By Fermin Olivera, MSW If we did not realize that the Guatemalan claim over Belize was serious, then you might as well continue sleeping. The Guatemalan President took the unfortunate occasion of the recent death of a Guatemalan child in Belizean territory to justify an increased military presence along our borders. The death of the child, like the death and injury of our own in the recent past, are equally regrettable events. Except that in this case, it appears that our own BDF may have done the justifiable shooting. I have a tendency to believe a soldier’s account, even though on more than one occasion, recently, our diplomats appear to prefer proof from third parties. The flexing of Guatemalan military muscle is just another case of bullying and continued disrespect towards us. Make no mistake people, Guatemala and its armed forces have been guilty of committing human atrocities towards their own people. To the best of my knowledge there has never been a history of Belizeans fleeing to Guatemala seeking refuge. Thousands of Guatemalans living in Belize today enjoy privileges and wealth that was never afforded to them in Guatemala. I am certain we do not want a military confrontation; we cannot afford a military confrontation. Countries that have stocked piled military supplies are often drawn to use these in order to restock with newer and more modern supplies. Guatemalan occupation and provocation along the Sarstoon

has established a “status quo” some of our politicians claim to not know but our military know very well. Our military must now ask the Guatemalan military for permission to go along the Sarstoon River. To my mind the Guatemalan Government of late has consistently showed us bad faith, but only the general public appears to realize this while our diplomats continue breaking bread with their Guatemalan counterparts. We have missed clear and justifiable opportunities to send clear messages to our ill-fated neighbour that we are not happy with how our relations were going but perhaps we were blindsided thinking the Guatemalan Government was our friend. If there is an expectation that some army from somewhere will come to help us—think again. Even if someone does come, we need to shed that abhorrent servitude/peasant mentality and chart a course that can instil some pride among us. Just a facial expression of courage on the part of our political leaders would be a welcomed relief. Cowards do not deserve to have brave people behind them. I wish Mr. Morales would equally grandstand and move mightily to empower the impoverished Guatemalans along our border to live better. When politicians fail it’s mostly the poor and young soldiers that die. This may also be the reason for violent deaths in the old capital of Belize. It is time to take stock of our actions that have helped us or hurt us. But we are not a helpless people as some would like us to believe.

Dangriga, Wednesday, April 27, 2016 On Monday he was released from the Western Regional Hospital and on Tuesday morning Dangriga resident Nicholas Swazo was arraigned for the murder of notorious George Street don Gerald “Shiny” Tillett. Swazo was also arraigned on two counts of attempted murder for shooting Wadani Shed owner David Rodriguez and Carlos Sharp, with Tillett at the time of the execution-style murder. Swazo had been receiving treatment for two gunshot wounds to the back, received during the same incident. Police say that as he killed “Shiny” and

The injured man reported for medical treatment at the Dangriga hospital, claiming that he had been injured by the same gunman who killed Tillett. That story would likely had held up except that he was positively identified as the shooter who coldly walked up to the notorious gang leader as he played dominoes at the popular establishment and killed him with one shot to his temple. Police maintain that the shooting was likely a gang-sanctioned hit, since Swazo is believed to be affiliated with the Southside Gang (SSG), rivals of the George Street Gang (GSG). SCAN HERE

Briceño Defends Belize From Rio Hondo to Sarstoon!

Continued from page 1 really believed the serial joke that Acting Prime Minister Gaspar Vega could provide the leadership needed by Belizeans during such a crisis. In the absence of Government leadership, Opposition Leader Briceño took to the airwaves to declare that the Opposition would stand up to Guatemala’s barefaced bullying. “Guatemalan troops must be withdrawn, and withdrawn now,” demanded the Opposition Leader. Briceño announced that President Morales’ statements were “provocative and inflammatory” and “a threat to peace and tranquillity”. He added that the military actions were unprovoked since Belize offered no threat to Guatemala. The Opposition Leader also vehemently rejected the President’s move to exercise sovereignty over the Sarstoon. This annexation, as former PUP Foreign Minister Eamon Courtenay has described it, has manifested itself under the Barrow Administration with credible objection. The Government’s way of tackling Guatemala’s illegal occupation of the Sarstoon area has

been weak protest notes which have been rejected at every instance by our bully neighbour. Unlike the Barrow Administration’s tremendous failure to properly defend Belize’s sovereignty and territorial integrity, Briceño was clear on what needed to happen next. He stated that Belize must urgently take a strategic diplomatic offensive on the international stage while fully respecting the right of Belizeans to be consulted and informed. Prime Minister Barrow, during a press conference on Monday, announced that the Government would abide to the Opposition’s recommendation that our international allies must be reached out to. But he gave no indication that Government would seriously engage the Opposition in these efforts. Belizeans feel that Barrow’s Foreign Minister Sedi Elrington has presided over the greatest diplomatic disaster in our nation’s history. Belizeans are disenchanted and mistrustful of the Government, while the Guatemalans feel emboldened. To continue down this road is a path fraught with danger.

Christie’s Killer Gets Life in Prison Continued from page 1 Orange Walk Town, in a 69-page judgment which took an hour and a half to read out. Carrasco, 22, was stabbed to death at around 8:30pm on February 28th, in front of the home she and Osmar Sabido shared in the San Lorenzo Housing Site area. When Police responded to reports of an altercation, they saw Carrasco running towards them, bleeding profusely and screaming for help. Sabido stood nearby, a bloody knife on the seat of the car beside him. In his defence, Sabido claimed that he was provoked by Carrasco, who he claims had accused him of cheating on her, and then told him that she was possibly pregnant with another man’s child. In a sworn statement from the dock, Sabido told the Court that Carrasco attacked him with a knife inside the house and they struggled and fell, at which time she accidentally stabbed herself. But the testimony of medical examiner Mario Estradabran indicated that the murder was deliberate, and not an accident. Estradabran told the Court that Carrasco had been stabbed

four times – twice to the left side of the chest, once to the left leg and once to the thumb. Three of those wounds were 14cm deep, including the fatal injury, a stab which penetrated Carrasco’s heart and left lung. The medical examiner explained that those three wounds showed heavy force, while the 4th, to Carrasco’s thumb, was a defensive injury which indicated that she was trying to protect herself. The Judge did not believe Sabido’s testimony that he was attacked inside the home, and that is where Carrasco accidentally injured herself, since there was no blood in the home, just outside. He also did not accept that Sabido was provoked, or that he was defending himself because his life was threatened, as he told the Court. After the judgment was read, Sabido indicated that he would not delay sentencing, and was given life in prison. His attorney, Oscar Selgado, told the BELIZE TIMES that he did the case pro bono and indicated that there are grounds for an appeal, which is likely what will happen.

HARD KNOCKS Something’s Fishy in the Sarstoon… When the Forward Operating Base was launched at the Sarstoon, Minister of National Security John Saldivar said this – “their supposed counter proposals were flatly rejected because it says precisely what was asked. They want us to ask permission. And we flatly reject that.” One week after that, in response to a question asked by the BELIZE TIMES, Minister of Foreign Affairs Sedi Elrington said (regarding those same Guatemalan counter-proposals) – “That John Saldivar was not correct actually.The counter-proposal has been sent to us and we see it as now the basis for us to now go into greater detail in working it out…we didn’t have any difficulty with it other than the very first proposal.” So who’s lying? What exactly happened in Cabinet? Were the Guatemalan proposals rejected or what? See why Belizean people are worried? We can never get a straight answer out of Sedi. It’s Ours So Stay Away! Explain this to me because I’m a little confused. Everybody and their granny agree that Wilfred Elrington more than half of the Sarstoon is for us. John Saldivar says that Sarstoon Island and half of the Sarstoon is for us. We own that, that’s our territory. Mio territorio. The PM pushes out his chest and says we are asserting sovereignty in the Sarstoon, can’t you see? But the thing is that we can’t go into the Sarstoon, so don’t be telling us no rubbish about it belonging to us. And don’t be telling us that we are asserting sovereignty, when our BDF soldiers can’t even patrol the Sarstoon. They are under orders to stay put on solid ground. That’s the truth. They can’t stop any Guatemalan vessel coming in. They can’t intercept any Guatemalan civilians. They can’t even approach Guatemalan civilians. But we are supposed to keep out of the Sarstoon because the Guats say so. Can’t you see, said the blind, we’re dancing to the tune played by the Guatemalan piper. For God’s Sake Stop It This government hates Wil Maheia and the Belize Territorial Volunteers. Don’t believe the rhetoric about the BTV provoking the Guatemalans. Don’t believe the crap about the Guats feeling threatened by a few unarmed Belizeans waving flags. Don’t listen to Sedi when he says the Guatemalans are offended because the BTV goes up to their front door every day and stares them in the face. LOL. What a goofball. The truth is that the Government is ashamed because it took the BTV to teach them what to do, and how to assert any type of sovereignty in the Sarstoon. It took the BTV to teach government that we need to protect and defend our borders, and not just lie down and play dead for the Guatemalans. Now the Prime Minister is imploring the BTV to stay away from the Sarstoon, and spreading the vibes that if the BTV go there it will cause bloodshed. Imagine that. Listen carefully. If a boat carrying civilians, unarmed, patriotic Belizeans goes into Belizean territory at the Sarstoon – Belizean territory – it will cause bloodshed. Barrow says that if the BTV goes into Belizean territory they will be intercepted by the Guatemalans – Belizean territory – and he’s okay with that. God help us. General Jones Sir… At the press conference Monday General David Jones said that they have received information that a Guatemalan activist group plans to the do the same thing the BTV wants to do. He says that could cause problems. Sir let me explain something to you. Do you know what the Guatemalan military will do for that activist group? They will escort them Sir. They will provide them with an escort, as any military would do in areas like the Sarstoon and times like these. What is our military doing? NOTHING. We’re playing hide and seek, only we’ve only gotten to the part where we HIDE. Is anybody else concerned that we seem to do everything the Guatemalans tell us to do, while they do nothing they say they’ll do? Why? Here’s a curious thing. The Sarstoon could be used as a crossing point for major narcotics. A point where Belize and Guatemala are separated by only one small body of water. Who’s running things on that body of water? The Guatemalans. Who stops or examines vessels coming into the Sarstoon from open seas? Certainly not the BDF. The BDF is afraid to question, much less stop civilians traversing the Sarstoon. General Jones says they’re afraid that if they stop civilians it will aggravate the situation. You heard the Admiral from the Coast Guard – they’ll only be allowed to enforce maritime laws north of the Sarstoon, not on the Sarstoon.So tell me about this narcotics movement again? See where I’m going with this? There’s something fishy in the Sarstoon, and it’s not fish.

We don’t have any evidence of any kind of “harrowing” experience for either of them but what we do know is that once Barrow left to New York on the morning of April 20th, there was no turning back for him. Not even Guatemala’s proclaimed amassing of troops at the borders convinced him to return to Belize to provide calm to concerned Belizeans. EDITORIAL Fiat Accompli!

Guatemala’s President Morales, using the unfortunate death of a child caught in the cross fire in a justifiable use of force by the BDF, massed the Guatemalan Armed Forces (GAF) along the Sarstoon River and announced to the world that the GAF will enforce Guatemala’s sovereign rights over the entire Sarstoon. Morales’ pronouncement culminates eight years of an extremely poor diplomatic and national security strategy designed by Dean Barrow and executed by Sedi Elrington. It must be exceptionally clear to all Belizeans that the Guatemalans have used the diplomatic space provided to them by Sedi and Dean, to obtain a strategic advantage on the world stage. So much so that Guatemala can threaten the peace of the entire region by annexing the Sarstoon River and amassing military forces along Belize’s western border with not a single word of condemnation from anybody of substance! When in September 2015, Morales signaled that the recovery of Belize was the most important item on his agenda, Dean Barrow, with his usual arrogance, said: “We will deal with what happens when it happens. Look, he’s made at least one statement that is troubling, but I am hoping that if he does win the Guatemalan foreign policy establishment, the Guatemalan political elite and certainly the international community will make absolutely clear to that gentleman that any notion of pursuing their claim in a way that is disruptive of the good relations between Belize and Guatemala, that is threatening to Belize simply will not be tolerated. So, I am sure that we will be able to deal with that situation if and when it occurs.” Well Mr Barrow, neither the Guatemalan foreign policy establishment, the Guatemalan political elite or the international community has constrained Morales. It is clear that Mr Barrow underestimated the Guatemalans but perhaps more importantly, he has completely miscalculated the geopolitical interests of the British and the Americans. In fact, we find it intriguing that Guatemala’s annexation of the Sarstoon occurred a mere three days after the visit to Guatemala by the British Defence Attaché. The public comments of the said Attaché indicated that he was in Guatemala to support “strengthened bilateral defence relations”. Despite the presence of the British Defence Attaché, Morales felt so embolden as to use the Chiquibul incident as a pretext to disturb the regional peace? The policy of appeasement adopted by Mr Barrow, Sedi and the UDP has led us to an extremely dangerous place; unprecedented in our history. Mr Barrow has been so obsessed with consolidating power in Belize that in less than eight years, he doubled the size of the Police and created the feared GSU

even as he starved the BDF of the investments necessary to build a credible defence. Even some of the most basic of resources like proper boots and gears have been lacking in the BDF. To add insult to injury, Barrow paid his brother $1,000 an hour for legal services—an entire month’s salary for the average private soldier in the BDF. Tell us again how much you care about our national security Mr Barrow! Tell us how you could have squandered more than $300 million of PetroCaribe money and yet the BDF still does not have the numbers and the tools necessary to properly defend the Jewel. Whatever may have motivated Morales’ to act the way he did on April 21, 2016, what is true is that on Friday 22 April 2016 the Belizean people felt vulnerable, many panicked. It was an opportunity for the Prime Minster of Belize to demonstrate true leadership in the face of the most serious postindependence crisis this country has ever seen. Mr. Barrow had been out of the country when Morales made his announcement; Mr. Barrow would remain outside of Belize for three more days. We find it extremely troubling that at the time when Guatemala was threatening the territorial integrity and sovereignty of Belize Mr. Barrow chose to remain safely in New York. This is the selfsame Dean Barrow who hurriedly abandoned the installment of the new head of the Caribbean Court of Justice in September 2011, to return to Belize so he could hold an audience with the heads of criminal street gangs. Luckily for Belize, the Hon. John Briceno was quick to fill the leadership vacuum. In a calm, mature and measured address to the nation, the Hon. John Briceno made it clear that Morales’ statement constituted “a direct challenge to the independence of Belize, to our territorial integrity and our desire to coexist peacefully in this region”. The Hon. John Briceno went on to describe our borders as “longstanding and permanent”, unlike Sedi who sees them as “artificial”. He demanded that Guatemalan “troops be withdrawn and withdrawn now”; he also called on the Guatemalans “to take immediate steps to discourage illegal activities and restore peace along our borders”. These have been the strongest words the Guatemalans have heard from this side of the border in over eight years. The Hon. John Briceno was prime ministerial in his address and he provided the comfort that the Belizean people so needed on Friday 22 April 2016! The evidence shows that under Dean Barrow and Sedi’s leadership the Guatemalans have been embolden. We assert that Mr Barrow has been too consumed by a self-centered desire to leave behind a legacy as Belize’s first three-term Prime Minister. Well Mr Barrow you have your three terms but Morales’ Guatemala has the Sarstoon! That, dear sir, shall be your true legacy.

We pay tribute to their work and recognize that they are the foundation upon which our nation is being built. In paying tribute to the Belizean worker we also celebrate the accomplishments of the activists and organizers who brought about the birth of our Nationalist movement. After all it was organized labour, which gave rise to our political movements in Belize. It was the brave Belizean workers who, back in the 1950’s, resisted the colonial masters of their day, fought for more respect and responsibility so that today the Belizean workers’ rights are protected. What we have accomplished as a nation is due in great part to the persistence and the sacrifices of earlier working class Belizeans, and if we are to move our nation forward, then we must be more like them. It must be our goal to ensure that the rights of workers are maintained and enhanced. We in the PUP believe that the best way to do this is to start by increasing the minimum wage. Carla’s Confessions Belize City, April 19, 2016 Carla Barnett’s endorsement of John Saldivar for First Deputy Leader has triggered major political tremors in the United Democratic Party as the handful of choice delegates consider who to vote for. Carla’s pick, in a sense, is a confession of sorts as to who those she represents will also be supporting. It is then important to analyse the political confessions in her decision. The first confession is that Barnett is a “Barrowite”. She was pulled from the board room into the political realm by no other than Dean Barrow. She is now in the Senate because of Barrow. She answers only to Barrow and had Barnett been successful at fooling the people of Freetown into electing her, there is no doubt that she would have been Dean’s candidate for first Deputy of the UDP. The second confession is that Carla’s vote is really Dean Barrow’s vote. Clearly Dean will play Pontius Pilate when it comes to announcing support for Saldivar or Patrick Faber, and choose to support his candidate through his surrogates.

Another indication of who Dean is supporting is the person who already enjoys his blessings and confidence whenever he travels out of the country and the Deputy Prime Minister Gaspar Vega is unavailable. Of Faber and Saldivar, it is Saldivar who becomes Acting Prime Minister. The real story behind Carla’s confessions is not only the underlining indication of whom Barrow is backing, but also her choice of

words in a political advertisement in support of her candidate. Carla minced no words when she said that her support for Saldivar was because he was the mature candidate. So, the not so subliminal inference is that Patsy is immature. Carla also made it clear that she was behind Saldivar because he had an economics background which will be needed in the difficult economic times. Coming from Carla, this is a major indictment on the Barrow Administration. Carla clearly isn’t buying into the propaganda that the economic is on a steady path. Nor with imports tripling exports. Not with banking troubles and de-risking. Not with the pa-

paya industry collapsing, the banana industry haemorrhaging and the citrus industry nearly wiped out. Carla’s confessions exposed that the Belizean economy is in trouble and Dean can’t fix it, and worse, no loudmouth, light-weight, immature candidate like Patrick Faber will be able to fix it. Well said, Carla! The Carla confessions may have gone unnoticed to the other media houses with the many distractions lately, but for those who are able to see the big picture, to read body language and read between the lines, Carla has told us that hard times are ahead. What a mess!

Labor Day 2016: Together We Can Build A Belize That Works for Everyone Continued from page 5 deserve a chance at a decent life. We call it economic justice, which is also integral to our creed, which is rooted in social justice. For this reason, the PUP continues to give its full support to the union movement in Belize, we believe that the workers of this nation are the ones who have and will always bring change for better. After all, it is because of the hard work and determination of our union leaders that teachers and public officers were able to get their much deserved cost of living adjustment. Of course we cannot stop there, not when more than 10 percent of Belizeans who want a job can’t find one and so many more are underemployed. The work cannot stop when so many of our women who work just as hard as our men earn less; or when children are being asked to perform labour instead of learning in school. This month, hundreds of young Belizeans will graduate from our high schools and tertiary level institutions. Few will seek further studies, while many will seek to join the labour force. Hundreds of bright, qualified young Belizeans, optimistic about the future will be ready to work to build Belize. Will their dreams be realized or will they be forced to join the many who already want to work but can’t find a job? Already too many of our best and most talented people are being left behind. We must not fail them, for if we do, we fail the future. We can do better; we’ve faced challenges like these before and prevailed. Together we obtained universal adult suffrage, achieved independence and created a strong labour movement through our unions. We will always win when working people across this country come together to defend our rights and to preserve our democracy. These victories are part of what we celebrate on Labour Day. So, on this Labor Day 2016, let us honor the men and women who fought for the rights of working people in our country; who fought for our independence and for our full territorial integrity. Let us equally salute today’s workers who continue the struggle for equality. We thank you for your efforts and for the partnerships we have developed as employers and employees and we remain firm in our belief that together we can build a Belize that works for Everyone. Gunboat Diplomacy By G. This past week, Belize came as close to serious conflict with Guatemala as it has been for the past 40 years or so. Sometime during the day last Thursday, news began to filter in that a Guatemalan minor had been shot by BDF soldiers. By evening, the town was abuzz with the news and the tension thickened further, when Channel Seven aired an address by the Guatemalan president hurling threats and declaring the incident “cowardly and excessive”.The news sent shockwaves through the country and the subsequent belligerence from the Guatemalan president added more to the anxiety. Always in the back of the minds of Belizeans, is the Guatemalan claim that has long cast a shadow on our development and remains a permanent asterisk to our Independence.

Recent aggression at the Sarstoon and a campaign promise by newly elected President Jimmy Morales to “recover Belize for Guatemala” has revived the feeling of uneasiness quite common to older Belizeans. There is a whole generation of Belizeans that has grown up removed from the constant cry of “Guatemala di come” so familiar to those of us born pre-Independence. Last Wednesday’s event and subsequent news that Guatemala had amassed troops at our border however, legitimized for our young, the stories they had only heard around the dinner tables.

Many believe that our government is doing a poor job of representing us in this issue and there is simply no confidence in our present foreign minister. Sedi Elrington is seen as playing footsie with his Guatemalan counterpart and acquiescing too readily to his every proposal. Elrington often seems to be representing Guatemala’s views as opposed to presenting those of the Belizean people. It is past time for him to be removed from this position. Assad Shoman would offer much more confidence and not only to the UDPs but to all Belizeans. This of course, brings me to a very important aspect of this whole discussion. For Belize to present any viable resistance to Guatemala’s aggression, whether militarily or diplomatically, we must first become united. Make no mistake; even if England or any other power comes to our aid, we Belizeans will have to

head. We must take it to the international community, the same ones who sanctioned our move to Independence and self-determination. At every opportunity, our leaders must bend the ear of foreign leaders and lobby them to our cause. Instead of using these junkets for mere gallivanting and photo opportunities, let us continuously and incessantly implore their support. Every international event that we attend for whatever reason let us draw attention to our plight. Our artists are presently being showcased and highlighted at the world renowned New Orleans’ Jazz Festival. Let us hope that when they take the stage, that they include in their presentations some address to the problem that we are facing back home. The world must know and be asked to condemn Guatemala’s unfair aggression, oppression and continued bullying tactics. Belizeans are a kind, friendly and hospitable people. If we wanted to hurt Guatemalan children, many cross our border everyday to attend school. When the topic was broached recently on social media, almost to a man, every comment was against discontinuing this practice of allowing these children the opportunity for an education. We have nothing against the Guatemalan people; we only want to left alone and be allowed to live in peace. We believe that there should be an impartial and complete investigation into what happened in the Chiquibul last Wednesday. If our soldiers were in the wrong, then let the chips fall where they may. If however, it is confirmed that they indeed fired in self defence and abided by every protocol of engagement, then we stand firmly and unwaveringly behind them. Guatemala must respect our Independence, our sovereignty and our borders. GOD bless Belize!

The reaction from the Guatemalan president was unfortunate, unnecessary and uncalled for, but not altogether unpredictable. This Guatemalan claim has long been used as a political football by politicians on both sides of our border. It is pulled out, dusted off and thrown into play whenever a need arises. Morales, who has been described as “Guatemala’s answer to Donald Trump”, and who was just sworn into office a few months ago, is already facing opposition and marches of protest in his country. He desperately needs a distraction and what better than a “Belice es Nuestro” situation! On our side of the border, this recent flare-up also serves the government as a convenient distraction from many of the problems facing us as a nation. One sometimes wonders if there is really any serious attempts given, to the resolving this persistent problem. Prime Minister Dean Barrow, as he usually is, was out of the country when the incident occurred. One would have thought that he would have immediately returned, as he did a few years back when one of his favourite street gangs were threatening disorder. This was certainly a situation that required his presence, if only to bolster the moral of our troops. Apparently, he did not think so. The Guatemalan Claim has lingered for too long and this recent

THE GUATEMALA CONUNDRUM

I certainly didn’t think that I would be writing about the Belize-Guatemala issue once again so soon after my entry for this column of a month or so ago. I called it “The Beds Are Burning,” signifying the very serious nature of the problem that we find ourselves in with this Guatemalan difficulty. I think it is accurate to call this situation a conundrum. My trusty Concise Oxford dictionary, my spelling and meaning bible for my writing, defines conundrum as “a confusing or difficult problem or question.” We do have our hands full with this one. My reference to the beds burning brought to the forefront my considered view that the Dean Barrow government has been sleeping big time on this conundrum. How can they sleep while the beds are burning? I repeat. There has been an, again, big time lack of leadership, and now we have had the spectacle of ghastly and frightening saberrattling on the part of the Guatemalan president and his generals, or should I say the Guatemalan generals and their president? As we would say in Belize we did not come to this pass just “Soso so.” What is happening now is as a direct result of the many failures on the part of the foreign minister and the prime minister. I mean no personal disrespect to the Rt. Hon. Prime Minister or to his foreign minister Hon. Sedi Elrington. But I feel impelled to say once more “Unoo have failed us utterly.” I feel no sense of comfort whatever in the Prime Minister telling us last Monday at his press briefing that “any immediate danger has passed and that our nation can, for the moment, rest easy.” How can we rest easy when a former comedian issues such direct threats to Belize and has acted on them? How can we rest easy when we cannot even inaugurate a forward operating base at the Sarstoon without the Guatemalan Navy in our territorial waters and a drone from the Guatemalan side of the border invading our airspace in the faciest of ways? I do not know of any fullblooded Belizean who does not

agree that that drone should have been shot down. This is the way we feel!! We need only recall Hon. Sedi telling all and sundry of our Southern brothers and sisters that we have no idea where our maritime boundaries are. We need also only recall when our Prime Minister ordered the Belize Defence Force soldiers to “extract” from Sarstoon Island and from their bravely held position there. These are only two of the myriad examples of the weakness and lack of leadership that have brought our country to where we are now. The Guatemalan president was “spoiling” for an incident such as last week’s unfortunate death of a minor within our territory, so that he could threaten like a bully and try to shift the focus away from all his problems on the domestic front. In my estimation the crisis that ensued is not fully over. Our Prime Minister’s briefing to the media and to Belizeans is damage control and pretty diplomatic language, but the clear and present danger posed by Guatemalan belligerence is far from over. Witness the Prime Minister imploring Wil Maheia and the Belize Territorial Volunteers not to go to the Sarstoon on April 30th. The John Lennon song “Give Peace a Chance” is great, but this cannot be government’s reaction to our present crisis. There simply has got to be more. An aggressive telling of our side of the complete story and a vigorous internationalizing of the situation is imperative and extremely urgent. Guatemala is not the victim here. They are indeed the aggressor, and this has to be told. The fact that so many in the international community do not know the true, true narrative is, once again, direct evidence of government’s wimpishness in the face of our bully neighbor. The time has long gone for Minister Sedi to resign or be removed, but it seems that even the Prime Minister is having great difficulty in terms of his own credibility. Belizeans have to stand up, yes, but we need leaders who will lead and not follow, direct and not react, inspire and not disappoint. Deal with this conundrum and get us out of it!!

El Presidente Morales de Guatemala, basándose en la lamentable muerte de un niño atrapado en el fuego cruzado de uso justificable de la fuerza por el BDF, formó las Fuerzas Armadas Guatemaltecas (FAG) a lo largo del río Sarstoon y anunció al mundo que las FAG aplicarían derechos de soberanía Guatemalteca sobre todo el Sarstoon. El pronunciamiento de Morales culmina ocho años de una estrategia de seguridad nacional y diplomática muy mal diseñada por Dean Barrow y ejecutado por Sedi Elrington. Le debe quedar muy claro a todos los Beliceños que los guatemaltecos han utilizado el espacio diplomático proporcionado a ellos por Sedi y Dean, para obtener una ventaja estratégica en el escenario mundial. ¡Tanto así que Guatemala ha podido amenazar la paz de toda la región por la anexión del río Sarstoon y acumulado las fuerzas militares en la frontera occidental de Belize sin una sola palabra de reprobación de cualquier país de sustancia! Cuando en septiembre de 2015, Morales señalo que “la recuperación de Belice” fue el elemento más importante en su agenda, Dean Barrow, con su habitual arrogancia, dijo: “tratamos con lo que ocurre cuando sucede. Mira, él ha hecho por lo menos una declaración que es preocupante, pero espero que si gana el establecimiento de la política exterior guatemalteca, la élite política guatemalteca y ciertamente la comunidad internacional le hará absolutamente claro a ese caballero que cualquier noción de perseguir su demanda de una manera que es disruptiva a las buenas relaciones entre Belize y Guatemala, es amenazar a Belize simplemente no será tolerado. Así que, estoy seguro de que seremos capaces de lidiar con esa situación si se produce”. Bien Sr. Barrow, el Status Quo de la política exterior guatemalteca, la élite política guatemalteca ni la comunidad internacional han podido detener a Morales. Queda muy claro que el Sr. Barrow subestimó a los guatemaltecos pero quizás más importante aún, se ha equivocado completamente en cuanto los intereses geopolíticos de los británicos y los americanos. De hecho, encontramos intrigante que la anexión del Sarstoon ocurrió apenas tres días después de la visita a Guatemala por el Agregado de Defensa británico. Los comentarios públicos del Agregado indican que estaba en Guatemala “fortaleciendo relaciones de defensa bilateral”. ¿Exactamente qué sería lo que el Agregado de Defensa británico les habrá dicho a los guatemaltecos, que Morales se pudo animar al uso del incidente en el Chiquibul como pretexto para perturbar la paz regional? La política de apaciguamiento adoptada por Sr. Barrow, Sedi y el UDP nos ha llevado a un lugar extremadamente peligroso; sin precedentes en nuestra historia. El señor Barrow ha estado tan obsesionado con consolidar el poder en Belize que en menos de ocho años, duplicó el tamaño de la policía y crearon

el temido GSU aun cuando el BDF carece de las inversiones necesarias para construir una defensa creíble. Por si fuera poco, le pagó su hermano $1,000.00 por hora por servicios legales, que sería el sueldo promedio de un mes para el soldado en el BDF. ¡Díganos cuánto le importa nuestra seguridad nacional Sr. Barrow! Explique cómo pudo haber despilfarrado más de $300 millones del dinero de PetroCaribe y todavía el BDF no cuenta con las tropas y las herramientas necesarias para defender correctamente la joya. No importa lo que motivo a Morales a actuar de manera que lo hizo el 21 de abril de 2016, lo que es cierto es que el viernes, 22 de abril de 2016 el pueblo Beliceño se sintió vulnerable, muchos entraron en pánico. Fue una oportunidad para que el primer ministro de Belize demostrara liderazgo ante la crisis más grave que se ha visto después de la independencia. El señor Barrow se encontraba fuera del país cuando Morales hizo su anuncio; el señor Barrow permaneció fuera de Belize por tres días más. Nos resulta sumamente preocupante que en el momento cuando Guatemala amenazaba la integridad territorial y la soberanía de Belize el Señor Barrow decidió permanecer “muy a salvo” en Nueva York. ¡Este es el mismo Dean Barrow que abandonó apresuradamente la instalación del nuevo jefe de la Corte de Justicia del Caribe en septiembre de 2011, para volver a Belize a sostener una audiencia con los jefes de pandillas criminales! Por suerte para Belize, el Honorable John Briceño rápidamente lleno el vacío de liderazgo que dejo el Primer Ministro y su gobierno. En un discurso tranquilo, maduro y medido a la nación el Honorable John Briceño aclaró que la declaración de Morales constituyo “un desafío directo a la independencia de Belize, a nuestra integridad territorial y a nuestra voluntad de convivir pacíficamente en esta región”. El Honorable John Briceño pasó a describir nuestras fronteras como “largas y permanentes”, a diferencia de Sedi, que las describe como “artificial”. Él exigió que Guatemala “retirara sus tropas inmediatamente”; también exhortó a los guatemaltecos “a tomar medidas inmediatas para desalentar las actividades ilegales y restaurar la paz a lo largo de nuestras fronteras”. Estas han sido las palabras más fuertes que los guatemaltecos hayan escuchado de este lado de la frontera en más de ocho años. El Honorable John Briceño fue muy estadista en su discurso y proporciono la tranquilidad que necesitaba el pueblo Beliceño el viernes, 22 de abril de 2016. BARROW SURRENDERS SARSTOON If Belize owns the northern portion of the Sarstoon River then any Belizean can go on that river at any time. If Belize does not own the northern portion of the Sarstoon River and it is in fact under the ownership or the control of Guatemala, then Belizeans cannot go on that river without permission from its owner. Guatemala has always owned a portion of the southern part of the Sarstoon River. They patrol it. They control it. Belize used to own a portion of Sarstoon. Belizeans used to come and go on this portion of the Sarstoon River. We owned it for more than a hundred years. But starting in February last year, Guatemala started to test the Belize government. By May 2015 Guatemala took complete control and displayed their ownership by demanding that a Belize Coastguard patrol at the Sarstoon Island must leave. The Coast Guards refused. The Prime Minister of Belize ordered them to leave our own island in Belize’s portion of the Sarstoon River. That decision of the Prime Minister of Belize was an act of surrender. Not only did our Prime Minister back down to the bullying of Guatemala but he surrendered and in effect ceded all that portion of our territorial river running for over 30 miles. It was a dark day for Belize. The Prime Minister told the Belize nation nothing. He held no press conference. He issued no official statement. The National Assembly which is comprised of the two dominant political parties with 31 elected officials who owe a duty to the Belize people who elected them; were not briefed nor was there any meeting where the Prime Minister gave a report of the unprecedented behaviour of Guatemala. On the contrary, the Prime Minister insulted several journalists who dared to approach him over the matter. He specifically said he would say nothing. Then in August 2015, Wil Maheia dared to do what the Coastguards and the BDF could no longer do. Wil and an expedition of territorial volunteers of civilians entered the Sarstoon in small boats determined to sail around the Sarstoon Island in the Belize portion of the Sarstoon River. In the presence of Guatemala media and Belizean media and representatives of the OAS, the volunteers encountered several Guatemalan navy boats determined to blockade their moves. The clash and confrontation between the volunteers’ small boats and the armed Guatemalan gunboats were caught on video and Belize television cameras. Belizeans across our nation saw for the first time why the Prime Minister, a bombastic, egotistical fellow who never passes an opportunity to run off his mouth, was hiding from

public knowledge. Guatemala had invaded and taken full control of the Belize portion of the Sarstoon River. Forced to respond to the damning television images of Guatemala aggression against Wil Maheia and the volunteers, the Prime Minister told the nation of Belize he would issue an “extremely strong protest” note to Guatemala. Thanks to the fearless Ambassador Lisa Shoman, who was among the volunteers in the Sarstoon River in August, the protest note was made public. It was as bogus as the Prime Minister who said it would be extremely strong. It was whimpish, cowardly and was blaming the territorial volunteers for Guatemala’s naked aggression on Belizean territorial waters. Since August of 2015, the behaviour of our Prime Minister, his Foreign Minister and the entire Cabinet Ministers has been deceitful to this nation. Their actions or lack thereof is the stuff and stuffing of cowards. Men without honour. Men who have sold out this country to the British and Guatemalans by swallowing the ICJ bait, hook, line and sinker. By agreeing to go to the ICJ without first getting the approval of the nation and its citizens, they have decided not to rattle their boat by doing anything even in the face of aggression and land annexation by Guatemala. Every Guatemalan outrage against Belize has been met by our government with the timid response, this is the reason we need to go to the ICJ. No, this is the reason we need leaders, real leaders who have solutions to our pressing national problem. Belize has lost territory. The government cannot admit this much less confront the problem with an array of solutions. As late as Monday 25 April 2016, the Prime Minster was having another one of his empty, solutionless press conference. This, dear beloved Belizeans, is one year after Guatemala has taken over our river. Our government has no solutions to offer. CONCESSION AND RIVER CESSION Something is terribly wrong when the Prime Minister is now publicly saying, once again, that Wil Maheia and the territorial volunteers must not go in the Belize portion of the Sarstoon River because the Guatemalans will take offence and do something. How dare the Prime Minister even utter the words? This is the latest proof that he has conceded the sovereignty of the river to Guatemala. It is nonsense to talk of trying to work out a protocol with Guatemala. There is only ONE protocol. Guatemala must get out of our river. Get Out NOW. NO GLOVES, NO MASKS The men and women engaged in

picking up garbage, cleaning the filthy drains and cutting overgrown grass are treated like slaves in Belize City. The Mayor has been in office for over four years. He spends more time on his private lawyer work than to be the full time Mayor for which he pays himself a hefty sum of tax dollars. He also pays huge full time salaries to all his city councillors knowing they are part time employees who work elsewhere. But a small matter like seeing that all sanitation workers have gloves and protective breathing masks as they are daily exposed to germs and virus, he couldn’t care less. No love, no heart. Can’t even water the plants dying on public properties all over the city. DEM THIEF POST OFFICE, AGAIN The slackness and incompetence of the government bubbled up again as news leaked out that a dishonest employee was able to steal taxpayer’s money, again. This time the sum of twenty thousand dollars was stolen from under the nose of officials at the Post Office. Each time the amounts are not a few hundred or a couple thousand dollars. Its big money. The first time was by a UDP crony placed in a job which by law should have been advertised and the best qualified applicant employed. She embezzled fifty thousand dollars and was given time to fly to the U.S.A. Something is obviously wrong with enforcing the accounting, supervision and checks and balances so meticulously spelt out in the manuals of the public service. Every public officer knows the Ministers and their cronies are ripping off government monies. Some public officers use this as their excuse to steal “their amount”. JOSEPH OBISPO Joseph Obispo, has been a humble and hardworking citizen. He is a former cyclist, turned bodybuilder. He won the Mr. Belize body building championship on several occasions. Such an outstanding bodybuilder was he, that he was selected to represent Belize in the Central American championship competitions. For three years Joseph Obispo beat all the Central American competitors to be crowned Mr. Central America. We say all that to say this. A few years ago, a Police Officer was pulling a trailer on the Western road and drove into the vehicle carrying Obispo. Mr. Obispo was severely injured with broken hips, legs and damage to his spine. He can barely walk. His ability to earn a living is ended. He has found a therapist in Orange Walk and is already improving in his movements. He needs financial help to continue the treatment. Has the Bodybuilding Federation come to his help? No. Has the Sports Council? No. Has the Ministry of Sports or the Minister who can squander public funds to bribe voters with tacos and pibil? Absolutely not. This is how Belize treats its outstanding athletes when they are down and out.

2016 HAITI AGAIN Haiti was to have held general elections over the weekend. No elections were held. No date was announced for when it would be held. We say nothing more but to condemn Caricom & America. WHAT ALL GAPI SIGN? When the Prime Minister is away, the temporary Deputy Prime Minister acts as Prime Minister. The question is what all Gapi signs when the PM is not in the country? FLEECING IS STEALING A document has surfaced where somebody in the highest level of B.T.L (Belizeans Taking a Licking) has ordered a vehicle from a local dealer. The vehicle will cost the customers of BTL the sum of $264,000. In words that is two hundred and sixty-four thousand dollars. More documents show more expensive vehicles. BTL was supposed to be for the people of Belize, who are reeling from high phone and text and internet charges. So an elite group of family and cronies can get rotten rich. On Thursday, he attended a lunch party in Belize Rural Central. Later that day Saldivar attended a dinner party with supporters in Corozal South East. The partying resumed on Saturday when Saldivar turned up at Edmond “Clear the Cheques” Castro’s “Birthday Bashment in Rural North”. You’d think Castro’s ruralstyle celebration would have been enough for the night but that wasn’t the case. As we said this man has become obsessed. Saldivar held an “epic” club-style party at the Radisson Fort George in Belize City to launch his t-shirt and campaign song. Yes, imagine that. Guatemala was threatening Belize with thousands of military troops and Saldivar had t-shirts and political campaign song and video in his mind. On Saturday night, Saldivar wore his best party suit and hosted his campaign launch party at the Radisson. Ironically, the campaign song is titled “Big Deal”. The real big deal that dealt with our country’s existence was side-lined. This is the kind of thinking which has us in the disadvantageous position with Guatemala. Our leaders’ priorities are just not right.

WAS JOSEPH BUDNA A TARGET OF IRATE GUATEMALANS? Wednesday, April 27, 2016 Details are sketchy but the BELIZE TIMES has learned that the very strange and perpetually sensational former freelance journalist Joseph Budna was injured in a prison brawl last week in Granja Penal Cantel, Quetzaltenango. Unofficial reports are that Budna, incarcerated on abduction charges, was attacked by 12 inmates in retaliation for the death of Guatemalan minor Julio Rene Alvarado Ruano near Cebada in the Chiquibul. Budna is no stranger to Guatemalan or Belizean law enforcement officials. Most recently, he is serving thirty years for abduction, with additional time for escaping from custody back in 2014. In Belize, dating back more than a

decade, Budna had been charged then for an unnatural crime and for aggravated assault of a minor. He has also, in his storied past, been the alleged victim of a hijacking attempt and has accused the Police of illegal detention. In Guatemala, he has been busted with drugs and has also been accused of being a sexual predator. That was even before the convictions on separate counts of kidnapping. Prison officials have confirmed that there was a brawl in which five persons were injured, three badly enough that they had to be treated at a medical clinic. But there is no word on the injuries allegedly received by Budna, and no clarification that indeed there is a connection between the brawl and the incident in the Chiquibul.

Guatemalan Crushed By Harvester at Santander Wednesday, April 27, 2016 Francisco Andres Antonio Sebastian, 22, a Guatemalan employee of the Santander facility located in Valley of Peace, Cayo, was crushed to death by a harvester at around midday Monday. According to reports, Sebastian was part of one of several crews currently harvesting cane for milling into sugar. He took a break just before midday in the fields, and the heavy equipment somehow ran over him. According to Beverly Burke, Compliance and Public Relations Manager of the company, none of the men working in tractors and

harvesters in the field realized what had happened until the grisly remains of Sebastian was seen on the elevator at the rear of the harvester. The equipment was immediately shut down, but by then it was too late to save him. Belmopan Police are speculating that Sebastian possibly went to sleep in the field, and did not hear the harvester approaching. Because of the spacing of the cane in the field, it was practically impossible for the driver of the harvester to see him on the ground. Following a post-mortem examination this week, the remains of the Guatemalan farmer will be returned to his family for interment.
