BARROW VS. FABER Belize City: 22nd August 2018 Shyne Barrow, the son of Prime Minister Dean Barrow made a serious incitement of his minister Patrick Faber on Tuesday when he said the aspiring UDP Party Leader’s judgment was not always reliable. Speaking to the press about an ongoing fight with Faber, over money Barrow said: “his judgment has not always been reliable,” a serious statement about the man who intends to become his Party’s Leader. The fact that Shyne is the son of the current UDP Party Leader and should report directly to Faber, the Minister responsible for Culture, not only shows his blatant disregard for the authority for his boss, but is also a clear sign that this Barrow is not supporting Patrick Faber for Party Leader. During the last campaign for the Deputy Leader of the UDP the Prime Minister’s CEO and one of his closest confidants Audrey Wallace stepped out from behind the shadows of her boss the PM and publicly supported and helped to raise funds for Patrick Faber.

UDP insiders say that Audrey Wallace, who is not a fan of the Vega/ Saldivar Group, but the darling of the new UDP millionaires, supports Patrick, a Belize City man over John Saldivar, who has never been a part of the San Pedro and Miami Beach crowd. Since the PM announced that the UDP would hold a leadership convention sometime next May, the UDP have been going through some serious infighting. It started with the announcement that Michael Peyrefitte would be contesting in Port Loyola and since then all efforts have been made by some high-ranking UDPs to push Dean Samuels and Phillip Willioughby out of Port. As UDP ministers start to pick sides and deals start to get cut, people like Willoughby had to run to Faber for cover after he was unceremoniously kicked out of NEMO by Castro. In Freetown the Fight between Carla Barnett and OJ Elrington has become so messy that recordings have emerged with a young man speaking of having intimate relations with the aspiring Elrington. Those from the OJ camp believe this video is the work of desperate Carla Barnett supporters fighting to hold on to the UDP Freetown candidacy. All these movements inside the UDP have resulted in a cabinet room where there is distrust and great animosity. While the Prime Minister remains silent through it all, the obvious move by his son to question the competence of the Deputy Party Leader could not have happened without the blessing of the Party Leader. UDP insiders also say that with the emergence of Hugo Patt who is now the Prime Minister ad interim, Patrick can no longer boast of being the PM’s favourite. The choice of who should act as Prime Minister when the PM is away is solely the decision of Mr. Barrow so the bypassing of Faber for Patt is a sign that Faber can not expect the full support of the Barrows. With all the efforts being made to get Peyrefitte installed as the UDP candidate in Port Loyola and Patt being awarded with the very powerful ministry of Natural Resources and the new go to guy for acting PM, there are many who believe that the UDP leadership fight is no longer a two man race but now a four man one and Mr. Barrow while showing no special favor to either Faber or John Saldivar may be using his surrogates to send the message that he is hoping for new leadership to emerge. Trouble for Barrow is that he is shuffling the same dirty deck

of cards filled only with corrupt and incompetent players. These are early days in fight between Barrow and Faber and already the things are heating up. For sure Faber will have to fire back at Shyne who many in the UDP believe does not deserve the right to be a part of the team due to his past as a convicted felon. Faber no doubt will try to put Barrow in the same bracket as Mark King, only to do so he may have to square off against another Barrow. Either way, the Barrow/Faber “bromance” has ended and the catfight has now begun.

Belize City: Tuesday 21st August 2018 This week Brigadier General Miguel Ángel Huerta Ceballos who was appointed as new Commander of the 34th Military Zone less than a year ago told a Mexican media that the territory of Belize, in its border area with Mexico, continues to be a clandestine runway for Narco Planes that descend into Belize with drugs destined to be channelled into Mexico via the porous border outlets with Quintana Roo. General Miguel Angel Huerta Ceballos, confirmed the above, in addition to revealing that in recent months, Mexican radars have managed to detect at least four suspected narco planes by the air limits approaching between neighboring Belize and Quintana Roo. Huerta Ceballos explained that there is an existing coordination protocol with the authorities of Belize, and that they are notified in advance of any airspace penetration and attempt by suspect aircrafts on either side to land, but it has always been ignored. He added that Belize must strengthen their surveillance system. Belize is considered a landing haven for the Sinaloa Cartel operating in Southern Mexico but makes use of the facilitation of the remote areas throughout the country that is within minutes of the Mexican border. By the time Belize Security forces arrive on the landing site, the drugs are already bailed out and transported into Mexican territory. Drugs are then pushed further north through Mexico towards the U.S. borders. Huerta Ceballos said that during transporting of drugs to its destination, facilitators in Belize and cartel operators distribute along the route, especially since Quintana Roo which is a tourist area and tourism demands

Who Carried Out the Execution? Belize City: Wednesday 22nd of August 2018 The killers who gunned down Orange Walk’s Back-a-town Crips Gang Boss appeared to be professional hit men who in a calculated move emerged from a Jeep Patriot last Sunday evening wearing masks and singled out Trimino and Calderon as they fled into a nearby house, shooting through the closed door sixteen times to finish the job. Police Investigators are saying that they have no suspect nor any leads and have not found the getaway car used to commit the brazen daylight execution. The Minister of State in the Ministry of National Security, Elodio Aragon Jr. for his part told the media that the execution-style murder of Back-a-Town Crips Gang Boss, Junior Triminio and Christopher Calderon, was obviously a hit. Aragon Jr. said, “I believe that in this country, we must target these people who are involved in criminal activities. It is difficult; however, to say if any police effort would prevent any sort of retaliation, he added that we must all learn in a community that if you live by the gun, you will die by the gun.” This gangland style double execution has shaken the entire community of Orange Walk.Triminio, thirty-four year Crips Gang Boss and his apostle nine-

He is originally from Villa de Álvarez, Colima, is 60 years old and holds a bachelor’s degree in military administration, as well as a master’s degree in military administration for national security and defense.

The brazen shootout unfolded in front of several persons just outside the Louisiana football field on Zericote Street, where an under-fifteen football championship match was taking place. The crowd present claim they heard the sound of at least sixteen shots being fired targeting the renowned gang leader and his apostle. Triminio suffered seven gunshot wounds in the head and body while Calderon received six shots in the same area of head and body. Triminio died while being rushed to the Northern Regional Hospital, and Calderon died shortly after while receiving treatment. There are growing concerns by residents of that northerly municipality that Triminio’s murder could trigger a series of retaliation. Both men were socializing in a group when an unmarked white jeep approached the area when a male person exited the vehicle armed with a handgun and a ski mask over his head and begun firing rounds in the direction targeting Triminio. Both The Gang boss and Calderon tried to run finding refuge in a nearby house, but they were followed by consecutive gun fire that penetrated even the doors to the house in which they entered. Triminio, is a known gang figure to authorities who police say had many enemies and several cases of drug trafficking before the courts. Police set up a joint special operation and checkpoints to ensure public-safety control during the funeral service this past Wednesday. The question is, who carried out the double execution?

FALLING APART …before Patrick Faber’s very Eyes BELIZE CITY, Wed. Aug. 22, 2018 Gwen Lizarraga High School located in the heart of the Collet, continues to be marred by controversy. This time several teachers are the victims of a politically motivated witch-hunt to purge the school of anti-government sentiments. Information to our newspaper is that seventeen teachers, or almost half of the teachers at the high school, will be arbitrarily dismissed just days before school reopens. On Monday teachers were huddled into a meeting with the school’s Vice Principal, Louis Mortis. In that meeting Mortis confirmed that the school’s Board of Management and the Administration recommended the dismissals to the Ministry of Education (MoE). Ultimately the decision to finalize dismissals is held only by the MoE which is headed by the self-important Minister Patrick
Faber. The scapegoat for this political assault is that the school has seen a decline of 300 in the student enrolment rate over the last two years. So far only an estimated 350 students have registered for this upcoming school year and with the dismissal of 17 teacher, only 47 teachers will remain which means that there will be seven students to one teacher on campus. Deborah Domingo, the CEO in the Ministry of Education, washed her hands clean from this situation in an interview with the press. She said that the recommendations were made solely by the board of directors and the administration at the school. And while she claims to not have received a list of the teachers to be dismissed, she purported that the dismissals were not disciplinary or punitive. However, at this newspaper
we do not believe in coincidences at all. We recall that in April of this year almost 20 teachers at Gwen Liz staged a sit-out in protest of the reappointment of former defeated UDP Belize City Councilor, Alifa Elrington, to the school’s board. The cause for the protest was because when Elrington lost the March 7th municipal election she should have been removed from the board. However, instead the Vice Principal returned her to the board in the capacity of Community Representative, without consultation from the teachers. Again, the teachers at Gwen Liz angered the powers that be at the school last year when they stood in solidarity with Principal, Dr. Lorna McKay. McKay was forced out of the school during her time as principal and placed under investigation and recommended for dismissal by Chairman of the Board, Roosevelt Blades. We remind you that Blades is a henchman of the Minister of Education. Dr. McKay, claimed that she was being victimized and bullied by him. And the Teaching Service Commission agreed with her suggesting that the call for her dismissal was unreasonable. Again in October 2016, the teachers at Gwen Liz stepped on the toes of their political bosses. This is because they partic-
ipated in the historic 11 days of protest for good governance. Those teachers stood in defiance although their school was situated in the heart of the Collet Constituency which is represented by Patrick Faber, present Minister of Education. We suspect that for these reasons and more the Ministry of Education wants to make an example of the teachers at Gwen Liz high school. They want to silence and control them using intimidation tactics. The dismissal of seventeen teachers’ days before the reopening of classes without any real explanation has the hallmarks of political victimization.

“Please Don’t Forget to Re-register” Hi Everybody, While I am aware that these are very busy times with the final arrangements for getting our students back to school as well as the roll out of this year’s September Celebrations, I want to remind all of you 18 years or older who did not go out and register to try to do so before the end of the month. Reregistration will not end on the thirty-first August, but for many of you, especially those in the rural communities, it will mean the added inconvenience of having to travel to the nearest Elections and Boundaries Office in your area. For some, this may mean traveling many miles from your village into Town, and this could be an additional cost in these already hard times. So if you have not yet registered and can do so this week, please go out and get registered because we need every Belizean 18 years or older, who qualifies as a voter, to go out and get registered. When you think about it the whole reason, we are all so festive in September it is because of our democracy. We celebrate our independence and in truth, what we are celebrating is our freedom and a democratic culture that came only because of the determination of our past leaders. As I have said before, it was Mr. Price, Madam Liz, Lindy Rodgers, David McCoy, Florencio Marin and a whole lot of nationalists who not only fought for universal adult suffrage but also for the voting age to be lowered from 21 to 18 years. Their efforts paved the way for every qualified Belizean 18 years or older to cast their ballot for elections or for any referendum in Belize. We must never forget who we are: a nation of Belizeans who desire to live in a free society exercising our right to determine how we are governed and who should lead us. Now if you believe this is worth protecting, then the least you can do is take the time to go out and get registered. Remember now next year will not only be the very important ICJ referendum, but also village council elections and who knows; we may even have general elections. So like the boy scouts’ motto says: be prepared. So yes, we have to put things in place for the start of the new school year. Yes, we have to remember that we are getting into the more active part during the hurricane season, so we have to keep our hurricane preparedness plan in place. And yes, we need to enjoy the celebrations. However, we cannot forget that our democracy needs us if we are going to Build a Belize that works for everyone – so register! 1. Can the Minister of Education please inform the parents and students of Gwen Liz High School why the staff at Gwen Liz is up in arms over the reduction in size of the teaching staff? And will the minister also say if his disgraced political operative and Chairman RB was the mastermind behind this latest foolishness? 2. Will the Prime Minister please say if he agrees with his son Shyne that the Deputy Prime Minister’ s judgment has not always been reliable and if so which of his ministers judgment he would consider to be reliable? 3. Will the Minister of National Security John Saldivar please tell the nation if he is in agreement with his Minister of State Elodio Aragon when he said that the police “have to target the criminals?” And will the minster also say if this means police sanctioned execution of so-called criminals? 4. Will the Minister of Immigration please inform the nation and especially those in the tourism industry if there is a ban on Venezuelans being allowed to enter Belize? 5. Will the Minister of Finance please ask the Head of the FIU if any information involving off shore banking related to highly connected UDP officers formed a part of the evidence that helped to convict Paul Manafort in the Southern District of New York? And will the Minister of Finance please say if any of his highly connected Party Officials may be called to testify in the US courts in the upcoming trial of Mr. Manafort.

EXPOSES UDP CRONYISM
Sapna Under Fire
BELIZE CITY, Wed. Aug. 22, 2018 A cockfight between the UDP’s Shyne Barrow and Patrick Faber has only helped to expose handpicked UDP crony, Sapna Budhrani. Budhrani, a Faber loyalist, serves as the Administrator and now the President at the National Institute of Culture and History (NICH). However, her appointment to both posts has not been met with applause by many including the unstable Barrow. He critiqued that she was unknown in the world of arts and culture. It would appear that she fell from the sky and landed at NICH. He further claimed that she was simply “installed” as president and received much preferential treatment. So much so that she did not sit in any interviews or formal processes as her predecessors did. According to him, Budhrani has no vision for NICH and has not even prepared a budget or calendar of events. In his tirade Barrow went on to claim that Budhrani was not qualified to serve in both capacities as Administrator and President. “I do think that it is inappropriate that you have a president, who is also the administrator. I think for checks and balances, for accountability and transparency, it is important that those roles be separated,” he said. According to Barrow he raised these
concerns with Minister Faber and with President Budhrani but he has not received any response. While Barrow awaits a response, an audit of NICH finances is raising alarm. The audit reveals that several dollars have disappeared without a trace. Additionally, the audit questioned the fuel consumption of a vehicle assigned by NICH to Budhrani. The audit was so explosive that it prompted a meeting at NICH but employees remain tight-lipped about the results of results of that meeting this morning. Despite all the criticism Faber continues to express his confidence in Budhrani. According to him, some people are simply trying to undermine the President. However Barrow was quick to also throw Faber under the bus. “His judgment has not always been reliable,” he informed. While Barrow continues to rain on Budhrani’s parade our newspaper must remind readers that he is no different. He too was handpicked and remains unqualified for the post as Music Ambassador. He is nothing more than an ex-convict and deportee whose actions almost led to the deaths of three persons in a night club in the United States. As this cock fight continues uninterruptedly it is left to be seen what new scandals and developments will surface

TIME TO GET REAL
T
he manipulation of official statistics at all levels of government is one of the biggest limitations we have here in Belize. This prevents the compilation of reports, studies, analysis of data needed to effectively formulate and manage fiscal policy. It is said with ridicule that in Belize, there are three types of lies: white lies, whoppers and then the warped information Ministers of Government tout as official statistics. Based on unreliable information any corrective measures aimed to improve the current quality of life in Belize would and has resulted in disastrous results. We have the least statistical certainty or confidence in economic markers. The GOB hawks that unemployment rates are at 9% up slightly from 2016 which stood at 8%. We ask you the Belizean citizens if you honestly feel that the unemployment outlook has in the slightest way improved from 2010 when we were at an all-time record high of 23.3%. These numbers do not accurately represent our blunt reality where more than 25,000 people are currently underemployed. This means that on average they work less than 18 hours per week or just about 2 days per week. The SIB currently considers a person employed “if that person is of age 14 years and older who works at least an hour a week.” Try to wrap your mind around the fact that even if you currently work just one hour per week at minimum wage you are counted as employed. It is no wonder that the statistics look so rosy. Government officials, repeat as if it were a litany, that the macroeconomic variables show stability in interest rates and inflation index. They even blindly venture so far as to project annual economic growth rates at 2 - 3%. In 2017 small, medium and even large companies experienced a downward trend, centred on three general manifestations of the economy at the time. The first was a marked reduction in billing, followed by severe liquidity restrictions in the banking sector. Third the need to implement reductions in operating costs. Surely 2018 does not bode well as a better year. The agricultural sector also experiences serious problems as the international prices of traditional export products have fallen. While our small farmers suffer the effects of the increase on the price of inputs, they require. Climate change has caused massive losses for farmers due to drought. Another element that adds to an already exasperated situation is the unfortunate state of road infrastructure. Farmers especially find it difficult to move their produce from the farm to the market. The Caribbean Development Bank, the Inter-American Development Bank, the International Monetary Fund and several other international agencies have all issued unfavourable assessments for our country. They have warned that there will be serious repercussions to the uninhibited spending and corruption we have in government departments. Unless serious reform and proper checks and balances are put in place to safeguard the public purse from abuse our economy will continue to suffer. We need a clear picture of how much is owed to the GOB in arrears. The Ministry of Finance must insist that all its collecting agencies report and give account. Collection of arrears needs to be a priority to reduce the need for ever increasing taxes on fuel, electricity and other inputs. These band aid measures serve only to further erode investor confidence. Under these conditions, foreign investments will dry up and others like the Fruta Bomba Ltd. in the North may continue to move away. This government continues to purposefully use misleading information to fabricate illusions of a prosperous economy. They are fooling no one but themselves. As my granny used to say “daah fool dih talk, but daah no fool dih lisen.” Belizeans demand a clear and unbiased assessment of the economic prospect in our country. It is time to get real!

a manipulación de las estadísticas oficiales en todo nivel de gobierno es una de las mayores limitaciones que tenemos aquí en Belice. Esto impide la recopilación de informes, estudios, análisis de los datos necesarios para efectivamente formular y administrar la política general y fiscal del gobierno. Se dice en broma que en Belice, existen tres tipos de mentiras: mentiras piadosas, grandes mentiras y luego la información distorsionada que los ministros de gobierno pregonan como si fueran las estadísticas oficiales. A partir de información poco fiable cualquier medida correctiva enfocada a mejorar la calidad de vida actual en Belice ha dado lugar a resultados desastrosos. No tenemos la menor certeza ni confianza en las estadísticas ni en los marcadores económicos. El Gobierno de Belice (GOB por sus siglas en inglés) se jacta que la tasa de desempleo está al 9% un poco más alto que en 2016 cuando estaba en el 8%. Les preguntamos a los ciudadanos beliceños si honestamente creen que el panorama de oportunidades para el empleo ha mejorado en lo más mínimo desde el 2010 cuando estábamos en un récord absoluto de 23,3%. Estos números no representan con exactitud nuestra realidad contundente donde más de 25.000 personas están actualmente subempleadas. Esto significa que en promedio trabajan menos de 18 horas por semana o casi 2 días por semana. El Departamento de Estadísticas de Belice (SIB por sus siglas en inglés) actualmente considera empleada a una persona “si esa persona tiene 14 años de edad y trabaja al menos una hora a la semana”. Trate de asimilar el hecho de que aun si usted trabaja actualmente sólo una hora por semana y a salario mínimo se le cuenta como empleado. No sorprende que las estadísticas se vean tan optimistas. Los funcionarios del gobierno, repiten como si fuera una letanía que las variables macroeconómicas muestran estabilidad en las tasas de interés y el índice de inflación. Incluso se aventuran a ciegas hasta el punto de proyectar las tasas de crecimiento económico anual al 2-3%. En 2017 pequeñas, medianas y grandes empresas experimentaron una tendencia descendente, centrada en tres manifestaciones generales de la economía actual. La primera fue una reducción marcada en la facturación, seguida por las restricciones de liquidez severa (costo de endeudamiento) en el sector bancario. En tercer lugar la necesidad de implementar reducciones en los costos operativos. Seguramente el 2018 no presagia ser un mejor año. El sector agrícola también experimenta graves problemas como la caída en los precios internacionales de productos tradicionales de exportación. Mientras nuestros pequeños agricultores sufren los efectos del aumento en el precio de los insumos requeridos y el acceso a agro-financiamiento asequible especialmente en el sector de la banca privada. El cambio climático ha causado enormes pérdidas para los agricultores debido a la sequía. Otro elemento que añade a una situación ya exasperada es el estado lamentable de la infraestructura de carreteras. A los agricultores se les hace especialmente difícil mover sus productos desde la granja al mercado. El Banco de Desarrollo del Caribe, el Banco Interamericano de Desarrollo, el Fondo Monetario Internacional y varios otros organismos internacionales han emitido evaluaciones económicas desfavorables para nuestro país. Han advertido que habrá graves consecuencias por el gasto desinhibido y la corrupción incrustada que tenemos en los departamentos del gobierno. A menos que se ponga en marcha una reforma seria y que se pongan en práctica los controles y equilibrios apropiados para salvaguardar el erario público del abuso nuestra economía continuará sufriendo. Necesitamos una imagen clara de cuánto se le debe al GOB en mora El Ministerio de Finanzas debe insistir en que todas sus agencias que recolectoras informen y den cuenta. La colección de mora debe ser una prioridad para reducir la necesidad de seguir aumentando los impuestos sobre el combustible, la electricidad y otros insumos. Estas medidas improvisadas sólo sirven para erosionar aún más la confianza y ahuyentar a los inversores. En estas condiciones, las inversiones extranjeras se agotarán más y otros, como la Fruta Bomba Ltd en el norte, pueden seguir alejándose. Este gobierno sigue utilizando intencionalmente información engañosa para fabricar ilusiones de una economía próspera. No engañan a nadie que a sí mismos. Como mi abuela solía decir “tonto será el que habla, pero no tanto los que escuchamos”. Los beliceños demandan una evaluación clara y objetiva de la perspectiva económica de nuestro país. ¡Es tiempo de hacerle frente a la realidad!

TAIWAN RICE DUMPING?
Belize City. Thurs. Aug. 23, 2018 On Wednesday the Republic of China (ROC) Taiwan, donated 10,000 bags of rice to the Ministry of Human Development, Social Transformation and Poverty Alleviation. However, while the donation was welcomed by Minister Anthony “Boots” Martinez, many Belizeans have expressed concerns about the impacts of this donation on the livelihoods of local rice farmers. Today, Jose Abelardo Mai, the PUP’s Deputy from the North, held a press conference to share his position on the donation. Mai explained that, “It comes at a time when our farmers have a large amount of rice in their containers, in their silos.” “We have rice that has been harvested from two years ago, which we are unable to market quickly enough,” he added. He questioned why Taiwan would make a donation of rice when Belize is experiencing a surplus. In a prior interview today, Minister Martinez claimed that the donations will be passed on to charitable agencies and Non-Governmental Organizations (NGOs), and so he claims that this would not affect the local market. However, Mai disagreed and suggested that if Taiwan really wanted to donate to Belizean charities they could have purchased the rice from local farmers. He argued that this would have been cheaper for the Taiwanese government as rice in Belize is valued at an estimated 89 cents per

accepting the donation. Up to press time the other ministers, the CEO in the Ministry of Agriculture remain clueless about the donation. He explained that the, “Ministry of Trade had to give a permit, the Ministry of Agriculture had to recommend it, BAHA had to do the plant health inspection, so there’s a lot of line ministries and statutory bodies that had to be involved.” However, that was not the case. DISRESPECT!
Belize City: Thursday 23rd August 2018 Last month the Government of Belize excluded Belize City Mayor, Bernard Wagner, from the Citizen Security Summit. Many suspected that it was an innocent oversight and not the manifestation of petty partisan politics. However, again this month, our Belize City Mayor Bernard Wagner was disregarded and disrespected by GoB. He was not invited to any of the official ceremonies regarding President Tsai Ing Wen’s official state visit to Belize from Taiwan. Last Thursday the President was bestowed with the Order of Belize at the Museum of Be-
lize but Mayor Wagner was not invited although the event took place in his municipality. On the contrary, last Friday during a special sitting at the House of Representatives in Belmopan, Mayor Khalid Belisle, was formally invited to the ceremony. Following that ceremony she was invited at the residence of Senate President, Lee Mark Chang, for a feast. While we hold GoB accountable we also hold Taiwan Ambassador to Belize H.E. Charles Liu, equally responsible for this gross disrespect. We consider this a grave diplomatic blunder especially at a time when the Republic of China (ROC) Taiwan, is in need of friends.
Ambassador Liu should ensure that no Belizean official is rubbed the wrong way or made to feel as if he is not a valued part of the Taiwanese foreign policy. We note that unlike the Taiwanese, the recently appointed United Staes Charge’d Afdairs, Keith R. Giles, has payed a courtesy visit to Mayor Wagner although the US Embassy is situated in Belmopan. It is our hope that the continued disrespect of an elected official will discontinue and a more bipartisanship approach will be employed for the development of our people and country.

UDP UNDERMINES BELIZE CITY COUNCIL Belize City: Tuesday 22st August Five months after pulling off a political upset in Belize City, the PUP led Belize City Council has finally come under attack. And it is suspected that the attack is from none other than the UDP’s Deputy Leader, Patrick Faber, under whose watch his party lost the deeply coveted Belize City after twelve long years in office. The suspicion is a valid one, as Faber is the chairman of the National Celebrations Commission (NCC) which cut the council’s budget for September celebrations by a whopping 20 per cent without any explanation. A statement from the Mayor’s office explained that in July the council submitted its list of events for the September celebrations. This list included the annual Municipal Fair. However, last week the NCC responded with the unexpected bombshell. Given the reduced budget, the council’s September committee met last Thursday and opted to cancel the Municipal Fair as it simply
could not afford it. “The Council underscores that the decision to cancel the Municipal Fair is solely a direct result of the arbitrary reduction in funding allocated by the NCC,” said the statement. “While we do not believe that our National Celebrations should be politicized, the Council has not been able to receive a solid justification for the unexpected reduction, especially since we are of the view that no other municipality’s funding was reduced,” the statement continued. The statement revealed that while funding to Belize City was reduced, this year the NCC received 50 per cent more funding from the Republic of China (ROC) Taiwan than it did in 2016. Amidst the shrinking of its budget, and looming legal woes inherited from the previous council, Deputy Mayor Oscar Arnold remained positive. He told the press that all other initiatives and celebrations will continue as per normal. Despite the political attack and mischief, Arnold told our newspa-

Desde hace más de 50 años Beliceños de todo el país, especialmente de Corozal y Orange Walk, esperamos este evento anual que rinde homenaje a la historia de este pueblo y su patrono San Joaquín. Las fiestas que marcan esta ocasión es un homenaje a una comunidad de personas con una cultura rica que se remonta a 1858, cuando Andres y Felipa Magaña habiendo escapado de los estragos de la guerra en Bacalar, México, encuentran paz y un lugar para iniciar su hogar aquí en esta hermosa aldea. Su historia es la historia de muchos de nuestros antepasados que vinieron aquí a Belice escapando de la Guerra de las Castas. Hoy la cultura beliceña se enriquece con las contribuciones de muchos de los mestizos y mayas de Yucatán y Quintana Roo que trajeron a Honduras Británica un nuevo grupo de colonos con una nueva cultura y que estaban dispuestos a trabajar las tierras fértiles del norte de Belice y participar en la construcción de esta nación. Mientras celebramos los logros de estos hombres y mujeres valientes, saquemos fuerza y coraje de lo que eran capaces de lograr y seamos inspirados por su valentía y así consigamos superar los desafíos que hoy en día enfrenta nuestro país y por extensión esta comunidad. Cuestiones como el desempleo
juvenil, el crimen y la violencia, el costo de vida que sigue aumentando y la falta de oportunidades para las personas en nuestras comunidades rurales. Frente a la crisis que enfrenta la industria azucarera y mucho más nuestros caneros pequeños, que están entre sus familiares y amigos aquí en San Joaquín, debemos ser valientes y trabajar juntos para salvar y restaurar la industria de la caña de azúcar. Si trabajamos juntos podemos encontrar una manera de hacer rentable la industria azucarera mientras que al mismo tiempo, usando nuestra creatividad para encontrar formas nuevas y creativas para crear nuevos medios de empleo para nuestros jóvenes aquí en San Joaquín. En muchos sentidos, esta fiesta marca el inicio de nuestra temporada de celebraciones nacionales aquí en el norte. Los maratones de fútbol, eventos culturales, danzas y encuentro de familiares y amigos celebran quienes somos como beliceños. También sirve como un recordatorio para todos nosotros de ser audaces como las primeras familias de San Joaquín eran, siempre creyendo que con la gracia de Dios, a través de trabajo duro y la mente determinada y por el amor de esta comunidad y nación, podemos a seguir adelante. Que Dios siga bendiciendo mucho a San Joaquín y Belice y que tengan una Fiesta de San Joaquín exitosa y sin acontecimientos. Muchas gracias.

BELIZE NEEDS AN URGENT UPGRADE PUBLIC IN TRANSPORTATION “The reality about transportation is that it is future-oriented. If we are planning for what we have, we are behind the curve”. –Anthony Foxx– By: Dr. Pedro Villegas I. Background Transport drives economic activity and is fundamental to human welfare, but the sector is also a major source of greenhouse gas emissions and other forms of pollution, with significant impacts on the environment and human health. Transport activity is increasing around the world, as economies grow, which means that the sector’s emissions are also on the rise. That’s largely because 95% of the world’s transport energy still comes from fossil fuels. Air pollution kills nearly 7 million people every year around the world. The situation could worsen in the coming years in Central America and the Caribbean, where transport, a rapidly growing sector, is the main source of greenhouse emissions. The region’s vehicle fleet is expanding faster than any other in the world and could triple over the next 25 years. This would result in a collapse of the cities’ road infrastructures and in a proportional increase of pollutants. To avoid this dramatic scenario, several countries in the region like Colombia and Panama are implementing innovative laws and projects to promote electric mobility and introducing clean vehicles into their public transport. II. Discussion Belize has one of the oldest and less reliable transportation fleets in the entire Central America and the Caribbean. Currently 20-30 years old school buses are the main transport in Belize. The reality is that when you take a bus you never know if you will reach your destination safe and on time. Drivers in Belize should always be careful especially at night due to animals, pedestrians and lack of signs on the road (especially where speed bumps or sharp turns are located). There are 4 main Highways in Belize: 1. Phillip Goldson Highway, also known as the Northern Highway. This is an 85-mile road that begins in Belize City and ends in Corozal Town, the most northern part of Belize. 2. George Price Highway, commonly known as the Western Highway. This starts at the southern exit of Belize City, and continues 77 miles west of Belize running through Hattieville, the Belize Zoo, the Capital Belmopan, the twin towns of San Ignacio and Santa Elena and ends in Benque Viejo del
Carmen at the Guatemalan border. 3. Hummingbird Highway. This is a 56-mile road that starts at the Western Highway in Belmopan all the way to Dangriga. The Hummingbird dips and swoops through some of the most beautiful territory in Belize. 4. Southern Highway, which is one of the best roads in Belize. It starts at the cutoff just before entering Dangriga Town for 93 miles all the way to Punta Gorda Town. Why not put in place a government funding program that allow bus owners to acquire better and newer buses? This long-term investment is imperative to meet demands in infrastructure. Modern Buses are safer, more efficient, more comfortable, and more reliable, burn less fuel and have lower maintenance costs. Why would they have to raise the fare price? One possible solution is to import alternative forms of transport that run on butane gas or solar electric; we need to adopt these better technologies, it is a better longterm investment which could create the economic stimulus for our hard-working bus owners. In Belize the buses are a mess! Why can’t we be a country that has rules and regulations to follow for safety and a clean environment? Bus owners currently maintain its buses with very low-quality brake pads that can’t withstand the intense friction heat of the originals, it causes the pads to catch fire making a lot of toxic smoke, showing insufficient compliance of Transport Authorities that represent a risk to people’s health and the environment, since this could cause lung cancer, asthma and other respiratory illnesses. The daily routine bus inspection must check brakes, steering oil, indicator lights, tires, tank seals and extinguisher, etc. We believe that buses should be inspected every year for road worthiness. Is it a requirement for road permit by Transport Department? Well maintained buses and skilled bus drivers ensure road safety for passengers.
Enforcement for all buses to pick up and drop off passengers only at the designated bus stops should be put on place. It is annoying when buses stop anywhere on the middle of the streets causing obstruction to other vehicles. In the case of Belize City, Minibuses are the best choice to move especially at pick hours when city is congested. Minibuses are more dynamic and responsive than large buses. They can be a better fit for the geography of the old capital city with their narrow streets and road complexity. Fewer than one in three of the poorest tenth of the population own their own car. With our bus system in such a state, it is unsurprising that those with the least money are three times more likely to use a bus. In fact, our buses are a disaster and there is no expectation about when it will be fixed; so, frustration, complaining and disappointment are going to an empty box. Private bus companies have one motive, after all: making profit, rather than catering to the needs of their users, and rather than invest in improving bus services. Without plenty of paved roads and highways, particularly in rural areas that are suffering for creating the ideal road trip not only is the bus the unique alternative for normal Belizeans, but it’s also the least expensive way to travel the entire country. Do you know that free WiFi, power outlets, a restroom, air conditioning, and reclaimable seats are the standard on most buses in the region and the world? Since the launching of the Comprehensive National Transportation Master Plan in Belize City last May 22nd, 2018, no action has been taken. Government Press Office informed that with the support of the Inter-American Development Bank (IDB) sets an implementation plan for the country’s transport sector over the next years. Experts from Egis International of France in association with Trans-Consult of Mexico prepared the proposal. This project will be funded by a
technical cooperation grant from the IDB’s Japan Special Fund valued at US$880,000 along with the counterpart contribution of US$220,000 by the Government of Belize. The reality is that couple of months later we are at the same position, when actions will be taken? To worsen the situation our Belizean buses are prohibited to enter Guatemala through wester border and several times have not been allowed to cross northern border to Chetumal, whereas Guatemalan buses from several lines freely circulate Belizean highways from west to north with the corresponding permission and authorizations, is that fair and right for you? III. Conclusions Public transportation is as crucial for social and economic development as is agriculture, infrastructure, electricity and communications. We will never develop our economy as long as workers and students are unable to move efficiently and safely. A properly functioning bus system should be a national development priority. Maybe we would be accused of being dreamers because our imaginings seem impossible to get, but we must fight and claw for our people who deserve better services. All we can do is to help ensure that we indeed deserve a society that is fairer and just for all. We cannot be doomed or damned by the circumstances and forces of the street on which we live. RE-REGISTRATION RUMINATIONS Back in 1997 there was a re-registration exercise. It has therefore been twenty-one years since we tidied up the voters list and started afresh. I recall that at that time I had been the standard bearer for Port Loyola for over a year, having been selected at a contested convention in September 1995. We had already registered many people to vote at the small Racecourse Street office across Yarborough Bridge. When re-registration was declared we had to start all over again, and we were quite unhappy. I feel now, however, that the re-registration then was the best thing to happen to our Campaign. Before re-registration, at least 30 percent of the voters who were registered on Neal Pen Road did not live there. Afterwards, we were able to reach out to and to personally know just about everyone on that very long street. The rule of thumb is that re-registration does favor the challenger, but if handled right, I would say. The incumbent usually has no problem with a padded and old list, because he or she would have the information about where voters are and would use this to his or her advantage. We are also aware that with the way the law is set up, there can be many ways to manipulate the system and register persons where they do not live. The “chief occupant” of the home can say to elections and boundaries personnel that a person lives at a certain address, when indeed they do not. This was used by the UDP in 2015 in Belize Rural Central, for example. Myrtle Palacio, former Chief Elections Officer, has opined that unless there are positive changes to the Representation of the People Act, the same kind of manipulation of the process and actual fraud will continue to occur. Only last week there was a glaring example of this at the Ladyville RC School registration center. I witnessed personally what happened. The main UDP operative took a young woman to register for the first time, and when the registering clerk asked the young woman where she lives, she was completely unable to answer. The UDP operative then ran into the room and loudly described her own address in Lord’s Bank as the person’s address. The thing is the young woman does not live there. When our own agent complained, the UDP operative turned to
her and boasted “What you going to do about it!!” Well, clearly, what we are going to do about it will be to object when it is time for the electoral roll to be reviewed at the magistrate court. The UDP operative is of course the chief occupant of her house. The question is thus, will the court take her word for it as to where that young woman resides?? We have obvious problems with this system. And where political party operatives believe they can get away with fraud, they will continue to try to register Persons where they do not live. Witness too what is happening in the Cayo District in particular. Many people from other areas are being taken to Cayo Central to register. They do not live there, but ruling party workers are busily carrying out this fraud. Opposition people are having to be extremely vigilant to spot this thievery. We have to remain on our toes to call out the wrongdoing and fight against it whenever it comes up. Another thing is that many workers in the re-registration exercise have been chosen due some blood relation to the government representatives. This is clearly wrong. Where is the transparency?? One young man who has been placed at the Ladyville RC registration center is there because he is related to a government minister. The thing is the young man is so slow and challenged that there is obvious incompetence on his part. He takes up to twenty-five minutes to process one applicant, asking irrelevant questions and displaying a lack of familiarity with simple computer processes. This is totally unfair to him, as he should not be there at all. Worse, it is unfair to persons who are applying for re-registration. They cannot get through the process in reasonable time. Voters have a right to be dealt with by professional and competent staff, and sadly this is not happening because the election and boundaries department have given a job to a minister’s nephew or other relative that he surely cannot handle. These are only a few thoughts as we go through the re-registration exercise. My encouragement is that we have to continue to stay on our toes to spot attempts at fraud during this important time, and also to bring out the UDP government’s efforts to manipulate this process for their own benefit. This is no time to sleep.

Policía de Nicaragua ocupa ruta de marcha contra Ortega y crea incertidumbre Agentes de seguridad y antimotines de la Policía de Nicaragua ocuparon hoy la ruta prevista de una marcha contra el presidente Daniel Ortega, lo que creó incertidumbre, ya que el país atraviesa una crisis que ha dejado entre 317 y 448 muertos en manifestaciones contra el Gobierno.
Por EFE 18 de Agosto de 2018 Decenas de policías fuertemente armados se desplegaron sobre la Carretera a Masaya, una de principales vías de Managua, desde horas previas a la marcha, que se espera multitudinaria, que tiene por título “Nada está normal”. Las autoridades policiales no brindaron explicaciones sobre su decisión. La Policía se desplegó al norte de una concentración de trabajadores del
Estado convocada por el Gobierno, para contrarrestar la protesta, en una línea de hasta un kilómetro. A pesar de que el Gobierno ya había hecho coincidir manifestaciones anteriores en hora y lugar, hasta ahora no se había visto un amplio despliegue policial en la ruta de la marcha contra Ortega. “Seguiremos resistiendo cívica y pacíficamente por una Nicaragua con justicia y democracia”, publicó la Alianza Cívica, que apoyó la convocatoria para este sábado, en respuesta a la fuerte presencia policial.

Soldados hondureños destruyeron dos pistas de aterrizaje clandestinas usadas por narcotraficantes para llevar cocaína y otras drogas a México y EE.UU., informó hoy la Fuerza Armada de Honduras. Las denominadas “narcopistas” fueron destruidas este domingo en el departamento de Gracias a Dios, fronterizo con Nicaragua, según un informe de la institución militar. La primera pista, de 1.400 metros de longitud por 20 de ancho, estaba en el sector de Llano de Crua, mientras que la segunda, de 1.200 metros de longitud por 20 de ancho, en el sector de Paloma Supa, ambas en el municipio Brus Laguna, y fueron destruidas
con explosivos detonados por soldados del Ejército. Los espacios quedaron inhabilitados con cuatro cráteres de 10 metros de ancho por 4 de profundidad, precisó la institución castrense. En lo que va de 2018, las autoridades hondureñas han inhabilitado 40 pistas, la mayoría en Gracias a Dios, que eran utilizadas por los carteles del narcotráfico para transportar drogas, principalmente cocaína, según cifras oficiales. Por su posición geográfica, el territorio hondureño es utilizado por narcotraficantes internacionales que envían cargamentos, especialmente de cocaína, a Estados Unidos, en avionetas y embarcaciones rápidas que navegan por el Caribe. Las autoridades de Honduras mantienen activos en el Caribe los escudos aéreo, marítimo y terrestre iniciados para reducir el tráfico de drogas procedente de América del Sur.

Las protestas contra el Gobierno de Nicaragua iniciaron el pasado 18 de abril. A pesar de que la Alianza confirmó la manifestación de hoy, sus integrantes no revelaron si cambiarán de ruta para evitar enfrentamiento, tal como ha ocurrido en situaciones de amenaza. Nicaragua cumple hoy 4 meses en la crisis sociopolítica más sangrienta desde la década de 1980, también con Ortega como presidente. La Comisión Interamericana de Derechos Humanos (CIDH) y la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos
(ACNUDH) han responsabilizado al Gobierno de Nicaragua de “asesinatos, ejecuciones extrajudiciales, malos tratos, posibles actos de tortura y detenciones arbitrarias”, lo que Ortega ha negado. Las protestas contra Ortega y su esposa, la vicepresidenta Rosario Murillo, comenzaron por unas fallidas reformas de la seguridad social y se convirtieron en una exigencia de renuncia del mandatario, después de once años en el poder, con acusaciones de abuso y corrupción.

Los gobernantes de Guatemala y Honduras dieron la bienvenida a El Salvador en su integración oficial a la unión aduanera centroamericana.

El presidente de Honduras, Juan Orlando Hernández, invitó hoy a Costa Rica, Nicaragua y Panamá a sumarse a la unión aduanera que su país y Guatemala iniciaron en 2017, tras oficializarse la adhesión de El Salvador. “Hemos soñado esto y también soñamos que muy pronto Nicaragua, Costa Rica y Panamá sean parte de este sueño y lo convirtamos en realidad, porque entonces nos vamos a convertir en la séptima economía del continente”, subrayó Hernández tras reunirse con sus homólogos de El Salvador, Salvador Sánchez Cerén, y Guatemala, Jimmy Morales. La unión aduanera centroamericana abre “enormes cantidad de oportunidades” a favor de los pueblos, señaló Hernández, y destacó que el proceso iniciado entre Honduras y Guatemala en junio de 2017 “no ha sido fácil”, pero “debe traernos prosperidad a través de la inversión, empleos y mejores oportunidades para nuestra gente”. Los gobernantes guatemalteco y hondureño dieron la bienvenida a El Salvador en su integración oficial a la unión aduanera centroamericana, en un acto celebrado en el puesto fronterizo de El Corinto, en Honduras.
La unión aduanera es una “experiencia que el mundo está viendo, documentando, pero también con la incorporación de los hermanos salvadoreños esto se vuelve más atractivo, como caso de estudio, pero también (para) mejores oportunidades para nuestros pueblos”, enfatizó el mandatario hondureño. Señaló que los pueblos de Honduras y Guatemala han dado “un ejemplo claro de la voluntad política de poder avanzar en estos primeros pasos de la integración económica centroamericana a nivel de la unión aduanera”. La unión aduanera ha “sido trascendental” para Honduras y Guatemala, ya que se ha logrado reducir “el paso de despacho” en las fronteras unificadas de un promedio de 55 horas a 15 minutos, explicó. Hernández resaltó que el objetivo debe ser “convertirnos en la octava economía más grande de América Latina, un mercado sumamente atractivo”. La semana anterior, las autoridades salvadoreñas entregaron al Sistema de la Integración Centroamericana (SICA) el protocolo que los integra oficialmente a la unión aduanera centroamericana, que permitirá que ciertos productos gocen de libre circulación en el Triángulo Norte. Honduras y Guatemala, naciones que tienen un producto interno bruto (PIB) conjunto de 72.781 millones de dólares y su comercio bilateral ronda el 40 por ciento de las exportaciones e importaciones de Centroamérica, concretaron el 26 de junio de 2017 la unión aduanera. Añadió que los extranjeros han tomado el parque de La Merced, ubicado en el centro de la capital “como si fuera de ellos, la ley defiende demasiado a los nicaragüenses y por eso es esta protesta, no queremos más nicaragüenses”. Los discursos de xenofobia aumentaron luego de que el Organismo de Investigación Judicial indicara que un nicaragüense sería el responsable de asesinar a una turista española en la localidad de Tortuguero (Caribe). La nicaragüense Aura Laguna expresó que no se debe generalizar, porque también existen muchas personas de su país que llegan a trabajar y aportar a la economía de Costa Rica. “Es cierto que muchos nicaragüenses han venido a hacer daño, pero a favor de los nicaragüenses hay muchos que estamos aquí honradamente ganándonos el sustento. Aquí en Costa Rica hay mucha corrupción, mucha droga y vandalismo, robos y asaltos, no solo de nicas también de ticos y si van a ofendernos, que no digan que todos somos malos”, dijo Laguna. Costa Rica es un pequeño país de 4.9 millones de habitantes y cerca del 8 por ciento de su población es inmigrante, la mayoría nicaragüense. Tras la crisis sociopolítica que vive Nicaragua, las autoridades costarricenses han reportado un incremento exponencial de solicitudes de refugio de ese país. La Dirección de Migración y Extranjería ha revelado que recibía en promedio por mes entre 60 y 120 solicitudes de refugio. Sin embargo, solo en junio Costa Rica ha recibido al menos 5 mil 200 solicitudes de refugio. Situación nicaragüense Organismos humanitarios, incluyendo la Comisión Interamer-

Se redujeron las muertes violentas, dando paso así a una confrontación diferente, en la que las fuerzas estatales ocupan las calles del país y reprimen cualquier movimiento que consideran sospechoso, especialmente en aquellas ciudades que fueron importantes durante los meses de contienda.

Por Redacción 19 de Agosto de 2018 Los detenidos fueron identificados como Fabián de León Pérez, de 52 años, actual juez de femicidio en Izabal, y Miriam Raquel Cabrera, 51, abogada del mismo departamento.
Ambos fueron aprehendidos mientras cruzaban por el puesto de control fronterizo, Omoa, Corté, como parte de un operativo de la Policía Nacional de ese país, informó la Unidad Departamental de Policía No.5. Al momento de la detención, las dos personas viajaban en una camioneta agrícola en donde se les encontró una fuerte cantidad de dinero en
quetzales, dólares y lempiras -moneda nacional de Honduras-. Según las autoridades, el monto total incautado sobrepasaba los US$ 10 mil, pero no lo declararon. Según las autoridades, los dos guatemaltecos transportaban en total US$10 mil 437.58, pero en ningún momento declararon el monto, por lo que fueron detenidos.

This vision, this determination, has created what we call our BELIZEAN BILL OF RIGHTS. FIRST - Every Belizean should have access to a piece of land. With land we immediately create opportunities for upliftment and personal growth. SECOND - Every Belizean should be able to own a decent home. The 17th Century Jurist and politician Edward Coke in speaking on human rights said: “A man’s home is his castle.” Every Belizean in 2017 should expect such an entitlement whether they live on Bocotora Street or on Seashore Drive. THIRD - Every Belizean should be given the chance to go to school from pre-school to junior college. We have to make education free from pre-kinder to Junior College. If we will give our young people a chance at success, it must start with a good education. FOURTH – Accessibility to quality basic health care is critical, which means every Belizean should be enrolled in the National Health Insurance Program. If we can invest 42 million dollars in a basketball stadium, then we should be able to provide basic health services to all. FIFTH and most important, the driving force behind it all is JOBS - good jobs that can lead to meaningful careers; jobs that will give Belizeans a chance for personal growth and prosperity and provide a hand up for those at the very bottom of the economic ladder. If we do these things, if we create a fair and just society, if we build on these principles we will then be able to change people’s lives and together we will rid our shores of the scourge that is poverty.

REAL Good Governance Reform! Changing the Status Quo For the People’s United Party to restore the people’s confidence in any government after three terms of an abusive, corrupt and incompetent UDP, it must be serious about good governance reform. The Barrow administration has been the worst in history, allowing no REAL oversight and giving UDP Ministers powers which led to gross irregularities and abuses of process and people. The new People’s United Party government will do things differently. We will give power back to the people of the country who will elect us to represent them. We WILL: PUT POLITICS AND MINISTERIAL POWER IN THEIR PROPER PLACES: We will immediately strengthen the Integrity Commission, providing the necessary funds for its Secretariat to fulfil its important legal, auditing and investigative roles free from any undue political influence. Monitor the conduct and performance of Government Ministers and all elected officials in public life to ensure their “honourable” exercise of duties and responsibilities, and to prevent any behavior that can bring disrepute and shame to our nation, to our government and/or to our Party. Such embarrassing behavior will lead to their immediate expulsion from the Cabinet. If a Minister is found breaking the law he/she will be subjected to the legal process and will face the consequences like any other person, including jail time. The rule of law means nothing if the laws do not apply equally to all. We will limit the subjective authority of Ministers by removing the discretionary powers and reducing the need for letters from Ministers for everything. Presently, letters from Ministers are needed for recruitment to the Police and the Belize Defense Force, a hitherto unheard of thing. Public officers will be made to do their job, without fear or favour, and punishment will be swift for incompetence and/or corruption. WE WILL: STRENGTHEN CHECKS AND BALANCES: We will reconstitute the Public Accounts Committee for the effective participation of the Social Partners in the Senate so as to ensure its proper role in overseeing the sound and prudent management of public revenues and expenditures approved in the Budget. We will strengthen the capacities, allocate the appropriate resources and ensure the autonomy of the offices of the Auditor General, the Contractor General, the Ombudsman, and the Integrity Commission to better fulfil their technical mandates and provide the appropriate support to the oversight responsibilities of the Public Accounts Committee and other oversight committees. WE WILL ENABLE: An EMPOWERED LEGISLATURE: The PUP will improve legislative governance by providing greater oversight by the National Assembly with respect to the work of the House Committees. We WILL establish Standing Senate Committees that will have the authority to conduct inquiries into any and all matters with a view to advancing the cause of nation-building. WE WILL RESTORE: EFFECTIVE AND EFFICIENT PUBLIC SERVICE: We will take immediate steps to restore the autonomy of the Public Service (establish clear boundaries between the political directorate and the public service) and Public Service Commission to re-establish integrity and impartiality in the recruiting, training, evaluating and disciplining processes, and
We will introduce the necessary legislation with appropriate measures to protect whistle blowers and witnesses involved in corruption cases and to increase the penalties for acts of corruption and public authority abuses. The PUP will revert to having Permanent Secretaries (Senior Career Public Officers) as the accounting officers of the specific Ministry/ Ministries. WE WILL CREATE A: SEPARATION OF POWERS: All Judges and Magistrates of the Court will be employed with security of tenure. The PUP will establish sound systems and good practices for recruitment of all officers of the Court and will hold them responsible for the efficient administration of justice and to ensure the separation of powers of the state as clearly stipulated in the Constitution: Cease and desist from the public badgering and coercing of the judiciary by the Prime Minister and the Cabinet The Director of Public Prosecution will also be given security of tenure and the Department of Public Prosecution will be given the necessary resources to ensure that it complements the work of the Police to increase the rate of successful prosecution, particularly in murder cases WE WILL DELIVER: ELECTION REFORM: Within the first year of office we will present legislation to regulate campaign spending. We will also propose and enact legislation to limit campaigning up to the day before elections. On Election Day all campaigning, paraphernalia, advertising etc. will not be allowed as it is done in other Caribbean countries. We will insist, by any means necessary, that the UDP Government comply with the rule of law and conduct nationwide re-registration in 2017. The recent findings of 700 pages of unadulterated corruption in the Immigration Department lay bare for all to see the untold numbers of foreigners who received Belizean nationality by fraudulent means with the consequence being that these new fraudsters can and do vote in municipal and general elections, deciding for Belizeans who should be their government. Implement a fixed date for general elections similar to that of municipal elections Implement a transparent redistricting exercise, free from any appearance of political manipulation, with the goal being a fair representation of the public Introduce campaign financing legislation Introduce an independent Elections & Boundaries Commission that shall be free from political interference with a Chairman who is appointed in a similar fashion as the DPP and Auditor-General, so he or she can be autonomous and free from the perception of governmental control. I, John Briceño, as head of the next Government along with my Cabinet and together with the National Legislature, pledge to lead this transformation, motivated by the will of the people. In this noble path, we are guided by the philosophy of our Founding Father, the Right Hon. George Price, whose dynamic concept of a Peaceful, Constructive Revolution empowers us to confidently chart this way forward to a better future for all Belizeans.

On Wednesday Belizeans learned, from various media outlets, that Taiwan had donated a massive amount of rice to Belize. From what has been reported, there are ten thousand bags with 22 pounds of rice in each. That amounts to 220,000 pounds of rice. The donation, according to reports, cost the Taiwanese government $250,000. At first glance, some people might say wow, that’s great. This rice will, or should go to feeding programs in schools countrywide and to those most in need. But there is much more to this than meets the eye. Belize is not a country that needs rice. We are rice producers. In fact, I am told that there is currently a rice surplus in which our farmers can’t even sell the rice they produce. That is a serious thing. Our government should be looking at ways in which we can help our farmers, but from long experience we know that this UDP administration has done much more to cripple our farmers than they have done to help. And this is exactly what is happening. You see, my friends, apart from this gesture which looks like an amazingly generous one, Taiwan is doing the responsible thing as a government. See, they too have a surplus, so they are assisting their farmers by purchasing the rice. There is nothing wrong with that. In fact, this Dean Barrow administration could learn from that. But there is something very wrong with our government accepting a donation of hundreds of thousands of pounds of rice, when we have a rice surplus. That is just crazy. I have been able to confirm, through sources, that the Ministry of Agriculture had nothing to do with the arrangements for the donation of rice. The Ministry of Foreign Affairs has also said that it wasn’t them. So who, then, in the government thought it would be okay to bring 220,000 pounds of rice into the country when our farmers are experiencing a surplus? Imagine this scenario. If the Taiwanese government so wanted to bestow a $250,000 gift on us, why didn’t our government then suggest that they buy the surplus of high quality rice in Belize? That
would have made sense. The rice, then, could have been donated to the very same areas where they would do the most good in Belize. I can tell you that there are many, many school-children who don’t have a meal to eat during the day. I also know that while some good souls struggle to maintain feeding programs in schools where they are desperately needed, times are hard and getting harder. Some of these feeding programs have already closed down because they simply could not find the funding. So there is a need for rice. But if the government had only thought a little bit, instead of just playing beggar nation as we so often do, then we could also have killed two birds with one stone – secure a donation and help our farmers. That is what a responsible government would do. This Barrow administration is not a responsible government. I am no agriculture expert, but I know enough to be able to say that this donation of 220,000 pounds of rice will put a hurting on our local farmers who are already struggling to make ends meet. This was a bad, bad move by the government. I am ashamed, lately, that our nation has become a beggar nation, particularly where Taiwan is concerned. I understand the politics of it and I understand what Taiwan is thinking. They are losing allies to Mainland China and they need to hold on to the very few they have left. They do so by being very generous. And this UDP administration had made sure that it has a hand out at every turn, ready to beg gifts. But I would like to suggest to the Prime Minister and his Cabinet – if Taiwan is prepared to assist our people, then let it be in some area where it can do some good and is sustainable. Let it be assistance which helps our people and fills a gap – not like a rice donation when we have a rice surplus. We need to start thinking right, for the good of the people.
We Must Stop Domestic Violence – We must do more!
By: Letticia Guerra Belize City: 23rd August 2018 The incidence of lethal domestic violence, the killing of women is increasing in Belize. This past Monday August 20th, 2018, as many Belizeans women were getting ready to start their workweek, one woman earlier that morning was taking her final breath, a victim of domestic abuse. Within a span of just 10 days, two women were murdered, and one was shot in the face, all at the hands of their husband or ex-common-law husband. Usually when we think of domestic violence, we think of the physical or verbal abuse, but it also involves emotional and economic abuse as well. It can be against a spouse, children, parents or even elderly or mentally challenged individuals. In Belize for this year alone, there have been several fatal reported cases of domestic violence and there are countless others who today are still suffering under the hands of an abuser. Our calls to the Police department for statistics have gone unanswered. Women have been suppressed for so long, for generations that we tend to push taboo issues like rape, incest and domestic violence among other issues into a closet. Victims
feel insecure and scared to come forward and report what they are experiencing because of fear of backlash and public scrutiny. In most countries, domestic abuse victims who are mostly women are seen as a pariah and deserving of their punishment. If you know or suspect someone of being a victim of domestic abuse, you are encouraged to make time, start the conversation, listen without judgment, believe the victim, validate the victim’s feelings, and don’t add to the pressure they are already undergoing. To date, there is only one shelter throughout the entire country of Belize for women who are victims of domestic violence, and obviously much more attention and resources are needed, particularly from the Government of Belize ministries and departments that are duty-bound to provide for the welfare to all citizens. Domestic violence cannot be tolerated anymore, in any shape or form. It must be halted; it must be deterred, and as a community we can stop this plague against our mothers, daughters and sisters. We must do more.
