Dear Owners: Due to increasing costs, over and above cost cutting measures, the Board of Directors, on the advice of the Finance Committee, has voted to increase condo fees by $20.00 a month. The increase will begin on July 1, 2012. The preliminary budget for 2012 was projecting a $200,000+ deficit due to several major contributors that had a significant impact on our costs. Our water expense alone, which due to a severe drought, increased our budgeted water expenses by $80,000+ over 2011’s budgeted amount. We also recieved notice of cable and swing bridge assessment fees increasing 5% and 3% respectively, amounting to an additional $8640 for cable, and $15,060 for our swing bridge. Our Salaries and wages and related expenses also saw a significant increase. These expenses coupled with a decline in our sales revenue of about $50,000 for rec hall rentals, grill sales and rental fees all contributed to the projected deficit. Several options were brought forward, after cutting $35,000 from the preliminary budget. Options to cut the budget further by 6% ATB; to increase th efees by $5.00 per month and the cut the budget 4%; or to increase fees by $20.00 per month with no further budget cuts were presented. It was decided that by choosing the later, the Association would be in better financial shape for the rest of the year. As of date, a new Finance Committee has been formed and began work on Monday, April 9th, 2012. Please rest assured that they will be exploring new ways to save money and increase services. By the time the committee starts to work on the 2013 budget they will have looked into every area and made cuts where possible. The 2013 budget will be ready for review in December so that it can go into effect on January 1st. Working through the budget in this way should produce better use of our monies. Effective July 1, 2012, please add $20 to your payment if you are set-up to pay fees monthly, $60 if you are set-up quarterly. If you have paid for the year, please send an additional $120.00 to the Welcome Center by July 10, 2012. Please remember that your condo fees are due on the 10th and not the 25th. You are given a 15 day grace period before a $25 late charge is imposed. Thank you for your continued support. Sincerely,

The Village is now moving from winter into summer. We have a great schedule coming up and many changes taking place. The Village Grill will be open on the weekends Sat. & Sun. for as long as business permits The Pool Side Grill will open starting Memorial Day Weekend. The pool side grill hours will be Sat. & Sun. 12:00 Noon to 7:00 p.m. , until Labor Day Weekend. It will also be open on Monday Holidays. The Dredging Project is still a works in progress. All paper work requested from the Village has been submitted. A letter from the land owner who will be receiving the spoils is still needed stating site specific information. A new retaining wall on the Golf Course at holes 5 & 6 is now being put into place. The conversion from chlorine to a salt system for the pools and hot tubs will begin immediately. The first to be done will be the indoor pool. This conversion will save a big expense in chemicals. Last but not least I have to mention Hurricane Season. We have started to do inspections for Hurricane readiness at all lots. If you need assistance with doing you “Make Ready For Storm Season” please call the Maintenance Shop 956-9435670. During the month of March euchre continued to have many of our euchre friends gathering around the tables. Our monthly supper was held on March 13. A big thank you to Don Minor who helped me prepare the brisket. Thanks to the rest of you for preparing a great array of complimentary food items enjoyed by all. 2011-12 WINTER GOLF WRAP UP
It is exciting to report on the progress of the Golf Course Restoration and Beautification project. This year we were able to raise enough money to replace and/or repair 10 PVC chairs at the Pro Shop and purchase 8 pads for the benches Bud Sherry made. We were also able to purchase the materials necessary to build an equipment shed, several pallets of sod to fill in the dead areas along Sea Shell Blvd., hundreds of flowering trees and bushes, and substantially contribute to the purchase of materials necessary to repair the retaining walls around Hole #18’s green, #2’s green, and all along #3 & 4’s fairway. It’s interesting to note that the above mentioned work was done almost entirely through direct cash donations, time and material donations, and through the proceeds from Trash and Treasure sales, 50/50 sales, shirt sales, raffles, golf scrambles, and special tournaments. In just a few short years the golfers have raised well over $100,000. The generosity of LIV owners and renters is quite spectacular in that it has not just been golfers that have supported the effort. Many other LIV owners and renters recognize and appreciate that an attractive, well groomed golf course serves as a centerpiece in our village and if properly maintained, is an amenity that can help raise our property values. 3 BEAT THE TRAFFIC & “LEAVE EARLY”!! The LIV Safety/Hurricane Committee in coordination with the Bridge Board has established a “Notification Timeline” to ensure the safety of all residents. Should a Hurricane enter the gulf and we are in the predicted path our evacuation timeline is: 120 Hours Out: The Hurricane Committee, Mgmt, & BOD will review plans. Management will check supplies & equipment. The Website, Channel 18, and the Marquee will be udated. 96 Hours Out: The committee, management, & the BOD will continue to monitor the storm, and keep all residents updated on possible evacuation. 72 Hours Out: • Committee, management & the BOD will continue to monitor the situation and update all mediums as necessary. • Residents with special needs, renters & residents with High Profile vehicles will be notified of deadline. • All residents will be advised to start securing their homes & prepare for a possible evacuation. • Sun Harbor will be notified. 48 Hours Out: • Website, Channel 18, Marquee, & signs at bridge will announce Evacuation Deadline. • All High Profile Vehicles will begin evacuating. • Residents will be encouraged to complete necessary evacuation preparation. • Generators & equipment will be staged. • PA announcements will begin with megaphone & siren. Sun Harbor will be notified. 36 Hours Out: • Evacuation of all renters • Evacuation of all special needs residents • Encourage early evacuation of all residents • Continue updates & PA announcements 24 Hours Out: • Mandatory Evacuation of all residents & employees • List of all residents who choose to remain • Final check for residents & employees • Shut off all utilities to Island. • Tie bridge back “before sunset”. A mandatory evacuation means that all owners will be encouraged to leave. All renters, employees & children under the age of consent will be required to leave. LIV will not be responsible for any owner who chooses to stay.
Evacuation Preparation 1. Pack up all important documents (insurance papers, deeds, titles, wills, DD214’s, phone #’s, etc.) along with family pictures & heirlooms. 2. • • • • • • •
Prepare a 2nd container with: Flashlights & extra batteries Radio & extra batteries Canned food (stew, tuna, salmon, sardines, spam, peanut butter, fruits, nuts & veggies). Don’t forget to pack a can opener!! Dry food & fruit. Insect repellent, maps, books, Game’s, cards, phone books, laptop computer, etc. Keep enough water in your trunk for at least 3 or 4 days.

Make sure you have enough prescription Meds. for several days. A cooler & ice might be necessary for some meds.

LIV & Sun Harbor residents can stay informed about conditions on the island & bridge by checking the Website or by phone. They will be notified immediately when the bridge is operable and it is safe to return. All Mgrs. & at least one BOD member shall comply with the mandatory evacuation. They will be the first to return. They will establish a Command Center in the Welcome Center and communicate conditions through the website. The Mgr. & BOD member(s) will determine when it is safe for employees & owners to return. If the bridge is inoperable, arrangements will be in place to pick up employees and owners by boat at 7 AM the following morning at South Point. When residents are allowed to return, daily informational meetings will be held at the Pavilion (if possible). The time will be determined prior to the evacuation.

5 REGULAR BOARD MEETING February 22, 2012 - MINUTES APPROVAL OF Jan. 25, 2012 BOARD OF DIRECTORS MEETING MINUTES – Secretary White made a motion to accept the Jan. 25, 2012 minutes. AT Sandberg seconded the motion. All in favor. Motion passed. Infrastructure Work (sewer) – VP McBride VP McBride stated that he is urging the board to place the sewage system issue as a priority. Motion: VP McBride made a motion to bring someone in from the sewer system, get an estimate and move forward. AT Sandberg seconded the motion. All in favor. Motion passed. 2012 Budget & MIF – AT Sandberg AT Sandberg said when we first were presented the numbers from last year we were $221,000 in the red so we had to come up with $221,000. Secretary White restated the finance committee’s options which are $60 annual increase and 4% decrease across the board or a $240 annual increase with no decrease. Motion: Secretary White made a motion for the $240 annual increase with no decrease in the budget. Seconded by VP McBride. All in favor. Motion Passed. Electricity Contract – GM Horner The best contract would be a 24 month contract that would start on July 1st of this year. With the current contract, we are paying 9.25 cents per kilowatt hour. With the new contract, we would be paying 5.004 cents per kilowatt hour which is approximately a 46% reduction in electricity cost. That would add up to approximately $67,000 in savings per year based on the current usage. Motion: was made by Dir. Guerra and seconded by Secretary White to sign the contract with CPL for the next 24 months. All in favor. Motion Passed. Foreclosures – President Montalvo President Montalvo stated that LIV has acquired two foreclosure properties, Lot 7 & Lot 125, and an auction needs to be set up. Motion: AT Sandberg made a motion that all the information for the properties be in order and then announce when the auction will take place at the annual meeting. Seconded by AVP Gagan.
