KHALID UNDER INVESTIGATION? Thursday, 17 August 2017 As we go to press, the Belize Times was unable to confirm reports that Mayor Khalid Belisle is under investigation by the Ministry of Education for allegations made in the Annual Report of the Office of the Auditor General: April 2012 to March 2013, which will be tabled in the House of Representatives on Friday. There are many financial irregularities detailed in the report – no surprise considering that the Barrow Administration has been the most corrupt in Belize’s political history. While we have not yet gotten a copy of the report, sources in the Ministry of Education have pointed us to a section which makes specific reference to Mayor of Belmopan Khalid Belisle. According to the report, in the space of just 12 months Belisle was given financial assistance for two separate Professional and Technical Scholarships. On January 28, 2011, the sum of

$12,000 was disbursed so Belisle could do an LLB Program at the BPP University College of Professional Studies. But the audit team, as is stated in the report, saw “no official proof of attendance.” One year after, on January 3rd 2012, $9750 was disbursed so Belisle could do an unspecified program at UWI/University of Leeds. Again, the team states – “no official proof of attendance seen.” In the report, the Auditor-General requests – “Please advise this office on whether the recipient of financial assistance, Mr. Khalid Belisle, completed the first program of study at the first institution before he was awarded a Professional Technical Scholarship at another institution.” Belisle is no stranger to controversy in Belmopan, most recently after the under the radar sale of a prime piece of commercial land

Continued from page 1 ments where our sovereignty and territorial integrity are concerned.” It is not only disturbing to patriotic Belizeans who know better, stated Briceño, but it is “dangerous for a senior Minister, indeed the Foreign Minister of a country, any country, to state publicly that the borders of that country are not defined or recognized.” In an interview granted to the media on Wednesday, Belize’s Foreign Minister, Wilfred ‘Sedi’ Elrington, did what he does best. He pandered to Guatemala’s claim over Belize and gave that country’s officials and attorneys ammunition to use if the matter ever goes to the ICJ. Elrington incredibly, but not surprisingly, stated, “Why we have to go to the I.C.J. is that we do not have borders that are internationally recognized.” This assertion must come as some surprise to most Belizeans who know that indeed our borders are internationally recognized, in fact by all nations except Guatemala which has its disturbing and unfounded claim. When Belizeans travel north we cross a clearly defined border with Mexico. When going West, there is a clearly defined border with Guatemala, marked by an Immigration office. Our sovereignty is recognized by all nations with the exception of Guatemala which has an unfounded claim. It is ridiculous and dangerous for the Foreign Minister of Belize to make these statements which will certainly be used against us by Guatemala. Belizeans should never forget that up to very recently we could lay claim to all that land up to and including half of the Sarstoon River. Because of Sedi’s diplomatic incompetence, Belize has lost the Sarstoon which is now completely controlled by Guatemalan forces. To add insult to injury, Minister Elrington claims that it is Belizeans who are ignorant of the fact. “I am always deeply saddened and distressed by the absence of knowledge on the part of the Belizean public in relation to the Belize/Guatemalan issue. We have to go to the I.C.J. because we have to define our borders. The maritime borders were never defined, never demarcated, never agreed upon and the western border, we have conflict on that. That is why we have to go to the I.C.J.,” he patronizingly stated. Former Foreign Minister of Belize, Ambassador Lisa Shoman, weighed in with a letter to the Prime Minister in which she states, “Prime Minister, as you well know, Belize does in fact, have borders that are internationally recognized. It is GUATEMALA that refuses to now recognize portions of those borders.They must and do recognize our border at Benque Viejo Del Carmen. It is an international border crossing. It is actually that a public official of the highest calibre, such as Foreign Minister Elrington who makes this kind of statement that can put us in trouble. This statement must be rejected in its entirety by you on behalf of the People and Government of Belize.” Today another former Foreign Minister, Senator Eamon Courtenay, who played a very key role in negotiations with Guatemala before FM Elrington got way too cozy with that country, today stated, “Mr Elrington continues to exhibit utmost incompetence and lack of understanding of international law. Our borders were defined and recognised even before independence. He should resign rather than continue to misrepresent Belize.”

REVEALS MORE UDP CORRUPTION Thursday, 17 August 2017 According to an audit of the Ministry of Works (MOW), to date, the Ministry has incurred a total of $1,188,873.90 in losses from irregularities and/or a lack of proper accounting procedures. The review of the said Ministry is only a portion of the Auditor General’s Annual Report for the year April 2012 to March 2013 to be tabled before the House of Representatives on Friday August 18. The particular audit of the MOW covers four years from April 2009 to March 2013. During the audit, the team’s attention was drawn to the volume of purchases made from Special Effects (a non-registered company) and Special Effects Performance owned by Rahmani Mehdi Abadi and established on June 26, 2011. Abadi was a very close associate (some say silent partner) of Belmopan Area Representative John Saldivar. The audit

determined by comparison with other providers that prices for identical items from these two companies were much higher than at established dealerships and this led to a loss of $152,860.83 based only on a 32% sample of the total purchases from Special Effects (in spite of financial stores orders stating that stores shall be purchased from the cheapest source once the items are of a suitable quality). Overall, 23% of the Ministry’s materials and supplies expenditure for the period audited was paid out to the two companies. That’s $1,739,221.01 from a total $5,679,214.00. But that’s not all: $830,301.59 of contracted tires from Special Effects Performance could not be accounted for (were not seen taken on inventory) as they never made it to the various MOW compounds countrywide. This equals 87% of the tires purchased. Store-

Thursday, 17 August 2017 The public embarrassment for UDP’s Edmond Castro continued on Wednesday, August 16, when his son, Jafari, was arraigned along with 2 other young men in the Belize City Magistrate’s Court. 21 year-old Jafari Castro is jointly accused along with 21 year-old James Young Jr., and 18-year-old Gilbert Franklin Jr. of putting that savage beat-down on Camalote basketballer Kevin Brown on August 6th. All 3 men were arraigned before Acting Chief Magistrate Sharon Frazer on the single charge of harm. Police reported

days earlier that they intended to charge Gilbert Franklin Jr. with the additional offense of aggravated assault, but up until press time, that has not happened. It is still unclear who actually smashed Kevin Brown over the head with the fire extinguisher. All 3 defendants pleaded not guilty to the offense, and they were granted bail of $1,500. keepers confirmed that they were not entered into the stores ledger because they were never delivered to them. In answer to the discrepancy, the CEO and Chief Engineer contradicted the storekeepers’ response stating in an October 21, 2013 interview to the audit team: “The reason why tires were not taken on inventory was because they were immediately needed, in cases of emergency, in the field.” But when asked about the frequency of emergencies, neither the CEO nor the Chief Engineer responded. Ironically the CEO claimed that they chose Special Effects because the company was willing to wait up to two years to get paid when money was not available in government votes. But that was obviously a bogus explanation because the audit revealed that some of the contracts were paid in full on the same date they were signed or shortly thereafter. Additionally, the Contractor General revealed that in the case of contracts from the MOW, when those came to him they were already executed or about to be executed which means they were executed without the required approval of the Contractor General and the Financial Secretary. In a noteworthy case, it was found that $299,875.59 was paid to a company by the name of OMCRIS Auto Parts for vehicle parts, equipment and miscellaneous items. However, there was no such business at the designated address of #30 Far West Street, Belize City. The Audit Team learned from a Zone Engineer that the same items were picked up from Benny’s Home Center even though he was given purchase orders for OMCRIS. This is obviously only the tip of the iceberg because it is a known fact that Ministers were creaming from these contracts, enriching themselves while Belizeans are left with that proverbial end of the stick.

TWIN TOWNS PUP 7 SWORN IN Monday, August 16, 2017 On Sunday, August 13, 2017, the People’s United Party held a convention to elect a Mayoral candidate for the twin towns of San Ignacio and Santa Elena. The polls opened at 9am and closed at 5pm. The convention was held at the Sacred Heart College in San Ignacio Town. It was a peaceful convention and throughout the day residents were escorted in and out to cast their votes for the candidate of their choice. A total of 863 residents cast their vote. The three candidates contesting the post of Mayor on the PUP slate were Orlando Javier Castellanos, Arthur Smith and Marconi Matus. After the last ballot was counted, Matus emerged victorious as the new Mayoral candidate for the PUP in San Ignacio and Santa Elena. Smith and Castellanos graciously joined the team to contest as councillor candidates for the upcoming Municipal elections in 2018. Castellanos garnered 240 votes, Smith was able to receive 261 and Matus got a total of 345 votes. There were 17 spoilt ballots. Party Chairman Henry Charles Usher officiated the swearing in ceremony of the full PUP 7 slate after the convention. The councillor candidates presented are Floyd Lemus, Elio Pulido, Jeoffrey Windsor, Arthur Smith, Javier Castellanos and Zoila Palma Gonzalez. Matus, in his remarks, thanked the supporters who made their way to the convention to cast their vote and assured supporters of the PUP that his team will bring victory and real progress to the residents of San Ignacio and Santa Elena. “Today is the start of a fight against the United Democratic Party and against corruption. I am telling you that I will work hard; campaign along with my team to win this municipality of San Ignacio and Santa Elena. Come March 7, myself and the other six candidates will be victorious and we will be parading the streets of San Ignacio and Santa Elena after the votes have been counted. Questions to Ministers Would the Member for Queen Square and Prime Minister please confirm or deny credible reports that both Municipal and General Elections will be held in March 2018, and he will be making the announcement in January?

Would the Member for Queen Square and Prime Minister please say how much money the government has made available to his son, the man formerly known as the rapper Shyne Jamaal bin-Barrow since he became the Musical Ambassador of Belize? Would the Member for Belmopan and Minister of Defence please say how a “Special” company in Belmopan named in an audit of the Ministry of Works was able to run a million-dollar scam on the Government of Belize as confirmed in that audit? Would the Member for Collet and Minister of Education please confirm how much monies were given to Mayor Khalid Belisle for educational purposes, and also whether Mayor Belisle actually attended those educational institutions or he just took the money? Would the Member for Belize Rural North and Minister of NEMO and Transportation please say how much money is being claimed in disaster relief even though Tropical Storm Franklin never affected Belize? Would the Member for Corozal Bay and Minister of Health please confirm whether he actually meant to say that he will attack the local soft-drink industry by banning the sales of soft drinks in schools countrywide? Would somebody please say if he can even do that? Would the Member for Cayo Central and Minister of Works please confirm or deny reports that he is circulating a petition to name the new bridge the Hon. Rene Montero Bridge after Cabinet refused his request to do so? IF DAH NOH SOH!

Little stick… When I was a young boy many decades ago, my momma always told me son, in life it is always better to walk softly but carry a big stick. I guess nobody gave John Saldivar that advice, because he is the complete opposite – makes a lot of damned useless noise and well…I’d prefer not to remember that little stick we all saw, thanks to a photographer with an incredibly strong stomach. After the convention on Sunday the big fellow must have been well into the happy juice when he decided to go on Facebook to boast about how absolutely amazing he is. Sheesh. He needs to tone it down a notch or two or ten thousand. My lerd. So he says that his slate won because he gave it his all. Buddy, if your all was only able to bring out a little over 700 voters in an area which has about 9000 voters, then you need to wake up and smell the bukut coming your way. Fuh real. Khalid… All eyes in Belmopan are on Mayor Khalid Belisle right about now, and I hear the fellow is getting distinctly uncomfortable. He’s been taking a lot of heat for the sale of that land to the Yim Saan people for a pittance - $50,000 for a piece of land worth at least $350,000. And isn’t it interesting that the deal was done just in time for the Municipal Elections? A little campaign financing maybe? But it’s more than that. Khalid is under scrutiny now for some money he received in 2011 and 2012 to go study, but nobody can find any proof that he did go study. And then his puppet-master will be under equal scrutiny for all those “Special Effects” irregularities named in the audit which will be tabled in the House this week. All in all, it’s not a good time for the young fellow who made the bad, bad mistake of tying his fortunes to that big guy way back in the days of Mytheon. Only a matter of time before he bails…wait for it. That bridge… I must be getting hormonal in my old age. Last week I felt sorry for Phillip Willoughby. I’m still his #1 supporter by the way. And by #1 I mean one and only. But anyway, this week I almost shed a tear for Rene Montero. The other day he sent in a letter to Cabinet asking them to please consider naming the new bridge between Santa Elena and San Ignacio after him. After careful consideration (insert laughter here), Cabinet said ahm, NO! So now I’m told that Montero has written up a petition which he is circulating out West trying to get people to sign stating that they think the bridge should be named after him. I hear it’s not going so well. In fact, the only signature on the petition so far is from that guy at the Police Station…you know the guy. Ain’t nobody buying Montero’s crap no more. Green Card? So a reliable source…and I mean frigging impeccable, says that the reason Darrell Bradley decided to walk away from the Mayoral seat right now is that he was informed the last time he passed through the US that his Green Card is in jeopardy. Seems that the fellow hasn’t been spending enough time in the US and if he doesn’t rectify that situation, he’ll lose it. And DB apparently does not want to lose that green card anytime soon. I mean all things considered, I like the guy. But he has this thing about serving too many masters. While he was receiving a full time salary as Mayor he was also a full time attorney. And now this green card thing. Noh Bueno. Corruption Corruption… We broke the story about the mess at the Belize Airports Authority a lil while ago. And it appears it’s even worse than we thought. That scurvy guy from San Pedro, Severo Guerrero is already gone. Nick Ruiz, the guy who was to replace Erwin Contreras in Cayo West may be gone by the time you read this. It’s a major shakeup. Manuel Heredia isn’t saying shit because it’s happening under his watch, but I hear there’s a lot of money missing and a lot of Castro-style corruption was the order of the day in the department. Senior sources in Cabinet are saying it’s time to get rid of the BAA completely while others are trying to hold on because that department is a bubby for certain Ministers. The UDP is one hot mess right now, and that’s the truth. But dah why? Oh my good lerd. The Press Office just announced that Boots is in Washington representing us at a human trafficking seminar. I’m reading this release and I deh picture dih man face when we deh intahview he and he deh froth up and goh ahn like fuh he eye wah pop outta ih head. Lawd gawd I hope pipple noh tink all ah wih dah like Boots. I shame shame fuh real. Like I deh panic. EDITORIAL DESTROYING THE BOX

Quite frankly, the depths to which ‘politics’ in Belize has sunk is amazing and frightening. Politicians are seen as little more than criminals with privilege and immunity from prosecution. In recent years we have seen an arrogance, abuse, blatant nepotism, cronyism, larceny, personal enrichment and disregard for the rule of law that cannot and MUST not be allowed to continue. Corruption has become the rule, rather than the exception in our small jewel. There are no repercussions for those who steal from us. A very select few continue to stockpile riches while the majority of our people sink deeper into poverty. The systems which should protect us now down-press us because they have been manipulated to protect the rich and politically connected. This simply cannot continue. Not under this administration. Not under any administration. Not now, not ever. If there is indeed some status quo which is observed by politicians, it must be destroyed. This will not be about thinking outside the box. This will require destroying the box and all the unpalatable aspects of politics within it. Imagine that to become a Policeman in this country you need a recommendation from a politician. And not just any politician. It has to be a RED politician. Imagine that to apply for a piece of land you need a recommendation from a UDP Minister. If you cannot get a UDP Minister to say that you are ‘eligible’ for a piece of land, then you WILL NOT get past the front door of the Lands Department. Imagine that now, to get any educational assistance for your child, it has to be approved by a UDP Minister or an unelected UDP person whom they have started calling caretakers. Without the endorsements of these UDP politicians you get nothing. And it carries on into every other area. The Barrow Administration has made it so that partisan politics has insidiously worked its way into every area of our people’s lives, into every system. By doing so they have victimized, incessantly and viciously, those who are not affiliated with their Party and do not support them. There was a ridiculous UDP politician who said it once and said it best – UDP First, Belizeans Second, PUP Last! It was an incredibly divisive and disturbing thing to say. But days after, it was endorsed by the leader of this country, Dean Oliver Barrow. It was a reality then. It is a reality now. But that needs to stop, and stop NOW. Imagine that if you are a UDP politician and there is evidence which proves that you used your position to enrich yourself and your family members, Mr. Barrow can pretend that the evidence does not exist. And because Mr. Barrow WILL NOT see that evidence, no entity – not the Police nor the DPP nor any other body will touch it. Imagine that if you are a UDP politician you can orchestrate or participate in any manner of criminal activity – you can even arrange so that a South Korean nation named Wonhong Kim who is in prison and has never travelled to Belize becomes an instant Belizean citizen. And that’s okay because no state-sanctioned entity will ever dare to investigate you or prosecute you. Imagine that if you are a UDP politician, you can become an almost instant millionaire, a rags to riches poster boy, a man who stuffs wads of cash in his socks and owns many properties – and nobody in authority will ever look too closely at you or dare to question you about your sudden accumulation of wealth. Under this Barrow administration, there is absolutely no mechanism which provides any oversight. The animals on this farm, those privileged animals, are allowed to run wild and free. There is no department, no individual, no team, no duly constituted body to tell any UDP Minister you have done wrong, you have stolen from us, you have conducted yourself criminally and you will be prosecuted to the fullest extent of the law. NONE. The people of Belize should never again vote for any administration which operates as this one has. If you want to take a walk on the REAL side, the people of Belize should never again vote for any administration which does not commit to doing what has to be done. And it cannot be just talk. The people are tired of hearing talk. The people are tired of manifestos which are more about what politicians feel they want to hear and less about what can and should be done for the people. Dean Barrow has not even delivered on many of the UDP’s manifestos of 2008, and we are into the third term of this worthless administration. The UDP has failed the people and country of Belize. But we as voters and as Belizeans have failed too. We have failed to hold this administration accountable. We have allowed Ministers to steal from us and abuse us and victimize us and disrespect us. We have allowed them to take us lightly and to hold us captive with a handout every election cycle. We have watched them become millionaires while we walk on London Bridges to reach our shacks in the swamp. We have watched them break the law and walk away while our youth are locked down for a stick of weed. We have failed ourselves. And we cannot fail again.

DESTRUYENDO LA CAJA

Francamente, la profundidad a la que se ha hundido la 'política' en Belice es sorprendente y aterrador. Los políticos son vistos como poco más que delincuentes con privilegios e inmunidad. En los últimos años hemos visto arrogancia, abuso descarado, nepotismo, amiguismo, hurto, enriquecimiento personal y desprecio por el estado de derecho que no puede y no debe continuar. La corrupción se ha convertido en la norma, en lugar de la excepción en nuestra pequeña joya. No hay repercusiones para los que nos roban. Unos cuantos acopian riquezas mientras la mayoría de nuestro pueblo se hunde más en la pobreza. Los sistemas que deben protegernos ahora nos presionan porque han sido manipulados para proteger a los ricos y políticamente conectados. Esto simplemente no debe continuar. No bajo esta administración. No bajo cualquier administración. No ahora y nunca. Si de hecho existe un status quo que es observado por los políticos, debe ser destruido. No se trata de pensar fuera de la burbuja. Esto requerirá destruir la burbuja y todos los aspectos desagradables de la política dentro de la misma. Imagínese que para convertirse en policía de este país se necesita la recomendación de un político. Y no cualquier político. Tiene que ser un político rojo. Imagínese que para solicitar un terreno se necesita una recomendación de un ministro UDP. Si usted no puede conseguir a un ministro UDP decir que eres 'elegible' para un pedazo de tierra, entonces usted no pasara más allá de la puerta del Departamento de Tierras. Imagínese que ahora, para conseguir cualquiera ayuda educativa para su hijo, tiene que ser aprobado por un ministro UDP o una persona UDP no electa que ahora llaman encargados políticos. Sin la aprobación de estos políticos UDP no se logra nada. Esto se lleva a cabo en todas las otras áreas. La administración Barrow ha hecho que la política partidista insidiosamente penetre todos los ámbitos de la vida de nuestro pueblo, en todo sistema. Al hacerlo han victimizado, incesantemente y ferozmente, a los que no están afiliados a su partido y no los apoyan. Hubo un político UDP ridículo que lo dijo una vez una vez y lo dijo mejor – ¡en primer lugar son los UDP, los beliceños en segundo lugar, los PUPs están en último lugar! Fue una cosa muy perturbadora y divisiva. Algunos días después, fue respaldado por el líder de este país, Dean Oliver Barrow. Entonces se hizo realidad. Ahora es una realidad. Pero eso se necesita frenar y ahora. That’s when a mob of men assaulted Kevin Brown, in the vicinity of the Banana Beach Resort. He was brutally punched and kicked, and someone bashed him over the head with a fire extinguisher. This latest public embarrassment for the Castro family is a continuation of the Edmond Castro saga. Castro has come under fire in recent months for the resurfacing of Alvarine Burgess allegations that he took bribes from her to write Visa recommendations. He had to testify in the Senate Hearings on Immigration, and he became unpopular for his arrogant and evasive answers to questions. Days after that embarrassing episode in the Senate,

they got into scuffle with police, an incident in which they escaped all criminal charges.

$12 Rapper Shyne Barrow Dumps BSCAP

Thursday, 17 August 2017 Shyne Barrow, son of Prime Minister Dean Barrow, has resigned as the CEO of the Belize Society of Composers, Authors and Publishers (BSCAP). He turned his exit into a public spectacle which may have done lasting damage to struggling artists in the fight to get proper financial compensation for their artistic creations. After making big promises to the artist community that he would assist them in the art of amassing wealth while practicing their craft, he leaves BSCAP after announcing that the more than 100 registered Belizean artists are going to receive about $12 each in the next distribution. On Thursday, August 10, Shyne penned a letter to the registered members telling them that after a year as their CEO, he has a moral responsibility to resign because he does not approve of the management style of the BSCAP Board. He’s accusing them of financial mismanagement, and abandonment of the wellbeing of the artists they are to be serving. BSCAP without hesitation accepted the resignation of the former rapper, and while the organization claimed it would not fight its battles in public like he did, it has gone on record to call the deportee a liar. Former CEO Heather Cunningham also responded to the allegations of mismanagement saying, “My salary is what it is. It's been approved by the board. Let's be very clear on that. I think that my background, my credentials and all that I brought to the table speaks for itself. It speaks volumes… The board also approves all salaries and expenses which include

annual payments… It's like after working all these years to help the Belizean artist I get this turnaround of a slap in the face, kick in the butt by a gentleman who obviously is just angry. Why? I don't know but it's not helping the artists and it's certainly not helping Belize overall.” Instead of exploring internal solutions to this problem, Shyne chose to stage a no-holds barred press conference which may be just another attempt to portray himself as a saviour and honourable fellow. The almost certain spill-off consequences of this controversy is that BSCAP will lose the public trust of the same community it needs, since it seems clear that the people represented by the organization aren’t the ones benefitting in any way. A more appropriate course of action would have been to gather all the artists, the 116 members of BSCAP, to a closed-door session, where they could have gotten the benefit of this full and frank disclosure. Their permission and unanimous support should have been sought before Shyne went and mauled the organization on national television. It puts another hurdle in the way of the artist on the quest to get copyright compliance as a priority to the Belizean public. Did Shyne put BSCAP on blast because of political motivations…to present himself as a champion of the people? Speculation about his intentions aside, Shyne went touring to generate interest and education in copyright compliance. He promised the artist real measurable results, yet he walked away with very little impact on what is their status quo.

FOREIGN MINISTERIAL BULL By: Ambassador Lisa Shoman Former Minister of Foreign Affairs Two years ago, I accompanied over a hundred Belizeans to the Sarstoon, one of the internationally recognized borders between Belize and Guatemala. Despite the fact that my own government disavowed my participation as a sitting Senator, to Guatemala in a diplomatic note, and denigrated my motives publicly in Belize, I went to the Sarstoon with other committed Jewelizean women, men and even children on August 16, 2015. Belizean major media houses all sent their most experienced journalists and cameramen to accompany the event, sensing the historic moment. And they were right to do so. The event was captured for posterity thanks to their unwavering commitment and bravery. For many of us, that date is engraved on our hearts. We can never forget that despite OAS high level presence (in a small skiff ironically named "Good Times") and a Coast Guard escort who were justifiably upset that they could not escort us the entire way, we were harassed and confronted with Guatemalan belligerence. The now infamous Vice Admiral Carlos Thomas commanding a small fleet of naval vessels, and falsely asserting that we had entered Guatemala tried his level best to order our small flotilla of skiffs to return and not to navigate the river, or try to land on Sarstoon Island. His summary to the Guatemalan press was as follows: Carlos Thomas, Vice Admiral “This is a manifestation of a lack of knowledge of some Belizean citizens, by attempting to lodge themselves or a Belizean flag in Guatemalan territory. This historically, the Sarstoon River, the waters of the Sarstoon River, are internal waters which belong to the Guatemalan state. We acknowledged it as such, and the Navy, the national defense, recognizes its sovereignty and it is an important mission which we are carrying out here. Simply, we did a containment movement of this civilian population, which was poorly oriented, I would say, because of their aggressive and abusive approach. They intended to take possession of property which belongs to the Guatemalan state.” Containment? They impeded our progress in Belizean waters. They prevented our landing on Belizean soil, Sarstoon Island. Guatemalan Navy marineros rammed our small fiberglass skiffs with their own much larger metal boats, repeatedly. Repeatedly. They threatened to capsize us. It was only the cool, skill and committed care of our brave boat captains that prevented disaster. That and probably the camera crews and OAS accompanying presence at all times.

This brazen bit of Guatemalan revisionist mendacity was not just an off the cuff proclamation by the Vice Admiral. He like all members of the GAF followed his orders. The confrontation and its rationale was actually official Guatemalan government policy. And faced with the negative, angry backlash at home to this audacious fallacious undeniable rogue behavior caught on camera, Foreign Minister Elrington and Prime Minister Barrow were finally forced to confront Guatemalan aggression against Belizean civilians in OUR OWN INTERNAL WATERS. This is what our PM had to say three days later. Prime Minister Dean Barrow “Four of the territorial volunteer boats made it through to the Sarstoon Island and circled that island. They entered the Sarstoon River by the North Channel and exited by the South channel. At least one other bigger boat was prevented by the Guatemalan navy from attempting to do the same thing as the four smaller boats did. The question that at once arises is whether those four boats that transited the two channels at any time went over into what we consider the Guatemalan side of the river, and whether at any point the Guatemalan navy came over into our Belizean side of the river. The O.A.S. reports that even the four small Belizean boats were at first intercepted by the Guatemalans before they were able to proceed toward the island, and both that temporary interception of the small boats and the permanent interception of the bigger boat took place, as I understand Ms. Talamas, as what she describes as the mouth of the Sarstoon River. It is my belief that what the O.A.S. calls the mouth of the Sarstoon River is clearly in Belizean waters and that the Guatemalan navy committed an incursion when they intercepted our boats at that spot. The territorial volunteers and the Belizean media confirmed the fact of this incursion and General Jones and Admiral Borland, after viewing video footage, fully concur. Now whether our four volunteer boats also went into Guatemala during the course of entering, circling and exiting the area of the island must remain unanswered now. The volunteers say no and the O.A.S. doesn’t say yes. But regardless of what may later be established on that score, the Guatemalan incursion certainly happened first, and any unwitting Belizean entry into Guatemala by unarmed civilian boats is of a different order completely from the deliberate violation committed against us by a Continued on page 18

Message from Hon. John Briceño, Leader of the Opposition

We Must Never Forget… August is a month of great historical significance for all of us. This month is the Anniversary of the Emancipation of Slavery. It is also the month of Marcos Garvey’s birth. Born in Jamaica in 1887, Marcos Garvey was one of the strongest voices for Black Nationalism and for sure one of the most influential black men in Belize and in the Americas. In addition to being one of the first truly international black leaders to come to Belize, Garvey was responsible for the starting of the Black Cross Nurses, one of the most respected organizations in Belize. In an article published in the Amandala in August 2008, Regina Neal said that “Marcus Garvey made the cause of African people in and out of Africa part of the political consciousness of the world.” Neal would go on to say that what made Marcus Gravy’s message connect so much with black people then and I would even say now was its simplicity, which was that “black people were as good as anyone else.” Just imagine the profound effect Garvey and his United Negro Improvement Association had on British Honduras back in the colonial days. Indeed, his 1921 visit came shortly after the colony had experienced riots and serious uprising. His message resonated with our parents and grandparents and planted a seed that grew to become the nationalist movement and later led to our independence. Belizeans should never forget the terror that was slavery and how it affected so many of our ancestors. Similarly, we must never forget those people who came here to join the Mayas to build this nation. Our Mestizo people in the north came fleeing the ravages of the Guerra de las Castas. Our Garifuna finally found their home here after being forced to flee their ancestral home. No matter how we got here, all of us found some form of liberation in the spirit of Garvey’s message that we were as good as anyone else. It is ironic that as a child I was taught that the month of August in Belize was once referred to as “mawga” season. I am not sure but I think the term has greater significance for our farmers. To my mind, August reflects the complete opposite of scarcity or leanness, for indeed its historical importance is robust. It is one of the greatest months in the calendar year for it is the month of freedom. August is indeed a month to celebrate the emancipation of Slavery and the birth of a man who truly planted the seed for our own Belizean idea of self-determination. At a time when so much is going wrong in our nation and so many of our people are suffering from poverty and the effects of a decade of a new kind of colonialism, all of us can be encourage and motivated by what was accomplished since 1834 and what Garvey’s famous 1921 visit to our shores inspired in our parents and grandparents. We MUST now be fully aware that what is now expected of our generation is a renewed commitment to the important work of building a Belize that works for everyone. God Bless and have a great week.

Goran Gabourel &Taye Parkinson Win Brodie’s Strong & Weak Table Tennis Championship Belize City, August 13, 2017 Goran Gabourel and Taye Parkinson came out winners when the Belize Table Tennis Association held the 2017 Brodie’s annual Strong and Weak doubles table tennis tournament at the Belize Elementary Auditorium on Sunday. Taye and Goran won the final: 3-0 against 2nd place winners Rohit Pagarani and Jofny Paguaga. Some 13 Strong & Weak doubles teams competed in a double elimination format for the title. Last year’s winners Carlos Cui and Terry Su could not form a team this year as Terry has become a strong player in his own right. Terry teamed up with BES schoolmate Kelly Liu in a mixed doubles team, and they won all the way to the semifinals, beating out Hirthik Bhojwani and Mohit Vanjani: 3-0, Amiri Hoare and Denzel Young: 3-1, and Cuban table tennis coach Juana Machado and Gabrielle Gabourel: 3-0. They were relegated to the los-

ers’ bracket, when they lost: 1-3 to Taye and Goran in the semifinals. Taye and Goran reached the finals undefeated with wins against Jaylen Nicholson and Parin Thadani, Yasser Musa and Andrew Jaramillo, Wilber Bientz and Abigail Thurton. Jofny Paguaga and Rohit Pagarani also made an impressive run, with wins against Latrell Solis and Jai Chawla: 3-1, but they hit a snag when they lost to Cuban table tennis coach Juana Machado and Gabrielle Gabourel: 3-2 in the 2nd round. Jofny and Rohit fought their way back out of the loser's bracket to reach the finals by overcoming Aya Kubota and Sarai Paguaga, Amiri Hoare and Denzel Young, Wilber Bientz and Abigail Thurton, Devesh Hukmani and Mihir Karnani, and then defeating 3rd place winners Terry Su and Kelly Liu. The final was then set between Taye and Goran, taking on Rohit and Jofny, who would need to win twice in order to be crowned champions. The first match of the finals was intense, going right down to the wire.

Team Brazil Orange Walk, August 13, 2017 Brazil and USA won the Orange Walk U-15 Mundialito semifinals organized by the new horizon sporting club at the Louisiana Government School field in Orange Walk Town on Sunday. In Game 1 the No. 3 seed Brazil upset the defending champs Colombia who had qualified to the playoffs as the No.2 seed: 1-0, when Aidan Leiva scored the winning goal. In Game 2, No.1 seed USA won over the No.4 seed Holland 1-0, when Jovan Carrillo scored the winning goal. The format of the finals is now set for Sunday, August 20, when Colombia takes on Holland

GOB AND MONTERO NEGLECT SANTA FAMILIA VILLAGE Thursday, 17 August 2017 Two and a half years ago, a culvert dividing the creek in Santa Familia Village was washed away and then burnt. It was never replaced or repaired. Fourteen farmers have traveled with their produce on their backs for ½ mile making countless trips back and forth due to the circumstances. Area Represen-

tative for Cayo Northeast, Orlando Habet has consistently requested assistance from the Ministry of Works to fix the culverts but all attempts have been futile. At the last National Assembly meeting for 2016, Habet approached Rene Montero, Minister of Works in the presence of

Prime Minister Dean Barrow to request the construction of a culvert for some farmers of Santa Familia. According to Habet, Barrow asked Montero to assist and Montero told Habet to call him the following week. Montero was to direct Foreman George Andrews to help. Since then, Habet has been calling Montero’s office week after week but to no avail. In March 2017, Montero decided to answer Habet’s call only to tell him that the Ministry has no culverts, Petro Caribe money was done and the fiscal year was ending, so he could not help. Habet managed to secure the materials for the construction of the culverts costing $7000. “I opened a line of credit at a local hardware store, got Mr. Arthur Humes (aka Junior) and two others to construct the much needed culvert. The culvert cost some $7000 but is nothing compared to the returns for the 14 farmers and their families. Material has been dumped on the culvert to make it passable. However, the entire farm road needs to be dumped as it is basically black and white clay that is slippery and soapy when wet,” Habet told the Belize Times. Habet said that he continues to seek assistance from the Ministry of Works but none has been forthcoming. Notwithstanding that, Habet continues to work hard for the benefit of all the residents in his constituency.

Thursday, 17 August 2017 The Cayo West Executive Committee has been kicking up dust in Benque Viejo, Succotz and surrounding areas. For the month of August, 2017, the committee geared up their Marshalls and United Women’s Group and their Mayoral and councillor candidates have been visiting the residents. The executive committee have been actively involved in the transfers and registration of new voters in their constituency. On August 8, 2017, Mayoral candidate Cristian Danny Castellanos along with councillor candidates met with the taxi drivers to address their concerns. On August 9, the executive established their local United Women’s group and the Marshalls group. On Sunday, August 13, 2017, the Cayo West committee held a BBQ fundraising to gather much needed funds to continue their campaign. The committee has also established a vibrant youth group. THE BAIN AFFAIR PART 2 Last week I discussed in part the ruling of the Jamaican Full Court in Professor Brendan Bain's claim against the University of the West Indies and my perspective that Dr. Bain conducted himself in a most unfortunate manner during the entire sorry saga. I continue my discussion by referring to the intervention of the Chancellor himself, Sir George Alleyne, when it became clear that there was intransigence on Dr. Bain's part during the impasse with UWI. Sir George, in his sage way, said to Dr. Bain that he should consider writing a letter or making a statement couched in a way that did not offend Dr. Bain's moral principles but which would make it clear that he did not support discriminatory practices and was supportive of human rights for all and perhaps go so far as expressing regret if he had offended any group. Dr. Bain was not moved. Also, some months later a large group of organizations wrote to the Vice-Chancellor saying categorically that Dr. Bain no longer held the confidence of civil society in the integrity of his word or work. They, as well as some of UWI's staff, expressed serious concern about the “inherent conflict of interest generated by his express opposition to human rights in public spaces.” I believe that regardless of our views on homosexuality, which of course will differ, if one no longer has the confidence of persons he must work with and for, then the decent thing to do is to resign. Instead it seems that Dr. Bain was tone deaf and wanted his cake and to eat it, putting UWI in the invidious position that resulted. UWI continued at all times to make it clear to Dr. Bain that it never questioned his freedom as an academic to hold his views. As Chairperson of the National AIDS Commission I met Dr. Bain several times in the Caribbean, and his stellar reputation preceded him. He was also every bit the gentleman and the concerned doctor and leader. He has had a very distinguished career. For me, there seems a completely baffling disconnect in his actions because it is abundantly clear that Dr. Bain had to know of the deleterious effects of continued stigma and discrimination against vulnerable groups, especially men who have sex with men. The University took the position that was enunciated by Sir George Alleyne that it cannot uphold the negation of human rights and the disjuncture between criminal codes in the Caribbean and

the principles of respect for human dignity and essential freedom which are enshrined in Caribbean constitutions. Sir George said: “Not only is stigma and discrimination inimical to public health efforts to prevent and control HIV, but they affront basic rights which are enshrined in the constitutions of our countries. Should our institution simply be a reflection of the prejudices of the rest of the community or should it by precept and word speak to the injustice that attends the negation of human rights of a minority?” I do believe that the Jamaican Full Court (Three Judges) played it safe, taking the actions of the university in dismissing Dr. Bain literally as it were. But make no mistake, in my view they did not hand Dr. Bain any significant vindication. Only one declaration was made, and the small money award was not for wrongful dismissal. It was only for pay in lieu of notice. The homosexuality issue is such a boiling hot potato in Jamaica, despite some strides by human rights groups and the LGBT community, that everyone treads very gingerly. A colleague has just shared with me that many people have called it “presumptuous” that the gay community there held a pride fair on Emancipation Day. It seems to me that there is nothing wrong with an LGBT event being held on Emancipation Day or on any other day. My personal position is that we must resist homophobia in all its forms. This leads me say that I entirely disagree with Audrey Matura's opinions as given in the Amandala newspaper last week, commenting as she did on the Bain Affair. (By the way Micah Goodin's story was in some respects inaccurate.) I think she was presumptuous to say, as was reported, that the promotion of the LGBT agenda in Belize and the region was done in a fashion which intimidated and sought to silence those who held opposing views. Where is any shred of evidence for that? Far from being targeted, as she feels, Dr. Bain was treated with kid gloves. And UWI did not at all punish him, since he ought to have gone quietly, nor is it intolerant of scholars. Dr. Bain certainly did not stand strong and do the right thing, as I see it. Instead he dragged himself and all concerned through an unnecessary and bruising fight. Finally, contrary to her feeling, I think the court was timid, certainly not bold. I guess we may have to debate, what say you??

What I Want!

Gaspar Vega is a thief. He is scum. He should be in jail for what he has done to the people of Belize. He used his position to steal from us, to enrich himself and family members. He should be locked up. Some of his family members need to be locked up. His son needs to be flogged for taking that $400,000 when he knew he had no right to it. And now he refuses to give it back. And that’s some mad sick bullshit right there. Normal people go to jail for stealing food when they’re hungry. There’s a woman in jail right now for stealing deodorant from a store. Anyway I just had to rant a bit. Vega is sort of my political pet peeve. I hate that he has been able to rob us and his friends in government pretend that nothing happened. Really, really pisses me off. So very many things piss me off these days. I’ve been coming up with a sort of political and governance wish list in my head. Things I want – need – to happen when the UDP is kicked to the curb early next year. Yes, I believe it will be one big election, Municipal and General, in March. I’ve been looking at things like the money from Taiwan – a $20M grant and a $40M loan. I find it hilariously disturbing, or disturbingly hilarious, that pre-2008 all the hullabaloo was about a $20M grant from Venezuela. Now there’s this $20M from Taiwan and nobody know what it is for or where it will go. There are no checks and balances because spin it how they want, it is a reward for Belize’s continued support. I think that $20M is going in the UDP’s political kitty. Then there’s a $60M loan split between SIF and the DFC which has just been sitting quietly there. And there are other things, like this sudden plan to legalize marijuana (which will backfire) and the opening of the new Civic (City?) Centre later this year. The UDP feel like in the midst of the shitty cesspool they’re in, it won’t get any better than this. That’s my opinion and only mine as far as I know. But I’ll stand by it. With that said, screw the UDP. There are things that the PUP needs to do. And it has to do with bringing back good governance to this country. There are things the PUP did way back then which were wrong, and that paved the way for the UDP to get into power. And then the UDP behaved like big, fat, filthy hogs in a feeding frenzy and we know how that’s going. I WANT to see an Integrity Commis-

sion which has no representation from any politician, neither blue nor red. Why have we been putting politicians to oversee politicians? It makes absolutely no sense. I mean, Mr. Barrow now has an Integrity Commission which has an overwhelming majority rabid UDP representation. So it will serve absolutely no purpose. It’s stupid. A waste of resources and money. I WANT an Integrity Commission made up of representatives from the Church (for God’s sake not Rocke), the Unions, NGOs, Private and Public Sector (career public officer). And I want them to have an office of investigators which reports only to them, investigators who can dig deep. I EXPECT my PUP Government to take back every piece of land which was appropriated illegally by Gaspar Vega and taken for himself or given to family members. Even if legislation needs to be enacted, I think most Belizeans expect that our assets stolen from us will be returned to us – and I mean land, all that money from the compensation scam, the $400,000 given to Andre Vega and the $400,000 given to Sharon Pitts. This type of blatant corruption cannot be sanctioned. It must not be sanctioned. I WANT my PUP government to take away all that ridiculous discretion from Ministers. No Minister should have to or be able to recommend Belizeans for land or educational assistance or BOOST or pantry or even public service jobs. That’s crazy. People should be judged on merit and need and not on their political affiliation or connection to any politician. I EXPECT real oversight of those elected to represent us. The bodies put in place to provide checks and balances CANNOT be appointed by or answerable to those they are there to check and to put in check. Right now there is absolutely no oversight of this Barrow Administration. And that is bullshit. It has to come to a stop. And here’s a doozy. I WANT Ministers and officials who break the law to face justice just like every normal Belizean who breaks the law. The Police Department must be overhauled, cleaned out, washed, rinsed, and flushed out. Cause there are some sick people in there. My lerd. There is a line between the Politicians and the Police, and that line should never be crossed. Okay so I think that’s a good start. See, we can’t be looking just at the next administration. That’s not enough. Belizeans need to be looking at demanding governance reforms which will fix things for this generation and the next. Seriously…except for those who are creaming off the top and who live off corruption, we’re done with this corruption shit. Enough is Enough. I believe in my PUP. I believe that things will be different this time. I think that things will be done right this time. And that’s all I’m gonna say about that.

During his time in office the UDP Representative Boots Martinez, with his thick wad of cash in his socks, has ensured that his own life has become a million times better since he became a powerful Minister. He is now a millionaire with houses all over the place. He can give his daughter a building worth half a million dollars. He can live the life of the rich. But what happened to the people of Port Loyola? Weren’t their lives supposed to get better too? This shouldn’t have been about Boots Martinez. It should have been about the people who elected him to serve them. All that has to change, and will change when I become the servant and representative of the people in the Port. Equal Treatment before the Law. We in the PUP totally reject a Belize where there are two sets of laws – one for the ordinary men and women of this country and another set of laws for the privileged few and politically connected persons in the society. Today we live in a Belize where the ordinary person is prosecuted to the full extent of the law for any offence while those with money or Ministerial connections are untouchable for any offense no matter how serious, including manslaughter. Many of our relatives and friends have Court fines over their heads or are serving prison time for breaking the law, but when Dorian Pakeman, the Prime Minister’s Press Officer fatally knocked down a man on the road as a result of speeding and allegedly using cocaine, he was allowed to go free. Daily ordinary people are prosecuted for driving a vehicle without Drivers’ licenses or without license or license plates, but when two of Minister Castro’s sons were busted for the same three traffic offences

recently, the then Southside Commander allowed them to leave the station free of all charges in the same vehicle in violation of the same traffic offences. If any of the youths of Port Loyola assault a police officer he will be dealt with swiftly to the fullest extent of the law. But when the two Castro brothers assaulted Police Officers and punched one of the same officers in the head and fought with another of the same officers in the station for wanting to charge them, the then Southside Commander had both politically connected brothers released from the station with absolutely no charge. TOWN AND CITY COUNCIL ELECTIONS DO MATTER The municipal elections season is in full swing with conventions of both major political parties well underway. For the PUP, Corozal, Dangriga and Cayo have completed theirs and sworn in their Mayoral and councilor candidates. This coming weekend Orange Walk Mayor Kevin Bernard gets ready to be sworn in again with his council slate to contest next year’s Municipal elections. It will be historic for Mayor Bernard as a third term. He has certainly earned the respect of his community by the works he and his team have done over the years despite having worked under an unfriendly UDP government. On Sunday, the PUP will have its PG convention for its Mayoral and Councilor candidates. If there was any doubt that city and town council elections are not relevant or important, the most southern town in Belize is proof positive that such thinking is misinformed and misguided. This Sunday, there are 4 mayoral candidates and 11 councilor candidates contesting in Punta Gorda. Of this amount 1 female is vying for the Mayoral position and three for the councilors. The UWG salutes all women who are in the race for these elections. For the Mayoral candidate, there is one female - Maria Roches. Ms. Roches previously sat on the Town Council and comes with extensive experience; therefore, she should be well aware of the challenges and the effort it will take to get Punta Gorda on the right track for improvement to the quality of life for its residents. The UWG wishes her and all other female candidates well in the upcoming convention. Town Councils and City Council elections at first glance often are considered to be focused on what is local and specific to their areas. However, there are many uncomfortable truths nationally that are severely impacting the quality of life at the town and city level in each of these nine municipalities. Now more than ever, these cannot be ignored in this upcoming Municipal election in March 2018. Crime is escalating with much of it being youth on youth crime and much of it unsolved. The Police force is in shambles with weekly scandals and revelations of police officers gone rogue from almost all corners of the country. This coupled with the perception that the police will go to great lengths to protect those closely connected to the seats of ministerial power doesn’t help to boost confidence in this authoritative body.

Unemployment has skyrocketed and after all the glitter and celebrations of graduations, there are no jobs for young graduates. Things “dread” all over. There is no excitement, no humming of business, no stimulus, no investment. Poverty and increasing cost of living are at one of their highest levels ever. Gas prices once again went up overnight. The boost/pantry program is paltry and a disgrace as a pro-poor initiative. In 2017, in a country endowed with so much natural wealth and with a population size that is under 400,000 people, the vast majority of our citizens should not be living hand to mouth. Then there are the financial scandals and mismanagement. The Auditor General’s report of 2012/2013 reveals a government that has no regard for rules, regulations, accountability or sound fiscal management. Over the past few years, Belizeans have had to witness the disgraceful behavior of Dean Oliver Barrow and his gang in action on the immigration scandal with passports, visas and nationality which impacts every Belizean and each municipality – in some instances, involving members of the Belize City Council. Then there is the bukut that the Barrow Administration have dished out to all Belizeans which can most certainly impact municipal elections, referendum on ICJ and which is a threat to democracy: the delay AGAIN of re-registration. The elections of 2012 and 2015 were won (stolen) on a seriously flawed voters’ list. Re-registration is urgently needed. Notwithstanding the failed performance of this UDP government and the UDP Town Council in Punta Gorda, this Sunday this beautiful coastal town will be buzzing with convention excitement. It is encouraging that so many persons are getting involved in this town’s election process. The hope that things can be done better is still very much alive. The fact is that the UDP government and UDP town councils with the UDP government’s resources have not been able to reduce corruption, poverty, unemployment or crime. Through the municipal elections, change can start. And with so many persons vying for candidate positions, it provides an opportunity for residents to look at the quality of individuals and decide a slate that is best equipped to do better for the municipality. Stuart Lloyd Simmons Sr. As I stand here today I see you. I see you in the 4 sons, 10 grandkids and 4 great-­ -grandkids who you’ve left behind, some of us who sit here today, all of us who will miss you forever. I know you feared death Grandpa, but I hope you find peace up there knowing you live on through us. And when you do get there, Grandpa, please, please, try to be good. I know you didn’t belong to just us though. You impacted so many people in the 82 years you inhabited this earth. You were the definition of a pillar in the community. If I had a dollar for every time someone said, “Oh! You dah Mr. Simmons granddaughta” I would have more than enough to send you on that Spain trip you dreamed of taking. Do you remember the day I interviewed you for my university project? It will be a memory I will hold dear to my heart. I learned so much about you that night. I learned about Stuart Lloyd Simmons, the man. I learned you started teaching Spanish and History at the high school at 18 years of age in 1956. You stayed with the Jesuits for 44 years after, about twice as long as Eldon has been alive. You were even the first layman headmaster of St. John’s High School. For my younger cousins, Grandpa was the first principal to have a wife and family. They said if it weren’t for Gloria he would have been a Jesuit himself. All those years you gave to the Jesuits, I feel like you should have gotten an award or something. Throughout your career you taught a lot of students and as you humbly pointed out that night, your students included 75% of the politicians and ½ the doctors and engineers in Belize. After you retired from the field, you continued to live another 21 years, about as long as Kalmn has been alive. You lived a long life Grandpa. That night I asked you if you love it, the teaching, you said, “there was nothing in the world I love more.” I was gonna ask if it was more than your family, but I didn’t want you to have to lie. Speaking of love, remember when I asked you about how you met Grandma? I’m not really sure how accurate this story was as the other half wasn’t there to corroborate, but I love it anyway. You said that she lived in the house behind you and her dad didn’t want you anywhere near her. I remember you recalling this detail with amusement. You being the charmer you would walk with your bicycle next to her as she went to work every day. You use to botha ih soul and constantly ask when you could take her

out. Her response was always the same, “bwai get outta yah.” Time went by and you contemplated giving up. One day you rode up beside her and didn’t get off your bicycle - what was the point right, if she was just gonna shoot you down anyway? She looked at you and said, “bwai get off that bike and try again.” You did as she said, and she agreed to start seeing you. As the years went by you married her, had 3 sons, Kevin, Lyndon, and Marlon, and you tried to have a daughter. You did your best to hide your disappointment when my dad popped out – Stuart - son number 4. You continued to botha grandma’s soul throughout her lifetime, putting on all white when you went to the club, every Sunday, without fail. Seriously Grandpa, was it really necessary to put on all white? Was there power in it that helped cards disappear, making you the infamous Houdini? What was it about death that scared you? Were you afraid of getting there and having St. Peter say, “Boy, bring me your card?” Maybe you were afraid of being forgotten? I, unfortunately, cannot help you with the first one - that’s between you and St. Peter, but I can help you with the last one. I promise to remember you every Christmas when there is no pillbox with money anymore. I promise to remember you when a baseball game is playing on TV. I promise to remember you when I get a glass bottle coke from the fridge and do not have to pay $1.50. I promise to remember you when I ask someone if I’ve gotten fat. You always told the truth, for better or worse. I promise to remember you when summer rolls around and there is no plane to go meet. I promise to remember you as the younger cousins get older and they hit milestones you won’t be here to see. I promise to remember you when I have a child of my own, and I will tell them of the great man their great-­ -grandfather was. I mean a little lie never hurt a kid. I promise to remember the contented look on your face as your grandchildren gathered for a group picture for your last Christmas. Sometimes you have to accept the fact certain things will never go back to how they used to be. But, I promise to remember you as you were. I see you, Grandpa. I see you sitting there in that armchair you loved so much, surrounded by your sons’ wedding pictures you had not touched since your wife died. Baseball playing on the TV, pictures of your son’s families as a background on the wall. In this armchair, you sit with your shorts, polo shirt, Nike slippers on your feet, glasses on your face, and a baseball cap atop your head. Despite all the years they had claimed it, they had not

acted on their ambitions in such a sustained and aggressive manner, commencing with. Preventing normal civilian Belizean riverine traffic was just the first step. And here we are - from Instanbul, to no bull, to real bull. Last night, on national television, Wilfred Elrington said, "Why we have to go to ICJ is because we don't have borders that are internationally recognized and that can put us in trouble." For the FOREIGN MINISTER of Belize to make that statement is nothing short of ridiculous. And it is utterly wrong. No, Honorable Elrington. Belize DOES have borders that are internationally recognized. It is GUATEMALA that refuses to now recognize portions of those borders. They must and do recognize our border at Benque. It is an international border crossing. It is actually our public officials like Elrington who make this kind of statement that can put us in trouble. That statement must be rejected in its entirety by the PM and GOB. Despite my well- known and publicly stated beliefs about the ICJ, I cannot now support going to the ICJ, or voting yes to any referendum. Not until and unless we have a viable Sarstoon Protocol, a neighbor who respects our borders, and a Foreign Minister and Prime Minister who are not the current office holders. And with all due respect, this ain't no bull.

On Saturday the People’s United Party will hold its Convention to endorse our team which has worked hard for the people of Orange Walk and which plans to continue the work in our town. We are no strangers to you because we have included you, our residents, in every aspect of every decision made in Town Hall since 2012. You know our faces and you know that we keep our commitments. You know that we are workers and you know that we want the best for Orange Walk Town. I can say with confidence that we have served our people well. We have added two persons to our slate, Haresh Vaswani and Fernando Sanchez, and I believe that these two men need no big introduction from me because they are not strangers to you. Haresh has been hitting the streets with me in the past weeks and from the reception he has been given it is clear that you all know him well. He is a businessman and young activist for change in our town, and he brings a lot to our team. Big Sanch is certainly a household name in Orange Walk. A popular DJ, media man, sports enthusiast and family man, Sanch has shown that he is ready to take up a leadership role for the community. I have been impressed by his selflessness, his love for the youth and his sincere desire to play an active role in the development of our town. I think, especially these days, it is rare for anybody in political office to be able to say that they stand on their record and they are proud of what they have achieved while representing the people. But I speak for my team when I say that we are proud of what we have accomplished here in Orange Walk. With limited resources, we have been able to conduct work programs which have transformed our town and even now, the work continues. You all can see it. Some students asked me the other day what keeps me going when the work gets challenging and this is it – being able to make positive changes in your environment which impact

residents in a way that they appreciate. It can be as simple as paving a street. But it is important. But I can say with all honesty that what I feel has been one of our greatest achievements while in office has been the relationship we have forged with the people. See, our residents have learned that we are a no-nonsense team, that we don’t play politics, that we work for ALL regardless of affiliation and that we genuinely want our town and people to grow and prosper. The people know that we have vision and we have heart and we are here to work. And perhaps most importantly, as a team we are always accessible and we always listen. In every job and every undertaking there will be hurdles, but our people know that we are always willing to hear their concerns and to get the job done right. I believe in a new kind of politics. I subscribe to a different way of doing things – far different than what we have seen from the United Democratic Party in this past decade. I think I can sum it up by pointing to the work of George Price. He was a consummate leader, but he led by serving his people well. He was not a man above the people. He was not better than anybody else. He was not superior to anybody else. He was not arrogant. I believe in that. I believe in the politics of George Price. Certainly in these three terms of the Barrow administration we have strayed far, far from that vision of service. These days our leaders believe that they are to rule us, to dictate to us, to do what they want when they want. There is no accountability in governance anymore. There is no transparency in governance anymore. There is arrogance and victimization and a sense of entitlement. Our UDP leaders behave like they are to be worshipped like gods, and that as a people we are to be grateful for every crumb they hand out to us. Our Orange Walk team will NEVER subscribe to that kind of politics. We are here to serve and serve we will. We are here to work, and work we will. And where we stand, our actions speak much louder than our words.

Aquí esta es un resumen de la conversación: ¿Jimmy Morales tiene atadas las manos? No creo que tenga atadas las manos. Lo que creo es que hay una falta de voluntad política, hay una falta de decisión, hay una falta de visión. ¿Cómo puede alguien que es confeso y estuvo preso puede decir cómo se hacen bien las cosas? Siempre me lo preguntan y respondo lo mismo. No se puede tener diferentes respuestas para las mismas preguntas. Todos nos equivocamos: políticos, empresarios, académicos, líderes sindicales, etcétera. La capacidad de reconocer que uno se equivocó, la capacidad de pedir perdón y la capacidad de enmendar la actitud es lo que vale. Aquí nadie puede tirar la primera piedra en Guatemala. Hoy lo estamos viendo. El arrasamiento es total, militares, políticos, empresarios, intelectuales, constructores, es decir, la Guatemala que tenemos hoy la hemos construido todos con nuestros errores. ¿Ya no lo veremos como candidato? Ya se me pasó la época. Yo creo que hoy lo que tengo que estar haciendo es viendo, localizando, ubicando nuevos liderazgos y apoyarlos. Para que haya un cambio en la manera de hacer política. Es como que le pregunten a un tipo que nunca se ha tomado un

trago qué opinión tiene del alcoholismo, se le puede preguntar a alguien que fue alcohólico qué opina del alcoholismo, porque él sabe los estragos, él sabe las consecuencias, él sabe las causas, él sabe el daño que hace, entonces yo creo que a Guatemala le hace falta un mea culpa. A todos. Reconocer que nos hemos equivocado, que hemos tergiversado la política. Que hemos creado un sistema político, anquilosado, anacrónico, atrasado y antidemocrático que tenemos que cambiar. Jimmy Morales, nos dejó una frase “los que no son muy inteligentes, se tienen que rodear de personas que son bastante inteligentes”, ¿esto lo aplicó usted en su gobierno o cómo se puede interpretar esta frase? No me siento cómodo diciéndolo, pero tengo que decirlo, porque es la verdad. Si somos objetivos, si se crea un equipo de gente intelectual, académica, imparcial, objetiva, y se les pide que haga un análisis de todos los gabinetes de los presidentes de la época democrática, encontrarán que el mejor gabinete que he tenido, fue el que yo tuve… … hubo varios que estuvieron “jalados” (presos). Como en todos los gobiernos. Pero, la calidad: los dos cancilleres que tuve, los ministros de Economía, el de Finanzas… un presidente tiene que rodearse no solo de los que saben más que él, sino que son más inteligentes que él si se quiere hacer un buen gobierno. Un hombre no puede resolverlo todo, lo resuelven las mejores cabezas y profesionales de un país. ¿Qué le aconsejaría a Roxana Baldetti, usted que ya estuvo preso en Estados Unidos? Son diferentes las circunstancias, pero un consejo es que el día que tenga que enfrentar la justicia en Estados Unidos que no vaya a pensar en la posibilidad de juicio. En Estados Unidos de los casos que llegan a los tribunales se resuelven mediante la negociación, el 95 por ciento de los casos. Que vaya viendo la posibilidad de negociar, para tener una condena menos drástica.

México 10 AGO 2017 2016 no fue un buen año para la inversión extranjera directa en América Latina y el Caribe. Los flujos inversores cayeron un 7,9% en 2016 respecto al año anterior, lo que representa una bajada del 17% desde el pico máximo de 2011, arrastrados por los bajos precios de las materias primas, el lento crecimiento económico en algunos de los países más importantes del área –fundamentalmente Brasil y México– y por el escenario global de “sofisticación tecnológica y de expansión de la economía digital”, que tiende a concentrar las inversiones en las economías más desarrolladas del planeta. Las previsiones para el ejercicio en curso no son mucho mejores: la CEPAL, el brazo de Naciones Unidas para el desarrollo económico en la región, pronostica que la inversión extranjera directa caiga un 5% a cierre de 2017. América Latina y el Caribe recibieron la décima parte de la inversión extranjera directa mundial en 2016, cuatro puntos porcentuales menos que en el periodo 2011-2014, que fue uno de los más prolíficos en términos de inversiones en la región. Sin embargo, su peso económico sigue siendo superior al que representa sobre la economía global: del 3,6% del PIB frente al 2,5%. Cabe destacar que la inversión extranjera directa es un indicador muy volátil, en tanto que una gran operación corporativa –o, por el contrario, una desinversión de calado– puede provocar grandes cambios en ambos sentidos. MÁS INFORMACIÓN • La economía mexicana acelera el paso en la primera mitad de 2017 • América Latina se recupera, pero sin crear empleo • China profundiza su apuesta por América Latina De entre las grandes economías de la región, Brasil y Argentina fueron la cara y la cruz en términos de inversión. Pese al revés económico de la mayor potencia regional, que solo ahora empieza a ver la luz al final del túnel tras una de sus recesiones más severas, los flujos inversores repuntaron un 6% en 2016 y le permitieron mantener el cetro regional en este ámbito: con el salvavidas de China, casi la mitad de la inversión recibida en toda la región tuvo como destino Brasil. En el lado opuesto, Argentina fue el país en el que más cayeron los flujos inversores en 2016: un 64% respecto al año anterior, arrastrada por el bajo dinamismo de la economía nacional (-2,2%) y por un cambio regulatorio que aceleró la salida de capitales pero que este año dejará de afectar a las cifras de inversión exterior. A mitad de camino entre ambos gigantes sudamericanos quedó México: con más de 32.000 millones de dólares de inversión extranjera, el país norteamericano sufrió una caída del 7,9% pero logró mantenerse en niveles históricamente altos. México sigue siendo, además, el país de América Latina y el Caribe que más capital recibe en el sector manufacturero. Cabe señalar, no obstante, que el estudio solo tiene en consideración dos meses (noviembre y diciembre) desde que Donald Trump, con su retórica proteccionista, ganó las elecciones en EE UU, por mucho el primer inversor en México. En Colombia, el tercer país por llegadas, la inversión extranjera repuntó casi un 16% y en Chile descendió un 40%. Menor peso de las materias primas “Los países asociados al sector extractivo son los que más sufren”, ha subrayado este jueves la secretaria ejecutiva de la CEPAL, la mexicana Alicia Bárcena, en la conferencia de prensa posterior a la publicación del estudio. La inversión extranjera directa dirigida al sector de los recursos naturales pasó de suponer un 18% en el pasado lustro a solo un 13% en 2016, en línea con el fin del auge de los precios de las materias primas. Por el contrario, el peso de las manufacturas y los servicios aumentó hasta llegar al 40% y 47%, respectivamente. El grueso de las nuevas inversiones se concentró en energías renovables, telecomunicaciones e industria automotriz. En el primer caso, los proyectos de energías limpias –el rubro más dinámico con diferencia– representaron casi la quinta parte del monto anunciado en 2016, el triple que en el periodo 2005-2010. El acelerón inversor queda especialmente patente en dos países: Chile y México. Pese a lo negativo de los datos en términos generales, Bárcena ha destacado el caso de Panamá, una economía que apenas depende de la exportación de materias primas, que mantiene su pujanza y en la que las inversiones extranjeras crecen a un ritmo cercano al 16% anual. Panamá, la gran estrella del crecimiento económico regional en los últimos años, ya concentra el 44% de las nuevas inversiones en Centroamérica. Europa y EE UU, grandes actores de la inversión regional Pese al aumento de las posiciones chinas en Latinoamérica, Estados Unidos (20% del total) y, sobre todo, los 28 países de la Unión Europea (53%) siguen siendo los principales puntos de origen de la inversión extranjera directa: más de 7 de cada 10 dólares desembolsados tienen origen en estas zonas geográficas. “No ha habido diversificación por origen”, ha incidido la jefa del CEPAL. El acelerón del gigante asiático en los últimos años, en los que ha redoblado su interés por la región, no es suficiente: su posición inversora apenas supera el 1% de la IED. “Es de esperar que esta participación aumente el próximo año, incluso hasta el 3%, pero estos datos subestiman la presencia de capitales chinos en los países de América Latina y el Caribe”, inciden los técnicos del ente dependiente de la ONU. La inversión extranjera directa es una palanca de crecimiento especialmente relevante en América Latina y el Caribe, y su caída es una mala noticia para la economía de la región. “Ha sido un factor importante para el desarrollo de actividades exportadoras clave para el crecimiento, pero dadas las elevadas brechas de productividad y los nuevos escenarios tecnológicos que planeta la cuarta revolución industrial, hacen falta nuevas políticas para aprovechar sus beneficios en los procesos nacionales de desarrollo sostenible”, ha reclamado Bárcena. “La región tiene que moverse cada día más a la parte de telecomunicaciones y de tecnología digital”.

CINCO TICOS VIGILAN CUMPLIMIENTO DEL ACUERDO DE PAZ EN COLOMBIA

Oficiales integran la primera misión de Costa Rica en un proceso pacificador Se encargan de asuntos logísticos, quema de armas y enlace con civiles 12 DE AGOSTO DE 2017 María Elena González, oficial del OIJ, se dirigía a un allanamiento en Alajuela cuando recibió una llamada telefónica desde la sede de Naciones Unidas, en Nueva York. Con la llamada vino una entrevista y así el pase para formar parte de la misión de observadores de la ONU en Colombia, a cargo de supervisar el cumplimiento del acuerdo de paz renegociado y firmado en noviembre del 2016 entre el gobierno de Juan Manuel Santos y las FARC, que puso fin a 52 años de hostilidades. Un día después del timbrazo en el teléfono, María Elena, de 27 años, recibió la confirmación de su escogencia y el 8 de enero ya estaba en el país suramericano. Ella y los policías Gilbert Brenes y José Gómez forman parte de la primera misión oficial de observadores enviada por Costa Rica a un proceso pacificador bajo el mando de la ONU. Los oficiales fueron seleccionados mediante un concurso que se abrió tanto en el Ministerio de Seguridad Pública como en el Organismo de Investigación Judicial (OIJ). Tras la terna, las instituciones recomendaban participantes a la ONU, que al final tenía la potestad de elegir a los observadores. Otros dos costarricenses Mauricio Artiñano y Eduardo Valdivia, también laboran en el cumplimiento del pacto. Artiñano es el asistente especial del francés Jean Arnault, jefe de la misión de la ONU en esa nación, y Valdivia es voluntario en la zona de Pondores, La Guajira. La misión de Naciones Unidas en Colombia es una iniciativa avalada por el Consejo de Seguridad para verificar, en principio, el cese del fuego. Empezó a funcionar en la etapa final de las negociaciones y ahora supervisa el desarme de las Fuerzas Armadas Revolucionarias de Colombia (FARC), en la fase de posconflicto. En total, participan cerca de 280 observadores de 15 países, la mayoría de América Latina. El canciller Manuel González afirma que Costa Rica se interesó en estrenarse en misiones de paz, por las circunstancias del proceso colombiano, ya que se trata del fin de un conflicto y no de alguno aún pendiente, cuando resulta más común que se den los envíos de misiones. entrevista Funciones Al llegar a Bogotá, María Elena empezó durante un mes un programa de capacitaciones relacionadas con la historia del conflicto y el papel de la ONU en el proceso de paz. Luego, se desplazó a Miravalle, en la región de Florencia, del departamento de Caquetá, donde trabajó con la población

afectada por la guerra interna. Actualmente, se encuentra en la sede regional de Florencia. Aquí primero se desempeñó como asistente de Logística, es decir, se encargó del manejo de los inventarios de la sede y de los abastecimientos de víveres de las FARC, y ahora realiza labores como punto focal de género, una tarea en la que busca equilibrio en el trabajo entre hombres y mujeres de la misión. LEA: FARC dicen adiós a las armas en una Colombia en busca de la paz "Lo más importante es que los compañeros comprendan el significado de género y se logre un equilibrio en las funciones de todos y se respete la ocupación de cada uno. Que se vea limitada a estigmas sociales", señala María Elena. Gilbert Brenes, un policía que trabaja como inspector de Operaciones Especiales en la Unidad de Apoyo del Ministerio de Seguridad Pública y graduado en Psicología, llegó a Colombia en noviembre del año pasado. Fue designado suboficial en la zona veredal de Los Monos, municipio de Caldono, y tiene a su cargo el proceso de dejación y destrucción de armas. El agente, de 32 años y vecino de Cartago, recibió en Bogotá capacitaciones en primeros auxilios, derechos humanos, entrenamiento en un campo designado

para policías especializados y lo prepararon para enfrentar secuestros. De su experiencia, Gilbert resalta la convivencia con oficiales de otros países, así como la estrecha relación que resulta de convivir a diario con excombatientes, militares y representantes del Gobierno. "Me ha impactado la vida de los exguerrilleros que tienen hasta 20 años sin ver a sus familiares", relata. También cuenta sobre las dificultades que enfrentaron algunos excombatientes para dejar sus armas. "Uno ve los sentimientos encontrados cuando llega un exguerrillero y entrega su armamento. Ellos decían que tanto tiempo luchando por esas armas y ahora las estaban entregando", afirma Gilbert. La ONU dio por finalizada la entrega de armas el 27 de junio. En total, 7.132 armas individuales se dejaron en los 26 campamentos designados. Ahora Gilbert se concentra en la destrucción de esas armas y de granadas, aunque también en el hallazgo de caletas (escondites de armas en la selva). El otro oficial tico que integra la misión, José Gómez, es capitán de Policía del Ministerio de Seguridad Pública. Tiene 54 años y reside en Paraíso de Cartago. Sus labores en Colombia se enfocan en la zona de San José de Oriente. Allí tiene como función interactuar

con la población civil sobre el conflicto armado y se desenvuelve como asistente logístico y de Operaciones. Asimismo, se encarga de crear planes de seguridad para la sede en la que se encuentra, ya que estos lugares se catalogan como zonas de riesgo. José relata que algunos ciudadanos de las comunidades mostraban un poco de recelo del trabajo conjunto entre el Gobierno, las FARC y la ONU por la falta de información, pero afirma que ahora la confianza de las personas es más evidente. LEA: FARC concluyen histórica entrega de armas a la ONU en Colombia Desde la ONU La llegada de Mauricio y Eduardo a la misión en Colombia se llevó a cabo de una forma distinta. Mauricio, de 34 años, trabajó con Naciones Unidas en Sudán del Sur y Somalia, luego de ser consejero para la delegación de Costa Rica en la sede de Nueva York. En enero del año pasado, se encontraba visitando a unos amigos en Colombia cuando le ofrecieron el trabajo para empezar a planificar la misión , el cual comenzó un mes después. La mayor parte del tiempo sus funciones las efectúa en Bogotá. Le ha correspondido desde participar en el proceso para elegir el edificio de la sede del grupo, hasta diseñar los programas de entrenamiento para los observadores. Mientras Eduardo, bachiller en Relaciones Internacionales, supo del reclutamiento de voluntarios para la misión, mientras realizaba una pasantía en la ONU. El 26 de enero empezó la experiencia de Eduardo (28 años) en Colombia. Su trabajo consiste en verificar el cese del fuego y colabora con algunas tareas del equipo de observadores y es enlace con comunidades. El Consejo de Seguridad avaló el envío de una segunda misión para supervisar la reintegración política de los excombatientes que empezará a desempeñarse en setiembre. - ¿Por qué Costa Rica decide participar en este momento en una misión de Naciones Unidas? - Buscábamos una oportunidad y se dio en este caso de Colombia, pues es un país cercano y que se facilitaba por el tema del idioma. Además, es un proceso muy importante en el que se puso fin a 52 años de guerra. Este programa inicialmente se aprobó por una resolución del Consejo de Seguridad por un año y recientemente se renovó por un año más. Cualquier misión de este tipo pone en riesgo la vida de cualquier persona, pero en este caso más bien era la solución, la terminación de un conflicto. - ¿Por qué se enviaron tres personas? ¿Cómo se define la cantidad de observadores de cada país? - Es según las capacidades del país. Originalmente era solo un observador nada más, más bien ha habido un aumento importante de uno a tres. Nunca ha estado en nuestra capacidad enviar un número significativo por la carestía de personal que hay acá. Me sorprende, pero también me alegra que hayamos podido pasar de uno a tres. - ¿Evalúa enviar más representantes a otras misiones? - ¡Claro!, eso es importante porque es el nombre del país el que está dando vueltas. Costa Rica está inmerso en el mundo. Estas personas de alguna manera son nuestros embajadores y además es un tema también de solidaridad con el fin de un conflicto armado, el único que quedaba en la región. Me siento orgulloso de los costarricenses que están en esta etapa y que están adquiriendo conocimientos valiosos. Es importante destacar que estas son misiones de paz y no de guerra; su condición no es de soldados; eso no lo haríamos. Y probablemente, también por eso no hemos participado antes. En este caso estamos participando en un posconflicto, en otros casos, con los Cascos Azules, es cuando todavía está el conflicto.

A NEW DANGER ON BELIZE’S STREETS

By: Omar Silva The loud music and the bright, flashing lights mark the rhythm of a stampede of young people, and among them an enemy waiting for victims: crystal. Cristal is a methamphetamine whose consumption and distribution is small but rising in Belize, although not yet to the level of marijuana and cocaine which are the most sought after drugs. Carlos, a young Central American man 20 years old and out of school, likes to party every weekend with his friends, and now that he landed himself a job at one of the local nightclubs owned by a Chinese businessman, he works and parties more often. During his time as an all-a-rounder in the work place he had encountered patrons consuming crystal and then he was invited to hit on it by one of his colleagues. He did and continues, so far on weekends but considers that he is not addicted, because he only does it in the environment in which he works. He believes his parents do not know about his use or addiction, because the little time that they share with him does not give them the opportunity to notice anything strange about his outside activities as a young person. He said that all he gets from his parents is a greeting, while they keep their eyes fixed on the screen of their cellular phones which is not enough attention from a parent towards a son. Crystal, the drug that Carlos is getting hooked on is also known as ‘Meth or Cristina’, according to information provided by the Foundation for a Drug Free World. It is known that the substance is being produced in neighbouring Guatemala, but with almost exclusive export purposes; however, now this powerfully addictive designer drug has become popular for everyday consumption and is seeping into Belize in mostly discotheques and high tag nightclubs where the drug is discreetly provided. According to the Foundation for a Drug Free World, there are different stages to Meth. 1) The Rush—A rush is the initial response the abuser feels when smoking or injecting methamphetamine. During the rush, the abuser’s heartbeat races and metabolism,1 blood pressure and pulse soar. Unlike the rush associated with crack cocaine, which lasts for approximately two to five minutes, the methamphetamine rush can continue for up to thirty minutes. 2) The High—The rush is followed by a high, sometimes called “the shoulder.” During the high, the abuser often feels aggressively smarter and becomes argumentative, often interrupting other people and finishing their sentences. The delusional effects can result in a user becoming intensely focused on an insignificant item, such as repeatedly cleaning the same window for several hours. The high can last four to sixteen hours. 3) The Binge—A binge is uncontrolled use of a drug or alcohol. It refers to the abuser’s urge to maintain the high by smoking or injecting more methamphetamine. The binge can last three to fifteen days. During the binge, the abuser becomes hyperactive both mentally and physically. Each time the abuser smokes or injects more of the drug, he experiences another but smaller rush until, finally, there is no rush and no high. 4) Tweaking—A methamphetamine abuser is most dangerous when experiencing a phase of the addiction called “tweaking”—a condition reached at the end of a drug binge when methamphetamine no longer provides a rush or a high. The substance can be injected or taken in a homemade pill, but the preference for the party going consumers in the country seems to be inhaling it in powder form. In powder form you can get it in different colours: pink, black and turquoise, among others. "One of the hypotheses that is handled in the theme of the different colours is that it is used to mislead the authorities, because the effect remains the same," Carlos says.
