Darrell Bradley Does NOT Want to be Mayor Belize City, February 17, 2015 The irony for the UDP in the upcoming municipal elections in Belize City is that their candidate for Mayor has absolutely no intention of serving as Mayor. Whether it is because he has racked up such a massive debt that he has scared himself from returning to office, or whether it is because his councilors despise the ground he walks on, or whether it is because he has his megalomaniac eyes set on higher office, one thing we know for sure is that Darrell Bradley does not want to be Mayor. On Monday of this week, amidst the ranting and raving in his interview with the press, a particularly important sound bite got lost in all the noise. Bradley was asked a very simple question by Marisol Amaya, the reporter from the Krem Radio/TV news: “What assurance can you give residents of Belize City that you will not abandon your mayorship to seek higher office?” Unbelievably, Bradley had absolutely no assurance or guarantee to the residents of Belize City. Bradley, in usual form, tried to sidestep a most obvious lollipop question that could have earned him much-needed points on his dwin-

dling political career. But because Bradley knows that he has literally been forced against his will to place his name on the ballot and because he knows that his heart is not with the city residents, he could not save himself from botching the question. Seemingly unfazed by Bradley’s attempt to skirt around the issue, the reporter pressed on, repeatedly asking Bradley if he would serve out the full three years, to which Bradley could not bring himself to say a simple “yes” answer. No assurance, no guarantee and now solid proof that Bradley has no intention of representing the Belize City residents as Mayor. His bid for Mayorship on March 4th is now just pure, unadulterated political garbage. What Darrell Bradley is in effect asking voters to do is to vote for him even though he has plans to vacate office after the election. This man is so full of himself and so arrogant that he actually feels that voters will vote for him as some sort of reward for his three years of blowing millions and millions of dollars in a blatantly unaccountable fashion. This is truly the heights of disrespect. Bradley does NOT even want to be Mayor! But what Bradley will find out in due course is that we, the Belize City residents, do NOT want him either!!!

The “special” relationship between John Saldivar & Khalid Belisle
Belize City, February 18, 2015 Belmopan residents have become highly suspicious and wary of the UDP’s Mayoral Candidate. Many questions have surfaced over the candidate’s special and close relationship with John Saldivar. In 2008 when Khalid Belisle challenged Simeon Lopez for Mayor on the UDP ticket, he was resoundingly rejected by residents. Back then Mayor Simeon Lopez made interesting revelations of Belisle’s special relationship with Saldivar. First, Lopez said Saldivar was on a campaign to remove him from office.

“We’re being challenged from within,” he said in a Channel 7 interview, “basically because of the fact that some people cannot get their way, how they want. They want their way with the council.” He then added, “The Area Representative for Belmopan constituency has told me blankly that he feels like he is beating his head against a wall and so he is going to change his council; he put us there and he is going to remove us. I don’t know if that is the right statement, I think the
people put us there and the people will remove us.” Having established that he and Saldivar were not seeing eye-to-eye, he turned on his challenger who he said was not qualified for the job. “The people of Belmopan are mature voters, they are thinking voters, and they would like some people in the City Hall who are experienced in running a city and who have the integrity to make sure that everything is transparent. PUP blocks UDP land grab in Belmopan City of Belmopan, February 18th, 2015 The efforts of PUP Standard Bearer for Belmopan, Senator Patrick Andrews, to stop the greedy United Democratic Party from a barefaced land grab in the capital are nothing short of heroic. The UDP Belize City Council, which has proven its incompetence over the last six years with its inability to bring deliver the very basic of services to residents, is on its way out of office, but appears hell-bent on abusing its power and authority in their last days. Several weeks ago, the construction of a wooden building in an area between the market building and the National Assembly began. Residents noticed the construction and had a strong feeling that something wrong was taking place. They were right! They took their concerns to Senator Patrick Andrews who launched an investigation immediately. Senator Andrews discovered that the land, identified as parcel 1127, is designated as a green space for the city under Central Building Authority’s zoning. Green spaces are areas where no form of construction should take place. He also found out the building being constructed was for a commercial business. Senator Andrews immediately began questioning
authorities to find out who granted permission and also went on the media to alert the residents of what was taking place. “I am asking the Central Building Authority to put a stop order upon this because we need to know if there has been an official changing of the parcel 1127 from a green space to a commercial zone. I hope that that has happened,” he said in an interview with Plus TV. According to Council sources, the building was being built for a business to be operated by the Secretary of the UDP Office in Belmopan. The permission was granted by the Belmopan City Council, unbeknown to Mayor Simeon Lopez, we are told. Facing public embarrassment and increasing opposition, and with municipal elections two weeks away, the UDP Belmopan City Council was forced to retract their decision. Interestingly, the damage control that has followed has not been done by the Mayor Lopez, but by the Deputy Mayor Anna Banner-Guy who we are told is chummier with UDP Area Representative John Saldivar than the Mayor. Banner-Guy pretended that the matter was no big deal. But residents believe differently. They are asking how the City Council was so careless and reckless in giving such permission.
4 04 Eulogy for Sister Mary Elsa Oliva THE BELIZE TIMES
Read by Sandra McKay I have fought a good fight, I have finished my course, I have kept the faith, Henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, shall give me at that day: and not to me only, but unto all them also, that Love His appearing. 2 Timothy 4:7-8. With long life God satisfied Sister Mary Elsa Oliva and showed her His salvation. She was born on 3rd July 1935 in Corozal, British Honduras, to Edwardo Oliva and Leonor Alcala de Oliva. She attended Holy Redeemer elementary school and completed her high school studies at Pallotti High School. She made her first profession to enter the Novitiate on May 31st 1955 and her final profession was on May 31st 1961, both in Nazareth, British Honduras. Blessed with long life and length of days, Sister Elsa Oliva, focused on getting things done and getting them done right. She therefore embarked on academic studies to equip herself to serve with excellence. In 1962 she did Practical nursing during the summer holidays, and studied ‘Special Education’ at St. Joseph Institute for the Deaf, in the USA. She completed her studies as a ‘Teacher of Sign Language’ from Gallaudete College of the deaf. Between the years 1968 and 1978, she successfully completed her studies to become: A ‘State Registered Nurse’ studies in 1971 from the Rochdale School of Nursing A ‘Certified Teacher of the Blind’ in 1972 from Liverpool School A ‘ Certified Teacher of the Deaf’ in 1973 from Manchester University A ‘Certified Teacher for slow learning children’ in 1978 from World University With all these accomplishments, I believe Sister Elsa was very cognizant of what the book of Acts 20:24 says...in the NLT...But my life is worth nothing to me, unless I use it for finishing the work assigned me by the Lord Jesus. The work of telling others about the good news, about the wonderful grace of God. Sister Elsa preached the good news that Jesus loves and cares for you, by the life she lived. Girl Guide Association: Thanks to Marilyn Young and Jean Reyes, I gathered that Sister Elsa served as a Girl Guider over a span of 62 years, commencing in 1944. With a break only for overseas studies, she served until 2006, rising to the post of Chief Commissioner in 1999 up to her resignation in 2006. She ensured, along the way, that a guide company started at Stella Maris School with Deaf and Visually impaired girls. Stella Maris: Mrs Rose Williams tells us of the 34 sterling years of service given by Sister Elsa, to the Stella Maris School, from 1958 to 1992. She introduced practical programs into the school, to foster independence, enable students to fit into society and develop the skill to care for younger ones, and to help themselves in
a family life. She always went the extra mile for students, staff and parents alike. Helpage Sr. Elsa joined the Board of Helpage Belize in the early nineties. During this period the Helpage Complex became a reality. Sister Elsa was appointed to be the Patroness in 2007.She remained committed to the work of Helpage to the end of her earthly life. Hospital Auxiliary Magda Burgos, President of the Hospital Auxiliary, shared that Sister Elsa became involved with the Hospital Auxiliary about 25 to 30 years ago. Apart from identifying worthy causes for the Auxiliary’s financial support, Sr. Elsa initiated the Hospital Auxiliary’s quarterly visits to Sr. Cecelia’s Home. About 20 years ago, Sr. Elsa was the brainchild of the Hospital Auxiliary’s Gift Shop at KHMH. A successful venture that still exists today, and is one of the Hospital Auxiliary’s main source of income to help the less fortunate in our community. BCVI Mrs. Joan Musa recalls that Sister Elsa has been the President of the BCVI for over 20 years, since the early 1990’s. Her goal was to help blind children to get into the regular school system. Charley
Chiac from Punta Gorda was the first blind student to be accepted into the regular school, under this program. Under Sister Elsa’s leadership, Belize Council for the Visually Impaired developed from a small, voluntary organization, as part of the Belize Red Cross, and expanded into a completely independent organization with 5 branches throughout the country, employing some 32 persons. Apart from services to the blind, BCVI now provides services for Blindness Prevention. The staff continues to speak highly of her as they express profound appreciation for her leadership. But, creole seh ‘Si mih an live wid mih da two difrent ting’..Charity begins at home....and who better to tell of the true person she was, than those whom she lived with day in, day out. One of the first things said about Sister Elsa was that she was a good person. She was always so vibrant so active. Sister Rosalyn recalls that since high School, she was visibly active, energetic and involved. The sisters recall how she loved to participate in parades. Whatever parade, girl guides parade etc. Sister Elsa was the one who took the Sisters to the clinic when they were not well. She cared for the sick. She took care of so many and always called to check on you if you were not well. Sis Gabriela remembers when her mother was not well, Sister Elsa always called to check on how her mother was doing. She was known to follow up on the sick for many of the other sisters. She was the Nurse in charge of the infirmary at Pallotti. She was dogged about the sisters having a mass and ensured that the priests would come for mass. She always called the priests to remind them, to ensure they were coming to have mass with the sisters. She was a stickler for good manners and doing things right. Clearly with Sister Elsa, she took the same loving, caring, compassionate person she was within the home, and shared it without as well. Today, Dr. Christopher Bennett wrote to remind us that Sister Elsa was founding member of the Belize Michigan Partners. She served as the President for many years . She was instrumental in developing and implementing many of the association’s projects. In 1999, at the beginning of that new year, Sister Elsa was given the British Empire Medal, B.E.M. Personally: My family and I give God thanks for a treasured friend, a mentor, and a confidant in Sister Elsa. She was a woman of high discipline, faith, virtue and character, and still, a whole lot of fun. She said she loved my laugh and I told her I cherished her wit and pleasant disposition. I will always treasure our long talks, and sweet moments of fellowship. She did so much and with apparent ease. It was an honour to be asked by her, to be the narrator for Pallotti High School’s 50th Anniversary documentary. She did an outstanding job of compiling the pictures,

2015 arranging the interviews, and recording the history. A few weeks ago, she shared with my family and I, that this year will mark two major milestones in her life: she will be 80 years old on the 3rd of July, and this year also, she will be celebrating her 60th jubilee as a Pallotine Sister. We quickly saved the jubilee date in our phones and assured her we will be there to celebrate with her in May of this year. And that July 3rd will be another hot date for her 80th birthday. I now have to take her advice so frequently given to me, “Sandra, if God wanted it to be so, it would have been so. Don’t worry, God has other plans”. So many times I have recalled those words over the years to help me manage different situations, and they truly helped me. They are helping me right now too. Sister Elsa was an honorary Rotarian of the Rotary Club of Belize She was instrumental in getting Rotary involved with one of its first major projects, to construct a building for Stella Maris School. The initial building was destroyed in the 1961 hurricane and was again rebuilt by the Rotary Club of Belize in 1961. Sometime later, Rotary bestowed Sister Elsa with the highest Rotary award, that of a Paul Harris Fellow for her part in humanitarian projects and for promoting world peace and understanding. Our conversations always ended on a joyful note of “God Bless You, I love you” . And so, one more time, before we meet in heaven sister, “God bless you sister, I love you”. Vibrant, active, energetic, involved, loving, caring, compassionate, faithful, she was up and out and around, until Saturday February 7th. We thought she would get over her illness, but God had other plans. She has now joined the celebration in heaven. When I appear before God He is not going to measure my head to see how much knowledge is in there. He’s going to measure my heart to see how much love is in there. Words of Sister Benedict, likened to the life Sister Elsa lived. She lived a life of love. Love is not love until you give it away. If you love people, you go out to people, you reach out. The sisters of mercy recalled that the very Friday morning after Sister Elsa passed, the gospel reading was about Jesus healing the dumb and the blind, exactly what Sister Elsa was doing throughout her life. Was this a coincidence or confirmation? Acts 20:24 says in the New Living Translation, “But my life is worth nothing to me, unless I use it for finishing the work assigned me by the Lord Jesus”. Sister Elsa has definitely left this world a better place than she found it. I have finished my course, I have kept the faith, Henceforth there is laid up for me a crown of righteousness, which the Lord, the righteous judge, shall give me at that day: and not to me only, but unto all them also, that Love His appearing. To the family of Sister Elsa, the Pallotine sisters and the wider Roman Catholic family, her nephews, her niece and cousins, we share your loss. We miss her too. Just remember, for those who live and die in Christ, we will meet again in heaven one day. Sister Mary Elsa Oliva, Rest in Peace, until we meet again.

EDITORIAL Schakron Exposes the Mayor
T
he Mayor of Belize City is in deep financial trouble. His so-called financial statements confirm the citizen’s suspicions that the spending of over forty million dollars has been wasteful, mismanaged, and bloated with irregularities. The spending may also be infested with corruption. We all owe a debt of gratitude to Mayoral candidate Yolanda Schakron, a fiery and outspoken advocate. It is Mrs. Schakron, who as a successful and no-nonsense business-lady has taken the time out to painstakenly comb through the Mayor’s City Council financial information. In order to be accurate with her critique, candidate Schakron has sought the advice of qualified accountants to confirm her concerns. Their professional advice proved her correct. The so-called financial statement of the Mayor for 2013 has been exposed by Mrs. Schakron to be a fraud. It is incomplete and the Auditors who tried to make sense of the Mayor’s figures have been handed a basket to carry water. The Auditors could not offer their professional opinions on what the Mayor handed them. The question now becomes what all are missing? The Mayor turned to a foreign Audit firm to do the 2014 financials. This decision alone raises serious questions. There are many local accountants and Accounting firms in the country. What in the devil would prompt the Mayor and his part-time Councillors who are all paid full time salaries, to disrespect professional Belizeans in favor of foreigners? Is the Mayor trying to keep the dirty deeds and irregularities of his City Council finances away from knowledgeable Belizeans? The 2014 Audit exposes a most reckless management of the finances of the City Council. There is a scandalous figure of $47 million dollars of debt. In a period of 12 months. Forty seven million dollars can run all the other municipalities for the next ten years. Not only has Mrs. Schakron exposed the Mayor and his criminal reckless spending which has plunged the city into its worst debt situation in history, but she has also in the process exposed a second fraudulent personality. The Minister of Local Government under Godwin Hulse must share a large part of the blame for failure to protect the citizens of Belize from the Mayor’s mismanagement of monies. The financial Audit for the year 2014 does not carry the details of expenditures and revenues. We all know the devil is always in the detail. The Mayor, his Councillors and Minister Hulse are the ones privy to the details. They are accountable and they are to blame. For the past few nights, the television news has been showing the fruitless attempts to get some details from the Mayor. This slicko has been expounding and articulating but it is never in specific answers to specific questions. He has not answered a single question on the whereabouts of millions of dollars. He has even resorted to telling the media it is all party politics or it is a waste of his time to be posing such questions.
His logic is that he is the one that released the information so asking questions is going too far. His further logic is that he is a Christian. “Jules, I am a Christian”, he says. This has angered citizens and sparked outrage on the talk shows. Are we not all Christians? Is the Mayor some sort of “special Christian”? This is similar to the way the Deputy Prime Minister explained his scandalous land grab with his “I am not an ordinary Belizean” nonsense. A famous American once posited that patriotism had become the last refuge of the scoundrel. For the Mayor of Belize City it now seems he is hiding behind Christianity. Christ has never been dragged so low. His name is now been trotted out to hide the mismanagement of millions of dollars. Questioned about this scandalous debt of 47 million dollars, the Mayor glibly replied that the media must remember there was a bond loan of $20 million and there were debts of a few million dollars to the garbage contractor. Even if this was so, it still does not account for $47 million in debt. An important area highlighted by Mrs. Schakron which the Mayor simply refuses to answer or provide concrete proof is the concrete streets that were built. First it was 100 streets for twenty million dollars, then the figures started wobbling. It then turned to 115 streets. Months later the Mayor was claiming 120 streets. Now, astonishingly, the Mayor is taking credit for building 140 streets. If 100 streets originally cost twenty million dollars, then 140 streets are now somewhere in the area of thirty million dollars. Would the Mayor be dishonest enough to count concrete streets built by CisCo Construction through Central government? Is the Mayor taking credit or is it more sinister and he is hiding expenditure under John Woods/central government/Petro Caribe funds. Mrs. Schakron has publicly called for the details of expenditures on the individual concrete streets. The Mayor has provided no answers. His response to the media is to launch a personal attack on Mrs. Schakron. He did the same when Former Mayor and Chartered Accountant Jose Coye offered the view that the Mayor’s figures do not look well for the City Council. He referred to the Council’s debt which jumped from 14 million dollars in the Mayor’s first year to what is now $47 million and rising. Attacking those who raise legitimate questions is an old UDP political trick. It cannot fool people anymore. The Mayor has mismanaged the City Council’s finances. The Mayor has a duty to come clean and provide proof of all expenditures. Mrs. Yolanda Schakron as a candidate has a duty to examine questionable expenditures and reckless spending. She has discharged her duty to the voters and citizens. Mayor Darrell Bradley must stop mouthing off and do his duty by providing proof of what every street has cost the taxpayers of Belize City. Put up or Shut up.

Reid Attacking the messenger By G. Michael Reid “Corruption is one of the evils that really undermines the vision and practice of social justice because it distorts fairness and it undermines democracy. Corruption is the means by which the ruling elites seek the maximum benefit that they can get out of the system...” ~ Miklos Marschall, Deputy Managing Director of Transparency International As we approach the March 4th date for Municipal elections in Belize, the political rhetoric has ratcheted up considerably. Political ads are running ad nauseam and the half hour news is now over two hours long; comprised primarily of long and expensive political ads. Given the type of money that is being spent on propaganda during this season, it is more apparent than ever that there is a dire need for discussion about campaign financing and spending. The question is; who will bell that cat? The United Democratic Party has painted the country red with banners, flags and tee shirts. Every lamp post, every dirt box and every bus stop is plastered with banners, posters and political slogan. In an effort to present a false sense of support, the UDP’s are rolling out Petro Caribe in every district and own, bussing in people and throwing lavish rallies and concerts. Where is all this money coming from? There was a time when political parties had to dip into their war chests and spend cautiously because there was a limit to their funds. In today’s reality, the government of the day knows no limit because nothing is available to hold them accountable. They have unfettered access to the public coffers and none dare ask any questions. The Auditor General is busy doing criminal investigations (seems she is still busy working on the Penner files), the Public Accounts Committee is moribund and the Integrity Commission is non-existent. The
rats have free access to the cheese and corruption runs rampant. Belize’s only hope to address any kind of wrongdoing would be to rely upon outside agencies for help. One such agency would be Transparency International (TI) which was founded in 1993 and which has done much to put the topic of corruption on the world’s agenda. That organization, which is based in Berlin, defines corruption as “the abuse of entrusted power for private gain”. Going by that benchmark, one would have to concede that any war against corruption would put Belize squarely in the crosshairs. Since 2008 when the United Democratic Party assumed office, officials from Transparency International have consistently complained that their efforts to obtain information from Belize have been stonewalled and frustrated. Of all the countries in the world, Belize is one of the few countries to have refused information to be properly assessed. In October of 2003, the United Nations General Assembly recognized and officially sanctioned the United Nations Convention against Corruption (UNCAC). As of January 2015, Belize remains one of only 17 countries that have not ratified the UNCAC. Following his 2008 victory at the polls, Prime Minister Dean Barrow promised that at the “slightest whiff of corruption, he would pull out a double-edged machete and cut it off.” Given Belize’s current level of corruption, one would have to think that even Arthur’s magical Excalibur would have trouble cutting into this heavy metal of cor-
ruption and tyranny. The fight against corruption seems relegated to simple campaign balderbash. It will take a sincere and concerted effort to move corruption from buzz-word status to strategic action. The primary address to corruption will have to come from us, the average Belizeans who must understand the serious ways in which corruption affects all of us. Corruption hampers economic development, diminishes our ethical values and impedes justice and the rule of law. We cannot simply continue to ignore corruption and believe that it will go away on its own accord. Neither can we continue to allow it because of political expediency. Belizeans must leap the hurdle of political differences and collectively condemn corruption or we will forever be plagued by this serious social illness. The tee shirt, the few dollars, the payment of a utility bill is nothing compared to the millions that are siphoned off public funds. Monies that should be going to housing, healthcare, education, security and the welfare of the entire nation is instead going to just a few selfish individuals. The determinants of corruption affect us all but until we all realize that and each of us must do our fair share to combat it, regardless of political affiliation or individual benefit, then we will forever be engaged in this Sisyphus task. The task of fighting corruption on the local front normally falls upon the Opposition. In an effort to call Mayor Bradley to task regarding an audit report released last December, Mayoral candidate Yolanda Schakron called out the media this past Monday to highlight and point out what she deemed as “several degrees of financial mismanagement and a lack of accountability”.To support her case, Schakron enlisted the aid of former mayor and certified accountant Jose Coye. Schakron and Coye had many questions about the audit report but when confronted with the facts, Mayor Bradley threw a hissy fit and bor-

2015 rowed a page from his Prime Minister’s playbook. When in trouble, attack the messenger. While Bradley has stated publicly that it “is important that City residents see and read the audit and look at the Council’s finances and work to have a means of questioning the Council”, he did not address one single issue raised. Do not waste my time for things which are not issues.” What issues exactly can we waste your time on, Mr. Mayor? Bradley accused Joe Coye of being referred “to in the most unkind way for actions that were done in the capacity of a public office”. To their credit, Channel Seven clarified the comments and proved Darrell Bradley a liar. Fact is that Joe Coye is eminently qualified to question Bradley on this and any audit. First of all, Coye is an internationally acclaimed accountant and secondly he is one of the few mayors to have run the city efficiently under a hostile central government. There are serious concerns about this audit and Darrell Bradley cannot be let off simply by throwing a childish tantrum or by launching ad hominem attacks on any who dare to question him on the facts. This is where we need a group like Transparency International to come in and independently look at our situation as it pertains to this rampant corruption and lack of accountability. Dean Barrow and Darrell Bradley are fast talking sophists who consider themselves above reproach and above the law. Their record however tells a different story and their administrations, both at the central and municipal levels have been rife with corruption and lacking in both accountability and transparency. Chief Justice Summons Elvin Penner Belize City, February 17th, 2015 Corrupt UDP Area Representative Elvin Penner may have thought that he had gotten away scotch free after COLA’s private prosecution of his treacherous actions was struck out at the Magistrate’s Court. But Penner isn’t out of the hot water just yet. The disgraced UDP politician who broke our sacred immigration laws to grant a fraudulent Belize passport and nationality to South Korean national Won Hong Kim has been ordered to appear before Supreme Court Chief Justice Kenneth Benjamin on Friday, February 27th, 2015 as the appeal of the August 2014 decision of Magistrate Aretha Ford gets underway. COLA’s attorney, Kareem Musa, successfully filed an application for an appeal at the Supreme Court which was upheld last week Friday, February 13th by the Chief Justice Benjamin. At Friday’s hearing, Penner did not show up. His attorney Tricia Pitts-Anderson asked the Court for time to prepare since she had recently been retained. The Chief Justice granted two weeks and ordered that Penner be present at the next hearing. Through COLA’s private prosecution, Penner was charged under Section 22 of the Nationality Act, and Section 31 of the Passport Act, for his lead role in providing illegal national documents to Kim Won Hong, who attempted to use the Belize nationality as reason to avoid extradition from Taiwan to South Korea. The matter was an international scandal which later exposed a corrupt ring at the immigration ministry. Despite sufficient evidence against Penner, the Barrow Administration refused to prosecute him. Prime Minister Dean Barrow stated publicly that he saw nothing criminal in Penner’s actions. Dissatisfied with the UDP Government’s blatant cover-up of the wrongdoing, the Leader of the Opposition, Hon. Francis Fonseca, sought an Order of Mandamus from the Supreme Court to compel the Commissioner of Police to investigate Penner. On March 3rd 2014, Hon. Fonseca’s efforts successfully led a Writ of Mandamus, issued by the Chief Justice ordering Commissioner of Police Allen Whylie to commence and conclude an investigation on Penner. Whylie had told the Court through his attorney, the then acting Solicitor General, that he had used his discretion not to investigate the Penner case. The Chief Justice responded that the ComPol’s refusal to investigate was “irrational, unreasonable and unlawful”. COLA’s private prosecution got underway on March 27th 2014. During the months that followed the UDP Govern-

ment did its utmost best to frustrate the process and cover up any evidence that could incriminate Penner. There is little evidence that a comprehensive investigation was started by the Police, allowing the six month statute limitation for summary offenses to expire. COLA’s private prosecution had commenced within the limitation period which meant that their case was still valid. The only problem was that the material evidence lay in the hands of the Police Department, Immigration Ministry and the Director of Public Prosecution (DPP) who engaged in a game of ‘pass the hot potato’ with the
evidence. The DPP admitted that there was sufficient wrongdoing to investigate criminally, but the Office relied on the Police to investigate. The ComPol hid behind the law, claiming that the Disclosure Act prevented him from making any evidence public once an investigation was ongoing. The Immigration Department claimed that the Police had all the files. One immigration official even accused the Minister of Immigration of taking and concealing important files. All state functionaries were on cue to protect Penner.
On the final day of the case, Magistrate Ford and the prosecution disagreed on the interpretation of a law regarding summoning of officials to provide evidence. COLA’s attorney filed an application which asked the Magistrate to summon the ComPol to Court to give evidence. The application was challenged by Penner’s attorney Ellis Arnold who claimed that it was proof that they lacked evidence and were merely wasting the Court’s time. Magistrate Ford then struck out the application and the case for lack of evidence. COLA is asking the Supreme Court to review Magistrate Ford’s decision.

YOLANDA, YOLANDA! This past week there have been the excitement of Nomination Day, the massive PUP march, more work in Belize Rural Central, and attending the sad funeral of a very young woman in La Democracia. We have also as a party had to call out Prime Minister Dean Barrow for his hypocrisy and his most inappropriate comments to the media. Seemingly without thinking, the Prime Minister wades right into very sensitive issues. He seems, as do all his roguish colleagues, to feel that he can get away with almost anything. I want, though, to continue my focus on the positive. The old song goes: “Accentuate the positive, eliminate the negative; don’t mess with Mr. In-between.”
It is therefore not at all difficult to choose to write about the lady Yolanda Schakron, our candidate for Mayor of Belize City. Yolanda has been successful in business and in advocacy, and she has come into the public spotlight by becoming an activist for the causes of fairness, justice and betterment. I have to say that the UDP attack ad on her, trying to make her out to be a liar is a sure sign of discomfort and desperation on their part. SO WHAT, if years ago Yolanda said that she was not at that time interested in elected politics!! In politics, as in life in general, things can change, sometimes very quickly. From the time Yolanda decided to throw her cap into the ring and run for elected office in Lake Independence that change
had already occurred. Not a soul will thus give any credence to the silly attack ad that the UDP have pulled out. Had it not been for our own internal difficulties in the PUP and Yolanda’s disqualification from being the standard bearer for Lake I, the present representative would have been soundly whipped. And imagine, we have now heard the most egregious flouting of sacred elected trust emanating from the Lake I representative. I remember well the day in March 2012 when all of us elected members took our solemn oath to serve and do right by all manner of Belizeans “without fear or favor, affection or ill-will.” What part of that oath did Mark King not understand? I firmly believe that he ought to be taken to court for clear violation of his Constitutional Oath for throwing in our faces: “UDP first, Belizeans second, PUP last.” Do we really realize how shocking and outrageous that remark is?? Like I said, this dastardly crowd think they can get away with anything. Let me say for the record that the pledge by Yolanda to offer her salary as Mayor to go towards a scholarship fund for needy students is no flimsy gimmick or flippant gesture. It shows profoundly her compassion and her genuine intention to do something about the abject poverty and lack
09 9 of opportunity experienced by so many children. She is willing to put her money where her mouth is. Incredible, therefore, that Darrel Bradley has called this STUPID. I can tell you who and what are really stupid, but I will refrain from expressing righteous indignation with any profanity or vitriol. Yolanda has said she is running because, like so many residents, she sees the awful state of affairs in our city and country, and that if change is to occur it starts with her and other citizens. She is a proven fighter for social justice and access to basic human needs, and she is deeply committed to making a positive change in City Hall to create a better quality of life for Belize City residents. She has also rightly called for proper accounting from the present City Hall for all the multi-millions in spending that has taken place recently. Santi is surely right. It is hard to pay back borrowed funds. The present Mayor must come clean. He has a lot of explaining to do. I only add: “YOLANDA, YOLANDA, you go there very strong. I know that you and your team will bring about the change that is sorely needed. Let Change Begin Now!!!

Yolanda Schakron & Gilroy Usher Sr. carry out much needed clean-up in Port Loyola Belize City, February 18, 2015 On Tuesday, February 17th 2015 People’s United Party Mayoral Candidate Yolanda Schakron, PUP Standard Bearer for Port Loyola Gilroy Usher Sr., about thirty residents of the division, as well as and councilor candidates Lennox “D.J. Tambran” Young and Jermyn Galvez conducted a very successful cleanup campaign in the area. The work included carrying out a much-need cleaning up of the clogged drains and cutting of overgrown grass on both sides of Central American Blvd from Trinity Street to Jane Usher Blvd. that have been neglected for years. The purpose of the cleanup was to promote civic pride and remind the residents of Port Loyola that despite the millions and millions of dollars that the Belize City Council has spent over the last three years the residents have hardly benefitted. Residents of Port Loyola and other areas in Southside Belize City still live with the most deplorable conditions – with broken up streets; yards and streets that flood with the least rain due to the absence of needed drains; and with no investment in parks or playgrounds for their children to recreation. The level of poverty and unemployment has also gotten worst due to lack of jobs. Still the Belize City Council led by UDP Mayor Darrell Bradley had the heart to impose higher property taxes, new taxes for garbage collection, increased fees for driver’s license renewal and an ultimatum that persons with outstanding taxes will not benefit from any Council services. Additionally, the UDP Central Government has imposed fines for offences for persons’ who use the poor man transport, bicycles, without lights or bells. Tuesday’s cleanup campaign was a great success. During the cleanup, a number of residents and passersby complemented the work team for showing interest. They also condemned the UDP City Council for failing to do a good job over the last three years. The cleanup was also greatly appreciated because that section of Central American Blvd is home to many families and several small businesses that were all suffering great inconvenience due to flies, rodents, and an unsightly and foul smelling environment as a result of overgrown grass and dirty and clogged drains. Due to the success of the event PUP Port Loyola Standard Bearer Gilroy Usher Sr. has committed to conducting a comprehensive cleanup campaign in the Port Loyola Division at least once a year.

NOTICE MUNICIPAL ELECTION BAN ON LOUDSPEAKERS ETC. ON POLLING DAY The Elections and Boundaries Department wishes to draw the attention of the general public to Section 149 of the Cities and Town Councils Acts, which bans the use of loud speakers and meeting on polling day, which is Wednesday, 4th March 2015. Section 149 (1) and (2) states as follows: 149. (1) No person shall furnish or supply any loudspeaker, bunting, ensign, banner, standard, set of colours, or any other flag, to any person with intent that it shall be carried, worn or used, as political propaganda, on polling day, and no person shall with any such intent, carry, wear or use, any such loudspeaker, bunting, ensign, banner, standard or set of colours, or any other flag on polling day. (2) No person shall furnish or supply any flag, ribbons, label or like favour to or for any person with intent that it be worn or used by any person within any division on polling day, as a party badge to distinguish the wearer as the supporter of any candidate, or of the political or other opinions entertained or supposed to be entertained by such candidate, and no person shall use or wear any flag, ribbon, label, or other favour, as such badge, within any city or town on polling day. Failure to comply with these provisions is an offence under the law.

NOTICE RESTRICTION ON SALE OF INTOXICATING LIQUOR ON ELECTION DAY The Elections and Boundaries Department wishes to draw the attention of the general public and liquor licence holders to section 146 of the Cities and Town Councils Acts and S.I. No.’s 32 and 33 of 2009 which states that every person who is the holder of any liquor licence authorising the sale of intoxicating liquor in any premises maintained solely for that purpose shall take all necessary steps to cause such premises to be closed to the public on election day, between the hour appointed for the opening of the poll, that is,7:00 a.m. 4th March 2015, and the completion of counting of ballot papers. The law further provides that any person who is the holder of any hotel licence, special hotel licence, restaurant licence or licence to sell liquor in any premises, not solely maintained for that purpose, granted under the provisions of any Act authorizing the sale of intoxicating liquor shall take all necessary steps to prevent the sale of intoxicating liquor at any time upon election day between the hour appointed for the opening of the poll and the completion of counting of ballot papers. A breach of this section by any person is an offence and a fine not exceeding two thousand dollars. (JOSEPHINE TAMAI) CHIEF ELECTIONS OFFICER ELECTIONS AND BOUNDARIES DEPARTMENT BELIZE CITY 18th February 2015 NOTICE MUNICIPAL ELECTION EMPLOYERS TO ALLOW EMPLOYEES REASONABLE TIME FOR VOTING The attention of all employers and the general public is drawn to the provisions of Section 147 of the Cities and Town Councils Acts, which requires employers to grant reasonable time to employees to vote on Election Day, Wednesday, 4th March 2015, between the hours of 7:00 a.m. and 6:00 p.m. Section 147 (1) and (2) states as follows: “147. (1) Every employer shall, on polling day, allow every voter in his employ a reasonable time during the prescribed period for voting, and no employer shall make any deduction from the pay or other remuneration of any such voter or impose upon or exact from him any penalty by reason of his absence during such period. San Pedro Police discover bodies in shallow grave San Pedro, Ambergris Caye, February 19, 2015 Coast Guard and San Pedro Police made a gruesome discovery of two men buried in shallow grave in an area located 11 ½ miles north of San Pedro Town on Wednesday afternoon. The men have been identified as 41 year old Sylvin Chi and 23 year old Benjamin Molina, both residents of Corozal District. Both men travelled to San pedro for employment. The men’s employer went to the Police on Wednesday morning to report that they had left his house about 5:00am the day before and had not returned. The Police and Coast Guard launched a search for the two men and their investigations led them to an area north of town where they saw traces of blood. They then stumbled on another area which appeared to have been freshly dug. The authorities began digging into the ground and found the two bodies in a grave about two feet deep. Both men had gunshot wounds to their heads.

In October 2009, Belisle turned a “businessman” when his name joined Saldivar’s in company documents which started a company named Mytheon Solutions. The business of the company was described as a “phone credit distribution”. In June 2010, Belisle suddenly removed his name from the company and left John Saldivar’s name only. Then in August 2010, John Saldivar handed over the ownership to his wife, Darlene Saldivar. In 2014, GOB sources revealed that the Ministry of National Security paid just under two million dollars to Mytheon Solutions for purchasing phone credit. Remember, this is the same company which started off being owned by John Saldivar and Khalid Belisle. Saldivar is the Minister of National Security. What a conflict of interest! Neither Saldivar nor Belisle have commented about their involvement in the company. It is the secretive manner in which the two have nurtured their business and political relationship that Belmopan residents are suspicious about.
