High Plains Water District schedules public meetings to receive comments regarding proposed rule amendments The High Plains Underground Water Conservation District has scheduled five public meetings in March to receive comments on proposed rule amendments to implement a “50/50” groundwater management goal for water pumped within the district’s 16-county service area. The public meeting dates and locations are as follows: ● March 23, 9 a.m.-Noon, Hereford ISD Banquet Room, 601 N. 25 Mile Avenue, Hereford, TX. ● March 23, 3-6 p.m., Robert Dysart Room, Lamb County Rural Electric Cooperative, 2415 S. They are also available on-line at www.hpwd.com “The High Plains Water District has used water well spacing as a means of managing groundwater since the 1950s. However, dwindling surface water levels in area reservoirs and other contributing factors have caused more dependence upon groundwater in our region. Because of this, the district cannot rely on well spacing alone-it must move forward with implementation of its
“50/50” groundwater management goal of having 50 percent of the saturated thickness of the Ogallala Aquifer in 2010 available in 2060 to conserve the resource,” said Jim Conkwright, High Plains Water District manager. Among the proposed amendments are designations of high water decline areas in the district in 2011 based upon annual winter water level measurements; metering/reporting requirements for water wells in these areas; and implementation of an allowable production rate for all new/ existing water wells beginning in 2012. The Board of Directors strongly encourages residents to attend these meetings and provide input on proposed rules impacting future groundwater production within the district. Persons may provide oral com-
ments at the meetings or they may submit written comments to the High Plains Water District office, 2930 Avenue Q, Lubbock, TX 79411-2499. Deadline for written comments is 5:00 p.m. on April 1. Also, in accordance with State Law, the High Plains Water District must conduct at least one public hearing to receive comments on the proposed revisions before they can be adopted. “For convenience of our residents, the Board will conduct a public hearing in the northern and southern portions of the district on these proposed rule amendments. The dates and locations have not been determined as yet-but this information will be posted to the district’s web site and made available to news media as quickly as possible,” Conkwright said.

Obtain Free Environmental Compliance Assistance The Texas Commission on Environmental Quality (TCEQ) offers assistance through its Small Business and Local Government Assistance (SBLGA) program to help small businesses and local governments comply with environmental rules. The program is designed to give confidential technical assistance on air, water, waste, and pollution prevention issues without the threat of enforcement. Businesses and local governments can request free, on-site environmental compliance assessments—and all information remains confidential from the TCEQ’s enforcement process. Environmental consultants under contract with the TCEQ conduct the voluntary audits for environmental compliance. If the audited site corrects the noted deficiencies and the consultant verifies compliance, the site becomes eligible for the Compliance Commitment (C2) Partnership. Through this partnership, small business owners and local governments stand to earn a one-year exemption from routine TCEQ investigations. To participate in the C2 Partnership program, the owner of the site or facility must employ a company-wide total of 100 or fewer employees, be operated by a small local government (a county of 100,000 or fewer or a city of 50,000 or fewer), or be an independent school district (ISD) serving a student population of 100,000 or fewer students. The TCEQ also has a program, called
EnviroMentor, in which consultants, utility professionals, and lawyers volunteer their time and expertise to help small businesses and local governments comply with environmental rules. They provide advice on complex environmental problems, help fill out regulatory paperwork, and give answers to technical questions related to regulations, design requirements, waste reduction, and much more. In addition to providing one-on-one assistance, the TCEQ offers a number of compliance assistance tools, regulatory guidance documents, and easy-to-follow checklists for various industries. Example industries include: auto body shops, automotive repair facilities, auto salvage yards, dry cleaners, fleet maintenance facilities, foundries, metal finishers, printers, reinforced plastics facilities, sawmill operations, small airports and tenant operations, surface coaters, and the wood products industry. Make note that the deadline to have the applications back to Phyllis is close of business, Wednesday, May 25, 2011. The “blind” selection process will take place in June and those accepted and those not accepted (for this class year) will be notified by June 30. We can only accept 40 to 42 participants each year but we receive 60 or more applications each year. If you are not selected for the 2011-2012 class year, you can always apply again next spring! The 2011-2012 LL class will begin in August and meet one full day a month through May 2011. (Those accepted to the class will get a class schedule of dates with their acceptance letter.) Ballet Lubbock Hires New Executive Director Ballet Lubbock is pleased to announce the appointment of Nicholas Dragga as Ballet Lubbock’s new Executive Director effective immediately. “As the President of Ballet Lubbock I am looking forward to working with Nick in the Executive Director role,” says Nathalee Lowrie. “His youthfulness and fresh ideas as well as his congenial personality create a catalyst for Ballet Lubbock. With this catalyst Ballet Lubbock will be able to reach new heights. Legal Aid Society to host Lights, Camera…Hope! The Legal Aid Society of Lubbock, Inc., invites the community to join Fashion In Action, Wednesday, April 20 at 10:30 a.m., at the Lubbock Scottish Rite, 1101 70th. This unique style show with heart will offer designs by Dillard’s, a champagne brunch and an opportunity for women to join together to fight against domestic violence. What makes this event special is that former clients will model upcoming trends and
share their stories of hope. Tickets start at $50. In 2009, 111 women were murdered in Texas by their partners, of those 27 cases occurred where one or more children witnessed the death of their mother. The youngest child to be present was a 9-month-old baby in a bassinet. The Legal Aid Society of Lubbock, Inc. is working to make the number of fatal domestic violence disputes zero in our 12
county area. This April we challenge Lubbock to go purple and strive for a community where no woman is killed by a husband, partner, or boyfriend. The Legal Aid Society of Lubbock, Inc. works to afford low income clients in Bailey, Cochran, Crosby, Floyd, Garza, Hale, Hockley, Lamb, Lubbock, Lynn, Terry, and Yoakum, counties with first-rate legal assistance, advocacy, and quality counsel in

Clint Robinson Named Texas Ag Lifetime Leadership Alumni of the Year Clint Robinson, a farmer and agribusinessman from Lubbock, has been named the 2011 TALL Alumni of the Year. TALL, Texas Agriculture Lifetime Leadership, is a program of the Texas AgriLife Extension Service. It is a two-year leadership development program for adult professionals involved in Texas agriculture with the aim of helping to foster understanding and encourage positive action on key issues, theories, policy and economics to advance the agriculture industry, according to Dr. Jim Mazurkiewicz, TALL director. The program has trained 280 people who are now serving in leadership roles in the agricultural industry, he said.
Robinson is a 1983 graduate of Texas Tech University with a degree in agricultural and applied economics. He has been an agricultural lender with the Farm Credit System for the past 26 years and currently serves as senior vice president and branch manager for Capital Farm Credit in Lubbock. In addition, he maintains a 500-acre farming and ranching operation producing cotton, wheat and cattle. He also is a past chairman of the Chamber’s Agriculture Committee, treasurer of the Lubbock County Extension Ag Committee, treasurer of the Boys and Girls Club of Lubbock, and a member of the Downtown Chapter of the American Business Club.

Betenbough Homes Paints the Town Green
Green Certification of Brand-New Homes Offered at No Cost to Home Buyers Betenbough Homes is one of three regional production builders in the United States certifying 100 percent of homes through the National Green Building Certification Program. A component of the National Association of Home Builders’ (NAHB) Research Center, the National Green Building Certification Program provides certification to the National Green Building Standard. With hopes to certify 400 homes in 2011, West Texas’ number one home builder is the largest green builder in the Southwest certifying to the Standard. As of February 16, Betenbough Homes has permitted 48 green homes in Lubbock, Midland and Odessa at zero cost to the home buyer. The company is absorbing the $600-per-home certification fee, which covers the cost of a third-party verifier and paperwork processing. “We understand that healthy living in addition to energy and environmental savings is important to our homeowners,” said Ron Betenbough, vice president of Betenbough Homes. “Our high volume of construction teamed with our strict focus on efficiency in every part of the building process is what is allowing Betenbough Homes to provide sustainable, green homes for West Texans at no additional cost to each family.” According to the NAHB Re-
search Center, the National Green Building Standard was developed by a Consensus Committee created by the NAHB and the International Code Council. Certification to the Standard requires inspection by an accredited thirdparty verifier at two stages of the building process. To qualify for inspection by the verifier, Betenbough Homes claimed a required amount points for green practices under the Standard. One of the largest point earners was the engineered framing system. “Implemented in 2001, our engineered framing system streamlines the building process in an environmentally friendly way,” said Corey Lusk, Betenbough Homes’ production manager. “Each home’s wall panels and roof trusses are constructed off-site and transferred to the home site for assembly, collectively incurring less waste and better quality control.” Betenbough Homes’ engineered framing system is just one piece of the green puzzle. To qualify for green certification, points are earned in multiple areas, including: low-VOC paint, low-flow plumbing, recycled materials, Energy Star certified windows, and a ZIP System®, which is a protective layer between the home’s frame and brick.
