SUGAR: SOLIDIFYING THE INDUSTRY

(FAIRNESS TO FARMERS … STRENGTHENING THE INDUSTRY)

The Government of Belize is making big steps to strengthen the sugar industry by implementing new regulations. These new regulations will bring about fairness for farmers, greater accountability from BSI/ASR and a stronger sugar industry.

Statutory Instrument #62 of 2023 will be tabled in the House of Representatives on May 19, 2023 in Belmopan. This legal instrument will now allow for BSI/ASR to be required to disclose the amount of sugar that they market, the amount of certified sugar that is contracted and marketed, and any premiums or benefits due to certified producers, from the volumes of sugar cane produced and delivered.

Minister of Agriculture, Jose Abelardo Mai, provided comment on the new regulations: “this regulation protects them (BSI/ASR) and it protects the farmers. It protects them from doing unethical things; you can’t take the farmers’ sugar, sell it and not pay them. If we continue to do things like this, we will end up in the bad books. The farmers are going to Amnesty International because they are still owed monies from last year. This will look bad on BSI/ASR and on the country. We cannot allow that to happen. So, this regulation protects the industry, more importantly.”

The good news for the farmers is that the new regulations will prevent the 2022 case of non-payment from reoccurring. Back in 2022, the Belize Sugar Cane Farmers Association members did not receive their monies for that year, even though their sugar was being sold with Fairtrade premiums. At that time, BSI/ ASR rebelled and had refused to disclose to the association, the volumes of sugar sold with Fairtade premiums.

When the PUP Area Representatives go to the House Meeting on Friday, May 19, the new SI will be tabled; not for debate, not for negotiations, and not for a vote. It will be tabled so the farmers can reap the benefits of their blood, sweat and tears invested in the canefields.

• Cabinet continued the discussion on ways to address the rising cost of living. It was requested that the Minister of Agriculture convenes a meeting with importers and suppliers to discuss ways to reduce the cost of major food items as well as inputs used to produce locally made food products and to propose recommendations to reduce the cost of living for Cabinet’s consideration.

• After a full discussion on the sugar industry and the revelation that for two years the Belize Sugar Cane Farmers Association (BSCFA) had not benefited from premiums derived from fair trade, Cabinet approved BZ$1 million in subsidies for the association to be used for fertilizer to improve crop yield.

• Cabinet requested that the Financial Secretary instruct the Belize Tax Services Limited to check into businesses that continue to charge tax on feminine products. These became GST-exempt effective 1st April with a grace period of one month for products that were already in stock to be depleted. Cabinet continued the discussion on the establishment of the Belize Government Lotteries Ltd., a government-owned company, and approved the introduction of amendments to the Lotteries Act to accommodate for government to sell lotteries nationwide. These amendments will be introduced at the next sitting of the House of Representatives scheduled for 19th May 2023.

• Cabinet gave its approval for the Minister of Blue Economy and Civil Aviation to sign a memorandum of understanding on Deepening Blue Economy Cooperation with the Government of Barbados, through its Ministry of Environment and National Beautification, Green and Blue Economy. The MOU will strengthen the knowledge capacity in the blue economy, broaden and expand relations between the extensive scientific and technological communities, and strengthen cooperation between both countries in areas of mutual benefit.

• Finally, Cabinet gave its recommendation on several legislative amendments to be tabled at Friday’s sitting of the House of Representatives.

On May 12, 2023, Prime Minister Hon. John Briceño led Belize’s delegation at the IX Summit of the Association of Caribbean States (ACS) held in Antigua, Guatemala.

The summit was held under the theme, “Innovating integration through the sustainable development of the Greater Caribbean.” It was preceded by Senior Officials and Ministerial meetings.

The Delegations deliberated on themes such as strengthening and developing collective capacities of the Greater Caribbean, promoting the sustainable development of the Caribbean Sea, post-COVID-19 recovery, and revitalizing, and strengthening the ACS. The summit concluded with the adoption of the Declaration of Antigua.

In his remarks, Prime Minister Briceño encouraged the ACS “to remain relevant and viable” amidst global challenges and to refocus on the organization’s roots - the sustainable development of the Caribbean Sea.

Prime Minister Briceño also held bilateral meetings with H.E. Dr. Alejandro Giammattei Falla, President of the Republic of Guatemala, as well as with leaders of the delegations of ACS observer nations, who were present, to discuss matters of mutual interest. These included the United Arab Emirates, the Republic of Korea, Slovenia, Spain, and Saudi Arabia.

Fairtrade is a global movement represented by the Fairtrade Foundation. It works with farming co-operatives, businesses, and governments to make trade fair. It requires companies to pay sustainable prices that must never be below the current market prices. This ensures that vulnerable communities, farmers, and producers not only get better prices but are also able to improve their working conditions and sustainability. There are social, environmental, and economic benefits to be had from the premium prices that are paid for Fairtrade-certified products. These premium prices are over and above the Fairtrade price and this extra payment is reinvested into the communal funds for workers to use as they may need for improvement of quality of their lives.

In fact, Fairtrade envisions a world based on fairness and where producers can earn secure and sustainable livelihoods. So that purchasing fairtrade products helps to end the exploitation of farmers and workers by guaranteeing fair prices and through the premium prices that are then reinvested into housing and education grants, farm improvements, and school allotments as well as improvements of social, economic, and environmental welfare. This week, ASR mistakenly took out the fidget spinner instead of the spin doctor. William Neal was missed, while the spokesperson for the miller half-heartedly tried to convince himself that they had nothing to hide. It was obvious that they are chafing under the new Statutory Instrument that now forces them to disclose just how much sugar they sell at premium Fairtrade prices. The reason, Hon Jose Abelardo Mai explains, is that simply the farmers need to know how much Fairtrade premium is due to them. That premium is paid to the farmers at the point of export to guarantee that they will receive the agreed price promised. Therefore, all the reports that the miller makes, to all the authorities are all fine and dandy, but those reports have nothing to prove as to the quantity of Fairtrade sugar sold.

ASR/BSI is trying to deflect from the real issue at hand claiming they are being unfairly targeted and burdened by bureaucracy no other business entity is subjected to. We take the time to remind them that indeed they have also been given perks enshrined within the law, they are guaranteed tax exemptions and duty concessions to compete against the small sugar cane farmer in this country that have no access to these advantages. ASR/BSI has nothing to fear from doing the ethical thing. Report the exports and sales of the premium Fairtrade sugar and let the farmers collect the money due to them. The refusal, the denial to do what is right for the small farmers, and the taking away of their opportunities to better their lot signify that even shame has eluded them and thus ASR/BSI simply is left with nothing to lose.

Belize Praised Internationally for Religious Freedom

Our little ‘Jewel’ Belize has again received another glowing review from the US State Department which shows in the 2022 International Religious Freedom Report. The report is done annually, and the purpose is to review in detail the status of religious freedom in every country. This year the Belizean Government was highlighted due to its decision to establish a ministry dedicated to dialogue with the religious communities.

The report states that Prime Minister Briceño stated, “There was a need for the new office to improve government communication with all religious groups, including non-Christian ones.”

As well in the report, there were no instances of discrimination against any religious groups by the government.

Hon. Usher, “We have always been an inclusive open religious tolerant country and that’s something, that we should be proud of, we are welcoming in terms of different beliefs, Christians, and non-Christian’s beliefs. So, I think it’s very important for us to be acknowledged by the US State Department in this report.”

Minister of Religious Affairs, Hon. Usher, says the positive remarks speak to the government’s effort to respect the rights of all Belizean despite ethnicity, sex, race, or religious belief. The report examined Belize’s religious demography, legal framework, government practices, and the status of societal respect for religious freedom as well as the U.S. government policy and engagement.

But the goal was to achieve a space where the various religious entities and non-Christians to be able to dialogue with the government and discuss issues that may affect them or vice-versa.

On May 11, 2023, the Orange Walk Police Formation received a much-needed upgrade to its fleet of vehicles.

Prime Minister John Briceño handed over the keys to a brand new pick-up truck and two radios to the Commissioner of Police, Chester Williams.

Both Prime Minister Briceño and ComPol Williams stress the importance of improving the police’s mobility.

Prime Minister Briceño, “As you know that the police need to be mobile to be able to give the protection that our citizens expect from the Police Department. Today we are handing over this vehicle, and along with that we are also handing over two radios that my office is also donating to the police department.”

He went on the state, “Communication is important, mobility is important policing is not just being here at the station but to be out in the fields, and in some instances walking in the neighborhoods but at the same time be able to respond very quickly and that’s what our government is trying to do working along with the police to provide a better service and have our citizen feel safer.”

As a consequence, we are going to seek the advice of the Belize Broadcasting Authority as to their further involvement in providing guidelines and regulations for media coverage in instances such as these.

This is a partnership with Belize Electricity Limited which will be operating and managing the system. Director Cobb goes on to share, “One of the benefits of partnering with BEL is that the resident on Indian Creek will be able to enjoy power at the national rate.

Belize Hosts National Workshop on Time Release Study

On May 15, 2023, the Directorate General for Foreign Trade and the Belize Customs and Excise Department, co-chairs of the National Committee on Trade Facilitation (NCTF), launched a National Sensitization Workshop on a Time Release Study (TRS) for Belize with technical support from the World Customs Organization (WCO). This event will take place from May 15 to 19 at the Customs and Excise Department conference room in Belize City.

For context back on September 2, 2015, Belize ratified the World Trade Organization (WTO) Trade Facilitation Agreement and has since established its implementation coordinating body (the NCTF) and developed its National Trade Facilitation Implementation Roadmap. In compliance with the WTO Trade Facilitation Agreement, members are required to periodically measure and publish average release times for goods in a consistent manner, using tools such as the TRS developed by the WCO.

government, there are benefits to be derived for the customs administration and for the stakeholders and even the end consumer. So, we are talking about efficiency in terms of how goods move with efficacy through the border, efficiency, the effectiveness, seamlessly. And that contributes to economic activities. So, if you understand economics –economics 101 – we like to say the faster goods get to market the more profitable business will be.”

The national workshop will build the capacity of the Customs Department and other regulatory border agencies to conduct Time Release Studies. The first two days will provide invited guests and participants of the TRS Working Group with an

overview of (i) the status of the TRS Project and the work completed in 2018; (ii) the WCO facilitation instruments and tools; (iii) the TRS methodology; and (iv) Belize’s reform and modernization initiatives. Subsequent days will be dedicated working group sessions focusing on the application of the WCO TRS software, the TRS process mapping, the analysis, and reporting writing. The key outputs from the workshop will be to finalize the scope of the TRS, revise business process maps and the action plan, and formalize a TRS Working Group.

Estella Leslie, Comptroller, Customs & Excise Department, “We have always been called upon to speed up the process in how we do

business because like I explained in my opening remarks, time is money for the importers and the trading community. So, this study will map the time, the actual time it takes from the time the goods enter until it is cleared by customs. Bear in mind that I spoke to us having ASYCUDA World that has improved our performance greatly, but customs is not the only entity engaged in the clearance process. We also have the ports, we have the shipping agencies, the customs brokers – so all these people play a vital role in the entire process. So, this time-release study will take all of that into consideration and map the time that each entity takes and the amount of documentation that is required so that we know exactly where there are any holes in the system so that we could find ways to improve on our efficiency and effectiveness.”

The TRS is an important tool for Belize since it will identify the physical release time of goods. Additionally, it will provide guidance to the NCTF to take the necessary measures to improve the effectiveness and efficiency of border procedures. It will also provide evidence-based information to the international community on Belize’s performance capacity, which is useful for policymakers and investors.

The workshop is made possible through funding from the Government of Belize and the Caribbean Development Bank.

RESUMPTION OF ANNUAL SALARY INCREMENTS - 2023

On May 12, 2023, a Ministry of Finance Circular ‘MINISTRY OF FINANCE CIRCULAR NO. 2 OF 2023’ was published on the Public Service Union of Belize Facebook page.

The release states in its full, “Under the provisions of Statutory Instrument No. 48 of 2023, Belize Constitution (Public Service Emoluments and Allowances) (Reduction) (Amendment) Regulations copy attached for ease of reference) the payment of annual Salary Increments resumes with effect from the 1st of April 2023.

In that regard, qualifying officers are required to submit duly completed Performance Appraisal Report Forms for the payment of one incre-

ment with effect from their respective incremental date.

This is submitted for necessary action.”

It was signed by the Financial Secretary Joseph Waight. This serves as a notice to public officers that the annual salary increment is in effect as of April 1, 2023, qualifying officers would have to submit completed performance appraisal report forms for the payment of one increment from their respective incremental date.

Last week, Minister Henry Charles Usher, along with staff from his ministry accompanied PSU President Dean Flowers and members of the Belmopan PSU Branch on a tour of several offices in Belmopan.

On May, 16, 2023 - A special education delegation from the Ministry of Education, Culture, Science, and Technology made a 3,000-mile trip to a school district in Windsor County in upstate New York. The partnership came to be when Prime Minister Hon. John Briceño and the Minister of Education met with a former Windsor Board of Education member during a visit to the embassy in Washington, D.C. in 2022.

PLANBELIZE: DEVELOPMENT BEYOND ECONOMICS

The PlanBelize theme, “Everybody fi Win”, has been scoffed at, ridiculed, and criticized. For many, however, it is a catchy slogan for the People’s United Party (PUP), and it was not a gimmick in any way, shape or form. A gimmick would be the current happenings within the opposition.

The great achievements under this administration are nothing short of amazing. The jewel has been turned around economically in record time, despite the mess and deep waters that the previous government left behind. There is the question, however, in terms of what role the macro policy successes of the PUP play in the lives of the common man and women? Does the great macroeconomic framework connect to the micro level and its social policy design in creating social safety nets and social protection?

“Everybody fi Win” means the PUP returning to its founding principles and philosophy of social justice, embedded in the Encyclical Letter of His Holiness Pope Paul VI, on the Development of Peoples, Populorum Progressio. His letter spoke on, “The development of peoples, who are making very great efforts to free themselves from the hardship of hunger, poverty, endemic diseases, and ignorance, who are seeking a more bountiful share in the benefits flowing from civilization and demanding that greater value is in fact set upon their qualities as human beings, and who are constantly giving their attention to greater growth, was embraced in the Papal social justice doctrine.”

Erwin Contreras, Minister for Economic Development, Petroleum, Investment, Trade and Commerce under the United Democratic Party (U.D.P), signed in March 2016, the Growth and Sustainable Development Strategy (GSDS) 2016-2019. The strategy encompassed and reflected “a whole-system approach, and acknowledging increasing prosperity, eradication of poverty, improving social cohesion, caring for our natural resources, and securing peace and Justice for all Belizeans as inter-connected goals. Under the U.D.P. several social assistance programs existed: Building Opportunities for Our Social Transformation (BOOST), which conferred benefits to households or individuals who qualified; The Food Pantry Program, which allowed low-income families to purchase groceries at government-subsidized cost; The Community Action for Public Safety (CAPS) Project, a three-year intervention targeted at reducing youth involvement in crime; The Youth and Community Transformation Project, a five-year Project ( launched in 2013 ), aiming to reduce the vulnerability of children and youth to crime and gang. These social programs became the greatest hustle for the red hydra’s regime and a sinkhole in the people’s purse.

A Panamanian Advisor to social policy in the region cited “errors of exclusion and errors of inclusion” for the failures of the U.D.P. social programs. The neediest of the needy and the poorest of the poor were left off the programs, whilst the UDP Barrowcudas and gutter snipers leeched off the backs of the poor, the marginalized, and the downtrodden masses.

The super majority victory at the polls in November 2020 has turned things around. There has been continuing economic growth, a reduction in unemployment, and poverty. Additionally, there has been the expansion of the National Health Insurance (NHI) program, the Southside free education pilot program which has expanded to Schools down south, and the single mother’s home and grocery bag programs are all part and parcel of the rebuilding of the social infrastructure by the PUP Government and the John Briceño led administration; a paradigm shift from the incompetent and corrupt Barrow Government.

The social fabric of our society has been repaired through an integrated policy framework that links macroeconomic policy with social policies and creates the social effects of economic policy. That “whole-system approach “preached by Contreras was overcome by UDP inertia. The cadre of economic experts under the PUP understands that monetary, fiscal, and exchange rate policies must be complemented with structural reform resulting in major consequences for the social well-being of Belizean society.

Clearly, the PlanBelize theme, “Everybody Fi Win” has and continues to serve the common man and women, touching their lives through employment, educational, and business (MSMEs) opportunities. This Peoples United Party Government understands that there can never be true development without the development of people. It is a development beyond economics. The government of the people by the people.

BELIZE SOCIAL INVESTMENT FUND III PROJECT INVITATION FOR BIDS Amendment and Republication of the notice published on March 24th,2023

The Government of Belize (GOBZ) has received financing from the Caribbean Development Bank (CDB) in an amount equivalent to USD$10,000,000 towards the cost of the Belize Social Investment Fund III Project and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. Payment by CDB will be made only at the request of (GOBZ) and upon approval by CDB, and will be subject, in all respects, to the terms and conditions of the Financing Agreement. The Financing Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than (GOBZ) shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Project is being implemented by the Ministry of Economic Development through the Belize Social Investment Fund (BSIF). BSIF has contracted Consultants who will assist with delivering the project.

BSIF now invites sealed bids from eligible bidders for the Completion of the Corazon Creek Technical High School Building, Corazon Creek Village, Toledo District, Belize. The works include, but are not limited to the following:

The proposed scope includes the construction of a two storey ferro-concrete building measuring 164’-11” long by 42’-2” wide complete with eight (8) classrooms, two (2) administrative spaces, two (2) male and female students’ bathrooms, two (2) male and female teachers’ lavatories, storage spaces and an access ramp up to the ground floor of the building to accommodate users with disabilities.

Works shall include but not be limited to the following activities: proposed compacted backfill to existing foundation; construction of reinforced concrete ground floor and upper floor slabs; construction of masonry walls; construction of reinforced concrete columns and beams; construction of a reinforced concrete roof; construction of concrete staircases; application of concrete rendering; construction of ceilings; installation of windows and doors; installation of electrical, plumbing, water supply and wastewater systems; application of surface finishes; and the undertaking of landscaping activities. Adherence to the contract’s environmental and safety protocols during construction is of paramount importance.

Consideration will be limited to firms or joint ventures of firms, which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either: (a) more than 50% beneficially owned by a citizen or citizens and/or a bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country and otherwise meets the eligibility requirements of the CDB Guidelines for Procurement (2006).

All countries are Eligible.

Eligible bidders will be required to submit full qualification information with their bids establishing their eligibility to bid and qualification to perform the contract if the bid is accepted. Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents. Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Qualification requirements include, inter alia:

(a) an average annual turnover (defined as certified payments received for works in progress or completed) within the last 5 years of at least One Million Four Hundred Thousand Belize Dollars (BZ$1,400,000.00) (US$700,000.00)

(b) a demonstrable cash flow (including access to credit) for One Hundred Fifty Thousand Belize Dollars (BZ$150,000.00) (US$75,000.00)

(c) experience as a prime contractor, joint venture member, management contractor, or subcontractor, of at least four (4) assignments of a nature, scope and complexity comparable to the proposed project activity within the last five (5) years (to comply with this requirement, works quoted should be at least 80 percent complete).

Don't Tax My Femininity Campaign

During the 2023/2024 budget presentation, Prime Minister Hon. John Briceño rose in the House of Representatives and stated, "Effective the 1st of April all taxes will be removed from sanitary products for women. It is past time that we put an end to taxing women's femininity something she contributed to young Seidi Quetzal, who is running a campaign ‘Don’t Tax My Femininity’.”

This is a great accomplishment for the government in alleviating a form of tax levied on sanitary feminine products in Belize one way of making every dollar count.

The question was posed to the Financial Secretary Joseph Waight if the government can remove taxes completely from Sanitary Feminine Products in Belize.

He answered, “There are several taxes. The easy one which we already signed the S.I. to remove is the GST so that when it comes to import duty, we belong to Caricom we belong to the Carom external tariff. We'd have to get a waiver from quota I understand the waiver quoted I understand the waiver has been

applied for and is being looked at favourably."

The government stress that customer should always request a receipt and should there be any discrepancy contact the price control unit. This comes from a recent investigative piece done by media personnel Cherisse Halsall of Channel 7 News.

Dear Editor, I write to say kudos to Hon. Anthony Mahler and the Belize Tourism Board for bringing back the Under-13 Mundialito football tournament. This tournament is engaging over 300 young Belizeans who would otherwise be doing something idle.

This project is the investment we should be seeing all over Belize. I know it will take time for every district to have a least one, but this goes to show when you make the right investment magic happens.

It is good to see the kids and adults use the field again the coming together of a community and communities by default. Nation-building is truly for giants as the right Hon. George Price would say.

suspended when GOB removed it from the list of essential services and now again when The Lotteries Committee informed the public that BGGL’s exclusive license was to be revoked effective May 2, 2023, due to the fact that there were substantial breaches of service in the contract, in other words, BGGL was not living up to its responsibilities as stipulated in the signed contract. Revenues generated were not being properly checked and balanced.

Boledo desperately needed new regulations. Belizeans went into an allout social media frenzy in both instances. It was evident from all the comments and memes posted online that many people did not read the release in its entirety, or they deliberately chose to spread misinformation. The rumour mills were spinning “No Boledo”.

Even the local news station’s vox pop were misleading, the interviewing journalist at no point during the short interviews corrected the misinterpretation of the public who mostly repeated the same rumour, GOB stopped Boledo.

My people, the Government has simply, temporarily suspended the Boledo whilst they are working on alternate arrangements and standards that will benefit the public and ensure that the income/revenues generated from the Boledo sales will be used to fund the much-needed healthcare costs for Belizeans.

So Belizeans, continue dreaming and don’t do away with your King Tut’s dream book …..the people’s Boledo will be back sooner than later.

Border Security: A Government Priority (Air patrol for the Belize Coast Guard)

The Government of Belize is boosting the resources of the Belize Coast Guard through the approval of the acquisition of unmanned air vehicles. This acquisition is part of the Blue Bond Program that seeks to improve the efficiency in protecting Belize’s water. Commandant of the Belize Coast Guard, Rear Admiral Elton Bennett has welcomed the addition: “air domain has always been a challenge for us … our operations were always limited without the air domain vehicles, but now that gap will be closed with this acquisition.” The BCG is expecting to procure the equipment within a few weeks which will be coupled with training for the staff on manning the new equipment.

Another addition to the Belize Coast Guard fleet will be the acquisition of two patrol boats. The boats will be gotten through an agreement with the Central American Bank for Economic Integration (CABEI). That agreement is scheduled to be sign in July this year along with the Ministry of Economic Development. This along with several other activities were discussed and confirmed on May 13, 2023 at a Senior Officers conference.

The conference included senior members of the Ministry of National Defence and Border Security. At this meeting the proposals and plans for the next ten years ahead was presented along with the more immediate plans for the year ahead. The Senior Officers meeting was preceded by a workshop involving senior members of the Belize Coast Guard where the plans were set out and prepared for presentation to the ministry. It was in Orange Walk that Ms. Dorita encountered new faces, forging deep connections that would withstand the tests of time. She cultivated strong friendships, and those who had the privilege of meeting "Dor Dor" knew of her unyielding love for vibrant, colorful, and shimmering dresses. Her closet was a treasure trove of garments adorned with glitter and shine, reflecting her exuberant personality.

At any festive gathering, Ms. Dorita was the life of the party. With infectious energy and a captivating presence, she became synonymous with joy and celebration. Her vivacity earned her the endearing comparison to the legendary Cuban singer, Celia Cruz, as they shared similar facial features. Tomasita Reyes was born to Ramona Cabrera (née Osgalla) on December 21, 1943. From an early age, she displayed remarkable intelligence and a thirst for knowledge. Though she was unable to attend high school, Tomasita's love for reading and mathematics was evident throughout her life.

At the tender age of 15, Tomasita began working to support her mother and siblings. It was during this time that she crossed paths with the love of her life, Arturo Reyes. Their marriage blessed them with five wonderful children: Arturo, Carlos, Marcia, Leidy, and Mimi.

Tomasita was a dedicated mother, wife, grandmother, friend, and community worker. Her infectious joviality endeared her to everyone she met. She possessed a heart of gold, radiating compassion, humility, kindness, discipline, and self-control like no other.

An ardent supporter of the People's United Party, Tomasita dedicated herself to various initiatives within her community. She played an instrumental role in the celebration of Belize's independence, the formation of the United Women's Group in Orange Walk Central, and the growth of the PUP Orange Walk Central Committee. Her unwavering admiration for the father of the Nation, coupled with her commitment to humble living, exemplified her character.

Tomasita delighted in attending parades, meetings, campaigns, and patriotic celebrations, always offering her unwavering support to the People's United Party. Among her cherished activities, reading The Belize Times from cover to cover held a special place in her heart, particularly the Editorials section.

A progressive woman, Tomasita served as an advisor, mentor, and friend to many. Her willingness to help others, providing fair opportunities without regard to race, creed, or party affiliation, was a testament to her belief in second chances and lifting up those who had stumbled.

In 1987, Tomasita joined the St. Vincent de Paul Group, furthering her work as a community helper. Her charismatic charm lives on in the lives of those she touched through her selfless acts of kindness.

On May 15, 2023, Tomasita bid her final farewell, leaving behind cherished memories in the hearts of the Orange Walk community. Her legacy of love, compassion, and unwavering dedication will forever be missed and remembered.

The Government of Belize (GOB) has been allocated grant funds (the Grant) from the Global Environmental Facility (GEF), which are administered by the International Bank for Reconstruction and Development (World Bank) and executed by Belize Electricity Limited (BEL) in conjunction with the Ministry of Public Service, Energy and Public Utility (MPSEPU) and the National Meteorological Service (NMS), in an amount equivalent to USD 8 million, towards the cost of an Energy Resilience and Climate Change Adaptation Project. A portion of the proceeds of the Grant will be applied to eligible payments under the contract for which this specific procurement notice is issued. Payments by the World Bank will be made only at the request of BEL, and upon approval by the World Bank, and will be subject in all respects to the terms and conditions of the Grant Agreement. The Grant Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the World Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. REQUEST FOR BIDS - WORKS

Energy Resilience for Climate Adaptation (ERCAP)

The Government of Belize (GOB) has been allocated grant funds (the Grant) from the Global Environmental Facility (GEF), which are administered by the International Bank for Reconstruction and Development (World Bank) and executed by Belize Electricity Limited (BEL) in conjunction with the Ministry of Public Service, Energy and Public Utility (MPSEPU) and the National Meteorological Service (NMS), in an amount equivalent to USD 8 million, towards the cost of an Energy Resilience and Climate Change Adaptation Project. A portion of the proceeds of the Grant will be applied to eligible payments unde r the contract for which this specific procurement notice is issued. Payments by the World Bank will be made only at the request of BEL, and upon approval by the World Bank, and will be subject in all respects to the terms and conditions of the Grant Agreement. The Grant Agreement prohibits withdrawal from the financing account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of the World Bank, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Grant Agreement or have any claim to the proceeds of the Grant.

BEL now invites electronic Bids from eligible Bidders for the Civil works and supply of manpower for the installation of a) hydrometeorological automatic weather stations, b) rainfall stations, and c) automatic weather stations.

Bidding will be conducted through National Competitive Bidding (NCB) using a Request for Bids (RFB) as specified in the World Bank’s "Procurement Regulations for IPF Borrowers” dated January 2011 (revised July 2014) (“Procurement Guidelines”) and is open to all eligible Bidders as defined in the Procurement Guidelines.

The bidding document in English may be requested by interested Bidders upon the submission of a written application to the address above. The document will be sent electronically upon this request.

Bids must be received at the e mail address below on or before Wednesday, May 31, 2023, by 3:00 p.m. and will be opened at 3:15 p.m. sharp Belize time

Submission of bids by electronic email (EM):

A PDF copy of the bid should be submitted by EM. The PDF copy should be encrypted, or password protected. The e mail should not be encrypted but only the attachment shall be encrypted, or password protected.

The procedure for submission of bid is:

A. The zipped file is to be sent to Manager, Procurement Department at bidsubmittal@bel.com.bz.

B. Password or encryption key should be sent along with the bid to the same bid submission e mail address listed below.

C. Bidders will receive a confirmation e mail from BEL once their bid is received.

D. Bidders should ensure that the bid document(s) are not corrupt or affected by any computer virus that may possibly deny access to the files. BEL will not be responsible for such corrupt files which may deny access during the bid opening process.

E. The maximum file size for each e mail will be 30 MB. Any e mail with an attachment above this size will bounce back. Hence, Bidders must ensure the attachments do not exceed 30 MB.

F. Email submissions should be clearly labelled in their subject with the following: Bid for Weather Stations Installation – ERCAP

– “include Bidders name or Company name”

Bids submitted electronically shall only be opened publicly at the Bid Opening time mentioned above on May 31, 2023, in the presence of Bidders and/or their representat ives who have submitted a bid. Bid opening will be held virtually using Microsoft (MS) Teams. The link to the MS-Teams bid opening invite will be shared with all Bidders prior to the bid opening date and all Bidders are encouraged to participate therein. L ate Bids shall be rejected.

All Bids must be accompanied by a Bid-Securing Declaration.

BEL reserves the right to reject late bids or to cancel the bid opening session in its entirety. It will not be bound to assign any reason for not engaging the services of any Bidder and will not defray any costs incurred by any Bidder in the preparation and submission of their bid.
