UDP’S ‘FREE’ CONCERT

for ‘autograph night for artists Baby Cham and Cecile,’ whatever that entailed. Thousands were paid out in DJ and MC services to persons closely affiliated with the UDP, and thousands more in fuel and honorariums for those assisting in organizing the event – this FREE concert which ended up costing taxpayers $133,095.81 – to be exact. This is only one prime example of the massive fleecing which was taking place at the Belize City Council under Mayor Darrell Bradley, the same man who repeatedly went on national television stating that the Council was cash strapped, even as he authorized the payment of a $6000 bar bill for his father, Joe Bradley. Just a couple months before elections, the Council was unable to pay almost 200 sanitation workers on time, and were unable to meet obligations to the sanitation company which collects garbage around the city. Yet, the Council was able to find $133,000 to hold a concert as part of its UDP propaganda push to municipal elections. In an interview with Mayor Bernard Wagner today, he told the Belize Times that “this outrageous spending on things which were not priorities is just one reason why the UDP was kicked out of office. Imagine a Council which can pay $133,000 for a concert which lasts a few hours, while there are Belizeans who live in the most abject and critical poverty who have not been able to access any assistance from the Council. That is crazy, and I can assure Belizeans that those things will never happen under my watch.” So when the UDP holds its next FREE concert, we hope you’ll understand that while you may not be paying $10 at the door, so to speak, you are in fact paying much more than that.

COST TAXPAYERS $133,000 Continued from page 1 UDP. On stage that night the MC, DJ Dalla, told the crowd that if they want more FREE concerts in the future, they would need to vote for the UDP’s mayoral candidate Dion Leslie. Well we all know how that turned out, but what Belize City residents may not have known is that the UDP’s FREE concert cost them a whopping $133,000 – paid out of public coffers. Documents obtained by the Belize Times detail what was a spend-fest for the UDP at taxpayers’ expense. Artists Baby Cham and Cecile, alone, were paid $24,000 and $16,000 for performing. But in addition, the documents show, the UDP via taxpayers also paid $15,675 for ‘tickets for Baby Cham, Cecile and members of the band.” Courtesy taxpayers, the artists were housed for the duration of their stay, for $5585.16, and that didn’t include an additional $6000 (as per contract) which was used to purchase ‘items for artists,’ and it also didn’t include rental vehicles for both artists for the duration of their stay and meals at the Tap Room. In the list of expenses paid, the very controversial and suspended City Administrator is also named as receiving $3480 as payment for per diem for artists. There is even a payment of $2550 for booking both artists, in addition to the $40,000 paid to them for their performances, and a payment of $2168 to Adam Ockey

Did Sedi Promise Referendum in May? Thursday, April 19, 2018 Over the weekend, Belizeans were incensed by reports that Foreign Minister Sedi Elrington had promised Guatemalan Vice-president Jafeth Cabrera that our nation would hold its referendum next month, in May. On Sunday, Cabrera announced in an interview to the Guatemalan media that Belize’s Foreign Minister had made that commitment to him. According to Guatemala’s Vice-President, “The conversation with the Minister of Foreign Affairs, Wilfred Elrington was about resolving the dispute once and for all and they promised to do it next month. They promised to do their referendum. I told them that we were voting today.” Cabrera informed the media that he and Elrington held the discussion when they were at the Summit of the America’s in Peru. Belizeans who heard the report had no difficulty in believing it, since Elrington has earned a reputation for frequently doing and saying the wrong things, especially where his relationship with Guatemala is concerned. The growing outcry in the wake of the Vice-President’s assertion resulted in an immediate release from a rattled GOB stating that it ‘rejects the statements made by Guatemala’s Vice President’ and informing the nation that Belize’s National Referendum will be held after the re-registration exercise. GOB also said that it is committed ‘to conducting its own referendum for the electorate to decide whether we should submit Guatemala’s claim to the ICJ for a final settlement.’ While GOB may well be committed – Sedi certainly is – to taking

the claim to the ICJ, the debate has been raging furiously on the ground, on the airwaves and on social media. While resolving the claim should obviously be a matter free of partisan politics, there is consensus among Belizeans that the UDP, led in the Guatemala issue by Sedi Elrington, has completely screwed up to the point that Belizeans have lost all trust in the process. It will be interesting to see how the Government goes about restring that trust when it is becoming increasingly clear that Belizeans are leaning toward a NO vote where the ICJ is concerned. What is crystal clear is that while Sedi may have promised Guatemala a referendum in May, any push in that direction would have resulted in the UDP administration likely being forced out of office a lot sooner than the next general elections.

Is Chester New ComPol as Whylie Kicked Out? Thursday, 19 April 2018 For a week now there have been very credible reports that Commissioner Allen Whylie has been handed his walking papers, with two weeks grace to depart his office. For many Belizeans, those reports were welcome, since Whylie is considered little more than a lame duck ComPol whose only saving grace is his ability to pander to politicians. According to sources, the man selected to take over the top cop job was Deputy Commissioner of Police Chester Williams, whose rise to leadership in the Police ranks has been fairly spectacular since his return with a law degree. Williams has served as Commander of the Eastern Division South and as head of the Professional Standards Branch before being named Deputy Commissioner of Police very recently. As the rumours picked up traction, Williams posted on his Facebook page Wednesday that “it has been brought to my knowledge that there is a rumour going around of my appointment to the post of Commissioner of Police. While I’m humbled by the congratulatory messages I’ve being receiving,

I would like to dispel this rumour as there is no truth to it. Mr. Allen Whylie continues to be the Commissioner of Police and I continue to serve in my capacity as Commander of Operations and Crime. I also continue to serve under Mr. Whylie’s command, giving him my full support as we work diligently to curb the crime problem across our country.” Today, when we contacted Williams following persistent reports of his promotion within the Police, he again claimed no knowledge of it. Still, it would come as no surprise considering the major shakeups in the Police Department of late. Under Commissioner Whylie, the Department has gone through the worst of times as public confidence and trust in the men and women in uniform has deteriorated, with morale at an all-time low. The BPD has been rocked by scandal after scandal, and has become tainted and tarred by the political brush. Whylie has been seen as part and parcel of the problem. The Belize Times will continue to follow this story with interest, since where there’s smoke there is always fire.

MUNICIPAL AIRSTRIP SINKING – OOPS IMER DID IT AGAIN! Thursday, 19 April 2018 Imer Hernandez, nephew of Gaspar Vega and dump truck driver turned multi-millionaire favourite contractor of Prime Minister Dean Barrow, has done it again. As the Belize Times reported months ago, the runway at the Barry Bowen Municipal Airstrip, upgraded at a whopping cost of $17M and opened just over a year ago, is showing structural deficiencies already. When we spoke to authorities in late 2017, they refused to admit it, even though multiple pilots from the two major airlines utilizing that airstrip confirmed that it was sinking in certain spots and had become unsafe. The runway was closed to flights over the weekend to repair the defects in the runway, but even so the General Manager of the Belize Airports Authority Nicholas Ruiz, a UDP operative, deflected the questions put to him about Imer. According to Ruiz, “I’m not going to get into the history of the contractor, but again, from the reports that we are getting from our engineers and I keep stating that we feel that these are some of the best engineers that Belize has, the settlement was something that was expected from the beginning. I could understand how it could be spun in such a way that you’re not getting value for money. But again, from what I know, from

what the board knows, I’m here to assure you that the investment that was done was one that you could say the value is right there, the value for money and I don’t think it’s a case where we have what you term ‘structural failure’ at the runway.” Talk about saying a lot and saying nothing. The fact is that when the Prime Minister was questioned about Hernandez’s competence, he pointed to the Barry Bowen Municipal Airstrip as the contractor’s claim to fame. Now even that has been revealed as a farce. Readers will note that Hernandez got the $8M contract to do one mile of Faber’s Road, and has also received the contract to do the Caye Caulker Airstrip. Hernandez is also the contractor who did the road through Orange Walk Town, which had potholes weeks after completion, and works in Corozal Town which also deteriorated shortly after completion of the project. While the UDP has boasted about infrastructure projects, the truth is that the works carried out have done nothing but fatten the pockets of certain ministers and select cronies, while Belizeans have never gotten value for the money spent, which taxpayers will have to pay back. That will be the legacy of the Prime Minister when he leaves office, and the legacy of the UDP government when it is booted out of Belmopan whenever General Elections are called.

Patt Named Acting PM Again Saldivar & Faber Side-lined

Thursday, 19 April 2018 On 6th of April this year, the Office of the PM announced that Hugo Patt, a light weight inside the UDP would be acting PM for the four days that the PM was away from Belize seeking medical attention for his bad back. Just about everybody was caught off guard by the PM’s choice, including ranking members of his Cabinet. Nobody seems to have been able to confirm whether the DPM, Patrick Faber, was in country or not: yet another indicator of the flippant manner in which the Barrow Administration treats the affairs of state. How can the PM have to leave the country and the man who should be second-incharge be MIA, such that the PM has to name the likes of Hugo Patt to act as PM? Can you imagine Trump leaving the US and the Vice-President is not in country? Or worst, the American people don’t know where the Vice President is? Such a casual approach to governance would have sparked a constitutional crisis in the United States, but not in Belize under the Barrow Administration! Instead all it sparked was a frenzy on Facebook with every-

body jokingly naming themselves as Acting PM. But this is no joke inside the UDP. The Hugo Patt appointment exposes the fissures in the incumbent fissures that will soon become crevices if not properly handled by Mr. Barrow. The recent municipal elections has significantly weaken the position of DPM Faber in the eyes of his Cabinet colleagues and strengthened that of John Saldivar: his primary challenger for leadership of the UDP. John Saldivar, with a lot of cash, was able to deliver the West. Sure the West is traditionally a UDP stronghold but so was Belize City. DPM Faber only this week informed the Belizean people that he was out of the country, which is why the PM had to name Patt as the acting PM a couple weeks ago. But days ago there came another announcement that Patt would once more act as PM since Mr. Barrow had to leave for an IMF meeting followed by leave to attend his physician. This time DPM Faber proffered the excuse that he

had only just arrived in the country and that he would be leaving once more before the week was done, hence the reason for Patt’s appointment AGAIN. But everybody knows that is hogwash. The argument now being thrown around inside UDP circles is that if the DPM could not have secured the crown jewel of the UDP (Belize City) despite all the money thrown around, how can he deliver a fourth consecutive term for the UDP? The performance of John Saldivar in the last municipal elections earned him a reconstituted Ministry of National Security, while the performance of DPM Faber has earned him an undeclared shift in his status from Mr. Barrow’s heir apparent to his heir presumptive. This is the real story of Hugo Patt’s appointment! Enquiring minds want to know what John Saldivar has done to incur the Prime Minister’s ire, though, because like Faber he has also been sidelined in favour of the much more junior Patt. It will be very interesting to see this play out as the UDP implodes in the face of the imminent departure of Barrow.

s this Editorial is being written on Tuesday morning, there are two local (media) online polls on Facebook – very simple polls with very clear, concise questions…YES to the ICJ or NO to the ICJ. Currently, 7,400 persons have voted on one poll – 92% saying NO to the ICJ. On the other poll, 1,900 votes have been cast, with 93% saying NO to the ICJ. While neither of these is a state-sanctioned or officially recognized poll, both provide an insight into the mindset of Belizeans as we learn that Guatemala, via referendum, has said YES to the ICJ. On Sunday, roughly 95% of those who voted in a referendum in that country chose YES, even though from the questions posed to some of those voters by local media personnel deployed to Guatemala, there is still some uncertainty as to what they were voting YES to. Political and even casual observers, predicted that the referendum in Guatemala would return a YES majority. After all, Guatemala nor its people have anything to lose, and everything to gain from going to the ICJ. If the Court decides that Guatemala’s claim to even one square inch of Belizean territory is legally valid, that square inch would be Guatemala’s gain and Belize’s loss. Those very same political and casual observers are predicting that any referendum held in Belize would return a resounding NO vote, since Belize has nothing to gain, territory-wise, from going to the ICJ… and everything to lose. Not so many years ago, the sentiment – or at least the discussion – about going to the ICJ was markedly different. There were, and still are, those in high and low places who believe that the Court is the only means by which we will rid ourselves of this unfounded and vexing claim. But many of those persons, while still accepting that this matter must be settled at the ICJ, are now leery and wary of going to the ICJ, with good reason perhaps. Guatemala’s unfounded claim to Belize is not a UDP or PUP issue. If there is one issue which should obliterate the political lines which divide us, it is this one. Guatemala’s claim to our jewel has survived successive administrations, and will likely see a few more come and go. This should never be a matter of – I am a PUP/UDP supporter so I will vote FOR/AGAINST going to the ICJ. We are Belizeans. We were born Belizeans. We will die Belizeans. The Party to which we are affiliated should be neither here nor there. BUT…and this is a very significant, perhaps even game-changing BUT…things have changed under this UDP administration, with Foreign Affairs Minister Wilfred Elrington in charge of relations between both countries, including charting the path to the ICJ. Suddenly, as a country and a people we find ourselves on the defensive, as Guatemala very aggressively pursues its claim and bullies us along our borders and internationally. In every instance where we have gotten into a ‘situation’ with Guatemala, we have lost ground because of what seems to be Mr. Elrington’s lack of testicular fortitude. Who can forget when 37 Belizeans – men, women and children – were detained in our territory and taken against their will to Livingston in Guatemala? Instead of this being an international incident, it was dismissed by our Foreign Minister who sided with Guatemala against our own. In another incident, a Mennonite was taken off Belizean soil and across the border into Guatemala against his will, his tractor commandeered by Guatemalan military. That too was dismissed by our Foreign Ministry as if it did not happen. There are many other instances which undermine Belize’s position, including what is happening even today at the Sarstoon. Our Foreign Minister has stated that we Belizeans must not go into the Sarstoon because, to his way of thinking, we are aggressing the Guatemalans by looking “into their front door.” And it’s gotten worse than that. While Belizeans can attribute Elrington’s skewed thinking to the onset of dementia, the Barrow administration actually at one point passed a law prohibiting Belizeans from entering the Sarstoon because it was offending the Guatemalans. It is against that backdrop that Belizeans are being asked to approve submitting the unfounded claim to the International Court of Justice. Additionally, there is a dearth of REAL information because there has been no intensive education and awareness campaign to speak of – just a few appearances in which the Foreign Minister and his functionaries in the Ministry push the pro-ICJ agenda. This is not a PUP or a UDP issue. It is a Belize issue. And those who are leading the charge to the ICJ do not inspire the confidence of the Belizean populace. We are now told that because Guatemala has said YES, we will come under tremendous pressure from our international ‘friends’ to vote YES, lest we be considered surly and unreasonable, or unwilling to support a definitive solution. It is not that at all. We ALL, as a people and as a country, want a final solution to this ridiculous claim. But if we are to go to Court to deal with this, or any other legal matter, wouldn’t you want to be totally and absolutely sure that you have the best attorneys/negotiators in your corner? And that you stand before that Judge or Judges from a position of strength? Sadly, it has become clear that we don’t. That is why the ICJ has become such an unpalatable option of late. To borrow the comment posted underneath one of the local polls on Facebook – judging by the results the government has their work cut out for them.

l escribir este editorial el martes por la mañana, hay dos encuestas locales en línea en Facebook (de los mediáticos)) - encuestas muy simples con preguntas muy claras y concisas... Sí a la CIJ o no a la CIJ. En la actualidad, 7.400 personas han votado en una encuesta-92% diciendo no a la CIJ. En el otro sondeo, 1.900 votos han sido emitidos, con 93% diciendo no a la CIJ. Si bien ninguno de estas es una encuesta autorizada por el estado o reconocido oficialmente, ambos proporcionan una visión de la mentalidad de beliceños, mientras nos enteramos de que Guatemala, a través del referéndum, ha dicho sí a la CIJ. El domingo, aproximadamente el 95% de los que votaron en un referéndum en ese país eligieron sí, aunque de las preguntas planteadas a algunos de esos votantes por personal de los medios de comunicación locales desplegados en Guatemala, todavía hay cierta incertidumbre en cuanto a que estaban votándole sí. Observadores políticos e incluyendo los casuales, predijeron que el referéndum en Guatemala devolvería un si mayoritario. La afirmación infundada de Guatemala en Belice no es un problema de UDP o PUP. Si hay una cuestión que debería borrar las líneas políticas que nos dividen, es ésta. El reclamo de Guatemala a nuestra joya ha sobrevivido a sucesivas administraciones, y probablemente verá algunos más ir y venir. Pero... y esto es muy significativo, quizás incluso un cambio de juego pero... las cosas han cambiado bajo esta administración del UDP, con el Ministro de Asuntos Exteriores Wilfred Elrington a cargo de relaciones entre ambos países, incluyendo trazando el camino a la CIJ. De repente, como país y pueblo nos encontramos a la defensiva, ya que Guatemala persigue muy agresivamente su reclamación y nos acosa a lo largo de nuestras fronteras e internacionalmente. En todos los casos en que hemos entrado en una “situación” con Guatemala, hemos perdido terreno debido a lo que parece la falta de fortaleza testicular del Sr. Elrington. ¿Quién puede olvidar cuándo 37 beliceños – hombres, mujeres y niños – fueron detenidos en nuestro territorio y llevados contra su voluntad a Livingston en Guatemala? En lugar de ser abordado como un incidente internacional, fue desestimado por nuestro Ministro de Asuntos Exteriores quien se puso del lado de Guatemala en contra nuestra. En otro incidente, un Menonita fue extraído del suelo de Belice y llevado a través de la frontera hacia Guatemala contra su voluntad, su tractor fue requisado por militares guatemaltecos. Eso también fue desestimado por nuestro Ministerio de Relaciones Exteriores como si nunca sucedió. Hay muchos otros casos que atentan contra la posición de Belice, incluyendo lo que está sucediendo hoy en el Sarstoon. Nuestro Ministro de Asuntos Exteriores ha declarado que los beliceños no debemos entrar en el Sarstoon porque, a su forma de pensar, estamos agrediendo a los guatemaltecos entrando por “su puerta delantera.” Y se ha puesto peor que eso. Mientras que los beliceños pueden atribuir el pensamiento sesgado de Elrington al inicio de la demencia, la administración de Barrow realmente en una instancia aprobó una ley que prohíbe a los beliceños ingresar el Sarstoon ya que esto era ofensivo a los guatemaltecos. En ese contexto, se pide a los beliceños que aprueben la presentación de la reclamación infundada ante la Corte Internacional de justicia. Además, hay una escasez de información real porque no ha habido una campaña intensiva de educación y sensibilización de la cual hablar – sólo algunas apariciones en las que el Ministro de Relaciones Exteriores y sus funcionarios en el Ministerio impulsan la agenda Pro-CIJ. Esto no es un problema PUP o UDP. Es una cuestión de Belice. Y quienes encabezan los esfuerzos para llevarnos a la CIJ no inspiran la confianza de la población de Belice. Ahora se nos dice que debido a que Guatemala ha dicho sí, vamos a estar bajo una tremenda presión de nuestros ‘ amigos ‘ internacionales para votar sí, no sea que seamos considerados hoscos e irracionales, ni sin voluntad para encontrar una solución definitiva. No es eso en absoluto. Todos nosotros, como pueblo y como país, queremos una solución final a esta afirmación ridícula. Pero si vamos a ir a la corte para lidiar con esto, o cualquier otro asunto legal, ¿no querrías estar totalmente seguro de que tienes a los mejores abogados/ negociadores en tu rincón? ¿Y que usted está ante ese juez o jueces desde una posición de fuerza? Lamentablemente, ha quedado claro que no lo estamos. Es por eso que la CIJ se ha convertido en una opción tan desagradable últimamente. Prestando el comentario publicado debajo de una de las encuestas locales en Facebook – a juzgar por los resultados el gobierno tiene gran trabajo por delante.


6 06 Ugly Murder on Lovely Lane

Thursday, 19 April 2018 Just days after Marcia Downs was gunned down in her yard on Handyside Street, another man was killed as he walked on Lovely Lane Sunday night. Jason Belencio, 30, was not known to be a troublemaker, nor was he reportedly affiliated with any gangs, but he was killed in an area which has been considered a hot zone due to gang tensions recently. According to Inspector Wilfred Ferrufino of the Crimes Investigation Branch, “on arrival Police discovered the body of a creole male person lying on Lovely Lane. He was identified to be Jason Belencio. 30 Year old labourer of Barrack Road. He was seen with multiple gunshot wounds to head and body. He died on the scene.” While Belencio was not known to be affiliated with any gangs, he loved gambling, and had just finished a round with his friends and was heading to his mother-in-law’s house when his killer came looking for him. He died just feet away from her home. She told the media that “he was at a house gambling. He likes gambling. He loved to gamble. He left to come to my house but they shot him before he reached. Antwan Rivero Wednesday, 18 April 2018 On Tuesday Police announced that they had arrested and charged Antwan Rivero, 19, for the cold-blooded murder of Marcia Downs, 37. Downs was killed with a bullet to the forehead on Thursday, April 12, 2018. Rivero appeared before the Senior Magistrate on Tuesday and was remanded to the Belize Central Prison, scheduled to reappear in Court on July 17th. The murder of Downs, a mother of two, shocked the community. She was at her grandmother’s home on Handyside Street Thursday night when she allegedly received a text telling her to go outside. She did so and reportedly exchanged words with the shooter who was in the alley bordering the yard. That is when the shooter then fired two shots at her, one of which caught her in the forehead. She was rushed to the KHMH but succumbed to the injury an hour after. At a press briefing after the murder, Police asserted that they were unable to determine a motive but were

Vega has maintained a power base in the UDP, keeping very close to Ministers John Saldivar, Pablo Marin, Erwin Contreras and Rene Montero. Sources in the Vega camp tell the Belize Times that Vega made the decision to walk away following the blowout of the UDP in Orange Walk on March 7th. For the first time, the PUP were able to win the boxes from Otro Benque, traditionally Vega’s stronghold, and despite Vega’s presence, the UDP’s slate was blown out of the political waters by an average margin of 2,000 votes. While he admittedly is not the

brightest bulb in the shed, Vega was able to read the writing on the wall. And even if he couldn’t read that writing, Vega was able to understand that the days of political dominance for the UDP have just about run out, largely because of the corruption of which he is all too aware. Thanks to him, his son Andre still has possession of $400,000 in public monies which the government claims it is trying to recover, although Belizeans know that is far from the truth. Currently there are two frontrunners who are vying to fill the gap left

by Vega – Homero Novelo, a long-time UDP mouthpiece and Ravell Gonzalez, a former mayor of Orange Walk Town who was a disgrace to his office and was charged for knocking down and killing two persons on the Phillip Goldson Highway. There is talk of other persons interested in adding their names to the mix, but sources say those are the two most likely to go to Convention. When the Belize Times contacted the PUP Standard Bearer for Orange Walk North Ramon ‘Monchi’ Cervantes for comment, he confirmed that he had heard the reports but was unconcerned. “Whoever they bring, whenever, we will beat them because the people are ready for a change,” Cervantes told us.

No Suspects in Double Murder in Paradise Thursday, 19 April 2018 On Tuesday, April 16th, the boat which was used to transport a killer or killers from the private island known as Caye Largo after a double murder was discovered in Long Caye Creek, a short distance from the scene of the crime. Police have not disclosed if any evidence was found on the boat which could assist them in solving the crime, and as we go to press there are no suspects and no officially accepted motive.

Last Thursday night, Mark Seawell and Gabriel Escalante, both residents of Ladyville, were on the island located four miles from Caye Caulker. They were both working on completing a three story house for the owner of the island. Sometime that night, they were allegedly on the third floor of the building so-

cializing with an unnamed person. Police claim that Escalante went to his room on the bottom floor of the building and that’s when the unnamed person took out a gun and shot Seawell in the neck and back. As Seawell lay dying, the shooter allegedly went to Escalante’s room and shot him to the head, stomach and wrist before making off in a boat belonging to the island’s owner. While that is the Police version, another version is that on Thursday night the island was stormed by

men who were there to kill Seawell and Escalante, and did so before escaping. Police have not given that version any credibility, but it is well known that large quantities of cocaine have been making their way through the country, and the double murder on the island fits the MO of a drug-related hit. Family members told the media that the men had been scheduled to return to the mainland from the island that Friday morning.

MY PERSPECTIVE By Dolores Balderamos Garcia

OUT WITH TRIBALISM I have long condemned the political actions of rewarding friends and punishing enemies, which is being so widely practised here at home. How can we ever forget the now infamous remarks of the once honourable Mark King, when he was area representative of the Lake Independence division in Belize City? Shockingly, he was heard publicly to say that as far as he and his party and government are concerned “it is UDP first, Belizeans second and PUP last.” Naturally, this left all right-thinking Belizeans shaking our heads. No doubt he was speaking his mind and saying what he believed as the imperative of party politics. And it is not just that he had the audacity to state it, but that he really believed that this is how things are and have to be. Clearly he did not for a moment remember the oath he took when he was sworn in as a member of the House of Representatives. Many people have taken this oath. I took it at least four times, to my recollection. Members of Parliament swear to do right by everyone, without fear or favour, affection or ill will. They even say “So Help Me God,” and this is extremely serious. There is no room in a properly functioning democracy for public servants of the people currying favour and discriminating for or against persons on account of political stripe. When a person is elected she/he serves ALL constituents, not only those who voted her/him in. Actually someone should have taken Mr. King to court for breach of his Constitutional oath of office, and for spuriously violating it blatantly and publicly. What is worse, his boss the Prime Minister never, as far as I know, condemned the remarks nor even distanced himself from them. What a terrible message was sent – that it is quite alright to play the partisan political game and to shamelessly flout the dictates of the Constitution and the law. Sadly, Belizean politicians are not alone in this tawdry game. I happened to read a commentary by Jamaican journalist Carolyn Cooper several weeks ago in the Gleaner. It was titled “Can Holness Really Disown Spencer?” and it was about this very political tribalism issue. Apparently, in mid-March last, Minister of State for Finance Ruddy Spencer “put himself into a big ants nest,” as she put it, when he gave remarks at a Jamaica Labour Party meeting in the parish of Manchester. Said he:

“Labourites, we have a system where we will now have our own chairman of RADA (the Rural Agricultural Development Authority).” The Jamaica Labour Party (JLP) is now the party in government, and its leader and Prime Minister is Andrew Holness. Cooper opines that Spencer didn’t have to say one more word because that single sentence was “damning enough.” Clearly what Spencer was telling the JLP faithful is that they owned the Chairman, and this was roundly condemned in her article. She made it plain that the chairperson of a statutory body should operate in the interest of everyone, and without the influence of partisan politics. Spencer, in speaking his mind, was reminded that the media were present, but he evidently doubled down, repeating his statement and saying that he wanted the media to hear (!) Someone in the audience told Spencer “mind weh yuh a talk seh,” but he persisted, saying that Labourites’ problems would go away because the authority’s chair was now JLP. Later on, when opprobrium rained down on his head, he tried to claim that his remarks were taken out of context. What was patently clear is that he was telling it like it is. I love that Ms. Cooper reminds us of the Caribbean proverb which says “not everything good to eat good to talk. In other words, even if it is so, don’t say it outright!! PM Holness afterwards said that the minister’s remarks were unfortunate and that he expected a “fulsome withdrawal” and for those remarks never to be repeated. What the PM did NOT say is that there is no TRUTH to the statement. He just didn’t want it to be said. So Ms. Cooper expresses her disappointment that Holness did not go further and disown the tribal politics of the system. The PM was concerned about optics, and not substance, obviously. What a shame. But at least the Jamaican PM found it necessary to disown the utterance. Our own PM did no such thing. More the pity. I believe that this political tribalism nonsense must stop. We have to make it abundantly clear that we are against not only the utterances of partisanship but also the ugly reality of the beast. Is this a pipe dream, or do we as Belizeans have to demand more of our politicians - that they must not only obey the law but also mean it?!?!?

Choose Today Whom You Will Serve

You know sometimes you could be listening to a whole bunch of stuff when something just sticks with you and resonates? So I was in Church a couple weeks back when my friend, Pastor Louis Wade, was giving his message, and this phrase, verse, whatever just did it for me. Choose today whom you will serve…as for me and my household, we will serve the Lord. I’m taking some editorial liberty here because Joshua said a bunch of other stuff in between – but this is the message. Writing something like this is so unlike me that I think in itself it qualifies as a bonafide miracle. Call in the Vatican. This can’t be the same hard-drinking guy who still swears to this day that he is responsible for at least half of the Cuello’s considerable fortune. I mean, some of the things I’ve done in my life I don’t even want to remember. So moving on. I’ve seen the change in me. I’ve seen the change in my family. I like where I’m at in my life. The point of this, I guess, is that many of us serve the wrong masters. I’ve gotten so disgusted, for example, with all the corruption in this country that I’ve even stopped talking about it as much. Every single day we as Belizeans are exposed to the most unethical and even illegal crap done by those we elected to serve us, and nothing happens. It’s tiring. I can understand why people get so fatigued that they don’t even want to hear anymore. I mean, some of this shit is blatant, even ridiculous. And some of us stop caring as much. We just carry on. A few days ago, a woman was shot in the head not too far from the Belize Times. She was probably trying to put together a meal for her family when a man called to her from the alley next to her home, and as she came out he killed her. Unfortunately, that’s the reality on our streets. We see these things a lot – women getting killed, children getting killed. Most of us are Facebook warriors and activists and commentators. When we get the reports we launch into immediate action – on Facebook, that is. We become

immediate experts in everything from ballistics to medicine to psychology to journalism. We lament and condemn and criticise and speculate and grieve, all on Facebook. And then we move on. Because life is real. And we’ll need to rest up so we can weigh in on the next tragedy, and the next, and the next. Somebody who was at the funeral for the murdered Marcia Downs told me something which struck me, though. I’ve always thought that eulogies and remembrances are mostly make-believe. Even the most hardened, cold-blooded, bloodthirsty criminal can become a saint when he lies in a casket and those words are spoken. It is for that reason that I’ve already decided that Marisol Amaya from KREM will write my eulogy because she sure as hell won’t sugar-coat my life. And I’ve selected Marleni Cuellar to read it, because she is intelligent and beautiful and can probably make even the grittier moments of my life seem interesting. Anyway that’s my story and I’m sticking to it, but I digress. In one of the reflections for Marcia, somebody spoke of her struggle to provide for her family. I won’t get into details, and I don’t mean this to demean her in any way. On the contrary, I got this impression of a woman who was willing to work hard and sacrifice much to put the next meal on the table. But that’s not the point. What struck me particularly hard is that on the last day of her life, Marcia apparently had no money and so got through the day on one cup of coffee at her workplace. That is what was said in one particular reflection on her life, and it makes me very sad. I figure that every day we meet people in our daily lives, as we go about our business and they go about theirs – but do we really know people? Do we take time to understand their battles and to lend a helping hand? I know this is complicated and not cohesive in the slightest. I’ve got a lot on my mind. But I guess in my own way I’m trying to say that we need to do better, individually and as a people. Our leaders need to stop serving the wrong masters and do the right things which will help our people. Some of us need to stop treating these corrupt, worthless politicians like gods. Or nothing in this country will ever change. Choose whom you will serve. As for me and my household, we will serve the Lord.

CARLSTON FC HATTIEVILLE RIVERSIDE BOYS & YOUNG WARRIORS WIN SMART U-17 FOOTBALL Belize City, April 14, 2018 Carlston FC, Hattieville Riverside Boys and Young Warriors posted big wins in Week 11 of the SMART Under-17 football competition at the MCC Garden last Saturday. In Game 1, Carlston FC schooled the Ladyville Rising Stars: 3-1, with goals by Jonathan Casimiro in the 4th minute, Delvin Sankey in the 13th minute, and Lawnie Leslie in the 34th minute; while Ladyville’s Tyrone Graham scored their only goal. In Game 2, Hattieville Riverside boys

bombed the Brown Bombers with goals by Hector Pacheco in the 12th minute, and Enoch “Monster” Rhaburn in the JacobOnly Leslie 30th minute. Eshaq King scored a scored corner kick for 16pts the Bombers in the 22nd minute. I want to take the opportunity, first, to send condolences to the family of Inspector Nicholas Palomo, who served here in Orange Walk. I am told he passed away over the weekend at the KHMH in Belize City, and it is a real loss for the Belize Police Department. At the Council we work closely with the Police, and on those occasions where we worked together it was clear that Inspector Palomo was a good cop who was committed to the job and to the community. This is an interesting time in the PUP, as the Party moves to hold its conventions to select/ endorse standard bearers in all 31 constituencies. It is an exciting time because it is clear to see the resurgence of hope in the PUP after a very long drought. In the municipal elections recently, we saw many young, qualified Belizeans who were willing and ready to put their names on a ballot. As we prepare for general elections, so many more have come forward to say that they believe that it is their time to step up and step out, and they believe that the PUP is the party which can and will serve the people in Belmopan whenever elections are called. First and foremost, we must always remember that we are here to serve the people, not to serve ourselves. If you are interested only in getting into office so you can enjoy the perks and enrich yourselves as these UDP Ministers have done, then you need to walk away. Way back in 2008 the Belizean people sent the Party a strong message to remind us that we are put in office at their whim, and if we do not do right by them we will be removed. Whenever the elections are called, the UDP will be sent a very strong message by the people as well. The corruption, arrogance and greed of this Barrow/Faber administration has been unbelievable. The people are angry because they see these few people get filthy rich while we have to struggle every day. When the PUP takes over the reins of governance, be-

cause I have no doubt that the UDP’s days are numbered, we cannot get in and make the mistakes of the past. Nor can we do what the UDP has done for so long. We can all look around and see how far our country has sunk thanks to the UDP. We will have to serve with integrity and humility, honesty and commitment. We cannot make promises that we cannot fulfil. We will have to work hard so that we let the people know every day that they made the right decision to elect us. It cannot be politics as usual. I have announced my wish to serve the people of Orange Walk East. It is not a decision that I made lightly. The people of the area had asked me to consider it months ago, and after consultations with family members, friends and colleagues, I decided to go for it. I believe that like every other capable Belizean, I have the right to seek higher office and to represent my people in the House of Representatives. I am confident that I am doing so with a clean heart. I am on my third term as Mayor of our beautiful town, and can say that I have worked hard and served my people well – and I continue to do so. There has been no scandal attached to the Council under my watch. The people’s money has been handled responsibly and with full accountability. We are transparent in the running of the Council and we have forged unbreakable ties with our community. I have been in politics long enough to know that there will always be those who are mischievous. I have the utmost respect for my friend and colleague of many years Josue Carballo. There is no hostility between us, and we continue to work together for the betterment of Orange Walk. We have both taken steps to serve our people at the national level and we are both doing it for the right reasons. Our party is set up in such a way that it allows capable individuals to go to convention at which point the people will decide. That is as it should be. The PUP is here to serve the people and serve we will.

SPEAKING MY MIND A Paperweight Referendum By: Omar Silva Last Sunday’s Referendum in Guatemala showed us a vivid picture of what the overall population seriously thinks about the unfounded claim on Belize versus what successive Guatemalan governments wants us Belizeans and the world to believe. The overall participation was barely 23.74 % of the national electoral voters list which only amounts to 1,663,841 actual voters out of the updated voters list of 7,522,629 which simply means that 5,858,788 or 76.3 % of Guatemalans voters abstained, boycotted or showed absolutely no interest in their government’s $300,000,000 Quetzal-sponsored initiative to pursue a territorial claim on Belize which since 1981 has been known to the world as a sovereign, free and independent state. During months of countrywide public forum campaigning geared to influence a strong national interest to vote “YES” in the referendum, students and scholars from the country’s universities and private citizens who attended those forums pointed out the fact that Guatemala has greater problems that urgently need government’s attention - that successive governments who were in a position to make decisions for a change chose to neglect. Problems and issues like – public safety and security issues, organized crime and violence, unemployment, impunity and corruption, among others that have brought large scale misery and poverty to the nation. These students / scholars from renowned national universities queried and asked a hypothetical question of how then would the state of Guatemala assume or pretend to finance and administer the governability, order and peace in Belize should the ICJ favour the claim. They followed by declaring that as it stands to date, Guatemalans are living in misery and below poverty level because of neglect by successive governments. As Belizeans looking in from the outside, we can appreciate why the majority of Guatemalans chose to display great indifference regarding the referendum and chose not to participate. Government presenters had no reasonable response even when President Morales tried to dupe his people into believing that by participating, Guatemalans’ fortunes would change and they would be able to enjoy the prosperity from Belize’s southern maritime riches. Now that the Referendum for Guatemala is history, it allows us to understand the lack of political maturity - not of the citizenry, but of those in Government who make wild decisions and open the door for us Belizeans to recognize similar problematic issues we are also facing in Belize, causing the democratic transition to be inconclusive in both countries. Before proposing to their citizenry to respond on topics that are so abstract and distant, the state could have spent the$300,000,000 quetzals in sectors like education to give its people the necessary knowledge of their rights and democracy, his-

tory, culture, health and programs to ease the hunger of thousands of people who live below the poverty level and who can hardly afford a meal. We could learn much from the present situation in that country and their unanimous response in last Sunday’s referendum. The many issues that were brought to light in Guatemalan are reflections of what is also happening here in Belize, with a government that neglects the people and is placing our future in jeopardy. Before we vote in a referendum we must first carry out a re-registration process scheduled to be launched on July 1st of this year. Government has made a meagre $8 Million dollars available which is far below the figure Prime Minister Dean Barrow estimated last year which according to him was $20 million dollars Belize. In the early 1990s we had a top notch Foreign Minister in the person of Hon Said Musa whose tact and efficiency convinced the then Guatemalan President, Jorge Serrano Elias, to publicly recognise the free and sovereign independent nation of Belize. The Compromis, signed by this government in 2008 to hold a Referendum simultaneously has changed in spirit and in dynamics over the last ten years just as the population within the Adjacency Zone has changed sufficiently to allow circumstances and mind-sets to change. Today, our position and our mind set as Belizeans is forced to change when watching how these circumstances are reshaping the aspiration of those few who wield the power in Guatemala. We are at a juncture where we must stand up in unity to stop Guatemala’s belligerence. During the last 10 years there has been no confidence building and there is a blatant lack of trust. We cannot really say that this government has done any positive move to protect our sovereign rights and freedoms as it is established in our Constitution. And before we participate in the upcoming referendum we must be cognizant that we as a nation and as a people have everything to lose if we vote for a “Yes.” In my view and humble opinion, our Constitution already defines our borders with Guatemala based on the 1859 treaty. In order not to risk the future destiny of my country and my national identity, I will vote “NO!” I base my decision on what I have seen regarding the belligerent behaviour of the GAF, seizing our Sarstoon island, as well as the railroading actions of the last four Guatemalan governments who instead of working diligently on the agreed “confidence building measures,” have become confrontational. We can’t really trust the Guatemalans because their actual Constitution states in “Article 19 – On Belize: The Executive is empowered to take the steps that tend to resolve the situation of Guatemala’s rights with respect to Belize, in accordance with national interests. Any final agreement must be submitted by the Congress of the Republic to the popular consultation procedure provided for in Article 173 of the Constitution.”

El cadáver fue llevado al Instituto de Medicina Legal (IML) de Santa Ana para realizarle la autopsia y a la espera del reconocimiento de familiares,pues no portaba documentos de identidad personal. Es que el informe policial sobre el caso de la mujer concordaba con el aspecto físico de la periodista. Piel color blanca, cabello castaño y corpulenta; además fue encontrada casi cuatro horas después en que desapareció en San Salvador. De acuerdo al informe policial, la mujer encontrada estrangulada

vestía jeans color azul desteñido, blusa negra manga larga y calcetines negros. Asimismo, el informe detalla que su cabeza estaba amarrada con dos bolsas negras y tenía un trapo amarrado al cuello para que no se soltaran las bolsas. El hecho presuntamente ocurrió en el hogar de Turcios el sábado después del mediodía, de acuerdo al testimonio brindado por su esposo, el también periodista Mario Huezo.
