MURDER IN PARADISE!

Continued from page 1 found in a remote sugar road in Chan Chen, just outside Corozal Town, by a farmer intending to burn his fields. Their bodies were badly decomposed, Police report, their hands duct-taped and DeVoursney’s body on top of Matus’. A post-mortem examination conducted on the scene determined that both had been manually strangled. While official details have been scarce, the Belize Times has confirmed that Police are questioning a Canadian man and a Belizean female in relation to threats made against Matus before her death. We are told that after learning Police were looking for him to question him about the threats, the Canadian handed himself in to Police. The news of the double homicide went viral with an ABC team dispatched to cover the homicide. The comments on those international news blogs made repeated reference to Belize having the third highest murder rate in the world, and there being “killers on every corner.” An advisory has also allegedly been issued by the Canadian government urging caution when travelling to Belize. The couple were reported missing on Wednesday, April 26, after a friend showed up to Matus’ Serenity Sands home on the Consejo road. She was supposed to fly out of the country, and this friend showed up to drop her off at the Phillip Goldson International Airport. Unfortunately, he couldn’t find Matus, and all calls and text messages went ignored. He said that he called her boyfriend, Thomas DeVoursney, but he also got no response. An inspection of the property showed that Thomas DeVoursney’s motorcycle was parked on Matus’ drive, but her white Isuzu Rodeo was missing. They were last seen on Tuesday night, April 26, at Scotty’s Bar and Grill, a popular location for expats. For six days after, Police and those within the expat community formed search parties to try to locate the pair. The first ominous sign they got was on Sunday, April 30, when Matus’ vehicle was found abandoned in a cane field in Paraiso Village, Corozal. Then on Monday, at around 4:00pm, a cane farmer from Chan Chen Village, was working in his fields when he found the couple’s body in an advanced state of decomposition. It appears that their killer or killers dumped their bodies about a mile away from the Belize Mexico border. Police stood guard over the bodies for days to allow the families of both victims to arrive from the US and Canada to confirm for themselves. They were then transported to the Northern Regional hospital. For friends and acquaintances within the expat community, that’s surprising to hear specifically of Drew DeVoursney, since he is a retired marine with military training. It remains to be explained how the attacker or attackers managed to subdue him and his girlfriend, Matus. She was a real estate agent, and she lived in Belize for the past 4 years; while he moved to Belize about 4 months ago. Reports are that the couple had been dating for a few months.

According to one of the largest stakeholders in the industry, the rapidly escalating prices of goods and services, including in fuel costs, raw materials and import duties has forced them to do so. Last week, meat pie pioneer Dario also announced that the price per pie had gone up to $1.50 as a result of escalating production costs. Without any major announcement as was done for meat-pies and bread, the cost of EVERYTHING has gone up, thanks to Mr. Barrow’s new taxes. What exactly did he think would happen when he continued to raise the already astronomically high price of fuel at the pumps, far beyond that in any other country in the region. Did Mr. Barrow not realize that by raising the price of fuel, it could further cripple the productive sector and middle class. And not only that, but it would have a ripple effect on the prices of all goods and services? He is not necessarily a stupid man. He knew. But he tricked the people. Romario Pech Thursday, 04 May 2017 A Belizean student, Saul Pech, was stabbed to death, allegedly by his cousin Romario Pech in an apartment they shared with another friend in Chetumal. The incident occurred at around 2:30 this morning According to reliable reports, the three young men were members of a band called Wonderless, and had just left a club after playing a gig there. The three were drinking, and the friend told Police he went out for tacos and left Saul and Romario at home. When he returned to the apartment, he saw Saul standing there bleeding from what appeared to be stab

he would say at the time is “sorry.” The witness and Pech were detained by Mexican Police but the witness was later released. It is not known at the time what could have caused the incident, but there is speculation that there was an altercation between the two cousins who were allegedly intoxicated. All three are Belizeans from Orange Walk, and all three played together in the popular rock band.

CCFZ CEO OUSTED BY BOARD Wednesday, May 3, 2017 On Thursday April 27, the administrative staff of the Corozal Commercial Free Zone staged a sick-out in protest of the management of the recently instituted Chief Executive Officer, Valentino Blanco. They were joined by the business owners of the Zone who view Blanco as merely a political appointee, being a campaigner and concuño of Health Minister of State, Dr. Angel Campos. The Free Zone Chamber has even stated that with Blanco’s appointment, they got two for the price of one as often, it is like Campos is running the Zone too. Indeed, on the day of the industrial action, Campos promptly showed up at the Zone but would not speak to the media. Blanco has been in the post for some ten weeks after the former CEO, Raul Rosado, Sr. was pushed out following allegations of wrongdoing in October last year. But on Friday, the Board unanimously took the decision to suspend Blanco for 30 days after meeting to discuss the sick-out and to prevent it from continuing. Apart from viewing him as unqualified for the position coming over from the Department of the Environment, the staff are concerned about some unpopular decisions that Blanco has taken. The suspension letter cited 1. Breach of confidentiality; 2. Breach of the terms and conditions of employment; 3. Loss of confidence from his staff and the CFZ private sector; and 4. Failure to execute his duties in a fair and impartial manner as the reasons for the suspension. The Board intends to arrive at a final determination after investigating fully if the concerns of the staff are warranted. These include accusations akin to misfeasance but the Board appears to be walking on egg shells as it says that the matter needs to be properly ventilated before they can conclude if there were procedural errors. Body Unidentified After Gruesome Murder Wednesday, May 3, 2017 Rural Executive Police are unable to provide a positive identification of charred remains found in a burning vehicle abandoned at Mile 21 on the George Price Highway. While a source told the Belize Times that they fear it is the body of Belmopan teacher Pamela Lino, they also say that because of the condition of the body they must do DNA testing before they can be sure. Family, friends, and co-workers of Lino have been trying without success to get in contact with her after Police found her vehicle on fire on Labour Day. She did not show up to work after the long Labour Day weekend, and attempts to contact her have been fruitless so far. Nobody has been able to find her either. From our own investigation, the Belize Times has learned that Lino was involved in a contentious relationship with a long-time boyfriend who had recently sought to evict her from a home they built together in Cayo. We are told that the boyfriend, or former boyfriend, had moved another woman into the home and refused to leave. As we go to press, there is confirmation that Police have detained that person, allegedly a BDF officer, for questioning. But we are also told that because of the difficulty in identifying the body, they will be

unable to hold him. Hattieville Police encountered somebody driving Lino’s vehicle, a Kia Sportage SUV, at around 2:30 a.m. on Tuesday, May 2. Officers were standing guard at a police checkpoint on the George Price Highway in front of the Hattieville Police Station. That’s when they spotted the SUV coming, and as soon as the driver realized that they would have intended to stop the vehicle, that driver immediately turned around and diverted. That immediately drew the suspicion of the officers, and so they chased after the vehicle which lost them a few miles up the road. At around mile 21, at the Gracie Rock Junction, in front of the Hostel compound, the officers spotted the vehicle on fire in the distance. They immediately went to investigate, and they realized that it was the same vehicle they were pursuing. The fire was eventually put out, and a search of the vehicle led the cops to find skeletal remains of a human, which was almost completely burnt. A doctor has conducted a post-mortem, and he has been unable to determine the cause of death. The identity of the person is still unknown at this point, while family members and friends of Lino, we are told, have already determined that she met an untimely end.

New CEO… There will be a new CEO in the Ministry of Foreign Affairs in just a lil bit. Seems that Lawrence Sylvester has been put out to pasture after he got in a nasty squabble with one of Mr. Barrow’s favourite ambassadors, Pat Andrews. Andrews is currently posted in Washington, but word is he sent in his resignation and was on his way back. In the blink of an eye, Lawrence is gone (next week I hear) and Pat Andrews will take his place as the new CEO in the Ministry of Foreign Affairs. That bit of shuffling leaves a door open for another one of the PM’s favourite boys, Daniel Gutierrez, who will be taking up the post vacated by Andrews. Keep watching, folks…a lot of moving and shaking going on in this new UDP which will be leaderless in just a few… Reunited… Reunited and it feels so good Reunited 'cause we understood There's one perfect fit And, sugar, this one is it We both are so excited 'cause we're reunited, hey, hey! If I could find a tree and a sharp knife, I’d probably be carving out the initials JS and DG with a heart – I’m that happy that the two star-crossed lovers are back together. Just the other day there was a nasty quarrel between the two in a dark bar down South. That led to one of them being put out on a dark road and then losing his position in the Bandits organization. I swear I was watching that shit like how bar girls watch novelas. But I keep telling my wife, true love will always win out. So said…so done. Things are back on track, so much so that my personal bally just won the Manager of the Year award from the NEBL. Man, how sweet is that. Congrats to him on that award and congrats to them both on finding a way back to each other’s hearts. Say What? Talk about finding a way back…just this week this decrepit old scribe learned that Wonhong Penner is launching a comeback to politics. Seems that this corrupt, nationality selling fool thinks the people of Belize have forgotten what he did, selling out our birthright like it was nothing more than used-toilet paper. Check it out…all of a sudden he’s back in the news talking canoes, but he figures that’s how he’ll work his way back into the spotlight. And he’s not the only one. Remember that guy Santi…the little fellow who couldn’t sell water in the desert? Yeah him. He’s been telling certain key persons in Caribbean Shores that he can take Darrell down easy in a convention. Seems he dislikes our waste of time Belize City Mayor so much he’s even been promising to bankroll the unfortunate Oj Elrington who has been heard talking mayoral challenge. My lerd. Mr. Barrow doesn’t even have both feet outside the door yet and the chips have already started falling, if I could misuse a metaphoric term. Out West too… All hell is breaking loose out West too, where that old reprobate Salvador Fernandez is indicating that he plans to unseat Omar Figueroa. And there are those in the area who think he has what it takes. Wow. Imagine that. Both men got into a giant cussing match recently over who would host the Mother’s Day event in that area, so this one will be fun to watch. Then Erwin has announced that he won’t be running again, so the UDP is pushing Marconi Sosa in that Area. Cayo Central Rep Rene Montero is trying to push Mayor Earl Trapp out, but there is word of a surprise entrant who will try to unseat the very unpopular Montero (UDP higher-ups have already gotten word of a HUGE scandal set to blow up with Montero in the middle so they’re already preparing for the fallout from that). I tell you, this is better than Netflix. And in the north… There are two UDP Ministers in the north who are fighting for power – an electrician who is the Minister of Health, and a Doctor who is the electrician’s junior assistant in the Ministry of Health. What I’ve been told is that the plump lil short one, Campos, started agitating against Pablo, claiming that he, and not the electrician, should be the Minister of Health. So to keep him happy, the UDP told him that he could take the Free Zone. Well that sure didn’t last long at all. Campos and his concuño, were promptly send packing by the Board of the Zone after pressure from the Chamber of Commerce. Campos has been living high off the hog, it seems. Over the Easter he allegedly took 50 family members and friends to the Zone to spend the entire Easter in one of the casinos there. I swear what a little bit of power does to these people.

LEGACY

t has been rumoured that Dean Oliver will not stay in office until 2020, as he had previously asserted. The closest he has come to giving truth to the rumour was last week as he addressed the Chamber of Commerce for what he clearly stated would be the last time. During that same address DOB also touched on what he hoped people would see when reflecting on his post-2008 administration – his legacy, so to speak. It is quite clear from his words on that legacy that DOB has fallen down that proverbial rabbit hole and is in a wonderful world of his own making. It seems that he has convinced himself that all is well and good in Belize, that we are living in a good country thanks to his goodness and greatness. But nothing could be further from the truth. Even as I write this, a news team from the US is arriving in country to cover the story of a heinous double murder of a Canadian woman and American man. And even as Police set out to investigate that crime, reports have emerged of another body found in a vehicle which sped past a checkpoint in Hattieville. Murders are on pace to break the record, but strangely that little fact seems to have completely escaped DOB’s attention. I don’t include this here to blame Mr. Barrow or his motley crew for the spiralling crime, but only to make the point that DOB has been particularly inattentive since 2008, while murders have maintained a steady high. DOB’s legacy? He would say that his time in office has been pristine, immaculate. But that isn’t the truth. What has happened under Mr. Barrow’s watch is rampant, nasty, massive corruption the likes of which are unprecedented. While he came into office on an anti-corruption platform, two-sided machete in hand, every member of Mr. Barrow’s Cabinet will leave office much, much richer than they entered it. Take Mr. Barrow’s good friend Gaspar Vega, for example. Vega’s corruption while at the Ministry of Natural Resources is the stuff of legend. He managed to use and abuse his power to enrich himself and many of his family members, until the Ministry operated like a private business. Vega should be in jail, and would be in any normal country where the rule of law is observed. But not in Belize under the UDP. What emerges every week from the Senate Inquiry reveals just how inattentive Mr. Barrow has been. Thirteen of his Cabinet Ministers have been implicated in the corruption at Immigration, named in a report compiled by the Auditor-General. Currently the Senators are bogged down getting to the bottom of the institutionalized hustling in the Department through interviews with lower-level players, but hopefully soon the spotlight will be on those Ministers who used their office to facilitate documents for those who had no qualification but currency. Particular scrutiny should no doubt be placed on Mr. Castro who comes up repeatedly in the report. He has been accused of Immigration corruption before and there is nobody who believes he was innocent. Mr. Contreras also merits special attention, as do Mr. Heredia and Mr. Saldivar. We have learned from credible sources that Mr. Saldivar’s US Visa has been cancelled, allegedly because of his doings in Immigration. We have also learned that there are others in Cabinet who can no longer travel to the US. Not so long ago a CEO in Mr. Barrow’s administration was actually turned back when she set foot in the US. That must have been a national embarrassment for DOB’s government, but he never said a word about it. Neither has he said a word about our Ambassador, Mr. Nagel, who was sent packing from Austria recently, declared persona non grata. What an embarrassment. DOB’s legacy? Well, we can perhaps take a trip on the Southside of Belize City. Or maybe we can start up north in Corozal. In 2008, thanks to the Corozal Commercial Free Zone, there was no unemployment in that municipality. Today, the free zone is a deteriorating shadow of its once robust economic self, and Corozal boast the second highest unemployment in the country. The entire country is suffering from a prolonged spell in the windless economic doldrums. The numbers show an economy which continues to contract, despite Mr. Barrow having been given hundreds of millions in Petrocaribe largesse. Poverty has not gone down by even a percentage point in the country. There is no enhanced access to any opportunities. Our education system has not improved. Neither has our health system. In 2017, there are still persons who cannot get basic medication at the nation’s largest referral hospital, and there are still persons dying because they cannot access adequate health care. That is the truth. So what will be Mr. Barrow’s legacy? Not what he feels it is, obviously. The country and our people have suffered greatly from the mismanagement of Mr. Barrow. He should probably have stuck to law at his firm, which coincidentally has also expanded and benefitted from his time in Cabinet. Many people connected to Mr. Barrow have benefitted – too many. But way down deep in his rabbit hole, this narcissistic, arrogant man cannot see what he has done. He is blinded by the brilliance of his own aura.

Lo más cercano que ha llegado a darle veracidad al rumor fue la semana pasada cuando se dirigió a la Cámara de Comercio donde claramente dijo que sería su última vez. En ese mismo discurso DOB (Dean Oliver Barrow) también toco sobre lo que esperaba que la gente viera al reflexionar sobre su administración post - 2008 – su legado, por así decirlo. Es evidente por sus palabras sobre ese legado que DOB ha caído en esa madriguera de conejo proverbial y se encuentra en un maravilloso mundo de su propia fabricación. Parece que se ha convencido a sí mismo que todo está bien y bueno en Belice, que estamos viviendo en un buen país gracias a su bondad y grandeza. Pero nada está más lejos de la verdad. Incluso mientras escribo esto, un equipo de noticias de los Estados Unidos está llegando al país para cubrir la historia de un doble asesinato atroz de una mujer canadiense y un hombre americano. Trece de sus ministros de gabinete han sido implicados en la corrupción en la Inmigración, nombrados en un informe compilado por la auditora general. Actualmente los senadores están totalmente sumidos buscando llegar al fondo de la estafa institucionalizada en el Departamento a través de entrevistas con protagonistas de nivel inferior, pero espero que pronto el centro de atención sea en aquellos ministros que utilizaron su oficina para facilitar los documentos de aquellos cuya única calificación fue el dinero. No cabe duda de que el Señor Castro, que aparece repetidamente en el informe, debe ser objeto de una indagación especial. También hemos aprendido que hay otros en el gabinete que ya no pueden viajar a los Estados Unidos. No hace mucho tiempo a una CEO en la administración del Señor Barrow se le obligo a regresar cuando piso suelo Estadounidense. Eso debe haber sido una vergüenza nacional para el gobierno de DOB, pero nunca dijo una palabra al respecto. Tampoco ha dicho ni una palabra acerca de nuestro Embajador, el Sr. Nagel, que fue expulsado de Austria recientemente, y declarado persona non grata. Qué vergüenza. ¿El legado de DOB? Bueno, tal vez podemos hacer un viaje al lado sur de la ciudad de Belice. O quizás podemos empezar por el norte en Corozal. En 2008, gracias a la Zona Libre Comercial de Corozal, no había desempleo en ese municipio. Hoy en día, la zona libre es una sombra deteriorada de la entidad de robusta economía que alguna vez fue y Corozal ahora cuenta con la segunda tasa de mayor desempleo en el país. Todo el país está sufriendo un episodio prolongado de estancamiento económico postrado. Las cifras muestran una economía que sigue contrayéndose, a pesar de haber recibido el Señor Barrow cientos de millones en dádivas del Petrocaribe. La pobreza no ha descendido ni un punto de porcentaje en el país. No hay mayor acceso a las oportunidades. Nuestro sistema educativo no ha mejorado. Tampoco ha mejorado nuestro sistema de salud. En 2017, aún hay personas que no pueden recibir medicación básica en el hospital de referencia más grande de la nación y todavía hay personas que mueren porque no pueden acceder a atención de salud adecuada. Esa es la verdad. Así que ¿cuál será el legado del Señor Barrow? No lo que él piensa, obviamente. El país y nuestro pueblo han sufrido mucho de la mala gestión del Señor Barrow. Probablemente debería haberse dedicado a su bufete, que coincidentemente también se ha ampliado y se ha beneficiado durante su tiempo en el gabinete. Se han beneficiado muchas personas conectadas con el Señor Barrow – demasiadas. Pero en la profundidad de su madriguera, este hombre narcisista, arrogante no puede ver lo que ha hecho. Tuesday, May 2, 2017 An 11-year-old student of Valley of Peace drowned during an outing with her family on Sunday April 30th. They had gone swimming in the Banana Bank area of the Cayo District when at around 12:30p.m., Belizean farmer Armando Lopez heard screams and saw his three children being dragged by the current. He was unable to save his daughter, Sandy Lopez. We are told that multiple members of the family have been so distraught by her passing it has caused them to faint multiple times and an uncle who was already ill lost his speech after being informed of the tragic news. Meanwhile, the family of 16-yearold Joseph Vacarro of Rhaburn Alley in Belize City is also grappling with his passing on the same day at around 2p.m. They were swimming in the vicinity of the Hammock Bridge near YWAM in Roaring Creek Village when tragedy struck. Vacarro who was a student of E.P. Yorke High School decided to take one final swim before leaving but never resurfaced.

His mother who said he was a good swimmer believed he had gone ahead when she saw children swimming but did not see Jo, as she affectionately called him. She sent someone to check for him at his grandfather’s home. At first, when she was told he was not there she thought they were joking so she checked herself but he was missing. She then sent someone to her sister’s house and when they could not find him, she returned to the river. By that time, his uncles and other relatives were already searching for him. He was found not too long after and when he was retrieved from the water, they attempted CPR to revive him. She thought she heard his heart beating still, and that he even gripped her hand but he would not recover. To make matters worse, she stated that when Police were taking her son to the hospital, he fell off the stretcher onto the road while the mobile was going up a hill to turn onto the George Price Highway. Joseph was set to graduate this coming June.

MAGISTRATE TO BE CHARGED FOR RAPE Thursday, 04 May 2017 The Belize Times has confirmed that the office of the Director of Public Prosecutions has instructed that Magistrate Norman Rodriguez be charged for rape following an incident which allegedly occurred on April 11th in Dangriga. A women reported to Police that she was invited to Rodriguez’s home because he wanted to speak to her, and while there she says she was raped by him. The media reported the rape but withheld the name of the Magistrate because Police did not immediately lay charges following the incident. We were told that they did so in view of the fact that the incident was not reported just after it happened, and also they took into consideration that the victim was known to Rodriguez. The file was handed over to the DPP for her instructions. This newspaper has learned that Rodriguez is out of the country and if the instructions of the DPP are followed, he will be charged if and when he returns. It would not be the first time that Rodriguez appears before a Court on similar charges. In 2004, when he was a teacher at Excelsior High School, Rodriguez was charged for three counts of carnal knowledge of a student, 14. He was later acquitted.

‘Social Media’ Senator Upset… Chairman Scolds the Media Tuesday, May 2, 2017 At the Wednesday, April 26th session of the Senate Special Select Committee, Church Senator Pastor Ashley Rocke was photographed while on popular social media site, Facebook on his laptop. Apart from his mobile phone, Senator Rocke also uses his personal computer to “work” during the lengthy sessions, spending an inordinate amount of time on social media. We are not only talking about communicating with others who might probably be sending him questions through Facebook messenger, but actually scrolling through the site. This inappropriate behavior on the part of the Senator while purportedly conducting the business of the People was not referenced at all when Committee Chair, UDP Senator Aldo Salazar chastised the media at the very start of the May 3rd Senate hearing. Salazar even threatened the “violating” reporter with banning him from entering the National Assembly in the future if such behavior is repeated. By that he meant the snapping of the photograph and its dissemination on social media where the image was shared more than 20 times and generated some harsh criticism. Senator Salazar warned, “I just want to ask members of the media to please conduct yourselves with civility and decorum that is required by responsible journalism. I know that some of us may find it difficult to contain our rabid political prejudices and other prejudices, but please, let us not allow that to detract from our professionalism. I will only say that as a warning, first warning, and if it persists then we will have to consider not allowing the person or the violators to enter.”

It is the result of preparation, hard work, and learning from failure.” ~ Colin Powell Municipal elections are a mere ten months away, but by following the different media options available to us you would not think that we have an election of this magnitude appearing in the horizon. The buzz that does sporadically appear on Facebook and our local video, audio and print media are more concentrated on the Senate hearings and the abrupt rise of murders in our society. In my opinion, this extreme lull is only beneficial to the present incumbent administration and in the end, it might come back to harm us. The Barrow administration finds itself at an extreme disadvantage in terms of the people of Belize having the confidence that they are the best option to represent them. Every day we are informed of new scandals or evidence to show that corruption is rampant and yet we are silent upon receiving this news. Is it because we have come to accept that corruption has now become the norm? There is a dire need to get ourselves organized in such a manner that our voices be heard as one shout, unified under one party and one leader. We are only as strong as our weakest link and the link that is hindering us in growth is that we are not all on the same wavelength. We do have persons and organizations that are harking on the virtues of our party under the leadership of Honorable John Briceño but the attempt is done on an individual basis. If the party could harness all these resources under one umbrella, and a plan is formulated, then the overall effects will be enormous. Long gone are the days where street-side campaigns were the ideal options to meet and greet people. We are now living in an electronic information age where whatever happens within one section of our society can instantly be broadcast via an electronic media platform for all the world to see. We are no longer an isolated hermit where the truth can be censored with ease. With the use of online media as a form of campaigning, there do exist certain advantages and disadvantages. The main disadvantage that I have seen is that too many times, it has been used to spread innuendoes and false hope so as to distract the voters from the issues that are affecting us. During the 2015 general elections,

the UDP organized an online media blitz complete with videos, pictures and posts that bombarded the electorate to an extent that it became believable. Who can forget their catchy slogan ‘The Best Is Yet To Come,’ along with their promo videos showing infrastructure and happy smiling people proudly wearing their red shirts and waving their flags? It was this mass propaganda that caused the PUP to lose and not that the UDP had a better platform or agenda to govern Belize. The advantages of having a cohesive online media plan is that whenever the government would present something as infallible, then the media team can expose it for the hypocrisy that it is. For too long the Barrow administration has been getting away with blue murder for the simple reason that we are not effectively using the tools and human resources available to combat them tit for tat. By putting them on the defensive for once, and providing facts to back up our claims, the present government will collapse under the sheer weight of all the corruption. Every single day that goes by is another day wasted. By failing to prepare, you are preparing to fail. We cannot expect the electorate to vote for us merely on the assumption that because of so much corruption within the government, then we can expect that we will win by a landslide. History has shown us time and time again that politics in Belize can never be predicted accurately. In 1998, it was expected that the UDP would have won the National Elections. In 2015, all the signs pointed to a victory for the PUP but as stated before, had it not been for the online media blitz and their elaborate country tour, then the faces within our present government would have been different. Let us not make the same mistakes of the past and be fully prepared for this coming elections. The municipal election in reality is a gauge of the public perception of the leaders in power. A clean sweep by the PUP will demonstrate that the populace does want a change. We do have the respective leaders within each municipality to accomplish that. All that is needed is a viable media organization behind them and the rest will easily fall into place. As Alan Armstrong so eloquently stated, “champions do not become champions when they win the event, but in the hours, weeks, months and years they spend preparing for it. The victorious performance itself is merely the demonstration of their championship character.” It is imperative that we begin preparations for the upcoming Municipal Elections.

MY PERSPECTIVE By Dolores Balderamos Garcia

PRO POOR MY FOOT!! My fancy was clearly tickled when a well-respected nun blasted the hypocritical use of the term Pro Life, when persons actually meant Anti-abortion instead of advocacy for ALL of life for children and young people, i.e. food, shelter, clothing, education, health - the basic needs for human development. And I did promise myself to focus on this “Pro Life” business in our local context. It looks like this government has set and touted a “Pro Poor” agenda, but I would like to expose this so called Pro Poor policy as the smoke and mirrors that I think it is in reality. A quick look at two tax aspects of the Budget for 2017 to 2018 should suffice before taking a closer look at the Boost and Pantry programs that the Barrow administration loves to shout about. First of all, it is definitely increasing the burden on taxpayers to lower the threshold for the payment of the GST on electricity bills. And secondly, the crushing rise in fuel prices at the pump is making for an overall increase in the cost of living. A friend of mine remarked two days ago “Imagine, $10 cannot even buy a gallon of gas now!” Also, on stopping to make a few quick purchases at a Chinese shop in Ladyville, I asked how the cost of beer and liquor had increased. The shopkeeper waved his arms around him and said “Everything gone up!!” Surely, everything gone up if the cost of gasoline has shot upwards. Grocers will surely pass the increased delivery cost of everything on to consumers. I do not at all believe that because government did not touch the Boost and Pantry programs then this must mean they are Pro Poor. That is hogwash, because if light bill and gasoline costs are up, then this is burdening taxpayers all the more. But let's look at Boost. This program is the conditional cash transfer for poor families to receive payments if they ensure that children are in school, get immunizations for kids, get medical check-ups, care for the elderly, etc. In principle this is of course good. It is designed to help families out of poverty. However, in implementation it is all political and patronage-motivated. It is politicians and

not social work professionals who are dictating who gets and who doesn't get to participate. Therefore, the program becomes just another partisan handout facility for the politically favoured. Surely this does not make for helping families out of poverty. What it does indeed is to keep people dependent on the political masters. I understand that now there is a creature called Boost Plus, which is supposed to assist two hundred families. But the methodology being used is not abiding by social work principles at all. Again, those administering the program are the politically favoured, and those who are the intended recipients are chosen in a partisan way. Many on the program do not really qualify, but because they are politically chosen they are receiving. I have gathered also that there is no real data and no genuine evaluation of results. The question must be asked – what is the impact of your program? But the political bosses do not care about careful monitoring and evaluation. And if untrained persons are administering the programs because it suits political leaders, then this is bound to defeat the true purpose of the Boost and Boost Plus. Likewise, you surely can't get “Pantry” if the politician in power doesn't approve you. It is all well and good for a chosen few to receive a small basket of basic groceries at a cheaper rate, but if you then step out and have to take the bus, and bus fare gone up from $1 to $2 or from $5 to $8, what kind of Pro Poor is that? This Pantry and Boost are fundamentally flawed if the programs in execution are not at all following the way they were designed to operate. But of course the politicians, these UDP politicians, won't get out of the way. It suits them just fine to keep up the partisan patronage. The proposition that these programs are Pro Poor is thus exposed as the fraud it really is. In reality they are supposedly giving with one hand but truly taking away with the other. This week I must start by sending out our sincere condolences to the family of Lindsey Alina Gabb, a beautiful baby girl who lost her life on Tuesday. I know that emotions are running high as family members, friends and residents deal with the grief caused by the loss, but the reality is that it is a tragedy and nobody – not her father who was taking her to her grandparents or the driver of the truck would every have wished for something like that to happen. Nothing we do will bring back this baby girl, but we can as a municipal administration, and as motorists, take steps to ensure that these terrible accidents do not happen. I have committed already to putting a pedestrian ramp in that area, as we have been doing in other high traffic zones, and I have also instructed that our traffic personnel be on the lookout for speeding motorists, or for persons breaking the traffic laws and putting their own lives at risk. These accidents remind us in the most heart-breaking way of how fragile life is, and how by taking bad decisions lives can be senselessly lost. We need to be more careful. We need to be more observant. We need to take steps to protect ourselves and our passengers. And we need to observe the traffic laws and rules of the road, even those rules that may not have made it into law just yet. As we come out of this long weekend, there seem to have been no end of tragedies, not only lives lost to traffic accidents, but two minors who drowned and three persons killed in truly brutal fashion. Where the double murder is concerned and the victims were American and Canadian, as a country we are being torn up in the international media. The man and woman, missing for days, were found in a remote canefield, strangled to death with their hands tied. It seems to me that progressively the criminals in our country are becoming bolder and cold, as if life has no value. Even before those bodies could be removed from that spot, there were reports of another body, found in a vehicle which ran a traffic checkpoint. It appears that

the murderer, who fled the scene, may have been heading to dispose of the body. The vehicle crashed and burned, meaning that while Police believe they know the identity of the charred remains, they cannot say so officially until DNA testing is done. The Government of Belize needs to pay much more attention to the crime trends in our small country, and needs to get very serious about measures to curb those trends. I do not understand how the budget for the Police Department could have been cut at a time like this, when crime is extremely high and trending up. How many times do we hear stories about the Police getting calls for assistance, but there is no vehicle for them to move? Or maybe there is a vehicle, but no fuel? But instead of announcing greater allocations for the resources so desperately needed by the Police, we instead learn that the budget has been cut. And we learn that there is no money for new recruits anytime soon, so no new officers will take to the street to deter crime. Imagine, that Police are in this day and age unable to do DNA testing in-country. So to provide some closure to family members, they must do testing abroad, and we know from past experience many times the results of those tests do not get back to the Police for months. Those basic forensics tests are no rocket science, and a facility to get it done does not cost a prohibitively large sum of money. It is not the money that is lacking, unfortunately, but the political will. Just as an aside, the authorities in San Pedro, our largest tourism revenue earner, are asking the US to please provide a morgue in that municipality. Imagine that this tourism paradise, home of huge resorts and playground of the fabulously wealthy, does not have a morgue. Persons who die, for whatever reason, are placed under the steps of the Police Station until transportation can be arranged to get them to the mainland. We really need to get serious in this country. It is clear that our leaders are not paying attention to what really matters.

The cost of every single item in grocery stores has gone up – from bread to toilet paper to Ramen to turkey bacon – even fruits and vegetables. We can’t exactly blame our importers or grocers or farmers. The increase is a direct result of the tax increases read before the House of Representatives recently – you know, the tax increases which Dean Barrow said would not impact the poorest of the poor nor the productive sector. Dean Oliver boasted about his tax measures, as if we should be thankful that he was so considerate of our poor, and our productive sector. Then he inserted his rancid bukut and as a people we dutifully bent over. Sometimes I wonder what is wrong with us. Have we become so docile that we don’t even care when we are victimized and abused and taken for granted and used and insulted and impoverished? It’s the same with the Gaspar Vega matter. I get so angry sometimes because I feel the Opposition should do more. But in reality, it is the people of Belize who should stand up against the corruption. Vega is a thief and a scoundrel. He is a greedy, unprincipled, immoral man who got rich through his access to the public purse and public assets. But we still pay for the gas with which he fills up his luxury SUV which he got duty free thanks to DOB. He still has access to amazing perks for which we pay. There has been no move to retrieve any part or portion of the thousands of acres he secured for himself, his family and friends. There has been no move to retrieve any of the money misappropriated in an utterly outrageous compensation scam. Dean Oliver pretends nothing happened, and we Belizeans go with the program – bend over, insert bukut. Patrick Faber is a woman beater. I have tried hard to be sensitive to his ex-wife, who was a victim of his continued assault. I have tried to temper my words because he has children who do not deserve to be the subject of undue scrutiny because of his worthlessness. The man, this Minister of Education, beat up a female employee

of his Ministry with whom he was in a relationship. He punched her in the face and dragged her by her hair.There are Court documents which chronicle his abuse of his ex-wife. But this man, this little chancey man, is the Deputy Prime Minister of this country. He wants to be the Prime Minister of Belize. Those women who say they are the voice of women who are abused have been silent when it comes to Patrick Faber. They love the spotlight and the podium, but when it matters most, they are silent. And as a people we say nothing. We pretend nothing happened and nothing is wrong. Bend over, insert bukut. For more than 18 months, the sister of John Saldivar was being paid her salary and allowances and perks to stay home. I have absolutely no doubt that she would still be collecting that money if the situation did not make it on the national stage. And even when it did, Dean Oliver was flippant and treated the matter as frivolous. There is another woman, a political crony, who was Director of CITO, receiving approximately $7000 a month. She left that office in mid-2016 when a husband, a former junior Minister was given a diplomatic post. Now she receives a salary to work with him in that embassy and STILL receives her $7000 as director of CITO even though she is no longer there. And nobody says anything. Bend over, insert bukut. It grieves me to go to the store and struggle to buy what I need, even though I make a decent salary. I always wonder how people survive on much less. How do Belizeans making $200 a week feed their families, send them to school and keep a roof over their heads? No wonder almost 50% of Belizeans are living in real poverty. It grieves me to be forced to park my vehicle because I cannot afford to put in fuel, and pisses me off to know that I can’t do that because of a tax which I must pay to make up for Gaspar Vega’s outright, blatant, massive corruption. And besides having to pay increased taxes, I also have to pay so Gaspar can fill his Lexus up and travel to Chetumal to shop. But we take it. We continue to take it, like good little sheeple. I can’t wait for the moment when we Belizeans find a collective backbone and say enough is enough

ACCIDENTE DEJA TRAGEDIA Y LUTO EN CARRETERA DE PETÉN

Tres personas murieron en un accidente de un autobús registrado este miércoles en la ruta de San Pedro Cadenas al área central de San Luis, Petén Prensa Libre/ San Luis 3 de Mayo de 2017 El hecho ocurrió en el kilómetro 328 de la referida ruta, en la comunidad Quebrada Seca, donde se reporta que dos de las víctimas son menores, así como una mujer. Además, cinco personas resultaron heridas y fueron trasladadas a un centro asistencial por socorristas. El percance ocurrió cuando el piloto del autobús, identificado como Walter Ponce, perdió el control y cayó a una hondonada de unos cinco metros. La Policía Nacional Civil (PNC) informó que el accidente pudo haber sido causado porque la carretera estaba mojada, y en una de las curvas el piloto no pudo controlar el automotor, el cual se dirigía de Morales, Izabal, rumbo a Santa Elena, Flores, Petén.

ONCE PERIODISTAS FUERON ASESINADOS EN NUEVE MESES, SEGÚN CERIGUA El Centro de Reportes Informativos de Guatemala (Cerigua) denunció que se incrementó la violencia contra los profesionales de la comunicación principalmente en la provincia. Tres de los asesinatos ocurrieron en Quetzaltenango Prensa Libre / Guatemala 3 de Mayo de 2017 En su primer informe trimestral del 2017, Cerigua detalla que en el 2016 fueron asesinados nueve periodistas, y este año, la cifra mortal es de dos comunicadores muertos. Escuintla, Quetzaltenango y Guatemala, son los departamentos con un riesgo alto para el ejercicio del periodismo. La medición sale de un mapa de riesgo elaborado por Cerigua con base en el monitoreo de prensa. “La base de datos cuenta con información sistematizada y verificada desde el año 2012. Es alimentada diariamente y cuenta con indicadores tomados de la Ley contra la Delincuencia Organizada”, refiere el informe. Este año la lista de agresiones contra comunicadores la encabeza el departamento de Guatemala, con ocho; le siguen Zacapa, Suchitepéquez y Quetzaltenango con una. La Unidad de Delitos Contra Periodistas del Ministerio Público concluye que la reducción en las denuncias en las agresiones contra periodistas ocurre por los siguientes motivos: Censura y autocensura en

zonas con alta presencia del crimen organizado. Desconfianza hacia el personal de las fiscalías distritales. Desconfianza en los agentes de la Policía Nacional Civil. Algunos de los principales actores responsables de los ataques contra la prensa son los funcionarios de distintos niveles del Estado, así como los elementos de policía. Desde entonces han sido asesinato de 18 comunicadores sociales, la mayoría en los departamentos, sin que las actuales autoridades del Ejecutivo concreten esa promesa.

En abril, La Sociedad Interamericana de Prensa (SIP) destacó la denuncia realizada por la Alianza de Entidades de Prensa, la cual señala que el Estado de Guatemala ha incumplido con el compromiso asumido en Ginebra en 2012, de adoptar un Programa de Protección a Periodistas. Poner a Guatemala enfrente En marzo del pasado año, el Secretario y la Subsecretaria de Comunicación Social de la Presidencia, Alfredo Brito y Lucy Barrios, suspendieron el proceso de creación del programa, iniciado por la Mesa Técnica conformada durante el gobierno del Partido Patriota (PP), luego que la Asociación de Periodistas de Guatemala, Cámara Guatemalteca de Periodismo, Cámara de Locutores Profesionales de Guatemala y Cerigua mostraran su inconformidad con dicho proceso, debido a su ilegitimidad y a la falta de representación de los sujetos a proteger. La Mesa Técnica trabajó cerca de dos años, sin embargo, los únicos logros fueron: la creación de una página web que no presentaba ninguna información de calidad, la realización de una serie de actividades en las cuales destacó la ausencia de los periodistas y la elaboración de un informe de consultoría con el cual pretendían iniciar la construcción del programa, plagado de inconsistencias.
