Once a Laggard, always a Laggard Contributed There has been a resurgence of the useless violence in the streets of the “old capital”. For some time, individuals including journalists and even persons in the field of psychiatry have identified root causes and the contributory factors to this social pathology. There is the suggested theory from the American Journal of Psychiatry that some people may be born with brain deficiencies which make them prone to violence. These deficiencies are said to be brought about because of insufficient nutrient; a result of being impoverished. These people are bred in economically disadvantaged neighbourhoods where poverty and joblessness exist. One writer even blamed “corruption” as the root cause of poverty, crime and other social ills. There is also the cultural surrender of traditional values of the communities to the emergent “CRIPS” and “BLOODS” culture. This transformation has led inevitably to loss of any possibility for these people mobilizing on their behalf. The communities or neighbourhoods become brittle causing the loss of respect for parents, grandparents, siblings, neighbours and even our politicians in government.

“CRIPS” and “BLOODS” emerged in the mid-80s, rearing its ugly head in Belize when the Belizean youth, who became involved in gang activities and criminal behaviour, were deported from the United States of America. This pathology is the collateral damage inflicted by those deportees sent to the jewel by Uncle Sam. Gangland activities began in Belize with the benign throwing up of signs representing their “sets”, “turf”, or “hood” which are short names for neighbourhoods. This new culture developed its own set of rules and has escalated to today’s murder for hire. The youth become receptacles for the creativities of others – the OGs, the Dans. This new phenomenon began on the Southside of Los Angeles and rapidly spread throughout most cities in the U.S. Original gangsters such as Raymond Washington, Terry Hoover of the famous Hoover CRIPS (currently serving six life sentences), Tookie Williams, Wallace “Gator” Bradley, ex gangster disciple and many others paved the way – gangsta for life. Similar to the Gang Suppression

Unite (GSU), Community Resources Against Street Hoodlums (CRASH) was formed to deal with gang warfare in Los Angeles. However the unit was dismantled when it was cited for abuse, execution and drug distribution. Over 100 convictions had to be overturned by the Courts of Los Angeles. Prime Minister Dean Oliver Barrow recently gave an interview regarding the state of affairs during his second term in office. This interview was carried out in the comfortable confines of his house by his close friend and a one time member of the now defunct ACB (Association of Concerned Belizeans), Steve Duncan. On the recent surge in crime and violence in the “old capital”, Prime Minister Barrow nonchalantly described it as a “spike” which is being addressed in the offering of jobs in the infrastructural works being carried out in the city streets. The history of the United Democratic Party will reflect the laggardness in responding to the societal issues and the development of those at the lower echelons of the societal ladder. Urgent matters such as the growing divide between the growing divide between the “haves” and the “have nots” and the crime situation are always found on the slower back burner, whilst there is the rush to cater to the whims and fancy of the power brokers. The special interest projects are given priority – oil companies, the mega resorts, even if

The group which participates in community outreach programmes plans to include the refurbishing of the night shelter as an annual project. PUP Marshalls President, Steven Latchman, joined Mrs. Delphina Mitchell, of the Salvation Army, in thanking the entire group for honouring the center with their contribution of talent and time.

costing our national heritage – Noh Mul, the famous Blue Hole, the Lighthouse, etc. This indictment, in respect to the UDP’s failure to tackle crime at its roots, is not hyperbole. If the UDP Government had pursued their mantra with sincerity and vigour that governed their 1984 victory, today’s scenario regarding gang violence might have taken a different turn. Their mantra was “From the Boardroom to the Bases”. There is a constant call for a “war” on crime. Move boot on the streets which affect not only the gang element but the citizenry on a whole. Insofar as there exists a war, there must be a retaliation of sorts. The United States continues to finance Belize’s war on crime with security equipment vehicles, and a barrage of arsenals. However, the United Democratic Party government must bring the U.S. to bear constructive responsibility in the gangland activities. CRIPS and BLOODS are not homegrown but has been transported from the US of A. Similar to the promise of “Transparency, Accountability and Good Governance” that has resulted in the UDP Government in 2008, their 1984 victory was garnered on another promise. The mantra “From the Boardroom to the Bases” was never fulfilled. Their 1984 victory materialized when “CRIPS” and “BLOODS” was at their benign state. Seemingly, inertia has overcome this government when it comes to crime and violence. Since 1984, thirty years has elapse and the gang violence has only worsened.

Belmopan market vendors up in arms!!! After spending $2.2 million on new market, CitCo forces vendors to sell under rented tents City of Belmopan, August 25, 2014 Over 80 vendors who sell their produce at the Belmopan Market are very angry at Mayor Simeon Lopez and the Belmopan City Council for what they believe is the maladministration of the market place. The vendors feel cheated by the City Council after over two million dollars were utilised to carry out a so-called enhancement project that should have seen major improvements to the market area. The funds were donated by the European Union, but two years later, the money has been spent and the vendors are stuck with a very messy situation. “…we were led to believe that an actual structure would have been erected. We would have been protected from rain. But we didn’t receive those things. Unfortunately we have been paying for a market that has not materialised,” said Janice Bain, one of the vendors who sells herbs at the market. So what improvement has occurred? The only work has been that the market area has been concretized as a parking lot. There is no building with spaces for vendors, not even a shed. Bain and the vendors are now being forced to rent tents as shelters. The tents will be provided by the Council at a cost, according to reports. Bain also chronicled other matters that have become contentious between the vendors and the Council. She indicated that the vendor fee was increased to $40 monthly for the two days (Tuesdays and Fridays) per week which vendors sell their produce. As part of the improvement project, the vendors relocated to the Belmopan Agriculture Show grounds. But when they did, the Council proposed that they pay $108 per month. The vendors objected to the increase, but eventually gave in in order to remain in business. Things got worse when the vendors were relocated once more, this time near the Brodies supermarket, as the “Agric Show” took place at the grounds. Business for the vendors reduced drastically. Bain said the Council seems to be pushing an agenda to bankrupt the vendors since the fees were increased by 150%. She pointed out that at no time were the vendors told that they would end up with tents. She questioned whether the Council was simply taking advantage of them. “The Mayor has really wiped us out. We have been taxed to the max”, said Ms. Bain. In an article published in the Amandala, Mayor Simeon Lopez denied increasing the fees but admitted that the Council had imposed two additional charges on vendors: trade license and garbage disposal for $2 per day. Lopez claimed that the Council has “leaned over backwards” to accommodate the vendors. But clearly, the only backwards movement has been taking the vendors into financial crisis. Ms. Bain said most vendors have suffered tremendous losses. The Council has told the vendors that unless they pay off their outstanding balances owed, they will not be allowed to occupy space on newly paved parking lot. Several city residents have expressed disappointment at the Council for pushing around the vendors. They say that it is shameful that after eight years of UDP maladministration, the condition of the market area is still deplorable. Bain and other vendors are calling on a financial audit on the project.

Fonseca Last Saturday, August 23, 2014 our Party held its endorsement convention in San Pedro, Ambergris Caye, Belize Rural South for both our Standard Bearer and our 2015 Town Council Team. We were proud to give our full support to Mr. Elito Arceo as Standard Bearer and to Dr. Giovanni Solorzano as our Mayoral Candidate and leader of a dynamic team of councilor candidates who include sitting councilor Wally Nunez, Conchita Flota, Omar Guerrero, Alex Noralez, Mundo Nunez, and Marina Kay.

The team is united and strong. We are all very familiar with the magical beauty of San Pedro and it’s well established and deserved reputation as Belize’s premiere tourism destination. But what is less well known and a closely guarded secret is the abject poverty that exists in several central, growing communities of San Pedro. On Saturday we visited these communities of San Pedrito, DFC Layout, and San Mateo. Thousands of residents living in deplorable and un-

healthy conditions. No infrastructure. No electricity. Water is available in only a few areas. When it rains entire communities are under water and residents say skin infections are abundant particularly among the children. The UDP propaganda is that these are “PUP Projects” that were poorly planned and executed. There may indeed be some truth in this propaganda but it does little good to the poor residents of these communities to hear this offered

up over and over by the UDP. The UDP has been in office for the past 7 years and Manuel Heredia has been the Area Representative for all that time and he has simply ignored the conditions of these poor residents of “the other San Pedro”. Heredia, like his UDP Government, has been playing the blame game for too long and it is past time that he and his Party are held responsible and accountable for their failure to address these pockets of growing poverty on the beautiful island of San Pedro. We are proud of the magical beauty of San Pedro offering a world class tourism product but we are equally ashamed of the terrible conditions in which thousands of island residents continue to live daily. We have no faith or confidence in Heredia and the UDP. The future of San Pedro and Belize Rural South lies with Elito Arceo, Dr. Giovanni Solorzano and the PUP Town Council Team.

EDITORIAL Jawmeighan Died in Vain

T

he cold bloodied murder of Jawmeighan two weeks ago sent shockwaves through the country. The shock-waves from this execution reached as far as the Belizean communities in the U.S.A. The investigation is over and no one has been arrested. No one has been charged and no one will be convicted. Ernest Meighan has died in vain. Our sources say that the Police know who pulled the trigger. They know who gave the order. They know why Jawmeighan lost his life. The Police know and so does the National Security Council. So does the Prime Minister who chairs the weekly meetings of the Council and gets all the crime and security briefings. Jawmeighan is now just another statistic. He is just another victim in the senseless city killings that target friend and family when gangs cannot exact immediate revenge on a specific target. The week before Jawmeighan was so cruelly gunned down in broad-daylight, the government, eager to promote show-time programs to hoodwink citizens, had the Police out in full force on the streets across the city. Their mission was an unannounced all-out assault on bicycle riders who over the years have been riding without bell or light. Ninety five percent of all bicycle riders are law abiding citizens. Yet the government instructed the Police to round up teenagers, single moms who were out hustling for their kids and men doing the same to bring in monies to buy food and help pay bills. What was of no consequence for years had suddenly become such concern to government that Police were told to give no warnings. Belizeans were being arrested on the spot and marched or transported to Police stations to be processed and taken to Court. We hope the Courts were not instructed (remember the PM boasting he personally called Police Broaster to withdraw court charges against the sanitation workers) but some Magistrates were rude and cruel to citizens. Charged for riding up-stop or without a bell, got the maximum fines. No mercy was shown to poor people. All that was needed was an announcement by government that they would be enforcing the requirement to ride with a bell and light. Even though drunk driving has been causing mayhem on the roads, resulting in serious injuries and death, no initiatives have been undertaken. Last week, a fatal road accident resulting in the Deputy Commissioner of Police being charged for drunk driving, highlighted the extent to which the government is misguided and lacks any real focus on the real issues.

But the Jawmeighan murder goes way beyond pig-headedness and a lack of resolve to tackle the problems facing Belize. Crime is a serious issue. The execution of Jawmeighan should have been the catalyst for a host of intelligent initiatives that our city would not be held hostage to fear. That here we draw the line against a handful of gang leaders. In contrast to the hasty, show-off press conference by the Prime Minister to announce that he will pay private employees of a sanitation company and withdraw all court charges, the Jawmeighan assassination has elicited a stony, deafening silence. The Prime Minister even took two days’ vacation outside the country. The gang leader who gave the order to murder Jawmeighan because they couldn’t catch his nephew must be made to know he will be investigated relentlessly until he is convicted. The minor, who sneaked up and shot Jawmeighan in the back of his head, must know he will end his days in jail if he does not cooperate and give a statement, not to the Belize Police, but to some trusted special official. There must be a publicity campaign in which T.I.P.S. or Crime Stoppers from Miami will offer a substantial money reward to the anonymous and confidential caller using anonymity and secrecy in the interest of justice. If it requires help from the American Embassy for a witness protection and visa to America, so be it. The time has come to end the madness that is gripping the country. Smash these violent gangs once and for all. The time to save Belize is now for we are surely losing it. The fact that these gangs are voters in Prime Minister’s Dean Barrow constituency and the constituencies of his other Ministers/Area Representatives in southside Belize City must be nationally exposed. They must be made to answer to the law abiding citizens of the land. They will be long gone from office with their patronage, bribery and obsession to buy votes, while the country sinks deeper into fear, revenge killings, and violent crimes, if we do not take them to task. Jawmeighan was a law abiding, hard-working, productive father of seven. He was loved by all. He was the Cross-Country Champion of this nation. Not one but two times. He was shot down like a dog. This is shameful. His death must not be in vain. His murder must be the last straw for a society that has endured too much. How many more innocent blood must spilled? Otherwise the wrong message will take hold- if they can kill Jawmeighan and get away, they can kill anyone. This is an intolerable state of affairs.

Gregorio “Papas” Garcia” holds Back to School Fun Day Corozal Town, August 27, 2014 On Sunday August 24th 2014, the 4th Annual Gregorio “Papas” Garcia Back to School Fun Day was held at the People’s United Party office located on College Road in the Corozal Bay division. It was a huge success since this year approximately 600 children turned out to the event. As we are about to enter into another school year it is unfortunate that many children lack the basic supplies necessary to commence classes. Many families struggle to find the finances to prepare their children to return to school. Gregorio Papas Garcia along with the PUP Corozal Bay Executive organized a fun filled day for the less-fortunate children of the community. At the Back to School Fun Day, the children were treated to hundreds of prizes and surprises such as school bags, school books, school supplies, haircuts, hair braiding, games and refreshments for the kids. The standard bearer along with his team had a blast playing games and entertaining the children. The children also enjoyed being entertained by a friendly clown who played games and presented them with balloons made into a variety of characters. Gregorio Papas Garcia and the PUP Corozal Bay Executive extend a heartfelt thank you to all who assisted in some way or another to make the day possible including the sponsors, barbers, hair braiders, DJ, clown and the families and children of the community. NEWS Epic Concert in Cayo

Ernestine Carballo A major concert slated for this weekend in San Ignacio Town will feature some headline Belizean artists. The concert, a fundraiser for three community organisations, will include performances of the ‘King of Punta’ Chico Ramos, ‘The Queen of Carnival’ Ernestine Carballo, the mighty Sweet Pain Band, ‘The General’ Supa G, and from Los Angeles California, ‘The Prince of Belize’ Lova Boy. The event is planned by RGM Grand Productions, which is headed by President Lucilo Alcoser. According to Alcoser, his company wants to fill a “void in the entertainment industry” in the west. About this weekend’s concert, Alcoser highlighted that it is the “the first time all of these talented Belizean entertainers will be on the same stage for the same night”. The event will kick-off at 10pm sharp. Tickets are $20 in advance and $25 at the gates. VIP tickets are available for $35.

Panama City, August 26, 2014 Belize’s national Under-23 men’s volleyball team was leading the Association of Central American Volleyball Federations (AFECAVOL) 2nd U-23 male volleyball championships with 2 wins, until they fell to 4th position after their 0-3 loss to Guatemala at the Jose “Beto” Remon Gymnasium in Panama City, Panama on Tuesday night. Guatemala won the match: 2523, 25-20 and 25-17. Ivan Lino, the Best Blocker in the tournament so far, led the Belize offensive with 12 points, including 8 kills, 2 blocks, and he served 2 aces, dug up 2 saves and had 10 good receptions. Jaleel Lino had 9 kills while Marlon Salazar had one block. Setter Allwyn Mahung had 4 successful sets, while libero Raheem “Hende” Flowers had 3 good receptions and dug up 3 saves. Team Belize also profited from 17 errors by Guatemala, but made 20 unforced errors. The Belize men had squashed Panama: 25-23, 25-23 and 25-21 on Monday. Jaleel Lino led the Belize offensive with 16 pts, including 14 kills and 2 blocks, while Raluni Bernardez, who now ranks the 5th top scorer in the tournament, had 10 kills and a block. Ivan Denver Lino had 10 pts, 4 good receptions and dug up 4 saves. Middle blocker Yserri Palacio and Allwyn Mahung scored 3 pts each. Mahung was Belize’s setter throughout the match, with 4 good sets. Raheem Flowers had 14 good receptions and dug up 5 saves. Team Belize also profited from 30 errors by Panama, while the Belize boys made 22 unforced errors. As Coach Leon Leslie and Jaleel Lino explained at the post game press conference, their strategy was simple. They had studied the Panamanians and saw they had very good serves, and so Belize’s best weapon was their very good blocking to shut down the Panamanians’ serves. Lino said they exploited the Panamanians’ loss of concentration when they became disconcerted as they found themselves under pressure from Belize. The Panamanians may have been too overconfident, coasting with the home court advantage and fans’ support, while Belize benefited from referee’s rulings that had the local fans protesting loudly. The Belize men had lost 0-3 to El Salvador in their opening match last Saturday, in which El Salvador won: 25-17, 25-19 and 25-23. Raluni Bernardez led with 14 points, including 11 kills and 3 blocks, while Bryton Codd had 11 pts including 7 kills, 3 blocks and an ace. The Belize men recovered to enjoy their first win: 3-0 as they hammered Nicaragua: 25-19, 25-14 and 25-20 on Sunday. Ivan Lino led with 16 pts, in-

cluding 9 kills, 7 blocks and 2 good receptions. Jaleel Lino hammered 11 kills, while setter Allwyn Mahung scored 5 pts, including 3 blocks and serving 2 aces. Belize Bank team Belize City, August 20, 2014 The Belize Bank Blazers won the Belize City women’s softball championship 19-3 by mercy rule in the 3rd inning over Beacon in Game 2 of the finals at the Rogers Stadium last Wednesday night August 20. Beacon collected only 1 hit off the Blazers’ pitcher Nicole Arnold, who struck out 1 batter and walked 3; but the Blazers’ diamond made only 5 errors: Beacon left 4 runners on base. Only Licia Ferguson, Vanessa Garbutt and Crystal Hernandez came home in the 1st inning. The Blazers collected 17 hits off Garbutt’s pitching, while the Beacon diamond made 12 errors. Sharette

Belize City, August 22, 2014 Wilfred Richards scored 26 points and snagged 6 rebounds as he led the Complex Generals in a 73-63 romp over the Belize Bank Bulldogs in game 1 of basketball championship finals on Friday night. Bulldogs’ Terrique Gabb and Chris McGann scored 18 points each to lead 15-11 in the 1st quarter, and Dominique Guzman added 12 points. Charles Armstrong Sr. had 7 pts, while Myron Flowers and Vince “Postman” Lamb scored 4 points apiece. Complex took over the lead 34-24 at the half as Rhetton Belisle drained in 3 treys to score 20 points, Cassian Flowers added 12 points, and their big post center Raphael O’Brien tossed in 8pts. Marshall Nunez Jr chipped in 4 pts and 7 assists; and Roman Williams drained in a trey. Game 2 of the finals is set for Friday night at 9pm.

The Belize Defence Force is ranked 2nd with 19 pts from 7 wins and 2 losses. The BDF enjoyed back to back wins on the weekend as they handled the Simon Quan Dragons 25-18 and 25-20 on Friday, but had a tougher time with Scotiabank on Saturday. Gets A Contraband Black Eye Belize City, August 26, 2014 The high profile bust of an undisclosed amount of contraband liquor involving the co-owner of a very controversial bar that sits cosily on what should be a family/child-friendly BTL Park has revived a major stink for Belize Mayor Darrel Bradley. Back in January of this year, and then again in April, Mayor Bradley vigorously defended his Council’s decision to allow the opening of a bar on BTL Park known as Pier 1. This bar is owned by Joseph Kee and Deon Leslie. Leslie is a sitting Councilor in the same Belize City Council that granted the license that effected the running of the bar. When the bar got its official decoration, dressed up in the words “Lighthouse Beer”, the Mayor was still adamant that it wasn’t bar. But he couldn’t convince a very sceptical media. “No man, it’s not a bar Jules,” cried Mayor Bradley. But Bradley has fooled no one. City residents are well aware of the shenanigans going at the City Council, where the lazy and do-nothing Councillors hogging up every opportunity to profit instead of letting needy Belizeans make gains. No less than three Councillors have business interests in the renovated BTL Park – all with the permission of the Council. The existence of Pier 1 sits as evidence of this UDP CitCo nepotism that stinks to high heaven. Now this week’s news of the contraband liquor bust has added a new twist to the controversy, and Mayor Bradley cannot escape. Busted with the contraband liquor is no other than bar co-owner Joseph Kee. Reports are that his vehicle was stopped at the corner of New Road and Douglas Street and when searched, authorities found a huge amount of cash and a large cache of contraband liquor. Unconfirmed reports are that Kee had with him up to $11,000 in cash and some very expensive, but also very illegal liquor including Tequila rum, Jack Daniels, and Johnny Walker Black Label whisky. Kee was detained and the items, including the money, were confiscated. Suddenly, Councillor Leslie showed up at the Police Station and demanded that the confiscated cash be given to him because it was the weekend sale from Pier 1 Bar, which he admitted was partly owned by the Leslies. Police, we are told,

received certain calls and came under pressure to give up the money. This UDP Government practices the dangerous manipulation of the Police Department. We wonder whether the General Sales Tax and income tax department are after their “fair share” of Pier 1 revenues, as they do in such a hounding manner against the BELIZE TIMES and Amandala. We are hoping Zenaida’s underdepositing style hasn’t rubbed off on Councillor Leslie, or else there must be a wider investigation to look at what’s going on at the Bar. It appears that under political duress, the Customs department has been officially gagged about this incident. We note that Customs falls directly under the Prime Minister and Minister of Finance Dean Barrow. Normally, Customs officials are eager to report the cases of contraband busts. They are proud to report when their officers confiscate illegal merchandise and arrest contrabandistas. But in this case, the Customs has said that they cannot share the official information with the media because the matter was settled out of court. This is barefaced muzzling! As to Mayor Bradley, he cannot continue to deceive residents with his Barrow-style talk about the legal definition of a bar. No bar belongs on a park! That Bradley refuses to see the error in his thinking only proves what we have always said about him: he is out of touch with reality.

C = CONSUMPTION In 2013, 294,000 overnight tourists visited Belize for an average of 7 days. 677,000 cruise tourists visited, each for a day. With overnight tourists consuming an average of US$80 per day…294,000 over 7 days would consume BZ$329 million. With cruise tourists consuming an average of US$50 per day….677,000, each for a day, would consume BZ$67.7 million. With Belize population at 340,000, each consuming an average of BZ$10 per day…..for 365 days, they would consume BZ$1,241 million. Total consumption would add up to BZ$1,637 million….with tourism consumption accounting for 24% of total consumption. 2. (Ex-Im) = Export – Import Exports amounted to BZ$650 million and imports amounted to BZ$1,850 million. Thus total (Ex-Im) = BZ-$1,200 million. 3. G = Government spending Government recurrent spending was reported at BZ$800 million. 4. GDP reported at BZ$3,220

With all else that has been happening, and with September upon us, this very serious issue must still not be allowed to fade into oblivion. September, after all, marks a full year since we allowed two foreigners to make fools of us and sell our patrimony away. September shall go down in infamy and even while we jump up and celebrate St. George’s Caye Day and Independence, we shall forever recall sadly this tale of betrayal and insult to our hospitality. Every time an election draws near, we are bombarded with platitudes, clichés and overworked buzzwords like “transparency”, “accountability” and “good governance.” In 2008, the current United Democratic Party was elected on just these promises; which as it turned out, were indeed a comfort to us fools. In his victory speech, newly elected Prime Minister Dean Barrow promised to “pull out a double edged machete” at the first “whiff of corruption”. Unfortunately, it seems that just a few short months into office, Mr. Barrow lost his sense of smell and misplaced his proverbial sword. He now lords over an administration reeking with the stench of raw open corruption but while we remember his promise of a sharp sword, he has produced instead a dull paring knife. While scandal after scandal has rocked his administration, the Elvin Penner fiasco more than any other, hangs around Dean Barrow’s neck like a rotting albatross. Mr. Barrow missed a golden opportunity to prove that he was serious about fighting corruption and seems instead to be defending if not participating. Had he stepped back and allowed Elvin Penner to face the due course of justice, he would have gone down in history as a leader who really cared about changing the status quo and making an example out of

By Rayford Young As I was thinking about this article I said to myself what would it take for me to get involved in any criminal activity like bank robbery or Medicare or Medicaid fraud? For me to even start thinking of doing something like that it would have to be a huge pay off that would cover all my expenses if I got caught…and if you are thinking of defrauding the United States Government you will probably get caught. So I will need to make sure my first racketeering experiment goes well and bring in the money to cover my expenses. My thinking is I would need at least two million dollars to make this worthwhile on my first outing. I will need to pay off my mortgage, pay off my two vehicles, all my credit cards, I will need a large sum of money to hire lawyers. For serious felonies charges like racketeering, Medicare and Medicaid fraud, health care fraud, falsely billing the US Government for services never performed… yes you will need a team of lawyers to get you off of these charges. So if you are thinking of getting into this racketeering business you better make sure your first heist has enough money to cover these expenses. Belize Times, July 28, 2014 Another Elrington is wanted by the United States for criminal wrongdoing. Information released by the United States Inspector General has sent the “sabelo todo” Attorney General Sedi Elrington into deep hiding. His younger brother, Errol Glenn Elrington, according to official information posted online, is wanted by the United States Government for alleged major criminal felonies including racketeering, Medicaid fraud and health care fraud. The allegation against Elrington is that he falsely billed the Obama Administration health agencies, known as Medicare and Medicaid, over $400,000 for services that he never performed. This is known as fraud. Unlike Belize’s health system under Pablo Marin and Peter Allen, the Obama’s health care agencies have strict policies and checks and balances. Elrington is also accused of hiring an unlicensed physician at his medical center known in Michigan as the Elrington Medical Center PLLC (EMC). This unqualified doctor, according to reports, “engaged in criminal sexual misconduct” with a female patient on whom he conducted multiple pelvic exams. Dr. Errol Glenn Elington is the brother of Attorney General and Foreign Minister for the Country of Belize,

Hon. Wilfred Elrington. Upon receiving this news, the Attorney General went to Michigan for a weekend to investigate this matter and of course found his brother innocent and blamed the United States justice system that could effectively not be trusted. One would think if your brother is innocent why not stay there and fight the charges and clear your name instead of becoming a fugitive at-large and returning to Belize 24 hours after being interviewed by Federal and States agents. Besides, Belize has all the petty thieves we need. I was always told that you never bite off the hand that feeds you. Sedi Elrington is wrong to publicly blame the US government for the troubles his brother is in. As a diplomat you should not get into a verbal fight with your largest economic partner, your national security partner and the Country that gives more aid than any other Country. The Medicade/Medicare program is a billion dollar business in the USA. For Dr. Errol Glenn Elrington to only be able to allegedly steal four hundred thousand dollars tells me he’s an incompetent racketeer plus I’m sure he had to split that money with the unlicensed physician he partnered with. So Dr. Elrington may have just walked away with two hundred thousand dollars. For a program whose budget is several billion dollars a year these two crooks are the worst thieves ever. Why then bring this incompetent lawless brother to Belize? We have better thieves’ right here at home. For what it’s worth I think Attorney General Sedi Elrington brought his brother to Belize to be trained by the best crooks in the world. He brought his brother so the Ministers can show Errol how this thing is done. Belize has some of the most corrupt and fraudulent Ministers in the world. Not one Government Minister of Belize has ever been charged or convicted of a crime and we all know these guys are living the life of Riley off the backs of hard working Belizeans. Ministers living large in mansions driving the most expensive SUV’s, their kids attend some of the most prestigious Universities in the world, their wives shop at some of the most expensive malls and wear the most expensive clothing from stores like Michael Kores while so many Belizeans are having such a hard time

Another attack on Plus TV UDP Minister files law suit #5 City of Belmopan, August 26, 2014 PLUS TV, an independent media house that is based in the capital city of Belmopan, has made enemies in high places it seems, for simply speaking the truth. PLUS TV, which is owned by Pastor Louis Wade, has been the only morning television show that has consistently exposed major wrongdoing under the Barrow Administration for several years. This, it appears has angered UDP Ministers, who are now plotted to scrupulously bring down the independent media house at any costs. This week, Pastor Wade confirmed that his station was hit with its 5th lawsuit in just two years this week. This new

legal attack comes from Minister of Forestry Lisel Alamilla, for statements reportedly made by a caller to the morning show some weeks ago. Wade said he was not sitting as the host of the show on the day the alleged statements were made. The 44 year old, who is also the morning show co-host, opined that clearly his station is under attack, and he is prepared to defend. Wade said, jokingly, that he is contented that at least “they are not ready to kill me yet, they just want to close us down� referring to the financial toll which lawsuits are to media houses. Wade said he is not intimidated and PLUS TV will continue to do its research and present facts to its viewers.

Mexico says 22,322 people now ‘disappeared’ Government increases its count of those who have gone missing since start of war with powerful drug gangs in 2006 The Mexican government has increased its calculation of the number of people who have disappeared since the start of the country’s drug war in 2006 and now lists 22,322 as missing, officials said. It had said in May that 8,000 people were missing. Assistant Attorney General, Mariana Benitez, said 12,532 people went missing during the 200612 administration of President Felipe Calderon, who declared war

on drug traffickers. An additional 9,790 have disappeared since President Enrique Pena Nieto took office on December 1, 2012. Benitez said that the list of people reported missing during Calderon’s government had gone up to 29,707, but that authorities arrived at the figure of 12,532 still missing after finding the rest alive or confirming their deaths. She said a second list started with the Pena Nieto government showed 23,234

people reported missing between Dec. 1, 2012, and July 31, 2014. She said 13,444 of those had been located, leaving 9,790 still missing. Authorities have given conflicting figures on missing people since announcing in February 2013 there was an official list showing 26,000 people unaccounted for. In May, Interior Secretary Miguel Angel Osorio Chong said the number of missing was at 8,000. He didn’t mention there were two separate lists and didn’t take follow-up questions from reporters during his announcement. It is unclear how many of the missing were kid-

napped or killed by drug gangs, which frequently bury their victims in clandestine graves. Benitez said disappearances are not only linked to drug violence. She said other causes include “voluntary absence, absence due to domestic problems, kidnapping, migration within the country or internationally, confinement in a correctional facility (and) death.” She didn’t take questions during a brief message to the media to announce the new figure.

Ebola outbreak has killed 120 health workers WHO says epidemic has affected an “unprecedented number of medical staff” in Guinea, Liberia, Nigeria and Sierra Leone More than 120 health workers have died of Ebola across west Africa, the World Health Organisation has said, claiming that the epidemic had affected an “unprecedented number of medical staff”. In a statement on Monday, the WHO said more than 240 healthcare workers working in Guinea, Liberia, Nigeria, and Sierra Leone had developed the disease with “more than 120” succumbing to the epidemic. The announcement came as Japan said it was ready to provide a Japanese-developed anti-influenza drug as a potential treatment to fight Ebola.

Yoshihide Suga, the chief cabinet secretary, said on Monday that Tokyo could offer the tablet favipiravir any time at the request of the WHO. In case of an emergency, Japan could respond to individual requests before any further decision by the WHO, he said. The WHO said earlier this month that it was ethical to use untested drugs on Ebola patients given the magnitude of the outbreak. The drug was approved by the Japanese health ministry in March to treat cases of influenza. The company behind the drug, Fujifilm, is talking to the US food

and drug administration on clinical testing of the drug in treating Ebola. The company has favipiravir stock for more than 20,000 patients, Aoki said. A company spokesman said Ebola and influenza viruses were the same type and theoretically similar effects could be expected on Ebola. Several drugs are being developed for Ebola, but they are still in early stages and there is no proven treatment or vaccine for the highly fatal disease. Ebola has killed more than 1,400 people in West Africa in the latest outbreak.

The FBI is investigating a hacking attack on JP Morgan and at least one other bank, according to reports citing unnamed sources familiar with the matter. The AP news agency on Thursday cited a report on Bloomberg saying the FBI was investigating an incident in which Russian hackers may have retaliated against US government-sponsored sanctions. The attack, Bloomberg said, led to the loss of sensitive data. It did not elaborate. The US has introduced a number high-impact sanctions against Russian leaders and industries over the conflict in Ukraine between the government and Russian-backed separatists. Bloomberg cited security experts saying that the attack appeared “far beyond the capability of ordinary criminal hackers.” A JP Morgan spokeswoman did not confirm the details but said companies “of our size unfortunately experience cyber-attacks nearly every day... We have multiple, layers of defence to counteract any threats and constantly monitor fraud levels.” The FBI did not immediately respond to messages for comment.

protesters speak out Supporters of rival Houthi and Islah groups have marched in Sanaa, as fears of sectarian violence are rising Sanaa, Yemen - After a week of mounting anti-government protests in Sanaa led by the Houthis, a rebel Shia movement from the north of the country, a counter-protest was organised by Islah, Yemen’s biggest Sunni Islamist party and the Houthis’ biggest political rivals. Although the Islah march on August 24 was ostensibly aimed at promoting unity among Yemenis, much of the rhetoric was distinctly anti-Houthi. “Amran, Amran, Houthis this is your last days,” chanted former members of the 310th Armoured Brigade, which was routed by the Houthis in Amran, north of Sana’a, in July, and whose commander Hameed al-Qushaibi was killed in the fighting. Pictures of al-Qushaibi, who disobeyed orders from Yemeni President Abd Rabbu Mansour Hadi to fight the Houthis, were on prominent display. The march came amidst growing tensions between the Houthis, the government, and Islah, which sees the Houthis as an existential threat after its recent military successes in Amran, historically an Islah stronghold. Meanwhile, the Houthis’ leader, Abdelmalek al-Houthi, has demanded that the government step down and that Hadi restore fuel subsidies cut in July, threatening a series of “measures” to bring the government down if his demands are not met.

Ivy Mae Arthurs-Hamilton Centenarian celebration: 100 years young

Ivy Mae Arthurs-Hamilton was born on August 31, 1914 to Ida Forsythe and Ernest Richard Lee in Spanishtown, Jamaica. She was an only child and her father was Chinese. En route back to Jamaica from Honduras, due to the Hurricane of 1931, their ship had to make a stop in Belize (then British Honduras) where they saw the utter devastation, not knowing that years later this would become her new home. A sickly childhood robbed her of the opportunity to complete academic education, but undeterred, she learned skills, plunged forward, and in travels with her mom, lived for a period in both Honduras and Cuba so she spoke Spanish well. Her marriage to a brilliant family friend, Granville Nathaniel, produced six sons, two born in Jamaica: Phillip and Owen – the latter (now deceased) known as a popular football player in Belize. After the young couple relocated to Belize in 1948, four sons were born: Sylburn, George, Earl and Glenford. There were three indispensable core elements to Ms. Ive’s philosophy of raising a family: firstly, instilling in her children the fear of God; secondly, giving priority and support to their education; and lastly, working hard. That which she had been unable to have in her childhood, she was intent on seeing them achieve, sacrificing to allow the next generation to reach a higher level. The family farm at mile 34, Santana village, supplied their market stall in downtown Belize City where the sons would sell very early in the mornings and then their mom would relieve them so that they could rush home to get showered, dressed and run to school – ensuring to arrive on time or face lashing under the strict discipline of principal Rev. Caleb Cousins. Their mom worked extremely hard and they were poor but proud, and were taught to be honest, man-

nerly, to appreciate what they had and to work for what they needed and wanted. Their dad’s tutoring made them well-advanced beyond their peers, particularly in Math. In 1982 Ms.Ive’s estranged husband, Granville ‘PB’ died, and Ms. Ive then married her friend, Wilfred Emmanuel Hamilton in 1984. He passed away a few years later. As a widow, with great reluctance Ms. Ive left behind her life at the farm and lived in Ladyville on the highway-side but a sudden fire in 1993 stripped her of everything in the inferno. She had to begin again, and after relocating to the Marage Road Milpa area where she

lives to this day, 20 years later, Ms. Ive still - despite humble beginnings, was able to own various properties, raised various offspring as they pursued their schooling and transformed her new yard into a mini-farm. Despite arthritis, well into her upper 90’s Ms.Ive could still be seen in her yard helping to reap fruit falling from the trees, scraping up leaves and directing those who were picking fruit for her. She has read through the Bible from cover to cover over 3 times, and would happily point out that she could read fluently without glasses, as she also walks without a cane or walker. Ms. Ive has lived to see the fruit of her

labour, as her children accomplished much in society. Phillip is an author; Earl had the historic achievement of becoming the 2nd native Brigadier General of Belize’s Defence Force; Sylburn was Principal Public Health Inspector of Belize, George was Director of Immigration, and Glenford was Commissioner of Transport. The Methodist Church recognized and gave Ms. Ive an award, and she has enjoyed a lifetime friendship with Dr. Dame Minita E. Gordon, former Governor General of Belize. Many of Ms. Ive’s host of grandchildren and great-grands have achieved prominent roles in society – lawyers, teachers, nurses, mechanics, restauranteers, telecommunications, secretaries, authors, bankers, entrepreneurs, architects and construction experts, immigration officer, firefighter, clergy, missionary, police and security officers, forensics, pioneers and more. Very few were unproductive or a detriment to society, and most are law-abiding citizens. From one woman and husband, within just 100 years, it is amazing to see what all has ballooned out of a life well-lived, hard-fought, a tale of faith in God, survival, diligence, and insistence on braving the licks to leave a legacy and allow one generation to sail higher than the previous one. We salute, honour, love and appreciate you Ms. Ive, our Granny-Ive! God bless you! Belize City, August 28, 2014 The Sugar Industry, already faced with growing challenges, got bad news this week when a letter from Simon Gibbons, Senior Vice President of Tate & Lyle’s International Relations, informed that their demand for sugar will be reduced for the upcoming 2014/2015. The reduction is drastic, from 65,000 tonnes to 10,000 tonnes, which according to Tate & Lyle reflects the forecasts of their sales to the European Union, USA and Canada. The loss represents some $5 million. This is terrible news for an industry which expected a storm, but in 2017, when the preferential access to the EU market would come to an end. The Belize Sugar Cane Farmers Association (BSCFA) is sceptical of the motives behind Tate & Lyle’s move. Vice Chairman, Alfredo Ortega, said it could be a strong arm tactic to pressure cane farmers into accepting Belize Sugar Industry/American Sugar Refining Inc’s 51 cents proposal for bagasse payment. It is noteworthy that ASR, which owns BSI, also owns Tate & Lyle. Since entering the scene in 2012, ASR has had a rocky relationship with cane farmers. The most recent dispute is over payment for bagasse. On behalf of cane farmers, the BSCFA has argued that the payment should be around $1.41.

The Government has refused to tell the Belizean people that Belize’s economy is crumbling slowly and if the oil revenues continue to fall, the economy will collapse. The UDP government has failed to attract investors to spur any sort of meaningful economic growth. The result has been greater poverty, a lack of jobs hence increased unemployment, crime and hopelessness. Instead of coming up with ideas to boost industries and create jobs, the UDP has chosen to be lazy. They have been sucking on the breasts of Belize Natural Energy, diverting millions of dollars which should go to education and community development to fund Government work. In 2010,

the Barrow Administration’s oil revenues supported up to 11% of public finances with over $100 million. The Government has become extremely dependent on oil. This dependency has become unsustainable. Experts have shared with the BELIZE TIMES that the projected reduction in BNE’s oil revenues for 2014 is over $80 million. The news coming out of the Big Creek Port is not good. There are less trucks rolling in as the oil transportation business from Spanish Lookout slows down. The oil bins are empty. Shipments have reduced. The problem for Dean Barrow is that he was eyeing BNE’s projected $1.4b in revenue, of which the Government’s take is about $60m. The decreasing oil exports (the Spanish Lookout oil

field is expected to decline totally by 2020, some experts say much earlier) will mean less revenue for Government. Even with a looming shortfall, Government continues to spend away in its shortsighted political calculations to save Darrell Bradley skin in Belize City and pump monies into Belize Infrastructure Limited which will do the political work for town councils just in time for next year’s municipal elections. These monies do not come from out of thin air and do not grow on trees. They come from the 2014-2015 Revenue Estimates. Monies not budgeted but spent are monies shorted from Peter (services for the Belizeans people) to pay Paul (UDP political work). The people of Belize need to know the truth about oil. BNE is running out of oil…fast. The question then is whether this UDP Government is putting the Belizean people’s lives in jeopardy by willingly doing nothing in the advent of going broke?
