Dear Minister: Wilfred P. Elrington On August 4th of 2008, we wrote you a letter to file a complaint about the lack of representation/ service that we had received from the Permanent Mission to Belize here in New York. At that time the appointed Ambassador to the UN, in New York, was Mrs. Janine Coye-Felson, and Attache Ms. Sharlene Henderson (current). Today, the New Ambassador is Ms. Lois Young. Please allow me to state the obvious and the facts. The Permanent mission in New York was formed/created to represent the Belizean Community here in the State of New York. The people that are employed there were assigned there not just to represent the country, the Government and the interest of Belize, but to also serve the interest of the Belizean community in New York. In short, they work for us. We don’t work for them. Still, they operate as if they are doing some of us a favor. I watched Ambassador Young address the international body of the UN, and she talks about how other countries should behave toward other countries and their own people, but the fact is, she is behaving contrary to what she is suggesting to other leaders. Ambassador Young should be making sure that her Office is looking after the Belizean communities and their interest here in New York first. Bluntly put, my wife Mrs. Alicia Uter’s interest is not being addressed. Here is the story! In October of 2007, myself and my wife applied to the mission here in new York for a renewal to our expired passports. We were promised that our passports would be ready in 5-6 weeks. We were then obligated to pay $100.00 in American Currency. Today, it is $110.00, also in American Currency. For this kind Continued on page 16

Attention: Hopkins needs their roads fixed NOW!

Dear Editor, The village of Hopkins’ roads are the worst ever!! This is high season for the tourism industry and running any type of business requires one to go from point A to point B! It is impossible by foot, bike, car, or scooter to drive safely to go anywhere without it being a huge hassle because of the numerous huge deep pot holes. It is not fair for the tourists who came to Hopkins to enjoy the village life, if they cannot move around easily, they should not to be traumatized with the horrendous mobility with these endless huge potholes. If one rents a car they are subjected to returning it without damage. Impossible! Driving anywhere is extreme wear and tear on any vehicle, never mind a real nightmare to drive the slowest possible without bottoming out. Tourists are leaving because of it. Many guests recently made the comment about never returning and leaving earlier than planned. I am relaying their disgust of the road conditions. Locals are trying their best to appease the numerous unhappy travellers. One of the questions on a motor vehicle test is which side of the road does one drive on? The answer should be on the right. But on the conditions of our roads, that is wrong. The answer is: whichever side has fewer potholes!! In our case, when the holes are so deep on both sides, you must drive on any side that you can possible pass to preserve your vehicle. The new road coming into Hopkins is a sign of progress, but to have them leave because it is vertically impossible to drive any road in Hopkins is pure neglect! The BTB must be aware that tourism is affected if they do not return. After all Tourism is our number 1 source of income here in Belize. Please protect our livelihoods with fixing the infrastructure in Hopkins ASAP! Please, Please!! A Concerned Citizen of Hopkins

Dear Editor, No matter what Unclean Dean says, the truth is he is running BELIZE like a DICTATORSHIP. Here are the reasons to support what I say. 1. He has yet to appoint the Integrity Commission although the Constitution calls for it, and as a result Public Accounts Commission is dysfunctional. 2. He promised, then legislated for a 13th Senator but has refused to comply and allow the 13th Senator to be appointed for it to bring balance in the Senate. 3. He was instrumental in the breaking up of the BSCFA and now has legislated a bill to dominate and control the cane farmers. 4. Illegal takeover of BTL which the Courts in Belize had declared a null and void acquisition, and then he amended the Constitution to quash the Court’s ruling. 5. His Cabinet’s role in the Censorship of freedom of speech and opinion in regards to Nuri Muhammad from Love Television and previously to Patrick Andrews of Plus TV. 6. Having the knowledge that Penner, Castro and others in Cabinet are behaving corruptly and instead of proceeding according to law he covers them up. 7. He did not accept the referendum when people categorically said NO offshore drilling and to protected areas. 8. Illegally using public funds (Petro Caribe Loan) to buy representatives, voters and running political campaigns for his party. 9 His Government is vindictive and intimidates people with threats if they vote PUP. 10. OUT The Dangers of One Party Rule at City Hall

Dear Editor, Nine years, three consecutive terms from 2006 to 2015 is enough time to have the UDP or any party in control of the Belize City Council. Belize has thousands and thousands of intelligent, caring, and responsible citizens who can manage the affairs of the council properly. That simply means many other people know how to develop Belize City for the benefit of all its residents. An endless one-party rule at the Council denies other talented residents of the city the opportunity they deserve to use their vision, new ideas, and managerial and leadership skills to contribute to the development of this municipality as members of the Belize City Council. That needs to change if we truly believe in equal opportunity to serve this city. Secondly, history has shown that whenever one party is in control of a municipality for three or more terms most of the leaders become arrogant (full of themselves and disrespectful), do as please, ignore the legitimate concerns and cries of the people, and engage in corrupt deals that only come to light when they are eventually removed from office. In the municipal elections on March 4th the UDP, which has managed the Belize City Council for the past three consecutive terms, is seeking another mandate to run the affairs of the council for a fourth consecutive term. UDP in North Want Barrow’s Head Continued from page 1 and the only agenda item was: the leadership of DEAN BARROW. The UDP Representatives/Caretakers wasted no time in lashing out at Barrow for his terrible mishandling of the Sugar Industry Crisis and they described his actions and attitude to our cañeros as arrogant, disrespectful, and disgraceful. The UDPs blamed Vega for not standing up to Barrow and for putting all their political future in jeopardy. They said they are now seen as “TRAITORS” by the people of the north. The general feeling of the group was that Barrow has given up on the North and is only concerned about protecting the seats in Belize City, and that Vega was not standing up for or protecting them. Vega was urged to challenge Barrow’s leadership, saying that this was their only hope to try to hold on to their seats in the North because the people in the North don’t want to see or hear about Dean Barrow and the UDP under his leadership. Barrow puts on a brave face in public and tries to mask his fear and insecurity behind his arrogance and bullish behavior, but he is in big trouble. Ask Gapi. These are indeed interesting times in the UDP…

SERIOUS NATIONAL SECURITY BREACH!! Why is Minister of National Security John Saldivar silent?
Samples of deadly 5.56 and 7.62 rounds that were stolen from the BDF and could now be in the hands of criminal elements Belize City, January 23rd, 2015 The Barrow Administration and their incompetent Minister of National Security John Saldivar seem to have turned a blind eye to the serious breach of national security that occurred when over 2,000 live rounds of military-type ammunition were stolen from the Belize Defence Force’s compound in Lord’s Bank Village. The BELIZE TIMES has been reliably informed that the deafening silence emanates from a directive given at this week’s Cabinet meeting that no Minister should attempt to comment on the matter, because it is just too embarrassing for the Government. A few months ago this same kind of incompetence led to the killing of Police Special Constable Dan-
ny Conorquie who was shot dead by Guatemalan trespassers. Conorquie had accompanied tourists to the popular Caracol tourist site, which had been left unmanned and unsecure by security forces for many months. It was later revealed that a senior Police official had warned the Commissioner of Police about the vulnerability of having their unarmed officers going to the unsecured location, but the warning went ignored. This time many lives, in particular in the crime-ridden areas of Belize City, could be in danger. Organised criminal elements are believed to be behind the major theft. A person or persons gained access to 2,680 rounds of M16 and M4 assault rifles from the BDF’s facility. The ammo were one thousand six hundred and eight 5.56 rounds and one thousand
03 3 The rounds are used in this type of assault rifle very deadly 7.62 rounds. The ammo, valued at about U.S. $10,000, was being held at a BDF holding bay for the United States Army which is in Belize undergoing training. The BDF has launched an investigation into the security breach. BDF’s Chief of Staff, Lieutenant Colonel Raymond Shepherd, has described it as “systematic” and an “inside job”. There are also very serious concerns that the theft too long to be discovered. According to Colonel Shepherd the theft is believed to have occurred between December 7th 2014 and January 23rd 2015. He said the discovery was made around 1:30am on Friday, January 23rd 2015. That’s a period of 31 days. The holding bay facility showed various signs of breach. The main door had been forced open and a 2x4 board was used to pierce through the wooden walls of the room where the ammo was held in. The chain link fence surrounding the compound had also been cut, but it is suspected that it was done as a diversion. BDF officials believe the theft was brazen, carried out by some of their very own who simply walked out of the compound with the loot. Colonel Shepherd pointed out that the holding bay was not the appropriate place to store that kind of weaponry. The BDF has a proper storage facility with 24-hour security, but someone gave the order for the Continued on page 13

Fonseca The Municipal Elections to be held on March 4th, 2015 will be the first opportunity since the General Elections of 2012 for voters living in our Cities and Towns to pass judgment on the UDP local and national governments that narrowly won re-election in 2012 and have governed Belize for 9 years and 7 years respectively. In the case of some municipalities it has been even longer. Voters in 9 municipalities (Belize City, Bel-
mopan, Orange Walk Town, Corozal Town, San Ignacio/Santa Elena, Benque Viejo, Dangriga, Punta Gorda and San Pedro) will go to the Polls and make a choice between endorsing the arrogance, corruption, and failed policies of this UDP administration OR beginning the journey of change by embracing the message of HOPE, UNITY, AND REFORM being carried by the candidates and leaders of the PUP. Yes, it is true that the UDP will have more
money, more tv ads, more vehicles, more banners, more paid campaigners and more t-shirts. And yes it is true that the strength of the PUP in 2015 is our rural communities. A New Charter
ight hundred years ago, King John of England was forced to sign a document which curtailed his power, Up to that time, 15 June 1215, Kings of England had absolute power over their citizens, referred to as their subjects. This absolute power allowed King John to raise taxes any time and against anyone. He could wage war abroad and force his subjects to pay for it. He could confiscate lands and farms and castles. He could send his soldiers to arrest and imprison noblemen and other at whim. He answered to no Court, no electorate and no other authority. He was all powerful! The Church leaders of 1215 along with the barons and other influential personalities became fed up with the arbitrary rule of King John. They threatened to stage war against him if he did not give in to their demands. The Archbishop of Canterbury drafted a document with several important issues. By signing that document the King agreed not to interfere with the rights of the Church. He agreed that he could no longer put citizens in prison with proper legal cause. He agreed to ensure there would be speedy justice for all and he agreed that there would be rights for all freemen. The important document became known as the Magna Carta, or the big charter of liberties. Over successive years, the document was improved upon and eventually led to the establishment of the rule of law, trial by jury and a list of the human right of citizens. Ultimately the rule by King and Queens was abolished and replaced by Parliamentary democracy. Dr. Hamid Ganey, Professor at the University of West Indies, received a grant to promote awareness of the importance of the Magna Carta and the signal principles that have been transferred to Caribbean Constitutions, including the Constitution of Belize. The local branch of the University of West Indies, known as the Open Campus on University Drive in Belize City, hosted Dr. Ganey and sponsored a Guest Lecture and Panel Discussion of the influence of the Magna Carta on human rights in Belize. This took place at the Open Campus lecture room on Thursday, January 28th, attended by tertiary students. Our information is that the Guest Lecturer presented a lengthy list of violations of the Constitution and abuses of the human rights of Belizeans. These included abolition of trial by jury for serious offences; watering down the evidence law; removing the discretion of Magistrate to grant bail for a growing list of allegations; the widespread abuses by Police such as the beatings of citizens; illegal entry into private houses; torture of suspects to obtained forced confessions; lengthy delays for persons in prison to receive trials; harsh marijuana penalties and the scandalous cancellations of lands leased to citizens.
His list of cases was supported by most of the panellists including former Ombudslady Cynthia Pitts who confirmed there were too many abuses occurring in the country. All panelists agreed that having the human rights enshrined in the Constitution was insufficient to safeguard these rights from infringement and violations. We cannot agree more. A large measure of the blame for the increasing breaches and violations of the rights of Belizeans must be laid at the doors step of the present government. Indeed, the empirical date would show that it is since the arrival of the UDP Government in 2008 that Belizeans have been subjected to these violations. The Government has said nothing and done nothing to rein in the behaviour of its police force, engage in retraining and proper protocols at police station and detention cells. The scandals of some four hundred persons remanded to the prison for period ranging from six months to ten years has to be the worst such record of its kind. A portion of the blame on the government has to do with the incompetence of its Ministers and their politically appointed Chief Executive Officers. Their contribution to the effectiveness of their Ministries has been less than stellar, to put it mildly. The other portion of the blame is the uncaring nature of the government. Nothing bothers them. Their sworn duties to uphold the law and do right by every citizen has been publicly repudiated by Minister Mark King and upheld by the Prime Minister. To the dickens with the law and the Constitution, it is Ministers and their families first, UDP cronies second and everyone else last. This, of course, is no way to manage a Government with its large areas of impact on the lives of citizens. But once such a mindset is practised, then the explanation for the sorry state of affairs the country is in, become self-evident. Belize needs a new, fresh start. It has not come from the UDP Government and will not be forthcoming from them. Their entire focus is on re-election as their leader has become addicted and self-consumed in the misguided ambition that winning a third term as Prime Minister is more important than the well-being of the nation and its citizens. That is of no important to the vast majority of Belizeans and certainly no consolation for the growing array of dispossessed citizens who know what it is to be victimised and abused by the Government and its agents. It is time for change. That change can only come with a new Government with leadership committed to doing the right things and putting an end to the abuse that citizens are subjected to. Only the PUP and Francis Fonseca are committed to this change. It is up to Belizeans to say enough is enough.

WOMAN IN THE HOUSE By Dolores Balderamos Garcia
WHO BEX, BEX!! I happened to pick up a copy of this past weekend’s Amandala Newspaper yesterday. As I paged through it I came upon the Editorial called “Special Lady.” The writer thereof seems to be extremely infatuated with Doctor Carla Barnett, saying that it “was impossible for the UDP Leader to present a more impressive candidate for the Freetown constituency,” and calling her “the great Dr. Carla Barnett” and “a classy trophy.” He/she even opined that if Dr. Barnett should ever win “there is no one as spectacular in the UDP’s leadership succession wings.” (!!!) (Emphasis mine) Now that is all very well and good. The writer of the Editorial has every right to have his/her opinions. I have over the years read some of their Editorials, many of which at times need to be taken with a grain of salt. Sometimes they are on point. At other times they are biased and quixotic. Always they promulgate the word according to their Publisher and Editor. As I said, that is all very well and good. I believe, for example, that while not entirely accurate there were various truths in the opinion piece about Cordel Hyde’s candidacy having positive spinoff effects for the Belize rural divisions, in particular Belize Rural Central. Perception in politics is everything, and the perception that the success of Cordel in Lake Independence will help to float all PUP boats is impossible to gainsay. What I find astounding is the egregious error which appears towards the end of the “Special Lady” Editorial piece. The writer opines that Europe is demanding that we in Belize must have more women in our House of Representatives and that this is an order from abroad. “So then, suddenly, after Wednesday, the ruling UDP has as many lady candidates.... as the PUP.” There are Dr. Carla
Barnett and Beverly Castillo for the reds and Dolores Balderamos Garcia and Dr. Lisbeth (sic) Guerra for the blues, the writer very authoritatively states. The thing is that this is just NOT SO!! What about Dorla Vaughan for Mesopotamia and Yasmin Shoman for Collet?? These women have already been selected at public PUP conventions. I should know. I was at both, and I ringingly endorsed both candidates. I find it hard to believe that this was an innocent slip or oversight. The correct information is that the PUP has twice as many women running for the House of Representatives as the UDP, and I would like to see more women. I strongly feel that Amandala cannot be forgiven for this gross misrepresentation!! The political history and analysis in many of their Editorials would lead one believe that they do their homework. How could they in this instance drop the ball so badly? It must be that in the haste of their enthralled excitement about Dr. Barnett they may have suffered a Freudian slip. And while I am at it, let me say categorically that Hon. Francis Fonseca is the undisputed and uncontested Leader of the PUP, and he WILL be the next Prime Minister of our country. The present Prime Minister can continue his dreaming and his silly political games and attempted mischief, and his word-throwing as is his wont. And he can go on ad nauseam about valedictories. He is about to give his own. We in the PUP don’t have any time for nonsense. We are in no way unsure of ourselves when it comes to our leadership. Hon. Francis has been growing from strength to strength in the compassionate substance and style of his leadership, and he enjoys the support and confidence of our entire National Executive as has been reiterated time and again. He will lead us whenever general elections are called. We therefore say to Prime Minister Barrow and his gang: “Who Bex, Bex!!!”

SJC & Gwen Liz boys win CSSSA football Ladyille, January 24, 2015 The Gwen Lizarraga High School and the boys of St. John’s College boys each posted a 6-0 win to advance to the 2nd round of the Belize District high school football tournament at the Ladyville community field on Saturday. The Gwen Liz boys stomped the Belize High School boys with Jovan Usher scoring the 1st and 2nd goals, and Devaugn Zuniga scored a 3rd goal before the half. In the 2nd half, Naim Wilson scored a 4th goal, while Clifton Dawson drilled in a 5th goal, and Malcolm Flores scored the 6th goal. The SJC boys ran over the Sadie Vernon Technical High School boys 6-0. Eric Rodriguez scored the 1st goal, finishing a pass from Trey Guy. Luis Acosta set up all the plays for the goals, helping Carlos Guerra to score a 2nd and a 3rd goal to lead 3-0
at the half. In the 2nd half, Daniel Echeverria, Dimitri Fabro and Sydney “Bucket” Bradley entered the ball game, while Luis Acosta continued as the playmaker general, centering the ball for Bradley to score the 4th and 5th goals. out the St. Ignatius RC School boys 30-22, led by T-dee Cattouse with 9pts and Daniel Hemmans with 7pts. Nashus’ Tariq Pascascio and Delrick Sankey scored 8pts apiece. U-15 Tennis Tournament Held Belize City, January 24, 2015 Nineteen youths from Hummingbird Elementary School, St. Mary’s Primary School, Horizon Academy, Belize Elementary School, and the City of Belmopan took part in the red category and green U15 category tennis tournament this past Saturday. With the Belize Tennis Association getting tennis into more primary schools the participation is slowly but surely increasing and more children are being exposed to this great sport. In the red category, which is played on a smaller court with bigger and lower pressure balls, 14 participants played round robin style. The top four who proceeded to semi-finals were James Courtenay, John Paul Jaramillo, Daniel Musa and Anthony Rudon. Daniel overcame Anthony Rudon and James defeated John Paul to reach finals. In the finals little Daniel Musa took the victory over James Courtenay in a great match with long rallies 15-9.
The green category had five participants who also played round robin to increase their playing time. Jonathan Smith and Harnadar Tut made it to the first semi-finals with Tut overcoming Smith 4-0. The second semi-finals saw Stefan Sosa prevailing over Samron Pott 4-1. The final was set between Harnadar Tut and Stefan Sosa, which was an exciting match. Both competitors displayed great tennis acumen, but in the end Harnadar Tut from Belmopan took the victory and his first ever first place over Stefan 6-4. Medals were presented to first and second place in both categories. The Belize Tennis Association takes this opportunity to especially thank the first time participants from St. Mary’s and Horizon Academy for partaking and also their parents for supporting and encouraging their children in Tennis. All tennis players, especially the YOUTHS, are encouraged to keep on playing and practicing for the upcoming tournaments!

PUP Leader comments on Hon. Marco Tulio Mendez situation Belize City, January 28th, 2015 Leader of the People’s United Party, Hon. Francis Fonseca, said on Wednesday afternoon that the Party has not received any kind of information on the allegations being made against the Hon. Dr. Marco Tulio Mendez, the PUP Area Representative for Orange Walk East. Hon. BSCFA Still Strong!!
Belize City, January 27th, 2015 The struggling and hardworking cane farmers of the north have collectively delivered a hard slap in the face of cold-hearted Prime Minister Dean Barrow. Despite the wickedness of Prime Minister Barrow who made every effort to break up and weaken the powerful Belize Sugar Cane Farmers Association, the 55 year old organisation is still going strong. It is widely believed by cane farmers that Prime Minister Barrow joined the multi-national American Sugar Refinery (ASR) to divide and destroy the BSCFA by firstly attempting to force the cane farmers to abandon their mother association, BSCFA, and sign an agreement with ASR. When that failed, the UDP Government attacked the credibility of the BSCFA and aided disgruntled farmers to start their own associations so they then sign the unfair an agreement with ASR. But the tactic of disintegrating the BSCFA did not work. Despite Barrow’s wishes, the BSCFA still has majority of the membership. Of the total 5,442 cane farmers, the mother association has 4,152 or 76% of the membership. The other newly-formed association has 951 members while another has 335 members. It is expected that the members will eventually return to the BSCFA as they have the experience on how to man-

Despite the gravity of the situation, no one in the Barrow Administration has uttered a word to allay concerns that the gangs and high dangerous criminal elements could be preparing for an allout war in the streets. Why else would anyone be interested in that amount of ammo? The public has very little confidence in the Barrow Administration to protect Belize from threats inside and outside. This is not the first time the BDF compound has been breached under their watch. In October 2011, 42 guns were stolen from a storage facility in the Price Barracks compound, including two M4 commando rifles, twenty two M-16 A-1 rifles, eleven 9 millimeter Beretta pistols, and seven M4 carbines. Prior to this, in December 2008, one thousand three hundred and forty rounds of 5.56 ammo were stolen. All of this with John Saldivar presiding as the Minister of National Security. Say something Saldivar, don’t you see Belizeans have given up on you.

He allowed his nephew, Arturo Hernandez, to write a letter claiming he was ready to leave the BSCFA in order to jump on ASR’s bandwagon.This letter was used to support the Government’s efforts to get other associations going. With the majority of members will at the BSCFA, the organisation will be managing the delivery of over 970,000 tons of cane to the mill. This is almost 70% of the total cane in the north. Respect is due to the brave and strong leaders of the BSCFA who never abandoned the organisation’s true philosophy of putting cane farmers first through the hurricane Dean Barrow. These include Lucilo Teck, Diody Novelo, Alfredo Ortega, Javier Keme, Ramon “Monchi” Cervantes and Oscar Alonzo. As to those others, like Gaspar Vega’s cousin, Ezekiel Cansino, who buckled under pressure, the cane farmers will deal with them in due time. The title “mother association” was given to the BSCFA by Hon. Abelardo Mai during his address at the House of Representatives on Monday, January 19th. In that address, he spoke of the important role the BSCFA has played in the industry.

Belize City, January 29, 2015 The National Trade Union Congress of Belize is facing a leadership crisis. The very important workers’ representative organisation which should be fighting against the Government’s abuse and discriminatory practices against the workers of Belize has been too quiet for too long. Recently, when the NTUCB stood in solidarity with the cane farmers, the elected leader Dylan Reneau was a no show. When the NTUCB joined cañeros in their protest at the footsteps of the National Assembly building in Bel-
mopan, Reneau did not turn up even though he works inside a comfy air-conditioned Ministry of Education office right next door. When the NTUCB held a press conference in Belize City to make statements on national issues, Reneau was missing in action. All indications are that Dylan Reneau has abandoned the NTUCB. He still continues to sit on the many Government boards he was appointed to under the UDP Government. For each appointment, he enjoys perks and special allowances. When asked about Reneau’s absence at the January
15th media conference, First Vice-Pesident of the NTUCB Adelaide Guerra, held back no punches. “I am not able to respond for the president. I believe that he will have to answer for himself”, she responded. For his failure to lead, Reneau has become persona non grata. The members are patiently waiting for the Annual General Meeting scheduled for this weekend, January 31st and February 1st in Caye Caulker to send him a loud and clear message. At the AGM, a new Executive will be elected.

In any case, after about 2-3 months waiting on our renewed passport, I was informed that it wasn’t ready, and that I would have to leave New York and travel to Belize to receive my new passport there, and that I would have to obtain an emergency travel document to get to Belize. When I got to Belize, I was told that I had to pay another $100.00 to get my passport. That was when I decided to consult with my former media colleagues in Belize , I firstly, spoke with my former Boss, Mr. Rene Villanueva, he then instructed me to get in touch with my former Radio broadcasting Colleague, Ms. Ann Marie Williams, who a few years before had exclusively reported on the passport scandal out of the Belize Immigration Department in Belmopan, she made some inquiries on my behalf, and I was then, (no surprise) informed that I did not have to pay the $100.00 that they initially wanted to charge me at the Immigration Dept in Belmopan. By now Sir/Madam, you probably already realized that I am a broadcast journalist. I worked seven years with the (now defunct) Radio Belize, Belize Radio One and Friends FM. Now, after returning back to the United States, from Belize, I still had to struggle to get my wife’s passport from the Belize Immigration Dept in Belmopan. I wrote and sent emails to Mr. Gareth Murillo, the Director of the immigration Dept in Belmopan inquiring of my wife’s Passport that took almost a year for her to receive, but he, Mr. Murillo, did not have the courtesy, the good will, respect or professionalism to send me an answer to our concerns. Sometimes these people believe that they are more important than the rest of us. They fail to realize that they, like yourselves, work for us the Belizean people, we do not work for them. Sometimes they even seem naïve to the fact that the pen is
THE BELIZE TIMES mightier than the sword. After not getting any attention from the gentleman, I then decided to pen a complaint to your office about our situation. We were then contacted by the Chief Executive Officer out of the Ministry of Foreign Affairs, Mr. Alexis Rosado. By then, the folks at the permanent mission here in New York were pointing the finger at the people at the Department of Immigration in Belmopan, while the folks in Belmopan were pointing their finger at the folks in New York. No one wanted to handle the hot potato or take responsibility. Now, let’s fast forward to September 8th, 2014, on that date last year, myself and my wife went to the permanent mission to Belize here in New York (reluctantly), to renew our passports again. Only this time we had to pay $110.00 American dollars (each) for our passports, again, we were told that we would have to wait 6-8 weeks to receive our passports. Today’s date is January 21st, 2015, five months after applying and my wife is still waiting for her passport, even after she has already met all the requirements and paid all the monies attached to getting her passport. Her passport is still MIA. Even after we paid $110.00 American dollars (each), to the treasury of Belize, when converted to Belizean currency, we have paid $440.00 to the treasury of Belize, for what? Meanwhile, we are still not receiving any kind of service/representation from the Office of Ambassador Lois Young in New York, or the office of the Belize Immigration Dept there in Belmopan. We are anxiously awaiting an answer/ response from someone at the Ministry of Foreign Affairs to do the right professional thing and once again, step up to the plate and resolve this situation. I/we are expecting without a doubt the delivery of this document/passport that is way overdue without any more delays or excuses, as my statute of limitation for patience will expire on January 26th, 2015. If we are not contacted by a responsible professional representative from your office, I will more than likely resort back to my Broadcasters mode and reach out for my Journalistic Sombrero. If I have to resort to that, I will be releasing/sharing this letter with all of my journalistic colleagues/Media houses in the country of Belize. ENOUGH IS ENOUGH! Successful Students Never Give Up
By Dr. Angela Banner Joseph Over the past nine months, I have struggled to understand the process of the ailing heart. I was challenged as I watched my mother suffer a sudden heart attack. Quickly, I provided her the necessary emergency attention to survive. Many are not as fortunate as my mother, and they do not receive the immediate care for proper healing. I was thankful to be by her side to get her the best medical care. However, I was shaken with concern about other people who do not have the resources for adequate hospitalization. For me, it hurts to witness the impact of financial inequality and the attention a person receives due to wealth. It left me numb, because I pray that all of us in this world would receive fair and satisfactory treatment and the finest medical care in time of need. Today, I write to share what I learned about heart disease and what you can do to prevent a heart attack. I used to think I was in good shape, but I have changed my lifestyle to live heart-healthy. I am more aware now that I am genetically predisposed to have a heart attack, because it is in my genetic DNA. Over the last few weeks, I have questioned and studied many of my family elders to learn more about their inherited medical illnesses. What I found about their health did not surprise me at all. It did not surprise me because of the Belizean diet they ate (rice and beans, potato salad, fried pork, stew chicken, lobster, shrimp, conch fritters, or game meat) and the number of desserts (potato pound, cakes or bread pudding) they made at home. I also learned how dishonest many were about how they followed up with their healthcare providers by not truthfully telling them what they ate. I heard them saying, “I only have a touch of sugar,” or “I am only borderline,” yet they continued to eat unhealthy foods in denial of their immediate illnesses. I learned that many of my elders had been diagnosed with high blood pressure, diabetes, high cholesterol, and heart disease, to name a few. To my surprise, I learned that the baby boomers (relatives born between the years 1946 and 1964) in my family also suffered from the above-mentioned health problems. During my visits to the doctor, I was glad to hear that I did not have any of these illnesses, but I am acutely aware that I must be careful with my diet and exercise
because the likelihoods are in my genetic makeup. I must be watchful with what I eat and I must increase my daily physical activity for better heart health. During my mother’s heart attack, she suffered severe chest pains that became serious and life threatening. She felt pains for many days and delayed treatment, which could have led to her death. She ignored the warning bells in her body for too long and suffered a heart attack that included blood clots in her lungs. My mother should have been more careful with her heart health, because in her forties, she had suffered with chest pain, which caused poor blood flow to her heart and led to an angina attack. Among the many reasons we suffer from chest pains, some are fatal and others are severe. Some of those symptoms may include a digestive problem, such as gastroesophageal reflux disease (GERD). GERD is a condition in which the liquid content of the stomach backs up into the esophagus, where it inflames and damages the lining. Additionally, you might have other symptoms with chest pain. My mother suffered shortness of breath, fever, sweating, nausea, a racing heartbeat, and feeling tired, but thought these symptoms would disappear. She did not think they were connected to the heart disease that would change her life forever. So, please don’t ignore these symptoms: visit your health care provider for a proper diagnosis. Tell your health care provider in detail what you are feeling, where your pain is, and when it began. Let them know how often the symptoms come and go and share all the medicines you are taking, as well as how you feel after you take them. While I have noted some of the symptoms of a possible heart attack, also get immediate care if you feel a squeezing, pressure or pain in your chest that lasts longer than 5 minutes; if you have chest discomfort that gets worse after you take your medicine; if you cough or vomit blood; or if your bowel movements are bloody. Today, Mom is doing a better. Her road to recovery progresses every day, and she is under a three-month watch by her medical team. I have changed her regular diet, which now consists of a low salt, low-fat diet. Her Belizean diet has been curtailed and I have her eating more fruits and vegetables. She can do some exercise at this time and she has to weigh herself daily to make sure that she does not retain water in her body. Excessive water retention could signal congestive heart failure. We have seen more medical professionals than we need, but I am thankful her heart failure management team of doctors and nurses are helping us, and I am glad to know she is still by my side. Remarks on the Sugar Industry Amendment Bill by Hon. Jose Abelardo Mai
National Assembly, Belmopan January 19 2015 Mr. Speaker, What should have been an event recognizing progress in our sugar industry. What ought to have been moments of celebration and triumph as we embrace technology. What should have been cause for jubilant moments in the history of the sugar industry has been reduced to a charade. A charade Mr. Speaker by the intentional deception and equivocation in the government’s handling of the sugar industry crisis. If this government, Mr. Speaker, had chosen to act with sincerity to support our cane farmers in their just cause to improve their economic situation this amendment to the Sugar Industry Act Mr. Speaker, would never in the eyes of the entire world appear to be one that appeases and clearly accommodates ASR/BSI’s interest, their masters. THE BSCFA Mr. Speaker, The BSCFA is the association with the largest membership in the nation of Belize with more than 5,000 members. The BSCFA is one the largest producers association in the Central American and Caribbean regions serving thousands of families for more than 50 years, Mr. Speaker. It is indeed the only association that has a comprehensive, organized structure and logistical framework with trained expertise in place for an efficient delivery of sugar cane to the mill. One Mr. Speaker, that has come about through years and years of trial and error, one that has evolved and is close to perfect. Mr. Speaker, slanderous remarks for merely political and malicious intentions and gains such as “the association has spent millions of Fairtrade money and has nothing to show for it” is a complete fabrication, it is completely deceitful and nothing close to the truth. Mr. Speaker, the records speaks for itself! Through the association’s Fairtrade Premiums productivity grew from 980,000 tons of sugar cane to now 1.4 million tons of sugar cane. The mill is choking with so much cane that we have. Thanks to whom? Certainly not the government. Certainly not EU and their
distressing, pain causing, embarrassingly-sluggish delay of the Accompanying Measures for Sugar. No Mr. Speaker. Thanks to the BSCFA and the Fairtrade premiums. Thanks to the BSCFA, Mr. Speaker, the cane farmers were effectively able to control what is now considered the endemic frog hopper outbreaks using the IPM approach. Thanks to the mother institution, farmers are able to fertilize their fields on time. Thanks to the mother of all associations, weed control is now being done timely. Schools were repaired, bridges were constructed, health centers were repaired, and sugar roads improved, school grants issued, eco parks upgraded, Mr. Speaker. All that should be the responsibility of the government of the day was being done by the mother of all associations and the Fairtrade funds. And people dare say that there is nothing to show? Mr. Speaker, I dare not say that everything has been great at the association. But I also think that the PM can confess that not everything has been great in his administration similarly. As a matter of fact, I dare say Mr. Speaker, that the government’s administration today is no better than the BSCFA’s. I would go further to say, Mr. Speaker, that should this government’s administration be subjected to FLO-CERT’s auditing, not only would they be suspended. They would be de- certified/ expelled 100 times. And oh Mr. Speaker, we the cane farmers all pay our import duty, our GST, our Environmental Tax. We work for the benefit of this country! How much import duty does ASR pay? How much GST does ASR pay? How much environmental tax do they pay? ZERO, Mr. Speaker! Mr. Speaker, the truth should be told. From the time the Supreme Court ordered that the Sugar Industry Act be amended, the Belize Sugar Cane Farmers’ Association began preparing itself to adjust to the changes which enabled and prepared individual farmers, groups of farmers and other associations to deliver sugar cane to the factory. It actively participated in the stakeholder meetings that were held to prepare the revising of Sugar Industry Act, recognizing the importance of this for the future economic security of all cane farmers. Simultaneously Mr. Speaker, the BSCFA redoubled it efforts to strengthen its capacity to better manage the affairs of its members, which it achieved with remarkable success. Its appointment of a negotiating team to address the issue of a new commercial agreement with Belize Sugar Industries Ltd is testimony to this. Expecting that the association was still immature and ill prepared, BSI thought that is would be business as the usual, a walk in the park. BSI soon realized that it was facing a team of expert-dedicated negotiators, or “radicals” and “extremists” as they have been re-
cently described. Mr. Speaker, the names mentioned by the PM, on more than one occasion; Ortega, Javier Keme, Cervantes, Tek are persons that are the most knowledgeable and experienced in the sugar industry and are valued and respected by thousands of cane farmers. Yes they are radicals. Radicals for a great cause Mr. Speaker! On the other hand, the same cannot be said of the person who supposedly wrote and sent a letter to the PM indicating that he wanted to break away from the BSCFA. Mr. Speaker, the individual who signed the letter, Arturo Hernandez has no known credibility and inspires and motivates no one. He is simply a cane farmer, not a leader as the PM mentioned. He has no organizational capacities less any intellectual agility to be the leader of anything. He is simply the nephew of the DPM. He is just another Baroni Hernandez, Nestor Hernandez and Imer Hernandez! The strength of the negotiating positions tabled by the BSCFA team led to a number of actions by BSI to frustrate and undermine the process. Mr. Speaker, the major bone of contention was over bagasse and whether it qualified as a by-product that could be priced. At the critical point in late 2013 when the government, for its own political reasons, declared that it recognized bagasse as a saleable by-product, BSI then Mr. Speaker, sinisterly changed its strategy and set out to find ways to weaken the Belize Sugar Cane Farmer’s Association with the end game being its destruction. Mr. Speaker, BSI/ASR attempted in November, to destabilise the BSCFA membership by offering direct individual contracts to farmers. I am proud to say Mr. Speaker, not a single person signed up with BSI/ASR. Zero splintering occurred. BSI had failed miserably, the multinational had failed miserably. With the active collusion of government through the UDP Ministers of Orange Walk and Corozal, the BSCFA was subject to a systematic weakening of its Committee of Management which led to the dilution of the association’s strong negotiating position and the mess they have been coerced into today. And now on Friday, Mr. Speaker, we witnessed the hypocrisy of the government side’s. We heard the government’s proclamation of support for the Belize Sugar Cane Farmers. Mr. Speaker this is merely a political attempt to do damage control, an attempt to slow down ASR/BSI’s unscrupulous and ruthless end game; to see the BSCFA totally removed from the industry. Today’s amendment to the Act now appears instead as a necessary first step along the path to muzzle the farmers’ ability to collectively negotiate for benefits in the not too distant three year scenario contemplated in the new agreement. Yes Mr. Speaker, the government has been reminded that there is an irreparable political cost to hunting with the hounds and running with hares. The spectacle of our Prime Minister negotiating with
a lowly representative of ASR/BSI to accept cane deliveries from the BSCFA tells the story. Not a story of high-mindedness and caring on his part, but of the political bankruptcy of his Party that can provide no real benefit to poor struggling cane farmers and to the suffering masses of Belizeans. Mr. Speaker, we cane farmers have a right to feel humiliated and betrayed. There is no other way to truly describe what has happened and who is responsible. Siding with the rich and the powerful at the expense of the poor and weak is the opposite of what government’s role should be. Weakening instead of strengthening institutions that are vital to the development of any productive sector should not be the objective of any government. What has taken more than 50 years to build is being destroyed in weeks, only for short term gains Mr. Speaker. Shouldn’t the PM and his government Mr. Speaker appreciate what a competent, efficient, and resourceful BSCFA can do for cane farmers, the sugar industry and the Belizean Economy? Let us not forget Mr. Speaker, or should I say let me remind you “dividing and conquering” is a proven destructive strategy that colonizers, economic predators and even governments employ in their agenda of slavery, manipulation and subjugation. Especially governments who are not for or nor with the people. Governments who are corrupt employ this type of strategy. Who, Mr. Speaker, has benefitted or stands to benefit from this deplorable situation Mr. Speaker? ASR/BSI most of all, and certain attorneys, including Equity House. Isn’t this a blatant shame Mr. Speaker? This sitting of the House today places our small cane farmers at a historic crossroads. Either it clangs their death bell as producers in the sugar cane industry or it signals the beginning of a new era. A new era when the government can regain the confidence that it is sincere about supporting their efforts to improve the economic future. I am not optimistic about this Mr. Speaker. The government’s track record so far, has been extremely dismal- Unless they cease to be the “brown nosers” of big Capital Multi Nationals like ASR, US Capitol Oil, NCL, and govern for the benefit of all as they were elected to do. Mr. Speaker, lest we forget, let it be explicitly and affirmatively said, that never will this Party - the Peoples United Party ever do something like this - abandon the weak, abandon the farmers, abandon the defenseless like what the UDP government has done. Personally and politically, there is no way on earth that I can vote in favor of these amendments. If I did, such action on my part would be shameless, despicable and unpardonable of the highest degree in the eyes of the people of OW South and in the eyes of every patriotic Belizean!!! May God pardon us for our collective cowardice and our civic failure to stand up for what is right and what is good.

THINK ABOUT IT IS THIS A DAGGER? The greatest writer in the English language who wrote many immortal plays wrote “Macbeth”. Apart from the fascinating and fabulous use of words and insights in human nature, Macbeth is about the ambition of one man and the change he goes through to become the ruler of Scotland. Returning from a battle Banquo, his co-leader of the army, was met by three witches. They told him he will be promoted to become Thane of Cawdor, a high ranking position. They then prophesized that he will become king. Shortly after their two prophesies, news reached Macbeth that he has been promoted Thane of Cawdor. Thereafter his ambition led him to murder the King and continue to murder friends and associates. He becomes King and his destruction thereafter follows, after he has brought misery to the people of Scotland. On Monday 19th January, in the year of our Lord 2015, at a meeting of the House of Representatives, it is not clear if the Prime Minister was playing the role of the three witches. His repeated false prophesy about a “once and future king” was either an attempt at political mischief or a self-indulgent third-term king or both. He was catering to human ambition; another member or his own. “Fair is foul and foul is fair”, said the witches in the open scene of the play. Is that not also a fair description of party politics and the intrigues presently sneaking around the corridors of ambitious politicians? The witches had said there was, “Double, double toil and trouble”. They misled Macbeth with these words “Be bloody, bold, and resolute; laugh to scorn the power of man, for none of woman born shall harm Macbeth”. Macbeth starting plotting and planning to get rid of the King. His ambition took hold of his mind. He started imagining things. Here is the opening of one of the famous lines in the plays:“Is this a dagger which I see before me? “The handle towards my hand? Come let me clutch thee…” The withes had further misled Macbeth with these words: “Be lion-mettled, proud; and take no care “Who chafes, who frets, or where conspirers are: “Macbeth shall never vanquish’d be until “Great Birnam wood to high Dunsinane hill Shall come against him.” How can the forest move? How can trees unroot themselves, who or how was it one not born of woman came forward to deal with the treacherous Macbeth? Who in the two political parties are the equivalents to these characters in Macbeth? And what is the dreaded message to plotters and back-stabbers?

If you read the play, which is not very long, you may find out. IT’S OFFICIAL It has been done. The full weight and power of the Prime Minister and his government has smashed the unity of the cañeros and forced them to bow down to ASR/BSI. Under duress and threats they felt they had no choice but to sign the agreement ASR was forcing down their throats with the aid of their own government. A contract signed under threat of no cane delivery and under duress is not a valid contract. The cañeros shall rise again. UNJUST WORK HOURS For some time now Police Officers have been forced to work TWELVE hours shifts. This practice has also taken root at the Prison Department where no employee has benefited from the small salary increases won by the Public Service Union. A twelve hours shift is no doubt convenient to managers as compared to an eight hours shift. But is it legal and is it fair? THE LOVE SCANDAL The speculation and allegation which have much substance, that Love FM allowed themselves to be manipulated by government, to remove Nuri Muhammad from hosting a show with two Minister of Government is a serious matter. This is an issue and a threat to freedom of speech and the freedom of the public to be properly informed. It is an attack against journalists who wish to be a cut above others who are too timid, too passive or too partisan to conduct fair and balanced interviews or do news coverage. Whatever may be Mr. Muhammad’s personal political views he has always preformed his duties as the host of Love FM morning show with a level of impartial, but probing and professional questions and comments. Love FM has been penetrated by the UDP government and has been displaying its bias in its news coverage and the few commentaries that have been aired. All journalists and the media association, if there is one, need to condemn what is going on at Love FM and the unfair treatment to Nuri Muhammad and attack on freedom of expression. Let the truth be told even though some commercials will be lost. WELCOME BACK JUDGE LUCAS Supreme Court Judge Honourable Adoph Lucas Sr. has returned to his duties after fighting off an illness that required medical treatment abroad. The very strict but very fair Judge Lucas is a national role model. He joined the Police back in the good old days of pride, honesty and dis-
cipline and rose to the rank of a Superintendent. He attended evening classes and passed several overseas examinations, including the school UWI para-legal courses. He became a Labour Inspector, a Magistrate and was awarded a scholarship where he successfully studied law at the University of the West Indies to obtain his Bachelor of Laws. He continued post-graduate studies at Norman Manley Law School in Jamaica and obtained the two-year Legal Certificate to become a practicing attorney; which he did practice for a period. He was promoted to Chief Magistrate and later Director of Public Prosecution where he personally prosecuted difficult indictable trials, always resulting in the bad people being convicted. He was appointed a Judge of the Supreme Court with the full support of the former Prime Minister and then Leader of the Opposition, now Prime Minister, as well as the full Senate which applauded his Judgeship. Judge Lucas through his years of outstanding and dedicated service always remained a pleasant and humble human being ever willing to assist those who climb the ladder of achievement through hard work. We are all proud of this quiet giant in our midst. Welcome back Judge. HORSE-SPITAL AGAIN This time it is another sickening story of careless and negligent behavior. A young first time mother of 19 years delivered a healthy baby at KHMH over a month ago. She was discharged. Within a few days she was experiencing pain. Days thereafter she started to smell stink from her private area. She went to visit relatives in Cayo. There, overcome by severe pain and a dead-rat smell from her womb, her common-law husband tried to help and saw some kind of material inside her. When it was pulled out it was a hospital cloth left inside her. She was rushed to the Belmopan hospital when she had to be admitted for two days. Chief Executive Officer of KHMH has been credited with showing sensitivity and making sure the mom is properly recovering and out of danger. When will Dr. Allen and Minister Marin be removed from responsibility of our health system? How many more Belizeans must suffer and die? POETRY AT SPOONAZ Spoonaz, the very name sounds poetic. Spoonaz is a dinner and hangout bar on North Front Street in Belize City. It is classy and the young staff is so energetic and professional. There is a deck in the yard that overlooks the river. On moonlight night that’s the place to be. Last Friday the UBAD Educational Foundation sponsored a night of light music and poetry readings. Poetry is like the peace of God; it passeth all understandings. Well, maybe not as most of the poetry presented was well understood and enjoyed by the audience. A surprise appearance was a read-
2015 ing/performance by Clinton “Pulu” Lightburn. Someone apparently videoed it and “facebooked” it, where it went semi-viral. Pulu ripped off this shirt. Threw himself to the ground raised his voice and used a ‘Jack and Jill went up the hill’ nursery rhyme to blast the oppressive system, in Belize --- expletives and all. Was well received. Pulu was and is Belize’s greatest basketball player of all time. MAGNA WHAT? 800 years ago, King John of England was abusing his kingly lovers, imprisoning and depriving his countrymen of their rights and liberties. He was confronted by the Brons and Nobles and powerful individuals and forced to sign a document restricting his power. The document he signed became the grandfather and god father of human rights, democracy and the rule of law over the rule of men in power. That document was called the Magna Carta, meaning the Big Letter. The University of the West Indies and the local branch of UWI on Princess Margaret Drive will be sponsoring a distinguished lecture on the topic. The Magna Carta and its influence on human rights in Belize. Presentations will be by Belizeans including a speech by Attorney General Wilfred Elrington who is expected to blast the violations of human rights in Belize. It takes place on Thursday, 29 January at 8:30 AM at UWI Campus, Princess Margret Drive. It is open to students, activists and the public. Not to be missed as professor Dr. Hamid Garney from the University Campus in Trinidad will also be present. JOHN LONGWORTH Worthy of mention is the man John Longsworth. He was a career public officer who rose to the rank of Permanent Secretary. John can still be seen riding his trusty bicycle around the Nation’s Capital. He rose through the public service during the colonial era, self-government and independence so he has an awesome wealth of information that needs to be documented. John would also have been among the pioneers who left Belize City to work in the spanking new Belmopan in the early 1970’s. At one time he was the nation’s top tennis player. There are other outstanding public servants whose careers parallel the growth of our young nation from pre-independence to post-independence. Such persons include Charles Hyde the former Post Master General; Hugh McCain, Permanent Secretary; William Tillett, Permanent Secretary; Patrick Bernard, Permanent Secretary and a small dwindling list of persons with important inside information. NEW YEAR’S RESOLUTION It is still early in the so called New Year. So don’t be giving up on those promises you made to yourself to eat healthy, exercise, volunteer to help your community, no smoking, and of course to read a book regularly. And to attend church and read the Holy Bible.

Can’t Cemento Mayor get anything right?
How poor infrastructure work costs taxpayers

Belize City, January 26, 2015 Taxpayers in Belize City are being taken for a ride by the UDP Belize City Council. After spending thirty million dollars on a haphazard campaign to pour cement on streets without building proper drains, the City Council is forced to go back to the same streets and break it up to do “repair” work. This is because of poor quality infrastructure work done, which in some cases is caused by hiring unqualified contractors to do specialised work. This is the UDP way. Today the second round of costly “repair” work is taking place on a number of main streets. Chetumal Street in Belama Phase I, Central American Boulevard, Cemetery Road and Freetown Road – all broken up after being paved. It’s a mess! The ones who end up losing are the residents of Belize City, the tax payers whose monies go toward the UDP City Council’s aimless double spending or perhaps encouraged double-dipping.
Cemento Mayor Darrel Bradley has even had to increase the fees during his first and last three years in office. Under his Mayor-ship, almost all fees have been increased, at times doubled and tripled. Driver’s license fees went from $30 to $60. A vehicle inspection fee of $10 was created. Trade license increased significantly. Property tax shot up so high that even wealthy UDP politicians like Michael Finnegan were made to bawl out and publicly complain on Wave Radio. This hunger for taxes by the UDP City Council is propelled by the lack of proper accountability. No accountability means they can make waste with no one to check. City residents should not allow this waste to continue. Their chance to get rid of such a wasteful UDP City Council will come on Wednesday March 4th when the Belize City Council elections are held. Send the Cemento Mayor packing!!

1965-1970 It has been fifty (50) years since I came to Orange Walk Town and fell in love with your wonderful country. I am hoping that as many people as possible will attend the reunion!!!! I am inviting: students, faculty & friends involved with the school from 19651970. You are invited to a fifty year reunion.
