Clueless Darrell! Belize City, October 29, 2014 The mishandling of the Belize Maintenance Limited matter and the inhumane treatment that subsequently ensued when 70 workers were thrown behind bars for simply fighting for their daily bread is perhaps the single most telling act of the type of person that Darrell Bradley is. The wanton termination of security officers so that the council could “privatize” its security services is equally reflective of the lack of compassion and the heartless soul that is managing our city. But aside from the fact that this Mayor is completely out of touch with the real struggles and pains of our people, Bradley is also obscenely incompetent when it comes to managing our city’s affairs and its finances.

Dear Editor, Government’s decision to pay the December interest amount for persons who have house mortgage loans of up to $100,000.00 leaves the poor people of this country, who cannot qualify for mortgage loans, out in the cold to continue suffering in inadequate housing in Belize City and every municipality in this nation. With this plan the lion share of the money will be used to pay the mortgage interest for political cronies and others who have always paid their mortgage interest without any assistance from the Government of Belize. At the same time, hundreds of residents of Port Loyola and other divisions who cannot qualify for mortgage loans, and live in far from adequate and often heartbreaking housing situation, will not receive even a copper from Government to improve their housing condition for the pascua. With the administration’s Christmas giveaway, the bigger your house mortgage loan is the more money you will receive. The smaller your house mortgage loan is the less money you will receive, and those who cannot afford a house mortgage and are forced to live in slum housing will get nothing, nada, no Christmas gift to improve their housing situation. For example, someone with a $90,000 house loan who has been paying their interest every month without any assistance from anyone will receive approximately $600.00 each from the government of Belize for Christmas. Middle-class persons like teachers, whose mortgage loans average around $40,000 will receive a Christmas gift of approximately $300.00 from the G.O.B. Santa Claus. Grass-roots peoContinued on page 19

Dear Editor, Yes, I know what you’re saying, “this topic again?” but if I may have just five minutes of your time, maybe I can bring another perspective to this topic. We are all fully aware of one of the biggest acts of nepotism in this country when Prime Minster Dean Barrow assigned his son Anwar Barrow as the Chief Executive Officer of Belize Telemedia Limited on April 1st, 2014. Or how about the situation with Minister Gaspar Vega simply giving lands to family members, while many have waited in line (figuratively speaking) for years and years; not hours but years just for a little piece of land. He even had the audacity to call his family “not normal”, unlike regular Belizeans. To make matters worse, Minister Mark King himself said publicly that UDPs come first, then the Belizeans and then finally “PUPs”. How about appointment

I also inform you that the Los Tambos Village Council has met in a public meeting with the villagers and separately with the churches to discuss the problems arising in the village in relation to said ‘Liquor License” granted to operate a ‘Bar’ and to sell Liquor. The following has arisen after the above meetings: 1. That the village was quiet and peaceful until such licence was issued and the establishment open for business. 2. That the establishment is too close to the government primary school and to two churches. 3. That the said establishment also has a Trade License and so operate a grocery store 4. That the school children run across from the school during recess and after school hours to buy snacks and drinks and encounter unfavourable and potentially threatening and dangerous situations with ‘Bar’ clients.

5. That recently, it is alleged, that a murder in the village occurred where those involved had been drinking at said establishment. 6. It was agreed that signatures from residents of the village be picked up declaring their support for the closing of this ‘Bar’ and the withdrawal of the liquor licence. As a result, we have picked up the signatures, notwithstanding numerous threats coming from the owners of the establishment to myself and other village residents who live in Los Tambos and who signed the said petition. Our request is the following: that the Liquor License granted to Rupert Baiza of Los Tambos Village be cancelled forthwith. We would appreciate your attention, consideration and approval of our request and in so doing assist our village to go back to its normal and peaceful living conditions. Respectfully,

2014 of Minister Contreras’ daughter as the Director of Drug Inspectorate? When it was made public of exactly what the ministers did, everyone was making a big deal out of it and it was the main topic on every media source in the country. However, as of today it seems as though all these situations were handled with proper “regulations” and no one seems to cares anymore. What happen to all those who wanted to see a change? We need to stand up! As a part of the up and coming generation of this country, this is very disturbing to me. I see all my friends leaving the country to further their studies and maybe even to seek a better living, but can I blame them? No, I can’t, they themselves are fully aware of the events happening in the country. So what will happen to us who work for years and years up the organizational chart with countless certificates just to see someone who maybe doesn’t even have the required qualifications assume these tremendous responsibilities? This is the worst thing that can happen to an economy trying to develop by seeing its assets just flying away every other day. If we don’t try to address this issue in whatever way we can, it will not look good for Belize going forward. They say they want to help the economic and to make a better Belize for all of us, but all I am seeing is their family building a better house and the purchasing of high-end vehicles. They say they want to see a better tomorrow. I say if these actions don’t stop, the day will keep on repeating itself and Belize will never see a tomorrow! Barrow hides behind cheap rhetoric! Belize City, October 30, 2014 The Barrow Administration’s response to the Opposition’s demand for accountability, transparency and upholding of the law was the best that could come from a Government that has no credibility and has lost the confidence of the public. That response came in the form of cheap rhetoric which Prime Minister Dean Barrow is famous for. This week, on behalf of the Opposition People’s United Party Hon. Julius Espat, who chairs the Public Accounts Committee, filed a claim before the Supreme Court seeking the Court’s intervention in what has been deemed as illegal borrowing and spending by the Barrow Administration. At the start of October, the Prime Minister Barrow presented a loan motion before the National Assembly seeking approval for the borrowing of BZE$228,614,712 through the ALBA/Petrocaribe program. The problem is that the hundreds of millions include monies that the Government utilised and spent between September 2012 and August 2014. Borrowing and spending by GOB is regulated by the Finance and Audit (Reform) Act which requires that borrowing of more than $10 million must be approved by the National Assembly. This did not happen in the case of the BZE$228,614,712 loan motion presented on October 2nd. Hon. Espat’s legal action is asking the Court to declare the loan motion invalid since it involves money that has already been spent but which failed to follow the process as stipulated by the Finance and Audit Act. He has also requested that the Court declare that the Government does not have the authority to repay the loan and seeking an injunction restraining the Prime Minister from spending any more of the PetroCaribe. Hon. Espat wrote the Auditor General Dorothy Bradley requesting that she investigates the flagrant breach of the Finance and Audit Act but she has dismissed the request. For several weeks Hon. Espat has consulted with a team of elite attorneys including Senior Counsels Andrew Marshalleck, Eamon Courtenay, Godfrey Smith, Magali Marin-Young, and Anthony Sylvestre Jr. among others on this legal action. The claim will be reviewed by the Supreme Court, and once deemed with merit will be heard on a date to be announced.

Nabi By Yasser Musa October 28, 2014 It has not even been a week since the news broke across the land that Paul Nabor had died in Punta Gorda. On hearing of his passing my initial thoughts were of Nabor the man, and the way he existed in this world. The thoughts in my head flowed to the pace of Adrian “the doc” Martinez’s Baba. Then my mind drifted to Santiago Cal’s iconic image of Nabor off the coast of Pene his hometown in a dory. It is a black and white image. The man and the sea.
What is it about hearing of death that realigns the soul? Andy Palacio’s Lidan Aban (Together) played in my heart as I tried to reignite the special moments. Three more images rushed in – Paul in Malaysia with his big hat, Paul and Andy arms stretched in unity on the stage at the re-opening of the Bliss in 2004 and

of course the rainy night in Belize City at the Brodies parking lot when Paul danced on stage in front of thousands in 2007. So now in 2014 I try to harness the sequence of ideas and thoughts that I have about the man Nabor. From my friend Dr. Joe Palacio I learnt Continued on page 23

Paul Nabor By Francis W. Fonseca The People’s United Party joins the Belizean Nation in mourning the passing of the Legendary, iconic Garifuna Parandero Paul Nabor. Paul Nabor was a proud Garifuna Man and a truly gifted musical artist. His music was soothing, spiritual, uplifting and inspirational. Just like the man, it reflected a spirit of resistance, pride and humility.
Paul Nabor spent his life in Southern Belize, primarily Punta Gorda, which is where he took his last breath. He was a man of the land. He loved working the land, planting his own ground-food, and using the wood from trees to build. I had the honor of meeting Mr. Nabor and speaking with him on several occasions, but my lifelong memory of him will be
the time we spent together along with the great Andy Palacio in 2007 in the village of Barranco, Toledo. I was Belize’s Minister of Culture at the time and had travelled to Barranco to participate in the ceremony designating Andy Palacio as a UNESCO Artist for Peace. Paul Nabor had come to join and celebrate this
2014 great accomplishment and international recognition with his dear young friend Andy. The three of us spent most of the day together eating and talking about life, music and culture. Little did we know that Andy P would be gone only a few weeks later. I will always treasure that moment in time that I shared with these great Belizean artists and citizens. Two of our THREE KINGS, Wilfred Peters and Paul Nabor, have now passed on. Only Florencio Mes remains. We offer up our prayers for the GREAT PAUL NABOR. The heavens await you our great Parandero. EDITORIAL Mayor wants ANOTHER $20 MILLION!
T
he Mayor of Belize City wants another twenty million dollars to do street works. He has already spent twenty million dollars on what he claims are 100 cement streets and has been spending some five million on infrastructure. Those are not the only spending. Memorial Park took almost two million dollars. Battlefield Park was around one and a half million dollars. Two million dollars is presently being spent to renovate the Commercial Center to provide new offices for the Mayor and his invisible part-time city councilors. None of these expenditures are justified and those places represent huge waste of monies. There are also persistent reports of over-priced work, lack of accountability and corruption in the construction of these public facilities. The Mayor has made no secret of his desire to run in general elections. For this he has repeatedly stated his intention to do so for Caribbean Shores, despite that the elected area representative in that constituency is from the same party and has not suggested he will be stepping down. The Mayor has gone further and announced his election committee was already canvassing for him. The deadline for UDP candidates wishing to contest the upcoming March 2015 City Council came and went and the Mayor did not submit his name. The Prime Minister had to get involved and force the Mayor to remain as a candidate. The deal was that the Prime Minister would grant the Mayor an additional five million dollars to do some streets and drains. Drains. That is the word. Against all advice, common sense, engineering know-how and public outcry, the Mayor having set his own time-table proceeded to construct his 100 cement streets WITHOUT drains. It was done without rhyme or reason. Areas where streets were in good condition had their streets torn up for new concrete ones. Areas where new streets were badly needed became blind to the ambitious Mayor. They remain a traffic and pedestrian hazard.
In the course of his special concrete street program, the Mayor unleashed the most inconvenient and crazy traffic patterns. For every one new street, some two others have been broken up. Belize City now has the most broken up streets at any given time in its history. But it is the drains that exposed the Mayor, in the back thereof. None of his 100 cement streets were built with drains. How could this be? It is the equivalent of putting the cart before the horse. Belize City is now truly flooded at every rain cloud that crosses our skies. What now happens when water gravity and engineering requirement shows that the streets are too low to have drains? The drains cannot be higher than the streets. Are those streets to be done over? It is of no concern to the Mayor. It is public money, not his to use as pleasure. And use it he does to the tune of millions. For the first twenty million and 100 cement streets, there has been no accountability and no transparency. Scores of the political cronies have been super-enriched. No public tenders were invited and no public bidding for the streets are available. Twenty million plus five to ten million more. All unaccounted for. Now the loose use of public monies is once again to be grabbed into the Mayor’s wasteful and greedy hands. He has no permission from Belize City residents to be borrowing those kinds of money without full disclosure and accounting for the first accounts. Every tax has been hiked for the Mayor’s personal and political ambitions. The large number of politically employed persons in the offices of the city council is a burden on the Belize City tax payers. The Mayor has shown no skill or ability to what any sensible businessman or woman does. Reduce costs and get rid of. No the stuff remains. The public must pay for it through increased taxations. It was only this week that the public got another reminder of the sort of man the Mayor really is. He is paid to work as a full time Mayor, but his commitment may be elsewhere.

WOMAN IN THE HOUSE By Dolores Balderamos Garcia
WORK TO DO In pondering on our Party’s Social Justice and Reform Agenda recently, I have realized that there is so much work to do. I am speaking here especially about the working conditions of women and as well the pressing need for meaningful reform of our social security rules and regulations so as to genuinely benefit those most in need. At this time I am forced to recall the late Mr. Rudolph Bowen of Ladyville. Mr. Bowen had suffered a severe stroke, and not one but two doctors had certified that he was unable to work. Having been employed for umpteen years at Batsub, the British Army Support Unit, Mr. Bowen had paid all his social security contributions. During the course of his employment with Batsub, he had suffered an eye injury and was therefore receiving a very small disability payment. It was after
he retired that he was hit by the stroke. When Mr. Bowen applied for invalidity benefit which, although not a huge sum, would have provided him with significantly more so that he could pay for his medications and provide for himself and his wife, he was turned down flat. Due to a stupid technicality that a contributor cannot double dip, in his hour of need there was unbelievable refusal, despite the fact the Social Security could well have removed the disability payment and replaced it with the greater invalidity benefit. In speaking on this matter in the House earlier this year, I called then for a comprehensive review of the regulations so that Social Security can provide in a much better way for working people throughout our country. To me it was a grave injustice that he was given nothing, and passed away not having re-
ceived what he was in dire need of in his last year or two. Yet large sums of Social Security money are being expended to bail out big institutions and businesses at the whim of the Prime Minister and his government. It has also come to my attention that women employees are being severely discriminated against at various business places. Just last week I learned that a young lady who was recently hired at a boutique was immediately fired as soon as the proprietor found out that she is pregnant. Similarly another woman who is now pregnant and working is too afraid to ask for time off to go to pre-natal clinic because she knows that if she takes the time off she is risking her job. And this at a time when she most needs to work, and must also be concerned and responsible for her unborn child. One would think that the landmark ruling by Chief Justice Abdulai Conteh in Maria Roches v. Clement Wade is being respected and adhered to, but it seems not so. In addition, women routinely earn less on a whole than their male counterparts and even for the same job done. Two years ago a young woman working at a shop on Orange Street related to me that she had been required by her employer to sign cash voucher slips in blank. Later the slips would be filled in so as to show “proper” records to the Labour Department, but the employer was “chancing” her by not filling in all of her hours. And her pay was already at barely above the minimum wage. She was taking home only $160, though

2014 she was working six days for the week. If we find this incredible, it is nonetheless true, and it is happening every day. So let us not believe that terrible injustices are not being done to working men and women in Belize right now. Hence the need to strengthen our Labour laws. But also it is essential for working people to know their rights and to report wrongdoing wherever and whenever it occurs. Often it is out of fear of losing their job that workers do not come forward to report these evils. We of course have to focus on the illegality of the Government not bringing the Venezuelan Loan Motion to the House until now; the awful threat to our security as a country by Guatemalan incursions and by incompetent lack of leadership from the National Security Minister and Foreign Minister; the gross incompetence of the Health Minister; the churlish and brutish conduct of the Education Minister; the business-as-usual hypocritical sanctimoniousness of the Immigration Minister; the crass nepotism of the Prime Minister; etc. etc. However, I say that there is WORK TO DO in making sure that Social Security really benefits working people and in getting serious about enforcing Labour laws and protecting workers, especially women.

WHEN WILL FUEL PRICES GO DOWN?
World oil prices have stumbled, but not in Belize
Belize City, October 29, 2014 It is estimated that the fuel consumption in Belize is around 4% of the Gross Domestic Product (GDP) or roughly $100 million dollars. This is approximately 10% of the national budget. Fuel cost is therefore directly linked to the prosperity of an economy. An abnormally high fuel price depicts a sluggish or dormant economy. Such an economy will contain major social decadent and high crime rates. A reasonable and low fuel cost will indicate an economy that is progressing. In
THE BELIZE TIMES the case of Belize we are a sluggish economy with abnormally high fuel prices at the pumps. Fuel is the life blood of the productive sector, which is Belize’s export sector that earns the bulk of the foreign exchange/US Dollars from exporting primarily raw material. For example the high cost of fuel increases the delivery cost of sugar cane to the Tower Hill factory. The fuel prices form a portion of the operation cost for the cane farmer. Higher fuel bill means cane farmers have less money to take home. Fuel and fuel products are considered critical components for the operation of many of the major industries in Belize such as the Citrus, Tourism, etc. Fuel is the equivalent to the cog in the wheel. Commuters that find work outside their cities, town and villages have to use the public transport. The condition of the public transportation in Belize is hideous and deplorable and has gotten worse over the last six years. This is because the cost of the operating these buses is high and fuel is the most expense part of the operation. In addition these bus operators have short term permits which prohibit long term investments in much nicer equipment/buses. In the urban areas such as the towns

Those streets, which he promised would last for “decades” are now falling apart right beneath our very feet. Bradley was so eager to claim credit for these poorly built streets, that he shunned all other councilors for the fame and the glory. But what Bradley also failed to realize is that Belizeans are no fools. It is not Bradley that is paying for these streets. It is not even Central Government that is paying for these streets. We, the people, are paying for these streets! And what is even worse is that the Council can’t even show us one bill, one invoice, one receipt as to how our money is being spent on these streets. All we know is that our property taxes have tripled and if we can’t afford to pay, we can’t register our vehicle or get our driver’s license renewed. All we know is that trade license fees have gone up to the point of destroying businesses all across the city, except for a special few that is. Who can forget the lucky cronies, the mother-in-law, the current sitting councilors who have been granted a special place in BTL park and the now infamous bar that has been a nightmare for families and children. Indeed, Bradley has been taxing us to death in the name of these streets. But even as he sucks the blood out of our already dry bodies, he still has the nerve to tell city residents to go and cut the grass on the streetside. He still has the gall to tell us that even though he promised jobs to the 170 BML workers, he has no idea how he is going to pay them. Darrell Bradley has saddled us with so much debt that he himself is afraid to run again since any future council will be drowning in litigation and debt for years and years to come. The incompetence, the arrogance, the lack of accountability and most of all, the heartlessness, are all branded on the chest of this wutless Mayor. Thankfully, a true champion for our city will soon emerge. Belize City may have been the last to realize that Dean and Darrell are no good for Belize, but come March 2015, dah gawn dem gawn!
and cities taxi operators have seen almost 50% reduction in fares as passengers cannot afford to pay the increase cost of the fares caused by the high prices of fuel. Taxi operators have complained that the cost of the fuel is too high. At present a gallon of premium gasoline is $12.67. Many taxi drivers are being forced to find other sources of income as their passengers cannot pay to ride the taxis and are force to find other mode of commuting or risk walking to their destination in the crime infested streets. In January of 2008, right before the UDP took office, fuel prices at the pumps was $5.86 per gallon of premium gasoline. To date the cost of fuel at the pump has more than doubled. Back in August 2008 Prime Minister Dean Barrow promised that once the fuel reaches $7.00 at the pump he would remove the taxes on fuel and institute a new tax regime. Well the fuel reached $7.00, then $8.00 and it has crept up to $12.00 and no adjustments have been made. Belizeans now know, the Prime Minister’s word is worth NOTHING. Belizeans are now clamouring for a decrease in the cost of fuel, especially since the crude oil prices have dipped below $80.00 per barrel on the world market. This reduction in

2014 the world prices have not been reflected at the prices at the pumps in Belize however, because it is kept artificially high due to humongous taxes that the Government is collecting from each gallon of fuel. It is reported that the Government presently collects almost 55% of the price at the fuel pump. At $12.67 per gallon of gasoline, the Barrow Administration pockets $6.97 per gallon in taxes. The Government does not want to reduce the taxes on fuel at the pumps because it relies heavily on the taxes from fuel as revenue for its recurrent operation. The Barrow Government lacks the creativity to remove this dependency on taxing Belizean people who are overburdened by the high cost of living. The Government is cash strapped. In street terms, the Government “bruk”. The Government faces even bigger problems because the tax base has shrunk due to the investment climate which has become anaemic due as a result of the nationalization of private companies and high crime rate. As the Prime Minister sits in Belmopan twiddling his thumb while the price of fuel rises, he has his toes crossed hoping that Belizeans don’t realise that his Government is taking everyone for an expensive ride.

San Ignacio, October 25, 2014 Westrac of Spanish Lookout ran over Bullet Tree FC 3-1 in the Cayo 1st division football tournament held at the Norman Broaster Stadium in San Ignacio last Saturday evening. Westrac took an early 1-0 lead when defender Luis Arevalo put the ball past Bullet Tree’s goalie Robin Rodriguez in the 4th minute of play. A Westrac defender then inadvertently hit the ball with his hand within the 18s and the referee ruled penalty. Goalie Axel de la Rosa had no say as Elvis Pinelo made no mistake with the execution,

Triple Bs sting Sugar City girls 8-2 Orange Walk, October 26, 2014 The Triple B’s of Belmopan and DFC Gentle Touch of Esperanza are one win closer to advancing to the finals, after winning their games in the FFB President’s Cup national women’s football semi-finals. Triple B’s crushed the Sugar City Girls 8-2 at the People’s Stadium in Orange Walk on Sunday. Jinelle Pot opened the scoreboard for the Triple B’s
against goalie Rocio Bobadilla in the 13th minute. Naileny “Nene” Manzanero scored for Sugar City on national team goalie Idania Ramirez in the 20th minute, but the Sugar City defenders Karen Garcia, Samantha Carlos, Myra Miranda and Sheyla Pena couldn’t keep the Belmopan girls out of Bobadilla’s area. Yamili Herrera assisted Sabrina Eiley as she scored goal #2 in the
converting for Bullet Tree to tie the ball game 1-1 in the 9th minute of play. Westrac brought on their top striker Freddy Herrera to relieve Jessie Montepeque, but it was still a 1-1 ball game at the half. Early in 2nd half Arevalo launched a shot at goal that forced goalie Rodriguez

Villamil passed to Kaya Cattouse who launched a low range cruise missile which went right under the crossbar to make it 5-1 in the 50th minute. Janellie Chan narrowed the deficit somewhat with a 2nd goal for Sugar City in the 70th minute: 2-5; but Yamilli Herrera got her goal in the 75th minute to lead: 6-2. Triple Bs remained on the offensive as coach Kent Gabourel Sr. sent for Sabrina Eiley. Noemi Magana and Jennisha Scott and Magana added a 7th goal in the 78th minute. Herrera scored her 2nd goal in the 85th minute for the 8-2 win.

DFC Gentle Touch pounces on Toledo Strikers 5-2 Orange Walk, October 26, 2014 In the other national women’s football semi-finals, the Toledo Strikers hosted DFC Gentle Touch at the Toledo Union field on Saturday, but an undermanned home squad could not stop Shinelle Gentle from scoring in the 5th minute of play. Ethlene Gentle added a 2nd goal for the visitors in the 15th minute, but Melonie Gamboa scored for Toledo as DFC Gentle Touch took a 2-1 lead into the half time break. In the 2nd half, Shinelle Gentle scored her 2nd goal in the 47th
minute and completed a hat trick in the 58th minute. Kelsey Polanco scored a 2nd goal for Toledo in the 64th minute, but Shinelle Gentle added one more in the 77th minute for the visitors’ 5-2 win. The semi-finals are a home and away series, so the Toledo Strikers will visit Gentle Touch at the Norman Broaster Stadium in San Ignacio, while the Sugar City Girls travel to the Isidoro Beaton Stadium for the rematch in Belmopan.

Belize City, October 22, 2014 The defending champs, the St. Catherine’s Academy girls and the St. John’s College boys successfully defended their titles against the Belize High School girls and boys when the Central Secondary Schools Sports Association volleyball championship finals got underway at Bird’s Isle on Monday, October 27. SCA’s Kevanna Sebastian was dominant at the net on plays set by Karen Quan, while Juel Lewis, Mya Musa and Gianna Brown also got in hits to win the 1st set 25-21. The BHS girls made SCA girls fight for it, with Mia Miles, Chelsea Williams, and Lian Herrera getting in hits at the net on plays set by Jessica Heu-

sner and Keila Oyuela, but SCA also took the next 2 sets: 25-18 and 25-13. The SJC boys handed the previously undefeated BHS boys their first loss in the finals. 12 Did the Police protect Patrick Faber?

Belize City, October 28, 2014 Domestic Violence officials have revealed that the process of investigating reports of domestic abuse was severely disregarded in the case of alleged abuse involving Minister of Education Patrick Faber and a female friend at his Lord’s Bank home last month. On Saturday September 6th Faber was accused by a close lady friend of grievous assault while she attended her birthday party hosted at his house. The woman, who was celebrating her 25th birthday, told Police in an initial report that Faber got angry at her when he saw her using her cell phone around 3am that morning. She said Faber went ballistic and grabbed her from her hair and pulled her off the bed, and dragged her to the corridor outside of the house. She reported to the cops at the nearest Police Station in Ladyville that Faber punched her twice to the right side of the face. The report spread like wildfire throughout the weekend, but by Monday morning Faber did damage control when he informed the media that the report had been withdrawn. He claimed that “…it is only public if there is an issue with the police. There is no such issue any longer”. About a week after the Prime Minister, who has expressed extreme discomfort at being surrounded by a bunch of scandal-ridden politicians, showed that he was prepared to overlook this embarrassing and disgraceful incident by agreeing with Faber that once the report is withdrawn there is nothing the Police can do and therefore nothing for him to reprimand. While the issue had disappeared from the political radar, the clear mishandling of the case has surfaced after domestic violence Police officials appeared on the LOVE FM morning show today and explained that while an alleged victim can withdraw his or her report, it is the duty of the Police Officers to detain and question the alleged abuser and investigate the incident promptly and thoroughly upon getting a report. In the case of the UDP Minister, there is no indication that the Police did a thorough investigation. They never arrived at his

doorstep to ask any questions or interview the many witnesses who saw what took place. Faber was never taken into custody and asked to give a statement in defense of the allegations. There was just no investigation against the politician. These shortfalls allowed the victim to eventually rescind her allegations and Faber has been able to move on scotch free.
Under the Barrow Administration, the Police have been playing some serious political games. We have witnessed more and more senior Police officials remove their veils and expose their true allegiance to the ruling party instead of the Government and the people of Belize. Instead of upholding the law, the Police have been protecting those who break the law.

Reid Wheel and come again Mayor! By G. Michael Reid As we close out October and head into the last two months of 2014, most people are beginning to think about Christmas. We stop first however to pay tribute to our Garifuna brothers and sisters and celebrate their arrival to our shores over two hundred years ago. While many of us are preparing for the seasons ahead with much hope and anticipation, for the 170 workers of Belize Maintenance Limited (BML), the remaining months of this year brings with it an atmosphere of apprehension, anxiety and uncertainty. In early January of next year, City Council’s contract with BML expires and Mayor Darrell Bradley has stated categorically that he will not renew that contract. With City Council elections scheduled for just a couple months after this contract expires, Mayor Bradley is faced with a difficult situation. It is unlikely that these lowpaid sanitation workers will just go quietly into the night as was made obvious by their actions in August. At that time, BML employees, faced with the prospect of layoffs and after weeks of not getting paid, staged an impromptu protest in front of City Hall. It resulted in arrests and detention for about 50 of those employees but the point was made. As a result, PM Barrow was forced to intervene and after pledging payments for the remainder of the contract, he promised workers that their services would be picked up by the City Council following the expiration of the contract. Workers were advised at that time however, to not put much hope in Mr. Barrow’s words given the man’s “highly evolved propensity for deceit” and his track record as it relates to prom-

At the end of the day because the aggregate value of the mortgages of the upper class is huge, more than 75% of the government’s $3m Christmas giveaway will be used to pay the mortgage interest on large house loans for political cronies and others, who have always paid all their bills themselves often times with personal checks. The remaining 25% of the money will be shared up among hundreds of middle-class persons with a lot of small mortgages, and nothing will be left for the poor. The poor of this country are the people who should get priority with housing assistance from the government. They deserve an opportunity to break out of slum housing. 75% of $3m or $2,250,000 can provide poor people across this nation with lots of construction material to improve their homes in time for Christmas. On the other hand for the Pascua, the privileged few which include many of the ruling politicians who can pay all their bills without assistance from government, will squander that same amount of money without a second thought on luxury items like very expensive liquor, four and five imported hams, new carpet for the entire house, toys and curtains from high-end stores in Miami, vacation to exclusive resorts, and other lifestyles of the rich. The government should distribute the $3m for housing relief equitably. Those who can pay their mortgage interest without assistance from anyone would get the least money; mortgage holders in the middle-class would get their fair share of funds, and those who need the most housing assistance, the lower-class, those at the bottom of the social ladder, would get the most money to improve their housing situation. That’s the ideal situation. Such compassionate governance however will never flow from this UDP administration, because as Minister of State Mark King said, “With anything my government does it has to be UDP first and Belizeans second.” In adhering to that policy Government’s early announcement of its Christmas giveaway for housing clearly shows that it has long abandoned the needy of this country. Henry George once said “What has destroyed every previous civilization has been the tendency to the unequal distribution of wealth and power.” In solidarity we must therefore raise our voices in unity for better housing for all Belizeans as the squeaky wheel gets the grease. UNICEF Terms of Reference Technical Support and Programme Management for Sub-National Work
Purpose of Assignment: To provide technical support and programme management (monitoring and implementation of activities) for sub-national work performed by UNICEF and partner organizations in Stann Creek and Toledo Background and Rationale In 2010, a midterm review of the UNICEF and the Government of Belize Country Programme provided the opportunity to build a strong life-cycle approach to the overall country programme. The review led to limiting the number of core programme areas to three, more closely integrating programmes and inserting a subnational focus directly designed to reach the most disadvantaged children in Toledo, Stan Creek and South Side Belize City. This design improved efficiency in resource allocation and use, as well as programme outcomes, and serves as the basis for the subsequent country programme for the period 2013-2016. The overall goal of the 2013-2016 country programme is to contribute to the realization of the rights of boys and girls by focusing on reduction of disparities and inequalities. This is done by supporting efforts towards the attainment of an adequate standard of living for families and children in Belize, in line with international human and child rights norms and standards, and as stated in its national development plan, Horizon 2030. The country programme has a special focus on building the national and sub-national institutional capacity to address the bottlenecks and barriers that systematically impede the realization of the rights of the most at risk, excluded and disadvantaged children. It contributes to the improvement of the situation of all children and adolescents, with special attention given to Southern Belize (Toledo and Stann Creek districts) and South-side Belize City. The programme of cooperation supports the achievement of the following key results by 2016: (a) boys and girls from excluded and disadvantaged targeted communities benefit from the implementation of effective and inclusive national and sub-national policies and integrated programmes on child protection, early childhood development (ECD), and education; and (b) boys and girls benefit from the application of stronger domestic legislative framework meeting international standards, and a child rights monitoring system that includes social budgets and social expenditure assessment at national and sub-national levels. These results support the country’s response to the observations of the Committee on the Rights of the Child and Committee on the Elimination of Discrimination against Women. Finally, the programme supports policy assessment and implementation of regulatory frameworks, with an equity and gender focus. Timeframe for the consultancy The consultancy will be for a period of 6 months (November 2014 - April 2015). An additional 6 months extension of this period can be made following a successful performance evaluation Scope of work

Under the terms of the contract the national consultant is expected to perform the following duties. Provides support to the UNICEF programme team in order to meet all programme objectives in the Southern Districts (Toledo and Stan Creek), within a participatory and team-oriented environment. Provides technical advice and assistance to programme partners in the planning and management of programmes/projects in the Stann Creek and Toledo Districts. Collaborates with programme partners, in the Southern Districts, involved in the management and implementation of the programme to identify, plan and implement relevant intersectoral coordination and partnership collaboration mechanisms. Meets with partners on a regular basis to follow-up on programme implementation. Participates in meetings, workshops planned by partners in the thematic areas of education, ECD, health and nutrition, child protection, HIV/Aids and adolescent development. Participates in monthly UNICEF Program meetings, providing information on the implementation of activities and contributes to the planning of activities in accordance with UNICEF planning processes. Undertakes regular field visits to monitor programmes, as well as conduct periodic programme reviews with partners, and use the outputs and recommendations to identify necessary actions for programme adjustments.
Implementation Arrangements The programme officers and specialists within the UNICEF country office are responsible for providing the consultant with guidance and direction. The Consultant will work under the direct supervision of the Social Policy Specialist. Reporting The consultant will be responsible for preparation and submission of reports and documents which will include but not limited to: • Delivery of hard and soft copies of monthly work plans and work reports at the end of each month • Delivery of programme and progress reports with analysis of specific results every three months Payment to consultant will be processed based on monthly invoices submitted by the consultant accompanied by the approved (by the supervisor) work-plans, work-reports and deliverables. Major tasks and deliverables to be completed In coordination with UNICEF programme team and specialists, the consultant is expected to: a. Provide technical support to the two municipalities in the Southern Districts in the implementation of work plans; b. Coordinate programme with partners in the Ministry of Education Youth and Sports, Battle of the Drums, Congress Maya Teachers, POWA, BFLA, National Garifuna Council, TIDE, Ministry of Human Development Social Transformation and Poverty Alleviation and Ministry of Health around quality social services with equity. c. Support the implementation of inter-sectoral ECD delivery in the Southern Districts d. Support the Water, Sanitation and Hygiene project in QCFS in the Stann Creek District e. Support the implementation of the “Sustainable Child Friendly Municipalities Initiative” in the municipalities in the southern districts. f. Ensure program partners timely and quality delivery of project and financial reports Qualification or specialized knowledge/ experience required: • University Degree in Social Sciences or related field. • Three or more years of professional work experience in Education/Development of social development, project administration, programme management, monitoring and evaluation, some of which at the international level. • Excellent communication and advocacy skills • Ability to organize and implement trainings; • Demonstrated drive for results; leadership and teamwork abilities. Initiative, passion and commitment to UNICEF’s mission and professional values are expected. Remuneration is commensurate with work experience. Travel and per diem for meals, lodging and miscellaneous expenses will be covered according to a pre-approved work plan The consultant is expected to be stationed in any of the two districts (Toledo or Stan Creek) for the duration of the contract. T
oday, the threat of the Ebola virus hangs over our thoughts like a heavy black cloud waiting to rain down death and destruction. Though this may sound a bit exaggerated, no one can ignore the subtle hint of panic that is sweeping across the globe; uniting nations, languages, and people in a frenzy of fear. Statistics point a finger at Ebola for 4,555 deaths already, and the World Health Organization (WHO) proposes that this figure is actually an underestimation of the lives the virus has taken. The UN’s health agency has recently declared an international public health emergency, a fitting and official precaution to prepare for this crisis. Just lately, Belizeans felt their own brush with death when it was reported that a ‘special’ couple was docked on a cruise ship in our waters. One member of the couple had been in contact with one of the nurses who had cared for an Ebola patient. Anyone who has been in close contact has been cautioned to quarantine themselves until the predetermined time for the virus to manifest itself had collapsed. This particular couple, however, eager to begin their honeymoon hopped on a cruise ship and sailed around the world to our beautiful country. To make matters worse, the US government was allegedly pressuring our leaders to bring these people into our country, allow them to board and airplane and fly them to the United States. What an uproar this caused in Belizean public opinion and justifiably so! I cannot help but find this situation an amazing parallel to how the awful threat of sin is also crouched at our door. This, however, is where the similarities end. We, Kingdom Citizens and others included, often open our doors wide to adultery, fornication, deceit, lust, greed, and other forbidden fruits. We usher these couples into our home turf and spread out the royal treatment. We don’t bother to fly them out anywhere either. No, if we have lust, we invite his friends, pornography and masturbation, to our country and suggest our land as a wonderful honeymoon experience. Uproar would be the last thing on our minds as we carouse with the deadly virus of sin. The pleasure of the moment and the thrill of doing exactly what we want blind us to the danger we are willingly entertaining. Both sin and the virus have claimed many lives. Unlike the Ebola sickness, however, which has no known cure, no known origins, and no vaccine, sin has a treatment. One simply has to die, to receive it. See, we are all born with sin. It is our innate desire to be selfish and to pursue our own wants. The only way to escape the inevitable death that sin offers includes dying to ourselves. To our selfishness. To our pride. To flesh. And to be born again as a new man or woman and receive a new passport marked: Kingdom of God. Unlike all the science-y scramble that is being prioritized in order to find the remedy for the Ebola virus, the cure for sin is already available. Are you inviting sin off the cruise ship? Continued from page 3 that Paul, born Alfonso Palacio, worked as a young man at sawmills in southern Belize. He was also a chiclero, and a fisherman. And like many young men of his time “he migrated to Guatemala and Honduras where he could get jobs with the fruit companies and his fish could fetch more cash. When he was in Guatemala and Honduras he became more serious about his music, singing and playing the guitar with groups or by himself. From early in life he had a special liking for Paranda music. He became a spirit medium (ébu) in Garifuna, which enabled him to be an effective healer throughout Punta Gorda and other parts of southern Belize. As a spiritual healer, Paul had to shed many of his earlier ‘bad boy’ ways. He also became more serious about his special gifts as a musician.” (from email by Dr. Joseph Palacio) Last Saturday I had the opportunity to speak to almost 400 young High School leaders inside the Art Centre of St. John’s College. The topic was leadership. I used the example of Paul Nabor as a true leader. When I asked the students if they ever heard of Paul Nabor, most of them raised their hands. These were students from schools across Belize. I explained to them that for me Paul was a leader because he led by the example of his life – humble, passionate, engaged, and conscious. He was a man that paid attention to the temperature of his thoughts, a man who reflected on the community and most importantly he acted with his music. It is easy to understand how Nabor entered our consciousness and never left. In 2000 Stonetree released the album Paranda. It started as far back in 1995 when Ivan Duran and Gil Abarbanel travelled across Belize, Honduras and Guatemala to record the style of music we now know as Paranda (which means to revel). Many of the recordings were made inside thatch buildings. Nabor’s song Naguya Nei became an instant classic. In 2000 UNESCO recognized the Garifuna Culture as a masterpiece of humanity. Nabor the man is an example of this masterpiece – oral and intangible. In 2009 the filmmaker Katia Paradis released Three Kings of Belize featuring Paul Nabor, Wilfred Peters and Florencio Mes. For me this film represents an important part of our DNA of artistic life in the 20th century. It illustrates how art cannot be segregated from life. We live in the 21st century where technology has enveloped our lives. Nabor’s life and art proves to us that the time to create is every day. Not to create as an artist or idea of artist, but to make art as a chiclero, as a fisherman, and as a human. My friend Joan Duran describes the orbit of Nabor’s life as a solar panel. What we see and hear in his music is brought to us with technology yes, but the source and the power of the music comes from the sun. Nabor is that sun.

Roger Anthony charged for
weekend shooting on Banak Street Belize City, October 28, 2014 Known boss of the Mayflower Street “Ghost Town Crips” gang, Roger Anthony, has been charged along with 23 year old Kendis Flowers for a shooting that occurred on Banak Street over the weekend. The Meighan family residence was the target of the shooting shortly after 10:00pm on Sunday, October 26th. No one was injured in the assault, but the Meighan house suffered damages due to the barrage of bullets. Anthony and Flowers were detained by the Gang Suppression Unit shortly after. Anthony was allegedly found with a 9mm handgun, reportedly near the vicinity of the shooting. Somehow, he fractured the heel of his foot and when he was taken to Court on Monday morning, he appeared in crutches. Anthony and Flowers were charged before Magistrate Herbet Panton for the crimes of Attempted Murder, Aggravated Assault and Damage to Property. Just two weeks ago, Anthony appeared on the media flanking Gang Suppression Unit boss Mark Flowers looking meek, humbled and conscientious. Flowers, who has been facing allegations of rogue and brutal behaviour against citizens, was on a publicity stunt to make the public believe he is having some kind of posi-

Among the companies who have approached the PUC, is Southern Renewable Energy, which was represented at a PUC consultation meeting by no other than the special golden child of Prime Minister Dean Barrow, Anwar Barrow, among others. Three of the company’s projects have been considered among the top five. Is this special treatment? The BELIZE TIMES wants to know what are Barrow’s interests in Southern Renewable Energy. Clearly, he has more than the media to worry about, as there are some in the Police Department who would easily jump to embarrass him, as is the case with
Anthony’s arrest. His family disputes the Police’s allegation that he was near the scene of the shooting when he was detained. There are also indications of increasing conflict within the Mayflower Street “Ghost Town Crips” gang which could lead to more street violence. Anthony, Flowers and the Meighan brothers Tyrone, Shaquille and Ellis Jr. are all from the same turf. The Police have offered no explanation about what is causing this inner-gang rivalry conflict and what they will do besides arrested Anthony and Flowers to quell the tension.
