Contributed Belize City, Belize October 8, 2015 Dean Barrow, the tyrant who has ruined Belize will be kicked out of power on the 4th November. That is the message coming from every nook and crany of the country. From the streets of Belize City and every town and village, the people are saying it. They have had enough of this no-good, arrogant Prime Minister. The biggest issue which is the cause of concern for the vast majority of Belizeans is the Guatemala issue. Belizeans know that something is very wrong with the way Guatemala has been allowed to ride over this UDP Government. They are suspicious of why the Prime Minister has been hiding vital information coming from Guatemala which is damaging to Belize. It is now a confirmed fact that since 19 August Guatemala has informed the Prime Minister that they have taken away the Belize portion of the Sarstoon River and the Sarstoon Island. This is a brazen violation of the 1859 Boundary Treaty and a breach of international law. In other countries this would be an act of war. In Belize, the Prime Minister has not even told the

Dear Coworkers of the Lands Department,
I take this time out to get your attention and to ask you to open your eyes, your mind and think: Think of the way you feel working here at the Lands Department under the UDP Administration. 1. Are you being treated with respect? 2. Do they show you appreciation for the tremendous work you are doing or have done? 3. Do you feel welcome, comfortable and happy working here? 4. What’s the feeling you get when so many cameras are being installed to monitor your every action? 5. Is there fairness across the board? 6. Don’t you feel that the political appointees (Johnny comes lately) have more rights than you? 7. Don’t you feel helpless? 8. How do you feel when one of your colleagues are being mistreated, punished, transferred or even fired for things that they did not do, but it was done by UDP cronies? 9. Why is it that the Admin Officer is so paranoid? 10. Why are they watching us like sharks? 11. Is it that they are scared that you might make a bigger deal than them? 12. Or are they simply just guilty because they know what they doing? 13. Don’t you feel used, misused and abused when they put one of their cronies and set them above you; instead of promoting us who have dedicated our all to this department? 14. Belize City, Belize There is a very clear difference between the PUP and the UDP. Never has it been so easily able to be differentiated. On Wednesday, October 7, 2015. The People’s United Party unveiled another chapter in the designed policy papers. On Wednesday, the Party Leader, Hon. Francis Fonseca, flanked by two Standard Bearers, detailed an impressive Health Care Policy Paper. Dr. Lesbia Guerra, Cayo West, and Dr. Francis Smith, Pickstock, represent two of members of the competent team of the People’s United Party who are contesting the next general elections which are only days away. The policy paper which is headlined as Health Care for the People: The Plan to Fix a Broken System was presented and a summary of the detailed policy was present with nine main points. At a time when the Health Care system is at its worst and there is mounting distrust in the political management of the UDP, this policy paper is a sigh of relief for all Belizeans. The Policy Paper includes and list at number one, the roll out of NHI to the rest of the country which has not been done after two terms of the Pablo Marin lead UDP. Secondly the policy cites a commitment to end corruption in the tendering process for the acquiring of medicines and hospital supplies. Those of us who have suffered through the corruption of the UDP at the hospital at first hand can attest to the fact that this is a very welcome change committed to by the next PUP government. The policy paper emphatically promises to ensure that there is an end to the appointment of political cronies. Medical and health facilities are the last place that this sort or corruption should be tolerated. In our hospital, life and death is decided and there are no rooms for appeasement of political greed or favoritism. The consultations that the PUP conducted in presenting the policy have brought the PUP to commit to both a renewed emphasis on wellness, exercise, and healthy diet which include the reduction of lifestyle related illnesses such as diabetes, high blood pressure, AIDS, cancer and heart disease.
Remember: 1. Gustavo Gongora, a land inspector that was set up by this administration. A member of public gave him an envelope containing money and just said we will talk later, immediately police came and arrested him in front of staff members and the public at National Estate. He was set up because he did not want to tow the line of this Land Commissioner and Minister. 2. They attempted to fire 3 members of staff at the Surveys and Mapping Unit for false accusations and it’s still an ongoing case with the union. (Frazer, Myvett, Botes). 3. Two senior public officers at Valuation Unit were fired with no proof again because they dared to question the Minister’s improper decision. (Ferguson and Bracket) 4. Chief Valuator an experienced inspector transferred all the way in Toledo. This is a waste of human resources. (Cawich and Herrera) 5. Three cashiers were detained at the police station then put on suspension with no proof of guilt. We all have been mumbling, bickering and biting up among ourselves. We feel like we don’t have a voice and there seem to be no way out. Well now there is a way out. I know we all share these same sentiments and we are all scared to speak up because of fear of victimization. Although some of you may have voted for the UDP many of us are sorry we did because they have brought in all their cronies to lord over us. My fellow colleagues, I am begging, pleading to you that on November 4, 2015, you speak up. If you sit quietly, we will be forced to take another five years of disrespect, mismanagement, mistreatment, bias, corruption and dissatisfaction. We are adults and I am not asking you to think about a party and colors, but more on principles and pride as a people, so we can be treated the way we rightfully deserve. Remember, November 4th, 2015, this is the time to make that change and show Lands Administration cronies who has the last say. Even is brother, appropriated and affectionately known as “Crazy Glue” referred to Sedi and his UDP colleagues as a “bunch of idiots”. The BELIZE TIMES weighs in on the propaganda swings by Channel 7 and Jules Vasquez. See in Belize for a long time Barrow and his UDP had tricked us into believing that his agents, minions and legions were “independent”. BELIZE TIMES can list without credible objection: Association of Concerned Belizeans (ACB), Zeniada Moya, Godwin Hulse and a host of other implants who when the PUP were in office posed as independents. The truth appears after the elections and those persons received their blood money in appointments as political officers, Ministers and Central Bank managers. It has been facey and overt. Now as the old people say, guilty conscience need no accusers. In the past, everyone was called PUP who did not agree with the UDP wrongs. These include the President of the Bar Association, the Business Senator, Audrey Matura, Pastor Louis Wade, Pastor Scott Stirm and everyone that the Barrow and Gapi Vega lead UDP cannot buy or intimidate. So there is a history in this story. The latest is that COLA, which is Citizens Organized for Liberty Through Action has been taking a frontal attack for voicing the obvious. COLA has somehow been accused of being PUP for saying that Belize is very unhappy with Sedi Elrington and that he has to go because his words and actions, to be kind, are unreflective of the public opinion of every Belizean with good
ears and 20/20 vision. We at BELIZE TIMES keep on remembering a statement by a very wise, political observer, who surmised that “Jules is the most independent journalist, until it matters”. The last complaint about Channel 7 coverage of news event was exposed by COLA, whose Geovanni Brackett took to social media to register his dismay: Bracket chastised: “Channel 7 reported that I had a meeting in plain view with Dr. Smith but failed to report that I had an earlier meeting with Patrick Rogers. Something that channel 5 reported - why not report the entire story [ Channel 7] ? Half the truth my brother, hence the reason why COLA aims to carry our interviews live so we do not depend on any one media house to carry our news!!!” The PUP is a mass party and we

EDITORIAL CHOOSING THE RIGHT DATE
T
his is the closest the PUP has been to forming government in three years. If you look at the waste in propaganda or just banners, plastered across the country by the UDP, you will know that they are panicking. The UDP are scared to be exposed. Elections, by their nature, expose outgoing governments. You only learn the truth when Governments change. Many sleepless nights will be between now and November 4, 2015. As frightening as it may sound to the blood hungry vampires that Barrow has assembled and protected, time is counting down. The sun is coming up and the shadows will be conquered by the power of the people. For most, including a very cautious media, the relevant time ends on November 4, 2015 when the results are announced. The value of our attention is limited to November fourth - maybe rightfully so. This after all is our attention span and information culture in Belize. We hear the headline and after seven days, it is all forgotten. No matter if it is being told that Barrow’s Administration gave up Sarstoon Island or that a rat chewed on a newborn baby. We at BELIZE TIMES, however, dare say that this election is all about November 5, 2015. It has little to do with the UDP trickery, bribery, propaganda, intoxication and cover-up on November 4, 2015. On November fifth, we will know the truth. We, the people of Belize will go back to our sponge at night, our Lasko breeze, our ramen noodles, and our intimidating Guatemalan generals. We will go back to our dead babies and rat snacked newborns. We will go back to our finger pointing UDP politicians. Back to our lurking three billion dollar debt and our professional excuse makers. We will go back to the chosen UDP telephone crony who is making $85,000 per month. Yes, that is per month, not year. The poverty gap will swell just as the resentment sets in. On the morning of the 5th, Castro will still be there. Penner will still be there. Sedi will still be there. Pablo will still be here. They are Belizean after all. The question is what will be their role in your life? Will they still be making your country smaller, literally? Will they still be making your hospitals deadly? Will they still be hiding behind the shadow of a sitting duck Dean Barrow. Yes, sitting duck. Three terms and Barrow would not be unable to run again. Hell would break loose. The political skies would fall. This is elections is personal. What will November 5, 2015 be like for you? A devil’s advocate joked that people may be happy with the UDP. That person quickly retracted his reckless error. People may be still under the last fumes of the dazzle of Barrow’s vocab and sorting out where the grand ole blue party is, but happy with the UDP? Hell no. Belizeans are not happy with the UDP. They are not happy
with Elvin Penner. Surely not happy with Castro. Not happy with Mark King. Not happy with Sedi. Further check the UDP’s themselves, Flippin, Cutkelvin and Sedi’s own brother, Hubert Elrington. Happy with Barrow does not mean happy with the UDP. It takes 16 seats, not just Queen Square. This elections is about November 5, 2015. A choice between Francis Fonseca, John Briceno, Florencio Marin and Cordel Hyde on the one side and Sedi Elrington, Mark King, Castro and Pablo Marin on the other. God is a just God and on the strike of November 5, 2015 dawn will separate lies from pretty talk. The UDP will be tested by the light and the PUP road to redemption will be given context. The PUP has a lot to prove and a lot to fix, when in Government. The UDP who says they were given a mandate less than a year ago in two “buy” elections are somehow seeking “a mandate” on November 4? There is no mandate to be given. Dead babies. Bribery. Stealing elections. Minsters accused of carnal knowledge. Ministers accused of indecent assault. Bulldozing Mayan temples. Murder. Theft of cheques. International passport shame. Secret Compromis with our territorial nemesis. BTL secrets. BEL lies. Enrichment of a few. Scorn of the masses. No there will be no new mandate for that. Francis in an interview was touched by Pope Francis’ vision. There is a day of reckoning. Power must be returned to the people. November 5, 2015. Will it be like the last 8 years? Will we have 13 years of bad luck (8 years plus 5 more)? Or will November 5, 2015 be different for you? Contrast is beautiful. The UDP slogan about being the BEST drips with snotty nosed arrogance. It is misplaced at best. BELIZE TIMES asks again: Is Pablo the BEST? Is Sedi the BEST? Is Castro the BEST? Rhetorical. The PUP slogan “Power to the People”, is a humble and reconciling commitment to the people of Belize, not the bloated ego of a political party that looks past the voter and wants to win for themselves and their continued luxury. The UDP philosophy is documented as “the purpose of the [UDP] is to simply extract votes like a mill grinds cane and casts away the bagasse. In sharp and irreconcilable contrast, the philosophy of the PUP is “Serve the people”. The UDP have ruled with intimidation and fear. To our people, Belizeans, who might be weary and heavy laden, we remind them that rest is soon here. Fear is soon banished. We at BELIZE TIMES declare as Isiah 41:10 : “Fear not, for I am with you; be not dismayed, for I am your God; I will strengthen you, I will help you, I will uphold you with my righteous right hand.” The people were taken out of Egypt and Babylon did fall. Worse, he has done nothing about it and his official speech which can be taken through the mouth of Sedi Elrington at the United Nations is a deliberate cover up of a grave threat to our country. It can also be interpreted that the Prime Minister knows what Guatemala may be plotting to do next and therefore is rushing a general elections before more bad news comes out. Another issue which Belizean citizens are very concerned about is how Mr. Barrow abused his office and squandered three hundred million dollars of the Petro Caribe money. This is money which Venezuela loaned to Belize to help the poor people and the middle class to make better in their life. In effect what the Prime Minister did was to high-jack these monies for party political use. The UDP is nakedly campaigning with Petro Caribe money,

Belmopan City, Cayo District October 7, 2015 Dean Barrow is a sick man and when we say sick, BELIZE TIMES does not only mean it in the colloquial or urban meaning, we mean that his health is not good. Sources deep inside the disgruntled UDP camps have shared with the BELIZE TIMES that Barrow health is far worse than he is disclosing to the public. We at BELIZE TIMES are sure that Barrow is unhealthy. He admitted that he makes very frequent trips abroad to deal with “health issues”. We know that one of those illnesses is his back as we saw him use a walking stick in the Cayo North Bye Elections, but this is not the only health issue Barrow has. Sources say that Barrow’s health is a major issue and that he is hoping hold his deteriorating health until after the November 4, 2015 and then he will be absent for a very long time. We at BELIZE TIMES wonders what the UDP will be like when their main parole officer is not there to babysit them and their clear addiction of corruption, stealing and hustling. Belizeans cannot be surprised any more. The UDP has supersized every problem, scandal or disgrace possible to the point where Belize is known for rats in incubators on international news. Barrow should tell Belizeans the truth, but we will not hold our breathes. As a God fearing Party, the PUP is thankful that our leader is in excellent shape and blessed with good health. He is young and has a still passion for the work ahead of him. As the PUP launched its health agenda and speak of insisting on the prevention of lifestyle related illnesses, we are reminded of the basketball matches where the PUP standard bearers, including Cordel Hyde, Kareem Musa, Anthony Sylvester, Gregory Papas Garcia and Paul Thompson along with the Party Leader, showed that our leaders are in shape and physically ready for the challenge of governance. The PUP lead by example. Belize deserve healthy leadership and not cover ups.

and we mean buying posters and banners and eventually they hope to buy votes. Apart from a few treats and projects, the majority of the money is now being used for all sorts of political matters. Now that all the money is gone and stolen, Belizeans are very angry. They have every cause to be angry with Mr. Barrow. Any Belizean family, community, village or district which had been poor before Petro Caribe, those persons remain poor and struggling after all the millions are gone. None has been spent on worthwhile programs for sustainable jobs and betterment. The rate of poverty has actually gone up in this country while millions
of dollars from the fiscal budget and from Petro Caribe have been wasted. Thousands of young Belizeans who could have been in High School and Sixth form have not had that golden opportunity because Mr. Barrow did not care about them and wasted millions on Party expenses. Even for those fortunate to get an education, upon graduation they cannot find any jobs. The business community as much as anyone else knows how poorly the economy is doing. Business is slow. People do not have money to buy except for basic needs. The high price of petrol is another big issue for Belizeans. For years motorists have felt the pressure in their pockets. High oil prices means higher

cost of living. What is shocking is that during this still unfinished financial year Mr. Barrow has already borrowed one billion dollars and cannot show the nation the fruits of this massive increase in the national debt. For this alone, he deserves to be kicked out of office. How could he, after all the hog- wash about bond and super- bond, drive up the national debt to such unacceptable levels. The vast majority of the people of Belize know that Mr. Barrow has been very bad for Belize. He is a chancey and victimizing person. There are so many reasons why Belizeans have decided to kick him out of office. For the sake of the young people and our chance to give them a better future, Mr. Barrow has to go. Everywhere you turn it is the same cry. Barrow gwine down!

COMPANIES THE UDP KEEP October 7, 2015 Belmopan City, Belize The BELIZE TIMES has been received a set of documents which were leaked from the Companies Registry. The document show that there are several high ranking or notorious UDP’s that have created private companies to carry out things that they don’t want to be done in their own name. We know of the infamous one, Mytheon Solutions, which is connected to John Saldivar and his UDP “run boy” turned mayor Khalid Belisle. We know of the telephone love fest all the way to the bank. But these new three companies tell of another bizarre secret. The explanation behind the companies we at BELIZE TIMES will save for the up coming issues of this newspaper but the Companies themselves will cause the Belizean people to start asking all the right questions. First up is a very active company which calls itself BISHCO CONSTRUCTION it is registered to a 7238 New Brighton Beach, Belize City address. The eyebrows are raised because on the face of it who is BISCHO? When you look behind who owns the company it is one Otto Joel Bishop. We all know that this is one in the same person as Boots Martinez’s “bag man” as he is called. The story does not end there, but when we were leaked a copy of payment receipt HUWOC-26731 it shows where the hustling is open and unapologetic. Well maybe it was and maybe they thought that their secret would not be shown to the public. Well, no matter what it is, that payment voucher shows that BISHCO CONSTRUCTION was paid to deliver, a whopping 39 loads of “spread” or what we call “sand” to “#21 on the Southside, list of #5 Dean Street. (Lake I). Now anyone including our good friend Donovan and Phillip Goldson can tell you that this land is a very very small parcel filled with bush and surely there is no Dean Street in Lake I. BELIZE TIMES checked it and it is shameful. Each time the PUP Deputy Party Leader Hon. Julius Espat speaks, protest and fights for a proper Public Accounts Committee and the UDP blocked him, Belizeans should remember that there are questions like this that need to be answered. There was no accountability under the UDP administration of Dean Barrow, no Integrity Commission, no active Contractor General and no integrity from the Ministers in their hustle. We must remember that it was surely not only passport that UDP ministers were hustling. There was small time, crack head hustling too. Next is the political orgy of Barrow companies. Vibes Alive & Centaur Minions win in O.Walk U-12 football Orange Walk Town, October 4, 2015 Centaur Minions and Vibes Alive each posted wins in the Orange Walk Town Sports Committee’s under-12 8-a-side football tournament at the Orange Walk Technical High School (O.W.T.H.S.) field over the weekend. In Game 1, Vibes Alive shocked Juventus: 5-0. Alex Jose Eco opened the scoreboard when he beat the Juventus’ goalie to the ball on a forward pass and booted it into the net: 1-0. Vibes Alive next won a free kick and Sugar City’s football female phenom Katie Jones stepped up to execute with textbook precision for the 2-0 lead early in the 2nd half. Katie scored a 3rd goal when she stripped a Juventus
defender of the ball and her shot found the back of the net. Katie Jones completed her hat trick with another long distance volley that proved too much for the Juventus keeper: 4-0. Katie Jones next set table for Mark Bainton to blast in a 5th goal for the 5-0 win. In Game 2, Centaur Minions outgunned the Belize team 2-0 in a penalty shootout after a nil-zip draw in regulation. On Monday, September 28, the SCA girls dominated the Anglican Cathedral College girls: 25-9, 25-3 with Mya Musa, Kevanna Sebastian, Zhazie Mckenzie, Juel Lewis and Alexis Burns spiking home points on balls set by Karen Quan. On Tuesday, the Belize High School girls similarly schooled the Ladyville Technical High School girls: 25-9, 25-11; as Lian Herrera, Mia Miles, Morgan Miles, Ashanti Carr and Ashonti Carr scored points
on balls set by Keila Ouyela. On Wednesday, the Nazarene High girls had to go to 3 sets to win over the Wesley College girls as Princella Samuels, Lederi Betson and Gillian Gonzalez spiked home points on balls set by Kendra Beltran, Maria Zabaleta and Catrin Flowers to win the 2nd and 3rd sets: 25-8 and 15-11 after the Wesley girls had won the 1st set: 29-27. Verdes draws 0-0 with Police in PLB football San Ignacio, October 4, 2015 Week Five of the Premier League of Belize football competition continued at the Norman Broaster Stadium in San Ignacio Town on Sunday, where undefeated Police FC held the defending champs Verdes FC of Benque Viejo to a scoreless draw. Deon Macaulay, Jarret Davis and Alcides “Paco” Thomas led the Verdes’ attacks but came up empty the Police defense led by Byron Usher, Frank Lopez, Devon Makin and Darren Myers. Police goalie Jamie Brooks did his job with such fervor that the referee ticketed him with a yellow card Down at the other end, Lennox “Criminal” Castillo, Carlton “Fubu” Thomas and Harrison “Kafu” Roches tried to put the “Law” on the scoreboard, but could not get past the Verdes’ defense of Shamir Pacheco, Jahron Myvett, William Nascimento and Chris Gilharry. At the end of 90 minutes of regulation and stoppage time, the score remained nil-zip. During the short time that Josué has been the PUP standard bearer of Orange Walk East, he has achieved countless small projects and youth activities, especially, in the rural areas that include Chan Pine Ridge, Santa Martha, Carmelita, Palmar, and Tower Hill notwithstanding the lack of Petro Caribe funds that the UDP so arrogantly and maliciously refused to use to uplift the area. Josué Carballo, Ramón “Monchi” Cervantes, Hon. Abelardo Mai & Hon. John Briceño: ready for victory! Voters of Orange Walk East have made up of their minds! Come November 4th our educated voters will reject tyranny, corruption, nepotism and wisely exchange it for equality, opportunities, and development. Orange Walk East refuses to be taken as fools of the “Arrogant Aragon” who on several occasions has promised residents of the Louisiana Area and aforementioned villages development and growth. Those promises have fizzled into thin air but voters will certainly remember come November 4th. Alfredo Martinez/Chan Pine Ridge Airstrip almost one year ago in November 2014 during his inaugural speech, still remains in a red limbo and in the decaying political career of a feeble man who has failed to recognize and accept that he is a failure and a figment of his father’s arrogance to see him as our Area Representative. Decision ‘15 By G. Michael Reid Corruption is the enemy of development, and of good governance. It must be got rid of. Both the government and the people at large must come together to achieve this national objective. ~ Pratibha Patil Money and corruption are ruining the land, crooked politicians betray the working man, pocketing the profits and treating us like sheep, and we’re tired of hearing promises that we know they’ll never keep. ~ Ray Davies November 4th is fast approaching and Belizeans will be faced with a very important decision. Do we maintain the current status or do we shift gears and do things in a different way. Do we re-elect those who currently hold office and ignore all the wrongs that have been done or do we clear house and hire new people to handle our affairs. The choice is ours to make. For the past three and a half years in particular, the United Democratic Party has been enjoying a free lunch and an unlimited reign of power. Money has been flowing and the wealth of a few has increased tremendously. With no Integrity Commission and little oversight in place, there has been no one to report to and nobody to hold anybody accountable. Party ministers and cronies have taken full advantage and do not even try to hide their ill-gained wealth. They cruise by in their expensive SUV’s with their windows rolled up to preserve the ice while the rest of us scrounge to find a few dollars to fix the flat tire on our bicycles. There is a famous picture of the Prime Minister’s son partying with numerous bottles of very expensive champagne and the best food that money can buy. What a life! For the average Belizean, not much has changed in our world. Unemployment figures still hovers around twenty four percent while the poverty rate is nearing fifty percent of the population. The crime rate is out of control and the new cement streets are stained with the blood

Terms of Reference A Multiple Indicator Cluster Surveys (MICS) HOUSEHOLD SURVEY, Individual CONSULTANT Location: Belize Language (s) Required: English Travel: No Duration of Contract: 25 Days (9 November 2015 – 18 December 2015) Application Deadline: 23 October, 2015 Background UNICEF places a high priority on the availability of recent and reliable information for monitoring the situation of children, young people and families, for developing evidence-based policies and programmes, as well as for assessing countries’ progress toward national goals and global commitments, including the Millennium Development Goals (MDGs). UNICEF assists countries in collecting and analysing data in order to fill data gaps for monitoring the situation of children and women through its international household survey programme, the Multiple Indicator Cluster Surveys (MICS). MICS enables countries to produce statistically sound and internationally comparable estimates of a range of indicators in the areas of health, nutrition, education, child protection, water and sanitation and HIV and AIDS. For many countries, MICS surveys are among the most important sources of data used for situation analyses, policy decisions and programme interventions, for informing public opinion on the situation of children and women and influencing the public debate. MICS surveys are usually carried out by government organizations, with the support and technical assistance of UNICEF MICS is engaged in a programme of active methodological work with the aims of refining existing survey tools, developing new tools and understanding how these work together in MICS surveys. Prior to the start of a new round of MICS, new tools such as questionnaire modules and protocols are validated, field tested and piloted within the MICS framework. MICS is currently in its fifth round and will enter into the sixth round in 2016. In anticipation of MICS6, there will be a number of new questionnaire modules and protocols and a number of refinements to the existing tools. To examine how these new items and refinements function, MICS will implement a field test of instruments in Belize, a country which has extensive experience with MICS.

WE ARE IN DANGER Our worst fears have come true. It is true that Guatemala told the Government in writing that they have taken over the Belize half of Sarstoon River. And the Government has said not a word to the people of Belize. This is a very serious matter. Our Government was officially informed in writing in August 2015 and the Government has refused to notify the people of Belize. It is very likely that our Government did not even respond against Guatemala’s assertions regarding our national territory. The people of Belize have every reason to be suspicious and annoyed with the behavior of the Government. The border of Belize in the south has been moved from the middle of the river to the edge of the mainland. And our Government has lodged no protest with the official institutions in the region. The O.A.S, CARICOM, Commonwealth. This is a monumental failure. The Prime Minister had a duty to call a meeting of the National Assembly and in the House of Representative the documents should have been tabled and the Government’s response reported to the elected Representatives of the nation. There should have been a formal briefing of the Leader of the Opposition. And all our Embassies should have been given discussion papers to brief their diplomatic counterparts. Our Government has committed a monumental failure of leadership. Another dereliction of duty came when it was Belize’s turn to address the United Nations. The utter failure of the Prime Minister and his Cabinet was on display as the Foreign Minister spoke to the United Nations last week and never mentioned Guatemala’s aggressive conduct in the Sarstoon River and said not a word about Guatemala’s latest behavior by taking over the whole Sarstoon River. This is unforgivable. In any democracy, the least that is required of a Government is to inform its citizens of any behavior of any other Government which threatens the sovereignty and territorial integrity. The Guatemala Ambassador stationed in Belize should have been summoned by the Prime Minister and Foreign Minister to be formally told of the rejection of their Diplomatic Note which tells us they are in control of the whole Sarstoon River which they claim now belongs to them. What is wrong with the Prime Minister of Belize? Does he think he can tell us what he wants when it is convenient to his political plans? Does he work for us or someone else? The minute the Opposition Leader and his opposition diplomats checked the Foreign Minister’s speech at the United Nations, they knew something was wrong. Something is very wrong. The speech is the latest in a long line of grave errors and mishaps by the Government in its handling of Guatemala’s deadly claim to our country. We at this column take a dim view. We believe the Government is following a script. It is not that the Foreign Minister is a dense and foolish person, blundering from one gaffe to another. He and

the Prime Minister are part of a serious game which in unfolding little by little. So convinced are they by the British and Americans, that they are wittingly going along with carrying the country into the I.C.J whether we want to or not. Belize is in danger. CCJ LET DOWN The Caribbean Court of Justice, C.C.J is now Belize’s highest Court. It is a special Court for the Caribbean English speaking countries. It was established by Caribbean leaders who felt we should no longer have to use the Privy Council in Britain as our highest court. When Mr. Barrow became Prime Minister, he hastily changed our Constitution and made us go to our new Caribbean Court of Justice. Only three Caribbean countries are members of the C.C.J. Neither Jamaica or Trinidad where the court is headquartered are members. Last month the C.C.J let down Belize BIG TIME. A huge legal and Constitutional issue was before the C.C.J from Belize. It has to do with the Prime Minister taking away BTL and BEL from their lawful owners and claiming he is taking it for the Government. The people of Belize had no say in these matters. The owners took the Government to court. The Belize Court of Appeal found that the Government was wrong and had viciously violated the sacred Constitution of Belize. The Government gave back BTL but changed its mind and sent Police to take it back a second time. This time the Prime Minister put into the Constitution that he could take it and no Court must interfere. This is the issue, basically, that was before the Caribbean Court of Justice, from 2011. A few months ago the Caribbean Court came to Belize to deal with handing down a decision against the Government over the traditional lands of our Maya citizens in Toledo. Somehow the Government learnt the decision was not in their favour. The Government rushed to the CCJ and told the Judges that it was settling the matter with the Mayas. The attorney for the Mayas, who just happened to have recently been appointed a Judge by the Government, agreed to accept the Government’s proposals. None of the agreements with the Mayas have been put into effect by the Government and there will be problems in the future for the Mayas if there is not a change of Government.. Now, suddenly the Government started rushing around settling the takeover of BEL and BTL. With BEL the Government actually gave the same owners of that company one third of the ownership and big millions. The people of Belize were never consulted. With BTL, the Prime Minister had to resort to lying to the nation, claiming he was travelling to Miami on his personal health issue. Misfortune had struck the Prime Minister in his back forcing him to walk with a walking stick from time to time or to be driven in his vehicle lying on his back on the back seat. In Miami, the Prime Minister was holding secret talks and working on an

accommodation agreement with, guess who? Lord Michael Ashcroft. Over the years, the Prime Minister had called Lord Ashcroft all sorts of derogatory names. He had low rated this man to the worst levels. Called him devil. Swore before God Almighty that he would never pay him any money. Lord Ashcroft has now collected 97 million dollars for a previous debt of 22 million U.S dollars. And the Prime Minister handed him a blank cheque to write in whatever amount he is claiming for giving up BTL. This cheque will cost Belizean people in excess of three hundred million dollars. This is what we will pay for the Prime Minister’s monumental ego and legal blunders. So how it is that the C.C.J sat on such a huge constitutional case from 2011 to September 2015? Now, we will never know what is the true legal position when a rogue or good Government grabs private property using the name of the people. You let us down C.C.J. You let us down. Would the Privy Council have taken so long on a straightforward constitutional matter of such grave implications? A THIRD PARTY We salute the brave persons who have come together to form a third political party- the Belize Progressive Party. They intend to contest the general elections on 4 November. The history of third parties in Belize as in the rest of the Caribbean is not encouraging. No third party has ever attracted enough votes to make any difference in who will be the Government. It is even harder for a party which is formed a few weeks from general elections. Disagreeing with the established parties is not a platform for receiving
votes from the electors. For the general elections next month there is only one major issue facing Belizeans. It is whether to suffer five more years under the UDP or to make a new start with the new PUP which is the only alternative to a better future. DEMOCRACY IN BELIZE? If Belize had even an okayish kind of democracy Elvin Penner would have had to leave the House of Representatives and head to prison. Edmund Castro would have had to resign and face criminal charges when it emerged he was using public monies for his private gain and family expenses. As soon as the 13 babies died at KHMH, Pablo Marin would have stepped down. Maybe the international scandal and bad name for Belize would not have happened with rats and snakes in our hospital. Michael Finnegan’s ongoing insults and degrading of women in the House of Representative would have ceased from 2012 when as Minister of Housing he has built no houses for the people of Belize. The high and the mighty Prime Minister would have quietly stepped down when it emerged he was paying his brother hundreds of thousands of tax dollars for ordinary court cases for which there is a Solicitor General and nine lawyers paid to do such matters. He is like a serial rapist, raping the Treasury for family law firms and enriching wife, ex-wife, brother, nieces, nephews and cronies and sons. And the hapless Sedi Elrington would have been a consultant to the Guatemalan Foreign Ministry and long left office over the botched behavior involving the Guatemala claim. But, baby, this is Belize where votes are bought and big bribery run things on election day and after that the Government does what they want.
