Fire Victim for Supporting PUP

Dear Editor, The denial of housing assistance to Port Loyola fire victim and single mother, Rose Williams, is one of the most outrageous, spiteful, unconscionable, and heartless acts of political victimization by the Area Representative Anthony “Boots” Martinez. One year ago a fire completely gutted Miss Williams’ home. As a result of the blaze she and her children were left homeless, and they were unable to save any of their belongings. Once I became aware of the unfortunate situation, I immediately rendered some financial assistance to the family. On the other hand when Miss Williams approached the elected Area Representative for housing assistance, “Boots” Martinez told her that she has no help to receive from him, because she is a supporter of Gilroy Usher, Sr. and PUP. That is the height of arrogance and spitefulness by the UDP Area Representative. “Boots” Martinez was elected to office to serve all the residents of Port Loyola and not only his UDP cronies. Miss Williams deserves urgent assistance from the Area Representative. Right thinking politicians simply don’t play politics with victims of disaster, whose lives have been turned upside down. If government funds could have been used to build over a dozen, large, yellow concrete houses for a Minister all over Belize City, government funds should also be used to assist fire victims like Rose Williams of Port Loyola in Belize City. Lawsuits against GOB: A cost to taxpayers

Dear Editor, Of late, a number of lawsuits have been brought against the Government of Belize (GOB) some of which have resulted in GOB having to pay thousands of dollars in compensation. While I celebrate the sufficient empowerment of people to resort to the courts for redress, I am also keenly aware that any monetary penalties levied against GOB, is paid by taxpayers. In most instances it appears to me that liability suits against GOB appear to have resulted from personnel/worker culpability. Good agencies strive to have clear policies and procedures to protect themselves from potential liability resulting from personnel/worker malpractice. Good agencies have personnel/workers sign that they have read and understood agency policies. Further, some agencies have personnel/workers purchase malpractice insurance. As a social work grad student in Oklahoma, United States of America, I had to purchase malpractice insurance with liability limits to the tune of One Million dollars. Without this no social work agency would admit me into practice. It is my understanding that if harm resulted to someone in the process of discharging duties, having followed established agency policies and procedures that I am protected from liability suits and instead it is the agency that would be liable. An example of this has occurred in the pharmaceutical field and automotive industry among others—obviously not here in Belize. Successful law suits have been won against GOB for wrongful police shootings, medical negligence, depri-

Dear Editor, If you take a quick glance at the average budgetary allocation for out-district communities, it is approximately $6,000 to the duly elected Area Representative to be spread among, for example in Stann Creek West, approximately 20,000 people, which would give a measly 30 cents for assistance, per month, per person! What can you do with 30 cents? Buy a small pack of soda biscuits? Out-districts have very little autonomy and do not have the ability to take advantage of 1). The collection of property taxes, 2). The collection of trade license fees and 3). The submission of estimates of revenue and expenditure to the Minister of Finance. In this article I will focus on just how important and how easy it is for villages to gain more financial autonomy, especially villages that have a high level of tourism investment, such as Placencia, Seine Bight and Hopkins. As Chairman of Placencia Village from 2010 - 2013 I have seen and experienced the hamstring of lack of finances due to limited autonomy via the Village Council Act of 2003. On the Placencia peninsula there are approximately 150 businesses. There are three banks that I will add to that 150 making it a total of 153 businesses. To juxtapose San Pedro’s Trade License fees charged on banks alone, Placencia Village would collect a cool $30,000BZ per year from the three banks alone. If a flat fee is averaged out for the remainder of businesses on the Peninsula for the first three years so that there is a bit of easing into these new fees, and then start categorizing via type of business - from my calculations - $500bz per year multiplied by 150 businesses, it Continued on page 19

Dear Editor, I am writing as I am looking for any family that I may have in Belize. My name is Raymond Willis Oliver. I live in England and was born in Newcastle Upon Tyne, England, to a woman named Dorothy Willis who was born on 2nd Feb 1941. She had a daughter named Lorraine in 1961 who died and another 2 daughters born in Newcastle Upon Tyne, England, one born 4th June 1967 named Tanya. At the time Dorothy was known as Dorothy Willis, formerly Bishop and the father was from Belize. His name was Thaddeus Rexford Gillett. The other daughter was born on 2ndApril 1962 named Juanita, same father and mother but at that time Dorothy was known as Dorothy Gillett. Dorothy Willis and Joseph Gillett married at the civic centre, Newcastle Upon Tyne, England on 15th June 1968. I heard that Dorothy, Thaddeus, Juanita and Tanya went to Belize in 1968.I heard that Dorothy and Thaddeus were legally separated in 1971 or 1972. Dorothy moved to Belize City living in a small hotel for 2 years before moving to USA it is thought and Thaddeus also known as Teddy, moved with my two sisters to live in Corozal Town with a common law wife whose name I don’t know. Teddy died and my 2 sisters continued to live with the common law wife until possibly 1979. After that I have no information. I know it is sketchy but if you could possibly publish this in your paper and if anyone could contact me on raymondlvvc@hotmail. com I would greatly appreciate it. The idea, he added, was to develop a relevant plan that embraces today’s modern world, supports teachers and speaks the language of our young people. Some of the ideas that form part of the agenda consist of opening up access to high-speed internet to each high school and tertiary-level institution, developing a

pilot program to provide digital devices to high school students, training for teachers on how to integrate multiple technologies in the classroom, encouraging multimedia use in classrooms by providing technology tools, introduce a program where teachers and tech-capable young people can to-

THE SUGAR CRISIS On Monday January 12th, 2015 the People’s United Party held a Press Briefing to outline for the Belizean people our Party’s position and concerns regarding the present crisis in the Sugar Cane Industry. I presented the following points: 1. The crisis in the Sugar Industry is not one which we in the PUP seek to exploit for political advantage. This is a national issue. The great majority of the cane farmers are already supporters of our Party whom we represent in the National Assembly. We care deeply about the Cañeros, their families and their livelihood. 2. The Sugar Industry is the lifeblood of the North and its survival and success is vital to our national economy. This Industry has had a long history of growth and development based on a working tri-partite relationship including the Farmers, the Miller (BSI/ASR), and the Government of Belize. Each of these

parties has a critical role to play in the work of the industry and must be valued and respected. 3. The PUP condemns in the strongest possible terms the decision by Prime Minister Barrow and his UDP Government to undermine and destroy this long established working relationship and partnership in the Sugar Industry. Barrow and the UDP have abandoned the Cañeros and the national interest and have decidedly sided with the multi-national ASR. Just as the UDP abandoned the Maya in the South in favor of US Capital, so too today they have turned their backs on the Cane Farmers of Northern Belize. 4. When Barrow and the UDP, under political pressure, finally engaged in this crisis, all they were interested in was getting a deal done, signing an agreement. It did not matter whether that agreement was fair or unfair to our Cañeros. Barrow as usu-

al just wanted to look good. Well, Barrow has now forced an agreement, he has got his deal and it is clear for all to see that it is an unfair deal and agreement for the Farmers. It is for this unfair deal that Barrow and the UDP are now actively working to break up and destroy the 55 year old institution that is the BSCFA. The question that arises is: What does ASR have over Barrow and the UDP? What is really behind this deal? Why is Barrow so nice and pleasant to Mac Mclaren and so rude and offensive towards our own Cane Farmers? 5. We all want the crop to start, especially the Farmers. We know how difficult it is for our Cañeros. These are principled, hard-working people who take their personal

responsibilities and commitments very seriously. The situation for them is made so much worse when their partner in business BSI/ASR and their very own Government are working against them and seeking to undermine their interests. 6. But we in the PUP say to our Cañeros that we are with you. We stand proudly and strongly on your side. You know this from our private discussion and we have tried at all times to be very responsible and respectful of the process by staying out of the way to avoid any accusations of political interference but we must now publicly declare our full, unwavering support for the farmers. WE STAND WITH OUR CANE FARMERS TODAY, TOMORROW AND ALWAYS!! 7. Belize needs Foreign Direct Investment and we in the PUP welcome investors to Belize but if ASR cannot value and respect our Farmers then let them leave. 8. Finally, a message to the Belizean Nation. What happens to our people in any part of our Country should be of concern to all of us regardless of where we live and work. If we are serious about the future of Belize and if we are committed to a stronger, better Belize, then we must be united in our efforts to achieve this objective. Do not allow Barrow or any company to divide us and turn us against each-other. It is time for us to become a Belizean Nation once again!! 33 years into Independence we must stand together united as ONE PEOPLE, ONE NATION UNDER GOD. WE NEED EACH OTHER MORE THAN EVER. GOD BLESS BELIZE.

EDITORIAL Francis vs. Barrow – The Difference is Clear

fter seven years as Prime Minister of Belize, Dean Barrow has turned out to be the biggest disappointment since Melting Pot Disco closed. Those seven borrowed years have been brutal to the people of Belize. By all types of measuring stick, Barrow has come up very short. The most murders ever to occur in the country have happened during his tenure. The most incursions into Belize by Guatemalans have taken place under Barrow. The most Police abuses against citizens have become common place during Barrow. The worst kinds of plunder, daylight cronies stealing of public monies and Ministerial corruption have been under his watch. The most patients including tiny babies killed by hospital negligence have been under the arrogant Prime Minister. The most blatant exploitation of Belizeans by foreign entities such as U.S. Capital, ASR/BSI, Norwegian Cruise Lines, and even Guatemalan military base builders has been under Barrow. The conditions for athletes and artists have been so bad that they have become practically non-existent under the Prime Minister. The rape and hustle of lands has become epidemic under Barrow. By now you get the point. Another angle to this has been the total absence of any reform and vision. Institutions are creaking and collapsing whether they are health services, security services, the justice system, private sector business, or public service. Under Barrow, the Government has no housing project. There is no skills training or job placement program. Poverty has reached levels comparable to Ethiopia and Haiti. Official figures speak of 43 percent but no one believes this. Among young people and women, the figures are far higher. The Prime Minister has not a single policy to alleviate and then to eliminate this scourge on our people. These things are said by way of background to what transpired Thursday morning, 15 January 2015. This date is historic for two reasons. It is the anniversary of the birth of the Father of our Independence

and founder of the People’s United Party – Rt. Hon. George Price. Barrow has for the past seven years presided over the collapsing education system with more than half or all school-aged children not in college and far higher figures not in sixth forms, the Inter-American Development Bank have condemned Belize. It has not moved Barrow. But not Francis Fonseca, the former hardworking Education Minister felt education and the future of our young Belizeans simply cannot be ignored. On Thursday he launched a set of new proposals to challenge our nation to be ready for the new world that is unfolding. This bold and progressive move is called a framework of ideas for Belize. In his Foreward, Francis repeats his well-known commitment that he and the People’s United Party believe in education and that it is education which is the great equalizer for our people and for them to become they key to national development. The Party Leader makes it clear that it is education which is the best strategy to combat and drastically reduce poverty. And he strongly emphasizes this almost sacred commitment that the People’s United Party will provide “Free Education at the Primary School and the Secondary School level”. The proposals put forward on Thursday by the Party Leader include strong reliance on the new era of technology as learning tools. These are some of the proposed ideas to make learning more relevant and attractive to our young minds. The Party Leader has called on all stakeholders and interest persons to review the proposals and make suggestions. This is the way forward. Education is all of our business. By contrast to the last seven years of desert and famine where no initiative and no vision have been forthcoming. Under Barrow half of the young schoolaged population of our country are out of school. Any comparison between Francis Fonseca and Dean Barrow in the area of education as in any other area and Barrow is exposed as a do nothing talker, full of sound and fury achieving nothing. WOMAN IN THE HOUSE By Dolores Balderamos Garcia

Kudos, Rosita Baltazar!! On December 17 last year, just before Christmas, Rosebud’s Dance School presented its Christmas Recital at the Ladyville Community Center. The fact that there is a full-fledged dance school right in Ladyville makes me quite excited. For many years as a child and then as a teenager, I danced with the Mary Valdes School of Classical Dance (Ballet), and the love of dance is still very much a part of me. Needless to say I am thrilled that Rosebud’s Dance School was able to hold an exquisite recital of dance in my home village/municipality. In attendance were veteran dance instructor and choreographer Sistie Fairweather Harmes,

Village Chairman Albert Magdaleno, and myself, as well as many adoring moms, dads and relatives of the girls who are members of Ladyville’s first dance school. Before describing the delightful program, I must pause to acknowledge the lady who has made this all happen. She is none other than Rosa ‘Rosita’ Baltazar of Los Lagos, Ladyville, a veteran prima ballerina and dance instructor herself, and the driving force behind the existence of the school. Rosita has always held a very special place in my circle of friends and acquaintances. She is pure poetry in motion as a dancer, and I recall so many times seeing her on stage at various venues including the Bliss. There is something intan-

gible yet quintessentially artistic in her expression. The toss of her head, the point of her toes, the presentation of her body in motion has always held that extra ‘oomph’ of beauty, and she therefore stands out head and shoulders above her sister and fellow dancers in any selection. Rosita has recently overcome some health issues in order to emerge as Ladyville’s dance instructor for her small school, and I believe that we should all give her our full support for her endeavor. There is something extremely special about getting little girls and also older girls to acquire the discipline and grace of dancers. Rosita is in my view well on her way to becoming a Ladyville and Belizean treasure. And I also want to acknowledge a special supportive parent - Irma Skeen, who has become Rosita’s right hand and pillar of support for Rosebud’s. The Christmas Recital featured the full membership of Rosebud’s. About twenty-five young girls with ages ranging from four to fourteen really delighted parents and all in attendance with their very well rehearsed pieces. The selections demonstrated the excellent training in challenging circumstances that the dancers have received. The classical as well as the modern pieces showcased the girls’ training and also their great love of dancing, encouraged by parents and the teaching of Rosita. Some pieces had a Christmas theme,

while others presented the skills acquired. It is for me to obviously say that the training which these children are receiving will remain with them throughout life. Classical dance training and the discipline for presentation of choreographed pieces to an audience inculcates so much in our girls. I certainly express the greatest of kudos to parents who ensure the attendance of the girls, purchase lovely costumes, and encourage self expression in dance. Likewise it is for us in the wider community to provide the best possible spaces for the development of the children. After the recital, I pledged on behalf of myself and my husband Pepe Garcia, Chairman of our Belize Rural Central Committee, $2,000.00 towards the refurbishment of a special space downstairs of the Ladyville Community Center for the proper dance studio that is essential. Mr. Magdaleno has already graciously approved. Cement floors are terrible on knees, not to mention that these rough floors literally ‘eat’ the ballet slippers needed by the girls. We will need more funds, but I am confident that with good advocacy and community outreach we can raise the needed money for wooden floors. Only the best of luck to Rosebud’s for this year 2015, and KUDOS, ROSITA BALTAZAR!!

Belize City, January 13, 2015 When it comes to talking the ugly truth about the UDP Belize City Council’s term in office, being “magnanimous” is the last thing in UDP senior politician and party whip, Michael Finnegan’s mind. There is clearly bad blood between him and UDP Belize City Mayor Darrel Bradley. On Monday, January 12th, Finnegan personally called into Wave Radio’s “Wus Ting Da Mawning show” to bash the Mayor for the infrastructural disaster in the Mesopotamia constituency. Finnegan told the show hosts Joe and Fonso that the Mayor has really messed up parts of Mesop. He pointed specifically to Dean Street between West Canal and Collet Canal, where the water rises and remains stagnant for days following a brief period of rain. “Dis da madness,” shouted Finnegan to the hosts. Finnegan said that the street was recently paved, and that should have been the time to fix the street properly by including proper drainage, but this did not happen. Under normal circumstances, neither Joe nor Fonso would entertain callers like the Finny one. There is a special “End Call” button used very often whenever someone offers even the slightest form of criticism against the UDP. Finnegan almost suffered that fate, but someone recognised the voice and Joe had to stomach the verbal whipping on his own son. Apparently, Joe even felt compelled to agree with Finnegan during the conversation, responding by saying “yes boss”,“I deh wid you”, perhaps without realising he had joined in his son’s public flogging. It is clear that Finnegan is no fan of the pompous, bull-headed wanna-be politician Darrel Bradley. PUP to GOB: Roll out Petro-Caribe Support for Cane Farmers nomic loss, throughout the Christmas season and now as schools are about to resume, the cane farmers called on their association, the Belize Sugar Cane Farmers Association, to provide support using the funding available. The BSCFA was able to meet the request of such spending prior to Christmas, disbursing $2.5 million, but a second request has placed the Association’s future in trouble. The use of the funds has come under harsh warning and criticism by one of BSCFA’s financial support, Fairtrade. Fairtrade trade consultant wrote to BSCFA Chairman Ezekiel Cansino, warning that such a move would place under non-compliance with Fairtrade rules. Additionally,

Clarke warned, such use of funds would bleed the Association broke, as it is that money which is needed to pay the staff. “I am therefore concerned that this decision effectively signals the departure of B.S.C.F.A. from the fair-trade movement and all the benefits that have been received in the past and can be received in the future,” wrote Clarke. The Barrow Administration has sat and watched as the Association gasps for air like a drowning man. Yet, despite the urgent need for aid, the Government turns a blind eye. The PUP believes the Government should not allow the BSCFA,

an institution which has served the cane farmers for 55 years, to simply gutter its existence because it is taking the morally right decision to rescue its cane farmers members from despair. On Monday January 12th morning, PUP Leaders including Party Leader Hon. Francis Fonseca, Orange Walk South Area Representative Hon. Jose Abelardo Mai, Corozal South East Area Representative Hon. Florencio Marin, Corozal Southwest Area Representative Hon. Ramiro Ramirez and Orange Walk North Standard Bearer Ramon Cervantes called on the Government to act. The Barrow Administration has called a House Meeting on Monday. In the past, they have wasted away millions of Petro-Caribe monies on Christmas hams and turkeys for their political supporters. The PUP has called on the Prime Minister to do the right thing for once. Petrocaribe monies can help cane farmers and allow the BSCFA not to crumble.

Belize City, January 9, 2015 The Buttonwood Bay Nazarene School and the Belize Elementary School girls each have 3 wins and are leading the Belize City primary school basketball tournament. On Monday, January 12th the Buttonwood Bay girls posted their 3rd win in 5 outings: 3-0 against the St. Luke Methodist School girls with Alliyah Moore scoring 2 points. Last Monday when the tournament resumed after the Christmas break, the Belize Elementary girls had also blown away the winless St. Luke’s girls: 12-2; with BES’ Allyana Musa scoring 12 points while Deandrea Parham scored 2

Reid Death Knell for an Industry By G. Michael Reid Prime Minister Dean Barrow bared his fangs and snarled at the cane farmers in a press conference last week Thursday. It was a frightening sight to see and a very disturbing exposé of the position taken by this, the leader of our country. The cane farmers had been locked in an impasse with multinational company American Sugar Refinery (ASR) who in 2012 bought majority shares in Belize’s sugar cane industry. By coming out and openly siding with ASR in the fight, the Prime Minister practically pulled the rug from under the feet of Belize’s 5,300 sugarcane farmers. As was also revealed in the press conference, no other than the nephew of the Deputy Prime Minister (who also serves as the minister of agriculture and the man responsible for the industry), has been busy convincing farmers to break away from the long established Belize Sugar Cane Farmers’ Association (BSCFA) and form another association. The farmers had received an infusion of hope and energy when their cause was taken up by the National Trade Union Congress of Belize (NTUCB) and in particular firebrand attorney Audrey Matura-Shepherd. The farmers had been all set to sign an agreement when they were alerted to the fact that what they were signing would be detrimental to their future and the future of the industry. To make matters worse, ASR had snuck in an additional clause giving them, ASR, control over the evaluation of quality of cane. This sent the farmers scurrying back into another meeting where they unanimously agreed to reject the agreement entirely and return to the negotiating table. A couple of other matters were resolved at that meeting; the main one being that BSCFA would join with cane farmer Lucilo Teck in his quest for a mandamus. It was a show of unity which at the time, seemed to

give the farmers more leverage in their fight. Given the pronouncements of last Thursday’s press conference however, and the subsequent announcement that farmers had decided, (albeit under duress and protest) to sign the agreement, it would seem that the application for such a mandamus would be a point, indubitably moot. Attorneys for ASR, who coincidentally are also top attorneys for the government, were able to delay court proceedings for almost a month, which helped to break the farmers’ back and their will. High, low, Jack and the game and Dean Barrow and ASR had won while, as the Amandala put it, the cane farmers were made to kneel in submission. According to Matura-Shepherd, she will still proceed with hearing for mandamus and it will be interesting to see what comes of that. Of course, receiving a writ of mandamus is one thing but getting it enforced is quite another. Many will remember that in March of last year, the PUP obtained a writ of mandamus where the court ordered the Commissioner of Police Allen Whylie to investigate the Elvin Penner case. To date, no word of any investigation has been received and one would suspect that Dean Barrow would once again thumb his nose at the courts and carry on in whatever way he wishes. Maya leader Greg Ch’oc words ring true when he stated that “we are not a country governed by the rule of law”. Another resolution reached at the cane farmers’ meeting was for four millions dollars from Fairtrade money to be distributed among cane farmers. This was met with objection from some members of the BSCFA Directors but the majority of farmers voted to approve. Fairtrade itself is a very interesting animal and adds a whole new aspect to this whole sugarcane debacle. The Fairtrade money comes as a result of the BSCFA receiving US$60 from every ton of sugar sold on the international market. That sugar is then labeled Fairtrade which makes it more appealing to consumers abroad who are sold on the line that “a portion of the proceeds from the sale, will go back to the “poor” farmers who produced the raw material used to make said product. The goods are sold at a higher price but some studies have revealed that as little as one percent of that extra cost actually reaches poor farmers like those in Belize. It seems that while associations like BSFCA receive the extra $60 per ton, multinationals like ASR and Tate and Lyle who do the actual marketing receive many times that amount in extra profits. According to one report, “The Fairtrade industry does not reveal how much of this extra profit goes to retailers and distributors in rich countries and how much actually reaches the farmer”. Fairtrade also comes with some rigid rules which have proven impracti-

cal for the small farmers in poorer countries like Belize. None of the Fairtrade money goes directly to our farmers yet they are required to adhere to strict and prohibitive conditions. Expensive fertilizers and pesticides are demanded for instance and small farmers who rely upon their family members to assist in the cultivation of fields are prohibited from doing so. There are several other interesting aspects to this whole deal and one is that the company controlling the Fairtrade agreement in the UK to which all of our sugar is sold is no other than Tate and Lyle, which is one and the same with ASR. This scenario has caused countries like Barbados to examine other options. A recent story in Barbadostoday reveals plans by that country to end it exports of bulk sugar to the United Kingdom altogether. Minister of Agriculture Dr David Estwick has stated that “the only scenario in which bulk sugar production makes financial sense is at the domestic and regional level where Barbados could take advantage of the CARICOM Market”. Could this not be an option for Belize also? In an effort to combat the move, Tate and Lyle has been trying to apply pressure on Barbados to rescind the decision, going as far as to enlist the aid of the British High Commissioner in that country. What is interesting to note is that while no other than our Prime Minister has been lackeying at the feet of these ASR representatives, Estwick has refused to even meet with Tate and Lyle officials. Instead he sent his Chief Agricultural

Officer Barton Clarke, sending a clear message to the multinational as to who exactly is in charge. Watch and learn, Barrow, watch and learn! A major criticism of Fairtrade is that it allows multinationals’ control over small farmers who eventually buckle and must sell out to larger corporations. Immediately after farmers began demanding a fair share of the Bagasse profits last year, Tate and Lyle wrote a stern letter threatening to decertify Belize from the Fairtrade program. There have been concerns that because ASR is in fact selling sugar to itself, that maybe Belizeans farmers are not getting the best prices for their product. The Fairtrade money is appealing however and has kept farmers’ associations quiet on that front. It is said that all money is not good money. While the Prime Minister has accused those who have stood up for our farmers of playing politics it is obvious who is really playing politics here. Chairman of the SCIB is Gabriel Martinez, a former UDP minister, while Ezekiel Cansino who is Chairman of the Committee of Management for the BSCFA is himself a known UDP supporter and close relative of UDP deputy prime minister Gasper Vega. It appears that the farmers have been playing with a cold deck from the very start and the man who purports to be a king has turned out to be nothing more than a joker. “Game over – play again?”

Am I to assume that all these losses resulted from flawed policies and procedures? Has there ever been an instance where GOB mounted a defence to suggest personnel/ worker negligence? Clearly, lawsuits are often levied against the one with the money, in these instances, GOB. Once a driver of a dilapidated, blue plate vehicle expressed his concerns that the said vehicle was not road worthy. So I asked “why are you driving it?” the driver replied “it is my job to drive.” The said vehicle went on the road and was involved in an accident resulting in two deaths—the driver and the passenger. While the circumstances of the accident can be speculated on, it raises the issue of agency vs. personnel culpability. Mistakes cost—some losses are irreplaceable. As unfortunate as this may be, I do not appreciate that I may be paying for bad decisions taken by those in authority and the friends they hire. The least to be expected is that measures be taken to rectify flawed policies and hold negligent workers responsible. When there is no one to blame, which is seldom the cases, some contracts suggest that you blame God “Act of God” for which no one is liable. He spoke at a Caribbean Local Economic Development (CARILED) forum held between May 16 - 18, 2012 - where he stated, “Improving the lives of the citizens and those we govern, both in their basic living conditions and their economic well-being, is then the goal. We must continue to promote democracy and decentralization of authority. Central Government may devolve considerable authority to the local authorities, dependent on the capacity of such authorities, to manage the responsibilities.” I encourage the Placencia Village Council, the people of Placencia, and all villages, District Association of Village Councils (DAVCOs) and National Association of Village Councils (NAVCO) to continue to lobby for more autonomy. This can be fairly easily accomplished. The Village Council Act allows villages to enact by-laws. In these by-laws villages would be given the autonomy to collect trade license fees

and property taxes. My suggestion is that DAVCOs and NAVCO lobby the central government, mainly the National Assembly, to implement, even if incrementally, village bylaws. Entice central government by being willing to share some of the additional fees collected. This will give central government more revenues in its coffers, and will ease the financial burden of both the central government and the villages. I would like to remind NAVCO of its role, which is to be the operating and executing link between

Given their proximity with communities, NAVCO can also support the harnessing of information from groups such as community level associations that advocate in specific focus areas. Ernest Bai Koroma, Sierra Leone president, predicted this week that his country would be Ebola-free by WHO standards by May. By WHO standards, a country cannot be declared Ebola-free until it has registered no cases for 42 consecutive days.

THINK ABOUT IT BARROW BETRAYS CANEROS In their hour of need, the Cane Farmers of the North have been betrayed by the Prime Minister. Just when they needed their leader of government to provide them with leadership and get the crop season started while negotiations with B.S.I. continue, the Prime Minister sold them out. For the first time in history, cañeros were treated like the Taliban. They were called radicals and made to understand that the power of their government was completely against them. Like the last paragraphs of George Orwell’s book, Animal Farm, the pigs in charge of the farm looked and talked and walked just like the new investor humans who came to negotiate business. The Prime Minister clearly sounded like ASR/BSI. He behaved like ASR and he adopted all of ASR’S arguments. ASR had for weeks told the cañeros to abandon their Cane Farmers Association. Prime Minister Barrow was now publicly at his press conference saying the exact same thing. ASR told cañeros the only way they would be allowed to deliver cane to the BSI factory was if they first signed an agreement. Barrow was saying the same exact thing. ASR said if cañeros tried any other way the company might close up and leave. Barrow said the exact same thing. ASR was counting on the financial desperation of the cañeros to cave in as the weeks wore on. Barrow did them the same thing. Cañeros made the sacrifice of spending a bleak and Santa-less Christmas in the hopes there would come compromise in the New Year. Instead their Prime Minister told them no crops would be delivered unless they signed. Expecting their Prime Minister to offer some assistance, such as saying Petro Caribe funds would be available to replenish their fair trade monies they heard not one word of encouragement. Let us ask some questions. What is so important for ASR to demand that cañeros sign to take their cane to the factory for seven years? What is so crucial to ASR that cañeros must sign that they are not delivering cane to a partner at BSI factory but are selling cane to the factory? Is it strange that ASR, through the mouth of the Prime Minister is now telling the country that all BSI needs is for five hundred thousand tons of cane to be delivered to the factory and they are good to go. And the government is announcing that certain UDP cane farmers are willing to undermine the Cane Farmers Association and deliver that amount to BSI. The betrayal of the cañeros will prove to be the end of the cañeros as noble cane farmers of the North. They will go from being stakeholders to mere cane sellers. They have been set back seventy-five years. They will become ordinary peasants in the industry, begging BSI to please buy their cane. ASR will continue to buy lands and plant their own cane. They will be allowed by government to buy cane from other farmers outside of the Cane Farmers Association. There is a sign on the road to Orange Walk- Green Farm. There, cane as far as the eye can see is already planted.

There will be other such huge cane fields. ASR will say in a few years their factory has been expanded to take in increased tons of cane for grinding. The small cañeros will be wiped out. UDP politicians will decide which cane fields will be allowed to sell cane to ASR. And ASR will be making huge financial contributions to the UDP. The future of the cañeros of the North is that they have no future. Their future was sold out last week Thursday at a press conference in Belize City. The same way the future of the Maya in Toledo was sold out to an oil company to drill in their sacred protected forest. Same way the future of Dangriga was sold out to a Norwegian tourist cruise at Harvest Caye; which will destroy the cruise ship industry for Belize City. It is the same way for the past seven years the poor creoles on the South side of Belize City have had their future swallowed in a sub culture of begging politicians for groceries and political handouts in return for their votes at elections. RENE, RENE Not one, but two cabinet Ministers turned up at Love FM radio and television station on Wednesday morning. Mysteriously, the only experienced host unafraid to ask hard questions was missing. None of the two Ministers have a portfolio responsible for Agriculture. The Minister of Labour and Immigration who just days before allowed over one hundred Guatemalans to enter Belize for short term employment and allowed Guatemalan labourers to build a military base at Hunting Caye, was praising the ASR deal. The Minister responsible for Foreign Affairs who is also the Attorney General was discussing internal affairs. He only three weeks before signed an agreement with the President of Guatemala without any prior notice or approval from the people of Belize. This did not warrant any appearance on radio/TV to explain to Belizeans what the heck is going on. Unable to be challenged by the two mild hosts at Love FM, the two Ministers had a free reign to spew out their propaganda. So effective has been the government in doing ASR dirty work that no ASR big wig has been bothered to explain their victory to the nation. We must record with not just suspicion, but deep disappointment with Rene to allow his media to be used by government in so distasteful and one-sided a manner. Did you know, Mr. Member of the British Empire, that the UDP government has its own radio and TV station? And did you know Sir that you have a responsibility to be fair and balanced? Is it not one of the special Rotary rules? When the his-

SATIRE Item 3 of a three point agenda of the Cabinet Minutes for early December:“Cabinet Ministers were briefed by the Prime Minister on the continuing weird behavior of the Mayor of Belize City. The Mayor had threatened the Financial Secretary that if the Prime Minister did not release two million dollars for him to “renovate” the Commercial Centre mainly for a luxury office for the Mayor, the Mayor would use City Council funds anyway. Cabinet Ministers were also informed that the Mayor was still absenting himself from his daily duties and was at his private office at Regent Street. He was campaigning in Caribbean Shores not for City Council elections but for himself asking voters to kick out Santino. The Mayor was on medication for sleepless nights caused by images of Santino riding again. DECISION: Cabinet instructed that no Petro Caribe funds were to be made available to the Mayor as he had wasted millions to promote his personal political ambitions. Cabinet directed Hon. Santino Castillo to set a date for a convention and to commence campaigning with the full backing of the Prime Minister, Cabinet and Petro Caribe. By show of hands, no Minister reported suffering from sleepless nights. Several complained of getting fat from too much free lunch at meetings, seminars and conferences. Castro who had gained 35 pounds since the last election moved the adjournment at 9:35 a.m. as most Ministers were impatient to go and check their bank accounts. The Prime Minister said this sounded distasteful and reminded them for God’s sake to cover up their corruption. AIRPORT ROAD The road between Belize City and the junction to the Airport remains a death trap at nights. It is dark, narrow and winding with deadly curves. The Ministry of Works spent hundreds of thousands of dollars for a machine that should paint a median line on all roads but such a machine is nowhere to be seen. The expensive yellow paint which was imported has gone missing and is reported to be sold at cut-rate prices to cronies. The electricity company, BEL, which now “belongs to the people”, has no interest in putting lights at intervals to help save lives.

CHIEF JUSTICE The judicial branch of government, so vital to our democracy, opened its court sessions for 2015 on Monday 12th January with a church service and an impressive parade through the streets of Belize City. The Chief Justice who is the head and leader of the judiciary delivered his annual report which holds out hope for reform and improvement. The Chief Justice unveiled several initiatives which are to be welcomed. The government has consistently failed to finance much needed improvements in the courts and administration of the justice system. Even at a time when the government is seen wasting millions of Petro Caribe money. TREAT THEM BETTER We watched some City Council sanitation workers toiling in the streets and drains. As they toiled in dust and dirt and muddy drains exposing themselves to germs and disease. We saw no aprons, gloves or protective covering for their nose and mouth. We feel sure these workers have received no increase in their wages. SHAME To the shame of all concerned a sixteen year old in a government facility for unfortunate girls, got pregnant. How could this happen? To make her little life worst, her child of 3 months died suddenly. In Belmopan on Wednesday 14th January the Police took into custody a sixteen year old high school student. She has been running away from her home and having sex with her boyfriend. These matters are human tragedies. Patience and love and counseling can help. But there is none for these unfortunate teens. IDIOT LAW There are 41 women in prison. Twelve are Belizeans the others are migrants. Olympia King won’t be going to jail, at least not right now. The fortunate mother of five was spared a three year sentence on Tuesday morning when lawyers turned up pro-bono to submit mitigation pleas. Magistrate Frasier reluctantly agreed to impose a fine, a harsh one of ten thousand dollars, but better than going to jail for three years. The case highlighted the stupidity of the marijuana laws. One single small marijuana tree was found by the Police in the yard and under the law even that is considered cultivation of weed for the purpose of drug trafficking. The four dry leaves from that tiny plant can barely make one spliff.

Fisherman murdered in speedboat shooting Belize City, January 14, 2015 2014 was a most-murderous year and 2015 has not begun any more frighteningly. Already there have been five murders and it is just mid-January. 29 year old Pedro Aldana is the latest homicide victim and the Police are trying to figure out who is responsible for this crime. The method of the murder is also strange, as it is believed that the gunman or gunmen were travelling on a speedboat along the New River which runs right through Belize City. Aldana was inside his fishing boat near Belcan Bridge when it was approached by another fishing boat in which the attacker travelled. Two shots were fired, which caught Aldana in the abdomen. He died inside his boat. Reports are that Aldana had just returned from dropping off a friend at Conch Shell Bay. They had gone fishing earlier in the day. Aldana was a father of three children.
