People Power!!

By The Commoner “For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places” – Ephesians 6:12 In the movie “Juice”,Tupac’s character “Bishop” was complaining to his boyz in the hood about the lack of respect shown to them and his feeling of powerlessness in gaining the “Juice” (i.e. money, power, respect) that other people in the neighbourhood had. He told his boyz “you gotta get the ground beneath your feet pardna, the wind behind your back!!!” Essentially Tupac was telling the boyz to rise up to become awakened as they had the power within them to make the change and get the “Juice” money, power and respect. Today in the “Jewel” especially the old capital, a similar sentiment is mushrooming – the feeling of powerlessness – at the rise of inequality, joblessness, and increased poverty. However, the United Democratic Party Government and all its political cohorts continue to foster these social ills through the political economy and the various anomalies of “clientilism” (the buying and selling of votes) and the Prime Minister declaring that millions upon millions would have been spent to hold on to the Cayo Northeast constituency and Petrocaribe rolling to win the bye-election in Cayo North, “state capture”, or cronyism where the blatant awarding of favours or contracts to special interest groups and lobbyists becomes the norm, “corruption” where monies are squandered from the People’s purse which could have changed the conditions of many Belizeans’ lives, “institutional weaknesses” where the financial authorities and its safeguard mechanism become perfunctionaries (robot-like) to the political directorate and the lack of “civic engagement” with the people, becoming dormant and mute to the very issues affecting their lives on a daily basis. The people forget that they hold the ruling power – a government of the people by the people – within the democratic system of our parliamentary democracy. Inequality and poverty and its far-reaching effects must be tackled as a priority issue if this UDP Government is really serious of the transformation of the Jewel. Inequality breeds crime and violence in many deeply inter-related ways. It creates bitterness, resentment, and alienation among the many people at the bottom of the societal ladder – the marginalised, the homeless, the disenfranchised youths, the downtrodden, the elderly and the sick. They become excluded from the booty that is available to the politically connect-

ed few – not just the material goods or income alone, but also the self-esteem and the chance to participate fully as standing citizens of Belize. Inequality along with harsh economic deprivation causes the social institutions – the schools, the family structure, the community – which make for health growth and development, to become brittle. It leads to an increase in alcoholism, drug abuse and even inadequate health care. Youths become a risk to delinquency and crime. This anomaly also limits the access of individuals to the necessary quality education and training. Additionally, there is an increase in teenage pregnancy and unwanted children creating an impoverished generation, ill-prepared families and the end result a degenerate society within the borders of Belize. Interestingly, aside from the many millions pumped in by the International Labour Organization (ILO) Organization of Petroleum Exporting Countries (OPEC), World Health Organization (WHO), and Inter-American Bank (IDB), these monies earmarked to alleviate the conditions of the lives of the HAVE NOTS, the poor, the south side youths and the rest of Belize, this Prime Minister Dean Barrow and his minions had/have hundreds of millions in “Petrocaribe” UDP Piggy Bank. The Petrocaribe Fund and the purpose of helping the poor and marginalised come to fruition from the vision of the late comandante Hugo Chavez, who the Prime Minister Dean Barrow had called a pseudo-nationalist, in bettering the lives and conditions of the poorer class of people in the region including Belize. Nonetheless, Dean Barrow has concentrated a lot of the Petrocaribe money in his electioneering campaign and pseudo-social programs. His concentration is on MIGHT and not RIGHT and a third term in office. For the High Stool the people are taken for Fool. The Prime Minister is using poor people money (Petrocaribe) as his political alchemy. One definition in the American Heritage Dictionary of the English Language defines Alchemy as, “a seemingly magical power or process of transmuting”. In the Encarta Desk Encyclopaedia, one of the descriptions of Alchemy is “a practice based on imposture and wizardry”. Metaphorically, alchemy serves the purpose of transmutation or transformation of minds, political systems and even spiritual beliefs. Carl Friedrich cited Propaganda as a political alchemy in his book: The Pathology Politics (1972). People, especially the poor, understand visual-imagery through the medium of television, political banners or

Corozal Town, April 21, 2015 Police Officer #1093 Cyril Casimiro has been remanded to prison for the alleged rape of a 14 year old in Corozal Town. PUP Congratulates the Maya Peoples’ Victory April 22, 2015 The People’s United Party congratulates the Maya Leaders’ Alliance and the Toledo Alcaldes’ Association on their historic achievement in finally winning from the Government of Belize recognition of their indigenous right to occupy land in Southern Belize. In the year 2000, the Government of the People’s United Party had signed with the Maya Peoples of Southern Belize a “Ten Points of Agreement” in which stated that: “The government recognizes that the Maya People have rights to lands and resources in southern Belize based on their long-standing use and occupancy.” This was followed in 2001 by an amendment to the Belize Constitution to specifically include “Belize’s indigenous people” among those whose identity, dignity and social and cultural values needed to be recognized and protected. The PUP looks forward to the final order from the Court that will give the enforceable stamp of judicial recognition to the rights of the indigenous Maya. We demand that the Government of Belize takes immediate and concrete steps to honor its commitment to enact appropriate legislation that will provide the mechanisms to give effect to the order of the court. Hon Francis Fonseca, Leader of the Opposition, commented: “The Opposition looks forward to working with the Maya Leaders on the new legislation and institutions that will be necessary to make real this historic victory of our ancient Maya in Belize.” A PUP Government would continue to work with the Maya people of Southern Belize to give full and meaningful effect to their indigenous rights.

PUP donates 14 tablets to Hattieville Government School teachers Hattieville, Belize District, April 23, 2015 In a short ceremony this afternoon, PUP Deputy Leader and Belize Rural Central Area Representative Hon. Dolores Balderamos Garcia handed over 14 Tablets and a Flash Drive containing 500 e-books including encyclopaedias to the Principal of Hattieville Government School Mrs. Batun. The tablets will be distributed to the teachers from Standard 1 to Standard 6 in an effort. The e-books which include material that is useful to their teaching curriculum will be shared among the teachers and can be accessed through the tablet. Attending the ceremony were Secretary General Myrtle Palacio, PUP Collet Standard Bearer Yasmin Shoman and Major (Retired) Lloyd Jones. The donation of these education tools marks the PUP’s commitment to revolutionising education through technology. The PUP, in its Education Agenda launched by Party Leader Hon. EDITORIAL Barrow, Where Have the Millions Gone?

T

here is a story which goes something like this. A proud mother went to see her son’s marching-out parade. As the parade passed on the street, all the soldiers were marching ‘left right’, ‘left right’. Her son was marching ‘right left’, ‘right left’. She said proudly, look! Only my son is marching correctly, all the others are marching wrong. This sums up the position Prime Minister Dean Barrow is adopting with his wrong-headed and unconstitutional Petrocaribe law. The figures, revealed so far, show that the Prime Minister had been illegally hoarding and spending from a fund of almost five hundred million dollars. There was a balance of one hundred and sixty-odd million in February this year. At that time he had already taken out two hundred and eighty six million without adhering to the Constitution and the Finance and Audit Reform law. He gave no detailed reports to the nation. He tabled no accounts of receipts and expenditures to show how the monies were used. There is something rotten going on. Each month some eight to twelve million dollars goes into the Petrocaribe funds. No Premier, Prime Minister, Legislative Council, elected House of Representatives or Senate has ever dared to secretly withdraw massive millions and set about spending it without proper detailed accounts and without the knowledge of the lawfully empowered organs of government. No country in the world has such a law. We agree that this is a bold faced action by a man who not only knows better but preached better. In office, his practice is the entire opposite. Just what is his motive to embark on this very dangerous and illegal activity? Can it be that it is- “I will be a third term Prime Minister come hell or high water?” Or is it that well-known refuge of petty tyrants seeking to accumulate huge fortunes from the national treasury? Wherever there are large sum of monies there are large crimes in the making. The Prime Minister has already committed several crimes under the 2010 Amendment to the Finance and Audit Reform law. It is this knowledge that panicked him into exposing his hand in November last year with his Petro Caribe Loan Motion. But one does not need to be an attorney to know a Motion is not a law. Confronted with this elementary revelation, the haughty one hastily rushed through a law on a Friday night. That law is now seeing the light of day. It is wrong headed and it is illegal. It speaks volumes on the character of the Prime Minister. Not only does he blatantly makes his law retroactive to September 2012 to over his criminality and secret abuse of two hundred and eight six million dollars, but his law removes all safeguards, parliamentary oversight and accountability so assiduously grounded in the Finance and Audit laws. The National Assembly which is our Parliament comprises two organs. The House of Representatives and the Senate. The House has two political parties. The PUP representing over forty- odd percent of the population and the UDP representing fifty- odd

percent. With his majority in the House, the Prime Minister gets away with improper behavior and conduct and can ride roughshod over the opposition under the guise of party politics. In the Senate, the situation is much different. There, the UDP has a slim majority and must conduct its business above party politics. For three Senators represent a huge cross section of important sectors in the society: the Churches, the Business Community and the Workers Unions. The debate on laws should be above the hurly burly of partisan conduct so pronounced in the House. While the Union Senator refused to cast a vote in one of the strangest and unfortunate Senatorial episodes, the Churches and the Chamber of Commerce were unequivocal in their opposition against the dangerous and unconstitutional Petrocaribe law. The National Trade Union Congress has since publicly corrected their stance and condemned the law. They intend to embark on consulting their members to further challenge the Prime Minister’s action. This is fitting, given that it was principally the Unions and social partners who strongly advocated for the Finance and Audit Reform law. The Prime Minister has betrayed them and shown exactly how he views them and their principled stand for good governance. As things stand three weeks after passage of Belize’s worst ever legislation, the Prime Minister has put himself above Parliament, above the Constitution and above the Courts. He has given himself unheard of power to spend five hundred million dollars without prior approval, with no accountability and without any limitations. The Chamber has come out publicly against the law. The National Trade Union Congress has done the same. The Council of Churches has voted against it. Most media and credible talk show hosts have condemned the law. Only the Prime Minister, his Cabinet, a few of their feeding friends including special lawyers, Dylan Reneau and someone name Jacquie Willoughby support the bad law and its outright attack on good governance and democracy. Mr. Barrow is like the lady at the passing out parade. Only he is right and everyone else in the society is wrong. This is not just stubbornness on the part of the Prime Minister. There has to be a real motive behind the hasty passage of such an outrageous law, involving five hundred million dollars. Of which, three hundred million dollars have been secretly taken out, spent, stolen and squandered. Done in defiance and violation of the Constitution and every regulatory oversight law of this country. Done without accountability and transparency. On top of all this the written contract, between Belize and the esteemed Hugo Chavez of Venezuela, Prime Minister Barrow has been violating the clear requirement that the funds be used to uplift the people of Belize. The Prime Minister is using some of the money to uplift his political campaign and in so doing he is subverting the democratic process as well. Mr. Prime Minister where have all those millions gone?

Cop charged for rape of 14 yr. old Continued from page 4 her a ride home and she got on the motorcycle, but instead of taking her home Casimiro allegedly took her by the sea behind the Finca Solana housing area where he had sexual intercourse with her against her will. The minor was taken to the hospital where she was examined and found to have been carnally known. She has identified PC Casimiro as the perpetrator and he was charged with rape. Checks carried out on Casimiro have revealed that he was under investigation for similar allegations seven years ago. In September 2008, a female person reported to the Police that she had been raped by Casimiro who was posted at the time as the officer in charge of the Spanish Lookout substation. The

Belize City, April 22, 2015 Prime Minister Dean Barrow is a facey man. Thinking he has Union leaders on “strings” the way he had the former NTUCB President, he has asked for a meeting with the National Trade Union Congress of Belize, but has reportedly demanded that Audrey Matura-Shepherd not be allowed to attend. Barrow wants to meet with Union leaders to scold them about their position on the Petrocaribe Loan Act, known as the Barrow Law. The NTUCB has condemned the law passed and approved in a rush on March 27th. It has agreed with the People’s United Party, the Chamber of Commerce and other activists that the law is retrograde and attempts to arbitrarily validate the Government’s wrongdoing – borrowing and spending millions of dollars without getting approval from the National Assembly. Barrow apparently wants an audience with the Union leaders to soften their position, but he doesn’t want the fiery Audrey there. He has a very serious problem. Audrey is not just a bystander in all of this. She is the President of the Christian Worker’s Union and also the elected 2nd Vice President of the NTUCB. How then could the NTUCB hold a meeting with the PM and leave Audrey out? Nonsense. In interviews with the media today, Audrey said that she believes the PM doesn’t want her there because he knows she would expose him and his bad law. Audrey also expressed concern about the attempts made to divide the Union leaders. Last week both Dylan Reneau and Jacqueline Willoughby (known UDP sympathizers) have interfered in the affairs of the NTUCB, in an attempt to attack Audrey and defend the spineless Union Senator Ray Davis who abstained from voting against the Bill instead of opposing. Both Reneau and Willoughby were loud proponents of the Finance and Audit Act back in 2005, so it is interesting to see them defending positions that endorse the UDP’s abuse of the law.

FIRED FOR MAJOR EMBEZZLEMENT Belize City, April 22, 2015 Nasley Sommerville, who has been at the center of an investigation into the fleecing of hundreds thousands of dollars from the Southern Regional Hospital’s Maternal and Child health program, was terminated by the Public Services Commission on Wednesday, April 22nd, 2015. Sommerville, who was the Administrator of the hospital, had been on suspension with half pay since October of 2013 when evidence of the missing monies was detected by the Auditor General. The Auditor General had conducted a surgical review of the Hospital and found that 189 cheques were disbursed improperly, leading to the embezzlement of over $366,000. The Auditor General also found that during the timespan in which the monies went missing, from January 2010 to September 2013, there was ZERO check and balance by anyone at the Ministry of

Health. The Ministry of Health’s Chief Executive Officer, Peter Allen, was asleep at the wheels and failed to carry out his duties of properly monitoring the accounts at the hospital. The CEO has also not requested that the Police carry out a criminal investigation into wrongdoing.

Cordel Shuts Down Mark King Belize City, April 22, 2015 The UDP losing candidate in Lake Independence Mark King should be investigated by the Police Department for being in possession of possible fraudulent land documents. King has a land title for block 45 of parcel 61 situated just behind the Charles Bartlett Hyde “Complex” building in the Lake Independence area. But like many, many instances of land fraud and hustling that have occurred under the UDP Government where land papers are issued for properties that already have owners, this land in question was already privately owned by a community group in Lake Independence. It was purchased by the Lake Independence Action Committee as far back as 2007 at a value of $20,000. Michael Reid In a meeting held in Los Angeles in October of 2013 with Belizeans in the Diaspora, Prime Minister Dean Barrow referred to the Ministry of Natural Resources as “another hotbed of corruption.” Interesting that he should have used the word “another” since just about every department in every ministry of this government is riddled by this “wrong and distasteful” way of conducting business. Just last week news broke of improprieties at the Treasury Department where certain employees had pilfered monies adding up to well over a half of million dollars. When confronted with the revelation, Mr. Barrow flippantly dismissed it as “just a few people doing this and that”. The Prime Minister is very good at what he does, but what he does is not a good thing. The man is well trained in the art of sophistry and can make serious transgressions seem trivial. Look how easily he was able to downplay the egregious actions of Elvin Penner, predicting from the very start that nothing would come of it. “Factual guilt and not criminal guilt” was how he explained it and true to word, Penner walked free and is still laughing all the way to the bank. Then there was Edmund Castro, who twice was fired from a post that he never held; the first time for reportedly involving himself in land scams. We were told by the Prime Minister, and this is continually repeated in the media, that both Penner and Castro were fired from Cabinet as a consequence of their transgressions. Notwithstanding that Section 44 of the Constitution of Belize specifically states that a Minister of State “… shall not be a member of Cabinet but may attend Cabinet meetings upon the invitation of the Prime Minister.” Both Penner and Castro were Ministers of State and therefore not members of Cabinet. To fire them from a position that they never held is no punishment at all. While corruption runs rampant and remains unchecked throughout government, the place where it ap-

pears most prevalent is in the Lands Department. We hear constant complaints from individuals who, thinking they own land and who religiously pay their taxes, find that someone else has been given a title to said same piece of land. The Pickwoods are still in court fighting for their land after it was sold under questionable circumstances to no less than the son and mother of the former CEO of the Lands Department. Every so often when a scandal breaks and some fraudulent case gets exposed, we hear about things being done to correct the problems but things just get increasingly worse. In April of 2014, three senior employees of the Lands Department came under scrutiny and were supposedly set to be fired. That is of course, until it was learned that two to them were actually nephews of the Minister of Lands himself. Interestingly enough, during the

What is most interesting is that at a press conference shortly after getting elected in 2008, Prime Minister Dean Barrow informed Belizeans that this very Gasper Vega would be preparing “a register of the most flagrant instances of the corruption that took place, especially in the last days, and we will proceed thereafter, to – where anything that was on the face of it wrong, and we have the legal means to do so – revoke leases and licenses, and where titles have been given, to compulsorily acquire prop-

I guess we need to start praying. There have been times when the lands given to cronies and family members of politicians are found to fall within reserved areas. This was the case with some land in Placencia that was sold for a mere pittance and when public pressure mounted, the government took back the land and paid the holder market value. This is a regular occurrence and is not only utter stupidity but it is a blatant abuse of public funds. One has to wonder if these people don’t know what they are doing in the first place. Could this not be just a way to funnel public money to cronies and family members? Why not give back just the money that is initially paid or better yet, make whichever public official it was that brokered the deal reimburse the money as a form of penalty for his misdeed. Bet they would think twice about running the same game again! It is time for some serious address to corruption on a whole but in particular to on-goings there at the Lands Department. I believe we should all heed Mark King’s advice when he warned us to get ready because it won’t be the government coming for your land, it will be the owner to whom they sell it. How long before they come for your piece of paradise?

THINK ABOUT IT MOSE VS. MICHAELRETRO ROUNDS Since September 2012 the Prime Minister has been secretly using millions upon millions of dollars from monies out of a Petro Caribe fund. The total up to February 2015 has been a whopping $286 million. All of this is unconstitutional (Section 114 of the Constitution) and a criminal offence (Section 24, Finance and Audit Reform Act of 2010). Caught with his pants down, the Prime Minister hastily passed a law one night on Friday 27 March 2015 to do two major things. The law is trying to legalize the Prime Minister’s illegal actions in secretly taking out millions of dollars over two years without following ANY of the procedures required by law. The second thing the new law does is to allow the Prime Minister to continue to take out millions without getting prior approval of the National Assembly. Under his new law, the Prime Minister can take out any amount any time for any purpose and there can be no limitations on what he does. Weird but true. The Prime Minister MAY use some of the millions for capital projects, community projects and to help the poor. He MAY, the law does not say he SHALL. Yes, it is weird but it is true. It is unlawful but he has now tried to make it lawful. It is a criminal offence but he is hoping he has decriminalized his behavior with his new law. Since 2012, each time he took out money he committed a criminal offence. The law is called the Retro-Caribe Loan Act. Not Petro-Caribe. Retro means retrograde, going backwards, taking the country back way. It’s like the nation has been sodomized, gang-raped by the Prime Minister and his Cabinet. As Belizeans begin to understand the enormity of what has been done they are becoming outraged. Sensing this groundswell of antagonism the Prime Minister sent forth Michael Young to defend something that cannot be defended. Michael Young is not a member of the House or the Senate. He is not a public officer or public official. He is a crony of the Prime Minister who pays him millions to do legal work for BEL and BWS, even though there are ten government lawyers at the Solicitor General’s office. Mr. Young sees wrong when it is the P.U.P. He sees no wrong when it is the U.D.P. Having no official status Mr. Young still decided to go on public TV to help the Prime Minister cover up his illegal and criminal behavior. It is not known how much he will be paid to make a fool of himself but lawyers don’t do foolish things for free. Mr. Young turned up on Love FM on Monday morning. For support he had the Financial Secretary with him. The Financial Secretary, a public officer, should never be instructed to go on political shows where his integrity is a cover for wrong doing and illegal behavior of the government. But Michael Young doesn’t care about that. Mr. Young could not roll- over the hosts at Love FM. He did get in his point of view. Incredibly, he says nothing is wrong with the law. He deliberately makes no mention of the criminal sanctions, the immoral actions and the repeated violations since September 2012. He stuck to three or four legal technicalities. On Tuesday morning, Mr. Young turned up on Krem TV. The government has several Ministers and Senators who could have

been instructed to represent the Retro law, but no, Mr. Young wants to go ten rounds on Krem. Round one - Young in red trunks, he comes out jumping. He puts up his left and his right. He is getting ready to throw a jab - bam! - Mose lands an upper-cut. Young drops flat on his fat butt. Camera zooms in. He looks dazed, his eyes look like dollar signs fading. He is saved by the bell. Rounds 2 and 3 - Young throws a punch and another. He misses his target, he looks frustrated. He takes a barrage of left and right body punches from Mose. He looks weak and tired. Rounds 4 and 5 - Young doesn’t want to come to the middle of the ring. Mose is there, relaxed and in control. Like Mayweather he signals Young to throw his best punches. Young ask the Financial Secretary to help. Financial Secretary says I am not wearing the gloves. I am a side man in between rounds. Rounds 6 and 7 - Young throw a Moma punch, another Moma, keeps missing. The crowds are laughing. He swings widely, stumbles, fall and knocks his head. Saved by the bell, he crawls back to his corner. Rounds 8 and 9 - The referee wants to stop the fight. Young is the shitenness fighter to enter the Krem ring. He is quarrelling with his coach and water man. He comes out and tries to clinch. Mose is not having any of that. India tells Young that he is not transparent. Fight like a man that is what you getting paid for. Young curses under his breath. Damn it, I never look so humiliated in all my life. Round 10 - Camera shows Young’s face. Lying lips burst. Blood from the nose. Swelling over both dollar sign eyes. Swollen jaws. Whole face puffy from the torrent of punches. Mouth appeared twisted. Avoiding Mose. Running around the ring rather than fight like a man. Running until the bell rings. In a brief interview outside the Krem Velodrome, Young told the media the referee was biased. He said he threw plenty punches and thought he was ahead in a number of rounds. He said he couldn’t understand how the judge ruled it a unanimous decision. He accepted that he was knocked down in the eighth out of ten rounds but said he wasn’t knocked out. He said he knew the people on the Southside had never liked him so he wasn’t surprised at their hostility. He didn’t confirm if Sharon Pitts threw an egg at his face. He conceded he didn’t practice for the level of fight performed by Mose, but he won’t do a rematch. Asked if his next fight would be Louis Wade, the Champion of Belmopan, he said it was up his boss who is well known to be a mean and petty person who holds grudge. Asked if he would tackle Dickie on a Monday night primetime, he uttered what sounded like an expletive and hurried off in the direction of Medical Associates for medication for internal bleeding, badly wounded pride and exposure to public shame and disgrace. As he drove off Miss Helen by a zinc fence uttered, “dah boy come from good family, a kyant andastand why he mess with the shameful Retrograde crew.” It must be the millions Miss Helen. WHAT U GONNA DO? “The National Trade Union Congress of Belize WISHES TO STATE CATEGORICALLY that we contend that this new law flies in the

face of ALL we stand for regarding the fiscal management of Belize’s resources. “The NTUCB… contends that neither should any law passed to facilitate loans be in contravention of our Constitution and the Finance and Audit (Reform) Act (a legitimate offspring of the NTUCB) nor should the power of Parliament be used to confirm, validate and legitimate such violations!!” Well brothers and sisters in the public service, teachers, managers, nurses, Christian workers unions, the Government has gone ahead and spit in your face and passed exactly such a law. What you gonna do about it? ANTS An ant came out from a corner, walking around, presumably looking for food. A dead woodlice was not far away. Eventually, the ant came across the woodlice. After checking and rechecking on the woodlice, the ant moved away, moving energetically. She must have been sending out signals for other ants to come. Like the equivalent of calling on her cellphone. She did not wait for other ants. First she dragged the woodlice. Then she lifted up the woodlice and started carrying it towards the corner she came from. Soon other ants appeared. Everyone started helping in carrying the woodlice. Ants do this all the time. They come across a cock-roach or piece of food.They don’t stop and eat their belly-full. They don’t stuff their pockets with food for themselves. They go in search of other ants to alert them of food so everyone can benefit. This is a lesson from ants to humans. It is not about an individual. It is about all of us. It is not about me. It is about we. Ants are not lazy. They are always working. The Bible, the book with the most amount of wisdom and wonderful advice says, “Look to the ant, thou sluggard.” Meaning, learn how to cooperate with one another and don’t be lazy. HALF MILLION STOLEN It is the amount as well as where it happened that is alarming. The Treasury Department has become a crime scene. Reports, muddy and confusing, is that possibly five hundred thousand dollars have been pilfered at theTreasury Department. Treasury is located physically on the first floor of the Central Bank building. Both are the responsibility of the Prime Minister who along with rookie Minister, Santi Castillo, are the Ministers of Finance. A situation similar to Godwin Hulse and Elvin Penner- two Immigration Ministers. None are responsible when anything goes wrong. Public officers tell us that since becoming Prime Minister and Minister of Finance in 2008, there have been no reforms or improvements at any of the departments under the Prime Minister’s portfolio. The Prime Minister, it is alleged, used the Financial Intelligence Unit to get information on his opponent’s bank account figures. But in terms of seeking to make government a better functioning machinery he showed no interest and has done nothing. The nation’s monies are kept at the Treasury and Central Bank but the Prime Minister has never once asked for a review of all physical security, accounting procedures review, or any regulatory improvements. The Customs is a convenient example. Customs is the portfolio responsibility of the Prime Minister. This is where the biggest amounts of stealing and hustling take place. It is where government loses millions of dollars in revenues each month. For eight years there has been not one single strengthening

or improvement in its old colonial ways of doing business. Readers can remember earlier in the Prime Minister’s early “leadership” days how dozens of containers stacked with methamphetamine were passing through customs in open, broad-daylight transit. It was the US Drug Enforcement Agents who blew that one. A known UDP crony with a history of con-artistry was publicly fingered. His name was the “importer” on the documents. Nothing came out of it. Although that scandalous event should have triggered alarm bells, the Prime Minister ignored the warning and focused on his press conferences. The stealing and robbery of the revenues continued unabated. Every crooked importer in Belize can save huge amounts of cash by avoiding payment of custom duties. This also allows them to make a killing as their profits soar by selling items for which they pay little or no taxes on. Eight years of raking in millions this way. No wonder they live like little Caesars. No wonder they support the Prime Minister. He has made them all rich. Just imagine the possibilities with Petro Caribe monies. Three hundred million has gone, quietly and secretly since September 2012 to February 2015. No public tenders. No invoices. No list of labor and material costs. No records to be audited. Belizeans see them transforming from a jack to a king. The transformation continues. QUESTIONABLE FIGURES In a research for his presentation on the despicable Petro Caribe law, Senator Anthony Sylvester came across statements in the Auditor General’s report showing that the Accountant General’s figures were not reconciling with the figures from the Central Bank. It is imperative, for good governance and for confidence that the Central Bank clears up this matter. There is a growing suspicion as to why the corrupt UDP government is putting Petro Caribe millions in the Central Bank. The Constitution requires that public funds be in the Consolidated Revenue Fund. The suspicion is strengthened when the Prime Minister has passed a new Petro Caribe law specifically stating the monies can be put in Central Bank. Remember the government allowed the Mayor to “spend” twenty million dollars without any tendering or accounting procedures, and that “special vehicles” like B.I.L and so-called National Bank were created to function outside proper accountable institutions, employees at the Central Bank need to protect their reputation and themselves from when the day of reckoning arrives. For surely such a day cometh. On that day the Prime Minister and the First Lady will be basking on the beach in Miami. It’s the poor suckers left behind who will be facing the investigators. RISPERDAL Someone, a high official, in the Ministry of Health is lying to the country. As at Wednesday 22nd April when someone went to the Clinic for Risperdal for her daughter, she was told the Clinic is still without that medicine and has no other similar type for bipolar or mental depression. This is such a shame that the mentally ill cannot get their medication. Several other important medications continue to be short at the government hospitals and clinic. Liars.

Erwin Contreras gives high school a bounced cheque Belize City, April 23, 2015 UDP representative for Cayo West may be one of the UDP’s most wealthy do-nothing politicians, but he was caught up in a suspicious case of possible fraud when a cheque with his name was used to pay a high school in Benque Viejo del Carmen, but it bounced. Last year, Contreras had attended the Mopan Technical High School graduation ceremony and promised that he would purchase and donate a Risograph printer for the school. Well, one year has passed and not even an ink came through as donation. But with early elections coming, and since another graduation is coming up and expecting an invitation, Contreras’ office submitted a post-dated Belize Bank cheque to the school for $8000. But the cheque has been as good as nothing. When the school tried to use the cheque, it was rejected by the bank because the account did not have the adequate funds. The staff and students of the high school are all aware of the stunt being pulled by the UDP politician who has been representative for so long that he acts as if he owns the area.

Apart from the double killing in Ladyville, there was another murder in Belize City which similarly has little explanation. On Friday, April 17th, Vern Magdaleno was shot at close range as he sat in his Mazda car next to his wife and teenaged daughter. Magdaleno had returned to his vehicle after stopping on Faber’s Road Extension to purchase goods at a store. Upon entering the car, a male person rode next to the driver’s side and fired a single fatal gunshot at him. Magdaleno’s family has said that they have no idea why he would be targeted in such manner. Earlier that night, there was a spate of shootings in Belize City which injured three persons. The first occurred on Curl Thompson Street. 50-year-old Windy Lambey reported to the Police that about 7:30p.m. while she was at home watching television with family members she heard several sounds of gunshots coming from direction of her veranda and noticed that her 18 year old son

Leshawn Usher and his 17 year old friend Aaron Munnings were running from an armed gunman. The assailant fired shots which injured Munnings on his face and Usher on both legs. The armed person ran away fortunately and Usher and Munnings were taken to the Karl Heusner Memorial Hospital for treatment. The other shooting took place on Magazine Road. There, 18 year old Nissane Usher was shot by “stray bullets” as she stood on the sidewalk with some of her friends. On Saturday, April 18, 34 year old Levar Taylor and a 14 year old female minor were shot by an unknown gunman who rode past them on a motorcycle around 10:20pm. Taylor was shot on his left shoulder while the minor suffered an injury to her leg. Early Sunday morning, 41 year old Kent Cole was said he was walking on Cemetery Road around 5:30am when a green Mazda SUV approached and a male person fired shots at him. Cole was shot on his upper arm and received treatment at the Karl Heusner Memorial Hospital.
