Golfers want to know…….. ”How High is Up?” No, not a golfing term…..just a fact. The golfers have outdone themselves this year raising money for Golf Course Beautification and to help offset golf course expenses. They have indeed put the “Fun” in Fundraising!! They wrapped up the winter with what we now call the “Lost Weekend”. Saturday 3/22 was the Skidrow Party. Sheriff Sue Smith, the incumbent, was running against Bob Gillespie for Sheriff of Skidrow. Together they raised a whopping $1300. Votes could be bought for a dollar during an extremely corrupt election. Sheriff Smith prevailed. The festivities included patriotic floats, wanted posters for suspected golf felons, arrests warrants for offensive golfers & an extremely successful raffle. Next year the current Mayor, Gary Stebbins, will be up for re-election. All are welcome…..bring your $$$$. Sunday the 23rd was the final Bloody Mary/Screwdriver Golf Tournament. It wasn’t easy after a night of post-election celebration, but we managed to raise another $600 in what is traditionally one of the most fun tournaments of the year. This past season LIV golfers were able to raise over $11,000 putting on scrambles, tournaments, & fundraisers. They also sold sweatshirts, Trash & Treasures, & and Memorial Stones. This does not include the $8,000 they raised to benefit Cancer Research during their Valentine’s Day Cancer Rally. Thank you golfers….it’s been a fun season. We will really have to work hard at having fun next year to exceed this year’s contributions. Easter Pot Luck Spring has sprung and Easter was celebrated by the LIV community at the annual Easter Day Pot Luck Dinner. Approximately 75 residents and friends gathered in the club house surrounded by holiday decorations, flowers, lighted trees and beautifully decorated tables to share a meal and good times. Background music mixed with laughter and conversations as old and new friends enjoyed an exceptional meal, loving prepared and shared. A few ears and a bunny mask were seen and there was talk of an Easter Bonnet/hat contest for next year. There was more then enough food and plates were taken to residents who were not able to attend and leftovers made their way home with others. We are so blessed to live in a community where holidays are made happy by events which bring us together and remind us that life’s joys are simple pleasures; a bit of music, a smile from and old friend, a laugh or two, a good meal shared, a bunch of flowers, a few twinkling lights, the welcoming gesture to new residents to join us at our table and a warm hug. We should take great pride in being a community of people who have come seeking a lifestyle which tries to enjoy each day, knowing it could well be our last, and supports each other when some days become difficult. DIR Ramirez asked GM Horner if a notice informing residents of the posting of marked flags when pesticides and herbicides are used can be included in the LIV Newsletter. GM Horner affirmed DIR Ramirez’s request. Work Orders- Please see figure A-2.1 and A-2.2 GM Horner reported a total of 94 work orders, 2 are open and will be completed. Shirley Ritten Did You Know? There are small herds of Nilgai living along Highway 48, so drive carefully! They can and will jump the concrete barrier between the lanes. Male Nilgai stand 3-4 ft at the shoulder and are 5-7 ft in length and weigh 240 to 635 lbs females weigh 220 to 470 lbs}. Males have a grey to bluish-grey coat, females and young are tawny brown. A Nilgai jumped in front of my friend’s car and only a few seconds made the difference between safe and severe. I’d like to warn everyone about the danger since we have been lured into complacency without the deer population we’re used to up North.

9 REGULAR BOARD MEETING March 26, 2014
Approval of the February 26, 2014 Board of Directors Meeting Minutes Treasurer Steffensen made a motion to accept the minutes. Director Gunderson seconded the motion. Floor opened for discussion. VP Pelletier requested corrections be made on page 5 to the motion granting a variance to Lot 819,’ word deck to dock and common area to limited common area. All in favor of accepting the minutes with corrections. Motion Passed. Committee, Bob Gillespie, and had finalized their audit of the golf course. TRE Steffensen reported that the Finance Committee had met with the President of the Golf Treasurer Steffensen made a motion to accept the recommendations of the Audit Committee and the Golf Committee for the Pro Shop Audit effective April 1, 2014. Director Gunderson seconded the motion. All in favor. Motion Passed. POS System - TRE Steffensen TRE Steffensen reported on the status of the POS system, her meeting with ARAMARK, RCM Garza and GM Horner, the need for a POS system that is compatible with LIV’s accounting software, QuickBooks, and the need for an additional secured network line dedicated to the POS system. Treasurer Steffensen made a motion to have a demo by CTCR, a Harlingen company, at the April coffee/workshop. Director Ramirez seconded the motion. All in favor. Motion Passed Dredging Assessment - TRES Steffensen TRE Steffensen reported that a loan is needed to cover the expense of dredging the canals. A special assessment will be put in place to cover the dredging bid accepted by the LIV Board for $832,290.00. Treasurer Steffensen informed the audience that some area banks had been contacted. She added that standard information for a loan request had been furnished to the banks for their review. Treasurer Steffensen made a motion to proceed to request loan proposals from Plains Capital Bank, Lone Star Bank and 1st National Bank of South Padre. The loan will be in the amount of $832,290 plus 6 months interest. The loan will be divided equally between 1024 property owners and payable over a 6 month period with a choice of payment plan: 1. Month #l- Full payment 2. Month #1- 1/2 payment and Month #6- 1/2 payment 3. Month #1, Month #3, Month #6- 1/3 payment each Vice-President Pelletier seconded the motion. Floor opened for discussion. All in favor. Motion Passed. Paving Bids - TRES Steffensen TRES Steffensen reviewed the four bids received. Bid #1- Rudy Paving, $178,729.00, Bid #2 - J & N Construction, $252,761.45, Bid #3- R. Pizana Paving, $249,500, and Bid #4- D & F Utility Contractor, LLC, $225,760. She then asked management to provide a report on their site visits of reference jobs sites listed by the contractors Some more discussion took place over the work scope and price changes that took place after the close of bids. AT Smetter reminded the board that the sealed bid process does not allow for changes to a bid after the close of bids. AT Smetter stated that incomplete bids should have been disallowed from the bidding process and the board agreed. Treasurer Steffensen made a motion to have management go back to all four bidders with the exact specifications required and ask them to re-bid on the project. Vice-President Pelletier seconded the motion. Floor opened for discussion. Treasurer Steffensen made a motion to rescind her restated motion that read have management go back to all four bidders with the exact specifications required and ask them to re-bid on the project by April 10, 2014. Bidders selected should be prepared to put on a presentation for the board at the Coffee with the Director’s on April 16, 2014. All in favor. Motion rescinded. More discussion took place over the procedures the association should take in asking for new bids and over the wording of a new motion that would allow for new bids on the paving project. TRE Steffensen asked for discussion and PRES Guerra reminded her that the floor would have to open for discussion. Treasurer Steffensen made a motion to send out a proposal for the paving of the parking lot with the specifications given to LIV by the engineer that did the elevation survey for the parking lot. A discussion took place. Assistant Treasurer Dr. Smetter made a motion to throw out all the bids received and re-open the bidding process with the same parameters made in the original motion and allow any qualified bidders the opportunity to bid. Assistant Secretary Champion seconded the motion. Floor opened for discussion. Motion withdrawn and item tabled to next month’s meeting. Infrastructure Fund - TRE Steffensen TRE Steffensen stated that an increase to the Infrastructure Fund was required in order to continue to cover repairs and replacements. Treasurer Steffensen made a motion to transfer the 2013 excess of revenues over expenses funds as reported by the auditor of$76,392.41 to the Infrastructure Fund. Motion Passed Collection Firm - TRES Steffensen Treasurer Steffensen made a motion to proceed with the search for a real estate attorney for the purpose of collections on LIV accounts that are in arrears past 60 days. Vice-President Pelletier seconded the motion. No discussion. All in favor. Motion Passed LIV Cleaning Service - TRES Steffensen TRES Steffensen remarked that as with all new services, unexpected things arise, such as the current oversight on defining limits for what is included in a deep cleaning service. Changes have been made to the name of the service (deep cleaning to full service) and a listing of those areas that are not part of the service has been included in an effort to help owners understand what the service entails. An owner is asking for a partial refund due to the oversight. The owner was charged $125 for this service. Director Gunderson made a motion to refund the difference between a deep ($125) and a regular clean ($75), which amounts to a $50 refund. Vice-President Pelletier seconded the motion. Referring to a discussion held at the Coffee with the Directors the previous week, TRE Steffensen stated that Policy 5.2 should be updated to make allowances for automatic bank payments that are delayed in the mail. Treasurer Steffensen made a motion to revise Policy 5.2 in order to reference late bank transfers and delayed mail payments so a late fee is not incurred. Assistant Treasurer Dr. Smetter seconded the motion. Floor opened for discussion. Treasurer Steffensen rescinded the motion to revise Policy 5.2 and tabled it in order to get more information. Secretary Vasquez seconded the rescinding of the motion. All in favor. Motion passed. President Guerra called for a 5 minute break at 10:40 AM. Meeting resumed at 10:45 AM. Vice-President Pelletier made a motion to have the board support the nomination of Steve Fowler to fill the vacancy on the Bridge Board at the annual meeting on April 5 2014. Director Ramirez seconded the motion. No discussion. All in favor. Motion passed. Secretary Vasquez made a motion to adopt the calendar for 2014-15. Director Gunderson seconded the motion.
