GSU raids homes of PUP supporters in OW North San Jose Village, October 26th, 2015 The notorious and chancey Gang Suppression Unit is being used to do the bidding of their political bosses. Over the weekend, a gang of GSU officers conducted an early morning raid of several homes in San Jose Village, a strong-hold community for the People’s United Party in the Orange Walk North constituency. What was the motive? Political intimidation. This occurred on Sunday morning, a day the good people of the community dedicate to attending church and singing praises. But the start of the sacred day was interrupted by the sound of heavy boots and witnessing armed military-dressed men forcing their way into one’s homes. He is going up against the incumbent UDP Edmond Clear the Land Castro a two-term corrupt politician who is seeking a third term, and a new comer to Belizean politics, Shawn Nicholas a Union Activist representing the BPP. Major Jones is determined to bring a new style of politicking to Belizean politics. Today, whilst his opponent spends a lot of money to provide free beers and food for UDP supporters, he planned to bus into Sand Hill for an evening bash, Major Lloyd Jones went quietly with his executive and his six nominees to be nominated. trail, stamping the grounds in the river valley. The hanging of flags, signs and banners on lamp posts is another political tradition Major has changed. He believes hanging signs is a waste of money. Signs are usually defaced and destroyed by opponents so the Major instead has decided to spend the money on priority needs of schools in his constituency. So if you reside in BRN don’t expect to see Major Jones signs in your villages. Two schools in the area have already benefited from this diversion of campaign funds. On Tuesday, Major Jones donated a stove and a microwave to Belize Rural High school. The school will use the stove in the Home Economic Class, and the microwave will be used in the kitchen by staff and students. On Thursday, he donated a Chest Freezer to Poncotto Primary School in Sand Hill to aid in the school feeding program. More donations to schools in the division are expected to continue in the next two weeks leading up to the election.

SAVE BELIZE!!! VOTE PUP - STAND UP TO GUATEMALA
Belize City, October 27th, 2015 On Wednesday, November 4th, the people of Belize will finally have a real opportunity to stand up to Guatemala and defend Belize’s territorial integrity when they go the polls and elect leaders who are prepared to put the interest of Belize first. Belizean voters will also have a real opportunity to get rid of a treacherous Government, led by a passive and pretentious Prime Minister and a compromised and delirious Foreign Minister, Dean Barrow and Sedi Elrington, who have accommodated Guatemala in every way possible over the last eight years. Guatemala’s threat is very real. The continuous encroachment and clearing of precious Belizean forest by Guatemalan civilians along the Western Border has gone unimpeded. Their damaging tracks are all over the Chiquibul and Sarstoon Temash National Park. Their military has adopted an even more aggressive policy over Belize’s territory. On August 16, it was confirmed to the nation that the UDP Government had capitulated to Guatemala’s military occupation of the Sarstoon River and Sarstoon Island. This became evident when the Government not only discouraged the citizens’ group, Belize Territorial Volunteers, from their plans to visit the Sarstoon Island, in a peaceful exercise of asserting territorial sovereignty, but also denied them security despite the known threat posed by Guatemala’s military present in the area. Guatemala’s military flexed against the Belize Territorial Volunteers, illegally entering Belize’s waters and using their armed boats to block small vessels carrying Belizeans. Our media houses were there to capture it all. Guatemala’s Colonel Thomas explained to their media that they were protecting Guatemalan territory. Days later, the Prime Minister who had abandoned the Belizean people to the mercy of Guatemala, sat pretentiously at a press conference and beat his chest claiming that a strong protest note would be sent to Guatemala. This correspondence turned out to be but an apologetic love note, in which the Government bashed the Belize Territorial Volunteers for the unsanctioned visit and apologised to the Guatemalans for not being able to stop them. Now, Guatemala’s strong-arm diplomacy has ratcheted up with a new President. Newly-elected President Jimmy Morales announced at a public forum this week that he considers the unfounded claim over Belizean territory a priority and that he will ensure that his administration recovers land that they believe is theirs. “Every centimetre”, Morales asserted. Although he is a comedian by career, his threat to Belize is real and the most dangerous in recent times. Prior to winning Guatemala’s national elections held on Sunday, October 25th, reports had surfaced that he served as a military commander during a Guate-
malan genocide. Morales was linked to Edgar Justino Ovalle, a former general during the country’s horrific period of genocide of the 1980s. It was a surprise to many that Morales chose to make the age-old claim an issue in his campaign and even more surprised that he has maintained the hostile approach even after Sunday’s election. This tactic only confirmed reports that he was being advised by the military class in his country. Prime Minister Dean Barrow, in an attempt to brush away his administration’s major bungling of the Belize-Guatemala dispute over the last seven years, pretended to be some kind of bully over Morales, describing Guatemala’s new leader as a “novice” and that he would soon be advised by “those around him” that that kind of talk is not healthy. But Barrow’s strong talk is clearly pure election gimmick. Where was this strong talk when Guatemalan military encroached Belizean waters on August 16, or when another group of Belize Territorial Volunteers were intercepted on Belize waters and kidnapped by Guatemala’s military and held in Livingston, Guatemala in May? Where was Barrow’s macho talk when our own Coast Guard was chased from Sarstoon Island by Guatemala’s military? Where was Barrow’s bullying when every Tuesday of every week, our BDF personnel who travel up the Sartoon river channel to exchange soldiers at an outpost can only do so if escorted by Guatemala’s military personnel? SEDI – THE TRAITOR The reason Guatemala has gotten
away with outright belligerence against Belize is the Government’s inability to stand up and defend Belize’s sovereignty, and a Foreign Minister Sedi Elrington who appears to be lulled into submission by Guatemala. Elrington has fuelled Guatemala’s antagonism. He has signed secret documents with Guatemala, met secretly with Guatemalan officials, and has severely weakened Belize’s foreign policy by capitulating to Guatemala over and over again. Elrington and Barrow have declared that because they are elected by the people, they have the authority to make decisions on the Guatemala issue without consulting Belizeans. Elrington and Barrow have declared that they will go the International Court of Justice whether the Belizean people agree with it or not. A promised Refer-

2015 endum has been postponed twice, at the behest of Guatemala, and nearly seems cancelled. Morales and Guatemala will get their way with traitors in Government. The hard work of the previous PUP administrations that consolidated our security and achieved Guatemalan recognition of our sovereignty has been jeopardized by the UDP Government. Their irresponsible actions of appeasement in the face of aggression at the Sarstoon River, has created an unacceptable appearance of land cession in the south of our country. The PUP is mindful of the great challenges we face as a nation, both global and domestic, and sees the need for urgent concerted national effort to safeguard our territorial integrity and to spur real sustainable development that will benefit the Belizean people. On Wednesday, November 4th, the Belizean people must SAVE BELIZE from Guatemala and the UDP. National Hero Phillip Goldson is turning in his grave to see the UDP bend backwards for Guatemala. He would be telling Belizeans, the time to fight for your country is before you lose it. Save Belize by voting PUP.

ean Barrow’s “farewell” remarks this said it all, and showed it all. The normally bombastic, braggadocios Mr. Barrow was looked haggard and subdued. He forced a small smile and then reality check set it. He answered the question by saying “well, if I am going, I will go out smiling”. Yes, smiling. After all the millions and after making sure his ex-wife, his wife, his son, his daughter, his brother and his nieces and nephews are all millionaires. He can afford to smile while lounging on a beach at his favourite travel destination, Miami. But in the streets of Belize and across the highways and bi-ways of the districts and villages, poverty is rampant at 48 percent of our people. If there is one most shameful legacy of eight years of selfenrichment by the Government Ministers, presided over by the arrogant Dean Barrow, it is the deep poverty of the majority of Belizeans. Nothing so destroys our hopes and dreams and chances at an encouraging future, then the widespread poverty to which Mr. Barrow has condemned the people of Belize. The only jobs the man can show is the temporary, fleeting street jobs which are drying up faster than how cement can harden. For the City Council and Town Council elections, hundreds of desperate young men and a few women could be seen standing around a cement mixer with little to do. It was all for a show, to fool people that jobs would be rolling out for numerous public projects. The day the City Council elections were held was the last day of work for the exploited and vulnerable people who were conned into voting UDP. That game is up. People have seen through that deception. As they have for other deceptions used by Mr. Barrow over the years. He did promise the people there would be a brand new cement factory providing “lots” of employment. That was three years ago. He also promised in 2012 that if re-elected he would build a spanking new oil refinery. There is no refinery and there is no more oil. Only high oil prices at the gas stations. This time he is promising a brand new international airport to be built in San Pedro. Presumably it is for the drug planes to land with ease. Barrow is now promising the best is yet to come. He couldn’t do good or even better after eight years as Prime Minister. Who will really believe his pie-in-the-sky nonsense now that the treasury is broke, and he has borrowed over one billion dollars and his Ministers stolen all the Venezuelan monies. His face shown by the television news at the farewell speech
spoke volumes. He looked sinister, old, tired and played out. He openly lied as has become his modus operandi. Without his steroids, he looked washed up. His real self was on display. A man who was all about himself and never for the people. Search for some policy pronouncement on what he will do or have done for the poor people of Belize. It will be a search in vain. Search for his commitment to lift up the working people and the young people of Belize and you will find nothing. Nothing of substance that has to do with the people of Belize becoming better off, or becoming participants in our democracy. All the speeches are quarrels and empty rhetoric. Eight hard, long years and nothing to show for it. In 2012, the people of Belize came close to kicking Mr. Barrow out of office. Through bribery and corruption he slid out of the people’s grasp. This coming Wednesday, he has nothing to offer. He is backing on bribery, vote buying and shenanigans to stay in power. His campaign is not about the people or the love of the people. His campaign is about holding on to power, no matter what it takes. It won’t happen again. The people are determined to remove this loveless, hollow leader in Government. Barrow, his sister and his cronies will be giving out money and goodies. Take their money and vote them out! That is the cry on the streets of Belize City and across our good country. Teach the tyrant and his corrupt Cabinet Ministers a lesson they will never forget. Let them feel the power of the people!

Barrow’s Secret BEL Deal
Belize City, October 26, 2015 In June of 2011 the Government of Belize announced a decision to acquire the majority shares in BEL then held by Fortis Inc. of Canada as part of its stated policy to ensure that the major utility companies in Belize including BEL and BTL would be majority owned by Government purportedly on behalf of the Belizean people. At the time, the excuse used was that GOB wanted control of BELIZE in order to “protect consumers and bring down the cost of electricity to consumer, and also avoid the prospect of blackouts. GOB also claimed to be doing so because BEL was in a cash crunch and they were concerned about its viability”. After the seizure of the BEL shares, Barrow’s GOB adamantly refused for years to deal with the compensation. But on August 31, 2015 with great fanfare and

He asked me what the sign says and I told him I haven’t read it. He asked me if I am sure I am going to vote for the P.U.P. I told him yes. Don’t you want to talk to Mr. Vega? They got in like animals. They broke our window where we sleep. We have two little daughters and when they broke the window I shouted to them please don’t break the window because I have two little girls. They could be hurt. And they still broke the window. They got in and told us to get on the floor. We did it because like we told them we don’t have anything to hide. We don’t have any drugs or guns. And they still got in like animals because they are not people, the way they treated us. We don’t have any problem with anybody,” shared the concerned mother. Pinkney shared that several days ago, some of her friends that are UDP supporters warned her that they had heard that the GSU would be sent after them like attack dogs because they do political campaigning for the PUP candidate, Ramon “Monchi” Cervantes Jr. The residents say that while they fear a repeat of the events, they remain steadfast supporters of the People’s United Party and will not be intimidated.

Less than 48 hours later, on Wednesday, September 2, 2015, Barrow on behalf of the Government of Belize (GOB) introduced a Bill in the

House of Representatives and passed it through all three readings on the same day in its now trademark indecent legislative haste. The Bill formalized a US$35 million dollar settlement with Fortis, as compensation for government’s acquisition of Fortis’ 70% shareholding of Belize Electricity Ltd (BEL). GOB sweetened the deal with a 33.3% shareholding in BEL. Remarkably Barrow claimed that the cash settlement was barely a tenth of the over US$300 million dollar value that Fortis had demanded initially, and claimed victory. Continued on page 23

Belize City, October 24, 2015 PUP Leader Francis Fonseca committed to making youth development and cultural advancement priorities in his Government, at the launching of “Agenda For Now”, a youth and culture agenda presented by the Belize Youth Movement, the PUP youth arm. “I say to the young people across this nation. The next PUP Government will respect you, we will work with you and we will deliver for you,” declared the PUP leader when he addressed a spirited group of BYM members and supporters who came to the event. BYM leaders including the National President Alberto Vellos, Chief of Staff Micah Goodin, and member Esmeralda Luna presented on the youth agenda, along with the Party’s youngest Standard Bearer Josue Carballlo. Teacher and Art-
ist, Yasser Musa, and artist/social activist Katie Usher presented on the culture agenda. Vellos expressed, on introducing the agenda, that the ideas represent defiance to a system that has ignored the voice of young people. Musa shared that harnessing the power of youth and the work of culture and education will create a new, progressive, democratic destiny for young people. Rigo Vellos wins 4th Mr. Belize title Belize City, October 24, 2015 Rigo Vellos of Spartan Gym in Corozal Town won his 4th consecutive Mr. Belize title in a heated competition held by the Belize Bodybuilding & Body Fitness Federation (BBBFF) last Saturday night, besting upcoming challengers. Neal Gordon Gym star bodybuilder Oyinkro Akpobodor was 2nd place, and Edgar Carballo, claimed 3rd place. Three international judges from the Central American Bodybuilding Federation were invited to judge the competition to ensure that the officiating would be impartial and to forestall any suggestions of biased judging.

MANIFESTO POWER TO THE PEOPLE (2015 - 2019)
This Manifesto is being presented at a time of great uncertainty. In this our 34th year of independence, our neighbor to the West has become more belligerent in its unfounded claim to our country. The hard work of the previous PUP administrations that consolidated our security and achieved Guatemalan recognition of our sovereignty has been jeopardized by the UDP Government. Their irresponsible actions of appeasement in the face of aggression at the Sarstoon River, has created an unacceptable appearance of land cession in the south of our country. The PUP is mindful of the great challenges we face as a nation, both global and domestic, and sees the need for urgent concerted national effort to safeguard our territorial integrity and to spur real sustainable development that will benefit the Belizean people. For the past eight years one man wields absolute power in Belize. His family, friends, cronies and fellow Ministers have sucked the life blood out of Belize. Nepotism and corruption have become rampant in the higher echelons of government. The resources of the nation have been squandered and generations of Belizeans present and to come have been burdened with the legacy of growing poverty, gaping inequality and massive debt.
All 31 PUP candidates have signed a Contract with the People to implement the following measures:
GOOD GOVERNANCE
taking the profit out of politics CONTRACT WITH THE PEOPLE 1. Reactivate the Integrity Commission and restructure the Public Accounts Committee. 2. Bring into force the appointment of the 13th senator. 3. Repeal the illegal Petro Caribe Loans Act. 4. Repeal the draconian Gun Law which has caused many innocent people to be jailed unjustly. 5. Replace the oppressive Gang Suppression Unit (GSU) with a more effective anti-violence unit. 6. Establish a unit in the Ministry of Foreign Affairs to Internationalize the Belize Guatemala controversy. 7. Begin the phasing out towards the total abolition of Income Taxes and replace with a restructured Business Tax. 8. Maintain a moratorium on offshore oil drilling and support the call for a referendum on the issue. 9. Provide a regime for taxpayers to directly identify, manage and undertake community group projects at public expense. 10. Four (4) year fixed term for General elections on a set date. 11. Increase the minimum wage to $4 per hour. Nobody should earn less than $200 per week 12. Reduce GST from 12.5% to 10% 13. Electrification and potable water to all remaining villages. 14. Institute Re-Registration to clean up the voters list. 15. Provide a house lot upon reaching the age of 18. 16. Establish a National Indigenous People’s Commission.
The PUP is committed to a bold Economic Reform Agenda that will attract many new industries, the expansion of economic activity and generate thousands of new JOBS for Belizean Workers. The Next PUP Government Will: 1. Ensure the creation of 25,000 more jobs: 5,000 new jobs in agroindustry; 10,000 new jobs in the tourist industry and the services sector; 5,000 new jobs in knowledge based and I.C.T. industries including Call Centres and 5,000 additional jobs in culture, the arts and sports industries, the entertainment industry and energy related oil and gas industries. 2. Establish an Enterprise Fund that will provide start-up capital for hundreds of school graduates and women with income generating projects. 3 Promote private sector investments in new growth areas: Tropical plants and flowers for export, health-food industries, marine farming, organic fruits and vegetables, I.C.T. industries, food processing and value-added light industries. 4. Revitalize the Commercial Free Zones and establish industrial parks in strategic areas such as in Tower Hill in the Orange Walk District and Benque Viejo Del Carmen near the Western Border. 5. Construct the Manatee/Coastal Highway.
LIVING IN A SAFE COUNTRY
The PUP’s vision has always been for Belizeans to live in a good and safe country where their rights as citizens are respected and the rule of law prevails and democracy thrives. In recent years under the Barrow administration Belizeans have lived under a dark cloud of tyrannical behavior by rulers, violence and criminality on a scale unprecedented in the independent Belize. Belize now has the ignominious distinction of having the fourth highest murder rate (per capita) in the world. The Next PUP Government Will: 1. Strengthen the human and institutional capability of our armed forces, the BDF, the Coast Guard and the Air Wing of the BDF to better patrol our borders. 2. Provide better trained, better equipped and better paid soldiers and police officers. 3. Establish an Independent Citizens Complaints Bureau to investigate and address allegations of abuse and brutality by law enforcement officers. 4. Uphold the Constitution of Belize as the Supreme Law of Belize and strengthen the independence of the Judiciary and boost its budget for modernization.
Education: Creativity + Technology
GIVING EXPRESSION TO THE POWER OF YOUTH REALIZING THE ECONOMIC POTENTIAL OF SPORTS AND CULTURE The Next PUP Government Will: 1. Ensure Free Education from Pre-School to Sixth Form. 2. Invest in new and appropriate technologies that will enhance more effective methods of teaching and learning. Provide digital devices to students beginning at the high school level. 3. BUILD A FAN (Free Access Nationwide, a seamless super high speed internet in all schools and public parks. 4. Feed the children: Target schools that need feeding programs to prevent hunger. 5. Special needs: Promote inclusion and universal access to education for all special needs students. 6. Strengthen the capacity of the Special Education Unit to provide its services nationally for all students with disabilities. 7. Expand access to IT VETs and the APPRENTICESHIP program. 8. Strengthen and enhance teacher training programs. 9. Further develop the University of Belize (UB) and establish a UB campus in Corozal.
Arts and Culture
1. Establish a Culture Fund administered by the artists, the State and NGOs to support artists, and musicians in the cultural and entertainment industries. 2. Establish a Natural History Museum to be used as a hub for physical science learning. 3. Support the formation of studio and art schools focused on training in the creative fields.
Youth and Sports
1. Support our youth to excel in sports upgrade all indoor and outdoor sporting facilities across the country. 2. Develop a tax-break scheme as an incentive for sponsors of sports teams and competition by the Private Sector. 3. We will complete the Marion Jones Stadium and rebuild a Basketball and Volleyball Stadium. 4. Develop a National Sport Strategy in collaboration with the Sports Federations to promote sports for general recreation, training in physical education in schools from the primary level for boys and girls, and a calendar for competition in the main disciplines.

HEALTH FOR ALL
Fundamental to healthy living for all Belizeans are the basic programs of development that are central to this Plan of Action of the next PUP Government: Good paying jobs; equitable distribution of house lots and farm land; safe neighborhoods; clean drinking water; nutritious school lunch for the children; access to quality education, decent housing, sports and recreational facilities and an efficient and reliable public transportation system. The Next PUP Government Will Ensure: 1. The roll-out of NHI to the rest of the country. Free primary health care for all will be restored. The public and private partnership in the provision and delivery of health care will continue. 2. An end to Corruption in the tendering process for the procurement of medicines and hospital supplies which has led to inferior quality and chronic shortage of medicines and the process will be made fully transparent. 3. The appointment of political cronies and corrupt officials to key managerial positions in the Health Ministry will be terminated. 4. A renewed emphasis will be placed on wellness, exercise and healthy diet to reduce the incidence of life-style related illness such as diabetes, high blood pressure, HIV-AIDS, cancer and heart disease. 5. Public education on the deleterious effects of alcohol and drug abuse will be stepped up. 6. Well-equipped diagnostic facilities at all district hospitals to provide laboratory, radiology and ultra sound as well as effective maternity services, emergency and accident treatment. 7. The KHMH will be further upgraded with the employment of medical specialists and investment in equipment and medical supplies for serious trauma and intensive care cases. 8. Set up a HEALTH FUND to provide social assistance to deserving cases. 9. Build a new Western Regional Hospital in Belmopan and upgrade of all other regional hospitals and invest in rural health facilities and services. 10. Build a full service 24 hr Hospital in San Pedro Town.
THE WOMEN’S AGENDA
Charting Greater Pathways For Belizean Women as Nation Builders. The Next PUP Government Will: Pursue policies and programs to provide easier access to microcredit loans for women entrepreneurs and women’s cooperatives in ventures such as sewing factories, handicrafts, food processing and catering. 1. Implement holistic health and wellness programs to address women’s physical, mental, social and spiritual well being. 2. Ensure quality family health services countrywide including antenatal maternity and post natal services. 3. Focus on increasing national awareness and early detection of cancer programs. 4. Strengthen support services for all victims of family violence, rape, incest sexual assault and other forms of gender based violence. 5. Review the criteria for the non-contributory pension scheme for women 70 years and older who have been denied assistance because of political discrimination. 6. Maintain the boost and pantry program for all poor unemployed women, single head of household.
TOURISM MEANS BUSINESS FOR ALL
The growth in the tourism product during the last PUP administration brought unprecedented infrastructural developments, generated 1 in 4 jobs whether direct or indirect, and attracted the largest foreign exchange earnings. The next PUP Government will: 1. Establish a HOTEL and HOSPITALITY training SCHOOL. We will focus on doubling the number of overnight arrivals within 24 months. 2. Build a large convention hotel facility and offer Belize as an attractive destination for the holding of business and international meeting place. 3. Promote cultural and health tourism focusing on our attractive ecological and ethnic diversity as well as language training (English/ Spanish) sports and music tourism. 4. Continue the tourism development project to enhance new sites and National Parks across Belize. 5. Expand the marketing campaign to attract tourists from Europe, Asia and South America. 6. Give full support to sustainable tourism projects such as the Stake Bank Project.

AGRICULTURE, FISHERIES AND RURAL DEVELOPMENT
The PUP will provide unflinching support to the traditional industries – sugar, citrus, bananas, sea food – shrimp and lobsters as well as other marine products, farmed fish and farmed shrimps, papayas and cacao.
The next PUP Government will:
1. Provide 3% credit to small and cane farmers.Focus greater attention on increasing food production and increased food security. The Rice Industry, beans and corn production, meat and dairy products as well as fresh fruits and vegetable production will be fully promoted both for the domestic market and for the export trade. 2. Set up a multi-million dollar– Drought Relief Fund for Agriculture – Ministry of Agriculture, Climate Change and Environment – immediate study and plan with Climate Change Centre. 3. Continue to promote the sugar industry and cane farmers with all the subsidies and assistance 4. Give farmers in general across the country the attention and support they need and deserve access to potable water, expansion of electricity to all rural communities, better feeder roads, access to modern telecommunications and other support services are vital to a prosperous agriculture and rural development. 5. End the neglect and abandonment of rural communities and provide fully equipped road units for all districts. 6. Will transform BMDC- The Belize Marketing and Development Corporation to serve and cater to the changing needs and potentials of the agriculture sector. 7. Will work with all the key stakeholders of the Sugar Cane industry to refine the Sugar Industry Act and new Industry Strategy for the benefit of all in a fair, transparent and accountable manner. 8. Will ensure the procurement of affordable credit for farmers involved in the production of basic food staples (i.e. corn, beans, rice and soybeans) to ensure food security and affordability for every single Belizean. 9. Will ensure that all equipment used for agriculture and food production is GST zero-rated and that the necessary tax changes be implemented to benefit the farmers and consumers. 10. Will invest in human capital by training technicians and farmers at all levels, short term and long term to meet the growing needs, enhance knowledge and skills in technology required for competitive and sustainable production.
LAND AND HOUSING
The Ministry of Natural Resources over the past eight years has wantonly and corruptly confiscated people’s land, arbitrarily cancelled leases recommended by village councils and unlawfully issued hundreds of such parcels of land to friends, family members and cronies of the ruling party. The PUP will return the lots to the rightful owners. The PUP Will: 1. Provide a freehold lot title will be provided to first time home owners at the age of 18 years or older who are starting a family.Clean up the hot bed of corruption at the Lands Department. 2. Build a new housing subdivision between the airport area and the George Price Highway for the expansion of greater Belize City. 3. End the political manipulation in the lease and sale of national land. Secure titles will be provided to Belizeans based on need and merit. 4. End the unbridled exploitation of our forest as has happened with the rosewood extraction in the Toledo District controlled by a close relative of the Minister. 5. Convert all lease lots to Freehold Titles. 6. Expand opportunities for home ownership by securing adequate low interest mortgage funding for housing construction. 7. Give priority to the housing conditions of the poor and concentrate efforts on upgrading the housing stock providing low cost STARTER HOMES. 8. Provide a 5 acre parcel of land to farmers in need. Farm roads will be upgraded. 9. Restore the road unit in the Toledo District.
FOREIGN AFFAIRS,
FOREIGN TRADE AND COOPERATION Our foreign policy will be directed towards consolidating our nation’s independence, our sovereignty, preserving our territorial integrity from the Hondo to the Sarstoon (including Sarstoon Island) and protecting our national patrimony. 1. NO TO THE ICJ. 2. Deploy BDF and Coast Guard on the Borders – Save Chiquibul and Sarstoon Island 3. The next PUP Government will once more internationalize our struggle for freedom in the face of Guatemala’s unfounded claim to our territory. The 2015 General Elections are less than a week away and there is an anticipatory flash of excitement as the people seem riled up and ready to vote. It is as if people were just waiting for this day when they could freely express their discontent and rid the country of this tyrant that currently lords over us. There is a palpable sense of unity and hope and the people are obviously looking forward to better days ahead. If I was to hazard a prediction, I would say that this time around, Belize will see one of the highest voter turnouts ever. The functions of PACT are to encourage and promote, for the benefit and enjoyment of the present and future generations of the people of Belize, the provision, protection, conservation and enhancement of the natural and cultural resources of Belize. PACT is managed by a Board of Directors that is comprised of Government agencies, non‐government organizations and individual experts.
PACT awards research grants to support pure, applied or policy‐driven research in subject areas identified in the National Research Agenda. Applicants should be eligible Belizean Graduate or Post‐graduate students, researchers, and local organizations.
PACT is hereby inviting eligible individuals/organizations to submit proposal applications for its upcoming grant cycle. Funding is available for grants of up to $20,000 each and a minimum of 25% counterpart funding is required. This cycle targets the following research areas: The impacts, especially cumulative impacts, of different land‐use practices and industries on Belize’s natural resources and hydrology; The impact of social, political and economic factors on the natural resource base; The value of ecosystems and biodiversity; The impacts of climate change on ecosystems, ecosystem services and communities; The types, source, level and cumulative impacts of pollutants on environmental services to communities, ecosystems, and biodiversity; The impacts of invasive species, diseases and pest species on various natural resources. BARROWS EXPOSED A private lawyer is the sole witness to Dean Barrow’s arrogant and illegal deed regarding his special accommodation agreement with Fortis. Denys Barrow secretly signing as witness for Dean Barrow-Prime Minister. It’s a slight twist of the phrase: whom the Gods wish to destroy… Dean Barrow cannot remain the Prime Minister of Belize. His dastardly deeds stink to high heaven. Belizeans should have been warned, from early 2008 when the man became power mad. He was above the law. He was above being accountable. On becoming Prime Minister in 2008, Mr. Barrow had no goals, no vision for the people of Belize. It was always just about him. One of his first acts was to champion the oil companies in a big, big way. Within weeks of becoming Prime Minister, little Mr. Barrow from tiny Belize was in Washington taking plots with none other than George Bush, President of the United States. What was so important about Mr. Barrow and what was so important about Belize? Oil. When Mr. Barrow returned from Washington he already had a draft to change the Constitution of Belize. That change was a frightening sell out to oily interests. Newly elected Prime Minister Barrow tabled a law to his gullible and unsuspecting Ministers, the media and the people of Belize. The law was clear, any person who has petroleum minerals or any like valuable substance on or under this land would lose it to private companies and would no longer have any legal right to go to court to get their lawful compensation. It is the kind of ridiculousness that would be expected to come out of Haiti and the world’s most backward and corrupt countries. How did Belize find a Prime Minister so facey and so flunky to foreign interest that our scared Constitution was turned upside down? The late, great Belizean investor, who supported Dean Barrow in 2008, felt duty bound to challenge such audacity in the Supreme Court. Thank you Barry Bowen. Thank you for standing up for an important principle that every citizen has the right to go to the Supreme Court to seek justice. The brave Chief Justice who ruled against the power hungry Barrow was there and then marked for removal from office. Prior to this, out of left field, completely shattering any doubts that Mr. Barrow would be a Prime Minister to respect the rule of law and legal principles which are the foundation of the rights of Belizeans to their liberty, there came the amendment to another section of the Constitution. The Constitution protects the right to liberty; against any and all authorities to interfere with a person’s freedom. This includes that police cannot detain or lock up any person unless the person is to be charged for an offense. Such a person must be taken to Court no later than 48 hours after arrest. Only the Courts after a few trials can take away freedom and lock up a person in prison. Not good enough for Mr. Barrow. He introduced an amendment to the Constitution to give police power to pick up anyone and without any charge, or going to any Court; such a person can be taken to prison for ninety days. Yes, that actually happened in Belize at

the start of Dean Barrow’s reign as Prime Minister. There were howls from some lawyers, the Amandala newspaper and even UDP supporter Harry Lawrence of the Reporter wrote against this madness. Barrow explained publicly that he had lost his constitutional anchor and withdrew the proposed law. But the handwriting was there on the wall- in big bold letters. Barrow was bad news. Barrow was bad for Belize. Thereafter it was all down-hill for the nation. The man unleashed a wave of victimization. Hundreds upon hundreds, numbering in the thousands were the citizens whose lands were taken away. Leases were cancelled en-mass. Land titles-sacred in law were frozen. The public explanation was that such land ownership documents were under investigation. To this day, eight years after, hundreds of such documents remain in boxes in Gapi Vega’s side office. Jobs were being taken away from humble folks whose only wrong was to receive employment under the previous government. Students lost their scholarships; many studying abroad did not even get notice. Mr. Barrow’s repeated response to the bitter cries of victimization with the words-“I have no apology to offer”. Neither did he have any remorse of feelings for innocent citizens caught up in his party political vendettas. It should have been no surprise when general elections were called in 2012 that the masses voted to kick out Dean Barrow. He was predicting a win with 23 to 25 seats. He lost by two but thanks to a political Judas who sold out for pieces of silver Barrow scraped through by two seats. Two seats. You would have though he would mend his ways. He even promised he would. He said he would consult the new opposition. He would seek the views of the social partners and the public. Leopards cannot change their spots. Who is surprised that poverty has risen to 48 percent? Or that only 4 percent of young people are attending tertiary schools? Who is surprised that unemployment is at all-time highs (despite the official lies)? Or that the murderous gangs are still around? Look at our country and what it had become. Ministers are hustlers and gangsters. The resources of the nation are for the Prime Minister’s family and his cronies. Prostitution is on the rise as hard time bite at the bellies of vulnerable women. A goon squad names GSU roams the street behaving like Gestapos and abusing citizens. The Magistrate Courts are in a state of collapse with foreign magistrates abusing poor people. Unfair trials have creeped into our system. And trial by jury so sacred in a democracy has been abolished. Boy, how did we get here? Our national debt has been increased by Mr. Barrow by an additional one billion dollars, just like that. Three hundred million dollars from Venezuela has been stolen, hustled, wasted and squandered with very little to show. The man who would abolish our freedom, passed a Petro Caribe law to abolish accountability and oversight as required by the Constitution and the Finance and Audit law. And by the way the snobbish Carla Barnett follow supported this aberration which is a passport for corruptions. Do you hear any boast that the UDP will win with 25 seats? Do you detect a level of desperation in
the voice of Mr. Barrow as the day of reckoning draws near? Millions of dollars in stolen monies are being used to bribe and buy poor voters. But you don’t know what’s in the minds of the majority of people, do you Mr. Big Shot. BRIBERY There are some twenty odd persons working on Wagner’s Lane. This lane is by Wesley Church. It is a small lane, hardly trafficked. We counted six houses on the right side going east and seven houses on the left side. We saw many people in the various alleys. Why, seven days before elections, is government hurriedly paving Wagner’s Lane with cement? Simple answer. A desperate last minute attempt to bribe the voters. There was a young lady bending down and smoothing over the cement with a piece of stick. Poor thing, poor and vulnerable she desperately needs the little money being offered. Next week the job will be over and she will still be poor and vulnerable. She probably has children. They have no future. Several of the workers have been forced to wear red shirts of Tracy Taeger, the UDP candidate who couldn’t care less for the poor people on Wagner’s Lane or in the Albert Division. Where did this non-people lady come from? Miss Taeger is an unknown and an unpopular person. Like Carla Barnett she is handpicked by the Prime Minister whose desperation to win a third term is over-arching. Taeger’s campaign is based entirely on the money machine of the UDP- corrupt money for a corrupt campaign. Last week across the south-side of Belize City it was mattress floor, rice and sugar being personally handed out by the desperate UDP politicians to a desperate section of our population following the flood waters. After the elections next week, they will be living in the same impoverished conditions, looking for a hand-out but there will be none-if the UDP is returned to government. Because the country is broke and the Venezuelan millions are no more. For these people on the south-side of Belize City and in Toledo, Stann Creek and Cayo, dog will eat their supper if government is not changed.

Red meat is linked to causing prostate cancer and pancreatic cancer. There are the findings of scientists after comprehensive research. The World Health Organization released their findings this week. All over the world these revealing results of research is big news. Not in Belize. The government, as has been their negligent practice, has nothing to say to Belizeans. THE BRITISH ARE COMING The army of our former slave masters and colonial losses will be coming to Belize, supposedly to train. This information was released on Wednesday 27th October just days after Jimmy Morales was elected the new President of Guatemala. Morales is supported by the military of Guatemala and has been speaking very frankly about Guatemala’s position in regaining “their land” of Belize. Only two months ago the Guatemalan government in a so called Diplomatic Note written to our Prime Minister made it clear they had taken over the whole of Sarstoon River along with Sarstoon Island. The usually verbose PM has said not a word to this nation. Does having British troops in Belize mean anything in relation to Guatemala’s threats. No. They both want Belize to give up territory. BRUTALITY Even as we are writing the above reports are coming in of the brutal behavior of some members of G.S.U. The brother of the Head of the G.S.U seems to have satisfied himself he cannot face sanctions for abusing his uniform and beating up people. Wrong. It’s only a matter of time and you beating the wrong person.
BARROW EXPOSED AS The Prime Minister was categorized in front of the cameras earlier this week. Having been exposed as one of those politicians who cut deals behind the nation’s back and then signed a secret Accommodation Agreement. The P.M. confronted with a distasteful secret Accommodation Agreement stated, oh! foolishness. It wasn’t secret; I later gave all documents to the National Assembly when I rushed through the B.E.L law. Not so. Senator Anthony Sylvestre has stated categorically no such Agreement papers about BECOL were made available. Senator Lisa Shoman has likewise gone public and on the record-no such thing was done by the P.M. But the lie was driven home was Senator Lizarraga representing the timid business community came public on Wednesday to confirm that no such documents were made available. If the media were to press the P.M for clarification, which they will not do; the P.M would just lie and wiggle like a wiggle waggle and say-oh, it was an oversight by the clerk of the National Assembly. Or better lie still, would be to produce Senator Thimbriel, the Real Estate Mogul, or senior citizen Senator Joy Grant to say, yes we got the secret docu-

GOB sells Caye land to Elvin Penner & family Belize City, October 26, 2015 The Lands Ministry has become a piñata of sweet deals for UDP cronies and the family and close friends of the Minister of Natural Resources and Deputy Prime Minister Gaspar Vega. Even some of the most corrupt UDPs have benefitted. Documents leaked by the Lands Ministry show that earlier this year passport Elvin Penner and his family were sold large tracts of land including special caye land in the Turneffe Islands. The document shows that the land first valued at $65,000 was sold at $26,000. Can you imagine Penner being rewarded in this manner by the UDP Government in exchange for his agreement to continue supporting the UDP? For the past few weeks, Penner has been seen campaigning with the new UDP candidate in Cayo North East. The UDP have no shame, but their abuse of power has crossed the line.

Barrow’s Secret BEL Deal
Continued from page 7 The Bill went to the Senate for final approval on Friday, September 4, 2015 at the time, it was reported that Governor General Sir Colville Young would sign the Bill into law on Monday, September 7, making possible the disbursement of the cash settlement to Fortis by Tuesday. In fact it was signed and gazetted by SATURDAY, September 5, 2015. The Settlement Act averted certain political embarrassment for Prime Minister Dean Barrow’s administration, as Fortis had appealed the acquisition to the Belize Supreme Court and to the Court of Appeal, which ruled in GOB’s favor on May 14, 2014; at which Fortis took their case to the Caribbean Court of Justice (CCJ). Barrow boasted that there were no secret deals - he BOASTED of this in the House and the media that were NO secret deals. But there IS a secret deal. It is contained in a document called a “Deed of Confirmation and Assurance” which was never disclosed to Parliament nor Belizeans. This week, the Business Senator Mark Lizarraga confirmed he was not provided with the document. In this settlement, the Prime Minister bound the Government and people of Belize, guaranteeing a rate of return to BECOL and Fortis for electricity supplied by its hydroelectric facilities in Belize for the remaining term of the existing power purchase agreements with Belize Electricity Limited - another 20 or so years. This is the mother of all secret deals. In this deal, Barrow does, among other things, commit that BECOL will be allowed to carry on business in Belize “without interference”
by anyone including the regulator and the courts. The Government effectively tied the hands of the PUC when it comes to regulating the power company. Barrow also commits that the Government and people of Belize will indemnify BECOL against any losses sustained as a result of any determination which the PUC, as a regulatory body, or any court may make against its interests. Barrow also committed the people of Belize to international arbitration in the event that Fortis chooses to resolve any dispute arising out of the agreement to such arbitration. And when Deed of Settlement and Compromise is carefully reviewed, a breach of any of the terms of the Deed of Confirmation and Assurance is a trigger entitling Fortis to exercise the PUT OPTION requiring the government to buy the remaining Fortis shares in Belize Electricity Limited at full book value. This of course was carefully edited by Barrow to look like a win, when it is really a sword of Damocles hanging over our collective national heads. And who SIGNED this infamous agreement that locks us into legal bondage to BECOL? Dean Oliver Barrow and his brother Denys Barrow. The Anansi Brothers. This is the real cost to the Belizean people of the wrong-headed nationalization which could obviously have been avoided by negotiating with Fortis to buy its shares from the outset. Consumers in Belize will have to pay for Mr. Barrow’s pissing contest with Fortis. And it is consumers that will ultimately be shafted -TWICE- both as consumers and as citizens.
