An Open Letter to the Prime Minister As six past presidents of the Belize Tourism Industry Association, we have participated in our industry’s growth from its struggling infancy to its present status as the nation’s largest employer and earner of foreign exchange. While there have been a few setbacks along the way, there has always been an understanding between the industry, the government of the day and indeed, the growing number of visitors to Belize, that Belize’s tourism product was “something special”, that its appeal was based not only on its world class natural attractions, but on the uniqueness and authenticity of our people and way of life. This is what marketers refer to as a unique selling proposition, the thing that makes a product stand out above the competition and get noticed, and this has undeniably played a large part in Belize’s success. Along with the thousands of people who make up Belize’s vibrant tourism industry, we are concerned that Government’s recent decision to authorize a cruise port on Harvest Caye in southern Belize runs counter to this long established understanding and diminishes Belize’s unique status as a true eco-tourism destination. Dear Editor, It is my humble opinion that we have most hard headed, chanciest and faciest Mayor. All of his decisions have hurt the small people in Belize City, and even when we bawl out, he doesn’t seem to be bothered at all. Last week it was us, the Albert St. Taxi Association shouting “bloody foul” against Mayor Darrel Bradley for cutting down our parking space, despite promising us not to. To appease the misguided Association leaders the Mayor promised to find space in some little corners here and there. This week, it’s the dalla bus operators who were forced off the streets on the grounds that they have been warned that the Mayor would have done so. From my understanding, the Mayor did not give proper notice to the bus operators. And now, without a means to put food on their table, the Mayor is offering no alternative. My question to the Mayor is who will pay for the mortgages and loans of the bus operators? Will the Mayor purchase the buses so the banks don’t go looking for the bus operators? I don’t think so. This Mayor is coming off more and more like a mini Dean Barrow. He does what he wants, when he wants and to whom he wants. With such arrogance, no wonder the city streets are in such a mess. Whenever it rains, the city goes under water easily. The Police station on Queen Street looks like a water reservoir after a mild rain, even after the streets nearby have been cemented. I see what used to be the Memorial Park and I am shocked. Which tourist will go there to shop? Who will be able to afford the latrine-looking booths? All that the Mayor’s Master Plan has done is make our city right for tourists and special interests. Just watch who got away with a piece of the mule park downtown Albert Street and the street next to Battlefield Park. The Mayor seems to be pleasing the Lord as he has built a recreation area for bird watching in the front and tea party in the back, just as Girl had warned us. Signed. G.L. The truth about Barrow’s new bank

Dear Editor, Let me tell you the truth about Dean Barrow’s National Bank. It does two things. One, politically it will be used as a vehicle to get votes. Two, it was set up to appease our teachers and government workers as a sweetener to the failed promise of a raise of pay for the past six years. The Unions are compromised. Their leaders seem more interested in the UDP’s agenda than the union. They seem more loyal to Barrow than their own members who voted them into leadership positions. It’s very shameful. The Unions have swallowed every lie and excuse put up by the Prime Minister. He got them to believe they would find monies where it didn’t exist. He got them to forget their rally cry for an end to the contract workers and Government wastefulness so Government can afford to give a pay raise. He even got them to ignore their pain and go back to life as normal. Had Barrow done what was needed in the first place which was to regulate the banks and outlaw compound interest and lower the interest rate, there would have been no need for another bank. The idea of Dr. Taeger’s national bank is a good thing - a bank with no compound interest helping Belizeans own and invest in the Belizean dream which is to have the opportunity to own a piece of Belize. Dean Barrow’s bank is already filled up with red tape… only certain people can get loans because of conditions and restrictions. No PUPs are allowed in the bank, according to the UDPs. As for teachers and public officers, they need to stick to the real issue: they need a pay raise and not a loan that they will have to pay back. Signed, Charles Smith

OUT Young People Need Discipline & Self-Growth

Dear Editor, Please allow me space in your reputable newspaper to share my perspective on positive development of morals and values in young people. Many of our young people are lacking the values of respect, discipline and self-growth. Parents are either busy with their jobs, trying hard to earn a dollar to feed their kids, and meet basic necessities. I am appalled to see that how many teens are having children. These young people are not ready for this. If they can barely take care of themselves, what about their new born babies? What about the burdensome prices of food, education, healthcare, and the list goes on? But then again, what are the scenarios that cause this? I would say improper parenting. If our parents teach us Respect, Discipline, & Self-Growth, then we won’t have a problem growing up as productive persons. Respect is high on the list. Young Belizeans lack this value big time! Blinded by UDP incompetence

Belize City, September 3, 2013 Donovan Reneau is undoubtedly one of Belize’s amazing wonders. Although blind since his youth, Donovan has learnt to overcome challenges in his life. Despite the lack of sight, Donovan blended into society like any other individual. At nights, Donovan works as a radio jockey at Love FM radio. His is the midnight shift. How does he do it? By learning to operate radio equipment like any other DJ would. Donovan also has a sixth sense that allows him to walk through areas of Belize City. With the aid of a walking stick, Donovan memorized every nook and cranny corner of our streets, and learnt to traverse through as if he had sight to see where he was going. But today Donovan’s special sense of direction has been shattered by the crass incompetence of the Belize City Council who is carrying out haphazard repairs of city streets. The Mayor’s “Master Plan” which does not include the building of proper drainage also apparently does not include features

for the disabled and elderly – something that is a basic aspect of urban development world-wide. The Council is spending $20 million dollars on their street project, but there are no special pedestrian areas for the very vulnerable. For Donovan this is extreme prejudice. The BELIZE TIMES encountered Donovan as he stumbled along North Front Street in front of the Holy Redeemer School, bumping his toes or falling into some deep mucky pothole with every step. Donovan was angry but proud and stern. Despite the challenge presented by the UDP’s incompetence, he continued his journey, moving his walking stick carefully ahead of him in an attempt to avoid the next pitfall. This injustice against Donovan and hundreds of other disabled persons in Belize City must not go unchecked. Those organisations that claim to represent the vulnerable population must speak out in their interests and defense, instead of hiding in silence and waiting for the UDP’s concrete ineptitude to harden.

Playing God Belize City, September 4, 2013 Dean Barrow and the UDP have officially hit rock bottom when it comes to playing politics in this country. Thousands of hardworking Belizeans have lost their land titles and tens of thousands have lost their jobs simply because they are known supporters of the People’s United Party. Victimization is the name of the game under this UDP government. But now, the horrifying news coming out of the Ministry of Health is that hundreds will die needlessly if they do not have an inside connection to a UDP bigwig. The former PUP government was dedicated to improving healthcare for all Belizeans and rolled out a National Health Insurance (NHI) Plan that provided, among other things, dialysis treatment to those who could not afford it. Under the PUP, being poor didn’t mean you had to die. Today, the harsh reality is that patients in need of emergency dialysis treatment will die unless they can come up with $2,000 per week to pay a private hospital to stay alive. At the KHMH the equipment is there. The nurses are there. But the will power and the commitment from

the government to help those most in need are not. Currently, the government only provides dialysis to 20 patients at a time, which means that if you are number 21, you will die. But who gets to decide who makes it on the list of 20? The BELIZE TIMES did some investigation and discovered that it is the actual Ministry itself and the CEO who decide whether or not you make it on that list. Imagine that!! Imagine the possibilities!! Imagine you suffer kidney failure today but six years ago you appeared in a television ad supporting the PUP. Do you think you would make it unto their list? This is the type of life that Dean Barrow has created for us. He made sure to do away with affordable healthcare for all (NHI) and replaced it with healthcare for the UDP. We must literally live or die at the hands of malicious, vindictive politicians. Some call him King, he calls himself “Daddy Barrow”, but now it is even worse than we thought. Barrow and his UDP Ministers are actually playing God with our lives. How many more Belizeans must die before Pablo Marin, the electrician, is terminated?

on the NICH-A Great PUP Success Story By Francis W. Fonseca This past week, the National Institute of Culture and Histor y (NICH) celebrated its 10th year of existence. NICH is first and foremost a Belize success story but it will undoubtedly be recorded as one of the most meaningful, lasting achievements of the PUP Administration of Said W. Musa. Musa recognized that while Belize enjoys a diverse and glorious culture and histor y, there was no structure in place to promote and enhance that culture and history

and the existing links to education and the economy were weak at best. NICH represented the PUP Governments’ effort to make culture and histor y an integral part of our education system and to empower Belizean artists economically. In this effort the Government of Belize was fortunate to have the ser vices of Yasser Musa, a deeply passionate and com-

mitted young artist who understood and appreciated the role and relevance of NICH. Yasser gave NICH ever ything he had to offer and then more. He saw not only what NICH should be doing now, but what NICH could be doing 10 or 20 years from now. He placed the artists at the center of NICH’s agenda.

2013 He travelled the country engaging Belizean artists, young and old, acknowledging their value and contribution and reminding them of their responsibility to each other and to Belize. He travelled abroad seeking out new opportunities and tangible support for our Belizean artists. I had the honor of being at the table when NICH moved from dream to reality and I had the pleasure as Minister of Culture to work with Yasser as he guided NICH through its infancy. He was relentless in his pursuit of excellence. It is his efforts and those of the team that he assembled that creat-

ed the foundation on which NICH so proudly stands today. Yasser believed in Andy Palacio. He believed in our three Kings. He believed in the young unknown artist. He believed in African and Mayan History. He believed in Belize. So, as we celebrate 10 years of NICH, we say RESPECT to brother Yasser! NICH has come a long way but we’ve got a lot of work ahead of us my friend. The next PUP Government will continue that work. The culture revolution will reawaken!

Did You Hear That Too?

arrow’s interview at the opening of the National Bank was the worst and most telling since he became Prime Minister in 2008. This is bad timing for him. So early in this second term, he seems tired, hunted and without a compulsion to polish or be diplomatic. He has become openly blunt and unapologetic. Authoritarian: A perfect nose in the air elitist. Just do as I say you slaves…you are interrupting my return to the Great House where I will be fanned and fed grapes. In Belize, there is no longer a moral justification for the arrogance of Dean Barrow and the UDP. That interview of Dean Barrow at the National Bank is evidence of a huge turning point. Barrow has always been intolerant. He has always been insulting and short tempered. He got away with it for years because he is verbose and layers himself well against the obvious irregularities of his administration. We say layers because Barrow is the ultimate opportunist and turncoat. There are no limits or rules as to how he will use or abuse allies or enemies. His favorite sport is surely throwing colleagues under the bus and his favorite fruit to serve on Belizeans is the bukut. But Monday’s reactions to the media had a different and troubling tone to it. It is a new dimension of gutter “Barrowness.” We at the BELIZE TIMES recognize that the decomposition of Barrow’s attitude may have been heightened by the stinging beats of the steel pans, which, seemed to infect the confrontational component of the interview from both the interviewer and the interviewee perspective. There was unease and a tone of intolerance from Barrow but this was matched by an equal and opposite intolerance from the media. They wanted to get respect, logical explanations and substance from Barrow. Belize knows that we get none of those. What an irony though, that Barrow who would later in the same interview insult them, pander to the Teachers and Public Officers with the National Bank by specifically designating ten million to them in loans. But wait. The devil or should we say the Barrow is in the details. Look at this. First, will someone remind Barrow that he has not given the teachers “nothing”, not even a one cent pay raise. Have we forgotten that? How can teachers and public officers afford loans? Secondly, these loans are, as we understand it, to include housing loans. So, how many of the three to four thousand public officers and teachers can benefit? Let’s do the math, not “Boots maths”, real math. In reality, only 100 teachers can benefit. Why? If there is ten million dollars, and the average housing loan is near $100,000 then only a 100 special UDP’s will benefit. This is a shameless campaign ploy. This bank, in the reality of its

operation, will only serve to give the UDP money for their cronies and supplement their illicit campaign financing. It is no different from the Belize Infrastructure Limited (BIL), Rosewood, drilling concessions or reckless licenses to explore in national parks. The simple truth is that ten million dollars ain’t a lot of money, Jack. The devil is in the Barrows, we say. Look, the National Bank is a hoax. It is not for Belizeans. Follow the money. The “National” Bank is anything but “national”. Just ask yourself: Who gets the profits from this bank? Well, the “National” Bank is a private company. The bank is for profit. Owned by its shareholders and those shareholders are UDPs. We, at BELIZE TIMES, say that if this were really a “national” bank then it would have been structured as a “cooperative bank”. Where, ordinary Belizeans would have owned shares, not just UDP deadheads. Barrow is not serious about a national bank for the poor. The proof is that he allows lending institutions to charges onerous interest rates. Everyone knows that at Quick Cash, owned by Barrow’s son, Anwar, the interest rate is 20% per month for a $100 payday loan. BELIZE TIMES has traced reports of lending institutions like this one under Dean Barrow requiring that poor people leave their ATM cards as collateral. If Barrow was really serious about a national bank and better lending institutions for the poor, he would immediately shut down all these predatory lending institutions. Starting with his son’s. The common Belizean does not know the details and the alternatives. We just know that something stinks and we know that everything is a hustle for the UDP. This is why the dismissive arrogance of Barrow in the interview is so telling. He basically told the NTUCB, “here is a bank that 16 of your members per district will be able to benefit from, but shut up about PAC”. Barrow’s attitude and language has become crude, callous and careless. He was saying things like “this thing is on so if there are still people with reservations - get over it” in relation to NCL. He also said about the restructuring of PAC: “Let me try to be cool and constrained.” Then he foamed at the mouth saying “I don’t care what they buy - let me make it clear again…” What was that? It got worse as he went into a dictator rant. Listen to what he said about the UDP plan to sabotage the PAC: “we have the votes to force that schedule and that agenda through and that’s exactly what we will do” Really? There is a saying: “Those whom the gods wish to destroy they first make mad.” Barrow, then, must be crazy. The problem for him is that the people of Belize see his true colors. This is no longer 2007. Insh’Allah.

The findings were clear: southern Belize was to be an ongoing model of eco-tourism; mass tourism, particularly mass cruise tourism, had no place among the pristine reefs, rivers and rainforests that continue to attract a growing number of visitors from around the world. Belize is a one-of-a-kind jewel that is becoming increasingly rare and valuable, just as surely as mass cruise tourism is becoming more common and mundane. When such a far reaching shift in policy with such irreversible consequences is presented, one would expect extensive industry consultation. The fact that the decision was made and MOU signed without the slightest bit of input from the industry itself makes us wonder exactly what is going on. All we ask is for Belmopan to take a deep breath and press the “pause” button. Talk to the people who have worked for decades to position this country among the world’s most desirable destinations. Discuss what effect this decision will have on Belize’s reputation and ability to attract high value visitors in the future. OUT Young People Need Discipline & Self-Growth Continued from page 2 us this? Even partially? Young people need to learn to have respect for self, for authority, for elders, for community, and for Belize. It is very alarming to see young boys and even girls using obscene language and even violently attacking authority. What is causing this? Is Cable TV and Internet the causes? Or is it just parents who don’t care about their children? Discipline is also lacking. What is happening to young people who don’t know how to carry themselves, much less present themselves? At many events in Belize, we have young people misbehaving because they “feel” like. Do they actually know the image that they create because of that? It is poor taste and discouraging. Even at our educational institutions, students would be fighting and do all sorts of “ill-taste” activities that beckons our administrators to wonder what is happening to these young people. Finally, self-growth is another area I want to touch on. As young people, we should be drawn to positive situations that would aid a better development scheme of our morals and values. We can’t only depend on our parents for help. We need to set the par among our peers, and encourage discipline and respect firstly. We must learn to live happily, and in peace with our neighbors. We must get a solid education to help us fulfill our academic and career goals. There is no time to be idling ourselves. So the big question is: do our young people need lashing? Do our parents need lashing? We must get creative. We have the potential. Our young people need to learn the importance of DISCIPLINE. Our young people need to learn the importance of RESPECT. Our young people need to learn the importance of SELF-GROWTH. At the Teens Belize Organization, through our various programs, we teach the importance of these. But, we alone cannot do it. We need your support. We need everyone’s support: the Government, the media, the businesses, everybody. If we don’t fight these challenges now, our young people will forever lose the true essence of being a positive, well rounded individual. I call on the Government of Belize, and the International Funding Agencies to help Teens Belize Organization, in our efforts to continue the fight for the betterment of young people. Emperor Dean Belize City, September 4, 2013 It is clear to see after witnessing Prime Minister Dean Barrow’s latest rhetoric and actions that the Office of the Prime Minister of Belize has been replaced with the Office of Emperor Dean. Emperor Dean’s recent remarks were a harsh scolding for the National Trade Union Congress of Belize and an unforgiving “No”, to their call for change in the set-up of the Public Accounts Committee. Emperor Dean went as far as to tell the NTUCB, the Chamber and Opposition that there will be NO CHANGES and it is either his way or the highway. The Prime Minister really seems to have lost his mind. He has treated the Maya of Belize with similar callousness. He cares less about Maya land rights and has even dispelled thousands of years of history by claiming that the Maya of Toledo are not Belize’s indigenous people. The irony is that while he was Opposi-

tion Leader, Barrow was hired as the attorney for the Maya people in a case over land rights. What a most baffling U-turn by now Emperor Barrow, leader of the UDP. Emperor Barrow has even sent the military to protect big oil money over the Mayas. Emperor Dean doesn’t care about the strong opposition over the Norwegian MOU. According to Dean, people can make noise but it’s a done deal. As Emperor he cares less about Oceana’s referendum, the Court’s ruling on BTL, rating agencies and when it came to the gender policy, he stated that “nothing on earth will make him change his mind”. As a Colonial Emperor, Dean is constantly reminded by his slaves that he is not a god. He knows what happened to Caesar. Only this time it won’t be Brutus, but the Belizean voters that voted hoping for a humble, caring leader but instead got an emperor.

PUP Leader brings HOPE to Cayo Northeast Cayo District, September 3, 2013 PUP leader Francis Fonseca brought hope to the people of Cayo Northeast Constituency during a successful visit on Friday and Saturday, August 30 and 31. The Party Leader was met at Esperanza Village on Friday morning around 8:30am by members of the CNE Executive Committee and Deputy Leader, Hon. Julius Espat. At 9:15am the first meeting took place at the Cahal Pech resort conference room where the Party Leader met with members and supporters of the Executive Committee. The meeting was also attended by chairpersons and leaders of the various villages in the constituency. Mr. Orlando Habet, PUP Communication Director, welcomed the Leader to the division and deputy leader Julius Espat addressed the group givng reassurance of the party’s support for the constituency and briefing the group on issues that the PUP is currently addressing. Party leader Francis Fonseca addressed the group and offered support for the constituency’s development. He gave a message of hope for a brighter future with a PUP government that will be about solutions, unlike what is happening under the current government that is causing strife on the people. The group was exhilarated to have the party leader I their midst. The Party Leader then visited various families in the Mora Town area of Cayo North East including senior PUP campaigners and supporters. The afternoon was occupied with a visit to Esperanza village where the Party Leader met with Mr. Eduviges Velasquez, one of Belize’s physically and mentally strong centenarians. Mr. Eduviges will be 102 in October. Party Leader also visited with PUP campaigners in the village. At 7:30pm a meeting was held in Santa Familia Village

Did the Battle of St. Georges Caye really happen?

I do believe that it took place because we speak English. If we had lost I believe that most, if not all Belizeans, would be speaking Spanish.

I believe it didn’t take place. I say it’s impossible. How could people with sticks fight against people with ammunition and guns and win? If it did happen I believe they’d (the English) lose.

David where a crowd of supporters were eagerly waiting despite the heavy rains. The Party Leader addressed the crowd and answered their questions and concerns. Many people complained that the UDP Government has not allowed them to pay their leases for the past years and has waited for the leases to expire so these can be cancelled and given to cronies. Another complain was the lack of an adequate water system for the past 5 years despite the fact that the Belize River runs alongside the village and that numerous complaints have been made to Elvin Penner, who is a Minister of State in the Ministry of Rural Development. The residents have submitted many letters to the BELIZE TIMES and have made calls to radio stations, but to no avail. On Saturday, the Party Leader and his entourage visited Billy White, Duckrun One, Duckrun Two, Duckrun three and Los Tambos in that order. Villagers came

out in each village to meet and speak to the next Prime Minister of Belize. Hon. Francis Fonseca was told that he was following the path of the father of the nation Hon. George Cadle Price in his humility to sit and talk and eat with them – something they have not seen from the UDP. In all these villages there was overwhelming support for Mr. Orlando Habet who was seen as the candidate to continue the struggle along with his people in winning the next elections and representing his constituency. The concern in all these villages was again land, issues with the water boards being usurped by the UDP, poor infrastructure, the high cost of living, lack of opportunities for jobs especially among young people, etc. The Party Leader asked for their continued support so that we can form the next government and find solutions to their problems. The Party Leader ended his tour around 5:30pm on Saturday and promised that he would be back with future visits.

I believe that it was mostly Baymen involved in it and they used the slaves, and they weren’t really credited for it. All Belizeans are products of both Baymen and slaves and they played an intrigue roll in it. The details are sketchy but based on my opinions it went down. Reason why we won is that we knew the waters and the Spanish got sick.

On the 200th anniversary of the battle of St. George’s Caye a representative of the British admiralty said that the British are known for keeping very accurate documents and the battle of St. George’s Caye was there in the British admiralty archives. If there was not a battle or a confrontation there would be no Belize and we have to believe in our past to move forward in our nation.

Championship MMA Belt Belize City, August 31, 2013 The Mexicans came ready to rumble and their mixed martial arts fighters of Chetumal, Quintana Roo won 5 of 8 fights on the Belize Shotokan Karate Academy’s fight card in the caged octagon at the Belize Elementary School auditorium on Saturday night. Belize won the 1st fight, when Ashton Tasher put a chokehold on Mexican Jonathan Calalo. In the 2nd fight, Mexico’s Emmanuel Ku won by a technical knock-out against Belizean Ralph Hulse. Belize also won the 3rd fight, when Alex Salam got Mexico’s Ury Gambino’s training side to throw in the towel. In the 4th fight, Mexico’s Eric Manzanero won by judges’ decision against Belize’s Jonathan Mitchell. Mexico’s Eddy Pech also won the 5th fight against Belize’s William Nduka, who had tried to box Pech in the early rounds. Pech wrestled Nduka to

Belize City, August 17, 2013 Central Health and Ports Belize Ltd enjoyed wins when the Belize District firms’ basketball competition continued over the weekend after rains from a tropical depression prevented play. In Game 1 on Saturday, Central Health bounced COURTS 71-63 at the Bird’s Isle in Belize City. Steven Wade and Lonnie Trapp scored 19 points each while Neil Nicholson added 16 points for Central Health. COURTS’ Tyrone Anthony outscored everyone with 28 points but that was not enough for the team. In Game 2, the undefeated Ports Belize Ltd confiscated a win from the Customs Department with a game that ended 64-60. Ports’ Vince “Postman” Estrada scored 21 points while Earl “Bolo” Johnson added 20 more. Customs’ Oliver Solis top-scored with 26 points, while Elsworth Felix added 11 pts. The games, scheduled for Friday night, were moved to Saturday as a result of the heavy rains. The competition continues at Bird’s Isle on Thursday night, September 5.

win 14th Lionman triathlon Belize City, September 1, 2013 Kent Gabourel Jr., Shalini Zabaneh, Dr. Ramon Figueroa and Jordan Santos won the Men’s open, Female, Masters and Junior categories of the 14th annual Lionman Triathlon held along the Marine Parade in Belize City on Sunday morning. The event featured a 1.5 km swim, a 40 km bike ride - laps over a course from Celebrity Restaurant on the Marine Parade to Duke Marine on the Philip Goldson highway and back, and a 10 km run of 6 laps over a course from Celebrity Restaurant to Fisheries. Kent Gabourel’s winning time was 2:33:39 for which he won a cash prize from Belize Telemedia and cases of Belikin beer and Guinness Stout from Bowen & Bowen. In 2nd place was 3x Lionman champ Kenroy “Smokes” Gladden for which he won a cash prize and cases of Belikin beer and stout. Triple B’s faces Ladyville Jaguars in Atlantic Bank football finals Belize City August 31, 2013 The Belmopan Triple B’s will host the Ladyville Jaguars for Game 2 of the Atlantic bank football championship finals at the Football Federation of Belize Stadium in Belmopan on Saturday, September 7. Game 1 of the finals ended in a nil-zip draw at the swampy MCC last Saturday. The Belmopan girls looked to get on the scoreboard early when Kaina Martinez set table for Iris Centeno, but Ladyville’s goalie Claudia Martinez coolly collected Centeno’s try. The Ladyville Jaguars won a free kick but Marcelina Ramos’ execution posed no threat to the Belmopan goalie Idania Ramirez. Miriam Villamil tried to work the ball up the sideline and the defensive tackle by Ladyville’s Brithney Nuñez earned her a yellow card. Kaina Martinez tried to avenge the insult with a left foot shot, but Claudia Martinez let the ball pass; as it was wide of the sticks. Designed to Fail!

Belize City, September 4, 2013 If Prime Minister Dean Barrow’s latest political gimmick, called the National Bank of Belize, is as promising as the Government claims it is, the BELIZE TIMES challenges the PM, his brother Denys and ex-wife Lois to bring back the millions they have stored in their offshore bank accounts and to make deposits at the new bank. We also challenge Sedi, reportedly a UDP millionaire, and Mark King who is fattening his pocket with Government security contracts, to take their monies to this new UDP bank. But they won’t do it. The National Bank of Belize, as set up by the same economic dimwits in the UDP who are running the country into the reef, is meant to be a trap for Belizeans who might fall for the UDP’s gimmicks. The Bank’s shady operations are on unsustainable terms and this is a recipe for financial disaster. There is no indication that the Central Bank has authorized the National Bank with a license. The Central Bank’s website does not list Barrow’s bank as an accredited banking institution. Parliament has also not introduced an act to govern the national bank. This is dangerous. There is absolutely no law guiding this bank. It is called a “National” bank, but when introduced in the House, it was exposed as a private company made up of UDP shareholders and UDP Directors. How can a bank made up of bias and vindictive UDPs, who will be privately benefitting from it, be a “National” Bank? The Prime Minister said the bank will only benefit a few. No one who has a loan at another institution can borrow from the “national” bank. This almost excludes everyone, since Belizeans have had to make loans at banks and credit unions to pay for school fees, uniforms, or to manage bills at home, thanks to Barrow’s failed economic policies. Re-financing loans are also not available. Only first time borrowers and the limit is $100,000. To check who has existing loans at other institutions, the Government will amend its laws to require banks and credit unions to divulge sensitive information to them. Who will review this information? The same vindictive UDPs who make up the bank’s Directors. We are forewarning the Belizean public. Beware of this sham.

Why the rat can’t mind the cheese! Anybody will tell you that it doesn’t make sense: you can’t have the rat minding the cheese. It defies logic and common sense and it’s bound to fail. Which is the point the Chairman of the Public Accounts Committee (PAC) of the House, Hon. Julius Espat and many Belizeans have been making to the Prime Minister and his government, as to why the composition of that committee needs to be change, needs to be reformed. The PAC is a standing committee of the House of Representatives. It is a legislative oversight body of government spending. The House and Senate (the National Assembly) gives permission to the government of the day (the executive) to spend certain sums of tax payers’ monies. This same House, which gave permission for spending, must therefore check, verify and examine whether these monies have in fact been spent properly and lawfully. This is where the PAC comes in. Its remit is to examine government spending; or put another way, it watches and minds the “cheese”. But the PAC, as presently provided for in existing Standing Orders of the House, gives the government of the day control. And as shown Wednesday by John Saldivar and the other UDP members of the PAC, the government members will always veto any proposal put forward by the opposition members. John Saldivar, in the vein of his Prime Minister, vainly called it “majority rule”: “I had hoped that the [they] would have come here today, understanding that we are ruled by democracy in which majority rules.” Of course, what he is really saying is that they will do what they want and nobody can do anything about it. Which means that Saldivar and his government still don’t get it: Belizeans don’t care about their ‘majority rule’ ego trip- they want the business of governance to be done properly. Which is therefore why this business about the reforming the PAC is so important and has caught fire in many quarters across the country It is the government of the day doing the spending right now. It is their spending that is most important for Belizeans’ consideration right now. They want to know how Barrow and his UDP have been spending their monies since coming to office in 2008. Indeed, with an annual budget of over $800 million since 2008, the National Assembly has appropriated close to $5 billion dollars (with a capital B) to Barrow and his government cumulatively. Every concerned Belize is interested about how these monies have been spent. The Belizean people have already made pronouncements on the pre2008 spending by the PUP governments in

the last two general elections. Isn’t it about time that Barrow and his government are held accountable for their spending of tax payer’s dollars since 2008? And that is why in just above every quarter in Belize right about now, the call is being made for a reform of the PAC so as to take control of this most important oversight committee from the government. For as has been said, it defies all logic to continue to have the rat in charge minding the cheese; it is the classic case of conflict of interest. In the impromptu meeting with the media following the opening of the NBL on Monday, a reporter pointed out to the Prime Minister the growing call for the reform of the PAC and how even the National Trade Union Congress of Belize (one of his consistent allies) have joined the call for reform. And of course, as the Prime Minister does when he is trapped in these positions, he went off, scolding, belittling and ranting: “I don’t care what they buy - let me make it clear again, I am not going to offend the principle of ‘majority rules’, I am not going to offend the standing orders of the House…. we will press on and there will be no restructuring of the Public Accounts Committee so as to make it unruly and to violate not just the standing orders but the whole principle of democracy.” It is of note that the Prime Minister isn’t a member of the PAC, but he spoke authoritatively as though he were not only a member but its head and controlling force who would be steering. Which is cause for more than concern, as the standing orders Barrow was passionately defending state that a Minister cannot be a member of a committee which deals with any subject or matter assigned to that Minister. But just about every matter of spending that the PAC should be examining will involve the Ministry of Finance, the Prime Minister’s principal ministry. You; therefore, see again why it is said that the rat cannot be left to mind the cheese; conflicts of interest are bound to occur. Having listened to his rant, another reporter on Monday further pointed out to the Prime Minister that: “The precedent had been set where rules can be changed - the Constitutional Amendments for Nationalization so they are saying that this can be done.” The Prime Minister again, went off on the reporter: “Let me try to be cool and constrained. I was really disappointed - Constitutional Amendments are a whole different story. I don’t know how NTUCB

could ‘mix up the ham with the hammer’ - we’re talking about standing orders of the House…” But the Prime Minister’s statement, to borrow his words, was a “tissue of lies”. Indeed, the same standing orders regarding standing committees and the PAC were amended by the PUP in 1998 and 2000 to enhance the powers of the PAC and give the chairmanship of the PAC to the opposition party. This was done by way of SI 115 of 1998 and SI 76 of 2000. Thus, there is precedent for changes to the standing orders in the spirit of reform to enhance accountability and transparency. The Prime Minister’s rambling, ranting and scolding on Monday therefore were distractions. The standing orders have been amended before and it must be done again.

And to continue the distractions, Saldivar and the UDP members of the PAC on Wednesday went to the meeting convened by the opposition chairman and railroaded it. Instead of seriously taking on their duty, which is to review the current government of the day’s spending, they descended into political games, no doubt, taking queue from their Prime Minister. The Prime Minister and his government are not interested in reform, nor interested in proper governance. They are like the Roman emperor Comados in the movie Gladiator, who prefers to play games, and divert attention from what they are doing with the people’s money. The people must continue the call and demand for a change of the PAC so that that body truly becomes a watchdog for government spending and the rat does not continue to mind the cheese.

Reid Remembering

Edward’s

Park

By G. Michael Reid I was born and raised on what has been designated as Southside Belize City. I attended Holy Redeemer School which is of course, on the North side of the city. Back then, most kids walked to school and just about all of us went home for lunch. That meant a good walk four ways each day and I guess that kept us in pretty good shape. Most of our games were outdoors and to be quite honest, in looking back, I believe that we had the better end of that deal. The boys played with marbles and tops while the girls played with jacks and hopscotch. On any given day, you could find girls on one side jumping rope and boys on the other side roughing each other up in a game of pickup football. It was a time of active social interacting. Every day on the way to school, I had to pass what was back then known as Edward’s Park. Back then, the park was a bustling hive of sporting activity. In fact, way back (way, way back), it was even the venue of the yearly Queen of the Bay pageants. On any given weekend, there were big games of football, boxing and baseball. Yes, Belize had a thriving baseball competition. I cannot remember all of the teams, but the name Jungle Honey stays vividly in my memory. When there were no games or other activities, there were many of us who made Edward’s Park our home. Among them was a young Michael Finnegan. We spent many hours in that park, sometimes playing ball or at other times playing cards or shooting dice. I remember that as a regular Edward’s Park kid, I was among those tasked to chase down the ball when there was a homerun or a foul ball. Back then, balls were scarce and most games were played with one ball.

If the ball was lost, that was it for the game. I believe that we were paid something like two cents for every returned ball. The park bordered what was back then the slaughter house and the ball would sometimes land in the cow pen which was right on the other side of fence. That presented quite the challenge for even the bravest among us. Those cows were not tame and that exercise entailed much ingenuity. Many times, we had to cede our bounty to the big guys from across the fence. They were bigger, braver and had the experience in handling

away in the U.S. It is a matter that has gnawed at my craw for a long time however, because I know the story of Mr. Edwards. By the time I came along, Mr. Edwards had already done most of his hard work and had the park in playable condition. I do know that the old gentleman put in much hard work in establishing that park. My grandfather knew him well since they were fellow immigrants from Jamaica. My grandfather, Mr. Edwards, Mr. Matthews, Mr. Pitterson (father of the famous baker Sonny Pitterson) and Mr. Lyons (another famous baker) supposedly all came to Belize around the same time. Mr. Edwards was a cabinet maker by trade but worked many endless hours, sometimes late into the night, in order to fill up what was once a swampy area. According to the stories, old man Edwards would wheel his barrow all the way up to Mr. Lord’s ridge and fill it with sand and return to dump it in the low lying areas of the park. I’m not sure if Edwards had any children of his

honor the park was subsequently renamed. Rogers was a prominent public figure and left an indelibly mark on the landscape of Belizean politics. He undoubtedly deserved such an honor but it should not have been at the expense of Mr. Edward’s legacy. It was unfair, and an insult to the hard work of that gentleman to remove his name from the park for which he labored so selflessly. I am sure that they could have found any number of other monuments to have dedicated in C.L.B.’s honor. I have never been in favor of naming any landmark or monument for any living politician. There is a logical reason for that. One can never be sure how any politician will wind up his or her career? An excellent example is Michael Finnegan in whose honor the Queen’s Square Market was renamed. Given Finnegan’s recent antics in the House and his penchant for vulgarity, it is doubtful that he will go down in history in any memorable way. Yet we must forever live, honoring him every time we step into the market. I really do not believe that any political party should name any public landmark or monument for any of its own people. Given the fact that the nation is so politically polarized, and given that the support of either party is almost equal, this makes absolutely no sense. As a rule, nothing that is used by all the people should be a monument to any one particular party. There are heroes galore for us to honor. Let our memorials be for all the people and to be enjoyed by one and all.

Respect Me: Do Not Undermine My Voice

“The roots of education are bitter, but the fruits is sweet.”-Aristotle By Dr. Angela Banner Joseph I have been introduced to many different learning institutions and have studied the plight of our nation’s children in our educational system. What I have learned in the preparation for this brief analysis on the issue of how to serve our student is that many of our policymakers do not understand the role education plays in shaping the future of our country. If they understood, they would not play with our children’s education. Our Ministry of Education needs to make many necessary improvements to strengthen our school system. It has been several years since they have tried to bring our school system up to date, and it still is not working as they have planned. As Senechal (2010) noted in the American Educator, “They have met with resistance or obstacles; they have caused losses; they have missed the mark. Of course schools should teach critical thinking, problem solving, and other skills; they should help students master new technologies that can further their intellectual development. But they cannot do any of this without a foundation. When hyperbole goes unchecked, the reform loses sight of the complements it needs.” (p. 6) As an educator, I am aware of the number of years the government has been trying to improve our educational system. We once had an academic system with a strong literacy and graduation rate. However, today, those numbers have rapidly declined. I am aware of the first-class system we could have if only policymakers and school officials would work together to move us forward into the 21st century.

It is imperative that our policymakers realize they are cheating our children on how to generate and impart new knowledge. Our children need to have an opportunity to experience and discover learning in the classroom in order to reduce the achievement gap. We need to improve our school system for all children, so we can produce responsible citizens. Educating our children is an excellent investment in our country, and no one likes a poor return. Investing in our children will allow us to improve our economy and will prepare our children to compete in a global community. I speculate that our Ministry of Education is looking at techniques we can use to prepare our children for the future. I hope that he will examine comments from the Inter-American Development Bank and other agencies on how to improve our public education system and end the achievement gap. What I know for certain is that we need to become as competitive as other nations. We must look at how we can motivate, innovate, and produce students who can help create the foundation for our country’s future, rather than worrying about how to become excellent test-takers on standardized tests. Better education is the only way we can stimulate our economy and prepare a strong workforce for the future as we create the next generation of leaders. Our students’ education is important to our economic future. In Belize, it seems that education is used only to maintain the political agenda of the status quo. We must figure out how best to educate our children. Everywhere you turn, you hear that the world is flat. Well, tomorrow our country may become flatter if we don’t prepare our children to compete and interact with individuals whose cultures are different from ours. Our educational goals need to correlate with worker productivity. We need to provide our children—our future workers—with the skill sets that will allow them to contribute to our nation and the global community. Reference: Senechal, D. (2010). NICH clueless about

Garinagu rites

By Norris Hall Belize’s National Institute of Culture and History (NICH) appears to know more about Bozo the Clown and the Carnival road march (both imports that should be insignificant to NICH) than they do about the national folklore, cultures and customs of our diverse ethnic groups. Important events in the nation’s history, such as the date of the emancipation of slavery which continues to be trumped by some unimportant holidays, some related to the observation of a Colonial past or irrelevant for reasons that the “H” in NICH should tell us. There have been in the past, successful efforts in the renaissance of old creole traditions such as the Boom ‘n’ Chime Band with the late Mr. Peters, but more needs to be done to revive and to promote the Christmas “Bram”, an old custom in Belize City in days when, after forest workers, who had spent long months in the forest, returned home to family and for Christmas with days of non-stop revelry. Those at NICH clearly have a misguided agenda which is hardly relevant to its mandate. Recently, the Barrow Administration encouraged and entertained insults and disparaging remarks made by officials of Norwegian Cruise Line (NCL) about the

sacred rites of the Garinagu (plural for Garifuna) people with their gross proposal to intrude on and to exploit the sacred customs of our people, for profit. Both the Government of Belize and the State-managed National Institute of Culture and History should have been aware of the United Nations declaration against this type of exploitation. Especially in view of the fact that unlike the creoles (with a few exceptions like Silvaana Udz, Myrna Manzanares and Leelah Vernon) the Maya and the Garinagu have invested much in the preservation of their cultures without any State support. Well, NICH under its past President, Yasser Musa, along with Ivan Duran, did play a significant role in propelling the late Andy Palacio on to the international stage. Belize’s current “Musical Ambassador” is the “Ethiopian” son of the Prime Minister. He is a “Jewish” rap artist who lives in Israel, far removed from the arts, customs, traditions and music of the original homeland and therefore never was and is not now, a participant in his designated role. His music is more relevant to jailhouse rap. So is NICH - very far removed with a bi-polar problem of both institutional and personality identity crisis. This week, following up on the nasty

racial slurs made by NCL’s officials about the “Dugu Dance”, I decided to venture, by telephone, into the “Information Bank” of NICH to try and determine how much they know about Bozo (a lot) and about the “Dugu”(very little). “Well…but neither do I” you would suggest. OK! OK! I understand. But this is NICH, the NATIONAL INSTITUTE OF CULTURE AND HISTORY. Right? “Right” you would agree. Well after being shuttled from one telephone number to another for about six times (fortunately I wasn’t driving as that would have been an enormous gas bill) I was a little bit informed. I learned a few things that I did not know. I was told - well the receptionist did not know -so I was shuttled up a notch to the House of Culture. They told me that the Dugu is a dance. I was again shuttled to another phone line. This time I was told that the Dugu is a colourful Garifuna dance but again referred to another person who had heard about the Dugu but referred me to books on the subject in the National Collection. After that I now understand why the government negotiator with NCL, the Minister of Labour etc. MAY have thought, or even KNEW (as he knows everything about everything), that the Dugu is a Garifuna dance. I did not have to go to the National Collection. Some years ago, with the help of a dear friend and social scientist, Cynthia Ellis Topsey, I was invited by

23 a Dugu High Priestess, Ms. Sara (now deceased) to observe and document a Dugu ceremony. I accepted, with much appreciation, this invitation. It was almost exclusive. My article along with photographs are in a government publication, The New Belize, which is lodged somewhere in the National Archives. I recall Ms Sara’s apology for hesitating to invite me as earlier some white missionaries from the United States of America, were invited to film the ceremony under a guise of doing a documentary. They then returned the USA and used their “documentary” to raise funds for “missionary work” in Belize to stop this type of “voodoo” practice. I know of similar incidents among the Maya and their practice of polytheism in attempts to “sanitize” our customs and traditions. The Roman Catholics and the Anglicans, over the centuries, have been more accommodating in making a compromise for the survivals of cultural practices and traditions among the indigenous peoples of Belize. A United Nations World Conference on Indigenous People to be held in Norway this 2014 plans to underscore the indigenous rights of peoples and a binding commitment to protect these rights and protection against exploitation and discrimination. The Barrow Administration, overtaken by power, greed and arrogance, have be riding slipshod over the rights of the people of Belize and more so over the rights of its indigenous people.

Black Relleno Ingredients •  1 (4) pound whole chicken • ½ tsp. freshly black pepper •  1 tbsp. vegetable oil  • 1 cup diced onion • 1½ tsps. minced garlic •  2 tsps. crushed oregano leaves • 2-3 apasote leaves (crushed) • 2 pounds grind/ground steak • 2 eggs • 3 whole hard boiled eggs • 1 tsp. salt  • 8 eggs, hard-boiled, peeled  • 1 (4) ounce black recado square, dissolved in 1 cup water Directions • Season chicken with black pepper and set aside.

• Heat oil in frying pan and sauté onions, garlic, oregano and apasote until aromatic. • Add ground steak & sauté until well done. • Remove from heat and thoroughly mix in two raw eggs. Stuff seasoned chicken with ground steak, placing a whole boiled egg after each portion of ground meat. Continue until all ground meat and hard boiled eggs are stuffed into the chicken. • Tie chicken legs together. • Place in a large pot and add dissolved black recado seasoning along with enough water to cover chicken. • Boil for up to an hour or until chicken is cooked, turning chicken twice. • Serve with fresh, hot corn tortillas.

Wristband unlocks your devices with your heartbeat 3 September 2013 by Rachel Nuwer Trying to remember the multiple passwords we need for every device, website and service is an almost impossible task. But you could soon use something rather more personal to prove your identity: your own heartbeat. A wristband called Nymi, developed by Toronto-based company Bionym, confirms the wearer’s identity through electrocardiogram (ECG) sensors that monitor the heartbeat, and then communicate that authentication to your devices ranging from iPads to cars. We’ve known since the 1960s that the peaks and troughs in an individual’s heartbeat form a unique pattern, because of differences in the heart’s position, shape and size. This means it can be used to identify a person – and is harder to spoof than biometric systems that rely upon external features such as fingerprintsMovie Camera, irises or facial patterns, says Karl Martin, Bionym’s CEO. Wearing the Nymi wristband, a user registers their identity by touching a sensor embedded in the top of the band with the opposite hand for about 2 minutes while the Nymi captures an ECG signature. Once stored, it will recognise only this unique biometric template. To access a device, you touch the top of the Nymi for several seconds, while another sensor in the band is in contact with your wrist. Once authenticated, the Nymi then communicates via Bluetooth to an app running on the device. Gestures, such as a wave, or flex of the wrist, correspond with different commands for certain devices, such as unlocking the driver versus the passenger door in a car. When you remove the Nymi, devices linked to it will automatically lock. “Having a single biometric trait unlocking multiple devices based on recognising an individual is a fascinating application and can be used in so many different scenarios, as long as the biometric trait being used to unlock is reliable,” says Arun Ross at Michigan State University. Bionym claims it has initial perfor-

mance data, which it will release later this year, showing that its ECG system outperformed face recognition technologies, but that ECG was still not as accurate as the very top-of-the-line fingerprint systems. But for those concerned about identity theft, Martin points out that a three-tier system protects them: a person would have to steal the Nymi, replicate a user’s unique heart rhythm and have access to their device. “In practical situations, the false positive rate of the system is effectively zero,” he says. If a user is stressed or exercises, the band should continue to function, Martin says. Although if you had just run a marathon, then immediately put the band on, the Nymi may struggle for a few minutes to get an accurate reading, he admits. “The system tolerates regular variation. It doesn’t require your heartbeat to be exactly the same every time.” The Nymi will cost less than $100. Pre-orders begin on 4 September, with shipments planned for early 2014. The first units will unlock iOS, Android, Windows and Mac OS X devices, and will vibrate to alert you to email or social media messages that appear on a small LED screen. Developers interested in exploring their own ideas for the Nymi will have access to pre-production units in December. Ross is excited by its possibilities but is reserving judgement until the test figures are released. “The accuracy for false matches and non-matches rates, those are numbers that have to be provided in order for us to make a stronger statement as to its feasibility.”

CONTAINER unloaded

Belize City, September 3, 2013 By Alberto Vellos The Container has landed. No, not of Rosewood, neither freshly cut nor burnt. Not even zero-rated stuff called food like Ramen or Grace Chicken Sausage shipped to a rich country of poor people. On Friday September 6th at 10am when this CONTAINER is unveiled it will invite and envelope the curious students of St. John’s College on a strange but necessary journey. The publication titled “landings new art + ideas from the caribbean and central america 2000/2010” to be unveiled first in Belize by its publishers five-o-one art projects and the Image Factory Art Foundation, involves the work of dozens of visual artists and writers mostly from the Caribbean and Central America who participated in the landings project – a series of outstanding art events that started with landings/1st in 2004 up to the finale, landingsTEN, in 2009. The CONTAINER Collection seeks to immortalize and preserve the art and ideas that made up the landings project as well as other art projects as far back as 2000. It does this by reproducing the wide array of work in an impressively designed 464 page hard cover book coordinated by Joan Duran and edited by Tristan Donald, Yasser Musa and Marisol Rodríguez. Starting at ZERO “Every now and then we have to refresh and reset ourselves… this is a perfect opportunity with the presentation of this effort… having an artefact”– Yasser Musa The CONTAINER Collection takes us back to ZERO. This was an important stage in Belize’s development of arts. “We always start at zero… when the CONTAINER was empty,” explained Image Factory’s Yasser Musa. In 2000 under the leadership of Joan Duran a team of young Belizean artists banded together and launched the internationalisation of Belizean art through the exhibit ZERO new Belizean art in Mérida, Yucatán, México. The attempt was a success and the tour then moved to Cuba, Spain, Portugal, Guatemala, Venezuela, Dominican Republic, and ended in Mexico City at the end of 2002.

Before ZERO, the work of artists was like counting negative integers, almost reeling back with every step and serving in deficiency of purpose. But once they came together, it paved the way for something much greater. What came afterwards were not just tangible representations of their skills and creativity, but a stirring translation of ideas and cultural, philosophical, religious and even political statements. The history of our region has demonstrated how powerful this can be. For the artists to have produced art and ideas for the past twelve

years, their efforts represent a manifestation of freedom. “We don’t have to be apologetic anymore or explain ourselves. The only thing that is of concern to us as artists right now is that we have a voice and that we use our voice in a very useful, social and organised way instead of individualistic,” he added. The language of art To think that art is simply creating something and putting it on display is shallow. The concept accepted by the Landings group was that as artists

they would freely speak of thoughts and ideas, at times even interpret and respond to crises or whatever issues exist. “Art is part of the human spirit that can see through a lot of bull shit”, Yasser reminded us. Since 2000, a lot has happened in Belize. Re-elections, protests, change of government, escalating murders, increasing unemployment and poverty, etc. etc. A lot more has happened in the region. Artists, then, ought to have been busier than attorneys and politicians. The Big Book…Big Ideas The idea of working on the CONTAINER came up almost a year before

landingsTEN three years ago. Joan Duran explained that the purpose was philosophically simple: “scan where we are, where we live”. While it is an opportunity to take a look at where artists are in terms of their constant language with society, it will also allow some time to consider where artists must now focus to enhance their role. This challenge is an awesome one. In this day and age of chemical-weapons attacks, threats of war, MTV, Facebook, uprisings and coups, we can only anticipate the kind of work and effort that will fill up the next edition of the CONTAINER.

Hemorrhoids

Christian Misconceptions n our beautiful country Belize, one topic that was being circulated was the issue of a super-bond. Blame was being cast between the two political parties. Without trying to cast any blame though the reality is that we have a loan that we are paying back. My big question today is what would have been the response if any one of our political leaders from the two main parties would ask a Christian, or even better, a Pastor for help in solving our bond issue! I could think of one main answer being “let’s pray brother”. I could see the pastors or even their congregational members laying their hands heavy on the politician’s head and praying in a loud voice for him and the country. They would actually feel pumped by the opportunity to do that. They would then tell him “You must believe in Jesus!” and “you must pray and turn from your wicked ways!” The story would then continue that nothing would happen to solve the problem and the politician would have even ‘less’ confidence in God and Christians. In the manual (Genesis 37), we learn about a young man Joseph who was sold into slavery but somehow ended up being called to give advice to the king who had a desperate financial crisis coming up. None of his CEO’s could give him an answer; none of his close friends were able to interpret his dream. Nope not even the palm readers could give him a proper answer for his problem. It happened that Joseph interpreted a dream for a fellow x-prisoner who went and told the king that there was someone in prison who could explain his dream. The king sent for Joseph. Amazingly, rather than behaving in the repelling ‘religious’ manner I just explained earlier, Joseph instead not only interpreted the dream, but came up with a solution that not only saved the kingdom but expanded it. Why, because the famine that came affected the other nations around and they ended up giving up their land and possessions so that they could get food from the King and live! Joseph, if he had to do any prayer, did this on his own probably before he faced the king and therefore came with an answer. He prayed in private and came to the king with solutions. He did not tell the king that the king needed to give his life to God. He rather proved it by giving a sensible lifesaving answer to the king’s problems!! That was it! In fact it was rather the king that declared that Joseph was filled with the spirit of God then giving command over his entire kingdom! This brings up another misconception of whether or not Christians should be in politics. But that’s for next week. Anyway, have you ever wondered why there is this cry for separation of church and state? Have you ever wondered why instead of running to the church when they are faced with problems people run away from the church instead? Have you wondered why the church say you should be married but their members have the most divorce cases? They say their God is rich yet they are living in poverty? These are all based on misconceptions. Christians I’m speaking to you “stop being so heavenly minded that you are of no earthly good. Yes pray, walk uprightly, all these Joseph did, but you must learn how to be effective as humans on the earth”. Let’s be the representatives we should be while living here on earth! The world won’t come to the knowledge of God because they need Him but rather because you show them the way and light up their path!! Until next week God Bless!

Hemorrhoids are swollen veins in the anal canal. These veins can swell internally inside the anal canal to form Internal Hemorrhoids or they can swell near the opening of the anus to form External Hemorrhoids which seen and felt from the outside. This common problem can be painful, but is usually not serious. What causes Hemorrhoids? Too much pressure on the veins in the rectal and anal area causes Hemorrhoids. Constipation and Diarrhea may lead to straining and increased pressure on the veins. Pregnant women can develop hemorrhoids during the last 6 months of pregnancy because of increased pressure on the blood vessels in the pelvic area. Straining during child-birth can make hemorrhoids worse. Other factors such as being overweight, a family history and age over 50 also increases one’s risk. Factors such as Prolong sitting or standing, frequent heavy lifting, riding a bicycle with an uncomfortable seat, may worsen the symptoms or severity of hemorrhoids. What are the symptoms? The most common symptoms are bleeding when passing stool, Itching, and rectal/anal pain. With internal hemorrhoids, you may see bright red streaks of blood on toilet paper or bright red blood in the toilet bowl after a bowel movement. External hemorrhoids can get irritated and clot under the skin causing a thrombosed haemorrhoid which is very painful and often needs a minor surgery to release the clot and tension from the swelling. Exams and Tests The diagnosis of Hemorrhoids is based on the typical symptoms and physical exam including a rectal examination by the doctor or an examination with a device called an anoscope which visualizes the anal and rectal area in the doctor’s office. Treatment Sitting in a warm bath as well as using ointments, suppositories or medicated pads can help relieve minor pain, itching or bleeding. These local treatments usually contain a steroid such as hydrocortisone but should not be used for more than a week as it can cause skin rash or skin thinning. There are minimally invasive procedures such as applying rubber-bands to the base of the hemorrhoid or applying heat or laser which help to shrink internal hemorrhoids. If the ointments or minor procedures fail and the hemorrhoids are still large and symptomatic, then surgery by performing a hemorrhoidectomy would remove the excess tissue and swollen veins. Prevention Try to avoid Constipation by eating a high fiber diet including plenty of fruits, vegetables and grains as well as drinking plenty of water. Get regular exercise but don’t do any heavy lifting or straining and avoid sitting or standing for long periods. Go to the toilet as soon as you have the urge and try to avoid straining or hurrying to pass stool. If you are pregnant it is best to sleep on your side to reduce the pressure in the pelvic veins.

EDITORIAL Español ¿Escuchaste eso también?

a entrevista de Barrow en la inauguración del Banco Nacional fue el peor y más contado desde que se convirtió en Primer Ministro en 2008. Este es un mal momento para él. Aparece estar cansado precoz a principios de este segundo plazo, aparenta hostigado y sin exigencia obligación para pulirse o ser diplomático. Se ha convertido abiertamente contundente y sin arrepentimientos. Autoritario: Una nariz perfecta en el aire elitista. Sólo haz lo que te digo esclavos... estás interrumpiendo mi regreso a la gran casa donde me abanicaran y servirán uvas. En Belice, ya no existe una justificación moral para la arrogancia de Dean Barrow y el UDP. Esa entrevista de Dean Barrow en la apertura del Banco Nacional es la evidencia de un gran punto de desviación. Barrow siempre ha sido intolerante. Él siempre ha sido ofensivo y de mal genio. Se salió con la suya durante años por su verbosidad y se ubica capas contra las irregularidades evidentes de su administración. Decimos capas porque Barrow es el oportunista extremo y traidor. No hay límites ni reglas en cuanto a cómo va a usar o abusar a aliados o enemigos. Su deporte favorito es, sin duda tirar colegas debajo del autobús y su fruta favorita para servir a Beliceños es el bukut. Pero las reacciones del lunes a los medios de comunicación tuvieron un tono diferente e inquietante. Se trata de una nueva dimensión de alcantarilla “Barrownesa.” Nosotros en el BELIZE TIMES reconocemos que la descomposición de la actitud de Barrow puede haber sido reforzada por los ruidos punzantes de los tambos de acero, que, parecían infectar el componente conflictivo de la entrevista, desde la perspectiva tanto del entrevistador y el entrevistado. Hubo malestar y un tono de la intolerancia de Barrow, pero esto fue acompañado de una intolerancia igual y opuesto de los medios de comunicación. Querían obtener de Barrow respeto, explicaciones lógicas y sustancias. Belice sabe que obtuvimos ninguno de estos. Qué ironía, sin embargo, Barrow que más tarde en la misma entrevista los insulto, alcahueteo a los maestros y los funcionarios públicos con el Banco Nacional específicamente designando diez millones a ellos en préstamos. Pero espere. El diablo o deberíamos mejor decir, Barrow, está en los detalles. Mire esto. En primer lugar, ¿alguien puede recordar a Barrow que no les ha dado a los maestros “nada”, ni siquiera un solo centavo en aumento de sueldo? ¿Hemos olvidado eso? ¿Cómo podrán los profesores y funcionarios públicos pagar los préstamos? En segundo lugar, estos préstamos son, según nuestro entendimiento, préstamos de vivienda. Así que, ¿cuántos de los tres-a-cuatro mil funcionarios públicos y los profesores podrán beneficiarse? Hagamos los cálculos, y no “matemáticas de Boots”, pero matemática real. En realidad, sólo 100 maestros pueden beneficiarse. ¿Por qué? Si hay diez millones de dólares, y el préstamo medio de la vivienda se encuentra cerca de $ 100.000 entonces sólo un 100 especial de UDP se beneficiarán. Se trata de una campaña de astucia descarada. Este banco, en

la realidad de su funcionamiento, sólo servirá para dar el dinero a compinches UDP y para complementar el financiamiento ilícito de sus campañas. No es distinto al Belize Infrastructure Limited (BIL), palo de rosa, las concesiones de perforación o permisos imprudentes para explorar en los parques nacionales. La simple verdad Jack es que diez millones de dólares no es mucho dinero. El diablo está en Barrows, decimos. Miren, el Banco Nacional es un engaño. No es para los beliceños. Siga el dinero. El Banco “Nacional” no tiene nada de “nacional”. Simplemente pregúntese: ¿Quién recibe los beneficios de este banco? Pues bien, el Banco “Nacional” es una empresa privada. El banco tiene fines de lucro. Propiedad de sus accionistas y los accionistas son UDP. Nosotros, en el BELIZE TIMES, decimos que si esto fuera realmente un banco “nacional”, entonces habría sido estructurado como un “banco cooperativo”. En donde, beliceños ordinarios tendrían acceso a acciones de propiedad, no sólo cabezas huecas UDP. Barrow no es serio acerca de un banco nacional para los pobres. La prueba es que permite que instituciones de crédito cobren tasas de interés onerosas. Todo el mundo sabe que en QUICK CASH, propiedad del hijo de Barrow, Anwar, la tasa de interés es del 20% por mes para un préstamo de día de pago de $ 100. El BELIZE TIMES ha trazado reportes que instituciones de crédito como ésta bajo Dean Barrow requiere que los pobres que dejen sus tarjetas de cajero automático como garantía. Si Barrow fuera realmente serio acerca de un banco nacional y la mejora de instituciones de crédito para los pobres, ordenaría el cierre inmediatamente todas estas instituciones de préstamos abusivos. Comenzando con el de su hijo. El beliceño común no conoce los detalles y las alternativas. Sólo sabemos que algo huele mal y sabemos que todo es una estafa para la UDP. Esta es la razón por la arrogancia desdeñosa de Barrow en la entrevista tan revelador. Básicamente, él le dijo al NTUCB, “aquí hay un banco que 16 de sus miembros por distrito podrán beneficiarse, pero callen sobre el PAC”. La actitud y lenguaje de Barrow se ha transformado a crudo, cruel y descuidado. Estaba diciendo cosas como “esto es realidad así si todavía hay gente con reservas - olvídenlo” en relación con NCL. También dijo acerca de la reestructuración de PAC: “Voy a tratar de ser calmado y restringido.” Luego con espuma por la boca dijo “No me importa lo que compren - quiero dejar claro una vez más...” ¿Qué fue eso? Se puso peor cuando entro en una diatriba dictador. Escuche lo que dijo sobre el plan de UDP para sabotear la PAC: “ tenemos los votos para obligar el calendario y la agenda y eso es exactamente lo que vamos a hacer” ¿En serio? Hay un dicho: “Aquellos a quienes los dioses quieren destruir primero los hacen loco.” Barrow, entonces, debe estar loco. El problema para él es que la gente de Belice vea sus clores verdaderos. Esto ya no es 2007. Insh’Allah.

Faber hospitalised!

Belize City, September 5, 2013 The BELIZE TIMES has learnt that Education Minister Patrick Faber is hospitalized at the Belize Medical Associates. Faber was conspicuously missing in action at Wednesday’s meeting of the Public Accounts Committee. As a result of his absence, the UDP urgently sought a replacement in the person of Belmopan resident, Fence Minister Herman Longsworth. Unconfirmed reports to the BELIZE TIMES is that Faber has been diagnosed with a chronic throat infection. A few months ago, UDP failed Housing Minister Michael Finnegan was hospitalised in the United States.

Government ignores Maya Land Rights despite Court Ruling September 5th, 2013, Punta Gorda Town In its 25 July 2013 decision in the second Maya Land Rights case, the Court of Appeal upheld the Supreme Court ruling that the Maya people of southern Belize own our land through our customary land tenure system, and that this property is protected by the Constitution. The appeal court disagreed with the remedies provided by former Chief Justice Conteh, but agreed with him on the main issue: Maya villages have customary title to our lands. This title is exclusive and equal to any other form of title in Belize. The government of Belize has done nothing to acknowledge the appeal court’s ruling. Instead, it has focused narrowly on the court’s decision not to provide the temporary higher level of protection to Maya rights that Justice Conteh had seen fit to order. In doing so, the government has conveniently disregarded the central verdict. It has also chosen to ignore the invitation of Maya leaders to resume negotiations about how best to implement Maya land rights that have now been upheld three times by the courts and by human rights bodies of the Organization of American States’ and the United Nations. The situation has recently become alarming as Crique Sarco village lead-

ers who, along with SATIIM, attempted to visit a U.S. Capital site and were met by armed forces and told that they were trespassing. The government makes much of the fact that the Court of Appeal rejected the injunction against issuing petroleum concessions over Maya lands, but it completely ignores the requirements of the Petroleum Act that prohibit a company from entering onto concession lands without the written consent of the owner. U.S. Capital is preparing a drilling site on lands owned by Crique Sarco(,) without the required consent. Yet, the government insists it is the Maya who are the trespassers! The Prime Minster has said publicly that the area within the National Park is not Maya land, even though the court in the 2007 land rights case admitted into evidence and acknowledged that Conejo village includes land in the park. The government is well aware of this and intentionally excluded Conejo’s land from U.S. Capital’s permit to operate in the park. Now the government alleges that “there can be no kind of ownership other than state ownership” in a national park. In fact, the National Parks Systems Act does not disturb existing ownership of lands within a national park, nor does it give ownership of a park to the state. Last week, the United Nations’ Special Rapporteur on the right to food, Olivier De Schutter, released a letter to

UDP turmoil in Caribbean Shores Belize City, September 4, 2013 There is a battle in Caribbean Shores about who could build the worst streets and drains. The battle is also about who puts on the best make-up and looks best for tv ads. The battle is between two UDP drama queens. Santi is the elected representative in Caribbean Shores. What he doesn’t have in height, he makes up in loudness and flashiness. He won an election just two years ago, yet he is about to face his biggest inter-party challenge. Darrell Bradley is a political lightweight. He won city Mayorship while riding the crest of national elections in which the UDP spent money wildly. If Bradley’s slate had faced an election solely for city council, he would have received a trashing. This misguided sense of victory, however, has led him to believe that he can become the next standard bearer in Caribbean Shores. While Santi has said “bring it on”, UDP insiders say he has been complaining bitterly to the UDP leadership that Bradley is using Citco projects and Citco paid advertising time to campaign in Caribbean Shores. Santi was told to suck it up and man up. This week he launched his own series of ads. He is building drains too, he says. The battle between the UDP divas in Caribbean Shores will be interesting to watch. The Mayor has ignored warnings to stand down. Santi, on the other hand, landed the first blow when he said the Mayor has enough battles in his hand to be looking for yet one more. Back in April when Santi learnt of Bradley’s interested, he slam dunked the Mayor

the government of Belize expressing concern about the oil exploration activities by US Capital Energy Belize Ltd. on Maya customary lands and the distribution of Maya customary land to private individuals. He stated that: “oil exploration activities on Maya land and the distribution of Maya traditional lands to private individuals have allegedly continued without prior, free and informed consent of the local Maya population and will affect the ability of the indigenous communities to feed themselves, as they rely on their customary lands for their livelihood”. He expressed concern that cutting and clearing for the seismic testing has polluted waterways and damaged the land used for farming of subsistence crops that form the basis of the Maya economy and diet, and that future exploratory drilling activities will lead to the development of new roads, drill sites and waste management sites, which will further affect the habitats of game animals and destroy areas used by us for subsistence and cash crop farming. The Special Rapporteur specifically cited section 26 of the Petroleum Act that requires oil companies to obtain the consent of landowners and lawful occupiers before the entering of their lands, and highlighted that if it is failing to protect Maya customary land rights, food

and water sources, the government of Belize is violating its international obligations. As with anything concerning Maya land rights, the government ignored the United Nations’ Special Rapporteur. The Maya people have taken our land claims through the peaceful process of the legal system, and at every stage the courts have upheld our rights to our lands. The rule of law is fundamental to all Belizeans, and settling the land tenure issues in Toledo is vital to investment and the economy in the region. Yet the government’s insistence on ignoring our rights demonstrates how important the injunction and other relief ordered by Justice Conteh were. For this reason, our communities have decided to appeal to the Caribbean Court of Justice those portions of the Court of Appeal judgment that removed lawfully ordered protection of our rights. Even as we appeal, we would prefer to resolve these issues through dialogue with our government on the premise that our land rights exist. We remain committed to dialogue based on good faith. As a people we will fulfill our obligation to protect our rights and our lands. We ask that the international community, human rights organizations and United Nations bodies to continue monitoring the relationship between the Maya people and the government of Belize very closely.
