Continued from page 1 Jafari, 21, both sons of UDP Minister Edmond Castro. But by this morning, Police did an amazing about turn. The Police Press Office went to pains to state that there was no report involving the Castro brothers Wasani and Jafari Castro and that they were not being sought by Police. We were unable to clear up the confusion because the report fingering the Castro brothers had been released by Inspector Fitzroy Yearwood of the Press Office. Today, also, we were informed that he is no longer with the Police Press Office, and that the report issued by him was ‘wrong.’ Today’s new Police Press Office minus Inspector Yearwood also claims that none of the Castro brothers or affiliates of theirs was detained after the brutal beatdown on Saturday in San Pedro, an attack which almost killed Kevin Brown, 21. Amazingly, the matter seems to be done, because the Police Press Officer now claims that for the Police to take action somebody would have had to have seen what happened and made a report to Police and that has not happened. Failing that, Police will do nothing. When asked about surveillance video from Banana Beach Resort, there was no response from the Police Press Office. The attack in San Pedro allegedly left Kevin Brown, 21, a Galen student and basketball player, in a coma. He had to be airlifted from San Pedro to a medical facility in Belize City. Sources say that Brown and friends were partying when they got into an altercation with another group of young men, including Jafari Castro. At some point, sources claim, Brown was jumped by as many as 20 men, kicked and beaten and then one person hit him in the head with a fire extinguisher, which is what caused the most serious injury. Multiple sources claim at least two men were detained on Sunday night and released. The Police Press Office now says that is a lie. This incident was also allegedly not the first of the weekend. Police sources tell us that the Castro brothers, with their friends, were on the island from Friday night when they were involved in a traffic accident on Pescador Drive. While Police and Traffic Officers responded to the scene, and we are told the brothers were clearly under the influence, again they were released. We were also told that the boys were approached by the GSU near Luna Loca on the island on Saturday after it was observed that they were smoking what appeared to be marijuana. We understand that they informed the officers who their father is (not the first time they’ve used that) and the GSU made the decision to leave them alone. This incident reveals yet again that on this animal farm, there is one set of rules for the normal animals, and none for the not normal UDP animals

Thursday, 10 August 2017 As we go to press, there are reports that the UDP municipal convention scheduled for this weekend in Belmopan may be cancelled because of increasing discord within the municipal body which has spilled out to the national level. We are also reliably informed that Mayor Khalid Belisle has threatened, again, to take his name off the slate because of the increasingly nasty and personal infighting. Currently social media is blowing up as Belmopan Area Representative John Saldivar has launched a tirade against Councillor Anna Banner, who he does not want back ono the slate. Banner responded by accusing Saldivar of deliberately pushing her out because she did not support his at the UDP Deputy Leadership Convention last year.
When Saldivar announced his new slate for the City Council, because it is a known fact that he wields total control over the Council, Banner responded by running on her own for re-election. That move, and the battle between Saldivar and his cronies on the slate and Banner, prompted Patrick Faber and his cronies to come running to Banner’s defence, since Banner had openly supported Faber at the Convention. Insults have been flying all around in this UDP battle royale and it shows no sign of stopping. Saldivar has been taking a licking from all corners including former Mayor of Belmopan Simeon Lopez who has never been a fan of Saldivar’s style of total control of the Council. Incredibly, it emerged that Banner has been ostracized by
TODDLER DIES IN FIERY BLAZE Wednesday, August 9, 2017 Another Belize City baby died in a fire which left 17 persons homeless on Santa Barbara Street. The toddler was Tyreik Roberts, who burnt to death inside his home when it caught on fire. The blaze started on Sunday night, August 6, at around 9:00pm, and it is said to have originated from the home at #32 Santa Barbara Street where the baby was inside sleeping. His grieving mother, Shaneeka Roberts, told the press, “The quickness of how this happened I couldn't save my baby.” The single mother of 2 boys said that she left her baby inside for only 5 minutes, which was when the fire broke out. When she returned and realized that her 22 month-old baby was in danger, she reportedly tried to rescue him, but by that time the bedroom was burning, which meant that they couldn’t get to him fast enough to save him. Residents say that they heard the baby’s screams of agony as he burnt to death.

Shaneeka Roberts reflected on her baby’s short life saying, “He was going to be 2 in October; now he is gone. I [am] left broken, but by the grace of God, I will come up on top again.” It is still unclear at this time what caused the fire, but the close proximity in which the houses were located, 3 other homes quickly caught on fire, with reports that a gas tank blew up, compounding the danger for all those around. By the time the fire was under control, it had destroyed the 4 homes displacing 17 residents. All of their possessions went completely up in flames. The Fire Department has taken harsh criticism from residents who say that their intervention to put out the fire came too late, when it had already done massive destruction to the structures. The victims themselves tried to throw buckets of water on different parts of the fire, but it did nothing to quell the blaze. Immediately after the fire,

That said, sources tell us that Mayor Belisle has also raised the concern of violence at the Convention this weekend, since it has become a battle between John Saldivar and Patrick Faber, with all their run-men and hangers-on involved. Saldivar’s ‘friends’ are known to be very fond of gunplay, especially when under the influence that there are concerns that things could spiral out of control. The Belize Times will continue to follow this soap opera which rivals KTV for entertainment value.

They were given food, bedding, water and hygiene products so that their stay inside a classroom at the St. Martin De Porres Primary School could be more comfortable. The Ministry has also committed to find them temporary housing for a period of 3 to 5 months, paid for with Government funds, so that they can try to rebuild their lives, in the wake of his disaster and tragedy. Thelma McKoy, one of the victims of the fire, and grandmother to Baby Tyreik, told the press, “I am lost right now… I don't know where to start from or what to do. I am just here.”

THE COUNCIL THAT WORKS!
Thursday, 10 August 2017 As we go to press, the Orange Walk Town Council is fully engaged in paving San Francisco Street and San Francisco Boulevard, while upgrading works to multiple streets in the Pasadita Area which is located in the East of the Town. And while that is going on, Mayor Kevin Bernard and his team are already planning another stage of road works which will get underway when this is done. And a monument to honour Belize’s heroes, placed prominently in Central Park, is also underway. And while all that is being handled efficiently, the Council’s primary responsibility of sanitation, maintenance of drains and upkeep of parks and playgrounds are being done like clockwork. This week the Belize Times is proud to feature Mayor Kevin Bernard and his team because what has been done in Orange Walk Town has been done without any assistance from Central Government. When the PUP got into office two terms ago, they met a significant debt burden left behind, including a huge overdraft that had not been serviced. There was also unpaid Social Security contributions and unpaid Income Tax. When Central Government refused to assist, Mayor Bernard and his Council hunkered down and managed to pay off the debts and the overdraft. At the
same time, the Council did something that had not been done for years under the UDP – they made all financial records available to residents of the Town. Since then there have been challenges, including constant attacks from the UDP, but Mayor Bernard and his team never looked back. Prior to the last election, Prime Minister Dean Barrow went to Orange Walk and stood on a podium and told the people that if they wanted any development to come to Orange Walk, they would have to vote RED. And the people rejected Dean Barrow and voted for continued development. What has been done in Orange Walk should be an example to all municipal administrations. Even those UDP administrations which have benefitted from Central Government largesse have been unable to match the work in Orange Walk. In Belize City, home of the most powerful UDP Ministers AND a City Council which receives the largest subvention by far plus grants from Central government plus floated a huge bond – they still can’t touch the work in Orange Walk. When Mayor Bradley’s bond ran out the work came to a complete halt and nothing has been done since. The Belize Times gives kudos to Mayor Kevin Bernard and his team. You are an example to be followed.

Thursday, 10 August 2017 Southside cops have their hands full tonight investigating three separate murders in as many days. The latest victim is Christian Velasquez, 23, a mechanic. At around 11:00pm last night Velasquez was standing on Antelope Street Extension when a vehicle drove by and a gunman opened fire, hitting him to the left side of the chest and killing him instantly. According to Supt. Daniel Arzu, preliminary investigation has indicated that Velasquez may not have been the target and was just in the wrong place at the wrong time. Early Wednesday murder there was another murder, this time of a Guatemalan man, Ruben Esquivel Aguilar, 45. Aguilar was at home with his sister

and her family on Mahogany Street when two men entered through a window, with burglary as the motive. While Aguilar’s sister Aura Esquivel locked herself in her room, he went to investigate and that’s when he was shot three times and died instantly. And on Monday morning, the body of taxi-man Thomas Arthur Staine was discovered on East Collet Canal. His arms were bound and he had been stabbed multiple times and dumped there. His vehicle was discovered a few blocks away with the back seat covered in blood. And as we go to press this evening, there are reports that two men were just shot on Antelope Street Extension. While details are scarce at this time, Ryan Arnold and Marion Ramirez have been transported to the KHMH. The extent of their injuries is not known. It can be recalled that there had been major attempts at brokering peace in the Southside by then Southside Commander ACP Chester Williams, and it had been working remarkable well. But then somebody, likely the Commissioner acting on political instructions, had the bright idea to move Williams and put him behind a desk in Belmopan, and we haven’t heard of him since.

His sons keep messing with people because they seem to think because daddy does crap and gets away with it they can too. They’re going to mess with the wrong people and it’ll get very messy. I hear they’ve gone running to the choice attorney for UDP penny ante thugs, hooligans, drunks and jackasses Herby Panton. It don’t matter if you swear for them, Minister NEMO. Your word is worth much less than your credibility, and that’s about as much as that one ply toilet paper in public restrooms...really piss me off how unnu behave. Serious! Why…? Why can’t the Police just conduct a sensible damned investigation when a Minister or Minister’s pikni or friends involved inna nonsense? Guatemalans raping the Chiquibul and our BDF soldiers have to patrol in tennis shoes but no, the bembe can’t be dealing with that cause he’s far too occupied fighting with Anna Banner Guy on Facebook. Apparently that’s where the bembe does his best fighting cause he sure as hell couldn’t even beat the little sissy-boy Patrick when it came to the test. Patrick beat the fool like a big fat tired old drum. On the bright side, it beats Power and KTV for entertainment because everybody be fighting right now. Patrick and his crew have jumped into the mix and are siding with Anna Banner Guy against the bembe, who is taking a licking from everybody who knows he’s a big joke, including former Mayor Simeon Lopez. So it’s a damned free for all. My lerd. This is what they’ve come to now. Khalid… The interesting one to watch in all the Belmopan drama is Mayor Khalid Belisle. He’s been taking a licking because everybody knows that he’s John Saldivar’s puppet and nothing else. He can’t make a move without John Saldivar’s approval. John even controls the contracts that are handed out at the Council. For a while now Khalid has wanted to roll, more so because he now has one foot under the big blue tent, so to speak. Now with the nasty infighting he’s been heard saying that he’s decided not to run because he’s tired of living under that big, sweaty shadow and he just doesn’t do drama. So then what happens if Khalid follows his ‘heart’ and not his political ambition? Here’s where it gets tricky. Patrick has come out openly for Anna and I hear he’s been whispering in her ear about going for Mayor in Belmopan with his full support. Oh boy do I support this idea. Entertainment fuh days. Anna for UDP Mayoral Candidate. Woohoo. Nasty… I condemn the attack on my UDP Mayoral Candidate Philloughby. This is way past the mark. The man is already down and out cause that stupid Franklin went North, and with it all those hours of air-time. See, Philloughby does disasters. I mean let’s face it. The man IS a disaster. Dion doesn’t do disasters. So there goes Franklin, leaving Philloughby behind in tears. Then BAM, the man is attacked on Facebook by his baby momma, accusing him of all sorts of terrible stuff. I’m not saying the man didn’t do all that bad stuff. He is sorta creepy and he’s got that stalker look down pat. But the timing is what gets to me. Ain’t nobody gonna tell me this isn’t a UDP setup to make my buddy look bad just before Convention. I repudiate this. I condemn it. I think it’s frigging genius but nasty. Philloughby for UDP Mayoral Candidate. The END. Shhhh… Don’t say I said anything, but reliable information to this decrepit old scribe is that a deal has been worked out so that within a couple months BNE will have the exclusive license to bring in all liquid petroleum products so all suppliers will have to get product from them. Also, and I’m still digging into this one, there’s this pharmaceutical company which is allegedly being fronted by two Cubans but is actually owned, so I’m being told by a very knowledgable bird, by an electrician and a Minister’s daughter and wife, among others. Don’t know if this is so…but I’ll find out. Trust me on that. Until next week cause writing about the UDP just tiad me lately.

THE POWER IS IN YOUR HANDS
T
here is a new set of land documents going around. As with others before them, they detail, in black and white, what was happening in the hotbed of corruption under then Minister of Natural Resources Gaspar Vega. Scores of documents released in the past year have shown how Vega enriched himself and family members through shady land transactions and the abuse of his ministerial power. And there is no doubt it is the tip of the iceberg. In civilized countries politicians have gone to jail for much less than has been revealed about Vega, with corroborating evidence. For much less, in civilized countries, the ill-gotten assets of corrupt politicians have been seized. But if you speak to Mr. Barrow tomorrow, or next week or next month, he will say the same thing he has said on multiple occasion before. He will say that he has not seen the evidence and if there is indeed any evidence he will act on it. He will puff out his chest and with patented stare say, “You know me. I operate on the straight and narrow. You know I do not tolerate corruption.” And it will be, as it is every single time he says it - utter and absolute, unapologetic bullshit…something at which Dean Barrow is very, very good. Dean Oliver will depart very soon. All the writing is on the wall. And how he will be remembered is certainly not how he would have wished it. While defending reeking corruption and criminal incompetence in his own Cabinet, DOB became the consummate snake-oil salesman of lore. And he never admitted to a thing. When faced with evidence of corruption he became deaf, dumb and blind. It has been an incredible journey for the Prime Minister – from wielding a non-existent double-sided corruption killing machete to defending each and every corrupt action done by members of his Cabinet. Through his inaction at every turn – from Penner to Castro to Vega to Boots to John Saldivar and others, Dean Barrow condoned the corruption which has completed pervaded his Cabinet and government departments. Dean Oliver was the one who said he saw nothing wrong when the Vega rosewood scandal broke. He proclaimed that what Elvin Penner did was factual guilt and not legal guilt, and that was that. He decided that what Edmond Castro did at the BAA was distasteful, but not corrupt. He saw no smoking gun when it was revealed that his Ministers were facilitating hundreds of Visas for foreign nationals in an institutionalized Visa hustle. He saw nothing wrong with John Saldivar being in bed with a con artist accused of murder – or of Ministers receiving campaign funds and doing favours for said accused murderer – nothing wrong, just optics. He believes that his Deputy Prime Minister’s reputation for beating up women should be a private thing. He sees nothing which implicates Ministers in the Immigration scandal. He doesn’t see anything wrong with Edmond Castro’s diplomatic and tourist Visas being revoked by the US. And nothing wrong with John Saldivar using public resources for his personal gain. And certainly, he hasn’t even seen all those land documents which people are talking about where his good friend Gaspar Vega is concerned. What land documents? What corruption? And then we wonder why things are so wrong in this country? Remember when Dean Oliver didn’t see anything wrong with the corruption in the BAA where Edmond Castro is concerned? Well the BAA is in the midst of a scandal right now where members of the Board are under intense scrutiny for corruption. In the UDP, this is a cycle that will never change because it has been and is being condoned by their leader and Prime Minister. Edmond Castro did so much for which he should have been prosecuted, but instead he was rewarded with a full Minister’s post. That is the message being sent out by Dean Barrow. Now Castro’s sons seem to think that they are untouchables as well, because their daddy is scum and got rewarded for it. Isn’t it recognized that kids become what they see? Well we are seeing it. We see that Gaspar Vega will get away with what he stole from us – all the land for himself, for his brothers, for his extended family members. We will never get back all the money which was paid out in compensation to cronies and family members. We will never know if many of those land transactions didn’t include kickbacks to then Minister Vega as we have been hearing. We will never get back the $400,000 from Andre Vega. That is all gone. That is how the UDP does it. There is a new breed of UDP struggling for power – people like Edmond Castro, John Saldivar and Patrick Faber. But it won’t be a new UDP. It will be the same old corrupt UDP, carrying on the same old status quo condoned throughout their years in office. It is time for the people to decide if they want to continue working and struggling to enrich these few UDPs who have no regard for any of us while we remain impoverished. Or if we will make the decision to put systems in place under new leaders to ensure that we are never betrayed by any of those who represent us – not in a year, or ten years, or 100 years. Choose wisely.

Por mucho menos, en los países civilizados, los activos mal habidos de los políticos corruptos han sido incautados. Pero si uno habla con el Sr. Barrow mañana o la semana que viene o el mes que viene, dirá lo mismo que ha dicho en múltiples ocasiones anteriores. Él dirá que no ha visto las pruebas y si hay cualquier evidencia actuará. Él esponjara el pecho y con la mirada patentada va a decir, "tú me conoces. Solo opero en el buen camino. Sabes que yo no tolero la corrupción". Y será, como cada vez que lo dice - total y absoluto, hablando pendejeadas sin remordimiento... algo en lo que Dean Barrow es muy, pero muy bueno. Dean Oliver se irá muy pronto. Está todo muy claro…se ven las advertencias. Y cómo será recordado sin duda no será como él lo hubiera deseado. Al defender la corrupción hedienta y la incompetencia criminal de su propio gabinete, DOB se convirtió en un legendario y consumado embaucador profesional. Nunca admitió nada. Ante la evidencia de la corrupción se convirtió en sordo, mudo y ciego. Ha sido un viaje increíble para el Primer Ministro – desde blandiendo un machete inexistente con doble filo para terminar con la corrupción a defender cada acción corrupta realizada por miembros de su gabinete. A través de su inacción en todo momento – desde Penner a Castro a Vega a Boots hasta John Saldívar y otros, Dean Barrow condonó la corrupción que impregnó completamente al gabinete y los departamentos del gobierno. No vio nada de malo que John Saldívar estuviera relacionado con un estafador acusado de asesinato – o que Ministros recibieran fondos de campaña y haciendo favores para dicho presunto asesino – nada de malo, sólo mala óptica. Él cree que la reputación que tiene su Vice Primer Ministro de golpear a las mujeres debe ser un asunto privado. Él no vio nada que implica a los ministros en el escándalo de inmigración. Él no vio nada malo con que le hayan revocado a Edmond Castro su visas diplomática y de turista por los Estados Unidos. Y nada de malo con John Saldívar utilizando recursos públicos para su beneficio personal. Y por supuesto no ha visto esos documentos de tierras que involucran a su gran amigo Gaspar Vega de los que todos están hablando. ¿Qué documentos? ¿Cuál corrupción? Y entonces nos preguntamos ¿por qué las cosas están tan mal en este país? ¿Recuerdas cuando Dean Oliver no vio nada malo con la corrupción en el BAA cuando se trata de Edmond Castro? Bueno el BAA se encuentra en medio de un escándalo ahora mismo donde miembros de la Junta están bajo intenso escrutinio por corrupción. En el UDP, se trata de un ciclo que nunca va a cambiar porque ha sido y sigue siendo consentido por su líder y Primer Ministro. Edmond Castro hizo tanto por lo cual debió haber sido procesado, pero al contrario fue premiado con el puesto de Ministro. Eso es el mensaje que emite Dean Barrow. Ahora los hijos de Castro parecen que piensan que son intocables, porque su papá es escoria y fue recompensado por eso. ¿No se reconoce que los niños se convierten en lo que ven? Pues lo estamos viendo. Podemos ver que Gaspar Vega va a salirse con la suya con lo que robó de nosotros – toda la tierra para sí, para sus hermanos, para los miembros de su familia extendida. Nunca repondremos todo el dinero que fue pagado en concepto de indemnización a amiguetes y familiares. Nunca sabremos si muchas transacciones de terrenos no incluyeron sobornos al entonces Ministro Vega como hemos oído. Nunca se nos devolverá los $400.000 de Andre Vega. Todo eso ya paso. Así es como lo hace el UDP. Hay una nueva raza de UDP que luchan por el poder – individuos como Edmond Castro, John Saldívar y Patrick Faber. Pero no será un nuevo UDP. Va a ser el mismo viejo UDP corrupto, con el mismo viejo status quo fomentado a lo largo de sus años en esta administración. Ya es el momento que la gente decida si quieren seguir trabajando y luchando para enriquecer a estos UDPs que no tienen consideración para cualquiera de nosotros mientras seguimos siendo pobres. Thursday, 10 August 2017 A Police Officer attached to the San Ignacio Police formation is being accused of police brutality. According to reports, Alberto Kevin Palma, 20, driver was returning from delivering furniture for his family business at around 7:16 last night. Palma was accompanied by his brothers, 18, a minor 13 and some employees. Palma met a police checkpoint at the new San Ignacio/ Santa Elena bypass where a Police Officer noticed that the license on the vehicle expired on July 31, so the officer proceeded to give him a ticket. While writing the ticket, Palma called his sister to inform her what happened and that was when the officer got upset because he wanted him to end the call. The Officer walked up to Palma and punched him in the face and then threatened his 18 and 13-year-old brothers. The incident occurred in front of many drivers at the checkpoint. In an interview with the Belize Times, Palma explained how it happened: “When I call my sistah, I just d explain to she what happen that the license expired and them d give me a ticket and he start cuss me up, put down my phone and my sistah is on the phone hearing everything. So then he just walked up to me and punch me straight down and say you no hear I say put down that f***** phone. When I done drop pan di ground, he seh and f**** report me to. I dah PC Usher and he shout his numbah. The people around the area sih everything and even the next Police there get frighten. All my face swell up bad. So when my lee bredda see that, them get frighten so the one weh 13 say no do that please and he turn to him and tell ah u want mek I f***** shot unnu tuh?” According to Palma, he was examined by a doctor who classified his injury as wounding. At the hospital, he said, his 13-year-old brother kept vomiting and crying and was visibly traumatized by the incident and the threat of being shot by the Policeman. “He is 13 and everybody knows he dah wah ‘A’ student and we work hard ev-

This is just unfair and I think no Police have dih right fuh just beat people. ” A picture was posted on social media of the minor at the hospital where he was given tranquilizers. Palma has made an official police report and the minor has also given a statement at the San Ignacio Police Station. The family has sought advice from their attorney on the matter. Cop Caught Smuggling Gun Thursday, 10 August 2017 Police have arrested and charged one of their own, Constable Franklin Ramirez after he and 3 other civilians were busted in what looks to be a cross-border weapons smuggling operation. The Mobile Interdiction Team reported that on Monday, August 7th, at around 9:50pm, they stopped a white Ford Explorer SUV at their checkpoint in Ontario Village, Cayo. The vehicle was coming from the direction of San Ignacio heading toward Belmopan. Constable Ramirez was driving the vehicle and in the vehicle with him at the time were Trevor Dean Brown, Elorey Graham, and a 17-year-old male. The cops decided to search it on the road but they found nothing. The officers then decided to do a second more intensive search, and so they escorted the vehicle and the 4 occupants to their MIT office on the Police Training Academy Compound. There, the officers checked everywhere they could, and that’s when they found a hidden compartment under the dashboard. In that hidden compartment, the officers found a black 9mm Beretta pistol with 3 magazines. The weapon has the engraving “GUA” on it, and a serial number that is reportedly registered in Guatemala. In a press briefing, the media asked about the weapon’s origin, and that’s when Assistant Commissioner of Police Edward Broaster, the Commander of Police Operations, said, “We know for a fact that the firearm originated from Guatemala." All 4 occupants of the vehicle have been arrested and charged for firearms offenses,
PC Franklin Ramirez and Police say that they have been arraigned and remanded to the Belize Central Prison. Constable Ramirez, who was behind the wheel, is currently posted at Eastern Division’s Precinct 2. There is concern that this weapon is part of a network of weapons being smuggled into Belize from Guatemala. The cops are looking very closely at that possibility especially because they found a 12-gauge shot gun on Wednesday, August 2, 2017. At around 4:10 p.m. that day, the MIT had once again set up a checkpoint, this one at mile 54 on the Western Highway. They stopped and searched a Valencia Bus that was coming from Benque Viejo Town, and on the way to Belmopan. The officers found a 12-gauge pump action shotgun. They checked on the bus if anybody claimed it as their own. No one did, especially because it is illegal to be in possession of a firearm without a valid gun license, and so the weapon was deposited as found property. ACP Broaster also discussed the possibility that they’ve discovered part of a smuggling operation. He said, “Most of the criminals we know for a fact are going to Guatemala to purchase firearms. We intend to step up on our interdiction efforts because, we know that from time to time they take stolen goods to Guatemala and come back with either marijuana or firearms.”

Smith has been campaigning as well in both San Ignacio and Santa Elena Towns assuring residents that he is the best man to represent them on the People’s United Party slate. Javier Castellanos is a retired Colonel from the Belize Defense Force and a son of Santa Elena town. Castellanos has been actively involved in many PUP campaigns in the twin towns. BARROW ADMINISTRATION CONTINUES TO OPPRESS MAYAN PEOPLE
Thursday, 10 August 2017 The Maya community of Crique Sarco, tired of waiting on the Government of Belize for progress, has taken matters into its own hands as it relates to a decades old land rights dispute. Back in April 2015, the Caribbean Court of Justice ordered the Government of Belize and the Maya indigenous people of the south to engage in a mechanism to protect Maya land rights, after finding that the indigenous people do have customary land tenure. That consent order involved the Government working toward the demarcation and registration of the 38 Maya villages’ property rights by December 31, 2017. Six months later, in October 2015, the CCJ awarded $300,000 to finance the process of implementing the Court order. In January 2016, the Government appointed the Toledo Maya Land Rights Commission headed by former Indigenous Affairs Minister, Lisel Alamilla. An office was set up for the Commission in the South but by July 2016, it was being reported that that initial financing had been depleted and another half million was to be commit-
ted for the process. At the first CCJ reporting session in July 2016, the Maya made representation to have an indigenous person on the Commission whereas the Commission’s attorney at the time, Denys Barrow, S.C. argued that there is no such need since the Commission’s mandate is to consult the Maya people who have a steering committee of their own to communicate their position to the Commission. But that steering committee had
been dismissed by the Commission at its first consultation with community leaders in May that year. One of the concerns of the Mayas about the delay in the process has been continued land rights violations. Back in July 2016 the CCJ had suggested that a body or person like an ombudsman be appointed to help resolve allegations of trespass and the like but S.C. Barrow noted that the consultation process must be completed before that

Two Good Belizeans Last week Belize lost two very good men, men who would not be comfortable with being called heroes because they were men who like the patron saint of SJC, St. John Berchmans, believed in and lived by the motto: “doing ordinary things extraordinarily well.” William Francis Fonseca, known by his family and friends as Chi Chi Fonseca and Stuart Simmons Sr. were men who dedicated their lives to serving others and more so Belize. The remembrances at the funerals of Mr. Fonseca and Mr. Simmons reminded us of the men they were and the work they did. I wish to take a moment to honour their memory once more and thank their families for sharing them with us. A lot changed for the better in Belize during their lifetime because these men played their part in shaping our nation. Theirs was the generation of Belizean nationalists who were a part of our struggle for self-determination and in their quiet yet significant ways William Fonseca and Stuart Simmons were engaged in this work as young Belizean educators. These two teachers cradled Belize’s future in their arms, helping to educate and inspire the next generation of Belizean leaders. In the 1970’s after spending years in the classroom teaching at the primary school level and after his studies abroad, William Fonseca became chief education officer and because of his love for rural Belize he worked hard and pushed for the opening of schools in Toledo as well as in our rural communities. After his retirement from the public service and although clinically blind he did not stop. He became involved in the work of Belizeans with disabilities and was instrumental in the formation of the Belize Council for the Visually Impaired. Over the years he became a writer and poet and was a true family man. Anyone who attended St. John’s College in the 60s, 70s, 80s and 90s would tell you that one of the best educators in Belize was Stuart Simmons Sr. A teacher of Spanish, Mr. Simmons taught thousands of Belizean young men and women at SJC and SJC Sixth Form. He was famous for telling his A-Level Spanish students that no student of his ever failed the Spanish A-Level exam and up until his retirement that perfect record was maintained. Forty-four years as a teacher, disciplinarian and headmaster earned Mr. Simmons the love and respect of every one at St. John’s, not only students and teachers, but especially the Jesuits who said of him that he was the embodiment of Jesuit Education. Mr. Simmons was the father of four sons who knew that they were sharing their dad with the hundreds of boys who were Mr. Simmons’ students and defacto sons at SJC. The work of nation-building is continuous. While the problems we face today may in some ways be different from those of the last generation, we have to face them in the same way Chi Chi Fonseca and Mr. Simmons did, with confidence and without fear. In their confidence they gave unselfishly without ever seeking reward, never afraid to show their love for others, for this nation and more so for their God. Both of these men were deeply spiritual men and both through example inspired a generation. If all of us try to live as they did and strive to work in the selfless way that they did, then indeed we will create a Belize that works for everyone. Thank you, God Bless and have a great week.

So, on August 9th, the International Day of the World’s Indigenous Peoples and the Tenth Anniversary of the UN Declaration on the Rights of Indigenous Peoples, Crique Sarco with the help of the Sarstoon Temash Institute for Indigenous Management (SATIIM) launched a Maya Lands Registry. SATIIM Executive Director, Froyla Tzalam said they had support from donors, primarily the Inter-American Foundation but none from the Government. She explained that they will not wait until the Government is ready to start its work. They set about developing a Mayan model that identified traditional territorial boundaries and resolved boundary conflicts. The maps are the initial entry in the listing of customary land usage and delineation that will be collected in the Maya Land Registry. Tzalam in a press release earlier in the week, called it a historic moment and a big step in a long process ahead. She stated “We celebrate that the Maya have taken the initiative to implement the CCJ order.” Also present in Crique Sarco on Wednesday was NGO Senator, Osmany Salas who called it an exciting day. He noted that to produce the community map, village leaders had to negotiate with neighbouring communities. Salas says it is inspiring and an excellent example for other communities to emulate. As to whether the government will recognize the years of work of the Crique Sarco community, that is left to be seen.

MY PERSPECTIVE By Dolores Balderamos Garcia
THE BAIN AFFAIR PART I I have just finished reading all 137 pages of the Judgment of the Jamaican Full Court (Three Judges) in the Claim of Professor Brendan Bain against The University of the West Indies. It took a while! And what a read in the huge dust up caused by the Report of Dr. Bain in the Caleb Orozco constitutional challenge in our Supreme Court. Let me say at the start that Dr. Bain's was no real win at all in my estimation. Of the twelve reliefs he sought he was successful in only one of them. He was awarded only twenty per cent of his court costs and also J$4.2 million which is about US $33,000 as three months’ pay, his salary if he had served the three months after notice from UWI. It is no secret where I stand on this issue, and the chronology of events that culminated with the UWI's termination of his contract makes truly fascinating reading. It reveals how unfortunately the good doctor behaved, and how by his actions he put the university in a real bind and an entirely no-win position. As the judges stated, there could not have been any doubt that the submitting of his expert report to our Court on behalf of parties seeking to have section 53 of the Criminal Code upheld in its entirety, was the direct cause of his termination by UWI. The Jamaican Court declared that UWI had breached the Claimant's right to freedom of expression. UWI simply had to do what they had to do. Dr. Bain had also sought declarations that UWI breached his right to freedom of thought, that UWI had defamed his character, and that it had breached the trust and confidence contained in his contract of employment. He also sought damages, aggravated damages, stigma damages, damages for loss of advantage in the labour market, constitutional and vindicatory damages and his full costs. Of all these he only got 20% costs. No compensation accompanied the one declaration. Even before Dr. Bain submitted his report to the Belize Supreme Court various persons and organizations had pleaded with him to consider very carefully his position. None of them sought to deprive him of his freedom of expression, but they pointed out to him that by taking the position he was about to take, he would place himself seriously at odds with the philosophical principles of the organization he headed. Ironically it was not
the content of his report that was the problem, it was the action and stance he took. An apt analogy is the idea that the Pope would one day “buck” his head and declare that he is no longer Catholic, but that he still wanted to be Pope. Or if Ms. Lily Bowman of the Red Cross would one day jump up and say that she no longer believes in neutrality as one of the fundamental tenets of her organization but still wants to be the Director General. No one attempted to dictate to Dr. Bain what he should believe, but it was pointed out to him that he would take a position that was completely contrary to the principles of non-discrimination and respect for the human rights of all persons that guide the work of all organizations involved in the fight against HIV/ AIDS. Dr. Bain went ahead and submitted his report, indicating that his views were not those of the UWI. The Vice-Chancellor of UWI made it clear that UWI supported the policy of opposing any form of discrimination for reasons of gender, religion or sexual orientation, and that for both human rights and public health reasons the UWI supports all efforts including legal ones to remove stigmatization of any group. At the same time, he reiterated the university's respect for academic freedom. However, numerous organizations and colleagues felt that Dr. Bain's continued leadership of the HIV Program was untenable. There was much back and forth, with the university exercising great restraint. Dr. Bain indicated explicitly that he would leave, and the general consensus was that, although everyone highly respected the work of Dr. Bain, he had lost the confidence of a significant sector of the community the program was intended to reach and his resignation should be accepted. Strangely, Dr. Bain then changed his mind, and he refused to leave. The university was thus placed in the extremely difficult, even impossible, position of having to terminate his contract. In writing to him the Vice-Chancellor described all the events as tumultuous and said that Dr. Bain's position threatened to undermine the university's stated human rights stance. He said too that the controversy had compromised Dr. Bain's ability to lead the HIV Program, leaving no recourse but to end his appointment. Next week I will further consider the Bain Affair and discuss my perspective thereon.

For God’s Sake Stop It...
I’m writing this on a Wednesday afternoon. It’s been 47 days since Elvin Penner killed Kenrick Myvette on the George Price Highway. San Ignacio Police say they still haven’t gotten back the results of the test taken to determine if he was under the influence when he smashed into Myvette’s cycle which he says just “appeared in front of him.” How do you like them apples? You know what…I’ll just stop asking about it. It’s a waste of time. The Officer Commanding the San Ignacio Police Formation is said to have been Penner’s Campaign Manager at one time. And he is very close to Rene Montero. I was going to say he is known to be a political prostitute but lately I’ve been trying to be calm and at peace with myself and others. Right now, as I write this, pertinent Police Officers seem unable to coherently issue a detailed release on the matter of a brutal attack in San Pedro this Sunday. A young man, a Galen student and basketballer, was beaten so badly, and hit in his head with a fire extinguisher, that he had to be given CPR to resuscitate him and he was airlifted out of San Pedro in a coma. But see, the attack was carried out by politically connected persons. And when the media whispered the name Castro to the Police, it’s like the whole frigging set of them ketch horrors. Today, under pressure from the media, the Police very gingerly issued a release stating that they are looking for the “Castro brothers” for questioning. The release didn’t even call their names – just the Castro brothers. We know how it goes when the Police are “looking for” somebody who is politically connected. That’s when officers see these people being sought and walk in the other direction. I still remember when Police were looking for John Saldivar’s BFF Douglas Grant. Remember when he fired his weapon in front of a club in the city? Damn, Police looked for him for days and couldn’t find him. I guess they were looking in the jungles of the Chiquibul, or down at the Sarstoon. Seriously it’s ridiculous how
difficult it is to find somebody when you’re not really looking for them. I even remember when Godwin Hulse’s son pistol-whipped an elderly man. That time the Belmopan Police said they couldn’t get a statement from the victim because he seemed to be too busy LOL. Then a month passed, and the victim is on TV giving interviews to the media saying yoohoo, here I am. And another month passed, and it was only after extreme pressure from a frustrated media that the Police were able to take a simple statement and arrest the damned Minister’s son. Jeez. And even then they gave him a slap on the wrist. It’s just too much. I don’t get how these politicians are able to corrupt Police Officers so easily. I know a lot of it is intimidation because this UDP crowd can and will screw with your life if you cross them. I’ve seen Police officers transferred to the most inconvenient and out of place locations because they would not follow instructions from politicians. This shit is real. But then there are the Police Officers who are just frigging political prostitutes. Let me take that back. To call them prostitutes is to insult a time-honoured tradition. These mostly high-ranking police officers who are in bed with politicians are just plain sleck. You know who you are. And in case you’re thinking I’m joking it away I’m not. This is scary stuff. The other day I was talking to a high-ranking Policeman, from one thing to the next. The horror stories he told me of things he had seen done recently in the Police Department made me realize that we’re not screwed up…we’re EFFED up! I’m seriously tired of seeing this shit happen. I’m tired of UDP ministers and their people being allowed to just do whatever they want and know, beyond a shadow of a doubt, that they’ll get away with it. It’s ridiculous. For real. There are people behind bars for the most minor of offences. And then there are these people who don’t believe – THEY KNOW – that the law can’t touch them. That same high-ranking Police Officer told me – and I know he is right – that the actions of today will force our country to become like the more violent regions of our neighbours Mexico and Guatemala, where politicians are killed and people are afraid to walk the streets. He said that we will lament when that happens, but what is happening today has only one inevitable end. That’s real talk.

TAKING CONTROL OF YOUR SEXUAL HEALTH What is there in a number? A whole lot. In the “Women Empowerment” forum held on July 29th, a particular number jumped out that reflects a huge risk for women. It is the estimated amount of Belizeans infected with HIV/AIDS (3000) and the number of new cases per year (225). The districts reporting the majority of the new cases are Belize, Stann Creek and Cayo districts. For a population of approximately 350,000 and in a society that is still very much a church-state system in which sex education and sex discussion is still not openly discussed, this is a critical number for women (and girls who are sexually active) to monitor. Women empowerment has become such a buzzword globally and often times it is discussed within the content of economics, politics and education. Although not often considered in these conversations, women empowerment has a just as important context in health, and in particular with sexual health. Within this context, women empowerment begins with each young woman. Each woman has the power within them to insist on using a condom to prevent sexually transmitted diseases including HIV/ AIDs. Each young girl and woman has the right to protect their bodies and their health. Looking at the data on HIV/ AIDS in Belize, which impacts not just the individual but also the entire family, it is time that all women (and men) pay keen attention to the numbers. For the past six years, Belize has been having between 220 to 250 new infections per year. In 2016, there were 225 new cases. Of these new infections, onethird or 77 of them were in the range of 10-29 years of age. Of this amount in this age range, 39 or half were females. This is one of Belize’s inconvenient truths. The numbers are shouting at us and the message is clear. Young people are involved in sexual activity. The overall data is telling us that young and old, we must all take care of ourselves when engaging in sex, whether that is casual sexual
relationships or high risk sexual activities. With the rate of new infections not going down it is incumbent upon all who are engaged in sexual activity to know their HIV status and protect themselves. This is a responsibility we all share because it impacts not just our individual lives and families but the health of our nation. Based on statistics from the Ministry of Health, in December 2016 there were a total of 1179 individuals on Antiretroviral Treatment in Belize for HIV/AIDS. Treatment is available, affordable and accessible. With treatment, persons can improve their health and prolong the life of HIV infected children or adults. In our society, there is much work to be done to combat stigma and discrimination for persons living with HIV/AIDS. Often times, it is this that prevents persons from accessing treatment. We have to do better if we are to reduce the rate of new infections and to improve on educational awareness. The National AIDS Commission of Belize (NAC) was appointed by cabinet and officially established in February of 2000. It works closely with the Ministry of Health. The NAC is responsible for coordinating, facilitating and monitoring the National Response to HIV/AIDS. NAC has district committees in each district plus Belmopan and San Pedro. The NAC has been doing its steady work in collaboration with the Ministry of Health under various government administrations. The NAC programme is one of those key areas of national development that should be bi-partisan. Budgetary allocation to ensure it has resources to combat these alarming numbers has to be fought for regardless of political affiliation. HIV/ AIDS does not discriminate along party lines or political colors. Women and young girls are particularly vulnerable in our society. The numbers and data on HIV/AIDS should cause parents, young girls and women to take action and take control of their health. Information and knowledge is a powerful tool. As a member of the House of Representative from the Port Loyola Division I will help to create jobs in the area by assisting all small business in the division with a $500.00 grant to access needed supplies or equipment. That will be done because when small businesses grow in the division they also offer more jobs in the community. Once in Belmopan I will also promote jobs in the Port Loyola Division by offering free day-care for deserving single mothers. With free day-care in the division single mothers will have more money for their families because they won’t have to use almost half their weekly wage to pay babysitters. The UDP gave millionaires Sharon Pitts and Andre Vega $400,000.00 each, almost a million dollars in one of their many land scams. With the PUP in Belmopan such funds would be used for the benefit of the Belizean people. With the PUP in Belmopan a portion of such funds would

With the high cost of living today, the minimum wage of $3.30 is starvation wage for our domestic workers, shopkeepers, security guards and hundreds of construction workers. To deal with the high cost of living today, I believe that our people deserve a minimum wage of at least $5.00 per hour. Due to the steady increase in the cost of living over the last ten years, all the unions have obtained salary increases for their members. Only the minimum wage has not been increased over the last ten years. That’s an injustice that will be corrected as soon as possible because we in the PUP are serious about a better life for all Belizeans including the residents of the Port Loyola Division. EDUCATION. It is universally accepted that education is the best weapon to defeat poverty, but the actions of this government show no serious commitment to providing our people with the best possible education. Despite a budget of over a billion dollars for the past nine years and over 400 million from PetroCaribe, the number of children who are not in primary school, high school, sixth-form or university because their parents can’t afford to send them to school is almost twice as when the UDP was elected to office almost ten years ago in 2008. Despite having so much money to develop this country, due to massive corruption by this UDP administration far more Belizeans are living in poverty today than when the UDP was elected to office almost a decade ago in 2008. Something is terribly wrong in Belize when the government allows a Minister to use almost $50,000 of taxpayers’ money to send his son or daughter to law school abroad but cannot find a couple thousand dollars to make education more affordable in the country by lowering its cost at the primary, secondary and tertiary level. It’s time for free education in Belize from pre-school to University. Caribbean countries with smaller budgets but similar size populations have been doing so for years now. It’s time for us to educate our people with free education from pre-school to university. Let us spend taxpayers’ money for the benefit of the masses and not for the benefit of the privileged few.

REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and
We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries. We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. George Price, whose dynamic concept of a Peaceful, Constructive Revolution empowers us to confidently chart this way forward to a better future for all Belizeans.

On Friday PUP Leader John Briceño, Orange Walk Mayor Kevin Bernard, athletes and friends of sports carried the Queen’s Baton through the streets of the Sugar City. The baton has made its rounds through the countries of the Commonwealth, and will continue to do so until it lands on the Gold Coast in Australia where the 2018 Commonwealth Games will be held. The theme in 2017 is A Peace Building Commonwealth, and in Belize, particularly now, that message is relevant and pertinent. The PUP will always support these initiatives which build stability and unity in our country. That is the PUP way.

August 9, 2017 The Corozal PUP Town Council slate led by Rigo Vellos held a successful BBQ fundraiser on Saturday August 4th, raising much needed “oil” for its campaign machinery. The initiative was supported by the business community with donations and residents who helped to sell out the food quickly. The Tzul residence on 4th Avenue made up of family members that have been stalwart supporters of the Party, was the venue for the fundraiser. During the grilling, PUP members and supporters stopped in to assist even it meant manning the grill. Vellos and his team have maintained the campaign at a steady pace. The team launched their campaign in the Altamira area where residents have indicated that they will be voting for a change in the upcoming Municipal Elections. Residents say they have lost hope that the UDP will fix their streets or drains, even though they have seven months left in office. Vellos has pledged to work with all residents to find solutions to the challenges in the community. The slate is committed to strong leadership.

As I write this, the northern districts are preparing for heavy winds and rain as Tropical Storm or Hurricane Franklin passes just above us, impacting our Mexican neighbours directly. We give thanks to God that we seem to have avoided the worst of Franklin, and hope that our people in Corozal and further north stay safe. And of course, I pray that there is no loss of life. Here in Orange Walk we are prepared for the heavy rains. Our drains have been cleaned and cleared and garbage carted away, and our teams are on standby for any emergency situation. We will continue to work hand in hand with NEMO to ensure that our residents are kept safe and comfortable as Franklin passes by. Currently, if I could provide an update, we have been working on completing the paving of San Francisco Street while preparing the entire San Francisco Boulevard for paving. Simultaneously, we have been working in the Pasadita Area of Orange Walk East which lies within our jurisdiction. You have my commitment that these streets will be improved significantly in the days ahead. We may be held back for a day or two by heavy rains brought on by this natural disaster, but it will not stop the work. We will continue to do everything we can for the residents of this town. If I could inject just a bit of politics in my weekly writing, I ask you all for your continued support. We have a dynamic young team and we have shown that we can get the job done. We have gotten the job done. I still remember like it was yesterday getting into Town Hall on a mandate to serve all our people. We found a mess in there and it was no easy task to clean it up. That is the truth. The first thing we did, even as the UDP attacked us from the very beginning, was to restore accountability and transparency to the office. For a very long time the people had no idea how their money was being spent
because there were no real financial records presented and no work being done. We changed all that. And I say it not to boast, because no politician should ever boast about serving the people with your own money. I have seen it done way too often where residents are made to feel as if they should be eternally grateful for works done for them. That is what we are here to do. We are here to work. I am proud of what we have been able to achieve in these past years. We have streamlined the Council and made it more efficient. We have found different ways to ensure that you always have access to the records of the Council so you know how your money is being spent. We have worked hard to ensure that basic services are carried out effectively, including sanitation, the maintenance of drains and the upkeep of parks and playgrounds. Our works program in Orange Walk is second to none. And we have formed an amazing relationship with our people and corporate citizens who are only too willing to support the development because it is not for us – it is for the betterment of the town which we all love. I understand that my friend Phillip de la Fuente has been convinced by Elodio Aragon Jr. to leave the independents and to put his name on the UDP ticket as Mayor. I’m hearing that Aragon and Patrick Faber have made all sorts of commitments to fund his entire campaign. We know how the UDP promises work out. We remember how Prime Minister Dean Barrow stood here in Orange Walk and told the people that they would only see development and assistance from Central Government if they voted red. And we showed them that we did not need them because we have the support of our residents. This isn’t a blue or red thing. Our residents have seen the work that we do. And I commit to you now – the work will continue.

San Salvador; 7 de Agosto 2017 Honduras y de Nicaragua activaron la Fuerza de Tarea Morazán-Sandino para combatir el crimen organizado y el narcotráfico en la frontera que comparten. La misión de la Fuerza de Tarea Morazán-Sandino, en su cuarta fase, será resguardar la frontera entre Honduras y Nicaragua, combatir el crimen trasnacional y el narcotráfico, según informó el portavoz de las Fuerzas Armadas hondureñas, coronel Jorge Cerrato. La frontera entre ambos países centroamericanos “es bastante amplia, tiene un buen tramo de frontera terrestre pero también tiene marítima”, señaló sin detallar cuántos militares conforman la fuerza de tarea ni la fecha exacta en la que se activó. Según cifras oficiales, Honduras y Nicaragua comparten una frontera de más de 900 kilómetros cuadrados que se extiende desde el Caribe hasta al Golfo de Fonseca (océano Pacífico), compartido también con El Salvador, al oeste. El portavoz militar indicó que Honduras mantiene desde 2014 los escudos aéreo, marítimo y terrestre para frenar el tráfico de drogas procedente de América del Sur, cuyo destino final es Estados Unidos. Sin embargo, Cerrato afirmó que la operación Morazán-Sandino contribuirá a “fortalecer estos escudos porque se suma al combate del crimen trasnacional”. El escudo aéreo fue impuesto por Honduras de manera unilateral, mientras que en el marítimo cuenta con el apoyo de Estados Unidos a través de un guardacostas en aguas internacionales colindantes con las del país centroamericano en el Caribe. Presente en Maks 2017 Russian Helicopters estuvo presente en 13º Salón Internacional de Aeronáutica y Espacio Maks 2017, que tuvo lugar en Zhukovskiy, Región de Moscu, entre el 18 y 23 de julio pasado. En ese evento presentó una diversidad de modelos: Ka-52, Mi-28NE, Mi-35M, Mi-17V-5, Mi-171Sh en la versión Ártica, Ansat y Ansat-U, Mi-38 y Mi-26T2. En el marco de Maks 2017, Russian Helicopters suscribió un contrato con United Helicopters International Group, el suministro de diez helicópteros a operadores civiles chinos, entre 2017 y 2018. La orden comprende: cinco helicópteros ligeros Ansat en configuración Medvac (evacuación abromédica), tres MI-171 de carga, y dos Ка-32А11ВС versión apagafuego.

El consorcio liderado por la constructora española tendrá que pagar casi 20 millones de euros por gastos en el proceso México 7 de AGO 2017 Primer golpe para Sacyr en las reclamaciones que le enfrentan a las autoridades panameñas. La Autoridad del Canal de Panamá (ACP) ha comunicado a última hora de este lunes su victoria en una de las demandas que le enfrentan desde hace meses con el consorcio Grupo Unidos por el Canal (GUPC), liderado por la constructora española y en el que también participan la italiana Impregilo, la belga Jan de Nul y la panameña Cusa. El fallo obliga a las firmas asociadas para la ampliación del canal — obra entregada a mediados del año pasado tras casi una década de trabajos— a abonar más de 22 millones de dólares (18,6 millones de euros) por "gastos en el proceso de arbitraje", siempre según la información proporcionada por el ente público que gestiona la infraestructura. A esa cantidad hay que añadir
otros 900.000 dólares (poco más de 760.000 euros) "en concepto de provisión para gastos". A última hora de la tarde horario panameño (madrugada española), Sacyr no se había pronunciado al respecto. "GUPC y sus accionistas presentaron reclamos por encima de 192,8 millones de dólares (163 millones de euros) y también solicitó una extensión de tiempo. Todos los reclamos fueron desestimados", subraya la Autoridad del Canal de Panamá en la nota en la que ha notificado el resultado del arbitraje. "El Tribunal Arbitral constituido de conformidad con el reglamento de arbitraje de la ICC emitió su decisión final a favor de la ACP con respecto al reclamo sobre la ataguía [una estructura temporal diseñada y construida por GUPC para poder realizar trabajos en
seco]en la entrada del Pacífico (...) reconociendo que el resultado es una victoria para la ACP", añade el gestor público panameño. "Se encontró que GUPC fue plenamente responsable del diseño y la construcción de la ataguía. Los argumentos de GUPC que decían que la ACP había sido negligente fueron desestimados por el tribunal arbitral". El monto total susceptible de ser reclamado por el consorcio de Sacyr, Impregilo, Jan de Nul y Cusa a las autoridades panameñas por sobrecostes y retrasos en las obras ascendía a mediados de junio a 5.685 millones de dólares (algo más de 4.800 millones de euros). Las reclamaciones económicas no han dejado de aumentar, incluso después de que el Grupo Unidos por el Canal entregase la obra hace poco más de un año. Trump amenaza con represalias comerciales a los países centroamericanos que no acepten deportados El presidente defiende que la policía sea más dura con los criminales de bandas callejeras como el MS-13 El presidente Donald Trump viajó al condado de Suffolk, una de las localidades más castigada por la violencia de bandas callejeras como el MS-13, para calentar el debate sobre la inmigración. Defendió la construcción del muro con México, pidió recursos para reforzar el operativo de la policía de inmigración (ICE) y amenazó con represalias comerciales si los países centroamericanos no aceptan deportados. Alentó, incluso, a la brutalidad policial para "exterminar" estos carteles. Trump reiteró que las organizaciones criminales están “explotando” las vulnerabilidades en la frontera sur para meter a su gente en el país, “por eso tenemos que construir el muro”. “Le vamos a hacer un favor a México”, comentó, “porque saben que ya no van a poder entrar por ahí”. El presidente también aprovechó para cargar contra los alcaldes que impiden a sus policías “hacer su trabajo”. El presidente, que recurrió a un lenguaje muy gráfico a la hora de presentar la violencia de La Mara Salvatrucha, proclamó que los días de la política de brazos abiertos a la inmigración ilegal “se acabaron”. Y animó a las fuerzas del orden a que actúen "con dureza" frente a estos criminales, "no seáis amables". “Os encontraremos, os arrestaremos, os encarcelaremos y os deportaremos”. “Van a ir directos de vuelta a sus
países”, reiteró ante un público entregado. Y comentó acto seguido que si algún país no acepta a estos miembros de las bandas, su negativa afectará a las relaciones comerciales. Trump se mostró así partidario de “utilizar el poder económico” de EE UU en cuestiones de seguridad nacional. “Para mi todo importa y los que se negaban ahora lo aceptan”, afirmó. La visita de Trump se produce una semana después de que la fiscalía del distrito Este de Nueva York presentara cargos penales contra tres miembros de la MS-13 tras mutilar en abril a cuatro adolescentes en un parque de Central Islip. “Los chavales fueron brutalmente golpeados, acuchillados y apuñalados hasta la muerte en un horrible frenesí de violencia”, según las autoridades. Ciudades santuario Thomas Homan, director en funciones del ICE, aseguró que su agencia colabora con los departamentos de policía local para identificar a los criminales más violentos. También pidió a las comunidades de inmigrantes que les ayuden “a arrestar a los
malos”. Así mismo, considera que las ciudades santuario deben cooperar. “Son un imán para las organizaciones criminales”, reiteró, “eso debe cambiar”. La policía de Suffolk lleva contabilizados 17 asesinados por parte del MS-13 durante el último año y medio, la mayoría en los vecindarios de Brentwood y Central Islip. Las autoridades federales empezaron a prestar atención a esta localidad después de que dos amigas fueran asaltadas en septiembre en plena calle. Hay 25 personas procesadas desde entonces, casi todos de El Salvador y Honduras. El fiscal general de EE UU, Jeff Sessions, ya estuvo en Long Island la pasada primavera unos días después de la masacre para ofrecer el apoyo a las autoridades locales. Entonces dijo que la situación en el condado de Suffolk está en el corazón del debate sobre la violencia que azota a los suburbios. Este pasado jueves viajó a El Salvador para reforzar la cooperación
Pence visitará Panamá para ampliar la colaboración en seguridad El Salvador, Infodefensa 5 de Agosto 2017 El vicepresidente estadounidense, Mike Pence, visitará Panamá en agosto próximo para ampliar la cooperación en materia de seguridad. Así lo confirmó el ministro de Seguridad panameño, Alexis Bethancourt. La visita es parte del seguimiento del viaje que realizó el presidente de Panamá, Juan Carlos Varela (en la imagen con el titular del Sistema de Integración), a Washington D.C. en marzo pasado, y de la segunda reunión de seguridad de alto nivel que se efectuó una semana posterior al encuentro Trump-Varela en la capital estadounidense. La agenda de trabajo centrará los temas en la lucha contra el narcotráfico, crimen organizado y terrorismo; así como la migración irregular. Siendo Panamá el primer filtro por el que pasa la droga de los países productores en su ruta hacia el norte de América o Europa y otros destinos, se pretende “trabajar con ellos (estadounidenses) los sistemas de intercambio de inteligencia, capacitaciones, conociendo que la responsabilidad primaria de atender los asuntos de seguridad es de los estamentos de seguridad panameños, pero vamos a trabajar con su información”, manifestó Bethancourt. Lucha compartida Panamá y Estados Unidos comparten programas de interdicción de drogas, in-
tercambio de información de seguridad, de inteligencia y alertas migratorias. El reto de la lucha contra el crimen organizado descansa en los mecanismos de integración e intercambio de información regional y el norte ha sido un aliado importante para los panameños. Sin embargo, la propuesta del Triángulo Sur, que integran Costa Rica, Panamá y Colombia, podría ampliarse a otros países del continente que quieran participar contra el crimen organizado y narcotráfico. Lo importante es compartir información de inteligencia entre las naciones, la coordinación de patrullaje aéreo, marítimo y terrestre, un programa que nació de las reuniones de los presidentes de estos tres países que ya adelantan planes de cooperación para identificar rutas de narcotráfico y reforzar las fronteras e intercambiar información con fluidez. “Estamos invitando a otros países a que se sumen”, indicó Bethancourt, en ese sentido. Un modelo a exportar “El modelo de seguridad de Panamá en términos de interdicción de droga ha dado buenos resultados, por eso Estados Unidos ve en Panamá un modelo que puede exportarse a sitios con problemas similares. Por el interés de Estados Unidos de llevar estas experiencias al Triángulo Norte (El Salvador, Honduras
y Guatemala) estamos participando en los foros regionales”, expresó el viceministro de Seguridad panameño, Jonathan del Rosario. Una de las posibles plataformas para este fin podría ser el Sistema de Integración Centroamericano (SICA), un mecanismo de diálogo poderoso regional pero que ve con recelo los temas técnicos, tácticos y operativos de seguridad. “En materia de seguridad es necesario crear mecanismos de confianza y avanzar con aquellos países que estamos listos. A veces hay que hacerlo en forma binacional o con más países pero no necesariamente como SICA en conjunto”, agregó Del Rosario. A TRIBUTE TO DAD August 8, 2017
On my Dad’s last birthday September 14th he published his second collection of poems entitled Poems to Ponder. Both his collections Lessons in Living and Poems to Ponder provide many wonderful lessons about life, love, faith, and hope. These lessons came from the many memorable experiences he had in his many years working as a teacher, counselor, Chief Education Officer and founding member of the Belize Council for the Visually Impaired. Dad’s poems and reflections focus on the lives of ordinary persons like a caretaker, a curandero, a teenage girl, a riverboat captain, a young widowed mother and persons with disabilities – persons of exemplary qualities of character and commitment who every day faced many challenges in their lives but refused to allow these challenges and obstacles to dictate how they should live their lives. He wrote about the personal challenges of three blind persons like himself who he considered to be family: Teresita Moh, Donovan Reneau, and Hector Hoare who all faced discrimination, prejudice and marginalization because of their disability. He wrote, “Many times, they came close to losing hope, to giving up, to abandoning the struggle, and surrendering to their setbacks, frustrations and disappointments, but they did not give up the struggle or lose hope. They held firm to their pursuit of a vision of a better and brighter future for themselves. Let us in our dark and difficult moments do the same. The dark clouds hanging overhead will soon drift away and disappear and the sun will come shining through.” Dad was determined through his work with the Belize Council for the Visually Impaired, to change the view of so many in our society who often view a disability as something that makes us less able, less capable of living a fulfilling life. When he lost his sight at the age of 58, he refused to see this as a disability; instead it became an opportunity for him to play a critical role in guiding and counseling those who entered the doors of BCVI. For him, it was extremely important that they each understood that having a disability should not in any way take away from the hopes, the dreams and the aspirations you have for yourself. He would often say to them “Do not let your disability in any way diminish the pride and the confidence you have in yourself. Accept your disability, accept the challenges with which it presents you, hold fast to your faith in yourself, and in your faith to the future you can create for yourself.” Yes, Dad was an optimist, a positive thinker. He loved talking and writing about the nurturing power of

but none as much as myself, my brother Francis and Dad’s grandchildren and great-grandchildren. My dad played an instrumental role in shaping me into the person I am today. His love for reading, writing and creativity and his love for life, for humanity, for all that is good in the world and in people has influenced both my brother and I significantly. My brother Francis’s political career is greatly influenced by how we grew up as a family. His genuine concern to serve our people, our country came from what he observed in our home as our parents welcomed the homeless, the poor, the forgotten, those who felt hopeless and lost. And there are my sons Ryan and Joshua who stayed with my parents on both occasions when I went to pursue my studies outside of Belize. My sons are so much a reflection of my parents. The lessons of love, humility, kindness, faith, hope and gratitude are embedded in them because of the many lessons in living that they experienced while staying
with my parents. So too have these lessons been passed on to Francis’s children who for the past four years have had their grandfather living with them, instilling in them lessons for life that will forever guide their choices in life. Yes, we were all blessed to have Dad touch our lives in such unique and special ways as was the case for Gina who cared for him, Daphne who faithfully administered communion to him each Sunday, my Mom’s brothers: Evan, Barney, Henry and Roy and her sister Daphne and daughter Pat, who are all here with us today. My Dad’s message to each of you here today is quite simple: as you leave here today think of the many blessings you have, as well as the many opportunities you have to make a difference in the lives of those around you. Open your mind, your heart, your eyes, your ears so that you can live your life to its fullest. Live, love, have faith and never lose hope. We miss you and love you Dad.
