Sheffield’s 2021/22 budget proposals CONSULTATION on Sheffield City Council’s budget proposals for 2021/22 is open and they want to hear from as many local people as possible – have your say by 19 January. A statement read: “2020 has forced an unexpected and unplanned for level of essential citywide spending, brought about by the coronavirus pandemic. We have set out our proposals for Sheffield’s 2021/22 budget, focusing on protecting our communities and supporting recovery, detailing where we will allocate funding and how we will attempt to close the gap on more than £60million of overspend from this unprecedented year.
FOLLOWING reports of speeding on Langsett Road North in Oughtibridge, Deepcar police officers dedicated time to conduct patrols in the area. Armed with speed monitoring equipment, they were able to target drivers who drew attention to themselves, to ask them why they
were travelling in excess of the speed limit and also the purpose of their journey. The majority of motorists stuck to the 30mph speed limit and adhered to Government guidelines. However, a number of vehicles were stopped and education was given at the roadside.
“At the start of the pandemic, we made clear that our focus was keeping people safe and well, protecting our most vulnerable people, helping people to get back to school and work, and supporting our economic recovery.
“It is estimated that the cost of this response has been around £92m, and this follows a decade of Government funding cuts to our budgets. In November 2020 the Government’s Spending Review provided councils with a one-off payment to deal with some of the financial impact that Covid has had this year, but this money was just a fraction of the spend incurred locally. Even with this one-off funding, Sheffield faces a budget gap of £61m in 2021/22, and real uncertainty about the Government’s plans for council funding beyond the next year. “Our budget proposals include an increase in Council Tax, in line with the Government’s Spending Review. This allows councils to increase Council Tax by up to 1.99% with an additional 3% precept to help cover adult social care costs – a total increase of 4.99%. This would mean most households will pay around £1.04 more per week, will raise an extra

Lack of Coronavirus checks for Adult Day Support Workers is ‘unacceptable’, says High Green charity A HIGH Green charity which provides Adult Day Care for individuals with brain injuries and motor disorders says the lack of Coronavirus testing available for the support workers providing the service is ‘unacceptable’. Paces, which works with dozens of adults every week, has now launched a petition to call for urgent action to address what the charity says is a missing part of the system and tell government it’s time to test. Currently, no regular Covid-19 testing is available for Adult Day Support Workers which impacts tens of thousands of vulnerable people across the UK who rely on the care they provide to allow them to live their lives to the full and achieve their potential. The petition calls for regular, weekly testing of Adult Day Support Workers to ensure the lifeline the vital services provide can continue safely. It can be signed at www.timetotest.co.uk and says: ‘Individuals with dementia, learning difficulties and mental health conditions rely on the care provided by Adult Day Support Workers, as do their families. ‘But those Adult Day Support Workers are currently unable to access regular testing for coronavirus, putting them, the adults they care for and the families of both at risk. ‘This is both unfair and hard to understand when the country’s testing capacity has been dramatically expanded in recent months
with lateral flow tests being rolled out to communities, schools and care homes.’ Dr Spencer Pitfield OBE, Chief Executive of Paces, said: “Individuals who need adult day care to live their lives, and the support workers who provide that care, are one of the forgotten groups of this pandemic. “It cannot be emphasised enough how important adult day care is – to provide respite for the family and friends of those caring for these individuals and for the individuals themselves who are nurtured and develop in an environment that helps them achieve their potential. “None of that support can happen without Adult Day Support Workers and it is unacceptable that we are still unable to access regular testing for them - unacceptable for the support workers who want to keep themselves and their families safe, and unacceptable for those being supported who are being unwittingly and needlessly put at risk. “I know the Health and Social Care Secretary is incredibly busy, but I ask that he urgently addresses this missing part of the testing system, to ensure the lifeline these vital services provided by Adult Day Support Workers, can continue safely. Calls for Government to lift pub takeaway ban SHEFFIELD City Council is working with the Sheffield and District Branch of the Campaign For Real Ale (CAMRA) to urge the Government to revise their policy on restricting pubs and bars from providing takeaway alcohol products during the national lockdown. Currently, hospitality venues are only able sell alcohol via delivery. Councillor Mazher Iqbal, Cabinet Member for Business and Investment at Sheffield City Council, said: “The hospitality industry has been one of the hardest-hit sectors during the pandemic, with many businesses having been unable to operate as normal for nearly a year. “Having spoken to many local businesses in Sheffield, I know that they have faced the challenges Covid-19 restrictions have brought as best they can by quickly adapting their sales model to trade online, changing their offerings and making their
venues Covid-secure. However I also know that for many pubs and bars one of the lifelines in the last lockdown was the ability to offer take-away alcohol products, as this gave the opportunity to keep their doors open, continue to employ staff and welcome their customers safely. “The new lockdown restrictions state that takeaway alcohol can still be sold in supermarkets and other shops but not pubs, putting them at an unfair disadvantage and effectively shutting down their only livelihood. Pubs are the lifeblood of communities and this is especially true in Sheffield, where our eclectic mix of excellent independent pubs and breweries is one of the great highlights of the city. “With Sheffield and District CAMRA, we are calling on the Government to reconsider their ban on the sale of takeaway alcohol in
hospitality venues. Pubs and bars are essential to our local economy and we should be doing all we can to support them to survive through these difficult times, not hindering them.” Councillor Julie Grocutt, Cabinet Member for Planning and Development at Sheffield City Council, said: “We have worked with businesses throughout the pandemic to ensure that they are able to trade safely and are up to date with most recent Covid-19 guidance and regulations. “Whilst we appreciate the assessed risk of people congregating outside venues, our landlords are taking every effort to trade responsibly putting the necessary measures in place, and we will continue to support them to make sure they remain Covid-secure while operating.” Dave Pickersgill, Pubs Officer for Sheffield and District CAMRA,
said: “It is essential that pubs are treated fairly and given the same opportunities as other hospitality venues and supermarkets during the lockdown. Business owners have worked very hard to continue trading in extremely difficult circumstances, but many may face closure, resulting in further in-
crease of unemployment, if they are unable to offer any kind of service in the months ahead. “The Government must review this policy as a matter of urgency to ensure that Sheffield’s night time economy will be in a position to once again thrive when restrictions are lifted.”

In 1976 school-leaver Ian Clancy learned his trade at a local doubleglazing company before making the leap two years later of going it alone. PENISTONE AUTHOR HAS LATEST NOVEL PUBLISHED
A NEW paperback novel has been released by local Penistone writer, Charlie Stickman. Charlie has lived in Penistone for the past 30 years and recently started writing commercially, taking some of his inspiration from his
home town and the beautiful countryside surrounding it. The novel is called ‘The Penny-Deep Witch Murders’ and is described as a crime thriller with a hint of the supernatural.
The story is set around the idyllic rural town of Penny-Deep, where witchcraft past and present collide with the investigation of several missing girls from the city. Detective Inspector Adam Cadman transfers to the sleepy little town
after the death of his wife to afford more time with his eight-year-old daughter, Sophia. But never could he have guessed what was waiting for them both.
The book is published by W and S books and is currently available from Amazon in Paperback, Kindle and mobile phone formats.
Communities in Sheffield will get extra support as Census approaches THE Office for National Statistics (ONS) has appointed three Census Engagement Managers to support residents across Sheffield and help make Census 2021 a success. Richard Crowther, covering North-East Sheffield; Richard Foster, covering South-East Sheffield; and Mandy Holden covering the City Centre and West Sheffield will help organisations, charities, faith groups and community leaders within the area raise awareness of the census and the value to residents in taking part. Richard Crowther said: “We all benefit from the Census, and the information it collects helps to decide how vital services are planned and funded. I am delighted to be working
with local groups and organisations in North East Sheffield to help ensure that everyone counts in Census 2021.” The census is a once-in-a-decade survey that provides a snapshot of households in England and Wales, helping to plan and fund public services. Everyone across England and Wales will be asked to take part and the information people give will decide how services are planned and funded. Ultimately, it ensures funds are invested in emergency services, health care, school places and other vital services. Pete Benton, Director of Census and Survey Operations, said: “The census engagement managers and community advisers we have
appointed have a critical role in making sure everyone understands why the census is important and making sure all households across England and Wales know why it is important to take part and how to get the help they need.” For the first time, the census will be run primarily online, making it easy for most people to complete the questionnaire on any device – whether that be a computer, a mobile phone or a tablet. Local Census support centres will be offering help, while paper questionnaires will be available for those who need them. All census staff will operate in line with the Government’s latest Covid-19 guidance.
The 2021 Census will include a new question on veterans of the UK Armed Forces, as well as voluntary questions, for those aged 16 and over, on sexual orientation and gender identity. The census will be held on 21 March 2021. While results will be available the following year, all personal records will be locked away for 100 years and kept safe for future generations. Poet creates ‘audio odyssey’ to celebrate the Peak District A POET is releasing the second chapter of an ‘audio artwork’ celebrating this year’s 70th Anniversary of the Peak District National Park (PDNP). Mark Gwynne Jones is the creator of Voices From The Peak, a project celebrating the diverse sounds and stories of the Peak District. Covid-19 vaccine rollout starts at Belmont House STAFF and residents at Belmont House Care & Nursing Home in Stocksbridge have been receiving their first Covid-19 vaccinations this week. The vaccination rollout has started at larger care and nursing homes in the area. “Our staff and residents have been very patiently awaiting the moment that we can start to receive the vaccine,” said Kerry Peach, Home Manager of sister home Abbey Grange. “We certainly see this as a step in the right direction back to normality. I’d like to thank all of our residents, staff and family members for their understanding and fortitude during what has been a difficult time for everyone. We are now starting to look forward to receiving guidance for welcoming families and visitors back to our care home”.
Staff and residents at Country Court Care Homes have been eagerly anticipating the rollout of the new Covid-19 vaccine in their homes. The government announced that vaccinations in care homes were to begin before Christmas and with over 2000 staff and 1500 residents in Country Court Care Homes across the country, the vaccine has been keenly anticipated for several weeks. So far over one hundred and forty staff and residents at Abbey Grange Care Home have received the Pfizer-BioNtech vaccine with the delivery programme managed by Sheffield City Council. “We are delighted that the vaccine rollout has started in our care homes,” said Alykhan Kachra, Co-CEO at Country Court “Our homes have always been places where people can feel safe and secure, and now residents and staff have the added reassur-
ance of receiving the Covid-19 vaccination. Together with ongoing regular testing, this will give staff, residents and their families muchneeded comfort and peace of mind.” The latest national lockdown has left many elderly people feeling vulnerable in their own homes, as they are cut off from the support of family and friends. The rollout of the vaccinations will give people the confidence to consider moving to a care home, either permanently or for a short respite stay whilst shielding during the lockdown. Abbey Grange and Belmont House Care & Nursing Homes provide much-needed stimulation and social interaction, with the opportunity to safely enjoy activities and the company of others, alongside person-centred 24hour care and support.

“Now is the time to keep negativity off the forums, stop all the politics and bickering, pull together and really help both your club and sport through these most difficult of times.” Mole wants fans living alone to stay strong and says his thoughts are with them. “I particularly feel for our fans living alone who may be facing increasing difficulties during these times,” he said.
He’s also urged people to be kind and good natured on social media at a difficult time for the nation.

Hello and a Happy New Year. Well, it was for many until once again we have been plunged into a national lockdown. No sooner had we set out our goals and resolutions for the year than we were told our routines and plans were to change again.
With that in mind if you have set goals and resolutions for the year you should still stick to them. I have seen lots of people saying they are giving up dry January after a few days or they have packed in their diet already.
Whether this was businesses closing once more, parents becoming home teachers, gyms shutting their doors or one of the other many and mostly unwanted changes. Lots of people are feeling stressed and anxious and it is not surprising. If last year showed us something though, it is that we are adaptable and creative creatures. When faced with

However, to remain in control of our feelings and our goals we should stay steadfast in our resolutions and stick to our plans and remember our why. What is your why? Do you want to stop smoking? If so, why? Is it to make sure you get more years with
your kids or grandkids? Do you want to stop drinking for a month? If so, why? Is it so you feel healthier and hangover free? Do you want to take up exercising? If so, why? Is it to feel good? To feel more energetic? Look better? Feel attractive? Whatever your why is, it is important to focus on this even more so during these testing times. Remember, you set your goals for you. So do not let outside influences affect your goals and aspirations. This is true all year round but something worth highlighting as a new year brings new resolutions. As a minimum, we will be in a national lockdown until the end of February. Now, we can either look at this like we are spending the next two
months in prison or we can flip it into a positive and set it as a target. That could be, by February 22 I will be 10 pounds lighter or I will have managed to run 5k in one go. It could be, by February 22, I will have saved £200 by not drinking or smoking and then use this money to treat myself to something you like. It could be, by February 22 I will have learned to play a song on the guitar, set up a small online business or read 20 books. Tie your whys in with your targets and you are on to a winner. Personally, I want to get in the shape of my life this year. My why is so that I can have more energy to do the things I love. My target is that by February 22 I will have lost 5% body fat and increased my overall fitness. When the gyms closed yesterday
it was a kick in the teeth but today I have set out a new home regime and I intend to stick to it. I will not allow outside influences to change my mindset and goals and neither should you. Good luck with your goals, resolutions and aspirations for the year and I’ll be back in February…hopefully feeling a lot lighter and fitter. As a youngster, he spent part of his early life in a wheelchair after being diagnosed with Perthes Disease â&#x20AC;&#x201C; a rare childhood condition that affects the hips. After numerous surgeries and wheelchair-bound for 18 months, his parents were told by doctors that he may never be able to walk again. At this time, football seemed out of reach for Declan. But the Wednesday academy product proved that anything is possible in life and made his first team professional debut for the Owls on Saturday in the FA Cup third round at Exeter. Behind every academy playersâ&#x20AC;&#x2122; debut, there is a story and proud family and friends behind the scenes. And just moments after the final whistle on Saturday, an emotional video emerged of Declanâ&#x20AC;&#x2122;s family celebrating his big moment. His dad, Lee Thompson â&#x20AC;&#x201C; assistant manager of Stocksbridge Park Steels
â&#x20AC;&#x201C; was moved to tears at seeing his boy run out for Wednesday.

Thompson was included in the matchday squad for the trip to Exeter but revealed to us that he couldnâ&#x20AC;&#x2122;t quite believe it when Andy Holdsworth gave him the nod. â&#x20AC;&#x153;It was really a shock to me. My family said I had a look of shock about me when I was coming on! â&#x20AC;&#x153;Andy Holdsworth turned around and told me to get ready because Iâ&#x20AC;&#x2122;m going on and I looked at Isaac Rice as if to say, â&#x20AC;&#x2DC;does he mean me!?â&#x20AC;&#x2122; â&#x20AC;&#x153;I couldnâ&#x20AC;&#x2122;t believe it. â&#x20AC;&#x153;As I was on the side of the pitch with the board held up with my number
