Tuesday, November 22, 2016 Cruise tourism giant Norwegian Cruise Lines (NCL) has officially opened its Harvest Caye Island getaway in this country, and Belizeans are not allowed to go anywhere near it – not on the island, the dock, the beach or even in the waters around this new ‘foreign territory’ in Belize. Harvest Caye is a multi-million dollar investment which NCL has made in Belize. It was constructed with the idea to create an island paradise for the company’s guests. Billed as a “75-acre oasis”, it comes with a 15,000 square-foot swimming pool, a cascading waterfall, a swim-up pool bar, canopy cabanas, a two-story indoor/out-

GOB CAN’T PLAY WITH TEACHERS’ PAY Tuesday, November 22, 2016 The move by Deputy Prime Minister and Minister of Education Patrick Faber to punish teachers was foiled by the Supreme Court on Monday. In a decision handed down in chambers, Chief Justice Kenneth Benjamin granted the BNTU an injunction which prohibits the Ministry from cutting teachers’ salaries this end of November, just before Christmas, as it had intended to do. Instead, the matter will proceed to substantive trial set for December 16th. Until that matter is heard and pending a decision, the government has been ordered to pay teachers their full salaries, without deductions. Emerging from the courtroom Monday afternoon, BNTU attorney Eamon Courtenay explained that he felt the injunction was granted because the Chief Justice believed that
the case is arguable and there is a “real likelihood that we will succeed at trial.” While attorneys for the Ministry of Education argued that reversing the deduction order set in place would be complicated, Courtenay told the media that “the CJ said that more people will be affected if they don’t pay than people who have to do overtime to correct the situation. So the teachers have to be paid and be paid on time.”

Wednesday, 23 November 2016 As we go to press, Independence Police confirm that one person is in the custody of Belize City Police and it is believed that others will soon be detained for the heinous and deliberate arson and destruction of property in the southern community of Trio. 6 hard-working farming families are homeless after their homes were mercilessly destroyed by a group of men. Those culprits burnt down five houses and because one of the houses was fire resistant, they used a vehicle to break it apart and pull it down. The incident happened on Thursday, November 17, sometime after 9 p.m., when the residents were at their homes. It is believed that the arsonists arrived in a grey Mahindra pickup truck and started lighting the homes of the residents on fire. Before they could react,
their homes were almost completely engulfed by the blaze, and all they could do was escape unharmed. So why would anybody want to bring harm to these farmers by destroying their lives and all their personal belongings? The answer may be that the land they are oc-

The objective is to create a location where the guests can do everything that they would want to do, all without having to leave. If the guest still want to tour other parts of Southern Belize, tour operators hand-picked by NCL have been engaged to provide that service. There are a number of Belizeans who have been hired into the hospitality industry who are being trained to cater to all the needs of the cruise guests who arrive on the cruise ships. There are 5 of them which will bring guests to Belize, and those include the “Norwegian Escape”, the “Norwegian Getaway”, “the Norwegian Dawn”, the “Norwegian Pearl”, and the “Norwegian Jade”. The “Norwegian Dawn” was the ship to bring the first 2,000 passengers to the island on Thursday, November 17, which was the island’s grand opening. Apart from being the first investment to bring cruise tourism to the south, Harvest Caye has the only berthing facility in Belize which allows cruise ships to dock right up close to mainland. This eliminates the need for cruise ship tendering, where smaller vessels have to be used to take the tourists from the ships to dry land. This was accomplished with extensive dredging to create channels deep enough near Harvest Caye so that the ships could safely approach. The same landfill from the sea was used to construct some of the sandy beach. Since it is a port of entry, the Immigration Department will be on site to process the travel documents of all the guests who wish to get off and enjoy Harvest Caye. There are also police officers who are stationed out on the Caye to keep law and order. The major investment is not without its major returns, though. NCL enjoys a number of attractive business arrangements with the Barrow Government. Back in 2013, when the Memorandum was drafted, when the arrangement was being negotiated by the Ministry of Trade officials, it was agreed that of the $7 head tax which the Government would collect per arrival of each tourist, NCL would

THE BELIZE TIMES get back $4. This is to allow them to recoup their investment as quickly as possible. That arrangement was much criticized by overnight tourism interests who characterized it as “crack-head economics.” Also, 9 months ago in January, the UDP Administration passed the Belize Island Holdings Facility Development Bill of 2015. Belize Island Holdings is NCL’s local company which owns Harvest Caye. That bill allowed the Government to give NCL huge tax breaks in the form of line tax and duty exemptions. Why did this cruise company need tax breaks in Belize? Then, there is the 25 year exclusivity contract which the Government agreed to give NCL which guarantees that they are the only cruise port in the South. In October of 2015, the Supreme Court struck down cruise exclusivity when Developer Mike Feinstein went up against the owners of the Fort Street Tourism Village. Yet, NCL’s exclusivity arrangement still stands, and if there is no one to challenge it, they have 25 years in which to enjoy all benefits of the very lucrative arrangement with government. So, apart from those who are hired to work on the island, Belizeans should heed the warning. That is private property, keep out. Not even the independent media was allowed to visit on Thursday for the opening. Norwegian requested that the Government Press Office cover the event and share it with the rest of the press. In their opening ceremony, Tourism Minister Manuel Heredia Jr., Transport and NEMO Minister Edmond “Clear the Land” Castro, and Kim Simplis-Barrow, the Prime Minister’s wife, were able to experience the luxury of the island, something which ordinary Belizeans will never be able to do. Colin Murphy, NCL’s Senior Vice President of Destinations and Strategic Development and Heredia Jr., both gave each other pats on the back for the finished product that is Harvest Caye. At least where NCL is concerned, we can certainly see why they are so excited.

But it appears that the Ministry may yet attempt to find a way to punish teachers as long as they can. As she came out of the courtroom Monday, looking a little confused, Chief Education Officer Carol Babb told media personnel, “I don’t think it will be ready for the 25th because we explained that this is a process that takes about two weeks. I am not in a position to say when the salaries will be ready…I don’t know if it will be ready for the 25th. I think it’s highly unlikely that it will be available.” Government employees in the know told us that Babb is being disingenuous, and that the matter can easily be remedied with a few clicks of a button. Persons in the public service in charge of payroll would simply need to delete the payroll record which includes the deduction and insert a new record without deduction, eminently doable because at the time of the Court order pay-sheets had not yet been verified by Treasury for submission to the bank. As soon as he got ownership of the land, he reportedly visited about 20 families who had built their homes on the large parcel and demanded that they vacate or pay him 20 thousand dollars. The residents say that they have been living on these lands for over two decades and they’ve built farms and their homes on it. They say that past Governments and area representatives have all promised them that the state would acquire the land, so that it becomes Crown Land and they could then own it legally. That ended up being an empty promise, and so the villagers themselves attempted to seek out the Lands Department to get permission to survey the land. They have produced a copy of a letter given to them by the Lands Commissioner, from 2000, which gave them the right to survey some 30 plus acres of land in the Bladen River area, of Toledo. of a day, if that. Yet Babb wants us to believe that the process is so complex that she has no idea when teachers will be paid. She has become as petty and spiteful as her boss. But it won’t work. According to Courtenay, “they knew from the 9th that we would be coming to Court and yet, in order to attempt to tie the Chief Justice’s hand they decided to start processing it and tell the teachers oh, well if we do this injunction and they tell us that we have to pay we can’t pay on time. That is bad mind and spite, and the Chief Justice would have none of it. He said pay the teachers on time.” Legal sources tell us that if the teachers are not paid, or there is an attempt to unreasonably delay payment, it would constitute Contempt of Court. Representing teachers at Monday’s injunction hearing flanked by members of his Council of Management, BNTU President Luke Palacio stated, “we went back to the classroom without anybody coercing us. We thought and we knew it was the responsible thing to do. But the Minister of Education who is clamouring or wanting to become the Prime Minister of this country has decided that he is going to punish the teachers. That is the only thing that you can see out of his actions.” While the Court’s decision is clear pending the full trial on December 16th, this is a government that has been known to bob and weave around Court orders. Since the intention is clearly to punish teachers for daring to demand good governance from a corrupt government, it is likely that Minister Faber will find some way to exact petty revenge.

MOH OWES OVER $20M IN OUTSTANDING PHARMACEUTICAL BILLS
Wednesday, November 23, 2016 Eyebrows have been raised over the Ministry of Health’s last procurement of pharmaceuticals via a short term tender of only six months as opposed to previous tenders that have lasted longer. One of the reasons behind it, as explained by Health CEO, Dr. Ramon Figueroa is that the Ministry “had an incredible outstanding bill above and beyond the approved budget for last year for pharmaceuticals. Actually it was for this financial year… Outstanding was about 23/24 million… It really went through the roof. Before that it was pretty much stable,” he said. According to Dr. Figueroa, the yearly expenditure for pharmaceuticals AND all medical supplies hovers around 17 to 18 million dollars. Believing that they could be more efficient and purchase much more with the money budgeted…Dr. Figueroa says he sat down with the pertinent health officials and the 10 or so pharmaceutical providers around the time he took over from CEO Dr. Peter Allen after the November 2015 General Elections. Most of them, he said, still had a large stock of items to deliver to the Ministry. They therefore asked the providers for an extension of the
Dr. Ramon Figueroa same contract from the previous year to carry them through to September 2016. This would also allow the Ministry to figure out a payment plan for the providers who were owed “quite a bit of money.” By the time September 2016 rolled around, pharmaceuticals and supplies were still available. Therefore, even though the Ministry had previously promised providers that the following tender would be for a year and a half, health officials chose to make it a short term tender from September 2016 to March 2017 “because we figured that there were a lot of things that we had to put in place so that we can control the supply chain, meaning ensure that
there is quality in the medication that we procure because we were going to start to demand that providers submit their general certificate of manufacture for each of the products and certification by product – which is a certificate of quality for each of the products that they are bidding for.” Dr. Figueroa admitted that the above was not being enforced and the concern is that patients may have been put at risk because of it. What was happening was that in some cases, the providers of medicinal drugs did not have certificates for items they were providing. Instead, they only had the certificates for the manufacturers. The providers were given time to comply which we are told is another reason for the short term tender. Dr. Figueroa stated that it has been time consuming because the providers did not realize that they were serious about the controls now being put in place. Apart from not having the quality assurance certificates for products being procured, some of the providers, at the time of delivery to the Central Medical Stores, sometimes changed the manufacturer and even changed the presentation of the product. For example, “instead of giving us an antibiotic of
3 03 500mg that was in the contract, they come and deliver 250mg which is not acceptable.” Health officials have just discovered this particular occurrence in the last couple of weeks and Dr. Figueroa affirmed that they are starting to monitor the situation and have written one of the providers informing them that, as a result, they will not be paid for their products. Is it illegal though? Figueroa would only say “it is outside of the contractual agreement.” Another question that arises is for how long the enforcement and monitoring was not being done. Dr. Figueroa said that when he got to the CEO seat, there was no indication of it having been done before. The Ministry will soon advertise for pharmaceutical tenders for the next fiscal year beginning April 2017. There have been rampant allegations that the Minister of Health, Hon. Pablo Marin and Director of the Drug Inspectorate Danini Contreras have been secretly setting up a company to bid for the tender of pharmaceutical supplies next year. Asked for clarification, Dr. Figueroa stated that “we have no knowledge of something like that happening. If it did happen it would be a conflict of interest and I don’t think either the office of the Director of Health Services or my office would stand for that. And remember that at the end of the day, I’m the one that signs those contracts. It’s my head on the block. If you are asking me: would I allow something like that, absolutely not!”

Would the Member for Queen Square and Minister of Finance please confirm or deny reports that due to serious current revenue shortfalls, GST on goods will be raised to 15% in January, and not in March as suggested?
Would the Member for Queen Square and Prime Minister please explain how, in a time of economic crisis, he can justify giving his recently acquired luxury SUV to his colleague in Collet and acquiring another brand new luxury SUV for himself? Would the Member for Collet and Minister of Education say if he will now abandon his petty and malicious campaign to punish the teachers? Could he further say what he will be giving Collet resident for Christmas cheer since all the Petrocaribe money is done? Would the Member for Corozal Bay and Minister of Health please confirm or deny rumours that he and the daughter of his colleague from Cayo West are partnering in a company to provide pharmaceuticals to the Ministry of Health? Would the Member for Corozal Bay and Minister of Health please also clarify if it is not a conflict of interest for a Minister to be romantically involved with a high-ranking member of his own Ministry who is responsible for a sensitive area like pharmaceuticals? Would the Member for Cayo Central and Minister of Works please clarify if he, his colleague from Cayo West and his colleague from Corozal Bay are involved in any private enterprises together? Could he further confirm or deny reports that he is a director in RGM Trading which supplies vehicles at exorbitant prices to the Ministry of Health? Would the unelected Senator and Minister of Natural Resources please provide an update into the investigation into fraudulent compensation payments made to UDP cronies since 2008?

Wage bill reduction is fancy-talk for RETRENCHMENT. We’ve been warning you. It’ll happen soon. MariCon… Last we heard, Minister of Health Pablo Marin was calling Erwin Contreras suegro and he’d completely renovated his house in Corozal on the instruction of his newfound love. There’s nothing wrong with love. Hell, I’m in love with love, but see…Pablito’s sweetie-pie is the Director in the Drug Inspectorate in the Ministry of Health so her boss is her babes. And see, because of certain shady moves in the Ministry this drug inspectorate director, daughter of Minister Erwin Contreras and heartstring of Minister Pablo Marin, is one of those people who can approve the passage of pharmaceuticals across the border. See where I’m going with this? Word is that the electrician turned politician and the politician’s daughter turned drug director have been looking into forming their own company to supply pharmaceuticals to the Ministry of Health…hustling noh done with this crew. Keep an eye on this one. Connections… There’s a company called RGM Trading registered in Benque. It’s owned by the brother of Minister Rene Montero and supplies vehicles to the government, including to the Ministry of Health. We’re still digging into that one, but word is that Erwin Contreras, Pablo Marin and Rene Montero are silent partners in RGM Trading. While Erwin has managed to stay out the spotlight, his alleged ties to the underworld in Guatemala are the subject of gossip even in Cabinet. We also know that Montero is a ‘rags to riches’ story which would be inspirational if it wasn’t so damned sordid. This man had nothing before politics and is now a multimillionaire. He’s one of those persons who fought against the signing of UNCAC and the Integrity Commission because he knows that if his dealings come to light he could be spending a whole lot of time on the inside looking out. Don’t take your eyes off this western connection. They’ll be in the news soon enough. Minister of Scandals Edmond ‘Corruption’ Castro hasn’t even been a full minister for a month and already there is a ripe scandal brewing at NEMO. Nobody should be surprised. This is the man who used Belize Airport Authority checks to pay his personal bills, remember? Then he cried hard times in the House, saying he was broke so the money was a contribution. What a frigging crock. Listen to this…houses are going up all over the place, NEMO paying the bills, but we’ve been hearing on the grapevine that these houses aren’t really going up, if you know what I mean. The hustle is simple. We’ve been hearing that in some Southside constituencies Ministers are sending in lists requesting multiple new homes at the same address – three, four, five homes on the same property. In other areas, like the Minister’s constituency, new homes are being requested for persons who sustained no damage during Hurricane Earl. And you heard this one here first…the Minister has already requested a replacement for the current NEMO National Coordinator because he doesn’t like all the scrutiny. That’s in the pipeline. Wait for it… Love (UDP) FM… Check this out. For a while now we’ve been hearing that a certain media house/radio station has been bought out by either the First Son or the PM’s new golden boy Mark Espat, or a company formed by both. Then Ernesto comes back on the scene and shortly after we hear that a bag of money was delivered to the leader of the BPP. Shortly after, that party starts to fall apart – two prominent members resigning with no explanation. The BPP for all intents and purposes goes silent. Then this week we hear officially that Ernesto Vasquez, the new voice of Love FM, works out of the Prime Minister’s Office. Just saying all that to say this…connect the dots and decide for yourself – Love FM or Love (UDP) FM?

No Justice…No Peace!
T
he brazen murder of young Tyler Savery has inspired a passionate outcry. Belizeans are outraged, frustrated and heartbroken. The images of milkshakes placed lovingly on a shrine and his beautiful smile are seared in our heads. He was innocent. We cry out for justice, but what can we do? There is none to be had. We shed tears for Tyler now, but it will pass. How many of us remember the names Joshua Abraham and Daniel Espat? How about Kaylee Burgess and Kaylee Alvarez? How long before we forget about Aaron, Ian and Empress? Social media has been lit up since the death of Tyler, as it is after every horrific crime, particularly against an innocent. But it will pass. The anguish is real from family members. The cry for something, anything is real. There are those who call for prayers as the only hope, and others who point out that we can pray every second of every minute of every hour of every day…and blood will continue to be spilled in our streets. Mothers will continue to grieve. Evil will continue to flourish. And Belizeans will continue to be denied the justice that in many cases is the only consolation to be had. The man, the monster Police say pulled the trigger and sent that bullet into Tyler’s heart is behind bars. But how many accused murderers are put behind bars hours after the most heinous crimes, and months or years after walk down that Court steps free men? Far too many! It seems that every week those who are said to have perpetrated terrible wrongdoing are set free. Evidence mysteriously disappears. We saw that just this past week. Witnesses refuse to come forward because they fear for their safety, and who can blame them? Many times the Police did not follow the right procedures and savvy but unscrupulous attorneys find loopholes. The popular thing right now is for the accused to claim that their confession statements in which they detail gruesome murders were coerced, or beaten out of them. And so they walk free. Remember Raylene Dyer? She was only 18 years old, but another young woman wanted her child and arranged for Dyer to be killed, her head cut from her body. Those who committed the atrocious act – the mastermind and the three men who physically held Raylene down and killed her – were evil. But they all walked on technicalities, their confessions inadmissible. But what can we do? Last week PUP Leader John Briceño again offered the assistance of the Opposition in finding ways to address the crime epidemic. While the offer is sincere, this Government will ignore it. And the truth is that while it is considered politically incorrect to blame the government of the day for crime, it is
this government which is completely to blame for the current lawlessness which pervades so many of our communities, and for the justice denied to so many. It is simple. Under this administration, the security of our people has been anything but a priority. It is near the end of 2016 and our Police Department cannot even boast a nearcapable forensic/DNA-testing facility even though the Prime Minister has promised one on multiple occasions since 2007. From 2012-2015 this government spent close to $400M in Petrocaribe monies, yet not a dollar for this essential component in the administration of real justice. Millions were spent on select UDP-connected attorneys, yet no effort was made to properly resource the prosecution arm of the Police Department or the Office of the Director of Public Prosecutions. In many of our communities where crime is rampant, Police Stations are uninhabitable, left abandoned because this administration could not find the money to fix them up. There are formations which service large areas but cannot get vehicles to adequately patrol. This administration spent $400M from 2012-2015, but yet it seems that for our Police Department to get anything they must go begging to the US or some other generous entity. And of course, there is the fact that the Police Department has been infiltrated and manipulated by political powers. The Commissioner of Police is a political pawn, as are many who serve at the highest levels. This has created serious division and a lack of morale within the Department, but this administration has done nothing to remedy that situation. It affords them protection when Ministers break the law. It allows them to hand out Get Out of Jail Free cards to cronies and operatives. There are Ministers who have gotten rich through their association with the underworld, so to speak. There are Ministers who are movers and shakers in that criminal underworld. The Police know, but their lack of principles, complicity or perhaps fear has tied their hands. Our entire system which should see the proper administration of justice is in shambles under this administration, and it is because citizen security is not a priority. That is the plain truth. Perhaps it is because death and mayhem have yet to come knocking on their doors and the doors of their loved ones. See, UDP Ministers and the privileged few near and dear to them are insulated by the wealth and privilege of their positions and connections. Normal Belizeans don’t enjoy the same protection. So don’t cry for Tyler, or for the many who die senseless deaths, if you are willing to accept and turn a blind eye to what is being done to us and around us. If there is injustice perpetrated by any administration, there will never be justice in our streets.

Top CSEC & CAPE Performers Awarded Belize City, November 23, 2016 Some 366 outstanding Belizean students were recognized and awarded certificates of excellence in the May-June Caribbean Secondary Schools Certificate Examinations along with 15 scholars who had excelled in the Caribbean Advanced Proficiency Examinations (CAPE), when the Ministry of Education hosted its annual awards ceremony at the St. Catherine Academy auditorium in Belize City on Wednesday morning, November 23. The education ministry awarded a full two-year scholarship to the two most outstanding performers who also received a Samsung tablet from Belize Telemedia Ltd. Rhiki Alexander Alegría of St. John’s College won top honours as the most outstanding student; he sat 18 examinations and achieved 16 Grade I passes at the General Proficiency Level, of which he achieved 1st place for Music, Electronic Document Preparation and Management, and Physical Education and Sport. His other Grade I passes were in Biology, Chemistry, English A, English B (Literature), Information Technology, Integrated Science, Mathematics, Office Administration, Physics, Principles of Accounts, Principles of Business, Spanish and Human and Social Biology. He also passed Religious Education with a Grade II and passed Visual Arts with a Grade III. He received the Subject Group award in the Sciences. Irene Gisselle Flores of Edward P. Yorke High School was almost as stellar with 13 Grade I passes at the General Proficiency Level; of which she achieved 1st place in English B (Literature). Her other Grade I passes included Biology, Chemistry, English A, Information Technology, Integrated Science, Mathematics, Physics, Social Studies, Spanish, Electronic Document Preparation

CJ to Decide on Supremacy – Constitution vs. Parliament Wednesday, 23 November 2016 On December 6th, Chief Justice Kenneth Benjamin will deliver his response to an application by acting Solicitor-General Nigel Hawke, acting on behalf of Government, specifically Speaker of the House Michael Peyrefitte and Clerk of the National Assembly Eddie Webster. Hawke has asked the Court to strike out a case brought by PUP Cayo South Area Representative Julius Espat contending that his suspension from the House in August 2016 was improperly done and thus illegal and should be voided. It is basically the only argument presented by the government side. According to attorney Andrew Marshalleck representing Espat, “The defendants who are the speaker, the clerk and the Attorney General, have offered no defence to the claim on the merits yet, but instead applied to have the matter struck out on two grounds. They say that the courts not lack jurisdiction to
Hon. Julius Espat inquire into the internal affairs of parliament and that Mr. Espat has an alternative remedy for redressing what happened. This is to go back to the house for a resolution to terminate the suspension.” In August PUP Area Representative Julius Espat was ordered out of the House of Representatives in August, arbitrarily suspended because he hurt
Michael Peyrefitte the feelings of House Speaker Michael Peyrefitte. Peyrefitte was so offended, in fact, that he ordered Police to physically and forcefully remove Espat from the House, an unprecedented action in Belize’s young political history. From the very beginning, Espat asserted that his suspension was not conducted in accordance with the Standing Orders of the House – that is, he was not named
by a sitting Member and the matter was not put to a vote before Peyrefitte ordered him removed. Additionally, GOB moved after the bogus suspension to instruct that Espat’s salary as a representative be withdrawn from him for the duration of the suspension, a duration which is unspecified. Another unprecedented move in the circumstances, since being suspended from the House does not mean that you stop representing the people of the constituency. On December 6th the CJ will decide on whether the government’s application to strike out the case should be entertained, though it seemed clear from Tuesday’s hearing that there is precedence to show that the Parliament is not supreme over the Constitution of the country. According to Marshalleck, “The injunctive release is to stop the officers of the House from acting in pursuance of the unlawful suspension. It means that if the suspension isn’t lawful, then nobody should be acting to enforce it and that seeks to restrain them from doing so… because they have been acting to enforce it.”

GOB Fell Asleep on Debt for Nature Swap!
Wednesday, November 23, 2016 As Belize scrambles to convince holders of the 2038 Bond to restructure for an “unprecedented” third time, documents leaked to the media reveal that the current administration dropped the ball on a proposal that would have eased pressure from bond commitments by US$100 Million. Following Prime Minister Dean Barrow’s election in 2008 his administration was approached by The Nature Conservancy (TNC), a charitable environmental organization. TNC proposed a debt-for-nature-swap, a transaction which would have seen TNC buying US$100 Million worth of Superbond debt. TNC had even gotten pledges for up to US$60 Million at one point during the course of negotiations which lasted years but was never given serious political consideration. According to sources familiar with the negotiations, PM Barrow was involved in the discussion in its initial stages. Mark Espat, Joy Grant, Collin Young, Godwin Hulse and Mike Singh were all involved in the discussion on government’s behalf through the years before negotiations finally broke down. The conditions for the debt-fornature swap included many measures Belize is already undertaking by way of protecting the marine environment. Sources close to the negotiations indicate that GOB was reluctant to agree to a condition which would have ensured that Belize pass legislation to ban offshore oil exploration. TNC later removed the clause from the agreement but GOB still never accepted. Under the arrangement, TNC would have paid bondholders US$100 Million and an offshore trust would have been established. Sources also say this was a point of contention for GOB as it did not agree to the fund being kept outside of Belize. TNC agreed to give GOB a seat on the board, which would have overseen the fund, however, GOB also took issue with the fact that it would not be able to Chair the
board or control a majority on it. Had there been an agreement, GOB’s Superbond payments toward the US $100 Million would have been routed to the trust and that money would be used to further marine conservation efforts in the country. TNC had willing donors who were ready to front the money, still, GOB never agreed to the deal. The debt-for-nature agreement included nine commitments GOB would have had to uphold. Many of the conditions, however, are initiatives already being undertaken by government. The nine commitments included the adoption of the Integrated Coastal Zone Management Plan; strengthening Environmental Impact Assessment regulations; adoption of a National Economic Alternatives and Fisheries Diversification Plan; an Action Plan for shark conservation; implementation of mangrove regulations; declaring all remaining cayes as national land as marine protected areas, promotion of sustainable fishing practices; funding and implementing a national monitoring protocol and revision and enforcement of the national Enforcement Strategy. Negotiations officially came to an end in early 2015. After Belize failed to capitalize on the historic and unprecedented offer, TNC made a similar proposal to Seychelles, a small island nation in the Indian Ocean. Seychelles accepted a US$30 Million debt-fornature swap proposal, much less than the US$100 Million offered to Belize, and committed to more deliverables than GOB was willing to commit. Some economic insiders believe that Belize could have averted its current financial crisis had it accepted the TNC debt-for-nature swap, which would have provided nearly 20% relief from Superbond payments. It would have also ensured between US$10-15 Million for marine conservation annually. But that’s all water under the bridge, which government is preparing to cross hoping that bondholders will be willing to listen to cries for financial mercy.

The United Nations Secretary-General’s campaign “UNiTE to End Violence against Women” (UNiTE) in support of the initiative, acts as a platform to increase awareness and create opportunities for discussion about challenges and solutions. The theme this year is “Orange the World: Raise Money to End Violence against Women”. The United Women’s Group of the People’s United Party stands in solidarity with other national and international organizations in efforts to end violence against our Belizean women and girls. In light of the recent spike of violence against young children, the call goes even further to end ALL forms of violence against the most vulnerable members of our society. The prevalence of gender based violence in our communities is much higher than we may want to acknowledge or accept. For clarity, Articles 1 of the United Nations Declaration on the Elimination of Violence Against Women in 1993 defines violence against women as “any act of gender-based violence that results in, or is likely to result in physical, sexual, or psychological harm or suffering to women, including threats of such acts, coercion or arbitrary deprivation of liberty, whether occurring in public or private life.” Article 2 further details violence against women to encompass, “but not be limited to”, the following: a. Physical, sexual and psychological violence occurring in the family, including battering, sexual abuse of female children in the household, dowry-related violence, marital rape, female genital mutilation and other traditional practices harmful to women, non-spousal violence and violence related to exploitation; b. Physical, sexual and psychological violence occurring within the general community, including rape, sexual abuse, sexual harassment and intimidation at work, in educational institutions and elsewhere, trafficking in women and forced prostitution; c. Physical, sexual and psychological violence perpetrated or condoned by the
State, wherever it occurs. Undoubtedly most women in Belize have experienced some form of violence or violation by this definition. Even if we were to ignore formal definitions, most, if not all women have experienced that dreadful, unsafe, insecure and vulnerable feeling, either on the street, the office or the kitchen. The unfortunate reality is that many women, girls and children live in perpetual violence. No one is immune; the exposure ranges from those in the lowest income bracket, to corporate executives. It is a taboo to some, but for others it is on Sunday morning public blast. The social and economic costs of violence against women in Belize must be quantified. It includes time lost from work to medical costs for physical and emotional abuse. It is a contributing factor to the suppression of women’s participation and involvement in meaningful employment, community and national development. The UWG calls for an increase in financial support to raise awareness and end violence against women and girls. We call on all members of our great party, the party of George Price, Madam Liz, Miss Jane and other great men and women, to uplift, defend and empower our women and girls. Our Party Leader is firm in his conviction and support for more active and meaningful participation of women in the PUP. Every woman is one woman; that is our common bond. The late Maya Angelou said “Each time a woman stands up for herself, without knowing it possibly, without claiming it, she stands up for all women”. We call on the men in our communities and our homes; husbands, fathers, brothers, uncles, sons, nephews - to stand up and condemn all forms of discrimination and violence against your wives, mothers, sisters, aunts daughters, nieces. We call on our government and religious leaders to take the necessary steps to end this human rights violation. During the 16 days of activism, you can show your support by “oranging” your office, wear orange clothing, support fundraising initiatives which assist women and girls and persistently lobby your area representatives and standard bearers to do the same. Do not limit your activism to these 16 days. We all have shared and individual responsibilities to create the just, equitable society we so desperately seek.

THE WONDERER AND BELIZE CITY FAECES! “SHIT” MAN! The Wonderer was wandering around Belize City lately and remembered a news item not so long ago about “Shit-water” entering the Haulover Creek at the end of Pickstock Street with North Front Street. Well shit still the flow…..into the creek, then into the sea, then the reef, it also flows south along the coast as our currents are from north to south. But this small volume is not all…It’s much bigger….it’s Huge….the volumes of shit water entering our Belize City environment by us the same residents. After wondering where I could get information I wandered to some friends and googled and visited some GOB departments and got ahold of “Open Your Eyes” information. I learnt that in the early seventies the Canadian government through CIDA gave a loan (about 60 million) to Belize for a new water and sewerage system for the existing Belize City. This loan was converted to a grant by the Prime Minister Manuel Esquivel. Kudos to him and to the Canadians. The City was small at the time and a water and wastewater system was put in place that almost covered the entire city. Water was about 100% and wastewater about 50% coverage. Today the wastewater collection system manages only about 16% of the entire city. Governments have not increased the coverage. They claim it’s too expensive! But let me tell you that pollution and contamination of the environment with shit-water is more expensive! Far more expensive in the longer run. The system comprised of 15 sewer zones. 7 zones on the north and 8 zones on the south. The sewer ponds are located south of Faber’s Road on the South side. Each zone has a pumping station that pumps from one zone to another and so on. There are 2 mother pumping stations on the south of Belize City that receive all the sewage and pump it to the sewer lagoons for some treatment. This treatment system was state of the art some 40 years ago but with time it does not meet the national standards for class 1 waters nor the class 2 waters. The class 1 and class 2 waters only permit a maximum of 25 and 50 BOD respectively. This sewer lagoon does not meet any of those standards neither do they meet the standards for nitrates or phosphates. The treated effluent is still polluting the environment. This wastewater flows south. Have you ever wondered why people that used to swim at the Old Belize open swim area always had skin itch, eye itch and ended up with sore throats, etc.? Now you know, we use to swim in “Shit Water”. I mentioned that the sewer system had 15 zones. Now I have to mention that the city has 15 sewer outfalls into the sea, the Haulover creek or the regular canal system. One of the outfalls is located at the corner of Pickstock and North Front Street. This is only one. One is located near “Hour Bar” straight into the sea. One is located behind City Council. One by Belchina and Belcan bridges. Check out the map. The purpose of these overflows is that if the energy source (BEL) was to go for long periods or if the pumps would need repairing or replacement, the company has time for the system to fill up and if the energy and repairs are not completed then instead of the shit overflowing into the streets it will overflow into the canals, creek and sea. The idea was for this system if necessary to function only for short periods. But sometimes the sewer pumps are not working for days, weeks and months I understand so we have all this shit entering our environment. But “No Problema” shit happens! I wonder why BWSL does not use their portable generators more often and ensure that spare parts and spare pumps are available to avoid these extended sewer outflow timeframes. Consideration must be given to the environment. I found out also that the sewer lagoons once had a mangrove buffer zone up to the sea. So the wetlands gave an additional treatment to the lagoon effluent. These wetlands ended up in private hands just like in Ambergris Caye. These wetlands went to become property of the Port once owned by Mr. Espat, now it is owned by Lord Ashcroft. Lord Ashcroft’s Port should be lobbied and let’s see if he is generous and Lord enough to return a portion for BWSL to attempt to improve the quality of the waste entering his property and port surroundings. The city’s waste needs you my dear Lord! If only 16% of the city is has a collection sewer system what about the other 84%? That is us that live away from the sewer zone. We use septic system so can you imagine how many septic tanks are in the city? Do these function properly? Our septic volumes are some 5 times larger than the sewer collection zone of Belize City. This means we are contaminating 5 times more than the 15 sewer zones. Septic tanks work to a degree but do not meet any standards in Belize, especially here where the water table is either 3 inches below or 3 inches above land most of the time. This means that no soak-away in Belize City is actually working. Have you ever wondered what all those big businesses are doing with their waste - the hotels, the restaurants, the apartment complexes….I peeped through the bathroom window at a Chinese restaurant on the Philip Goldson opposite the rum place and Holy Christ the septic tank was smaller than the one I have at home for six persons. How many customers use their toilets, especially from Thursday to Saturday….many hundreds? In Belize City no soak-away works especially in the wet season….the septic effluent goes straight into the surface and then the drains. Many people including restaurants have placed drainage pipes direct from their septic tanks to the drains. I guess we are not contaminating because I wonder where DOE and Public Health are! Do they exist? Did you know that many people in Belize City / poor families are still doing bucket brigade, especially in the south side? Yes, please wander around real early before daybreak and see people emptying their night bucket in the canal system! We are all polluting / contaminating our waters. What is BWSL doing? What is the government doing? Where is all the money going, when sewer infrastructure is the most important thing, more important than streets? I guess hustling the money and giving your daughter a three-storey building is more correct than attempting to build some proper latrines or flush toilet system for the poor? It makes me WONDER! Belize City, November 20, 2016 The Belize Table Tennis Association (BTTA) hosted the XXXIV Central American senior table tennis championships for the first time ever; and Mexico won the overall championship since Mexican men won the gold in the Men’s singles, Doubles and the Men’s team competition at the St Catherine auditorium in Belize City last Wednesday to Sunday. Team Belize’s Devesh Hukmani, Manuel Castellanos, Terry Su, Kevin Chen, Amiri Hoare, Taye Parkinson, Rohit Pagarani and Latrell Solis competed but did not make it to the medal rounds. In the team finals, Mexico’s men won 3-0 over Guatemala, and El Salvador and Honduras’ men won bronze. EDITORIAL en Español ¡Si no hay justicia... No hay paz!
E
l descarado asesinato del niño Tyler Savery ha inspirado un clamor apasionado. Los Beliceños están indignados, frustrados y desconsolados. Las imágenes de unos batidos amorosamente puestos en un santuario y su hermosa sonrisa están plasmadas en nuestras mentes. Él era inocente. Clamamos por justicia, pero ¿qué podemos hacer? No habrá justicia. Lloramos por Tyler ahora, pero esto también pasará. ¿Cuántos de nosotros recordamos los nombres de Joshua Abraham y Daniel Espat? ¿Quién recuerda los nombres Kaylee Burgess y Kaylee Alvarez? ¿Cuánto tiempo pasara antes de que nos olvidemos de Aaron, Ian y Empress? Los medios sociales se han achispado desde la muerte de Tyler, así es después de cada crimen horrible, particularmente contra un inocente. Pero pasará. La angustia de los miembros de la familia es real. El grito por algo, por cualquier cosa es real. Hay quienes piden oraciones como la única esperanza y otros que señalan que podemos orar cada segundo de cada minuto de cada hora de cada día... y la sangre seguirá derramándose en nuestras calles. Las madres seguirán desconsoladas. El mal seguirá floreciendo. Y a los Beliceños se les seguirá negando la justicia que en muchos casos es el único consuelo que se tenía. El hombre que, la policía dice que es el monstruo, que apretó el gatillo y envió esa bala al corazón de Tyler está tras las rejas. Pero ¿cuántos asesinos acusados son puestos detrás las rejas a pocas horas después de los crímenes más atroces y meses o años después salen de nuestras cortes como hombres libres? ¡Demasiados! Parece ser que cada semana aquellos que se dice que han cometido delitos terribles salen libres. La evidencia desaparece misteriosamente. Hemos visto esto apenas la semana pasada. Los testigos se niegan a presentarse porque temen por su seguridad, y ¿quién puede culparles? Muchas veces la policía no siguió los procedimientos adecuados y los abogados defensores de gran experiencia pero sin escrúpulos encuentran lagunas legales. Lo popular ahora es que los acusados reclamen que sus declaraciones de confesión en la que detallan horripilantes asesinatos fueron coaccionadas u obtenidas bajo tortura Y de ese modo salen libres. ¿Recuerdan a Raylene Dyer? Tenía sólo 18 años y otra joven quería a su hijo y arregló para que Dyer fuera asesinada, y decapitada. Aquellos que cometieron ese acto atroz, el cabecilla y los tres hombres que físicamente inmovilizaron a Raylene y la mataron, fueron diabólicos. Pero salieron libres basados en tecnicismos, sus confesiones fueron inadmisibles. Pero, ¿qué podemos hacer? La semana pasada el líder del PUP John Briceño una vez más ofreció al gobierno la ayuda de la oposición para buscar avenidas para abordar la epidemia del crimen. Mientras que la oferta es sincera, este gobierno la va a ignorar. Y la verdad es que mientras que se considera políticamente incorrecto culpar al gobierno del día por el crimen reinante,
es el presente gobierno que es totalmente culpable de la actual anarquía que impregna a muchas de nuestras comunidades y la justicia negada a tantos. Es básico. Bajo esta administración, la seguridad de nuestro pueblo ha sido cualquier cosa menos una prioridad. Estamos cerca del final de 2016 y nuestro Departamento de Policía aún no cuenta con un centro de mínima capacidad forense y pruebas ADN a pesar de que el Primer Ministro lo ha prometido en varias ocasiones desde 2007. De 2012-2015 este gobierno gastó cerca de $400 M de los fondos de Petrocaribe, pero ni un dólar hubo para este componente esencial en la administración de justicia real. Millones se gastaron en abogados seleccionados y conectados al UDP, pero ningún esfuerzo se hizo para darle los recursos necesarios al brazo fiscal de la policía o la oficina de la Directora de la Fiscalía. En muchas de nuestras comunidades donde la criminalidad se encuentra desenfrenada, las comisarías de policía son inhabitables, abandonadas porque esta administración no pudo encontrar el dinero para componerlas. Hay formaciones con grandes áreas de servicio pero no pueden conseguir los vehículos para patrullar de manera adecuada. Esta administración gastó $400 M de 2012-2015, pero sin embargo, parece que para que nuestro Departamento de Policía pueda conseguir cualquier cosa deben mendigarle a los Estados Unidos o alguna otra entidad generosa. Y por supuesto, existe el hecho de que el Departamento de policía ha sido infiltrado y manipulado por los poderes políticos. El Comisionado de Policía es un peón político, como muchos de los que sirven en los niveles más altos. Esto ha trascendido en seria división y falta de moral en el Departamento, pero esta administración no ha hecho nada para remediar la situación. Les garantiza protección cuando los Ministros quebrantan la ley. Les permite garantizarles impunidad a compinches y operarios. Hay ministros que se han enriquecido a través de su asociación con el mundo bajo, por así decirlo. Hay ministros que son los motores del poder e influencia en ese bajo mundo criminal. La policía lo sabe, pero su falta de principios, complicidad o quizás miedo les ha atado las manos. La totalidad de nuestro sistema que debe velar por la buena administración de justicia está en ruinas bajo esta administración, y es porque la seguridad ciudadana no es una prioridad. Es la pura verdad. Tal vez es porque la muerte y el caos no han venido tocando a sus puertas y a las puertas de sus seres queridos. Vera usted, los Ministros UDP y los pocos privilegiados cercanos y queridos por ellos están aislados por la riqueza y el privilegio de sus posiciones y sus conexiones. Los Beliceños normales no disfrutan de la misma protección. Así que no llore por Tyler, o por los muchos que se mueren de manera insensata, si usted está dispuesto a aceptar y hacerse de la vista gorda a lo que se nos está haciendo a nosotros y a nuestro alrededor. Si hay injusticia perpetrada por cualquier administración, nunca habrá justicia en nuestras calles.

Otto, que en las últimas horas se convirtió en huracán, tiene el martes en alerta máxima a Colombia y Centroamérica.
De momento, Otto ha causado al menos cuatro muertes en Panamá y centenares de desplazados y fuertes inundaciones. En su último boletín de las 16 hora local el Centro Nacional de Huracanes (CNH) de EE. UU. informó que Otto se convirtió en huracán al alcanzar unos vientos máximos sostenidos de 120 km/h en su camino hacia Costa Rica y Nicaragua. Según las proyecciones del CNH, Otto podría alcanzar la zona fronteriza entre Costa Rica y Nicaragua el próximo jueves al mediodía, para pasar al océano Pacífico en las horas siguientes. El arribo de Otto a Panamá, cuando aún era tormenta, causó que las autoridades decretaran una alerta roja para las costas del Caribe y amarilla para el resto del país, donde ya se reportan cuatro muertos, un desaparecido y daños a decenas de viviendas. Entre las víctimas está un menor de edad que falleció dentro de un vehículo después de que un árbol cayera encima, el lunes se halló el cadáver de una niña de 14 años que fue arrastrada por un río, y se encontraron los restos de una pareja que murió cuando su casa quedó destruida después de un deslizamiento. A causa de la fuerte lluvia, las Autoridades del Canal de Panamá decidieron abrir las 14 compuertas de la represa de Gatún para disminuir el nivel de las aguas y no afectar las operaciones de la vía acuática. Además, el aeropuerto internacional de Tocumen, el principal de Panamá, presenta un retraso en sus operaciones de hasta 45 minutos debido a las lluvias por el coletazo de Otto. En Costa Rica se emitió la alerta roja en la parte norte del Caribe y la orden de evacuación por Otto que ya deja 135 poblaciones afectadas y daños en algunas carreteras en el sur, donde se contabilizan al menos 613 personas en albergues. Varias personas son evacuadas en algunas zonas del Caribe Norte, provincia de Limón, Costa Rica. En caso de que Otto toque tierra costarricense, sería el primer fenómeno de ese tipo en atravesar el país, después de que el ciclón Juana, que rozó las costas en 1988, dejó 28 muertos, 75 heridos, 18 desaparecidos, 55 mil personas evacuadas, 75 pueblos inundados y 20 ríos desbordados. Nicaragua se vio obligado a emitir una alerta roja en las poblaciones del centro y la frontera con Costa Rica, así como en el sur del Caribe, por lo que ordenó a los habitantes de esa zona iniciar la evacuación. Las autoridades guatemaltecas dijeron que Otto aún no representa ningún “riesgo directo” para el país centroamericano y solo generaría lluvias en el suroccidente, sin embargo, se mantiene la alerta amarilla institucional que se declaró desde el inicio de la época de lluvias el pasado mes de abril. En Colombia se ordenó el cierre de las playas y la suspensión de los vuelos en la isla de San Andrés para evitar afectaciones por el paso de Otto. Por su parte, la Unidad Nacional para la Gestión del Riesgo de Desastres informó que adelanta planes de contingencia en la isla de San Andrés, Providencia y Santa Catalina para reducir posibles impactos por el paso de Otto. “Se cerrarán las playas a partir del día 23 de noviembre en aras de salvaguardar la integridad física de turistas y residentes”, dijo el gobernador del departamento de San Andrés, Ronald Housni Jaller. Otto, el séptimo ciclón de la actual temporada en el Atlántico, batió el récord del huracán que se forma más tarde en la temporada oficial en el Mar del Caribe, luego de superar a Martha, que se convirtió en huracán el 21 de noviembre de 1969.

Abren investigacion contra jefe de Cicig Iván Velásquez
Guatemala: 22 de Noviembre de 2016 El Juzgado Cuarto Penal deberá determinar si existe una causa penal contra el jefe de la Comisión Internacional contra la Impunidad en Guatemala (Cicig), Iván Velásquez denunciado por la supuesta relación con la muerte del exministro de Finanzas Pavel Centeno. Esto se da luego de que la Fundación contra el Terrorismo, representada por Ricardo Méndez Ruiz, planteara una denuncia contra Velásquez y varios agentes fiscales y auxiliares del Ministerio Público. La solicitud que fuera entregada en Gestión Penal del Organismo Judidicial y remitida al Juzgado Cuarto, fue trasladada a la Corte Suprema de Justicia (CSJ), según la judicatura por ser una persona con derecho de antejuicio. Sin embargo, la CSJ regresó el expediente y argumentó que debe ser el Juzgado quien determine si es viable comenzar un proceso legal contra el comisionado. La denuncia de Méndez Ruiz fue por los delitos de ejecución extrajudicial, conspiración, incumplimiento de deberes, asociación ilícita, obstrucción a la justicia y abuso de autoridad. “Este caso es parte de un proceso que podría iniciar. El juzgado debe determinar en qué circunstancias se le puede dar viabilidad al proceso o desarrollarlo de la manera conveniente de conformidad con las leyes vigentes”, explicó el vocero del organismo Judicial, Ángel Pineda. Méndez Ruiz señala a Velásquez por la muerte del exministro de Finanzas Públicas Pavel Centeno, quien murió, supuestamente en un suicidio, durante un allanamiento a la vivienda que arrendaba.

ELECCIONES EN HAITÍ CONCURRIERON, LOS RESULTADOS PRELIMINARES SE CONOCERÁN EN UNA SEMANA
Haiti : noviembre 21, 2016 Las elecciones presidenciales de Haití finalmente se efectuaron este domingo sin contratiempos mientras la nación pretende reforzar su endeble democracia después de ser conducida casi un año por un gobierno provisional. Los centros de votación cerraron entrada la tarde y los empleados electorales comenzaron un lento y arcaico proceso de escrutinio ante la supervisión de observadores de los partidos políticos. En las escuelas que fueron centros de votación, el conteo de los sufragios se efectuaba bajo la iluminación de linternas, velas y lámparas de mano. Se prevé que los resultados electorales no se den a conocer sino hasta después de ocho días, y el director ejecutivo del Consejo Electoral Provisional, Uder Antoine, advirtió que podrían tardar más tiempo. La afluencia de electores al parecer fue muy baja, en gran parte del suroeste de Haití, donde el huracán Matthew causó gran devastación el mes pasado y donde hubo lluvia el domingo. Sin embargo, en la atestada capital, Puerto Príncipe, y otras zonas, los electores hicieron filas ordenadas y aguardaron con paciencia para depositar sus votos, aun cuando algunos centros de votación abrieron después de la hora prevista, las 6 de la mañana. La policía informó de algunos incidentes aislados como intimidación de electores e interrupción del sufragio, incluido un intento por incendiar un centro electoral en la localidad de Port Margot, en el norte. En todo el país de poco más de 10 millones de habitantes hubo 43 arrestos por diversos cargos, como agresión y posesión ilegal de armas.

LOS ANTIGUOS MAYAS Y LOS NATIVOS DE LAS ANTILLAS
19 de Noviembre de 2016 Al igual que América Central, las Antillas están situadas en el corazón del continente americano. Forman un gran archipiélago que se extiende en unos tres mil 500 km, en y alrededor del Mar Caribe, entre Venezuela, la Florida (Estados Unidos) y la península de Yucatán (México). Las Antillas Mayores incluyen Cuba, la isla de La Española —dividida políticamente entre Haití y la República Dominicana, en la actualidad—, Puerto Rico y Jamaica, pero se les relacionan igualmente varias islas menores de la misma región. En cuanto a las Antillas Menores, se distribuyen entre Puerto Rico y Venezuela. Cuando miramos el mapa, las islas de las Antillas hacen pensar en un vado de piedras. Algunos investigadores en ciencias humanas y sociales incluso las perciben como un tipo de “puente terrestre”. Esta concepción es discutible: si bien es cierto que la distancia de una tierra a la otra es a menudo reducida, como para permitir a un viajero de salida divisar su próximo destino, hay también intervalos considerables, así como poderosas corrientes. Al extremo occidental del arco antillano, unos 200 km separan Cuba de la península de Yucatán, y una corriente particularmente veloz fluye por este paso conocido como el Canal de Yucatán, exponiendo barcos vulnerables a ser arrastrados hacia el Golfo de México o la Florida. Estas condiciones geográficas explican seguramente, en gran parte, las diferencias notables que se observan entre Mesoamérica y las Antillas amerindias —fuertemente marcadas por migraciones e influencias sudamericanas—. Pero eso no quiere decir que no hubo relaciones entre las dos áreas culturales. De hecho, audaces grupos nómadas parecen haber viajado del norte del istmo centroamericano a las Antillas Mayores incluso antes del surgimiento de las primeras civilizaciones mesoamericanas; en efecto, claras analogías fueron notadas entre herramientas de piedra elaboradas por los primeros grupos humanos atestiguados en las Antillas del norte, a partir del VI. milenio a. C., y objetos fabricados en Belice durante el periodo Arcaico (7500-2000 a. C.). En lo que concierne a los periodos más tardíos —los que componen la historia de Mesoamérica— argumentos de naturalezas diversas y de alcances desiguales han sido presentados para tratar de esclarecer los lazos que se crearon entre la civilización maya y las Antillas. Pero la cuestión es difícil de abordar… Reflexiones han sido inspiradas

por testimonios anotados después de la llegada de los europeos a América. El Libro de Chilam Balam de Chumayel, un manuscrito maya de la época colonial, menciona la incursión a Yucatán, en tiempos precolombinos, de extranjeros “sin vestidos” y “mordedores de hombres”. Para el historiador Douglas Peck, se trataría de caníbales antillanos; esta identificación es tentadora, aunque sus fundamentos son frágiles. Por otro lado, Peck cree reconocer una referencia a los mayas de Yucatán, hecha por los amerindios de las Antillas Mayores, en un pasaje del Diario del primer viaje de Cristóbal Colón al Nuevo Mundo (1492-1493), un relato transmitido en forma compendiada por fray Bartolomé de Las Casas, en el siglo XVI: en La Española, los nativos informaron al Almirante que en la “tierra firme”, había gente llevando ropa... Sin embargo, el mismo Diario proporciona un elemento más pertinente: cuenta el descubrimiento de un pan de cera, en Cuba; dicha substancia no era producida en las Antillas, mientras que lo era, en abundancia, en Yucatán. Cabe señalar, además, un singular acontecimiento registrado en la Historia verdadera de la conquista de la Nueva España de Bernal Díaz del Castillo (1568). Según este conquistador y cronista, un barco transportando
a nativos de Jamaica derivó hasta la isla de Cozumel, en Yucatán, en 1516, es decir, poco tiempo antes del inicio de la conquista de Yucatán por los españoles. Ahora bien, las implicaciones históricas de este viaje aparentemente accidental son limitadas. Tanto los testimonios dejados por los colonizadores europeos, como la arqueología, brindan informaciones sobre el intrigante juego de pelota indígena llamado “batu”. Este ritual se difundió en las Antillas del norte, al menos, a partir de 700 d. C. Se considera a menudo como una consecuencia de la influencia maya en las islas, aunque en realidad, las semejanzas con el juego de pelota maya son poco concluyentes. No obstante, las plazas ceremoniales donde se practicaba el deporte, en el Caribe insular, podrían tener un origen mesoamericano, como lo plantearon varios investigadores. En un sitio arqueológico de la República Dominicana que posee tal plaza, La Aleta, se encuentra también una cavidad que ha sido comparada con los cenotes —pozos naturales usados con fines sacrificiales— de los mayas. En el campo de la arqueología, son los vestigios muebles que ofrecen las evidencias más significativas. En 1936, el arqueólogo Maurice Ries reportó dos fragmentos de cerámica

“maya” y una navaja de obsidiana, en la punta occidental de Cuba; lamentablemente, no se publicaron imágenes ni descripciones detalladas de este material, hallado en condiciones problemáticas. Objetos de jade encontrados en las Antillas del norte, en yacimientos precolombinos, fueron también vinculados con el área maya: el mineralogista George Harlow estima que su materia prima fue extraída del valle del Motagua, en Guatemala. Pero el argumento más contundente, a favor de la existencia de intercambios entre los mayas y los antiguos antillanos, lo provee una espátula vómica taína, de hueso, descubierta por el arqueólogo David Pendergast en un entierro del sitio maya de Altun Ha (Belice), datado del Clásico Tardío (550-850 d. C.). La cultura taína floreció en las Antillas Mayores y en el norte de las Antillas Menores, durante los ocho siglos que precedieron la llegada de Cristóbal Colon a América, formando prósperos cacicazgos. Uno de sus artefactos más característicos es la espátula vómica, que era usada en ritos de purificación. La de Altun Ha no pudo llegar a Yucatán o Belice con las corrientes marinas, así que tuvo que ser traída por el hombre. Ahora, ¿cómo se puede interpretar este conjunto de datos? Es posible que los mayas y antillanos hayan tenido relaciones indirectas, a través de las dinámicas redes de intercambio que se extendían a lo largo de la costa Atlántica de Centroamérica; el jade del Motagua, por ejemplo, pudo llegar al Caribe insular desde el sur del Istmo. Sin embargo, parece muy probable que se hayan entablado contactos entre los referidos pueblos. Las costas antillanas no se divisan desde Centroamérica, y viceversa, pero un navegante atento y experimentado puede localizar una tierra sin verla, observando las nubes, por ejemplo, como el Viejo del libro de Hemingway. Y sin duda alguna, tanto los mayas como los isleños, tenían las capacidades requeridas para viajar de un área cultural al otro, a través del Mar Caribe. En el caso de los mayas, disponían de robustos barcos, puertos urbanos y una navegación comercial, esencialmente costera, bien organizada. Los arriesgados viajes hacia tierras ubicadas más allá del horizonte podían ser justificados por propósitos económicos, políticos o religiosos; por otra parte, debían representar oportunidades para ganar un alto prestigio personal. Sea como sea, las conexiones entre el área maya y las Antillas no dan la impresión de haber sido frecuentes ni de amplio alcance, en la trayectoria de las civilizaciones concernidas. Por lo demás, sobre este tema, la prudencia se impone: las oscuras profundidades de la historia pueden esconder, todavía, importantes secretos.

BE CAREFUL… BOOTS AND SOCKS!! The form that must be filled out by all persons in public life so as to be in compliance with the Prevention of Corruption Act is one that is quite detailed. Every year one must list particulars of accounts at banks and credit unions held by the person, his/her spouse and his/her children under the age of eighteen. One must also list particulars of cash of over $500.00 held other than in a bank or credit union, even cash stashed in one’s socks. Listed too must be bonds, stocks, shares and investments; all immovable property such as houses and land; value of furniture, appliances, jewelry, coins, stamps, works of art; investments held in mortgages or business ventures and all income therefrom; accounts receivable, vehicles, boats, aircraft, insurance policies, safety deposit box, property held in a trust, annual income of self and spouse including perquisites such as entertainment and travel allowances; secured debts or other liabilities; AND any property disposed of in the relevant period. It is no joke!! If I am correct Hon. Anthony “Boots” Martinez has been in the House of Representatives since 2003 so from that time he would have had to list ALL these things in order to comply with the requirements of the Act. So if he did not have the huge property at Corner Central American Boulevard and the George Price Highway before 2003 he would have had to account. If he disposed of that property by gift to his daughter, he would have had to declare when he got it in the first place. His so called defence of it having been a private transaction certainly does not help him for the purposes of making his declaration to the Integrity Commission. He would also have had since 2003 to account for EVERYTHING he has acquired and
disposed of. What a shame and disgrace it was to see him fulminating before the media this past week, because he felt the heat of questions being asked by Opposition Leader Hon. Johnny Briceno. And it was downright tawdry and churlish of him to attack the deceased father of Hon. John. I guess he believes in the truism that the best form of defence is offence. The thing is all this pontificating does not help him one bit. And those in the world of journalism have every duty to keep asking questions and investigating. While on the subject of the Integrity Commission, let me say that we have to have the full expectation that this time one will be properly appointed and get up and running to do their jobs fearlessly and comprehensively. Even after leaving the House of the Representatives last year I have still had to file for 2015, which I have complied with. I must also file for the period up to September 30, 2016, the anniversary of the dissolution of the last National Assembly. I am in the process of completing this and will file shortly. The question must be asked, how many in elected and appointed office have complied? The majority of PUP representatives have filed, as we saw recently. I feel sure that Belizeans would be amazed at who all have failed to file in accordance with the law. It is time to hold everybody to account. And let me conclude briefly by saying that Boots had better be careful. I feel that all his dealings and possessions for the past fourteen or so years cannot stand up to the scrutiny of properly complying with the Prevention of Corruption Act. I do opine too that very many of them in the UDP administration would have great difficulty also in standing up to this scrutiny. Perhaps Boots ought to have kept his mouth shut.

DEADLY C.A. GANGS AND DRUG CARTELS EYE BELIZE DEADLY and dangerous gangs and drug cartels in Central America may soon be seeking safe haven in Belize to plant their flagpoles of mayhem, violence and other illegal operations here. They are now coming under serious pressure from their governments that have declared war on these violent gangs and organized crime. El Salvador, Guatemala and Honduras earlier this month launched a joint operation by their security forces to fight gangs and organized crime. This joint operation comprised police, military, intelligence and border officials. According to an official report, an increasing number of gang members are committing crimes in one country then fleeing to another. In one report by Insight Crime, a foundation studying organized crime in the Americas, almost 400 alleged gang members were arrested in the first ten months of this year. The report notes that many of the El Salvador gang members who fled have set up their own gang structures in Guatemala. This has serious implications for Belize. They have traditionally survived through extortion rackets but have increasingly become involved with drug cartels and drug trafficking. It has been estimated that ten percent of the population of these three Central American countries has fled because of the threat of danger due to forced gang recruitment and dismal economic opportunities in their homeland. The concern then is how our security forces will deal with the potential threat that these Central American gangs pose to Belize when so far they have been anemic in dealing with both the internal and external threats to our national security. Belize City, the old coastal capital is now more awash with blood from gang violence and turf wars than by the Caribbean Sea. The likely influx of Central American outlaws will only exacerbate this situation. The Barrow Administration seems unable and even incompetent to repel this possible new influx of hardcore criminals. It is too mired in a national debt crisis, corruption and its ineptitude in dealing with the new aggressive stance by Guatemala in its claim to Belize. There appears to be a growing malaise by a failing third-term government in dealing with the mounting national problems. It would seem that they have lost the political will to govern while still determined to lock their grip on power. They are known to continue to use the influx of illegal immigrants from Central America to pad and to contaminate the voters register to their political advantage. Despite the recent expose’ by the Auditor General, the immigration and passport corruption scandal continues unabated, regardless of how it may compro-
mise national security. OMINOUS The move by the three Central American countries to tackle crime at that level creates a very ominous situation for Belize - even ironically, given the collapse of this country’s national economy, rising unemployment and poverty in contrast to the rising wealth of the political class and the well connected. Police sources in Belmopan, the capital of Belize, have indicated that they are aware of the creeping presence of gang members from El Salvador. “We are watching this” the source said. It is obvious that there is no intelligence on this new threat to Belize’s way of life. Is it even on the radar of the National Security Council? Earlier this year, it was revealed that there is a new program by the Belize government to facilitate more refugees from El Salvador here. This revelation caught Belizeans by surprise. The Minister of State for Immigration, in May of this years, when confronted by the media said: “With the heightened attention that this matter is getting in the media, Cabinet made the decision to look specifically at what is the matter at hand and it is a matter for stock-taking to determine where we are and to really assess and analyze and the date to be presented to Cabinet for a policy decision on moving forward.” A FRIVOLOUS APPROACH That alone should be construed as a most dangerous, irresponsible and frivolous answer to what by then had become a threat to national security with the failure, by the government, to closely monitor the entry of these deadly gangs into Belize. The Minister’s response was a clear and present danger that indicates that the government of Belize and its security forces are unaware of this new threat. Also earlier this year, the Prime Minister fell over another tripwire that could compromise this country’s domestic security in the face of this recent decision by the trio of Central American countries to join forces against gangs and organized crime. It would appear that the PM is either unaware of the regional dynamics or has been hoodwinked by both the United States and El Salvador into accepting new refugees. Without any public pronouncements and in what appeared to be an inexplicable sudden urgency for a big refugee programme in Belize, the Prime Minister came under public pressure through the media for a full explanation. Any refugee programme, especially one in which the government had approved assistance from the United Nations High Commissioner of Refugees (UNHCR) should have required debate and the approval of the Legislature. WHERE ARE THE REFUGEES? The Prime Minister’s explanation at the time was that the UNHCR had approached his government to facilitate “a so called Transfer Protection Agreement with them” for Belize to accept for six months “on a kind of an in transit basis” Salvadorans who are seeking
asylum in the United States. “On a kind of an-in transit basis” alone demands some explanations. Is this the way our government deals with national security issues? No official numbers were revealed by the Prime Minister at his early May press conference, but reliable sources say that it could be hundreds of “asylum seekers” as they would not have qualified as “refu-
gees” under UNHCR definitions if they were “in-transit.” By now they would have been in Belize for more than the six months in-transit period. That time expired earlier this month. There has been no follow-up announcement by the government or by the UNHCR on the status of these people. Have they moved on to the United States, or have they been allowed to assimilate in Belize if they applied and qualified for refugee status? This is significant as they could have been fast tracked to Belizean citizenship with illegal passports and their voter registration cards. The government is mum.
