Our combined practice of architecture, landscape architecture and planning allows us to provide every facet of the design concept and create solutions with a sensitive integration of buildings into their natural environment. With thirty five years of experience and having designed over one hundred and fifty camps and conference centers throughout the U.S. and internationally, our firm offers specific knowledge and expertise related to these types of facilities. Master Planning Services Translating a vision into a plan for the future
MASTER PLAN SERVICES Phase 1: Project Initiation The following information is needed to begin the master plan process. It is requested that the Client first ascertain what information requested below they already have, and what information that they need to generate or re-visit. Identifying what assistance the Client will need in generating the missing information will help FLA determine their scope for the master plan services to be offered. A. Completion by the Client of the Project Initiation Checklist, describing who the key participants will be in this project, what information is available to date, and what the key milestone dates are that will determine the schedule of this project. B. The Client’s Mission Statement: your Mission Statement defines why you are in the “camping business”. It describes the purpose of your intended programs, identifies who you wish to serve, and the desired outcome of having served them. C. The Client’s Ministry Master Plan: this identifies the current and proposed program philosophy and methodology used to achieve or fulfill the mission statement. The program philosophy and methodology should define the curriculum (programs, activities, and events) used to fulfill the mission statement for each type of user group. D. Needs assessment: having defined who the facility should serve (by group type and size) and the curriculum used to serve them, a needs assessment is conducted evaluating the quality and quantity of existing and proposed facilities to meet the needs of the Mission Statement. At this time, the Client would also provide any constituency input that would assist in developing the list of desired facility improvements to be incorporated in the Master Plan. E. Governmental regulations and ordinances pertaining to this project are critical to the completion of any master plan. The Client shall refer to the Regulatory Issues Checklist, which outlines the nature of the information that the Client needs to compile and forward to FLA at the beginning of the master plan process. F. Accurate base data that describes the site. This base data consists of an accurate topographic survey (in digital AutoCAD format), with property boundaries, existing easements, and locations of existing buildings, roads, and other man-made features. process, clarify any questions that have arisen, and verify supplied background information for detail and accuracy necessary to begin the planning process.
Ministry Master Planning Services (Optional) A Ministry Master Plan (MMP) answers the questions...”why are we in business?”...”what is the purpose of this ministry?”...and ”how do we accomplish our purpose?” Specifically, a MMP identifies what population(s) you currently serve and those you wish to serve in the future, why you serve them, what is the desired outcome of having served them, what are the experiences that produce that outcome, and finally, what activities or programs provide those experiences. If needed, FLA can provide the Client the following services to assist them in creating a Ministry Master Plan. The Client reviews this list and selects those services that are appropriate in meeting their needs. A. If needed, FLA develops a constituency-wide survey or questionnaire, asking specific questions relating to the constituency’s needs and perceptions, evaluating current camp programs and facilities to determine current constituency support and use patterns of the existing camp and what might be desired for the future improvements. FLA assists the Client in the analysis of the survey response and a provides a summary of conclusions. This survey is often accomplished utilizing an online survey service like SurveyMonkey. B. If desired, FLA develops a similar church leader or guest group market survey aimed at the “buyers” (the people who select the facility for their group’s retreat) asking specific questions relating to what is important in their selection of a facility and their perceptions of your camp. FLA assists the Client in the analysis of the survey response and provides a summary of conclusions. C. FLA can guide the Client in conducting an abbreviated market analysis (based upon the constituency survey) to evaluate how the Client’s facility, or proposed facility improvements, would be positioned in comparison to other available facilities in your region, market saturation, and what is attractive about other locations. D. If needed, FLA facilitates specific focus groups (1/2 day ea) in which key members of a specific target market are brought together and surveyed to determine their needs and hear their evaluation of the current camp, programs, facilities, and describe what might be desired for camp improvements. A site visit is required and a written report is provided for each focus group. E. If needed, FLA conducts a ministry master planning retreat (approx. 1.5 days) with Board or the decision makers to evaluate the data gathered in any steps above, draw conclusions, and make final decisions regarding who the camp should serve, for what purpose the camp serves them, and the types of programs that would be used to accomplish these purposes. A site visit is required.

F. If needed, FLA can assist the Director and Program Staff in completing a more detailed ministry master plan by outlining a written description of the camp program/curriculum (programs, activities and events) for each type of user group used to achieve or fulfill the mission statement. FLA can provide sample documents or templates to help the Client create the desired end product.
Phase 2: Identify Design Parameters A site visit is required during this phase to conduct on-site analysis, gather and discuss specific information regarding the property. A. Site Analysis 1. FLA will perform a basic site analysis of the property, mapping specific site characteristics in order to determine how these physical factors will affect future development using the provided base information. FLA considers the existing conditions of both the natural environment and man-made environment, looking specifically at the following issues: NATURAL ENVIRONMENT - slope - topography - geology and soils - hydrology and drainage - vegetation - views - climatic considerations MAN-MADE ENVIRONMENT - land use patterns - public to private zoning - pedestrian circulation - vehicular circulation - facilities disposition* - utilities inventory*
*Please note: The Client needs to provide available data on facility disposition and utilities inventory in order for the site analysis to be produced. B. Facility Requirements 1. The Client, with the guidance of FLA, will create a Facilities Program List based upon the needs assessment from Phase 1, item D, as well as the facilities disposition identified above. The facilities program list describes the desired facilities along with the number of people to be accommodated. It is generated by projecting numbers of people for the various program activities (e.g. sleeping, eating, meeting, recreating, etc.) and should differentiate between the various user groups. 2. FLA will review the facilities program list for clarification, and will use it as a foundation to begin the planning process. 3. FLA, with the Client‘s input, will translate the facilities program list into spatial requirements, assigning basic square foot areas for the various activities. The newly established square foot requirements will then be converted into building or facility footprints to be used in the planning process. FLA normally generates the following products, based on specific project needs, as part of the Phase 2 scope of work: Site analysis maps of the existing conditions that include both the natural and man-made environment relevant to physical factors that will affect future improvements or development, and building and facility footprints.
Phase 3: Identify Design Solutions A site visit is required during this phase to present master plan concepts and receive feedback from the decision making body of the Client. After completion of Phase 2 (the physical factors affecting future development), FLA begins the site planning process. A. FLA creates preliminary site development concepts generated in response to the site factors, facility requirements, and design concepts (e.g. architectural motifs, massing, density, and other organizing principles). FLA presents these site plan alternatives to the Client for feedback and refinement. B. Based upon Client feedback, FLA proceeds with refinements necessary to create the final master plan concept.
Phase 4: Design Resolution A site visit is required in this phase to make the formal presentation. A. FLA prepares a final master plan drawing with sufficient detail and graphic quality to communicate the final master plan concept. B. FLA generates a summary report describing the master plan concept based upon information gathered throughout the planning process. C. FLA makes a formal presentation in person with the presentation drawing and summary document. D. The Client, as represented by the appropriate decision making body, gives final approval to the master plan concept. At this point, the scope of Basic Services is complete. E. FLA normally generates (based on the specific project needs) the following products as part of the Phase 4 scope of work: 1. Final Master Plan Drawing (a large scale colored Site Plan locating existing and proposed facilities on the property) 2. Summary Document Report Additional Services Following the Master Plan At the completion of the Master Plan, many camps enter into a fundraising campaign, an approval process with the local planning and zoning authority, and then a construction implementation phase. FLA can provide the additional tools and services needed to complete these processes. Examples of additional services may include, but are not limited to the following: -

Dobbins Hall
ZEPHYR POINT, LAKE TAHOE, NV.
For eighty years, Dobbins Hall has served as the iconic meeting hall at Zephyr Point. Fletemeyer & Lee Associates was tasked with updating and improving the facility while retaining its historic charm.
What experience told us. While honoring the storied use and character of iconic camp buildings, there are often opportunities to make them even more effective in accomplishing there original purpose. In the case of Dobbins Hall, this meant incorporating opportunities to enhance the guests’ experience of the lake and the outdoor setting by replacing old windows with french doors and a porch, to contrast the guests’ everyday environments by accentuating the dramatic vaulted ceiling and exposed heavy timber structural trusses with new lighting, and expand the use of the lower level onto a new large deck overlooking Lake Tahoe.

High Peak Camp and Conference Center Master Plan and Mill Building

NEAR ESTES PARK, COLORADO
Reinventing an existing guest ranch near Estes Park would bring a world-class retreat center and youth camping program to Colorado and it would take cutting-edge techniques to turn an onsite liability into a positive feature of the property.
With camps located throughout the globe, the Salvation Army operates one of the largest youth camping programs in the United States and in 1986 their Intermountain Division purchased a 70-acre guest ranch with the intent to create another extraordinary camp location for disadvantaged youth. The site was prime for reinventing the ranch to create a multipurpose facility that could take full advantage of its prime mountain location.
What experience told us. Creating a master plan would involve addressing pertinent land issues associated with the site, blending new and old facilities to create a cohesive environment and alleviation of potential hazards. Renovation of existing structures and site planning to incorporate amenities including and indoor/outdoor swimming pool, amphitheater, wilderness camp, nature/mediation trails, playfields, parking and a new reservoir would be essential to successfully executing the vision. A popular and distinctive amenity - an aqua theater - rose from the unique challenge of turning a proposed unsightly dam and spillway into a visually pleasing focal point, which was right up FLA’s alley. Leading edge design created an extraordinary opportunity for the camp. The spillway became a stepped stone aqua theater for evening programs and the Mill Building was able to house a variety of functional needs, with a top floor for guest meeting space and a main floor that serves as the activity center for children’s canoeing, fishing, ice skating and cross-country skiing. The ground floor creates a back stage for evening programs and storage of props and recreational equipment.

Camp Spalding Master Plan Spokane, Washington
Since its inception in 1957, Camp Spalding has offered outstanding Christian youth camp experiences at its pristine location on Lake Davis in Spokane, Washington. The camp leadership had identified the potential for expanded use of the camp by adding recreational opportunities for youth, and nicer accommodations that would also attract adults. FLA was selected to create a master plan that would make their vision a reality.
What experience told us. The existing campsite had ample potential to expand and upgrade its recreational and guest accommodations to attract adults. FLA designed a master plan that included a new retreat and adult conference center, an expanded dining facility, the relocation and update of the youth camp, and the addtion of an indoor multi-purpose recreation facility to foster the enjoyment and experience of both youth and adult guests. Additional adventure recreation opportunities were also identified, including a new waterfront. The camp’s location drove the architectural theme, which is reflective of the great lodges of the Northwest, adding to the ambiance of a place where guests find peace, rest, and relaxation. Camp Spalding Dining Hall Addition Spokane, Washington This project included the renovation and addition to an existing dining facility (see adjacent photo). The recent completion of lodging on site prompted the need for additional dining capacity. The addition towards the lake side of the building created 100 additional seats, and the opportunity to improve the building’s architectural character. A large outdoor dining deck and stairway provides access to an outdoor amphitheatre and other camp lakefront amenities. The addition also created additional meeting and youth gathering space in the lower walk-out level.

As with many outdated camp facilities, expanding and renovating the dining hall at Camp Spalding became an opportunity to turn a liability into an assest and take greater advantage of its beautiful context. One of the most valuable services FLA offers our clients is the ability to see things not as they are, but as they could be. By creating an addition to the lake side of the existing building, we were able to expand the dining capacity as needed, and also reshape a portion of the roof volume to create a vaulted ceiling over the dining area and open the view to the lake beyond - a relationship that was lacking in the existing building. The addition on the lower walk-out level created an opportunity for wonderful youth gathering areas - a retail bookstore, giftshop, and coffeehouse with a fireplace and outdoor terrace. creating places that nourish the soul

Sadly, we have seen many nature buildings at camps abandoned or under-utilized because they mimic a science classroom or a museum for taxidermy. Which begs the question, “why study nature in an indoor classroom when you are surrounded with the great outdoors?” Experience has taught us that kids love hands-on learning and being outdoors! Nature centers function best as trailhead facilities, inviting people to discover the outdoors, displaying interpretive media, explaining what to look for or explaining what they saw. To better connect the guests with the nature, the walls are composed of large glass garage doors that open to allow the outside in and indoor activities to spill out onto the wrap around deck where youth and families can also sit and enjoy the lakefront view. creating places that nourish the soul

Perched on the banks of the Frio River, new camp facilities provide a memorable destination for family oriented retreats and gatherings.
Within the 1,900 acres of the H. E. Butt Foundation camp property are four youth camps and the renown Laity Lodge Conference Center. After years of successful operation, a decision was made to expand the ministry to include a year round family camp. From site selection to 3-D digital animation, Fletemeyer & Lee Associates provided master planning and conceptual architectural design for the new camp facilities which feature a centralized Village Square and all the elements needed for a self-contained resort style experience. The facilities were designed to blendwith their surroundings while providing a unique, desirable retreat destination.
What experience told us. Following a thorough evaluation of the entire property, a 20-acre portion near the Frio River’s ‘Blue Hole’ became the site of choice. Displacement of an aging youth facility (formerly in this location) was worth the investment given the alignment of the physical setting with the programmatic and philosophical aspirations of the future family camp. Capitalizing on the site’s attractive qualities meant development should complement, not compete with, its surroundings. The village complex was designed to blend with its sloping bank environment and minimize disruption of existing live oak trees while integrating proposed architecture with naturalized rock outcrop formations and the towering cliffs along the camp’s river frontage.

Forest Home Conference Center Inspiration Lodge Forest Falls, California
As part of developing an overall Master Plan for Forest Home, one of the largest nondenominational Christian camp and conference centers in the U.S., FLA provided the architectural design for a new adult retreat and conference center. This facility is designed to accommodate 350 adults in the main lodge and adjacent mini-lodge. Dining, meeting, and social spaces are included to allow this facility to operate separately from Forest Home’s other facilities.
What experience told us. The dramatic site location on a rocky penninsula overlooking the Forest Falls valley below required an equally grand architectural response, yet one that harmonized and grew out of the site context, without contrasting or dominating its surroundings. Forest Home’s storied history and collection of wonderful old buildings became an important design influence for this new facility. FLA desired to create a more timeless architectural character, one that would honor its predecessors and reflect the beauty of the natural setting. The proposed solution was envisioned to warmly glow at night and attract arriving guests like a “lamp on a lampstand.”

Highlands Presbyterian Camp and Retreat Center was reinvented for one important purpose - and became something more - something extraordinary bringing new purpose and opportunity that was unexpected.
Nestled in Colorado’s majestic Rocky Mountains, Highlands Presbyterian Camp knew it needed to develop a new space for its summer guests and visioned adding enhancements that would lead to exceptional summer experiences and stand apart from their everyday lives. To achieve this, the addition of new lodge-inspired accommodations along with intimate spaces to foster connections with the nature surround and each other were needed. Moving the camp toward its vision would involve teaming with those who understood their philosophy and had the expertise to reinvent the camp. FLA was that firm and would be instrumental in assisting the camp with examining the potential of the site, determining opportunities for enhancing the camp and guiding camp leadership to create a master plan to solve their immediate needs. Highlands Bunkhouse Allenspark, Colorado
These two cabins are the first of six planned for an existing camp and conference center located on 250 acres near Allenspark, Colorado. Each cabin will sleep a total of twenty people in two separate bunkrooms. Each separate bunkhouse contains its own bathroom and shares a common meeting/living room area.
What experience told us. As a result of our brainstorming sessions with the building committee, we determined that the new facilities should feel “different” than the guests’ everyday urban and suburban environment. Therefore, the intent of the design was to create accommodations which would reward guests’ expectations of a retreat in the mountains. The design sought to create a conducive environment for fellowship, and to reinforce and support the program objectives of this camp and conference center.

Horn Creek Minilodge 24 Westcliffe, Colorado
Fletemeyer & Lee Associates was retained to update Horn Creek’s current Master Plan and develop a comprehensive strategy concerning new dining, recreation, and guest accommodations. Working closely with Horn Creek’s staff, we developed the architectural designs for a new Dining Hall, and indoor pool addition to the Recreation Center, and the new lodging facilities prototype.
What experience told us. The prototype for new adult lodging at Horn Creek will need to accommodate a broad range of adult group types and sizes. FLA’s many years of experience designing these types of lodging facilities has allowed us to create floor plans that respond to these varying needs. Horn Creek’s prototype employs a three room suite module where the rooms can be connected or locked off from each other. When connected, the center rooms offer a small group meeting space. Bed configurations accommodate couples, men’s and women’s retreats, families, and church staff retreats with greater privacy and efficiency. The architectural character of the lodge was designed to reflect the rustic charm of Colorado mountain ranches, a common vernacular of the Sangre de Cristo mountain region.

Horn Creek Quadplex Cabin Westcliffe, Colorado
Fletemeyer & Lee Associates was retained to update Horn Creek’s current Master Plan and develop a comprehensive strategy concerning new dining, recreation, and guest accommodations. Working closely with Horn Creek’s staff, we developed the architectural designs for a new Dining Hall, and indoor pool addition to the Recreation Center, and the new lodging facilities prototypes.
What experience told us. In the process of brainstorming sessions with Horn Creek’s staff and board, we developed a long-term strategy for guest accommodations. The plan involved improving a current portion of the property for adult and family groups, which would eventually become the primary youth camp area. This meant developing a housing prototype that would initially meet the needs of adults and families, but would need to be adapted (with as little construction as possible) to meet youth needs in the future. Based on years of experience designing both youth and adult accommodations, we created a floor plan that would accomplish all of these goals. Transitioning between the two functions required only very minimal construction, as evidenced in the diagram shown below.

Because of our detailed knowledge of the camp property, as well as having designed seven other Salvation Army Camps, FLA utilized this past experience to create a solution that specifically fits the site context, and is an effective setting for The Salvation Army’s programs. Design objectives included breaking the building functions into separate structures to reduce the building mass and fit the site, and arranging the buildings to enclose a courtyard and outdoor amphitheater that effectively resolves the elevation difference between the main gymnasium and the two smaller structures. The exterior walls of each building open to allow them to feel more like a pavilion than an enclosed building and allow the activities to spill outdoors onto adjacent patios. What experience told us. A successful design solution to a camp dining hall on such a tight budget would require a simple yet creative solution. FLA’s strategy utilized a simple pre-engineered, single slope metal building system with a form that traversed the slope of the site to minimize grading and foundation costs. Natural wood accents on the interior and a wood pergola and colonnade on the front of the building were added to provide warmth and relate the structure to the natural setting. Design for Camp Kooch-I-Ching Master Plan and Center INTERNATIONAL FALLS, MINNESOTA
For more than eight decades Camp Kooch-I-Ching has been a base camp to experience the wild and unspoiled lands of the U.S. and Canada. From backpacking to canoeing, this premier boy’s camp offers rich wilderness experiences within the international boundary waters between Minnesota and Canada, and north all the way to Hudson Bay.
Sited on a 600-acre parcel on Deer Island, Camp Kooch-I-Ching is nestled next to Rain Lake in the International Boundary Waters. To further facilitate outdoor experiences offered by the camp, expansion of the facilities was necessary. Although anxious to renovate the existing camp, preservation of its rustic charm was an utmost priority. FLA embraced the challenge to design and develop an integrated master plan to include renovation of existing facilities and the addition of new accommodations, plus a new state-of-the-art trips center.

The functionality of the new trip equipment and planning center would need to provide maximum flexibility, due to the varied size and quantity of trip equipment. Canoes, backpacking equipment, climbing and camping gear needed to be efficiently stored and easily accessed throughout the year. To ensure that the rustic charm was preserved, features of the new structure would also need to reflect the essence of the surrounding old cabins, unobtrusively tucked along the lake’s shore. Upon its completion, the 10,368-square-foot center showcased a simple postand-beam system that allowed for the required flexibility. Rustic architectural appointments of beams, stone foundations, porches, and a steeply pitched roof are reminiscent of the North Woods vernacular, preserving the camp’s lake-environment character and allure. creating places that nourish the soul

Pine Springs Ranch is a 750 bed camp & conference center located in the mountains of Southern California.
A constituency wide survey revealed a desire for a greater number of adult friendly accommodations and a more pastoral landscape that offered opportunities to experience natural beauty. A Master Plan was created to address these needs and allow both youth and adults guests the highest quality camp and retreat experience. After completing the Master Plan for the 316 acre main property, FLA designed the Dining Hall (pictured), a new Indoor Recreation Facility, a Clubhouse/Snack Shop, and a Meeting Facility – the first phase of new buildings that implement the Master Plan.
What experience told us. The Master plan required adding many new facilities while incorporating existing buildings with a new organizing principle that enhanced the beauty of the landscape. FLA saw the natural topography as an opportunity to develop greenbelts and pedestrian pathways, and enhance these natural drainages with recirculating water stream courses and landscaped with boulders and riparian vegetation. These pedestrian pathways will connect the guest accommodations, dining and meeting facilities, and new recreation amenities while separating the guest from the vehicular circulation and parking areas. Getting from place to place will now offer the guest a whole new experience and satisfy the desire to experience God’s beauty.

To deliver such an experience, FLA designed the facility with three adjoining dining rooms supported by a central serving atrium. Operable partitions allow for separate groups to occupy their own area, while also providing an opportunity for a larger single group to dine together. Each dining room aligns with a distinct mountain peak and features its own indoor/outdoor fireplace and adjacent outdoor dining terrace accessed via large overhead doors. When open, the boundary between outdoor and indoor becomes blurred, allowing guests to enjoy meals in the embrace of their surroundings.

Camp Qwanoes is a vibrant and rapidly growing, year round youth camp and retreat center located on 54 acres on the eastern shoreline of Vancouver Island, British Columbia. Fletemeyer & Lee Associates created an updated master plan to respond to the growing summer youth program. The master plan included new wooden tent housing for summer campers, tree houses, a skate park, a renovation and expansion of the beach recreation facilities, creating a new camp center and entry route, expanded play fields, and the addition of new dormitory style lodges for year round retreat use, new meeting facilities, and a new dining facility for 500.
What experience told us. The success of this Master Plan would depend on creating affordable, seasonal accommodations for the large and growing number of summer youth campers at Qwanoes. The limited amount of acreage meant locating many of these new accommodations on wooded, steeply sloping sites. Our solution was to employ our seasonal wooden tent prototype and cluster those in villages with similar bathhouses. Their construction would result in affordable accommodations that could be built as structures floating over the sloping terrian. Knowing the Owner’s limited budget, as well as the need to protect and preserve the natural environment, this was the most fitting solution. A comfortable, winterized lodge complex was designed to accommodate non-summer adult and youth groups. FLA has provided on-going design services for Camp Qwanoes - currently, design for a new dining hall is underway - as they continue to implement the Master Plan.

Located at the base of Mount Rainier in Washington, Sunset Lake has been steeped in the rich history of coal mines and timber camps since 1957.
After attending a Fletemeyer & Lee seminar on “Less is More,” Camp Director David Yeagley contacted FLA with an interest in applying those principles to Sunset Lake Camp and Conference Center. During an economic downturn, simplifying and strategically downsizing a previous and more elaborate master plan allowed them to achieve their goals and meet current and future needs for the growth of their camp, with less capital investment required.
What experience told us. Many existing camps and conference centers have buildings near (or past) the end of their effective lifespan. Developing a concept for the replacement of those facilities can often result in a Master Plan that exceeds the capability of the camp’s resources. With over 25 years of architectural experience designing camp facilities, we have learned many lessons regarding the “less is more” principle. These lessons include recognizing the facilities are not ends unto themselves, but part of the means of ministering to the guest…well designed tools, not monuments. Effective master plans allow the camp to phase in new facilities over time, as funds allow, and in smaller financial increments. In this case, the concept for a large elaborate adult conference center complex was replaced with the idea that new cabins planned to replace existing aging ones could be designed to effectively accommodate adults as well as the current youth campers. The expense of the conference center was eliminated from the long term redevelopment of the camp. Multi-purpose use of facilities includes a new indoor recreation facility (pictured) doubling as a large group meeting space and incorporating arts & crafts, as well as serving as a clubhouse for the youth with a snack shop and game room loft.

In the Sunset Lake Activity Center, less really is more: the value of a versatile building lies not only in the variety of activities and functions it accomodates, but also in the type of space it creates: a dynamic, active space that brings people participating in the same or separate activities together, creating synergy and a sense of community. At Sunset Lake, the activity center provides space for meeting and recreating, as well as compelling indoor/ outdoor spaces: large glazed garage doors can be opened to transform the building into a pavilion on warm sunny days. The interior spaces spill out onto the village green, bringing the outdoors in and the indoors out.

With a site plan in place, the Texas Conference of the Seventh Day Adventists were ready to take the next step towards making their new camp a reality. To spark excitement and build momentum towards fundraising, FLA assisted the Conference in developing enticing visual graphics that would attempt to simulate the future guest experience of the property.
What experience told us. The success of a master plan often lies in the ability to begin implementation shortly after planning is completed. To achieve this, constituents must truly adopt the vision, and funds must be raised promptly. Offering stakeholders the opportunity to visualize proposed projects is integral and can be a deciding factor in whether an idea is understood and accepted.

Camp Lebanon Burtrum, Minnesota
During the master plan process opportunities were discovered to enhance the property both functionally and experiencially - from maintenance to main entry to a new camp hub.
Capitalizing on the opportunity to evaluate the camp from a new perspective, Camp Lebanon approached the master plan process with courage and an open-mind. The result was a refined site layout which incorporated both expanded faciliites and the enhancement of those which already existed. Relocation of service facilities augmented operational capabilities, and redefined vehicular circulation improved wayfinding and pedestrian safety. A new strengthened camp core allows for an improved site experience, boosting guest interaction and outdoor activity.
What experience told us. Maintaining proper site planning relationships is critical when expanding camp facilities. A challenge is posed when land uses and buildings which were once peripheral become central - encompassed by new, expanded amenities. To avoid incompatible adjacencies, relocation of particular elements may be desired, but often isn’t feasible. At Camp Lebanon, careful site planning allowed numerous infrastructural elements to remain in place without impeding on new development or disrupting the future guest experience. Thoughtful integration of these components brought an intentionality to the amended layout which gave a seamless integration of old and new.

Cathedral Ridge Master Plan Woodland Park, Colorado
The Diocese of Colorado purchased an existing Methodist Camp in 2009 and FLA was retained to provide a Master Plan for the redevelopment of this beautiful 150 acre property near Woodland Park, Colorado.
The Master Plan incorporates a new dining facility, three new levels of guest accommodations to replace most of the existing aged summer cabins, conversion of the existing dining facility into a meeting facility, new maintenance facility, recreation amenities, staff housing, and relocated entry road and circulation system.
What experience told us. Creating a master plan for the redevelopment of a purchased camp property required the ability to see things not as they are, but as they could be! The existing camp was organized around an entry road and open meadow that limited future development. Recognizing the meadow was not natural but cut out of the forest and running the wrong direction to the natural slope allowed FLA to rethink how a reshaped and expanded meadow could become a new organizing principle around which new facilities could be located. As a focal point to main camp, the Master Plan includes a new outdoor gathering area, The Glenn, designed around a mountain stream and amphitheater. Fort Caswell Master Plan Oak Island, North Carolina
Operating since 1949 in a historic Civil War era fort, The North Carolina Baptist Assembly at Fort Caswell needed an entire site upgrade to its coastal retreat and conference center.
Dating back to Fort Caswell’s inception in 1825, 77 buildings built as part of the United States’ coastal fortification system create a unique and historic retreat setting. The fort included regimental barracks, officer’s quarters, hospital, morgue, bakery, horse barn, firehouse, munitions building and a prison. Seven long artillery batteries were also concealed by the site’s sand dune perimeter. Fort Caswell wished to add four youth cottages to house an additional 264 campers, an auditorium for 350, an outdoor recreation building, and an expanded administration and welcome center to the existing complex. All the upgrades also needed to respond to revised flood plain regulations in the wake of Hurricane Katrina.
What experience told us. FLA would need to present a plan providing excellent, inspirational, leisure and educational opportunities in a historic and beautiful setting while preparing for the ever-increasing camp demands. Intricate land use zoning required locating youth activities on the entry side of camp, while refining the adult retreat experience on the opposite, beachfront side. From the gatehouse arrival in the historic residential area to the reorganized Conference Center parking lot, public access is carefully controlled. Pedestrian, landscape and recreation amenities were designed as essential elements, worked into the campus to achieve a strong sense of site continuity. The architectural materials palette further compliments the integration of the new with the old (brick and clapperboard) character, maintaining the citadel’s classic charm.

Master Plan Camp Willow Springs LITTLETON NORTH CAROLINA
The most unique challenge of the new campsite was changing the character of the site by dramatically altering the earth form.
Located on Lake Gaston, which borders the state of Virginia to the northeast, Willow Springs is designated to be one of three interrelated camps on this expanding Youth Camps for Christ site in North Carolina. The vision for the expanded property was to create a new children’s camp focusing on third to sixth graders during the summer months to serve an anticipated 180 campers and provide accommodations for 70 staff. During the remainder of the year, part of the camp would serve as a retreat center, called Willow Point. Important to the vision was creating a master plan to ensure the facilities were not overexposed to public view, both internally and externally.
What experience told us. An extensive site analysis would be required to make certain that the elements of a complex master plan could be executed, which called for excavation and grading of more than 100,000 cubic yards of earth that would be necessary to transform the existing terrain into a series of terraced, meadow-like building sites and playing fields. FLA’s master plan created a striking surround of new rolling/buffering topography.

What experience told us. To begin work without a masterplan, would be akin to a painter without a canvas from which to work. After extensive study and site analysis, a master plan was created for “smart growth” and future expansion. A convertible cabin which was adaptable to multiple user types was fashioned to create maximum efficiency in accommodating their guests. This cabin integrated the use of drop down audio and visual elements in a gracious meeting room that could be used exclusively by the occupants or by separate assemblies.

Camp Kulaqua Master Plan High Springs, Florida
Camp Kulaqua is one of the largest camps and conference centers in Florida, offering 600 beds on 600 acres.
With over 65,000 members in the camp’s growing constituency, there is a need to add 400 more beds to the camp’s capacity, and increase the capacity of the supporting dining, meeting, and recreational facilities. While adding new capacity, older buildings need to be phased out, and a new circulation system is needed to provide more controlled access and improve the guest experience.
What experience told us. The natural beauty of this property should become more integrated in the guest’s daily experience. While Kulaqua offered extensive facilities and amenities (a water park, zoo, gocart track, and over 600 beds), like many camps, the buildings were laid out with automobile access and parking dominating the landscape and less attention paid to capitalizing on the beauty of the natural landscape. Adding 400 new beds, phasing out older cabins, and re-purposing other buildings allowed FLA to create a new organizing principle – cabin villages and mini-lodges clustered along a new greenbelt and pedestrian circulation system, plus a new road system on the perimeter that still allowed convenient vehicle access, but separated the car from everyday guest experience. The Master Plan also created a new center or heart of camp, re-establishing the natural beauty of the fresh water springs as its focal point and offering the guest a sense of place and fellowship. Architectural concepts were established for new adult friendly lodges and convertible cabins that accommodate summer campers and convert to family and adult use in the non-summer; thus reducing the number of more expensive dedicated adult lodging needed to accommodate large groups (1000 people) that this constituency requires.

Camp Victory Lake Hyde Park, New York
The Northeastern Conference of the Seventh Day Adventist Church purchased the 98 acre camp nestled in a rural area of New York’s Hudson Valley in 1954. The camp has been used for their annual SDA Camp Meeting since 1955, as well as summer camps and many other year round activities.
Camp Victory Lake has now reached a critical point of needing renovation, having deferred major improvements for many years. Upgrading structures must be combined with major fund raising strategies to introduce a new day of facility standards and program possibilities.
What experience told us. The overall site needed to be thoroughly transformed in order to create a better arrival experience, a defined nucleus, and a more intimate camp setting. Existing structures, if recycled, would be refurbished with a consistent architectural motif and exhibit the historic character of the camp’s heritage. More recreation and assembly spaces are required in unused portions of the property to facilitate the large number of attendees at the annual camp meetings. A revitalized drainage course, traversing the site from east to west will create a picturesque environment and exhibit more of nature’s beauty, while linking the site’s major greenways and recreation corridors together. A centralized pathway system developed in this greenbelt will further serve to combine old and new camp components into one park-like camp setting.

Other improvements include a new entryway that clearly defines the camp’s numerous venues and services, as well as clarify an unusual number of visitor check-in points. A fully redeveloped and expanded motel room complex will serve as a new backdrop to the camp’s major amphitheater area, and a ‘main street’ pedestrian mall will center on the camp’s most historic structure and tie together many loosely related activity buildings and recreation venues. Camp Berkshire Master Plan Wingdale, New York
The Greater New York Conference of the Seventh Day Adventist Church boasts 282 acres of prime rural camp property located 80 miles north of New York City.
Purchased in 1963, the property was first developed in the 30’s as a weekender’s country club and overnight resort, complete with a nine-hole golf course and an air strip. Today, the camp is primarily a summer facility but has reached a critical milestone in determining its ability to keep pace with the growing demands of both youth and adult programs.
What experience told us. A strong main camp identity would be the essential ingredient to Berkshire’s future success. A refurbished and expanded Auditorium, a major Dining Hall Complex and a Multi-Purpose Clubhouse would anchor the camp’s hub, while strategically separating major youth and adult circulation patterns to their respective program areas. The public road entering and dividing the camp would need to be re-aligned and re-graded to control traffic safety and camper crossings. Remote sites with views to Ellis Lake to the east and Ten Mile River to the west would be identified as key experiences for singles, families, and special independent camp groups to seek solitude. The loudest noise-generating guest groups (regional youth gatherings!) would be located inside their former air-frame structure, situated within an earth sheltered depression, just north of main camp. A circular pedestrian walk connects the hub’s main camp buildings and creates a recreation area within in its center. A second pedestrian corridor returns behind the main camp loop and creates a mall with ‘main street’ character. The Town of Dover, acting as the local governing authority, would be involved early in the planning process to underscore the intentional composition of community benefits and project compliances.

What experience told us. Camps with long, rich histories often have aging buildings designed in the ‘fashion of their time’ resulting in an outdated look. Our experience has taught us that a more timeless approach to building design creates a campus architecture that better stands the test of time. After studying the architectural vernacular of historic upstate New York, we proposed an addition to the auditorium that included a new façade that incorporated flanking towers and traditional elements reminiscent of the region.

Camp Merrowvista Master Plan Ossipee, New Hampshire
The America Youth Foundation has operated camps in New Hampshire (Merrowvista) and Michigan (Minniwanca) since 1925. Their long and rich history of summer camp programs includes many old buildings that require renovation or replacement, and the need to expand the capacity of year round programming.
What experience told us. Complex organizations with a rich history and long standing traditions require periodic evaluation of how they are accomplishing their mission and purpose. FLA was hired to assist the AYF in this process with regards to their two camp properties. This process included evaluating the current properties for their effectiveness and re-imagining how they might draw upon their timeless traditions of past programming while introducing new experiences for current and future generations. This same principle was applied to new building designs. By drawing upon the rich history and vernacular of New England architecture, construction would incorporate the style and traditions of their past while responding to new understandings of sustainability and the value of exposing nature-deprived youth to the outdoors.

Hume Lake Master Plan Hume, California
Hume Lake enjoys the privilege of operating one of the largest and most successful camp and conference center in America, but this success also presents special challenges when accommodating so many guests. Even on a beautiful lake in the High Sierras, Hume Lake must strive to provide a “place apart” experience.
What experience told us. FLA created a master plan for Hume Lake twenty five years ago, and was recently retained to update that master plan. The original thesis of the master plan has been rekindled and re-imagined: to create new waterfront experiences within the camp core, as well as organize and isolate vehicles from the pedestrian experience. Our Client’s experience operating such a large campus also provided them a greater depth of understanding into the problems needing resolution. This allowed us, the designer, to focus on creating the solutions, e.g. rediscovering and enhancing the creek that feeds into Hume Lake and using it to organize pedestrian travel and create a greenbelt system. This enhanced creek and greenbelt includes several smaller parks and an adjacent retail village which will relieve the congestion on the current waterfront and conflicts with public vehicular traffic.

Twin Rocks Friends Camp Rockaway Beach, Oregon
With the rocky shores of the Oregon Coast only a block away, Twin Rocks Friends Camp and Conference Center boasts generations upon generations of campers who have found serenity and fellowship in the forested land upon which it is set.
Revisiting the suitability of current guest accommodations and addressing a growing need for more individual meeting space was paramount. Always mindful of the coastal winds that are of incessant concern in the area, construction type was in the forefront among the myriad of design considerations.
What experience told us. In addition to addressing the programmatic requirements necessitated by the need for more guest assembly space, particular attention was paid to creating an especially sound structure. Insulated concrete forms were employed to insure stability. Materials inherent to the Northwest architectural style were applied to blend the exterior into its contextual region. In addition to bunk rooms on the main floor to accommodate multiple guest groups, attic space under the main roof was commandeered to create additional private guest sleeping quarters on a second floor, while maintaining a one story appearance on the elevation.

Woodleaf Young Life Camp Design for Activity Center Challenge, California
Located in the foothills of the Sierra Nevada Mountains, the historic town of Woodleaf originated as a stagecoach stop for miners traveling during the California Gold Rush. Several of the original buildings still exist at what is now a vibrant and growing Young Life summer camp and retreat center. The camp has embraced its historical origins and carried through the theme of an old western town in many of its facilities, including Fletemeyer and Lee’s design for a new activity center.
What experience told us. Woodleaf’s beautiful wooded site provides many wonderful opportunities for outdoor recreation, but was lacking a facility for indoor recreation. The proposed activity center is located in the heart of camp and provides a strong relationship to existing outdoor recreation amenities. In order to break up the mass of the large structure, FLA designed the architectural character to reflect the theme of the Old Western town, and divided the facade into several different “storefronts”. The activity center ties into the existing Town Hall building through a connecting boardwalk/plaza/front porch area, which creates an active social space. A coffee shop and gameroom are also integrated into the design. Large barn doors slide open to allow the indoor space to spill out and to create a connection with the outdoors.

Zephyr Point Presbyterian Conference Center Amphitheater and Site Improvements Lake Tahoe, Nevada
An iconic amphitheater and the surrounding site is to be renovated as a centerpiece to what is already a historic conference center on the shores of Lake Tahoe.
For over eighty-five years Zephyr Point has been home to Christian conferences. Fletemeyer & Lee was brought on board to develop a concept for improving their historic amphitheater and waterfront. The design creates improved accessibility, lighting, a new fire circle and chancel with a stone Celtic cross, and a pathway leading to the amphitheater symbolic of the Christian journey. These planned improvements will ensure the site continues as a memorable setting at the center of Zephyr Point. Wooden Tent camp cabin prototype
Campers are reconnected with nature, while still being provided with a permanent, weather-protected design that can be “opened” or “closed” depending on the need.
The design for the Wooden Tent is Fletemeyer & Lee’s response to a drift that has slowly occured in the camping industry: from the original purpose of “camping in the outdoors” towards nicer, climate-controlled cabins. As an unintentional result, the camper has been separated from the natural environment in a setting which should encourage exactly the opposite. The Wooden Tent helps to restore the value of being connected to nature and escaping into the great outdoors.
What experience told us. FLA’s understanding of sustainable design and building principles, as well as the sociology of camp and the cabin unit, contributed towards the highly economical, functional, aesthetic, and green Wooden Tent prototype design. The building has a small footprint and a structure that floats above the ground plane (suspended on six sonotube piers) in order to impact the environment as minimally as possible. The floor plan, with L-shaped bunks to accommodate 8-12 campers, is designed to facilitate “cabin time” within the cabin unit, small group discussion and bonding of the campers and counselors.
Varieties of this Wooden Tent Prototype have been designed and built at the following camps: Camp Miniwanca, Michigan Camp Merrowvista, New Hampshire Camp Highland, Georgia Camp Qwanoes, British Columbia, Canada Camp Spalding, Washington Glacier View Ranch, Colorado
The cabin design has generous roof overhangs to protect from rain, and a translucent ridge skylight to allow sunlight in. Ample storage cubbies are built into bunks, and roll-down sunbrella and screen/cloth sides or jaulousie louvers allow campers to control privacy or protect from wind and rain. Sliding barn doors and projecting decks allow campers to open the cabin to natural surroundings. The cabin design also allows for pre-fabrication in panels for easy site assembly.

What experience told us. Our firm’s extensive history designing retreat and conference centers provided the experience needed to design the hotel. Fitting a 104 room, 69,100 SF hotel on a limited site with a height restriction dictated a long, three story mass. The design concept was to break the long facade in half with a glazed, three story entry volume and subdivide the rest of the façade into smaller elements resulting in a more pleasing scale. Intermittent roof forms accentuated the stepped façade and hid rooftop HVAC units. The Client desired an architecture that related to the Colorado context and was higher quality than the traditional Hampton Inn style. creating places that nourish the soul

Chad had seventeen years of experience working as an estimator and construction manager within the commercial and residential building industries. As a project manager, Chad is proficient in the areas of estimating, scheduling, contract negotiations/ administration, site supervision, and government interfacing. He is responsible for the day-to-day operations of FLA/CM, a separate service company, that assists FLA clients see their projects come to fruition. In addition to this administration work, Chad has worked as a camp development planner for the past nine years.

His professional experience includes airport architecture, engineering, and planning, land development civil design, and custom home construction and design. Josh’s hands on skills as a carpenter and project manager help him understand how the pieces of a building come together, informing how he designs.
