HAADA TIMES DEH YA! FUEL PRICES, GST WILL GO UP

Belize City, June 8th, 2016 The state of Belize’s economy is dreadful, according to the International Monetary Fund. The IMF carried out its Article IV consultation in Belize and in their findings released recently they did not paint a good picture. The Barrow Administration was unable to maintain austerity measures expected and the IMF made note that “spending continued to grow well above budget targets”. With the poverty rate at near 50% and unemployment rate nearing 20%, the socioeconomic pressures faced by Belizeans are undoubtedly extreme. Yet the Barrow Administration has played no significant role in diminishing those pressures. This is why in its report, the IMF notes that “Belize’s economic outlook is characterized by sluggish growth, weak fiscal stance, and external and financial sector vulnerabilities”. Until Government’s investment

Belize City, June 8, 2016 People’s United Party Leader Hon. John Briceño and senior officials of the Party carried out a successful nationalistic expedition to the Sarstoon area on Friday June 3rd afternoon. The Sarstoon area, consisting of its river which caresses Belize’s mainland coast and the Sarstoon Island, which is Belize’s land territory closest to the southern border with Guatemala, has been the center of heightened contention instigated by Guatemala. Since May 2015, our neighbors

have used their military to impose “control” over the area. It took the efforts of citizen groups to expose this, followed by a weak defense strategy by the Government of Belize. Prime Minister Dean Barrow has yet to visit the area, and while the Minister of National Security John Saldivar has been to the mainland coast, he simply watched on as Guatemala’s military vessels encroached onto Belize’s territorial waters and as a Guatemalan drone invaded our national airspace. The PUP made attempts to go to

BELIZE’S SOVEREIGNTY OVER SARSTOON

No praise for Gapi

!

Dear Editor, There should be no praises for ex-Deputy Prime Minister Gaspar Vega. He ought to be reminded that he has been the second in command in the Barrow Administration for the past eight years (three terms) and the only time he thinks he should speak up was when he was going through the door? What Gapi needs to do is to speak up about the corruption in the UDP but how could he when he is not a normal Belizean, who openly enriched his family members with prime parcels of land. Gapi also gave his brother exclusive Rosewood export contracts, his nephew got millions of dollars from tons of road contracts and his business associate and political offspring Denny Grijalva destroyed Noh Mul, a once 2,600 year old Maya site. How come Gapi wants to sound so smart now? I don’t know why some Belizeans are praising him. He did what he SHOULD HAVE done every day for the past eight years. But instead he sat and watched in silence as Barrow wasted Petrocaribe money and gave away Sarstoon to the Guats. What Gapi needs to do is to resign and go, walk off into sunset but before he goes he must wash the feet of all of Orange Walk North voters who voted for him. I hope he knows he will never be forgiven for the entire Don Ramon Cervantes tragedy. Yours truly, Manuel Aragon

Continued from page 1 the Sarstoon several weeks ago, but those efforts were disrupted by security agents of the Government who visited and intimidated boat captains hired by the Party for the expedition. On Friday, there was no stopping the brave Party officials. They boarded a vessel at the Joe Taylor Bridge, just outside of Punta Gorda Town. There, they headed south to the Sarstoon. At the mouth of the river, they first stopped at the Belize Defense Force’s small base to greet the officers. Hon. Briceno explained to media that the visit to the Sarstoon will allow the PUP, which is preparing to become the next Government, to formulate key policies to respond adequately to the issues and challenges facing our nation. Clearly, the most pressing challenge is to ward off Guatemalan trespassers who simply loot Belize’s natural resources and damage our environment. This is done with proper national security measures and foreign policy that defends Belize’s sovereignty indisputably. Senator Eamon Courtenay explained that the Party’s visit was the PUP’s way of asserting Belize’s sovereignty. “There are two parts to the visit. The

first is to continue like most Belizeans have been trying to do to assert our sovereignty and to demonstrate to the world that as far as Belize is concern, we have a right to come here unimpeded and without being interfered with by the Guatemalans. The second part is to educate ourselves as to the geography of the area and to the tensions, the mood and the general layout of this entrance to this river. We have just arrived and we have stopped at the Forward Operating Base and we have gotten a very brief explanation from the members of the Belize Defence Force as to what’s happening here. From here we will proceed into the river and going to Sarstoon Island. I am expecting that the Guatemalans will respect our right and understand that we are on the Belizean side of the river and that there will be no incident,” he said. The Party officials proceeded onto the Sarstoon River and went around Sarstoon Island, without any form of interruption by the Guatemalan Military. The BELIZE TIMES confirmed later that the Government of Belize was informed of the PUP’s visit and they informed the Guatemalans of the expedition. Two weeks ago, the Guatemalan military had stopped and turned back members of Belize’s media who were visiting the Sarstoon River. That the Guatemalans stayed clear when the PUP delegation moved along Sarstoon is a positive sign, but not definitive evidence that they have withdrawn their stance. However, the PUP scored a major victory by going to the Sarstoon and forcing the Guatemalans to respect Belize’s territory. This effort must continue. The PUP delegation also included National Deputy Leader Hon. Cordel Hyde, Deputy Leaders Hon. Rodwell Ferguson and Hon. Kareem Musa; Senator Paul Thompson, Toledo West Area Representative Hon. Oscar Requena, Eastern Caucus Chairman Major Lloyd Jones, Party Chairman Henry C. Usher and Communications Director Anthony Mahler.

QUESTIONS TO MINISTERS: Can the Minister of Lands say if there will be a special Senate investigation into the “bazaar” and shenanigans at the Ministry of Natural Resources during the term 2008-2015? Can any of the two Ministers of Health from Corozal Southwest and Corozal Bay answer why the Northern Regional Hospital turns away both the living and the dead, as there is no service for surgeries (patients are taken out through a back door to a private hospital) or morgue space available? Can the Minister of Works say when the Orange Walk Town to San Estevan to Progresso Road will be repaired fully, since the rainy season is already upon us? Can the Minister of Finance explain why the price of fuel continues to increase even though the price of oil on the global market continues at an all-time low? Can the Minister of NEMO provide a report on the status of Hurricane Shelters across the country and the Government’s emergency preparedness strategy? Can the Minister of Agriculture say how much Government has or will spend to support the maintenance of sugar roads for cane farmers in the north?

Continued from page 1 support real economic growth that spurs job creation and provides social intervention, Belizeans will continue to feel hardships. The IMF expressed concern about the “weak” foreign investment climate in Belize and the dependency on Petrocaribe loan funds over the last fiscal period. “…falling exports and relatively strong imports widened the external current account deficit to 7.6 percent of GDP in 2014, up from 4.4 percent of GDP in 2013. PetroCaribe and other official disbursements continued to finance the current account deficit and help build international reserves (equivalent to 5 months of imports at end-December 2014)”, noted the report. When one has the flu or a nasty cold, one doesn’t drink cold water, so why is the Barrow Administration pouring cold, icy water on Belize when she is suffering from an economic head and chest cold? The IMF recommended tough measures to the Barrow Administration. It is hidden in fancy technical writing that calls for the “…removing exemptions and zero-ratings from GST, building a stronger revenue administration that contains leakages, and limiting current spend-

ing, including through reform of the public officers’ pension scheme”. But what those mean are the firing of workers, increases of taxes, freezing wages and allowances and cutting spending. One specific move which the Barrow Administration is seriously considering is increasing General Sales Tax to 15%. Such a move would cripple the spending power of Belizeans. We note that following the IMF’s 2009 Article IV consultation, the IMF recommended increasing the General Sales Tax by 25% from 10% to 12.5%. The Barrow Administration obeyed. In 2011, the IMF recommended that Government reduces the wage bill, limits growth in non-priority areas, cap Government employment, and hikes the fuel tax. The Government took those steps. Public Officers, teachers and police officers were denied salary increases. This changed slightly only due the approaching 2012 elections. The Government has now announced that they will raise much needed finances by imposing hikes on fuel prices which have passed the $10.00 mark in some districts. Prime Minister Dean Barrow has given Belize a nasty economic cold. Now he will be looking to the IMF prescriptions for more pain on Belizeans.

HARD KNOCKS

Imagine! It was a proud (not really) moment for us all when our favorite (nope) UDP, decked out in a brand new pinstripe suit from textile got his wish. Imagine, Patrick Faber the Deputy Prime Minister of Belize. We done hit rock bottom, sho nuff. I’ll tell you straight up. I’m ashamed of my sisters who stand behind this young fool. This is one of the reasons why we get slapped around and beat down. This dude was known for abusing his ex-wife when he was under the influence. It made the news when he was drunk one time and threw a cement block through his wife’s windshield. No lie. This guy as Minister had an affair with one of his young employees in the Ministry of Education who then reported to Police that he punched her in the face – in the face – that he beat her. It was a report made to Police. No lie. But we don’t speak up for our women. You know what we do? We make that abuser of special drinks and women the Deputy Prime Minister. Oh lordy lordy! Day of Reckoning! I’ve been feeling a little bit gospel today. It’s been a long time coming, but change is gonna come. You better believe that. There’s some major plotting going on outside of Cabinet. I’m not talking bad blood and hurt feelings, I’m talking major stuff. The PM’s head is gonna be aching soon, maybe more than his poor old back. You think it was any accident that so many ministers were absent from the swearing in? And that’s after the PM’s Cabinet directive telling them that he expects them all to be at Belize House Tuesday afternoon. Check it out for yourself. If you’re in Belmopan circle by the Big Dope’s mansion and see how many vehicles with blue plates are parked there almost every evening. He sure ain’t throwing no party. This week was the calm before a sick political storm being planned. Just remember, you heard it here first. The Gospel of God-win that is! Want to hear the latest shush from the Ministry of Godwin, also known as the Ministry of Natural Resources? You know that the Big Dope’s minions in Cabinet went after his head last week right? They also went after the new slim (not really) and sexy (certainly not) Juliet, her ex-girl friend Audrey and keeping on that same trend, if you know what I mean, they went after Dougie Singh. So God-lose is getting back and is now letting it be known in certain circles that he’s got the down low on all those fishy land deals. I hear Gapi Vega is already doing some damage control after God-lose threatened to spill the frijoles on just how many of Vega’s friends and family got prime parcels of land for pennies. But that’s been a major hustle for years, and every UDP minister has certainly had his appendages in this tasty land pie. There’s some documents circulating. Real big documents with the potential to sink some real big people. That fellow Contreras is on the list near the top. So is grab the land Castro and the Big Dope. And Vega? Well he’ll have to explain about all that land in Mountain Pine Ridge which is next to causing an international incident right now. Wait for it! Foot in Mouth Sedi! I hear the Prime Minister called Sedi after his interview with the media this week, irate at the nonsense coming out of his mouth. Check this out – Sedi says forget about Guatemalans fishing in Belizean waters illegally. We need to share the damn fish. Don’t you know some of those same fish swam over here from Guatemalan territory? We can’t tell the difference so let the Guatemalans be. But wait, better than that. Sedi have big hallary laughing because Guatemalans kidnap Belizeans, tief tracta and bulldoza and tek di whole kit and caboodle cross deh Guatemala. No problem, Sedi seh. We need fu learn fu share. Guatemala just midi borrow the Belizeans fu wah lee while, but give they back soh no harm, no foul. Man dah weh wrong wid Sedi? He need wah checkup cause fu he intellect done expire. Mek ah tell yu something tho. And yu could seh me tell yu. Sedi noh wah finish out dis year. Serious discussions are already going on to see how he can be replaced with dignity. We at the BELIZE TIMES say to hell with dignity. Just hawl yu nonsensical self out to pasture. Cho man.

P

THE WANNABE

atrick Faber will be the next leader of the United Democratic Party. ‘Over my dead body,’ John Saldivar has said, along with seventeen elected area representatives of that unhappy political party. This saga was set in motion when Gapi “Cesspool” Vega was so unceremoniously pushed out of the Ministry of Natural Resources and Petroleum. In protest he resigned as Deputy Leader of the UDP while clinging on to the empty title of Deputy Prime Minister. He suffered the added indignity of having unelected Godwin Hulse publicly trying to take away his plush office and trying to force him to use a secretary’s office. Hulse had looked like the first casualty of the John Saldivar back-lash. At Tuesday’s Cabinet meeting which bordered on a mini mutiny, Minister after Minister wanted to know why Hulse was in charge of the Ministry of Lands as well as Immigration. Both Ministries are where the unstoppable force of widespread hustling and get- rich deals are in abundance. Hulse exited last week’s Cabinet meeting, we are told, sensing the mutiny ahead, but Barrow did his best to quell the uprising, threatening to reshuffle Ministers if the cross-fire did not cease and settle. But the bitterness over Faber has continued. How could Saldivar have the majority of elected Ministers supporting him, while Faber was able to get the majority of those Ministers’ 400-plus delegates? Both camps were steeped in the UDP ways of buying votes with promises and special gifts. Both most likely, have left over Petro Caribe monies to have continued their type of political horse-trading. So how could Faber’s camp pull it off? Rumours out of Ladyville mention the give-away of cell phones to Beverly Castillo’s delegates, who wore John Saldivar shirts but voted Faber. Were those BTL cell-phones if the rumours are true? What is more likely, is the hand of Dean Barrow. A John Saldivar win was considered a threat to the Barrow Dynasty (die-nasty). No Shyne in Mesop constituency and no Anwar in Queen’s Square. With Sister B getting locked out of the Ministry of Lands and even Kim’s million-dollar institute of healing being turned into a hospital for Lake Independence. This is how Patrick Faber got the nod. A “mini-me” puppet of Dean Barrow, the tacos and pibill Minister was able to under-cut seventeen elected Ministers of government; with quite a bit of help from the Prime Minister, who like Pontius Pilate claimed to have washed his hands of the dastardly deal. And while Barrow is secretly laughing at his latest conartistry, it is the already suffering people of Belize who will suffer much more. Violent crime has now become a way of life in the country. Barrow’s posturing over dozens of peace-plans and paying gang members taxpayers’ monies to hold down the shootings have all turned out to be monumental failures. Gangs and violence have spread north, south, east and west into villages and districts. The murder rate at a whopping 130 bodies each

year tells the tale. That amounts to over a thousand murdered Belizeans since Barrow became Prime Minister. His remaining year or two in office will witness a further couple hundreds to the grim statistics. The social fabric of the nation has been stretched to breaking point. Businesses are closing as less customers venture out after dark. Even churches have been forced to reschedule their night worship, as fear stalks the land. Music, dancing and an evening outing are rare and only the reckless young are seen at certain spots after dark. Alcohol consumption and depression are at an all-time high, a manifestation of the hopelessness which is grinding away at members of our society. The economic landscape is at its bleakest. The latest IMF report on Belize sounds as if the IMF is talking about Haiti or Venezuela. The IMF states in their May 2016 Article 4 review of Belize: “The economy is slowing and fiscal and external vulnerabilities are rising”. GDP growth has been “reduced to 1 percent in 2015”. “Growth is projected to decline further to 0.5 percent in 2016”. “International reserves fell to 4.6 months of imports in March 2016.” “Current account deficit widened to 9.8 percent of GDP as exports fell by 9 percent”. “The economic outlook has worsened further since the 2015 Article 4 consultation and is subject to significant downside risks”. The IMF prescriptions for improving Belize’s dire economic conditions are usually medication which is worse than the illness. The UDP government embarked on waste and looting of millions of public funds to win the last election. In the month of October 2015 alone, a whopping FORTY-FOUR million dollars flew out of the public treasury. Where has all that money gone Mr. Prime Minister? Mr. newly installed Deputy? Now the Belizean taxpayers and overburdened businesses will be forced through increase taxation to pay for Barrow’s excesses. No amount of tacos and pibil can overcome these harsh realities. Against the background of these woes and lamentations comes little Patrick Faber. Never once in his uneventful public journey has he offered any vision as to how he can make Belize a better place. His stewardship at the Ministry of Education has been lack- luster to put it mildly. His deafening silence over his government’s “loss of the Sarstoon” debacle says it all. The Sarstoon sell out will yet be all their undoing. It is one thing to manipulate and exploit poor people in the Collet constituency as elsewhere, to get votes, even as they get poorer and their children have no future. It is an entirely different matter, to sit silently in the face of Guatemala’s open annexation of Belize territory in the Sarstoon. That alone, Senor Faber, wanna-be Prime Minister, places you and your kind, not on a path to the future, but on the road of treachery and treason.

THE GEMS OF GRADUATION SEASON 2016 PT 4 Featuring: Belmopan Comprehensive School, New Hope High School, St. John’s College, Wesley College, Toledo Community College, Ocean Academy, San Pedro High School, Muffles College and Delille Academy By: Alton F. Humes (Freelance Reporter) BELIZE CITY, Tuesday, June 7th, 2016 We are nearing the end of the BELIZE TIMES’ series of articles on the High School Graduation Season of 2016. But before we get to that inevitable end, there are much more schools to cover, as well as students to profile and celebrate. Belmopan Comprehensive School in the city of Belmopan has officially passed out its graduating class of 240 students, according to school officials we spoke to via phone on Tuesday, May 31st. 151 females and 89 males took the march this past Thursday evening, June 2nd, 2016 at a ceremony held at the University of Belize Gymnasium, beginning at 6:30 p.m. The Valedictorian was Ms. Livia Castillo, of Class 4th/Science-1, and the Salutatorian was Ms. Jacqueline Olivas, of Class 4th/ Science-2. We go to Orange Town to highlight New Hope High School. The school held their graduation ceremonies this past Saturday, June 4th, 2016 at the Gala Lounge, with the event starting at 4:00p.m. The top 3 students were: Mr. Janiel Chan [Valedictorian, of the Academic Science class], Mr. Jose Luis Guy [Salutatorian, of the same class], and Ms. Erica Hernandez [3rd Place, of the Vocational class; delivered the Vote of Thanks]. Another graduation that has taken place as of press time is that of the venerable Jesuit Catholic institution, St. John’s College (High School), located on Princess Margaret Drive in Belize City. The Northside all-male high school graduated, according to Headmistress/Principal Ms. Yolanda Gongora 127 more enterprising young men, and thus continuing their lineage

a Cumulative GPA of 4.31]. The Salutatorian was 16-year-old Mr. Kyle Anthony Rodriguez [also of the same class, with a Cumulative GPA of 4.03], while 17-year-old Mr. Joshua Feliciano Pott was recognized as the 3rd Place finisher [also of Class of 4-Science, with a Cumulative GPA of 3.92].

3rd place, Samuel Sam – Mr. Martin Alegria for the Government of Belize’s Department of the Environment (DOE), and Mr. Roberto Pott for the Healthy Reefs for Healthy People Initiative (shortened to the Healthy Reefs Initiative). And it is with that level of responsibility that has been part of

both the difficulty and the inspiration in their time at SJC. All three young men pointed to the similar difficulty of remaining consistent and motivated to work, especially because of the virtually monumental standards set in stone from the school’s inception in the 1800’s. The three young men all pointed to times where they’ve felt internally (and sometimes externally) overcome by the challenges, but it’s Mr. Alegria who makes clear there is a way out to such difficulties: “There were times, especially after a difficult assessment, where you might feel bad… but there are always ways to become motivated again.” Indeed, the strong family backgrounds and parental guidance were mostly parcel in getting these young men to the summit of Sunday’s Graduation. Mr. Alegria’s mom Jillian was his motivation. Despite their separate lives, both of Mr. Rodriguez’s parents – mom Jacqueline and dad Santiago – were there for him, particularly his dad. And for Mr. Pott, his father, as well as his mother Sandra, were “guiding and counselling me through these experiences”. How, then, is the future shaping up for these brilliant young talents? For Mr. Alegria, who will take 18 CXC’s, he will remain on the Princess Margaret Drive campus, planning to study Biology and Chemistry at sister school St. John’s Junior College, with plans to become a Laryngologist (Ear, Nose and Throat Doctor). His advice to his fellow graduates and students goes like this: “Continue working hard, it wasn’t easy to reach this part of the journey. Continue to set your standards high.” For Mr. Rodriguez, who will take 8 CXC’s, his future for the moment isn’t in Belize, but in the state of Texas in the United States, where he will be living with his mother Jacqueline and hoping to get into the prestigious Texas A&M University. His advice to the graduates and students is: “Take what you learnt and use it to walk on the straight path. Don’t settle for mediocrity; remember what you’re here for.” Like his colleague, Mr. Pott, who will take 15 CXCs, will also be studying at St. John’s Junior College, majoring in History and Economics, with plans to study Law. His advice to the graduates and students is: “Continue studying and striving for excellence. Life has more for us down the road. No matter how difficult or how hard the road may become; if you keep striving, it will pay off in the end.” Still in Belize City, another venerable educational institution, Wesley College, had their Graduation Ceremony this Wednesday, June 8th, 2016 at the Ramada Princess Hotel. The school kicked off those ceremonies with a Valedictory Service held on Sunday, June 5th, 2016 at the Wesley Church, starting at 8:00 a.m. Vice-Principal/Acting Principal Continued on page 19

New vision for Xaibe Village

Corozal District, June 7, 2016 Meet Angeles Itzab. Proud resident of the northern community of Xaibe. She is the nineteen year old young woman who dares against all odds to contest the village council chairmanship of Xaibe Village. Angeles is a graduate of both the Corozal Community College and the Muffles Junior College where she graduated with a 4.0 GPA. She is pursuing her Bachelor’s degree in Public Sector Management from the University of Belize on a full academic scholarship. When asked why she seeks the chairmanship of her village, Angeles notes that many issues plague her community. She hopes to engage the young people of her village through sporting activities so that these will uplift and reenergize the apathy and hopelessness youth in her village feel. She also hopes that they will see the importance of their contributions through community service on dilapidated and abandoned sporting facilities. She understands that young people need to feel that they are taken seriously and that their opinions matter. Angeles also discussed the importance of educating women in her community. Recently there has been widespread teenage pregnancy in the village. This places hardship on young women in the village because they are often unable to continue their education and this stunts their capacity for future earning for their family. Angeles Itzab is in tune with the needs of her village, she understands what must be done to achieve harmony and a better quality of life for the good people of Xaibe. So on June 19th vote for Angeles and her team.

BELIZEANS IN ACCIDENT IN HOUSTON; 1 DEAD, 2 INJURED Belize City,Wednesday, June 8, 2016 Car dealers Sostenes Tamay, wellknown entertainer Lennox ‘DJ Tambran’ Young and Amin August were allegedly making one final stop in Northwest Harris County in Houston at an auto parts store before heading home when disaster struck. Reports are that a Ford F150 truck crashed into the right side of a black Nissan Pathfinder being driven by Young. Sostenes Tamay, a Corozal resident, reportedly died on the spot while Young suffered a broken arm and Cayo resident Amin August reportedly received only minor injuries. There has been no confirmation on the identity of the driver of the Ford F150 pickup or on his condition. Footage from a Houston-based ABC news affiliate shows the pickup smashed into what looks like a utility pole, the entire front end crumpled. Lennox Young, a popular DJ, longtime music aficionado and member of the People’s United Party, reportedly told family members that they were heading home on Tuesday, the same day as the fatal accident. The family of Sostenes Tamay, griefstricken at the unexpected news, declined comment to the BELIZE TIMES. We have been unable to confirm any details of the Police investigation into the accident.

Featuring: Belmopan Comprehensive School, New Hope High School, St. John’s College, Wesley College, Toledo Community College, Ocean Academy, San Pedro High School, Muffles College and Delille Academy Continued from page 6 Mr. Edgar Pacheco shared their top students line-up: 16-year-old Ms. Sichaga Wiea Samuels (Valedictorian, of Class 4-Blue), 17-year-old Ms. Raleith Ateria Darlington (Salutatorian, also of Class 4-Blue) and Ms. Niandra Palacio (3rd Place, of Class 4-Yellow; will deliver the Vote of Thanks). Ms. Darlington puts it this way: “All of the work, all of the nights I had to stay up and do my work… I really wanted my grades to be at a higher level, so it was all about the way I pushed myself”. So it would make equal sense that family is also their motivation in getting through those bad days. For Ms. Samuels, it was her parents and teachers that provided that motivation, while Ms. Darlington’s mother was the one who “encourages me, helps me in any way she can. She’s always there to remind me to work hard”. The future for these young women looks nowhere else but upwards. Ms. Samuels, who will take 9 CXC’s, admitted to us she “already accomplished” her primary goal of being a Valedictorian, now plans to take it even further. She has been accepted to the University of Belize, studying Business Science, with the goal of becoming an accountant. She offers multi-pronged advice to her fellow graduates and students: “Achieve whatever you want to be, never give up, set your goals you want to accomplish. Don’t ever forget those who’ve helped you along the way. Be yourself, and always do whatever you do the best that you can”. Ms. Darlington, who will also be taking 9 CXC’s, has “nothing planned out yet” going forward, but is planning to study Business or Law. Her advice to her peers is: “Don’t let anyone bring you down. Do your best in what you want to do; strive for excellence”. The following serves as an update and clarification on Toledo Community College (TCC), from the Toledo District. They had their ceremonies on Saturday, June 4th, in which 171 students marched. Other information had been covered in our Week 3 article, but due to space constraints, the photos of the top 3 students were not able to be included. For clarification, they are: Ms. Kristine Duncan (Valedictorian, from the Science class, with a Grade Average of 92.83%), Mr.

Samuel Fam (Salutatorian, from the Business class, with a Grade Average of 92.20%) and Mr. Kershaw Cho (3rd Place, also from the same class, with a Grade Average of 91.93%). Another southern school featured is Delille Academy in Dangriga Town. After much effort to receive information from the school, Vice-Principal Ms. Gwen Garcia Gentle shared that 31 students will graduate on Friday, June 10th, 2016 at 6:00 p.m. at the school’s campus. 13 males and 18 females will take that march, and leading those ranks will be: Ms. Geniera Amira Cal [Valedictorian], Ms. Sharon Franklin [Salutatorian] and Ms. Anna Flamenco [3rd Place]. We move on to cover the representatives of the Cayes of Belize – San Pedro, Ambergris Caye and Caye Caulker. The 1st of 2 schools we will be covering is Ocean Academy in Caye Caulker. The private institution will have its Graduation ceremonies on Friday, June 10th, 2016 at the Alan Chan’s Conference Room, beginning at 6:00 p.m. 10 students – 2 males and 8 females – will be making that march, and leading them will be: Ms. Whitley Aguilar [Valedictorian], Ms. Lilly Alamina [Salutatorian] and Mr. Daniel Smith [3rd Place]. We move on to San Pedro High School in San Pedro Town. According to Principal Mr. Emil Vasquez the school will graduate 96 students on Saturday, June 11th, 2016 at the Angel Garcia Auditorium, beginning at 5:00 p.m. The top 3 students will be: Ms. Virginia Vasquez [Valedictorian], Ms. Elladira Garcia [Salutatorian] and Ms. Delmi Garcia [3rd Place]. And finally, we head up North to Muffles College, in the Orange Walk District. According to Vice-Principal of Academic Affairs, Ms. Maria Urbina, 119 students will take the march on Sunday, June 12th, 2016 at the school’s Auditorium, starting at 10:00 a.m. Leading those ranks, all from the class of Academic Science, are: Mr. Ricardo Moguel [Valedictorian], Ms. Victoria Williams [Salutatorian] and Ms. Angela Trujillo [3rd Place, will deliver the Vote of Thanks]. MY PERSPECTIVE

12 JUN

2016

Continued from page 23

By Dolores Balderamos Garcia

OH, TRINIDAD!!! There is a website that is called “Caribbeannewsnow,” and it presents summaries and news stories from various countries of the wider Caribbean, not only from Caricom, but also from many other countries within the Caribbean basin. Since it was recently covered in Caribbean News Line on Channel 5 here at home, a particular story concerning the minimum age for marriage in Trinidad caught my eye. Its headline is “Trinidad and Tobago Reconsiders Existing Law After Push To Recognise Child Marriage As Abuse.” I certainly agree with the initial assertion at the start of the news piece, that “Trinidad and Tobago is a society of contradictions”. It tells us that only a year or so ago the legal age of consent to sexual activity was raised from 16 to 18, while an archaic law i.e. the Marriage Act of 1923, remains on the books, citing the legal age for marriage as 12 for girls and 14 for boys. It goes on: “Child marriage is sometimes practiced in the country’s Muslim and Hindu communities, and certain religious leaders seem intent on holding onto it.” It has been reported that Brother Harrypersad Maharaj, leader of the Inter-Religious Organisation (IRO), said that the state should not amend the Marriage Act because “age did not determine maturity.” Holy cow or holy manatee, would be my reaction!! Discouragingly, Shouter Baptist leader Barbara Burke stated that the IRO would vigorously fight governmental interference in Muslim and Hindu marriage laws. But encouragingly, Roman Catholic Archbishop Joseph Harris weighed in and said that forcing children into marriage would legalize statutory rape. Trinidad and Tobago is of course a signatory to the Convention on the Rights of the Child, as are the vast majority of countries worldwide. But there persists an off-color joke that many in Trinidad still make: “After 12 is lunch,” meaning that once a girl is twelve or older she is no longer off limits sexually. This is against the backdrop of what is happening almost universally - high rates of child abuse, domestic violence, sexual assault and rape. We in Belize raised the minimum age for marriage years ago,

in 1999 to be exact. Here, a person cannot marry below the age of sixteen, and there must be parental consent if the person is under 18. It used to be fourteen, but thankfully we recognized the damage to children that too-early marriage causes and moved in the right direction for the protection of children and adolescents. There is even pressure now from the international community and child rights advocates to raise the minimum marriage age to 18 across the board. In Trinidad the Government, though belatedly, has seen that the marriage age and the age of consent to sexual activity have to be harmonized. It should go without saying, but a twelve-year- old’s body is not even properly developed. Additionally, tooearly marriage exposes children to decreased opportunity for education, serious health risks from premature pregnancy and sexually transmitted infections, and the increased likelihood of being subjected to genderbased violence, not to mention that childhood marriage terminates many factors important for a healthy and enjoyable childhood, creating a cycle of poverty for its victims. Gratefully, the outcry to change the law has been swift and vociferous on social media in Trinidad and Tobago and their diaspora. Trinidad and Tobago cannot, in my view, update their law too quickly. It is long overdue. And while I am at it, let me say that I do not think Belize should try to raise the age of consent to sexual activity. Nor do I see the usefulness of raising the drinking age to 21 from 18. Eighteen is the age of majority. Yes, young persons are not fully mature at 18, but we adults must continue to mentor and guide way beyond the age of majority, instead of trying to legislate and police everything. We have to give real meaning to the lip-service that children and young persons must be protected and also guided and encouraged along healthy paths. Oh, Trinidad!! Change that archaic law quickly!! Harmful religious and cultural practices cannot trump the good sense of child protection measures called for in the Convention on the Rights of the Child as well as in progressive policies. Finally, let us Caribbean sister and brother countries not only talk the talk, but also walk the walk to end all harmful laws and practices against children and adolescents in this region.

Mr. Harry

Cain Season Is Here By G. Michael Reid O God, Master of this passing world, hear the humble voices of your children. The Sea of Galilee obeyed your order and returned to its former quietude; you are still the Master of land and sea. We live in the shadow of a danger over which we have no control. The Gulf, like a provoked and angry giant, can awake from its seeming lethargy, overstep its conventional boundaries, invade our land and spread chaos and disaster. During this hurricane season, we turn to You, O loving Father. Spare us from past tragedies whose memories are still so vivid and whose wounds seem to refuse to heal with the passing of time…. so that spared from the calamities common to this area and animated with a true spirit of gratitude, we will walk in your footsteps to reach the heavenly Jerusalem where a storm-less eternity awaits us. ~ from a prayer dedicated to the victims of Hurricane Audrey in 1957. We are just a little into the start of the 2016 Hurricane Season and it seems that we have shot out the gate in a hurry. This year saw the development of not only one but two storms that reached hurricane status as early as January with Alex forming over the Atlantic and Hurricane Pali forming over the Central Pacific. It is the first time since records began being kept in 1851 that two such storms have occurred so early and let us hope it is no harbinger of things to come. With this in mind, it seemed apropos to shed a little light on this deadly nonpareil that threatens us each year from June to November. Of course, while those six months are considered the official Hurricane Season, we are warned each year that hurricanes can actually form in any month; as is evident by the formation of Alex and Pali in January of all months. We nonetheless count our blessings, because except for the occasional tremor, we

THE BELIZE TIMES little wind. If these conditions persist for any period of time, they combine to produce “violent winds, incredible waves, torrential rains, and floods”. We know too well about these, don’t we? Hurricanes spin in different directions depending on which side of the equator they are formed. They spin to the left (or clockwise) in the southern hemisphere and to the right (counterclockwise) in the northern hemisphere. This is caused by what is considered a “super-powerful phenomenon” known as the “Coriolis Effect”. This is what deflects moving objects to either the right or the left depending on which side of the equator you are on. And they say there’s no GOD!!!! Hurricanes are called by different names depending on geographical locations. In the Atlantic and Northern Pacific they are called hurricanes while in the Northwest Pacific they are called typhoons. In the South Pacific and Indian Ocean they are called cyclones. They are all generally the same which is Suffice to say, very dangerous animals. Although the credit for giving

Hulse takes on Gapi

Says Lands Ministry was a “like a bazaar” under former DPM

Gapi Vega

Godwin Hulse

Belize City, June 07, 2016 In October 2013 in a meeting with Belizean Americans living in the Los Angeles, California area, the very same man who said that there will be no whiff of corruption under his watch, conceded to the presence of untoward activities happening in his administration when he said, “I believe that the lands department unfortunately is another hotbed of corruption”. We note the word ‘another’, since the Immigration and Nationality Department was embroiled in a major scandal already. With all this said, the inaction of the Prime Minister in tackling the issue of the hotbed of corruption he spoke of has been yet another commitment he has failed to deliver to the country. After referring to the Lands Department as a corrupt unit, Prime Minister Dean Barrow made no changes to the head of the ministry which was run by the then Deputy Prime Minister Gaspar Vega. He allowed the hot mess to continue building up until he perhaps, realized that the potential scandals were too great and may just make him a disgraced Prime Minister in his last term. One can only speculate that that was his reason

for making changes in November 2015 when he booted Vega and replaced him with Senator Godwin Hulse. Hulse had been known to be vocal against wrongdoings but there hasn’t been much disclosure of what he has encountered at lands. Hulse perhaps was silenced with the awards of two powerful ministries and the post of Senator for Government Business. This week though there seems to have been some slip of the tongue as Hulse spoke directly of the shenanigans in the Lands Department under Vega’s watch. This might be in response to the attacks on Hulse last week by a group of Ministers reportedly aligned to Minister Hulse alluded to agents traversing through the department getting business done when he had just taken over. As a matter of fact, when Hulse spoke to the media this week, he said, “There were hundreds of agents floating around when I got there, lots of them politically connected all sorts of people tearing through the place in fact there was a term people used to use where they would say that it was like a bazaar”.

Law student Ronnell Gonzalez busted with contraband liquor BELIZE CITY, Mon, June 6, 2016 Two persons who were charged with being in possession of an assortment of contraband liquor appeared late this evening before Senior Magistrate Sharon. Ronnell Gonzalez, 28, and Jermaine McDonald, 32, were stopped at a checkpoint yesterday, Sunday, and were found to be in possession of over 50 bottles of top shelf liquors for which customs duty has not been paid. They were charged with knowingly being in possession of un-customs goods and carrying un-customs goods. The liquors, which included Absolute Vodka, Jack Daniels, Dewers White Label Whiskey among others, has a total value of $6,027. Both men pleaded not guilty to the two charges that the Customs Department laid against them and were released on a bail of $15,000 plus one surety in the same amount. In court, Customs Department prosecutor, Tracy Sosa asked the court to take into consideration, the fact that Gonzalez is a law student who is studying at the University of the West Indies, a fact that he did not inform the court of. Gonzalez admitted that he is studying law in Jamaica, but has been unemployed since he returned to Belize. Gonzalez told the Senior Magistrate that he was not trying to deceive the court. Sosa also informed the court that whereas in the past, the penalty for the offence of un-custom goods was triples the value of the goods, there was an amendment to the law and the penalty for the

(F) Jermaine McDonald (B) Ronnell Gonzalez offense is now $20,000. While Sosa did not have any objection to granting bail to the men, Magistrate Fraser pointed out that Gonzalez had an unpaid court fine of $260 for a past offense of driving motor vehicle not covered by third party insurance. Fraser ordered Gonzalez to pay his outstanding court fine, before he could post bail. Both men were ordered to surrender their travel documents to the court and are not to leave the country without the court’s permission. The bust occurred when Gonzalez was stopped while driving his white Toyota Camry at a checkpoint between Miles 12 and 13. Inside Gonzalez’s vehicle were 57 bottles of assorted liquors inside the trunk, for which he could not produce documents to prove that the customs duty were paid. In 2008, Gonzalez along with two Belize City men walked from a murder indictment for the death of David Pook. Gonzales was also charged in 2011 for a similar charge of uncustom goods offense.

Northern Caucus - Ready to Battle! Corozal Town, June 3, 2016 There is new blood at the helm of the People’s United Party’s Northern Caucus and new ideas have begun to take the key regional unit forward. The Northern Caucus is made up of the four constituencies in the Corozal District, four in the Orange Walk District and the Belize Rural South division (San Pedro and Caye Caulker). Newly elected Chairperson, Thea Garcia, has a vision that once united and supportive of each other, all the constituencies can achieve success. Last weekend, the Northern Caucus held a capacity building workshop for its members. They liaised with the Party’s National Campaign Committee to carry

out preparation for the upcoming rounds of village council elections. At the workshop, participants reviewed the election procedures and had an opportunity to ask questions and contribute to the discussion. The workshop participants also committed to assisting each other during village council elections. This is important as personnel and human resources are always a necessity to execute successful elections. The Northern Caucus is asking Party members and officials of the National Executive to give assistance to the village council teams where possible. The Northern Caucus is ready for village councils. Ready to battle. Que viva el Partido Unido Del Pueblo!

THE WONDERER!

You must be wondering what this is all about. Years ago we met a middle-aged surveyor by profession who had all the energy we wished we had now. He was always wondering and wandering around our nation of Belize. Project along the Philip Goldson Highway. Last month as I passed along the newly completed drainage canals I took pictures of the 2 canals. Both pictures were taken during a high tide and 20 seconds in difference. What do you notice? What do you wonder happened here? Two drainage canals designed to serve the same purpose but one is already flooded and the full impacts of climate change have not arrived. I wonder what happened. Was it the fault of the design engineers, the contractors, the supervisory engineers? Who made this mistake…was it a bad benchmark datum, was sea level rise taken into consideration when the design decision was being taken? I wondered if the area sank, but alas it was piled and sinking does not take place so easily and evenly. I drove to Link Road/Apolo Street which is linked to these drains and found that these streets were also flooded with the high tide. These roads are sinking!!! Someone is wasting tax payers $$$$. The infrastructure was not built according to any standards whatsoever. Where is the Association of Professional Engineers? Do they exist? I wonder who is responsible for all this mess. Someone has to take the blame……I wonder who? Send questions or comments to The Wonderer at thewondererbz@ gmail.com.

THINK ABOUT IT MUHAMMAD ALI & LORD RHABURN The greatest has left this world. The world mourns his passing and pays tribute to his illustrious life. He was larger than life. He said he was the greatest and indeed he was. There will never be another boxer or athlete like Muhammad Ali. There will never be another human being like him. Muhammad Ali was a superstar before there were super stars. He practically invented the art form that today is known as rap music. He was lyrical. He was a poet and he was an activist. He was a three times champion of the world in heavy weight boxing. He was an all time champion of the people, of all people. He has been called an icon, a bodacious charismatic person, and a culture giant of the world. These he were and much more. For he was indeed larger than life. He became the heavy weight champion of the world in 1964. By 1967 the racist government in the USA decided to send him to the then unpopular and illegal war against the people of Vietnam. He refused on the grounds he was a conscientious objector. He said no Vietcong ever called him a nigger. He was sentenced to five years in jail and a fine of ten thousand dollars. He appealed and it took three years before the Supreme Court vindicated his principled stand. He had to fight all over to regain his championship. This he did. Once he was invited on a television show. He said “These shows are so phony. Everybody’s laughing. Everything is a laugh here in America. Ain’t nobody serious. People hungry, war, all kinds of trouble and everything is just a joke”. Muhammad Ali visited Belize in 1965. He did an exhibition performance at the then Palace Theatre on Albert Street. He insisted that they open the doors and let everybody in. The women of Belize went crazy for the handsome and outspoken Ali. All across the United States, tributes were pouring out for one of their greatest citizens. The man who said that in the ring he could float like a butterfly but sting like a bee. Here are a few other quotations: “Service to others is the rent you pay for your room here on Earth”. “Don’t count the days, make the days count”. “A man who has no imagination has no wings”. “He who is not courageous enough to take risks will accomplish nothing in life”. “I am not the greatest, I’m the double greatest”. “A man who views the world the same at 50 as he did at 20, has wasted 30 years of his life”.

THE BELIZE TIMES

Muhammad Ali, gone but never forgotten. LORD RHABURN Lord Rhaburn has gone nowhere, he is still with us. Blessed. Lord Rhaburn is the greatest songwriter, singer and entertainer in the history of Belize. From the battle of Saint George’s Caye to the loss of the Sarstoon Island. No Belizean can write songs like Lord Rhaburn. We are lost for words to praise this great musical giant. We thank the Almighty that Lord Rhaburn is still here with us. We cannot understand why the Prime Minister, the Minister of Culture and the National Institute of Culture and History are so mean to Belize’s greatest. Why is there not a special, official tribute in honour of this musical icon. Why? And why isn’t his statue inaugurated in front of the Bliss Institute? Respect to Lord Rhaburn, big time. GAPI EXPOSES BARROW History will record that it was Gaspar Vega, outgoing Deputy Prime Minister who offered the first official mention of the serious situation concerning the loss of the Sarstoon River to Guatemala. Speaking at the meeting of the Association of Caribbean States in Cuba on the 4th June, 2016, Hon. Vega told the gathering of Heads of government of the region that Guatemala has made an alarming shift in its policy towards Belize which poses a clear and present existential threat. That shift in policy he said was the use of Guatemala’s military to prevent Belizeans from entering and exiting Belize’s side of the Sarstoon River. It was a mild statement but it is far more than our own Foreign Minister has ever mentioned. Or our Minister of National Security who had played the fool when he was exposed for allowing Guatemalans to build Belize’s military base on Hunting Caye. Or the Prime Minister who has actively sought to deceive the nation of Belize with lies upon lies regarding the truth about the Sarstoon River. Hon. Vega did not go far enough. He failed to confirm that Guatemala has taken over Belizean territory in the form of our half of the Sarstoon River. He failed to request the gathering of 25 Caribbean and Latin countries to pass a Resolution requiring Guatemala to get out of Belizean territory. Instead, he was wrongly advised to mention that Guatemala had breached a 2014 Agreement which

requires all nations of the region to settle disputes through peaceful means. Guatemala took our river without firing a single shot. Sounds peaceful. Not a single shot was fired but our cowardly government put their tails between their legs and ran at the sight of the gunboats. They ran under the skirt of the OAS where they have remained throughout the year since the Guats called their bluff. It should be noted that no other than the new President of Guatemala attended the Caribbean meeting. The Guats’ Foreign Minister anticipated Belize’s half-hearted move (or were tipped off by a snitch) and their President boldly countered Hon. Vega’s statement. Once again, Belize lost a golden opportunity to speak forthright and speak the truth. Guatemala has taken over the Sarstoon Island and the Sarstoon River and this took effect from May of 2015. Dean Barrow has so far done an excellent job of deceiving the nation of Belize on the truth in the loss of territory in the Sarstoon. But the saga ain’t over yet. It ain’t over by far. ICJ AGAIN The government of Belize, through the Social Security Board has organized a forum to discuss the referendum for the ICJ Guatemala issue. Barrow’s way of covering up the loss of the Sarstoon is to proceed to a referendum so that discussions and public anger can be shifted from the loss of the Sarstoon, to the ICJ and its attendant distractions. The Prime Minister does not have the stomach to engage in the necessary all-consuming struggle to regain the Sarstoon River. Ah! If only Mr. Goldson were still alive. AWFUL ANNIVERSARY On 28 May 2015 the Belize Coast-Guards were at the Sarstoon Island in the Belize portion of the Sarstoon River. They were checking for a suitable place to construct a forward operating base. Then the Guatemala military came to the coastguards and told them to leave as they were in Guatemalan territory. The innocent Coastguards did not know their leaders had sold them out and had agreed that Guatemala could take over the whole Sarstoon River. So the Coastguards told the Guatemalan naval and military forces they would not be moving as they were in Belize’s territorial river. They showed the Guats their GPS positions and their maps. Our Coastguards were told they must leave. They refused. Night came. On the next day, 29 May 2015, Belize’s bravest man in uniform John Borland, remained firm and steadfast. He was determined that

2016

the Guatemalans would not get his coastguard unit to back down. That is when he met the enemy. It was his own leaders in Belmopan. The Prime Minister personally gave the order to retreat. The Coastguards hung their heads in shame and sailed away from the Sarstoon Island. May 29, 2015 is the date that Belize, under the UDP government, allowed Guatemala to exercise maritime, immigration and military control over the Sarstoon Island and Belize’s half of the Sarstoon River. Throughout the history of Belize, Guatemala has never, ever been able to take and control an inch of Belizean land, sea or river. Today, one year after, not the bombastic Prime Minister or any of his puppet Ministers dare admit this unforgiveable crime against our country. Not one. BACK TO BRUTALITY Zachary Knox was allegedly in a vehicle which took part in some kind of shooting. His vehicle was being hotly pursued by another vehicle through the mean streets of the southside of Belize City. Eventually, his vehicle stopped, he allegedly jumped out and fired at the vehicle chasing the one he was in. He was subsequently arrested for shooting at none other than high profile, newly promoted Assistant Commissioner of Police Chester Williams. This was 12 May 2016. Zachary Knox could not be taken to court until the 27 May. Why? Because he was given a horrific beating at the hands of police. When we say horrific, we mean brutality at its worst. The dude was busted up properly. This is not an isolated case. In the Ladyville Police Station and its surroundings, Assistant Commissioner of Police Edward Broaster has some goons who have apparently not seen his “police brutality! Not in my city” video commercials. They have been threatening and beating civilians left, right and centre. Do you vaguely recall some kind of public relations stunt about community policing? Do you recall the name GSU? A special unit of police thugs who have no training in the rights of citizens and the rule of law. Belize needs and effective human rights organization. And judges who will sock it to police officers who violate the constitution and the sacred rights of citizens. ONE MILLION One million packets of Ramen noodles were imported into Belize through the Customs Department. Poverty is at an all-time high.

VANESSA CHAMPAGNE PARIS DIED OF NATURAL CAUSES Wednesday, June 8, 2016 A post-mortem examination conducted on Tuesday has confirmed that transgender individual, known to most as “Vanessa Champagne Paris”, but who was born Porfelio Rodriguez Jr., died of respiratory complications, officially labelled as ‘bronchial aspiration.’ The 21 year old passed away at around 10:00pm Friday while being treated at the Southern Regional Hospital. Family members, friends, observers and even gossip mongers were anxiously awaiting the results of the examination. The youth lived a troubled life in Independence with his father, constantly dealing with discrimination, verbal and physical attacks and depression. Following his death, reports immediately circulated that he had been poisoned, and shortly after that reports came out that he had committed suicide by ingesting some type of toxic fluid, reportedly gramaxone. Friends told the media that he had been depressed since the death of his mother two weeks before. Official reports provided by Porfelio Rodriguez Sr. indicate that on Thursday, June 2, “Paris” came home complaining of stomach pains after eating some meatpies at the Dangriga Bus Terminal. On Friday, as his father tried to find a taxi to take him to the Independence Polyclininic, he went unconscious. “Paris” was rushed to the polyclinic and later transported to the Southern Regional Hospital in Dangriga. He died there. Paris first came unto the public’s eye in 2014 when he was badly beaten in Belize City by an angry mob that had attacked because he wore a dress. Since then Paris had gotten into trouble

CABINET MINISTERS BOYCOTT FABER’S CORONATION Belize City, June 8, 2016 “…he won the first battle and I do believe that I will win the war,” so warned John Saldivar in media interviews following the most quarrel-filled and combative Cabinet meeting two weeks ago. Saldivar has promised that while he lost the convention for Deputy Leader, he will prepare and plot to win the Leadership convention slated for 2020 when Dean Barrow is expected to officially step down. Like Saldivar, Faber also wants to be leader. In fact, he has posited that his win as Deputy Leader should be an automatic shoo-in for Leader, but Saldivar and a host of his Cabinet colleagues have put the brakes on that wishful thinking. Saldivar and his Ministerial support team (UDP’s G-14) have drawn the line. Their discord is very personal. So personal

that none of them attended the official ceremony in which Faber wore a pretty pink dress for his coronation as Deputy Prime Minister. Faber, while upset by the cold treatment, has been walking on egg-shells, trying not to make public remarks that could add fuel to the fire.
