SAY GOODBYE TO THE POT HOLES
The Association had budgeted to repave the Rec Hall Parking lot In the third quarter after all the summer visitors were gone. Well we are going full steam as you can see and also getting rid of the rusty railing around the Recreation Hall. Thank you all for putting up with the extra walking to get your mail and other trips to the Activity Center. It will be worth it when it is done and we will all be in great physical shape.
Mary Steffensen, Editor BRIDGE REPORT As most of you know the Bridge Board hired a marine Surveyor to examine our swing bridge in May 2014. His evaluation is that with continued maintenance our barge has a useful life of two or three years. We have reviewed the options of refurbishing our barge or replacing it. Both options are extremely expensive (we have heard estimates from $2 million to $5 million). These options also require a costly temporary solution to moving traffic on and off the Island. Another option would be to fill the barge with closed cell foam. After researching the use of foam we found this can add decades to the useful life of the barge. We received 4 bids for the work and at today’s special meeting we formally accepted a bid from Brazos Urethane for $387,317 plus tax. With the tax included the cost will be $419,270.65. The Bridge Board will provide $103,070 from its reserve fund. The Assessment per owner is being determined.

Christmas Program Christmas Already?
Not yet, but rehearsals for the 2014 LIV Christmas program begin Tuesday, November 11th at 3:30 pm in the Rec. Hall and continue every Tuesday and Thursday (excluding Thanksgiving day) until the program. All singers are welcome regardless of experience. The music is traditional Christmas music. Solos or small groups are welcome as well. The program itself is on December 7th at 4:00 pm in the Rec. Hall If you have questions call John Moore @ 715-271-7381. See you then!

We will begin Euchre Tuesday, October 7, 6:30 p.m. and will meet in the Art room each Tuesday and Thursday until our numbers increase. We then will meet in the Rec hall as always. This is a great time for us to greet each other, make new friends, and brush up on our game to be ready for those Winter Texans. November tournament begins. We will be ready and waiting for ‘ya all. If you are new to euchre and would like to learn October 7 is the time to come on out and join us. It is a great group of people and a fun evening with friends. 4 LIV RENTAL PROPERTY At the August 27, 2014 meeting, the Board voted to Eliminate 3rd Party Rentals. The Association needed to follow the direction given by our attorney which was: • LIVOA must enforce the 2005 Restated Declarations and all property owners at LIV must comply with the 2005 Restated Declarations. The March 2005 Restated Declarations specifically state in Article VII. that LIVOA “has the exclusive right … to rent lots, which are a part of the Condominium as established by Declaration.” Therefore, any property owner that uses a 3rd Party (instead of LIVOA) to rent their property at LIV is in violation of the 2005 Restated Declarations. LIVOA must put any property owner that violates the 2005 Restated Declarations on notice (pursuant to the 2011 Restated Rules and Regulations of LIVOA) of the violation. LIVOA must then follow the procedures set out in the 2011 Restated Rules and Regulations. Rafael Garcia, The Designation of Owner form will be eliminated immediately and 3rd party renters that are presently in place will be done effective January 1, 2015. Owner’s who rent out their property will then have to fill out the Guest of owner form as they have in the past and present it to the office in person, by mail or by e-mail. Approval of the June 25, 2014 Board of Directors Meeting Minutes SEC Vasquez reported that a correction, on the absence of a committee chairperson under Committee Reports, had been made. Director Waller moved to accept the minutes. Vice-President Pelletier seconded the motion. All in favor. Motion Passed. TRE Steffensen reviewed the recommendations of the Audit Committee in reference to the Laundry Room Audit that included (1) purchasing a new coin machine, (2) staying with the current local supplier, Hinogas, who was also the lowest priced provider for propane and (3) pushing back the review of the current laundry contract to 2015 in order to explore a possible buyout of the contract. Treasurer Steffensen made a motion to replace the outdated coin machine with a MC100 Standard Change Machine for $1,485.00. VP Pelletier seconded the motion. Floor opened for discussion. All in favor. Motion Passed. Pet Registration - TRE Steffensen TRE Steffensen, referring to the board’s request that all pets be registered, reported that pet regulations under the rules and regulations already state that all pets must be registered. She explained that the words “pet owners” confuses people into thinking that it means only property owners. She suggested defining the word owner as the change would not require re-filing of the document with the county. Treasurer Steffensen made a motion to define the word “ownership” such as (owners, renters, visitors and guests). Vice-President Pelletier seconded the motion. Floor opened for discussion. Roll call vote taken- Pelletier-No, Vasquez-Yes, Steffensen-Yes, Smetter- Yes, Ramirez- Yes, Waller-Yes. 5- Yes, 1-No. Motion Passed. Police Officer for TIFT - TRE Steffensen TRE Steffensen reported that the presence of having a police officer in the village during the busy 4th of July weekend helped things run smoothly and reduced the number of incidents. She added that the board has requested the presence of an officer during the TIFf weekend. Treasurer Steffensen made a motion to hire a police officer for Aug. 1st & 2nd during TIFT weekend. Assistant Treasurer Smetter seconded the motion. Floor opened for discussion. All in favor. Motion Passed. Dredging - TRE Steffensen TRES Steffensen expressed the need to do some back tracking on the dredging project. She explained that on January 15, 2014, the board had received a report from Belaire Engineering on the bids obtained, as well as their recommendation for the dredging contractor. The board agreed with Belaire’s choice and notified them of their decision. The board’s decision however was merely stated as no formal vote was ever taken. Treasurer Steffensen made a motion, based on the recommendation of Belaire Engineering, to accept their choice of Derrick Construction for the dredging project with contract to follow when a start date is determined. Vice-President Pelletier seconded the motion. Floor opened for discussion. All in favor. Motion Passed. SEC Vasquez reviewed two written requests received for waiver of late fees. Waiver request #1 was for $75 from the owner of lots 291, 297, and Sea Cottage 17. Secretary Vasquez made a motion to deny the waiver request from the owner of lots 291,297, and sea cottage 17. Director Ramirez seconded the motion. Floor opened for discussion. All in favor. Motion Passed. Waiver request #2 was for $100 from the owner of lots 13 and 14. Secretary Vasquez made a motion to deny the waiver request from the owner of lots 13 and 14. Assistant Treasurer Smetter seconded the motion. Floor opened for discussion. All in favor. Motion Passed. TRES Steffensen presented a waiver request that came directly from the association’s collection attorney. The waiver request was for $150 in late fees, $150 in expenses, and $350 for attorney fees. She added that the owner has already paid $2,525.00 of their $4,650.00 balance. Treasurer Steffensen made a motion to deny the request for the waiver of the late fees, expenses and attorney fees that the owner is requesting. Secretary Vasquez seconded the motion. Floor opened for discussion. All in favor. Motion Passed. TRES Steffensen presented a request from the owner of lot 502 to allow their secondary sticker, which was not being used, to be used by their daughter who is a co-trustee and lives in the area. After some more discussion it was decided that the warranty deed would have to reflect the daughter’s name in order for her to be entitled to an owner’s sticker. Treasurer Steffensen made a motion to deny the request from the owner of lot 502 that would allow her daughter to use her secondary owner’s sticker. Vice-President Pelletier seconded the motion. Floor opened for discussion. All in favor. Motion Passed. Executive Session 9:36 AM. VP Pelletier’s departure from meeting 11:00 AM. The board meeting resumed at 11:40 AM after executive session. Secretary Steffensen made a motion to reallocate $120,000 from the Infrastructure Fund at IBC Bank to purchase a CD at Lone Star Bank to act as collateral for an appeals bond in the Berry Case. Director Ramirez seconded the motion. No discussion. All in favor. Motion passed. Secretary Steffensen made a motion to secure $120,000 from the investments in Edward Jones to deposit into Lone Star Bank of which $100,000 will go towards the purchase of the CD and $20,000 into the operating fund.
