4 04 Kidnapped by drug lords?? THE BELIZE TIMES

Corozal District, January 6th, 2016 The family of 31 year old Luis Alcoser fears the worst after their loved one suddenly went missing between Tuesday morning and Wednesday morning January 6th, leaving behind startling evidence that his life is in peril. Alcoser’s vehicle, a black-incolour with gold colour trim Kia Sportage with license plate CZL C-16979, was found parked on the road side near the junction of Caledonia Village, a few miles from Buena Vista Village on the Phillip Goldson Highway. The vehicle had gunshot damages to its front windshield and the driver’s side door. Alcoser’s driver’s license was inside the car, but there was no sign of the father of two children. Alcoser’s father, 52 year old Erminio Alcoser, who resides in Caledonia Village, was alerted

Luis Alcoser

about the discovery of the vehicle by a concerned neighbour who saw the bullet riddled vehicle parked on the road side early Wednesday morning. On Thursday morning, the Police officially classified the case as a missing person’s. The Police are reporting that the last time Alcoser was seen was at 6:00am on

Cycling Technology: Will Power Contributed by: Rick Gamez Placencia, Stann Creek District Despite the gallons of sweat and early morning dew, two years as a cyclist is relatively small in the sport. I am classified as an Elite rider but at 19 years old that rating is more about my age than it is about where I am in my experience and quality as a Belizean cyclist. This is the beginning and dawn of my cycling career. As a relative rookie to the sport and as a youth, I can say that my introduction into the sport has been by fire because when I began riding I only got the cover of being a Junior Rider for eight months. My development had to be quick and excuse free. I have learned a few things from my early morning rides. Those things I decided with some encouragement to share with Belize and hopefully some of my peers who are reading this article.

My riding has made me realize that the sport is so much more than the expensive carbon fiber frames, the bragging, the sports accessories or the Cross Country success or failures. From what I gathered while putting in hours of hard training, a person gets nowhere without consistency, especially in cycling. To be successful it takes a combination of will power, a desire to win, knowing yourself and that nagging consistency. I have found that being consistent cannot be over emphasized because it is the first thing you need on your journey, no matter what the challenge to the ride may be. Sickness, fatigue or weather all have to give way to your consistency. To be honest cycling never gets any easier, you just go faster. Therefore mental power needs to kick in. You need to have the ability to plea to your body countless times. Tell it that the pain

is just temporary and that victory will last forever. Even when while breathing and in that moment where you draw for your deepest breaths as a form of comfort, many times even this makes no difference in your struggle. You just have to keep peddling. There are no machines and no crutches, just you and the George Price Highway. Many times I have to deliberately remind myself and convince my body about why I started to fight off the loud pain to just quit. This, for me, is what separates a champion for the peloton. Interestingly, cycling attracts both young and old viewers. The younger viewers are driven to see the performance of the more junior contenders. I imagine that they compare and perhaps convince themselves jump in one day. The mature viewers are driven by past experiences of excitement. They probably

Tuesday when he left reportedly to get groceries for his parent’s small shop. The circumstances behind Alcoser’s disappearance have made his family very nervous. They are unaware that he had any problems with anyone, but they can’t fully vouch for his actions in private life. In fact, the family fears that the disappearance could be drug related, as the assault is the modus operandi of the drug cartel. The family also is concerned that the case may be connected to the Police’s discovery of 183 pounds of marijuana in Carmelita Village in the Orange Walk District last week. The drugs were compressed and packaged in transparent plastic, and marked with the letter “J”. Two men were initially detained for questioning, but released. Only circumstantial evidence connects Alcoser’s troubling missing case. His family is hoping that the suspicions are false, and that their loved one returns home safely. Belizean authorities have requested the assistance of INTERPOL in the case, since there have been reports that the drug with the similar marking have also appeared in parts of the United States.

smile back at a time all the way back during “their time”. Time is a crazy thing and we do not realize how rubber like it is. Imagine that in 1996, the year I was born, the winner of the nation’s biggest race was an American, Chris Blake. For years Belizeans silently feared the foreign domination. A Belizean winner is always the country’s hope. Just to put in context, it was not until I was eight months old that there was a Belizean holding the garland and really the first Belizean that I can remember is Ernest Meighan but my most glorious memory which inspires me is the 2012 sole ride into the finish line by Jose Choto. Yes, I am young and as the next cycling challenge comes up in the New Years Cycling Classic I will be of two minds. First my mind is on all the young talent missing out on the life lessons in cycling but also I will be inspired to one day, make this country, I love and its people, proud. This is what athletes do and in those athletes hope is sparked in somebody on the highway looking on who will one day be on the pace making all of us proud. There is much more we can get out of cycling. I have shared my lessons so far with you.

Canadian film producer murdered in Cayo

San Ignacio Town, January 5, 2016 Canadian film producer Matthiew Klinck came to Belize with major plans. He foresaw a fledgling film industry and had taken on the giant task of helping to pioneering it. In 2012, he and a team of Belizeans completed the project “Curse of the Xtabai”, the first Belizean movie in full length Creole language. Two years later, Klinck and his crew were shooting “La Isla Bonita”, a 25-episodes Belizean soap opera based on San Pedro, Ambergris Caye. Klinck enjoyed working in Belize. He shared as much of his Belizean experience with friends and family abroad, posting comments and happy photos on his Facebook page. He had become fully immersed in the Belizean community. But over the weekend, Klinck’s plans and dreams for Belize were dashed as he was murdered at his home, located in Selena Village, on the fringes of the quiet Spanish

Matthiew and his film colleagues during better times in Belize Lookout Community. The 37 year old’s body was found outside his house, bleeding and motionless. The discovery was made by

friends who would normally stop in to visit him. They arrived on Saturday night and found the house in complete darkness. Upon returning with flashlights, they looked around the

house and found Klinck lying in the yard. The Police were called and confirmed that the body was dead. The vicious wounds on his body were obvious. Fourteen stab wounds were found around his neck. Police are reporting that Klinck’s house and vehicle had been ransacked, but nothing was missing. Inside the house, he had movie making equipment and it was intact. His car had been searched, but nothing was stolen. The Police do not have any leads on this murder. Klinck’s friends said they don’t know who would want to harm him, and are pleading to anyone with information to assist authorities with their investigation.

Mystery Surrounds Death of Belize City Man January 6, 2016 Several questions have developed and a mystery has evolved regarding the circumstances that led to the death of a Belize City man at his residence on Neal Penn Road. The body was discovered sometime on Sunday, January 2, 2016. Mark Brooks is dead – that much we can confirm even though police have yet to issue an official report. According our information, he may have died on December 27th, 2015. It is unclear whether his demise resulted from suicide or if he was indeed murdered as is widely speculated. Brooks’ estranged girlfriend allegedly paid him a visit last week at his job and threatened his life reportedly saying that she would have her son kill him. The two have been in a volatile relationship for some time, sources say. Coworkers at Fort Point Security have corroborated the report that the girlfriend did pay him a visit at his job last week and that allegedly, a threat was made.

gests that his death was the result of suicide, police investigation is yet to confirm that and answer other pertinent questions regarding the alleged visit and alleged threat by the estranged girlfriend and whether that had anything to do with the apparent suicide. Police have not yet said if there were any signs of struggle

Brooks was present when his brother Aaron, was shot dead at his (Mark Brooks’ Neal Penn Road address) in April, 2009. Aaron Brooks was shot after he shot Everal Grey three times while in a scuffle. Neil the older brother of Everal Grey, allegedly made several threats on Aaron Brooks’ life prior to executing him. Brooks reportedly quit his job immediately after. Word circulated on Monday that he had been shot to death. Police on Wednesday, however, are saying that there were no signs of gunshot wounds on his body, rather, there were marks around his neck that suggest – suicide. Neighbors are reportedly saying that Brooks had twice before attempted suicide by hanging himself. The first time the rope broke and the second time neighbors rescued him by cutting him down. Remember the Elderly and Homeless By Stephen Latchman, President of PUP Marshalls Service Corps Homeless and elderly persons represent two segments of our population that have been totally ignored by society. We can see many walking around aimlessly or sleeping on the sidewalks, and we also see the scorns and rejections from some members of our society. It is estimated that about 2,000 persons are homeless in Belize. That number is growing at a rapid pace and comprises the old as well as the young. Some 5,000 elderly persons are also living in vulnerable conditions in our country. Despite this, the concerns and needs of elderly and the homeless are being discounted in the local and national public discourse. We must remember that most homeless people, for one reason of the other, and in some cases due mainly to fault of their own, end up in their state. The factors could have been alcohol abuse, drug abuse, gambling addiction and lack of care from family. A majority of homeless persons, if they were ever employed, failed to obtain a fair and steady income as well. It is no doubt then, that they could have played a major role in our society and could have just as much potential as every other Belizean. There are many challenges that confront the homeless and elderly persons some of which include but not limited to – (1) minimal support, if any, when they become victims of abuse and discrimination by authorities, (2) no address to contact and communicate with other people, for their personal security and safety, (3) maintaining cleanliness, respectable clothing and good hygiene, (4) access to proper nutritious food, health care and medicines when they become ill, and where applicable activities to occupy their minds and body. Perhaps the time is nigh, when all NGOs should come together, join voices, join actions, and share resources instead of duplicating efforts that can benefit the homeless, the destitute and others in our society. Join forces to establish and operate one national and district referral focal point or center that provides information on all available services and support for families with members who are elderly and homeless. We must also establish, update and maintain a directory of homeless and elderly persons requiring support in Belize, the nature of the support targeting interventions that impact persons directly or indirectly, so no one goes unattended. And we should nurture partnerships between the elderly and young people in our communities to harness and share their wisdom and life experiences not only to guide the life path of our youth, but also to record and immortalize their contribuContinued on page 23

Smartwatch app detects epileptic seizures and texts a warning 5 January 2016 Kathryn Clark’s epilepsy had been under control for years. Then, in November 2014, she was hit by a tonic-clonic seizure – the kind that spreads to the entire brain and leaves the victim convulsing on the floor. “I haven’t had too many of those in my life, and that one was out of the blue,” Kathryn says (pictured above). She was worried about looking after her children, then aged 2 and 4, if the seizures were coming back. Her husband Ryan, an independent game developer, had an idea: program a smartwatch to detect movement characteristic of a seizure and text him a warning. “I realized it should be possible, and took a week off work to throw this thing together,” Ryan says. Now the pair have created software that does just that, and made it freely available online. Motion detector Devices that detect seizures are not new – researchers have tested sweat-sensing wristbands that can detect seizures via electrical currents travelling across the skin – but Ryan and Kathryn’s detection system has an advantage. Ryan chose to work with the $100 Pebble, one of the cheapest smartwatches on the market. This means the program, called Pebble Seizure Detect, is instantly available to any of the 1.5 million Pebble owners who might be living with epilepsy, with no need to buy anything else. The Pebble has an accelerometer that can detect the wearer’s motion, so Ryan wrote code to spot rhythmic movements in the frequency range seen during tonic-clonic seizures. He figured out what that range was by watching YouTube videos of people having seizures and mimicking their motions while wearing the watch. He then compared the results against scientific literature. If the watch detects motions that go above a certain threshold, it sends an alarm to the wearer’s phone. The wearer has 15 seconds to turn the alarm off if they are not having a seizure. Panic button

“There definitely are false positives,” Ryan says. “Brushing your teeth is almost exactly the same frequency and strength as having a seizure, it will definitely pick that up.” He warns that it can also miss real seizures if the arm wearing the watch

gets trapped under the person’s body, for instance. “It’s not foolproof,” says Ryan. “It shouldn’t be relied upon, but makes it more likely that a seizure will be detected.” If the alarm is not cancelled, the app automatically sends a text to predetermined numbers – in Kathryn’s case,

Ryan and her dad. The text includes the wearer’s last known GPS location so the recipient can come and help. The app also has a “panic” button. If the wearer feels a seizure coming on, they can press it to warn their contacts. It is the only function Kathryn has had to use in the past year – although thankfully she hasn’t had any more tonic-clonic seizures. Freedom/Safety “Things are under control now, but we know that they might not always be,” she says. She has shared the software with contacts at the BC Children’s Hospital in Vancouver, where she

used to work as a counsellor for people with epilepsy. “Hopefully they’ve had a chance to tell some other neurology specialists about it. We just want to get the word out and let people know it’s available.” The Clarks say the watch has given them an increased sense of security and peace of mind. “Most people with epilepsy and other chronic conditions will tell you it’s always a struggle to balance freedom with safety, independence with responsibility,” Kathryn says. “Once you get over the shock that you have seizures, you do have to get down to, OK, how am I going to live with them? This has been the answer in a lot of ways for us.”

Bright idea: How light-based Li-Fi could unseat Wi-Fi

The lights in our homes and streets could soon start talking to us thanks to a smarter way to relay information. Could be bye-bye to Wi-Fi 6 January 2016 ALEXANDER GRAHAM BELL was certain his greatest invention would change the world. He was almost right. The telephone was indeed revolutionary, letting people talk to each other across great distances as if they were in the same room. Unfortunately, Bell thought his greatest invention was not the telephone, but the photophone. That was a complete flop. Perhaps it was just ahead of its time. Because the basic idea behind it – using pulses of light to bounce informa-

tion through free space – is once again set to change the way we communicate. Radio waves have been the medium of choice for sending signals wirelessly for the best part of a century. But we’re rapidly reaching a crunch in how much data we can send. That, with advances in LEDs and lasers, mean light is starting to beat radio hands down, at least for some applications. Using light you could download the equivalent of a DVD box set in the blink of an eye. The ability to send digital signals could also be built into street lights and lighting in homes

and offices, giving us internet coverage almost anywhere. And since our walls aren’t generally transparent, light could be ideal for keeping communications secure. Those championing visible light communication, or Li-Fi, envision a bright future. “Everywhere I see a light I see Li-Fi,” says Harald Haas at the University of Edinburgh, UK, one of the technology’s main advocates. For Haas, light offers an alternative to radio that will let our devices exchange massive data streams without interruption. It opens up new possibilities.

Jack Charles loses rice battle Consumers should fear GOB’s misuse of cheap, imported Guyanese rice

Belize City, January 4th, 2016 The 75 tonnes of Guyanese rice imported by rich businessman Jitendra “Jack Charles” Chawla was done illegally, according to Belize’s Supreme Court. The Belize Customs officials attempt to confiscate the three containers of rice sitting at the Big Creek Port was blocked by a last minute move by Chawla to seek a temporary injunction from the Court. The controversial rice battle appears almost over, with Chawla on the losing end. He imported Guyanese rice without proper permission from the Belize Health and Agriculture Authority (BAHA) and attempted to impose it on the Belizean market, using the pretext that the rice would sell for a cheaper price. When he was denied permission, he cried foul. By next week Tuesday when the Court hears the arguments for an injunction, Chawla will learn of the faith of his ill-advised actions, but the Guyanese rice drama is far from over. The major question now is what will happen to all that rice once it is confiscated by the Government? The local rice producers want it destroyed. While local groups includ-

Jitendra “Jack Charles” Chawla ing the Belize Energy Workers Union say food shouldn’t be wasted and are appealing that it be donated to school feeding programmes and community feeding initiatives.

Oil Prices Finish Below $34 At levels not seen in more than a decade due to China worries, supply glut

By Nicole Friedman Published in the Wall Street Journal Updated Jan. 7, 2016 3:28 p.m. ET NEW YORK—Oil prices slid to levels not seen in more than a decade Thursday, hammered by continuing market turmoil in China, the world’s second-biggest oil consumer. Worries about sluggish global growth and slowing Chinese demand have weighed on the oil market in the past two years, compounding concerns that the global glut of crude is set to persist through 2016. Global oil output continues to exceed consumption, pushing inventory levels to record highs in some regions. Light, sweet crude for February delivery settled down 70 cents, or 2.1%, at $33.27 a barrel Thursday on the New York Mercantile Exchange, the lowest settlement since February 2004. Brent, the global benchmark, settled down 48 cents, or 1.4%, at $33.75 on ICE Futures Europe, the lowest level since June 2004. Heavier grades of oil, which

typically trade at a discount to the benchmarks, have hit more dramatic lows. Western Canadian Select, the benchmark for heavy crude from the Canadian oil sands, traded about $14 a barrel below the U.S. benchmark Wednesday, putting its price in the teens. And the OPEC basket, which comprises 13 types of crude sold by members of the Organization of the Petroleum Exporting Countries, fell to $29.71 a barrel Wednesday. Oil prices wavered between gains and losses throughout the day. Many analysts and traders see current prices as too low, based on the current supply-demand balance. But others think prices could fall below $30 a barrel in the coming weeks. Sanctions could be lifted on Iran this quarter, allowing the country to flood the oversupplied market with more crude. A rumor spread Thursday among traders that OPEC was planning an emergency meeting, but OPEC delegates told The Wall Street Journal that they haven’t been contacted about such an event. OPEC hasn’t agreed to any production cuts since prices started falling in mid2014, and the group’s production rose sharply last year. OPEC’s next meeting is scheduled for June.

Consumers must remain alert as the Guyanese rice becomes the property of the Government. It is well known that the Ministry of Agriculture’s Belize Marketing and Development Corporation has some greedy individuals who don’t stop at anything to make a profit off Belizeans. Last year, the BMDC imported similar cheap Guyanese rice and packaged it as if it were local rice. They gouged consumers as the cheap imported rice that sells as low as 52 cents

23 Remember the Elderly and Homeless

Continued from page 15 tions to the growth and development of Belize. Kudos to the efforts of those institutions which are valiantly and tenaciously working to bring these issues to the forefront, including the Salvation Army and HelpAge Belize. Let us build a network and sustain strong partnerships with institutions, organisations, and persons who continue to work with the homeless and the elderly, nationally, regionally and internationally. The homeless and many of our elderly population continue to live in inhumane and undignified conditions and a few shelters that offer food and lodging are slowly being maxed out. We are our brother’s keeper. Let’s strive to treat our fellow human beings by honouring them. Let us stop seeing our homeless and elderly persons as hopeless. Remember Raymond Parks.

was sold at the higher local price. Belizeans were never informed that they were purchasing cheap imported rice. With the Government cashstrapped, it wouldn’t be a surprise if we learnt months later that this is the course taken by the Ministry of Agriculture. Consumers beware!

ENERGY WORKERS UNION: DO NOT DESTROY FOOD! January 6, 2016 As a stake holder, representative of many families, consumers of our Belizean Traditional staples, the BEWU finds it necessary to call on the Government of Belize not to proceed with the apparent decision to destroy the rice now under custody of B.A.H.A. which business man “Jack Charles” was trying to import into our country. We believe that no wise Government would destroy food which could be placed to a better use. We are also sure this would not sit well in the eyes of the International Community. However, we also believe that B.A.H.A. must ensure this rice is safe for consumption first, this should be easy for them since they are the authority in making a determination of whether food products being imported into our country are safe. Once this is done we recommend that instead of the rice being destroyed that it be distributed to organizations around the country which help feed the children, the elderly and poor. It can also be given to those schools which already have in place a feeding program. Finally, and in fairness to all concerned, we also believe the owner of the rice should at least be compensated for the cost price of the rice. If we are not a country of wasteful people or a country with the culture of taking advantage of others, it is time we start acting as one. (Press Release)
