahead with the proposal. But the manner in which the resolution has been moved, makes it difficult for any party to disown it. The Congress too had played its part in moving the bill. The resolution was moved by Jaykishan Sharma of the Congress along with Gulshan Bhatia and V P Pandey of the BJP. Hence, BJP is sure that Congress wouldn't be able to trap it on the issue. It is a well-known fact that the Municipal Corporation is a local body, and its entire expenditure is borne by the Delhi government. So far as the recruitment of higher officials of the corporation is concerned, they come from the UPSC. And Delhi Subordinate Service Selection Board recruits on other posts and sends them to the corporation. Apart from them, employees and officers from Danics and other states come on deputation.

There had been no employment for years The fourth grade employees only are recruited directly by the Corporation, but no recruitment has been made by it for last several years. The Corporation gets the work done by contractual workers whereas 25,000 vacancies remain unfulfilled. The biggest reason of having contractual employees is that it remains free from the burden of giving appurtenant service benefits, which a regular employee is entitled to. This has created a situation when hundreds of employees have been receiving salary for years, but don't have the legal status of a government employee. This has given rise to corrupt practices. There are thousands of workers in the roll who have been drawing salaries for years, but they virtually do not exist. They exist only on paper. This has caused a huge financial loss to the Corporation. Only recently it came to light a list of 22,200 employees, in whose names monthly salary was being drawn, but they actually did not exist. On the issue of reservation to Delhiites, the question arises as to who would be reckoned as the domicile of

Delhi–what would be the status of residents of the villages of Delhi or those who came from Pakistan in or after 1947 or those who came from other states and living in Delhi for decades? Being the national capital, it's impossible to impose a blanket ban on the appointment of the people who have come here from other states. The factual situation is that around 90 percent population of Delhi is of migrants. The recent proposal of the Corporation says Delhi has the highest standards of education, health care and civic facilities, which generate employment opportunities too. But the employment from among the domicile of Delhi has dwindled swiftly. The proposal says whenever recruitment is done for the third and fourth grade employees, domiciles of Delhi should be given priority if they are eligible as per the rules and regulations, and of course without disturbing the constitutional provisions of reservation on the basis of caste. Many leaders find the proposal divisive so much so some leaders of even BJP aren't happy with it. Some believe this proposal has the potential to create anarchy in the existing system.

n the High voltage election contest in Hisar, where Anna Team also fanned out to appeal not to a party which opposed Jan Lokpal, the 3time Congress MP from Hisar forfeited his security deposit. The last time a Congress candidate lost his or her deposit in the Hisar parliamentary seat was in the 1977 general elections after the Emergency when Congress faced a nationwide rout. Does the election result of Hisar portend something of the kind again? The defeat was truly humiliating for the Congress though its spokesperson Renuka Chaudhury said the candidate who won had nothing to do with Annaeffect. We were also third last time. But if one sees the vote statistics, it would be clear he got fewer votes than 2009 when he was contesting against the heavy weight former Chief Minister Bhajan Lal. Many believe it was people's response to the arrogance shown by Congress towards the popular protests against corruption, black money and strong Lokpal, which had captured the imagination of common voter. However, many do not agree. They say there were local issues like people's anger over lack of development in Hisar while Hooda had his own constituency Rohtak profusely pampered. More over there was deep-rooted factionalism in Haryana Congress which also worked against Jai Prakash. If examined thoroughly the election result reflects Anna effect though the winner candidate Kuldeep Bishnoi does not concede this. He claims his win was because of his father and the tie-up with the BJP. One factor was the absence of a BSP candidate. Memory of Mirchpur played its role. Here a Dalit and his daughter were burnt to death following a clash between the Jat and Valmiki communities. Dalit voters are supposed to have gone to Bishnoi rather than to Chautala, a Jat leader. This is true that a few members of Anna Team had campaigned against Congress, but they did not tell voters whom to vote. They only appealed to vote whose party president supports Jan Lokpal. According to the Team Anna, voters were free to choose between INLD supremo's son Ajay Chautala and former Chief Minister's son Kuldeep Bishnoi who was supported by BJP. Byelections to the Hisar seat became due because of the death of Bhajan Lal. Though Kuldeep Bishnoi refused to give credit to Anna-factor for his victory, the Social activist Anna Hazare was prompt to ask Congress to 'learn lessons' from the defeat and ensure that stricter laws against corruption, including the Lokpal Bill, are passed in the winter session of the Parliament. Congress had never seen a defeat before in Jabalpur, but this time Congress candidate lost and this made Indira panicky. According to Sharad Yadav Hisar elections cannot be compared with that of Jabalpur of 1974, but one thing is certain that Congress's poor show would lend more steam to the "country-wide movement'' against graft being carried out by Anna Hazare and his associates. Congress had sensed the ground reality a day before the polling and had expressed its displeasure with Anna Hazare for opposing Congress in the elections. Manmohan Singh in a last ditch effort to salvage the situation wrote a letter to Anna Hazare that his government is committed to a strong Lokpal. But the effect was neutralised by another letter of the party general secretary Digvijaya Singh. BJP is especially happy at the Hisar result and had indicated that it would contest the next elections in 2014 in Haryana in alliance with Haryana Janhit Party. BJP thinks that HJC's base among non-Jats will be an ideal complement for the BJP which derives its support from Brahmins, Vaishyas, Punjabis, Gujjars and Sainis. The locals suspect that the violence was preplanned and that this was not the first instance of desecration of the Quran. It was second such instance in the last few weeks and people came out to protest

These leaders believe that the removal of the officials is not enough and they should be suspended and booked with criminal cases. They have also criticised the government for announcing a meager amount of Rs 1 lakh as compensation for the victims.

Khanduri is scouring for cash! he coffers of Uttarakhand are empty and the new Chief Minister Bhuvan Chandra Khanduri is in dire need of delivering something solid on the developmental front before the forthcoming Assembly elections. Scouring for money he found that Uttarakhand has to get an outstanding amount of about Rs 1346 crore from UP, which it owed to Uttarakhand towards pension funds since ten years when the Uttarakhand was carved out of UP as a new state. Maya's UP government did not heed to the repeated reminders sent by Uttarakhand government, and then Khanduri knocked the door of Pranab Mukherjee, the union finance minister. He did not hesitate in conceding that the financial situation of the state was not good and to overcome the cash crunch, he had to arrange Rs 700 crores as loan from the market to meet routine government expenses. Pranab Mukherjee reportedly consoled him and assured that he would see to it that UP pays the money soon. As an immediate relief, he promised that the Planning Commission would release Rs 500 crore related to the Uttarakhand's share in the Plan allocation promised to the undivided Uttar Pradesh. They have also sought immediate release of innocent students picked up by the police from the Madarsa Ghosia at Rudrapur and withdrawing charges against innocent Muslims. Uttarakhand Chief Minister B.C. Khanduri described the violence as sad and asserted that anti-social elements would not be allowed to disturb communal harmony in the State.

"Never seen such a worthless government which seems to be hand in glove with the minister in order to protect him" were the comments of justices Govind Mathur and MK Jain of Jodhpur bench of the Rajasthan High Court, while hearing the habeas corpus petition filed by Amar Chand, husband of untraced Bhanwari Devi. The bench further ordered the investigating agencies to submit report on a daily basis as long as she is not traced and the matter would be heard every alternate day. Calling the progress report submitted by the government as farce and fit to be consigned to a dustbin, the two-member bench expressed its displeasure with the government and the police, wondering that the nurse midwife had been missing for more than a month and yet there was no clue of her whereabouts, not even sure whether she is alive or dead. And what about her dead body if she is killed already? "The slackness on the part of the government is beyond comprehension. Why it is reluctant in interrogating persons who have been named? By entrusting the matter to the CBI, the government is not absolved of its responsibility

Investigators are also looking into a postcard which claims Bhanwari Devi is alive and has been kept captive by a senior leader from Haryana. Many suspect that she has been already killed. It is alleged that Bhanwari Devi figures in the CD in a compromising position with the minister. The CBI also raided the premises of those who produce Rajasthani music albums and seized hard discs from their computers as Bhanwari Devi had acted in several of such music videos.

He was convicted to undergo seven years' imprisonment for molesting a German national in Alwar. Brought to Orissa on 14-days parole on November 20, 2006, then he is yet to return to Alwar despite the fact police have standing arrest warrant against him. When asked to comment on all these much-talkedabout matters, Harish Chandra Meena, DGP, Rajasthan, nonchalantly said since CBI has been entrusted with the case, it would be inappropriate to say anything on the issue. "And you know that Water Resources Minister Mahipal Maderna and Malkhan Singh Bishnoi the MLA from Luni are also accused in the disappearance case of Bhanwari. Attempts are being made to arrest Bitti Mohanty and Madhukar Tandon. Investigations are on in the case related to AK Jain" It can be asked how long the investigation would be stretched on. Similarly how long would it take to arrest those against whom there are standing arrest warrants?

They would like to prove that Shivraj Singh Chouhan government has not been able to fulfill the promises made in 2008 during Assembly elections. Leader of Opposition in the Assembly Ajay Singh has already started organising rallies to sensitise masses. Recently he addressed an adivasi 'Swabhiman' rally at Chitrangi. He accused that the government had done nothing to give 'pattas' (land rights) to adivasis who were suffering because of this. The visits of leaders to meet people have started and

in the process they are getting the first hand information on perceived inefficiencies and corruption in centrally sponsored schemes. Now luckily for the Congress an important document of government of India has provided a credible tool to hammer the government. This tool is India Human Development Report 2011. The report says that the economic growth and liberalisation have helped alleviate poverty and elevate living standards of the people across the social board in the country, but that has not done much good to Madhya Pradesh. A socio-economic research has indicated that in terms of three main indicators-consumption expenditure, education and health, Madhya Pradesh is

lagging far behind and stays much below the national average. The Human Development Index (HDI) 2011, framed by Delhi based Institute of Applied Manpower Research, which is attached to the planning commission of India, has placed Madhya Pradesh at the bottom of a list of states with the lowest HDI, even though the all India index has gone up by 21 percent over 8 years to o.467 in 2007-08 from o.387 in 1999-2000. According to the report, Madhya Pradesh has the maximum number of chronically malnutritioned and under-weight children. With regard to poverty, unemployment and child labour indices, Madhya Pradesh continues to lag behind and stays below the national average of 0.467, however, the overall improvement in the index has been mainly attributed to the 28.5 percent increase in the education index across the country, including Madhya Pradesh. But despite improvements, health, nutrition and sanitation challenges are serious before the state to tackle. Though, half of the population in the country has an access to sanitation, in Madhya Pradesh, it is just 25 percent. Around 75 percent people don't have toilet facilities. Madhya Pradesh also fares poorly in terms of hunger. Behind these depressing statistics lies a heartening story that standards of living have improved in Madhya Pradesh too.

Bhatt may be jailed again Suspended Gujarat cadre IPS officer Sanjiv Bhatt walked out of the Sabarmati central jail when the Ahmedabad sessions court granted him bail. He was arrested on September 30 on a complaint filed by police constable K.D. Panth for forcing him to sign an affidavit.

olitics over IPS officer Sanjeev Bhatt who challenged the all powerful Chief Minister of Gujarat-Narendra Modi, which led him to stay behind the bar for 18 long days, doesn't seem to be dying down yet. Bhatt may have termed his jailing as state violence and Modi a common criminal who happened to be Gujarat CM, but that didn't deter the state government to come out with more charges against the socalled whistle blower IPS officer. This time, several cases have come into light against Bhatt. A fresh case filed in court against Bhatt is accusing him of avoiding summons, absconding and giving false information to the investigating officer of the case against him. After hearing the government's contentions, the court has ordered a judicial inquiry under section 202 of the CrPC and issued summons to Bhatt. The number of cases against Bhatt doesn't cease here. An email hacking case against Bhatt has also surfaced, in which he has been booked under the Information and Technology Act with maximum punishment of life imprisonment. The complainant of this case is Tushar Mehta, Bhatt's once bosom friend and Advocate General of Gujarat. Mehta has alleged that Bhatt hacked into his e-mail account, and investigations in this case have reached a point where an action may be taken against him. Bhatt also faces murder charges in a case of custodial death in Jamjodhpur near Jamnagar 21 years ago. A complaint is also pending in Kamalabaug police station in Porbander where Bhatt is accused of torturing a

In yet another case registered in Rajasthan, he is accused of unfairly slapping sections of the Narcotics Act on a person with the intention of forcibly getting vacated the house of a sitting Gujarat judge's sister. All these cases came out against Bhatt after he filed an affidavit in the Supreme Court accusing Gujarat chief minister Narendra Modi of complicity in the infamous 2002 Gujarat riots. The reality is that Bhatt is just a 'Mohra' on which both Congress and BJP are playing their politics of trading charges and counter-charges against each other. On the one hand Modi is in no mood to relent against his opponents, on the other Congress is always on the lookout for an issue, where it can restrict Modi to reap political benefits. Bhatt had claimed in an earlier affidavit to the Supreme Court that he had documentary evidence of the role of some politicians and police officials in former junior Minister for Home Haren Pandya's murder in 2003. This was also described as intended to malign and implicate Modi. Bhatt, viewed as a whistleblower by many, was arrested on the charges of harassing a head constable and his driver KD Pant and making him to sign an affidavit filed in the Supreme Court by him, alleging that Modi had, in a meeting at his residence on February 27, 2002, asked the senior police officers to go slow against the rioters and allow them to vent their anger at Muslims after Godhra trainburning. Bhatt was suspended last month for failing to report to work and for using a state-given car even though he was not on duty.

upporters of Sharmila were attacked on 19th October in Delhi. This Manipuri activist is on hunger strike for last 11 years, kept alive by force-feeding, demanding repeal of Armed Forces (Special Powers) Act– AFSPA in the north eastern state. The attackers raised slogans of "Bharat Mata Ki Jai" and "Vande Mataram". Supporters of Sharmila had joined hands together and floated an organisation "Save Sharmila Solidarity Campaign" which organised a "Jan Karvan" from Srinagar to Imphal covering 4,500 km across 11 states. The Caravan that started on Oct 16 from Srinagar reached Delhi Wednesday, where political hooligans attacked it. The AFSPA is in force in the Northeast and Jammu & Kashmir, which gives the armed forces legal immunity for their actions. It gives enough freedom to forces to tackle the menace of antinational forces who in the garb of human rights create problems for the unity of the country. But the campaigners say it has been badly misused and the Act has outlived its time. "Save Sharmila Solidarity Campaign" is being supported by 50 organisations across the country including NAPM, Asha Parivar, Khudai Khidmatgar, J&K RTI Movement, Insaf Peace, among others. It is reaching out to people through different media, including street plays and distribution of pamphlets. The campaign is slated to

By now Irom Chanu Sharmila, an attractive woman of 39, has become a legendary figure in her own right. She has won international recognition and several prestigious awards have been conferred on her. She had also

been nominated for Nobel Peace Prize in 2005 by North East Network, a women's organisation in Guwahati. This daughter of grade IV veterinary worker, sat on fast when ten civilians waiting at a bus stop were allegedly killed by Assam Rifles on November 2, 2000. Since then she had been arrested many times and charged for attempt to commit suicide and then released. Surprisingly, her fast unto death for getting the Act repealed has failed to capture the imagination of Indians. Since Anna Hazare's fast, her issue has been raised by the civil society. On this issue Dr. Sandeep Pandey, a Magsaysay awardee says: when Omar Abdullah came to power in J&K, the first thing he demanded was withdrawal of the Armed Forces (Special Powers) Act, 1958 and now Union Home Minister P. Chidambaram has given his nod to Omar Abdullah that it can be withdrawn in areas where violence has come down. Activists say it is shameful that government of India is not doing so in Manipur. This law has been blamed for many fake killings in Manipur and J&K. Manipur Pradesh Trinamool Congress has extended its support to Sharmila's cause. It has urged the party chief Mamata Banerjee to raise her voice on the issue. Manipur state committee of the Communist Party of India (MarxistLeninist) has decided to launch various forms of democratic agitations in a show of solidarity to her.

the victory of the BJP-Shiv Sena-RPI alliance. Khadakwasla is a segment of Sharad Pawar's Baramati Lok Sabha constituency, now represented by his sole daughter Supriya Sule. The Bharatiya Janata Party's Bhimrao Tapkir registered victory defeating Harashada Wanjale of the

Nationalist Congress Party (NCP) by a margin of 3,825 votes. The election was held on October 13, which saw a poor voter turnout of just 32.67 percent. This is the first win for the saffron alliance after the RPI of Ramdas Athawale joined it earlier this year. The victory is important

as it would certainly boost the morale of the winning party in the upcoming local body elections in Maharashtra. It is important in a sense that it was highly expected to be won by the NCP, especially after Ajit Pawar became deputy CM and made it a prestige issue, though last time too, NCP had lost the seat by 17,000 votes to MNS. The election was necessitated by the death of MNS MLA Ramesh Wanjale who was known for his gold jewellery, he wore. Wanjale was a Congressman before switching over to the MNS before the last polls. After his death in June, various parties sought to cash in on the sympathy wave and it was the NCP that won over Harshada, a Congess Zilla Parishad member. Though capitalising on sympathy for political gains is a common tactic used by political parties, it didn't work for Harshada, instead it backfired. May be the people in the constituency didn't like her joining the NCP. According to political pundits, the most important factor behind the defeat of NCP is the dictatorial style of functioning of its leaders, especially Ajit Pawar and corruption in governance. Ajit runs the party as his fiefdom and has free run in the party and in the government. The outcome is also thought to be affected by the poor voter turnout. The message of the byelection is that it is time for the NCP-Congress alliance to realise that the ground reality is fast changing for them.

Bihar by-election: Rule of Law prevailed The win in the by-election bolstered the already powerful Chief Minister Nitish Kumar, and further has written off the political future of Lalu Prasad Yadav. By Lokayat Correspondent

he ruling JD-U and BJP combine in Bihar has once again shown its supremacy with the win in the Daraunda by-election, trouncing the combined candidate of Lalu Prasad Yadav's RJD and Ramvilas Paswan's Lok Jan Shakti Party. The Congress' performance was abysmally poor as its candidate could get only 4,238 votes. The win has undoubtedly consolidated the position of Nitish Kumar, the popular Chief Minister of the state and bolstered the view that he is still indomitable and the days of Lalu Prasad Yadav, who ruled for 15 long years to serve himself, his extended family and sycophants and had established a kind of Jungle Raj where only 'Lathi' mattered, has become a political force not to reckon with seriously, if not a spent force. The poll campaign was a high pitched affair with Nitish kumar, his deputy Sushil Kumar Modi and other top leaders campaigning for Kavita, while Lalu Prasad and Ramvilas Paswan solicited support in favour of the RJD nominee. JD (U) candidate Kavita Singh routed RJD nominee Parmeshwar Singh by a margin of more than 20,000 votes. With this win JD-U's tally in the 243 member state assembly has risen to 117, while its ally, the BJP has 92 seats. In

Mamata's ultimatum to Maoists Mamata had a sort of unwritten tie-up with Maoists before the Assembly elections. She had promised to stall operations against Maoists and she did honour this promise for five months. But Maoists haven't dropped their arms and killings go on. Mamata finally had to call a spade a spade. She went into their den Jhargram and organised a big rally and roared describing Maoists as Jungle Mafia and Supari Killers. She asked pointblank why they killed three Trinamool Congress members. “Why did you do so? You are cowards and that is why you stay hiding.� But CPI (M) the main opposition is not amused. aving taken on the powerful Tatas at Singur and having fought and won the state assembly elections by supporting the farmers, West Bengal chief minister Mamata Banerjee has now turned her attention towards the Maoists. As a champion of the Bengal farmers' rights, Mamata may have seemed a bit soft on the Naxalites initially, but of late she has been quite harsh on them. Mamata has made it very clear that she wasn't going to brook any ideology that promoted violence. She gave the Maoists a week-long ultimatum to shun violence, drop arms and join peace talks. She has indicated that she was strong enough to break the understanding that her Trinamool Congress had with the Maoists. The chief minister has called the Maoists as 'jungle mafia' and has attacked them for going back on their promise of truce. She told the Naxalites that her government had kept its promise of

holding back the joint forces operations for nearly five months since the state assembly elections. She told the Maoists that she will not be cowed down by their bogey of human rights abuses as shield. The Maoists, however, do not seem to be in any way perturbed by Mamata's tough stand. The UPA Government at the Centre is watching the next move of Mamata Banerjee against the Maoists. The Centre has decided not to recall 1000 CRPF personnel in the state as per its earlier directive to the state government to return them. Now, the Centre has also decided to wait for Mamata's next move. The main purpose of sending the forces to West Bengal was to conduct anti-Naxalite operations. The Centre is now waiting for the state's response in the wake of the chief minister's new stand against the Maoists. Over 150 para-military personnel have been killed in the past two years despite moving in mine-protected vehicles.

The CPM Left Front, the main opposition the state assembly is not amused by Mamata Banerjee's new stand on the Maoists. "It is another drama to divert attention of the people from their daily demands and needs,'' a CPM spokesperson was quoted as saying. However, Mamata Banerjee is determined to wipe out the Maoists from the state within the next few months. Despite not receiving any positive response to her call to the Maoists, the chief minister this time seems to be quite serious in her attempt to bring the Naxalites to the talking table. The Maoists, however, have demanded the release of three of their leaders as a pre-condition for coming to talks with the state government. Mamata may not agree to their condition and rider. She may yet try to pacify them and give them an inch to take a foot from them. Whether her diplomacy with the Maoists will succeed in the long run, only time will tell.

But the latest one related to the mysterious death of a party worker Syed Yousuf, who allegedly collected money for transfers, distributing assembly seats and making ministers, is truly the biggest one threatening to liquidate his entire political capital. light so far is nothing but the same well-known malaise of Indian political system which Anna Hazare is fighting against. It is the job of the investigating agencies to find out whether he died a natural death or was killed. The three workers SYED YOUSUF: He was a National Conference (NC) worker, but had unbridled access to the homes and offices of Chief Minister Omar Abdullah and his father the Patron of the party Farooq Abdullah. State government had given him a personal security officer and a security vehicle also. He was known as problem solver of many politicians who had fallen out of favour. He was allegedly managing transfer and postings of bureaucrats for a price. He himself wanted to contest the 2008 Assembly elections, but was dissuaded by his friends. It is assumed that he played a big role in distribution of tickets in South Kashmir. Two party workers Abdul Salam Reshi and Mohammad Yusuf Bhat complained that he was paid over Rs 1.20 crore for making a Council Member and a minister respectively. But when this did not happen he was told to return the money. The complaint was made to the CM who called him at his house. When he was told to return Rs 84 lakh to Bhat, he repeatedly said he would return the money after Farooq Abdullah's return. According to Reshi Omar Abdullah then told him that he was going to hand him over to the Crime Branch. Later, he was taken to a small room. Reshi reportedly said he didn't know what happened there. "After half-an-hour, when I was taken to Crime Branch, I saw Haji Yousuf lying down in the vehicle. He was in bad shape, vomiting and unable to speak." Later he died. Post mortem report says he died of cardiac arrest. PDP leaders accused he was killed.

ABDUL SALAM RESHI: He is a NC leader, who wanted to become a member of the Legislative Council and for that he allegedly paid Rs 35 lakh to Syed Yousuf who was known as very close to the CM and his father both. When he did not find his name in the list he complained to Omar Abdullah about the money given and Yousuf’s refusal to pay his money back. He claims that he was assured by the CM that he would get his money back. And indeed Rs 22 lakh was returned to him in three instalments.

MOHAMMED YUSUF BHAT: He has been Omar's official representative in his constituency of Ganderbal and attended district meetings on his behalf. He is reported to have paid Rs 84 lakh to Syed Yousuf for a ministerial berth. He also made the complaint to the CM about the money paid. After his complaint the Chief Minister is told to have decided to send Syed to crime branch in case he refused to return the money.

Witness Yousuf Ganderbali claimed possessing several evidence against the state government, but he would open his mouth only before the judicial commission of inquiry that will look into the death of Syed Yousuf. After hearing the entire issue he handed over the three, the bribe givers and taker to the crime branch. Shah died within hours but "nobody touched him in my house". The post-mortem reports say, Shah had no external injuries and died of a heart attack. Abdul Salam Reshi has maintained that son and father, both Abdullahs were aware of Syed's nefarious power brokering business. He warns that his revelations will "hurt powerful people" "I am one of the main witnesses. My statements are going to hit powerful people. That is why I want the Home Minister to intervene," he says. "They did not spare even Haji (Syed) Yousuf who was well connected with the Chief Minister and his father Farooq Abdullah." Crises galore for Omar ! CRISIS-I: Just a day after he took over the reins of J&K in January 2009, there was murder of a deaf and dumb person by the army. He aggravated the situation by asking for withdrawal of Armed Forces Special Powers Act, which raised heckles of the nationalists in the country. CRISIS-II: Two youths were killed by the army in Sopore in February 2009. To save his political turf he took the stand against the army and demanded to remove the army camp. The camp, however, was removed. CRISIS-III: Three months later there was an uproar over the alleged rape and murder of two women in Shopian by the security forces on May 30, 2009. This led to spontaneous uprising in the Valley. An attempt was made to turn this into a pro-freedom movement. This became a very challenging period for Omar. His statement that women died of drowning made the situation bitterly against him. CRISIS-IV: During a debate on the Shopian case in the House, PDP leader Muzaffar Hussain Baig accused the CM of being involved in a sex scandal. This hurt him immensely and he resigned but the governor did not accept it. His father the Union Cabinet Minister Farooq Abdullah convinced him later to not press for his resignation. CRISIS-V: Protests erupted again in the summer of 2010. By this time he became mature enough and refused to give resignation when there were demands on the streets. The protests had erupted because a seventeen year old student Tufail Ahmad was killed by the police amidst chasing stonepelters at Rajouri Kadal. This time he said he was not killed by police but he had committed suicide. Crisis continued even after he put separatist leaders such as Syed Ali Shah Geelani and Yasin Malik under house arrest. CRISIS-VI: A few months later in 2010 PDP leaders were splurging muck against Omar for receiving kick-backs for allotting the Ratle Hydropower Project to GVK and anguished Omar had to file a defamation suit against PDP legislators. CRISIS-VII: The latest crisis is the death of an NC worker seems the worst which has shaken the foundation of his government. The congress is also being told to seize the opportunity demand the rotation of the chief minister. The situation has worsened as there are charges of phone tapping also against him.

two months ago about the money that Syed had charged him. Opposition is saying if Omar knew the matter much earlier, why didn't he order an inquiry into the issue, so that the truth would come out. The issue was raised in the state assembly fiercely by the opposition leading to throwing and breaking desks, benches and mikes at each other and even at the speaker and is now drawing the attention of the entire nation. Omar has stated that he would be deposing before the commission and answer each and every query. BJP also has accused that Syed was killed as he could have exposed the involvement of the NC in many scandals and demanded that the case should be investigated by the CBI. Interestingly the BJP, always ready to take advantage of the fractious politics of Jammu Kashmir, is not asking for the resignation of Omar Abdullah. BJP state President Shamsher Singh Manhas says it is unfair to demand resignation before his involvement is proved. The right course is that the matter should be investigated by the CBI as no fair enquiry is possible here as the crime branch of Jammu Kashmir is under the Home Department which is held by the Chief Minister himself. Political analysts say that Congress may be the biggest gainer of this political logjam. Congress has defended Omar in the matter, but at the same time

is planning to utilise his unpopularity for seeking the chief ministership when the first half of his six-year term ends on January 5, 2012. Certain state Congress leaders want this to happen even before that. Congress has decided to hold a "review" of the coalition arrangement in the state. Congress sources said that when party president Sonia Gandhi gave him a full six-year term, it was agreed that there would be an "annual review" of the coalition arrangement. Even AICC general secretary Rahul Gandhi had indicated that there should be a Congress Chief Minister after the Omar-led government completes three years. It may be noted Rahul had recently visited J&K to assess the ground reality and the impact of the Omar government on the ground. But the Congress is also riddled with the dilemma of who should be the successor of Omar–Ghulam Nabi Azad or Saifuddin Soz. Meanwhile the visit of the High Level Panel of Officials from the centre has been put off citing the volatile political situation in the state. The visit was planned at the directions of the PM who was told by a couple of J&K interlocutors that many centrally-funded schemes in the state were not being implemented properly. The Centre had launched a Rs 2000 crore mission for employment and its worry was to see the actual progress on the ground.

Will Kashmiris accept it? After the worrisome political unrest which claimed 120 lives last year, the Centre appointed a panel of interlocutors to suggest solution of Kashmir problem. It has submitted its report last month, but will it be acceptable to Kashmiris? By Lokayat Correspondent

fter a year since its constitution the panel of three interlocutors has submitted its report to the Central Government giving several rational and well-meaning suggestions to solve the festering Kashmir problem. The interlocutors–Journalist Dileep Padgaonkar, academician Radha Kumar and former Central Information Commissioner MM Ansari–made enormous efforts in finalising it, they met about 700 delegations across 22 districts of Jammu & Kashmir. The only short-coming of the exercise had been the boycott of the panel by the separatists, but their views have been accommodated on the basis of what had appeared in the media at various occasions. The report has given focus on the development and meaningful autonomy. To achieve this, three separate regional development councils for Kashmir Valley, Jammu and Ladakh respectively, have been suggested. Sources in the Home Ministry say that the report would be discussed in an all party meeting in November and some recommendations, if not all, might evoke consensus. It is natural that the report has not been welcomed by the separatists, but surprisingly it hasn't enthused even Kashmiris of the mainstream camp. It appears that many parts of the report is not of their liking. The report mentions that the Article 370 would remain in its place and so also the constitutionally elected Government in Srinagar. subjects with it–Defence, Foreign relations and Communication, has been rejected so also the Pakistan trumpeted demand for the plebiscite. One important recommendation is dilution of Armed Forces Special Powers Act (AFSPA) and Disturbed Areas Act, and withdrawal of Army in a 'phased manner' from the Valley. The Defence Ministry considers this recommendation at this stage a misadventure as infiltration from Pakistan continues, and there are separatists active in the entire valley and there are occasional ceasefire violations too. Sources say P Chidambaram the Home Minister is not averse to accepting the recommendation if the situation keeps on improving in the valley. That is evident from the fact that the Home Ministry has advised the Chief Minister Omar Abdullah to prepare a list of areas where violence has come down so that AFSPA can be removed from those areas. According to sources the report has discussed in some detail the 'misrepresentation' of the United Nations resolution regarding plebiscite by Pakistan and the separatists. It has even questioned Islamabad's move to cede certain territory to China. It says the resolution had three components: ceasefire, withdrawal of Pakistan from Pakistan occupied territory and then plebiscite. But Pakistan has not moved a bit on withdrawal of forces. Not only this over the years demographic profile of the PoK has changed whereas this did not happen due to Article 370 on the Indian side.

Though the party after series of discussion with its Andhra leaders has come to the view that by not acceding to the popular demand Congress is losing its political ground badly as became quite evident by the result of the recent byelection, yet the senior leaders feel it may unleash similar demands from many other states. Last month Congress MPs gathered in Hyderabad and threatened a fast-unto-death, and then hectic consultations started in New Delhi. Senior UPA ministers, including Pranab Mukherjee, A K Antony and P Chidambaram, held talks with the Andhra Pradesh Governor, the Chief Minister and his deputy and other leaders from the state to seek their views on the statehood issue. Senior leaders are working out a proposal on the lines of the Gorkhaland Territorial Administration, which Mamata Banerjee gave to the agitating Gorkhas for a separate state. Will Telangana Rashtra Samithi agree to this? It is told several secret meetings had taken place already but the TRS leaders don't want anything short of a separate state. However, they have offered to merge their party in the Congress if separate Telangana state is declared.

Schools and colleges have been shut for over a month now and even teachers and professors have taken to the streets. With the Centre showing no urgency to end the stalemate and delaying taking any decision, the situation is turning from bad to worse. Spearheaded by the Telangana Political JAC, the protestors have already scored a point when railway authorities were forced to cancel 120 passenger trains plying through the Telangana region besides diverting several long-distance superfast trains on the northsouth corridor. Following the arrest of various Telangana leaders, violence erupted in Osmania University as students started pelting stones on the police. The Telangana agitation has also affected the power crisis in the southern states, creating a shortfall of over 3,000 MW across four states. With the agitation showing no signs of abating, the repercussions are beginning to be felt across the northern grid as well. More than 70,000 employees of Coal India-owned Singareni Collieries went on a strike paralysing coal production in 50 mines spread over Khammam, Warangal, Karimnagar and Adilabad districts. The Telangana agitation has also affected industries to a large extent.

Andhra Pradesh industry getting power just thrice a week or thousands of industrial units in Andhra Pradesh, electricity is available only three days a week. It is sending down the jitters to corporate leaders as it is going to badly hurt the profitability of their companies. During the peak period there is also 4-hour cut. Industry organisations tell that Industry is getting only 40 percent electricity of its requirement. Most of the units have switched to twice costly captive and diesel-based generation. But smaller units have no choice but to down the shutters. The agitation for Telangana state has disrupted the supply of coal and the generation of electricity in the state has come down substantially. There are about 10,000 small and medium units located in and around Hyderabad. Power utilities currently face a demand of 272 million units a day while supply is 20% less at 231 million units.

Congress loses badly to TRS in Banswada by-election elangana Rashtra Samiti (TRS) candidate Pocharam Srinivas Reddy won the Banswada by-election by a huge margin of 49,889 votes getting 83, 245 votes out of 122, 872 votes polled, thus defeating the Congress nominee Srinivasa Goud who got only 33, 356 votes. Even these votes would not have been possible had TDP fielded its candidate. The Congress had lost this seat in 2009 also but then the loser Bajireddy Govardhan had polled 43,754 votes. This time the Congress candidate has got 10,000 less votes inspite of traditional TDP votes going to the Congress. This is a clear signal that the party is on the path of losing its political ground not to recover it again as had happened in Bihar and Uttar Pradesh. However, even these votes are considered too many as the TRS leaders were claiming that Congress candidate would lose its deposit that did not happen though TRS chief K Chandrasekhar Rao, his son and daughter had conducted a whirlwind campaign in favour of its candidate. Banswada is in Nizamabad district where by-election was announced after the sitting MLA resigned from the Telugu Desam Party to join the TRS in the wake of Telangana agitation. With Pocharam's victory, the TRS' strength in the 294member Assembly has risen to 12. However, 11 TRS MLAs had recently submitted their resignations to the Assembly Speaker Nadendla Manohar, demanding creation of Telangana state. Will the party tell him also to resign?

Due to the transport strike, staff members are not coming for duty on time, lamented a senior industrialist. It is not just the opposition parties but even the ruling Congress legislators and Members of Parliament are agitated over the UPA government's attitude and laxity in solving the problem. By the time the current round of the agitation started in September, the people's will had been expressed very emphatically in various assembly elections. Telangana supporters won all the 12 seats from the region. The Centre has not yet acted on the Sri Krishna Report which was submitted over six months ago. The more time the Centre takes on the Telangana issue, the more loss there will be for the people of the state in particular and the nation as a whole. It is unfortunate that the UPA government has failed to realise the seriousness of the situation. The Central Government is losing the trust of the people, slowly but steadily.

his was certain that supporters of BS Yeddyurappa, BJP's front-ranking leader in Karnataka would not join Advani's Jan Chetna Yatra when it entered Karnataka on Oct 30 from Kerala. The maker of BJP in Karnataka is in jail for corruption charges and Advani is non-partisan in the matter of corruption. In his Bangalore rally he made it clear that corruption is not just about the Congress but also about us. If we want to fight corruption, we cannot make a compromise with those among us who're corrupt either. He meant Yeddyurappa and a few of his cabinet colleagues. Ironically, it was Yeddyurappa who made it possible for the first time for the BJP to come into power in any of the South Indian states. But he had to quit July 31 in a very humiliating manner after Lokayukta Santosh Hegde recommended his trial for graft in the illegal mining scam. Those cases apart he has been slapped with two more cases involving impropriety in land dealings. These cases were filed by two Bangalore advocates Sirajin Bhasha and N. K. Balaraj and Janata DalSecular spokesperson Y.S.V. Datta. Meanwhile, the Karnataka's Sadanand Gowda's government is

The Party's State Secretary Pinarai Vijayan, then State Finance Minister, Thomas Isaac, Education Minister M.A.Baby and Chief Minister V.S.Achuthanandan himself had participated in the meetings. There were two closed-door meetings arranged at the A.K. G. Centre at Trivandrum.

to break the deafening silence and boldly acknowledge that Indian communists were out-dated in their outlook and that they were being led by persons with archaic ideas. Unless they changed with time they would face self-destruction, he said. Significantly Buddhadev's dire prognosis did not come to us directly. It came from a U.S. Consular summary to the State Department of an exchange of views Buddhadev had with the U.S. Ambassador Timothy Roemer at Kolkata on 13 October 2009 as revealed by Wikileaks cables recently. During the 75-minute-long meeting the Communist Chief Minister is reported to have sought private (US) investments for West Bengal's industrial development and talked strongly in favour of opening the higher education sector in India for entry of U.S. universities.


KERALA It was indeed news to know that some refreshing wind was blowing through the dingy corridors of CPI (M) and that at least some thinkers were not averse to revise their world view. The top brass of the CPI (M) while not commenting on Buddhadev's efforts to get foreign capital for the state's development, however, countered the idea of American entry into higher education field. Prakash Karat, General Secretary, said it was against party line: the subject was discussed at a meeting earlier and had been rejected. In fact much before Buddhadev met the U.S. Ambassador, Wikileaks has since revealed, secret back channel discussions were on between U.S. Consular officials and CPI(M) leaders in Kerala. The Party's State Secretary Pinarai Vijayan, then State Finance Minister Thomas Isaac, Education Minister M.A.Baby and Chief Minister V.S.Achuthanandan himself participated in the meetings . There were two closed-door meetings arranged at the A.K.G. Centre at Trivandrum and the Chief Minister met the U.S Consular Officer Andrew Simkin at the second meeting on 29th August 2008. (While Vijayan and the two ministers maintained that they were just courtesy calls by the U.S. officials, the latter said they were surprised by the solicitation from the communist government.) Whoever took the initiative Thomas Isaac and M.A.Baby went straight to the point: they wanted American (private) investment in Kerala in the IT, tourism and biotechnology sectors. Pinarai said fast industrialization of Kerala was imperative and for that his party welcomed foreign capital and even joint ventures. To a query from the U.S. official whether it was not odd to seek American investments in Kerala from where the State Government was trying to drive away Coca Cola, Vijayan said the party was agitating against the company not because it was a U.S. firm, but because of the environmental problems created by it. The company did little to solve those problems, he added.

CPI (M) Kerala party secretary Pinarai Vijayan made enormous and secretive efforts to bring the party closer to the so-called imperialists the US, but the erstwhile Chief Minister V Achuthanandan reported threw the spanner in the works by raising unpalatable issues to the US officials. However, the Central Party in the leadership of Comrade Prakash Karat continually supported and blessed Vijayan to continue his efforts and tried to sideline the Chief Minister.

When Wikileaks published the substance of these confabulations towards the end of August, 2011 there was consternation in CPI(M) circles and acute embarrassment among party leaders. The Congress accused the communists of following a double standard, but welcomed the refreshing change in their retrogressive attitude. But Vijayan explained away the episode as not against party line. The revised guideline of the party permitted foreign investment within certain parameters and there was nothing much to talk about a 'courtesy' call from U.S. officials. But, Achuthanandan's version of the meeting with U.S. officials was different from that of other ministers. While Thomas Isaac and Baby were positive and zealously sought U.S. capital for Kerala's industrial development ( Isaac

reportedly was already receiving some questionable American funds for his pet projects), the Chief Minister seems to have struck a discordant note. Instead of pressing for American assistance Achuthanandan found fault with U.S. imperialist policies and interference in Iraq. Irritated by his unexpected outburst the consular officials walked away. Prakash Karat was unhappy with the undiplomatic way the Chief Minister ended the meeting. At a press briefing later Karat reminded Achuthanandan that he had agreed to seek foreign investment in select sectors. He criticised Achuthanandan for viewing both imperialism and foreign capital as equally bad. According to observers the unfortunate incident is likely to grow into a major factional war in the party in days to come.

Fighting corruption in Universities not easy Guru Ghasidas University uru Ghasidas University was initially established by an Act of the State Legislative Assembly in 1983. Situated in a socially and economically challenged area, the university is appropriately named to honor the great Satnami Saint Guru Ghasidas (born in 17th century), who championed the cause of the downtrodden and waged a relentless struggle against all forms of social evils and injustice prevailing in the society. The University is a residential cum affiliating institution, having its jurisdiction spread over Bilaspur Revenue Division of the state of Chhattisgarh. It covers almost the total spectrum of higher education: Arts, Commerce, Education, Engineering & Technology, Law and Humanities, Life Sciences, Management, Medicine, Pharmacy, Sciences, Social Sciences, etc. Now it is a Central University. This enhanced status was given to it in 2009. The National Assessment & Accreditation Council (NAAC) has accredited the University as B+.

According to a survey done by it some 13 percent respondents said that it was the most corrupt sector in the wake of mushrooming growth of private institutes. Government institutes remain under pressure of rules and regulations to conduct their various functions, yet malpractices dog them too. Most common form of corruption is teacher absenteeism, the second highest in the world after Uganda. This fact was brought out by a report of UNESCO, which said the level of teacher absenteeism is 25 percent in India. Some 22.5 percent of education funds get wasted due to this factor alone. Teachers take salaries but teach only in their tuition centres at high fees. Other corrupt practices are seeking donations for admission in their institutes. This apart, hundreds of private companies loot huge amount of money in the name of teaching for entrance tests. The situation is so bad that many educational institutes forge an under-hand arrangement with these coaching shops. Some institutes allot as high as 60 percent marks for internal assessment, which means you copy from notes and get a degree. No need to do hard work and learn. Also, there are institutions that exist on paper and award certificates for money.

ight against corruption is the flavour of the time. But those, who are engaged in making the system clean, face a harrowing time. It has never been easy to act as a bulwark against the momentum of corruption, no matter what field it is. Education system of India is also in distress because of corruption. And if an attempt is made to clean the system the crusader may have to face hundreds of odds including false charges. Who says so? This was the heart-felt outpouring of a Professor of Guru Ghasidas University of Chhattisgarh, a central university trying to emerge as a centre of excellence in the state under the leadership of Vice Chancellor Dr Lakshman Chaturvedi, who is leaving no stone unturned to clean the system as well. But, needless controversies, raised from time to time by people who had been punished due to their wrong-doings by the Vice Chancellor, try to degenerate his efforts. The latest is an attempt to rake up an old controversy when Dr Lakshman Chaturvedi was the Vice Chancellor of Ravi Shankar Shukla University. A complaint against him was made by the Deputy Registrar of the University Mr Victor Ekka on 31 October, 2008 before the Lokayukta. Patently, he was an aggrieved person, suspended after the complaint was made against him by the Registrar Mrs Indu Anant, for which he was arrested too. In order to salvage the reputation of the University the VC had no choice but to suspend him. Mr Ekka made his complaint on minor counts before the

CAMPUS Lokayukta; and only on the two he found Dr Lakshman Chaturvedi faltering–one, why there was not an SC/ST nominee in the selection committee to appoint the faculty though the State University Act had no such provision and to make it mandatory the State Act needed to be amended. The second issue on which the Lokayukta found him guilty was the engagement of a security agency for the University. The issue was nonavailability of security guards. When Lokayat asked to respond, the VC told "he never took any such decision himself. The decision was taken by the Executive Council of the University. In fact the proctor Mr Khan of the Ravi Shankar University who was also the member of the Executive Council had made a proposal which was discussed and approved in the three subsequent Executive Council meetings." The earlier decision of the EC in 2001 was to appoint security personnel from the Sainik Kalyan Board. The system was tried between 2001 and 2004, but when it was seen that the Board was not able to supply exservicemen as security guards, then it became necessary to take a fresh view on the issue. The Executive Council considered a proposal to hire security guards from some local agency on a trial basis at the Collector Rate, which are minimum wages to be paid in a state. Dr Chaturvedi took harsh actions to check corruption in Ravi Shankar Vishwavidyalaya. When corruption was discovered in construction, the University engineer was suspended, rather a police complaint was made, and he had to remain in jail for four months. There were other instances too. Now all those who had been punished by the Vice Chancellor for one thing or the other have colluded to defame him by making "false" complaints. Corrupt practices were prevalent on a larger scale in Guru Ghasidas University when it was a state university. Unlawful activities, like seeking money from students, were the order of the day.

Even acting Vice Chancellor ML Malviya had to be suspended and ultimately terminated by the CEC for wrong-doings. Four teachers too were suspended for unlawful activities. A few members of the non-teaching staff were caught drinking liquor in the university campus, and were also terminated. A section officer Yaduraj was also suspended as he made an unlawful entry into the chamber of the Vice Chancellor along with nominated MP Ingrid McLeod and assaulted the posted PSO. An FIR was lodged and two daily wager employees were terminated. McLeod was angry because her son had been rusticated for five years from the University for beating up a Professor.

This is not the exhaustive list of various disciplinary actions Dr Lakshman Chaturvedi had taken. Truly, he has made enormous efforts and showed exemplary courage to clean up the mess in the University. There has to be a natural fall-out of all this. Newton's law also says: there is a reaction to every action. So, now the MP mother of a rusticated student, suspended teachers, former deputy registrar and others–all those who had been aggrieved at one occasion or the other due to disciplinary actions taken and punishments meted out– "have joined hands together in launching a campaign to malign and defame" Dr Chaturvedi wielding an anti-corruption danda. Even charges of sexual harassment, considered a readily available sure-shot weapon, had also been unsuccessfully tried against him. No wonder, that an old issue of

indictment related to not having an SC/ST member in the Selection Committee for the Teacher's post and having changed the security agency in Ravi Shankar Vishwavidyalaya is being raked up. There is a background to it–the Lokayukta had written to the Governor (the Chancellor of the Ravi Shankar Vishwavidyalaya) to take action against Dr Lakshman Chaturvedi on those two issues. The Governor forwarded the file to the Department of High Education of Chhattisgarh, which in turn forwarded the Lokayukta findings to the Union Ministry of Human Resources Development. None considered it necessary to seek any clarification from Dr Chaturvedi. The Lokayukta had also indicted KK Chandrakar, Registrar at Ravi Shankar Vishwavidyalaya along with Vice Chancellor Dr Lakshman Chaturvedi. When it came to take action on the advice of Lokayukta CK Khetan, Higher Education Secretary took two different views in the same matter with two indictees. His view about Chandrakar was that the decision to hire private security agency was not intended to benefit anybody and there was no loss to the university because of this decision. It was a technical lapse and more care should have been taken while taking the decision. When Mr Khetan was asked on phone about why action was recommended only against the VC, he said "only the Vice Chancellor had been indicted by the Lokayukta." Question is why Mr Khetan could not remain impartial in the matter. Dr Chaturvedi told Lokayat, "My grouse is why clarification was not sought before taking any view against me." Finally, a letter seeking clarification was sent to him when he was in the US last month, participating in the Indo-Yale Higher Education Leadership Programme in New Haven. Sources say the Vice Chancellor is dispatching all relevant information to the Ministry of HRD to prove how material facts had been ignored while indicting him.

ith N R Narayan Murthy, Chairman EmeritusInfosys Technologies, himself an alumnus of IIT Kanpur, and an icon for entrepreneurs across generations voicing serious concern over the quality of student entering and passing out of the IITs, an intense debate over the quality of education in our so-called world class educational institutions has set off. And these elite institutions figuring nowhere in the list of top 50 technology institutions of the world, has made this debate even more intense and relevant, inviting sharp and contrasting reactions from across the society, especially IIT alumni, teachers, researchers and policy makers. Speaking to a gathering of hundreds of former IITians at a 'Pan IIT summit' in New York, a great votary of righteous corporate governance and a nationalist in spirit, Murthy said the quality of students entering IITs (Indian Institute of Technology) has deteriorated over the years, thanks to the coaching classes that prepare engineering aspirants. He further said the majority of the students fare poorly in IITs, at jobs and when they go for higher education in institutes in the US and elsewhere. And when it comes to research and innovations, they aren't as good as they used to be. Murthy went a step further, saying only top 20 percent students from IITs stand among the best anywhere in the world, and the quality of the remaining 80 percent leave much to be desired. They somehow get through the joint entrance examination, and when they face problems of different nature and magnitude requiring different sorts of skills to sort out, they start faltering. This is the reason why IITs are no match to Harvard, MIT and

Coaching becomes a curse! ITs are the most coveted technical institutes; hence every parent wants his ward to get admitted there. And here starts a cat race. Everyone wants to join some big coaching class to ensure success. The glory of being an IITian drives the mushrooming number of coaching shops across the country. This year, of the 13,195 students who qualified for the IITs, two thirds admitted having taken professional help to prepare for the entrance, but it is estimated that more than three-fourth students go for coaching classes. The unfortunate part of this whole affair is the mechanical way in which these coaching classes put the students through. They prepare students for limited sets of problems, hence, the quality of those entering the IITs has gone lower and lower. Besides, students start preparations for the examination very early, that hinders the natural growth of their mental faculty and leads them only to cramming facts and figures than to go for extensive study of the subject. It's also a fact that the joint entrance examination conducted for IITs, is considered to be the country's best and the most foolproof, attracting around five lakh students for about 13,000 seats. Experienced faculty members are involved in setting the question papers throughout the year, but the outcome is for all to see.

Bottlenecks before IITs

Reactions from different quarters arayan Murthy's criticism has found an echo even among IIT heads. Professor R K Shevgaonkar, who recently took over as director at IIT-Delhi, says IITs all over the country are facing acute shortage of teachers. According to him, these institutions need 2,500 faculty members immediately to catch up with the standard students to teacher ratio of 10:1. Every IIT is short of 30 percent faculty and this has happened due to addition of 54 percent seats to accommodate more students in the OBC quota in the past few years without enhancing the infrastructure. IIT Madras director Bhaskar Ramamurthi says, most students come with a heavy coaching hangover and there is a limit to what an instrument like entrance exam can do. Gautam Baru, director, Guwahati, says aspirants start preparing early and by the time they join the IIT system, they are mentally fatigued. Baru further says, IITians want to sell soaps, not become engineers. He suspects even the aptitude of the students, who he says come to IITs after years of cramming and many of them aren't even interested in engineering. But many academicians and policy makers have criticised Narayan Murthy saying he is obsessed with IITs. V Subramanyam, a former professor at IIT Bombay has termed it as some kind of mudslinging. Even union HRD minister Kapil Sibal refused to subscribe to Murthy's view, stressing on increasing the number of such institutions.

ITs are facing several problems of different magnitude. Coming up to the demand of more IITs, government has either erected new IITs or converted some existed technical institutions into IITs, but they are utterly lacking the required infrastructural facilities and financial assistance. It is noteworthy here that IITs are not allowed to hire foreign nationals as permanent or full time faculty, though altogether they are short of around 2,500 teachers. This makes it tough for them to have competent and required number of faculties, as Engineers coming out of IITs prefer marketing jobs to research or academics. In last four years, IIT-Delhi has hired 107 faculties from across the world and they all are Indians with foreign degrees. Still, it is short of around 400 teachers. Pradipta Banerji, who took charge of IIT-Roorkee on October 14, is also fretting over the poor 1:18 teacher-students ratio. Roorkee, too, is short of around 450 faculty members. The funds given for research work at IITs is meager considering the cost, mode and magnitude of the research work and the fund provided to premier institutions in other countries. In India, IITs get government grant for research work to the tune of about 180 crore annually, which is meager while their counterparts in western world get huge amount of financial aid from government as well as corporate world. IITs in recent years have started making efforts for tie-up with corporate world for collaborative projects and decreasing their dependence on government grants. As in India this practice does not exist as a culture, IITs have got only limited success in their efforts. Recently Damodar Valley Corporation has offered Rs. 120 crore for the R&D centre at IIT Kharagpur. If such initiatives become routine in the country, the fortune of these institutions can change. But the scene at MIT and Harvard is quite different. They have professors exclusively attending to research being paid up by the industry.

Inspiration behind IITs he concept of IITs had originated even before India gained independence. After independence, it was felt by the government under Pandit Jawahar Lal Nehru, the first prime minister of the country, that the future prosperity of the country would depend not so much on capital as on technology, and to achieve that long term objective, institutions on the lines of Harvard, MIT, Oxford etc were conceptulised and IITs are the outcome of the same only. With the recommendations of the Sarkar committee, the first IIT was born on May, 1950 in Kharagpur and it was inaugurated by the then education minister Maulana Abul Kalam Azad on August 18, 1951. Other IITs followed it.

Oxford, which inspired the establishment of these Indian premier institutions. Focussing least on research and innovation by IITs, does substantiate Murthy's perception. There is no denying that our premier technical institutes produce only handful of PhDs and have made no major stride in the field of science and technology; rather they just add thousands of engineers with inflated ego. And only in the engineering and technology rankings came out in April, 2011 by little known Quacquarelli Symonds (QS), IIT Bombay bagged the 47th spot while IIT Delhi is at 52nd position in 2011.

controversy has erupted with the appointment of Ms Gopa Sabharwal, a reader in the department of Sociology in the Lady Sri Ram College, Delhi, as the Vice Chancellor of the proposed Nalanda International university. The development antagonised even the former president of India Dr A P J Abdul Kalam, who had conceived the idea of the revival of this university. The move finally led him to say that he was no more involved in the university. One weird aspect of Dr Sabharwal's appointment is that though, she along with her associates have been drawing salaries since October, 2010, minister of state for external affairs, E Ahmad, told the Rajya Sabha on August 25, 2011 that no VC has been appointed by the government. Controversy surrounds her eligibilities too. Arguments are being given that only a distinguished academician with a minimum ten years of experience as a professor in a university can be appointed as the VC. But Dr Sabharwal doesn't fulfill this, as she is just a reader and has nothing to do with Buddhist studies, on which the university supposed to specialise. And then, she is hardly known for her academic or administrative excellence. It is astonishing that the mentor group had proposed the sole name of Sabharwal and government accepted the recommendation without seeking a panel of names required for such an appointment. Sabharwal appointed her friend Dr Anjana Sharma, an associate professor in Delhi University, as the Officer on Special Duty on deputation with monthly salary of Rs 3.30 lakhs, which is more than the salary of a VC in other universities. Though the act specifically says that the university will be headquartered in Nalanda, Bihar, its temporary headquarter has been established at R K Puram in Delhi, from where the VC has been functioning. The advisory committee, nominated by the board, has two members representing India–Ms Upinder Singh, daughter of Prime Minister Manmohan Singh and her colleague Ms Navjot Lahiri, which intensified the muckraking on the possible forces influencing the whole process of establishment. It is said that the raging controversies forced noted historian Ramchandra Guha and scholar Prakash Bhanu Mehta to refuse the offer of Vice Chancellorship of the university.

his year's Nobel Prize for medicine will be remembered for the sadness associated with it. The prize is given to those who have conferred greatest benefits to the society in the past. Ralph M. Steinman, one of the three scientists who were awarded the Nobel for contributing in understanding the immune system of the body, died just three days before the prize was announced. The rule is Nobel Prize is not given posthumous. But the Nobel Committee decided to stick to its decision as it was not known that he had died at the time the decision was being made. The purpose of the abovementioned rule is to see that the prize is not awarded deliberately posthumously. Here the decision was taken thinking the scientist was alive.

A sad story of Nobel Prize winner His research was initially suspected and not recognised for 37 years and when the world was on the way to develop new vaccines and drugs for cancer on the basis of his research, the world had no choice but to give him Nobel Prize. But sadly, he died three days before it was announced‌.

This was a great tragedy. He had waited for 37 years for this recognition. Initially many scientists viewed his research with skepticism. He had made the discovery in 1973 that a new type of cell that he called the dendritic cell has the unique capacity to activate T cells which produce antibodies to kill attacking disease-causing micro-organism. Canadian-born 68-year old Ralf Steinman was truly a great immunologist. Many would not believe but he, like a true scientist, used his own research on himself and prolonged his life for four years if not more in spite of being afflicted with most deadly pancreatic cancer. Two other scientists-American Bruce Beutler and Jules Hoffman from France had also made groundbreaking discoveries on the immune system. They gave important clues to the first stage immune responses in the 1990s.

Scientists believe that the discoveries of these two scientists should be giving to the world new ways to tackle superbugs. The work of all the three prizewinners is going to be pivotal to the development of improved types of vaccines against infectious diseases and novel approaches to fighting cancer. In fact the research has already produced the first therapeutic cancer vaccine last year ‘Dendreon's Provenge’ which treats men with advanced prostate cancer. However it is not clear how Steinman had treated his own pancreatic cancer.

Nobel winners say Universe will end in ice? ome say the world will end in fire, some say in ice. What will be the final destiny of the Universe? Probably it will end in ice if we are to believe this year's Nobel Laureates in Physics. They have studied several dozen exploding stars, and discovered that the Universe is expanding at an ever-accelerating rate. The Nobel Prize for physics has been jointly awarded to three American physicists Saul Perl mutter, Brian Schmidt and Adam Riess for their work on expanding universe. The teams found over 50 distant exploding stars whose light was weaker than expected, this was a sign that the expansion of the Universe was accelerating. If the expansion will continue to speed up the Universe will end in ice.

How body protects us from diseases? To understand the contribution of these scientists can be understood by the fact that we live in a dangerous world of disease causing microorganisms like bacteria, virus, fungi, and parasites. They continuously threaten us. If we don't have a powerful defence system in our body which is called immune system, he cannot afford to survive for long. There are two lines of defence mechanism in our body. First line is called innate immunity. It is expected that this first line defence would destroy the invading micro-organism. But many a time it does not happen as they get beaten down by the powerful disease causing microorganism. We normally see the infected tissues get inflammation. This is an indication that the first line soldiers in our body are fighting. This inflammation contributes to blocking attacks of the diseasecausing micro-organisms. If microorganisms are stronger than this first line of defence then second line of defence which is called adaptive immunity comes into action. The universe, the scientists say, originated with a Big Bang about 13.7 billion years ago. It has been continuously expanding ever since. It was the American astronomer Edwin Hubble who first gathered evidence in favour of expanding universe. However, the scientists have different views on the way the universe is expanding. Some scientists are of the view that the gravity acting against the expansion of the universe has the effect of slowing its rate of expansion. Other scientists, including the 2011 physics Nobel laureates, veer round the view that the expansion of the universe is rather speeding up. As an explanation to this, they say that there exists in the universe an enigmatic energy, called dark energy, which acts against gravity leading to the accelerating expansion of the universe. Thus, the work of Perlmutter, Schmidt and Riess gave birth to the theory of dark energy. Nearly three quarters of the universe seems to comprise dark energy. The remaining collectively comprises dark matter and visible matter. The dark energy and dark matter are so far both enigmatic to physicists. They are trying to understand their nature but they are still groping in dark.

The establishment of Vedanta Cancer Hospital and Research Centre is possibly the biggest investment by any private industrial house in the health-care sector in Chhattisgarh. It is needless to say that though this gigantic investment is being made in Chhattisgarh, but its positive impacts will be felt across the country. The medical facilities that are being established to cure cancer at this hospital will give global prestige to Chhattisgarh.

THE IMPORTANCE OF CANCER AWARENESS AND DIAGNOSIS CAMPS BALCO has till date organised cancer awareness and diagnosis camps in the areas coming under Korba, Rajnandgaon, Durg, Kawardha, Sarguja etc. All together 59 camps were organised from January, 2009 to April, 2011. 218,730 people from 741 villages participated in these camps. Around 5,201 people got themselves registered for the diagnosis or test. The surveyors of Vedanta Cancer Hospital and Research Centre have found the symptoms of cancer in 773 villagers. After proper tests, 245 were found to be suffering from cancer of which 126 patients were referred to BALCO hospital and regional cancer hospital of Raipur, while 45 patients were treated successfully free of charges at BALCO hospital. At mobile diagnostic camps, people are made aware of the

symptoms, prevention and methods of treatment of cancer. In the diagnostic vans diagnosis facilities for general diseases including malaria and sickles anemia, are also available. WHAT THE BENEFICIARIES AND PARTICIPANTS SAY The biggest success of the cancer detection and awareness camps of BALCO is that they have instilled confidence in people to fight cancer. Those who were operated upon and recovered now believe that with timely treatment one can win over the disease. Those who participated in the diagnosis camps have now different perspective about cancer. Sharad Joshi, the president of Khandsara rural co-operative bank says, "Any special initiative has not been taken for the treatment and awareness of cancer in the state till date. People in rural areas have no awareness and its treatment is also very costly. Words like thanks and congratulations are too small for the cudgel taken up for mass awareness and treatment of cancer by BALCO. It should keep it up. It would be in the welfare of the state. Shree Vijendra Bakshi from Rajnandgaon, Pandadah said, 'The camps organised by BALCO are


proving to be highly beneficial for the people. The team of BALCO diagnoses and treats people in a very good manner. Several patients were referred to BALCO hospital for treatment after tests. For this excellent work BALCO deserves appreciation.' Mrs Pramila Sen of Pandadah says, 'Several people received free treatment at mobile cancer detection camps. People from several nearby villages got benefitted.' Pramila thanked BALCO for organising such camps. Some patients, who underwent tests at BALCO cancer detection camps, had no idea that they might be suffering from any serious ailment. Shri Bhim Singh from village Chotia under Korba is among those who got a new lease of life. He had reached BALCO camp with an ulcer in the mouth. He underwent test with ultra-modern techniques at BALCO hospital by doctors when they suspected cancer. He was called to the hospital and the effected parts of his mouth were operated upon. Now Bhim Singh is completely healthy. He says, 'I am now absolutely fit.' Bhim doesn't forget to express his gratitude towards BALCO. Laxman of Chikhli village of Kawardha, Rajnandgaon had a blister in the mouth. After tests at BALCO camp he was advised to undergo an operation. Vedanta Medical Research Foundation laid down the foundation of the Centre on August 8, 2007 in the gracious presence of Dr Raman Singh, the Chief Minister of Chhattisgarh and Sri Anil Agrawal, the Chairman of the Vedanta Group. Building on the public-private partnership model, the project is a joint venture of Chhattisgarh government and Vedanta Medical Research Foundation. Approximately Rs 300 crore would be invested in the project. The world class Vedanta Cancer Hospital and Research Centre will be established in two phases. A 100 bed-hospital will be established at Sector36 in New Raipur in the first phase, World class instruments of surgery, chemotherapy and radiation would be available at the Centre. It would also have cyclotron and tomotherapy facilities, which are not available anywhere in central India. The hospital will be expanded to 360 beds in the next phase. The centre will have facilities of research for students. The centre also intends to develop neurology and cardiology centres for treatment of related diseases and research. Permanent secondary level health centres would be developed at Korba, Kawardha and Jagdalpur. These centres will have fully equipped laboratories with facilities for biopsy and mammography etc. Highly trained and experienced doctors will be available at the centre to treat patients. Under the third and main stage of the project, Vedanta Cancer Hospital and Research Centre will be established at Sector-36 in New Raipur, where treatment would be given to patients referred by different hospitals in the state and the country, apart from the secondary level cancer detection centres.

'Food first' is better than supplements

Modern life style has created new challenges for nutrition and health. Is taking supplements the right remedy? By Shruti Gupta

ife style is changing, so also the food habits. High stress and less nutrition is a new problem of modern life. There are situations when for days or weeks together due to work pressure or travel or poor food budget or choices, people do not get to eat wholesome and nourishing meals, replete with all necessary nutrients. Sometimes wrong food choices do all the harm. Some deficiencies are related to being pure vegetarian, not eating even eggs. All this leads to tiredness and weakness, and makes people vulnerable to diseases. Even when one eats sufficient protein and calories, one may feel weak and lacking in stamina. If this is the case even without additional stress, lack of sleep or exposure to extreme weather, then it is diagnosed as due to lack of vitamins and necessary minerals. What is the remedy? The general advice remains to take supplements to remove

HEALTH IS WEALTH deficiency of essential minerals and vitamins. However, the latest opinion among nutritionists is to depend first on proper diet rather than junk food and packaged vegetables or fruit juices. Most common deficiency these days is in vitamin B-12 which is quite common in people who avoid non-veg completely. Then of vitamin D as there are not opportunities to get enough sun light on the skin. As a matter of fact, just 5 to 10 minutes of exposure in the sun, in the entire day is sufficient to provide vitamin D but modern living does not permit even this much. By food alone it is not possible to get enough vitamin D. So it remains a general advice that a daily multivitamin supplement is a great nutrition strategy. Multivitamin and mineral supplements protect against deficiencies but far more important than this is to first maintain healthy food patterns. One should choose a diet rich in fruits, vegetables, whole grains, nuts and healthy oils. But there may still be deficiencies and to overcome this, one may take multi-vitamin and mineral supplements. But beware of two things while taking supplements–first, never take mega doses of multi-vitamin and mineral supplements. And then one should give a break for a month after you have taken them continuously for three months. The body should not be made addictive to artificial supplements rather it should be allowed to draw necessary supplements from the normal food. It has been observed that in affluent sections of the society people take more supplements than they really need. In this matter a common wisdom should be kept in mind that excess of even good things is bad. Foods in their intact forms contain not only essential vitamins and minerals, but also dietary fiber and other naturally occurring substances that may have positive health effects. This should also be kept in mind that our bodies process nutrients in food differently from those supplied by supplements. Moreover, normal good foods contain several

When supplements become must Folate: This is very necessary for women who can bear children. Therefore it is necessary for married girls who want to have kids. They should eat more foods containing folate, such as beans, peas, oranges, orange juice and darkgreen leafy vegetables such as spinach, methi etc. Folate and folic acid (the nutrient's synthetic form) help prevent neural-tube defects in infants. If the food lacks in above things then supplements should not be ignored. Vitamin B12: Older people have problems absorbing Vitamin B12 from food. To compensate, people 50 or older should take supplements for this vitamin. This vitamin occurs naturally only in animal-based protein. So vegetarians and older people should necessarily take this vitamin by way of supplements. Iron: Women who are able to become pregnant need more iron, especially heme iron, which the body absorbs more readily than non-heme iron. Deficiency of heme iron remains in those women who are dependent only on vegetarian diet. Non-heme iron is available in white beans, lentils, spinach and cereals. Foods rich in Vitamin C aid in iron-absorption. Adult males need just 8 mg of iron per day; women need 18 mg, and pregnant women need 27 mg. One should examine one's food habits and if needed iron should be taken as supplements. Vitamin D: Milk is a rich source of dietary vitamin-D, yet it does not meet the body's requirement. So those people who do not get sufficient sunlight may be lacking in this very important vitamin which has been found useful to protect from many diseases. It is needed more in elderly people. They must either have sun bath for a few minutes or take this vitamin as supplement. Calcium: This is an important mineral. Additional amount of calcium is needed in the post menopausal women, but it is advised they start taking calcium supplements around 35 or 40 years of age. But there should be a break for a month after three months.

Since the baby needs nutrition while in the womb as well as after he's born, through mother's milk, it's essential that pregnant and lactating women take multi-vitamin and mineral supplements regularly.

Corn Cakes

(Corn cutlets with a Thai twish) Serve: Four Time required: 30 minutes 2 Kaffir lime leaves or fresh lemon leaves 1 small onion 2 to 3 slice ginger 1 tablespoon chopped corinander leaves 2 flakes garlic 2-ccm piece lemon grass 1 green chilli, seeded 350 g white corn fillets, skinned & steamed 1 two span rice flower, beaten 1-11/2 tbsp Paneer sauce 1 large potato, boiled and mashed 1 tbsp crushed peanuts 8 green beans, thinly slice 1 frozen cup corns 8 green beans, thinly sliced 2 tbsp oil for shallow frying BLANCh the lime or lemon leaves in hot water and discard the central rib. In a food processor, grind the onion, ginger, coriander leaves, garlic, lemon grass and green chilli to a paste. Add the corn, rice flower , Paneer sauce, potato and peanuts. Process till smooth. Add the beans and shredded lime leaves. Mix well, shape into cutlets and shallow fry.

(Serve this with mint raita) Serves: Four Time required: One hour 30 minutes 2 cups basmati rice 2 tsp salt 1 kg kathal (jackfruit) cut into small pieces, oil for frying 5 green cardamoms 2 black cardamoms 8 cloves 8 black peppercorns 1 stick cinnamon 2 bay leaves 2 tsp red chilli powder 2 tsp coriander powder 2 medium onions, chopped 2 tsp ginger-g garlic paste 2 green chillies, deseeded and chopped ½ tsp turmeric powder 1 cup thick yoghurt 6 tomatoes, chopped 2 tbsp ginger, julienned 1 tbsp chopped coriander leaves Salt to taste

For the assembling:

Pinch of saffron, soaked in ½ cup of milk 5o g butter, cubed 3 tsp garam masala powder ½ cup mint leaves, chopped BOIL the rice with 2 tsp salt, drain and set aside. Fry the kathal pieces in hot oil till golden brown. Drain and set aside. Put 2 tbsp oil in a pan. Add the cardamoms, cloves, black peppercorns, cinnamon, bay leaves, and rred chilli and coriander powders.

Saute for one minute. Add the chopped onions and fry till pink. Add the ginger-g garlic paste and fry for another two minutes. Add the chillies, turmeric powder, yoghurt and tomatoes. Cook till the masala leaves the oil. Add the fried kathal, ginger juliennes, coriander leaves and a little water. Simmer for a few minutes till the kathal is cooked. Add a little more water if needed. There should be some gravy in the kathal.

To assemble:

Arrange half the kathal in a greased baking dish. Put a layer of rice on top of this. On top of the rice, drizzle a little saffron milk, and sprinkle some garam masala powder, a few mint leaves and a few cubes of butter. Repeat this on the second layer too. Seal the dish with foil and bake for about half an hour in a preheated oven. Serve straight from the oven.

An interview By Jyothi Venkatesh with Amitabh Bachchan You have proved with KBC that you are unbeatable as a game show host. Was it very difficult for you to say yes when you were approached to host the first season of KBC? Yes. It was definitely a very difficult decision to take up the job of hosting a show like KBC because there was no reference for me when I was approached to do the show by Star. When you are about to venture into something new, you always look up to a precedent but there was none for me in India. Besides there was this belief which was prevalent that since you are in 70mm, you just cannot dare to come in 25 mm at that point of time.

Are you in favor of making remakes of evergreen hits of yore?

Did you mull over the idea for some time before accepting it?

I know that there are plans to make remakes of films like Chupke Chupke, Satte Pe Satta, Amar Akbar Anthony. We at A.B.Corp have no plans to go in for remakes because, besides me, even Abhishek feels that the evergreen originals should be left alone and not at all tampered with.

First of all, much against every ones’ wishes, including that of my friends as well as my family, I went to London to have a look at the show which was being anchored. When I used to shoot abroad, I had watched the show, which was very popular. I just saw an episode of the show Who Wants to Become a Millionaire, which was at that point running in almost 80 countries all over the world except Japan, because socially and morally Japan had a question mark about the gambling element of KBC then, though later on it started airing in Japan too.

Would you agree that you are the first angry young man to emerge on the big screen in India? I would not agree that I am the first actor to project the image of the angry young man on the Indian screen, because there were actors who had played the angry young man even before I did in Zanjeer, like for example Yakubsaab ( in Aurat) or for that matter even Sunil Dutt Saab (in Mujhe Jeene Do).

How was the experience of acting with newer lot of actors like Saif , Deepika Padukone and Prateik in Aarakshan ? After hosting KBC and being the pop philosopher for Big Boss, would you be game to act in a fiction serial like Anil Kapoor did in 24? I frankly do not mind acting in a fiction serial if it is interesting. I am told that it is a time consuming process and very tense, because serials are being shot till late night and then sent to Singapore to be uploaded the very next day. It is nothing short of a horror story. Recently when I met him, Anil Kapoor told me that he had an incredible experience working on a serial like 24 in USA. He told me that he used to rehearse with other actors for six days and then shoot it non-stop for half an hour on the seventh day. It is unbelievable the way they shoot a serial with so much of planning. I have watched West Wing. It is incredible to see such kind of camera work with the cast moving from one gallery to another with fluency and naturalness. I do not think we are capable as of now; we need time.

I confess that I want to learn a lot from the new generation of actors, who I feel are much more confident to face the camera effortlessly than the actors who belong to my generation. I found Prateik Babbar natural since he did not behave like he was acting in front of the camera. If you want to progress, it is very pertinent that you accept the change. However, I still do not subscribe to the notion that you should indulge in lip to lip kissing, mouth expletives and do explicit scenes in films, since the society has changed.

VIVEK OBEROI DOES A CAMEO IN 'TEECHA BAAP TYACHA BAAP' ivek Oberoi has done a cameo in their forthcoming Marathi film titled 'Teecha Baap Tyacha Baap'. Vivek features, for the first time in a Marathi movie, in one of the movie's principal songs 'Golmaal Hai' along with other leading Marathi stars including Bharat Jadhav, Kranti Redkar, Santosh Jhuvekar, Guru Thakur, Purva Pawar, Bhushan Kadu, Bhargavi Chirmule. For two years continuously they try to find their lost friend. After two years they come to know that all the Kashmiri Pandits who resided in Kashmir have left the Kashmir Valley and have shifted in refugee camps near Kashmir. SATISH KAUSHIK'S ACQUIRED THE RIGHTS OF TAMIL HIT "PITHAMAGAN" fter successfully making the Hindi adaptation of Tamil film director Bala's movie Sethu, as Tere Naam, Satish Kaushik is ready to remake another Tamil blockbuster. The filmmaker has taken the copyrights of the movie Pithamagan which was also directed by Bala. DEPP SORRY FOR THE RAPE REMARK irates Of The Caribbean star Johnny Depp has apologized for his remark in which he compared photo shoot to being raped. The 48-years-old star's rape remark set tongues wagging across the globe and brought criticism from the activists. In an interview to the Vanity Fair magazine he said "posing with fans is one thing, but participating in photo shoot is another. Well, you just feel like you're being raped somehow. Raped ... It feels like a kind of weird - just weird, man." He added: "Whenever you have a photo shoot or something like that, it's like - you just feel dumb. It's just so stupid." Indian cricket however lacked a leader and it was ironical that when it did produce one, he came from the princely aura, the same class which had run Indian cricket for years but failed to provide

strong leadership even though it always insisted on wearing the mantle of captainship. There was the Maharaja of Porbunder who first led the team to England but he knew his limitations and handed the captaincy to the great C.K.Nayudu. And when the Indian team , fresh from its title win in the Asian Champions Hockey Tournament, demanded returns in lakhs of rupees, there was a general sense of surprise and distaste too. But playing hockey or taking part and excelling in games as a whole also required a backup job to keep the home fires burning. A vast country, freshly independent India was full of unemployed and sport became a source of livelihood. Proficiency of a level opened up employment vistas all over. The Railways became the biggest employees, Posts and Telegraphs, Customs and other government heads expanded their contribution followed by industrial houses and Public Service Undertakings and even the big corporate bosses. But increasing cost of living, better economic conditions and liberalisation made the players more ambitious and wanting to make life even more comfortable. The demand had to increase. And

CRICKETERS captain in one series. The stage was thus set for young Mansur Ali Khan Pataudi. He filled the role both of a captain and a player with rare aplomb. He was just about 21 when he returned after a fine run in English cricket, as captain of Oxford University and then Sussex. He had lost an eye during a car accident and had to make considerable

adjustment. He did all that and more. India had had many captains, the most successful among them being Lala Amarnath who first took a team to Australia. He was individually a great player but one who never fully gave expression to his tremendous talent. Pataudi who began as deputy to Nari Contractor on

the tour of West Indies assumed power early in the tour when the captain was injured and then never looked back. He was the youngest in the team, quite unused to the personalities already dominating the combination. But such was his influence that he managed to get the support of all the players and

there was always the example of cricketers to support their cause. There was big money in cricket. The game generated cash, lots of it and the players contributed towards it by better performance. The Cricket Board was a good paymaster and soon the players all became rich. In sharp contrast the other games had no money and the government which financed most of these disciplines could not match cricket. Thus the heart burning leading to unpleasantness! The hockey players perhaps felt it more than the others. The older generation had kept the country's flag flying but without due compensation apart from job benefit. The present generation wanted more. They wanted cash, plenty of it, something like the cricketers and for that they took recourse to protest. It was the manner of their approach that hurt. They virtually held the authorities to ransom with their demand for cash before the World Cup in New Delhi last year. The Federation had no choice but to surrender. Then came the more recent issue, the victory in the Asian Champions' Trophy. Unhappy with the verbal laurels, the players again demonstrated till the Ministry agreed to some sort of a compromise. The issue is still hanging fire even as some contribution is pouring in. Demanding money to play for the country is just not done. The fact that India gives so much more to its amateur players has never really been appreciated. Which other country gives jobs to its players without sometimes even the minimum qualifications? It is time our sportspersons change their attitude and be a little more sporting.

RBI increases rates again, yet market cheers RBI has increased its policy rates 13th time within 18 months to contain price rise which keeps on rising unabatedly. However the rate hikes have taken the wind out of the growth rate. It is expected to be only 7.6 percent against the dreamy announcement of 9 percent made by the Finance Minister during his budget. t was peculiar, the day the Reserve Bank of India (RBI) hiked its main policy rates by 0.25 percent, which was the 13th over the past 18 months, markets sentiments were unexpectedly cheerful. This reflected in the rise of sensex by 315 points. Now the RBI would charge 8.50 per cent for lending money to banks and would pay 7.5 percent on the deposit made by the banks with the RBI. This is 5 percent more than it used to be. The increase would again increase rates on loans for cars, homes, education and business. The RBI's policy rates have been hiked to control the inflation though it would put additional pressure on the economy. But what is the expectation on the inflation front. It says by December it would start coming down and would come to 7 percent by the end of the financial year. The central bank also forecasted that the rate of growth would come down to 7.6 percent. The markets sentiments were cheerful for two reasons: one, the RBI gave an indication that this rate hike may be the last in the series and secondly, it deregulated the interest rate on the savings deposits in banks. Now banks would be able to fix their own interest rates on savings accounts like on other kinds of deposits. But up to Rs 1 lakh

the interest rate would be uniform which was increased to 4 percent from 3.5 in May this year. However experts believe the decision has been taken in a hurry. Deregulation of interest rate means the rates should be changed on other accounts also like on Public Provident Fund, Employees Provident Fund and other postal savings. But this has not been done. Similarly, why interest rate should not be increased also on tax free infrastructure bonds, they ask.

There is not much scope that savings rate interest would go substantially up. But in case goes up to 6 or 7 percent, then it would definitely have implications on loan rates as the cost of money would go up. The peculiar situation this year is that the money somehow is not coming in small savings. There is a short fall of some Rs 20,000-30,000 crore and due to this the government has announced that it would have to raise some 58,000 crore more from the market. This would make the situation more challenging for the business and industry as with so much money drawn by the government for its use, the availability for the private sector would not only be less, but would be at higher rate of interest. So during a period when macro economic conditions are not appropriate and commodity prices are higher, enhanced bank rates would be additional burden to them. This would definitely result into not only poor growth rate, but also less export as it would be uncompetitive for Indian companies in a globalised world. Now it is doubtful whether the central government will be able to contain the fiscal deficit at the budgeted level of 4.6% of GDP because of sluggish growth in revenue collection. The disinvestment programme has already been shelved by the government.

Sonia Gandhi's Hanuman! ho is true Hanuman of the Congress Party? There may be many claimants, but after an extensive telephonic survey Lokayat discoveredhe is Digvijaya Singh, a matchless redoubtable guy spewing out relentlessly political 'hoonkars' against all kinds of trouble-makers for the party. He is bhakta of mata Sonia Gandhi and through his Bhakti towards her he is doing a yeoman service not only to the party but to some extent to the nation also. While conducting telephonic survey, I asked several questions to willing-to-comment 'Bhaiyyas' and 'Bahinjees' and their replies were instructive to me. The crux of their replies is: he is defending the party from innumerable attacks from the evil forces, including the cyber-day pseudo Gandhian Anna Hazare and his wily and duplicitous core team members. More importantly he took on Baba Ramdev, Advani, Modi, Ravi Shankar and RSS, at a time when nobody dares them in the wake of their high TRP. Hanuman is revered for his chastity, and without this merit how anybody can claim to be a Hanuman, I asked. Brimful with praise they told me: look, he is chaste and man of abstinence. How can you forget that it was he who had declared not to fight any election after he faced a humiliating defeat in Madhya Pradesh having ruled it for ten years, and see he has proven his continence by not fighting any election, in a political environment when people are willing to use ugliest sam-damdanda-bhed to get a ticket to fight elections. The other person named for the title of Hanuman was Swami Agnivesh, but he lost the title by a huge margin!

fter Hanuman title conferred, the next question that hovered my mind was who can win the title of Ram in the present day India. Having read the latest Valmiki Ramayana produced in French, priced Rs 4000, I concurred with the view that anyone w h o has been banished from Rajsatta for fourteen years can vie for it. So why can't Lal Krishna Advani be the fittest candidate for the title? While conducting the telephonic survey, many protested that Advani had wrongly been placed in the list of contestants as he didn't possess a cardinal merit. It is true, he has been banished by voters from the chair of Prime Minister after he adorned the chair of Deputy Prime Minister. But the time elapsed since then is only eight years, so it is too early for him to qualify for the title this year. And by the next elections too, that may take place in 2014 if not earlier as being perceived by daring political pundits, it would be only ten years, so he does not qualify at all for the 'Ramship' in that year too. It turned out that it was essentially Nitin Gadkari's folly to pump him up and allow to go on Rathyatra to win people's heart and mind, and seek their blessings to become the Chakravarty Prime Minister of India at least in 2014 despite opposition from Modi and RSS.

on the principle of the rule of law? Early pronouncements by Libyan rebel leaders give hope. The National Transitional Council recognised by most countries consists of selfappointed people, lawyers, liberal secularists and even Muslim Brotherhood members. The Council has said all its members would step down within a month of establishing total control of the country. Then efforts would be made to write an interim constitution and hold elections on multi-

party basis. Most diplomats hope this may happen within a year, at the most two years. Happily oil wells have started production again and once they attain their full capacity, this small nation of 60 lakh would be in the top league. But for this to happen the Libyan people would have to resolve several difficult issues: the tussle between Islamist and secular forces, that between tribesmen and the western educated class etc. The risk of more conflicts between proGaddafi strugglers in Libya's western areas and anti-Gaddafi forces in the east also looms. Many disapprove the regime change in Libya brought about through the use of force by western countries. It is true the rebel forces might not have succeeded in defeating Gaddafi's men ; there might also have been unacceptable number of civilian casualties had not the UN Security Council decided to counter Gaddafi's attacks on rebel bases, more particularly on civilians. It should be appreciated that UN intervention was timely and judicious, and fewer civilians died in NATO air raids. Strident demands for

'Rats' democracy in the Arab world arguably is the most important political development of the 21st century. It started unexpectedly in Tunisia as street protests against the arrogant and autocratic reign of President Zine el Abidine Ben Ali, and within days it spread like a conflagration to many countries in the region. After the successful struggle Tunisia has already had a peaceful poll in almost 50 years to elect members to a constituent assembly and the Annahda party with Islamic leanings has romped home with a comfortable majority. Hopefully on the basis of the prospective constitution parliamentary elections will take place there within a year. Egypt may also have a popular government through multi-party elections this month to replace the military rule. With the successful democratic march of these two, more countries in the region may go this way. Already the shrill call for change is echoing throughout Syria where bloody street battles are common. It is pertinent to ask if it is healthy to resort to frequent international interventions to help install democratic regimes in place of oppressive ones, even if it is to prevent civilian casualties. One should not forget that six months ago Col Gaddafi had threatened to wipe out the entire population of Benghazi just because they had risen in rebellion against him. Counter measures against such threats should be considered legal, ethical and essential. Not that such punitive steps should be taken as a knee-jerk reaction. France and Britain had made diplomatic efforts to see that Gaddafi surrendered so that he could be tried by the International Criminal Court or some Libyan court, but he refused. What a pity! Eventually he had to take refuge inside a drain- pipe from

where he was dragged out and shot by the same 'rats' he despised. Col. Gaddafi captured power at the age of 27 through a bloodless coup. He ousted King Idris in 1969 when his was abroad. Since then he had thought and behaved as if he was the darling of the masses. He used to tell people that he was their 'brother' but actually turned to be their oppressor. Such dichotomy is typically true of all dictators. They swear by socialism and people's welfare, but do just the opposite. Gaddafi had been by far the most clever despot of our times and hence was able to lord over his people for 42 years, a record. He fooled his countrymen saying that his was a novel political experiment named 'permanent revolution' which in due course would remove all evils of capitalism and improve on conventional socialism. He postulated his brainchild as "third universal theory" beyond socialism! In his magnum opus 'Green Book' he expounded this philosophy on governance further. He said there were no rulers in Libya as the power to rule was with the people, but in reality he oppressed them with fiats issued through a small coterie of advisors including his sons. There was no institution which could challenge him–no political party, no civil society, no court of law and no parliament! This 'Brother Leader, according to Wikileaks, had US$ 32 billion stashed in banks around the world ( apart from what he hid in Libyan bunkers). Wish there is none of his ilk anywhere in the world now or in the future!

If Manmohan Singh's government is facing charges of so many corruption cases, much of the credit goes to the RTI and CAG. So, both now look like demons to many. Another evil in the country is the spread of white collar mafia which is at special discomfort from the activities of RTI activists. So within no time these white collar people shed their white collar and show their true kachha-baniyan and start spewing threats to RTI activists. And, we know through media that a few have been consigned to the other Loka (murdered). This is an outside threat. But we saw the Prime Minister gentlemanly rueing about the over-use of RTI which was threatening growth. What an irony! Up to some months ago, the UPA was untiringly taking the credit of passing the RTI Act, and now it is being painted as an evil. This is an inside attack on the RTI. In such an environment how to trust the news that the government wants to make a law to curb corruption in the private sector! The corruption is rampant in private sector. But this goes most of the time hand in hand with governmental corruption. So the two things are the two sides of the same coin. Education figures very high in the index of corruption; why no fast against this corruption. Most of the private educational institutes even do not pay proper wages to their teachers though they get land at concessional rates and do not have to pay income tax. Recent exposure of flouting of lease in eleven educational institutes in Pune district has exposed the limit of greed of education entrepreneurs. They were using the concessional land for commercial activities rather than for education. By the way education itself has become a business activity in the private sector.
